Introduction This project was undertaken in order to fill out a Historic Structures Report for buildings in a local neighborhood in Savannah. This project included survey fieldwork and analysis of results. Twenty-five homes were chosen on Springfield Street and Stiles Avenue. This neighborhood was selected for the project because of its location near the defunct Savannah Waterworks, which a previous research report was completed for several weeks beforehand. After the neighborhood was chosen, the appropriate survey form was acquired from the State Historic Preservation Office and fieldwork began. The fieldwork included taking enough notes of the selected buildings to complete the information required by the form and to document existing buildings with photographs. Resources were assigned numbers to keep information organized, and after the fieldwork was completed, the data was analyzed. A map was drawn of the area, demonstrating which buildings would be contributing and which buildings would be non-contributing to a historic district. Then, all of the surveys, maps, and data were organized into a Historic Structures Report. Methodology The neighborhood that was chosen for this project was outside of any current historic districts, on a small residential street named Springfield Street. There were only 22 houses located on this short street, so three more houses were selected on Stiles Avenue, which intersects with Springfield Street, in order to keep the 25 structures contiguous. Research on the history and demographics of the neighborhood were conducted for a previous report on the Savannah Waterworks. A brief windshield survey of the area was completed on February 8, 2014 to scan the existing resources in the neighborhood.

Fieldwork started on February 14, 2014 at 3:00 PM. A spiral notebook, pen, and a cell phone camera were used to survey the area. Starting with the house located at 1142 Springfield Street, each house was surveyed one-by-one. Each house was assigned a number 1-25 for indexing purposes, and photographs were taken of every house from several angles. Notes were taken on the materiality of the building, the type of roof, porch type, window type, chimney location, and the building condition. The first day of fieldwork was completed at 4:00 PM. A second day of fieldwork began the following week on February 20, 2014 at 2:30 PM. Additional photos of houses were taken and more notes to complete the surveys were written. Several residents were present on their porches and in the street during the second day of fieldwork. Conversing with residents allowed them to know the process that was being undertaking. Many of them were very interested and offered brief oral histories about the neighborhood. Notes of these oral histories were also taken. The second day of fieldwork was completed at 3:15 PM.
Survey Results Surveys showed that many buildings in the neighborhood were historic, while several others were constructed more recently. Only five houses were selected as contributing structures to the neighborhood, because other had been constructed too recently or altered too significantly to be a contributing structure. Secondary buildings such as garages and sheds were also considered non-contributing to the neighborhood. The following homes were surveyed on Springfield Street and Stiles Avenue:

History Today, the neighborhood is known as Carver Heights. According to city-data.com, the residents in this neighborhood are almost exclusively African-American. The medium household income in Carver Heights is $23,704, while the medium household income for all of Savannah is $36,760. More than half of the residents have not completed a high school education, and 31.3% of residents are living below the poverty level. 1 An article from the Savannah morning news describes one man’s optimism for the community. Elmer Howard, Sr was a proud owner of a humble shotgun house in the area. He, like many other poor, rural, African-American families, moved to the neighborhood in the first half of the 20th century in search of a job and a better life. 2 However, today, the area is still one of the poorest neighborhoods in Savannah. Historically, on the west side of Savannah, the neighborhoods were “lined with modest, one-

story homes and bungalows constructed of the cheapest wood or cement block available. The houses sat atop cramped 30-foot lots.” 3 The neighborhood contains a great deal of vernacular residential architecture, since “a haphazard ‘lay development’ unfolded as families added onto and repaired homes with the meager resources that lay at hand.” 4 The Houses on Springfield Street are a perfect example of this type of development that took place in this part of Savannah. The street is not in shown in the 1898 Sanborn maps 5, but it is shown in the 1916 Sanborn maps 6. This indicates that this street was developed between these years, when large industries were starting to develop in this part of town. The street was historically named West Waldburg, although it never connected to the portion of Waldburg Street east of the canal. Cadastral surveys from 1939 show that all of the occupants on this street were “colored” and more than half of the houses were in fair, poor, or bad condition. 7 The city directory from 1919 also indicates that everyone living on this street during that time was colored and provided names of the people who lived at the addresses. 8 1920 Census records from these names showed what kind of economic condition the families were in. Amanda Riggins of 1118 W Waldburg lived in her home by herself and worked as a servant. Thomas and Estell Brown lived at 1135 W Waldburg along with 5 other people: their children, Estelle’s parents, and her brother. All of the men in the household worked as “laborers” at a Saw Mill. Susan Lee, who lived next door at 1137 W Waldburg, lived with her niece and two

boarders who worked as steamship laborers. 9 This small snapshot of the lives of these people are a good indicator of the way people on this street lived, and in most of the surrounding neighborhoods. Most of them were poor, working class people who primarily worked for the industries in Savannah’s West Side or commuted into the city to work for domestic work. Architectural Analysis Because Springfield Street is and always has been a low-income neighborhood, there is no high-style architecture seen here or any buildings built by high-profile architects. The original houses to the neighborhood were vernacular structures built in the National style. Most of the structures were built or repaired with inexpensive materials that were available. In the survey area, there were several examples of shotgun houses and double shotgun houses. This style was “dominated many modest southern neighborhoods built from about 1880 to 1930.” 10 Some scholars claim that the style originated from African traditions and became popular when black freedmen moved to urban environments in the south after the Civil War, while others claim it is simply a rural hall-and-parlor plan turned sideways to accommodate narrower urban lots. 11 There was an additional era of interest in front-gabled shotgun houses with details inspired by craftsman houses in the decades between 1910 and 1930, which is the era that Springfield Street was developed. This would explain why several of these modest homes have front gables and some elements of the craftsman style. Pyramidal cottages were also seen in the survey area. Initially popular in rural areas, these houses also started to become popular in urban neighborhoods as well, and were usually built with “Colonial revival, Neoclassical, Prairie, Tudor, or Craftsman stylistic detailing, but many also remained simple folk forms which lacked such fashionable details.� 13 Some of these details can be seen on houses in the neighborhood, but most of them are very modest since the people living in the survey area had low incomes. A brief conversation with a resident on Springfield Street led to an interesting oral history about homeowners being resourceful builders and using materials that were on hand. Charles, who lives on this Street, said that an older woman living across from him had lived in her home for most of her life. The woman told him that the people who used to live in his current house had built it themselves and had to be resourceful with materials by using railroad ties that they found. Unfortunately, during the surveying process, remnants of these railroad ties were not located since the original features of the house had been replaced. However, the remnants of an unknown secondary structure built out of telephone poles were seen in the backyard. The use of railroad ties demonstrates the economic history of the neighborhood in addition to the impact that industries had on the people living in this area. Historic Integrity The survey area on Springfield Street and Stiles Avenue has several historic structures, but only a few of them retain enough original features and historic integrity to be considered contributing buildings. The neighborhood is fairly dense and the houses are long and narrow to fit on small lots. Most of them also have porches which contribute to the rhythm of the street. Several houses have been demolished and rebuilt with modern structures. The windows on many

houses were replaced with non-historic vinyl or aluminum windows, and several houses have been covered in vinyl siding. Houses have been extended backwards over the years and porches have been filled in to extend the small interior space of the house. These alterations make sense for the low-income neighborhood, which has practiced a haphazard ‘lay development’ since its origin. Most porches in the survey area had concrete block supports and a decorative cinderblock balustrade. Although most likely not original, one could argue that this is an example of a local vernacular tradition since this construction is fairly consistent on this street and in the other houses in Carver Heights. Conditions For the most part, the homes in the survey area are in fairly good condition. Resource #22 appeared to recently be going through a rehabilitation to get its front porch restored, but it appears that construction has stopped and the front wall is now covered with construction tarpaper. Most other homes are structurally sound and homeowners seem to take pride in them; the only problem for the survey area is that resources and finances to upkeep properties are meager for the low-income residents. Several houses with older wooden clapboard need repainting to prevent material deterioration. Most roofs in the neighborhood appear to be newer and in good condition, and no foundation issues were apparent. National Register Eligibility Since there were not many contributing buildings containing original features, the survey area is not eligible for listing in the National Register of Historic Places. Several of the vernacular structures in the area did have unique construction methods using materials at hand, but few examples retained historic features so they are not eligible. One of the most preserved

buildings in the survey area (Resource #17) is currently a religious property, so it would also not be eligible for listing. However, the greater context of development in this neighborhood is important to African-American history and the migration of the working class in the early 20th century. Further surveying of Historic Resources in Carver Heights and other neighborhoods on Savannah’s West Side might be key to finding other examples of this type of architecture. If better preserved examples nearby are found, a larger district including the survey area might be eligible for the National Register.

A secondary gable that was located on the side of the house has been removed, and a small stoop porch has been added to rear entrance of the home. Original wooden-sash windows have been replaced with vinyl windows. The front door has also been replaced with a vinyl door. The foundation is made of brick and cinder block. It is continuous in the front with piers in the back.

The front porch is located on the right side of the façade with a smaller gabled roof on top of it. A corrugated metal awning has been added underneath the porch roof. Running bond brick covers most of the exterior walls, while the gables are covered with vinyl siding. The house is not historic to the neighborhood.

26. Physical Description: (write-in) The house at 1124 Springfield Street is a historic structure that has been modified. The house is a long, narrow shotgun house built in the national style. The front porch has been altered from its original state. A survey from 1939 shows that the front porch has a shed roof, but the porch today has a gabled roof and cinder block supports. The 1939 survey also shows a back porch which has been incorporated into the interior space of the house. The front window has been replaced with a large jalousie window, and the side windows have original casings but have been replaced with aluminum windows.

26. Physical Description: (write-in)The house at 1120 Springfield St is a national style house with a shotgun plan, which was a very common style for lower-income neighborhoods in the region. The plan remains intact, including a shed room and small open porch located at the back of the home. A survey from 1939 shows that the front porch originally had a pent roof. The porch has been altered from the original design and currently has a shed roof and cinder block supports. The original front door has been replaced, but the two-paneled side lights and three-paneled transom are still intact. Windows are double-hung 9/6 wooden sash windows, and are housed in original wooden casings. The external walls are covered in clapboard siding. The roof is tin, which the survey from 1939 shows was an original roof material. There are two internal brick chimneys located on the East side of the building. The rear chimney has a pointed arch cap.

26. Physical Description: (write-in)The house at 1118 Springfield Street is a national style house with a shotgun plan. A small addition with an exterior door has been made to the east side of the building. An unattached garage and parking have also been built on the site. A survey from 1939 shows an open porch on the front, most of which has been filled in and incorporated into the interior space of the house. A small portion containing the front door remains a porch. An open porch with a shed roof that was located on the northwest corner of the home has also been filled in and incorporated into the house’s interior space. Windows are mass-produced aluminum with artificial divides forming a 6/6 pattern. Original siding has been replaced with vinyl siding, and the original tin roof has been reshaped to cover filled-in porches and covered with asphalt shingles. The original lateral exterior brick chimney is still in good condition.

26. Physical Description: (write-in)The house at 1114 Springfield Street is a one story National style double shotgun house that is two rooms wide and two rooms deep. The original front porch has been replaced with cinderblock supports and a cinderblock balustrade. A smaller stoop porch with a shed roof is located on the west lateral side of the house. The walls are clapboard, and most of the windows, including all the windows on the front façade, are original double hung 2/2 wooden sash windows. There is only 1 front door since the double shotgun is now a single family home. There are two brick chimneys located on the lateral interior of the home: one in the middle of the western wall and one at the northwest corner. The roof is a low-pitch hipped roof and extends to cover the front porch.

26. Physical Description: (write-in)The house at 1112 Springfield Street is a one-story shotgun house built in the National style. The front porch, unlike several other examples in this neighborhood, still has a pent roof. The porch supports have brick piers, but the columns have been replaced with concrete block, and decorative concrete block has replaced the balustrade. The front door has two panel sidelights and a three panel transom. Wooden door and window casings still exist, but windows have been replaced with aluminum windows. A survey from 1939 shows that the original external walls were covered in siding, but today the house is covered in running bong brick. The roof, originally tin, now has asphalt shingles. The open porch that was located at the northwest corner of the house has been filled in.

26. Physical Description: (write-in)The house at 1111 Springfield St is a one-story symmetrical building. The plan of the building is rectangular, with two smaller rooms extending from the rear, and a screen porch between the two rooms. The roof is a front gable, the extended rooms have smaller individual gables, the screen porch has a shed roof, and the front porch has a separate gabled roof with a slightly lower pitch. The roof has wide overhanging eaves with exposed rafter tails, an element of the craftsman style. The material of the roof is still tin, which is the original material according to the 1939 survey. The front porch has concrete block supports and a partial cinder block wall instead of a balustrade. The door and window casings are still intact and a two-panel transom is above the central front door. All windows except the transom have been replaced with aluminum windows. External walls are covered in clapboard siding, and the brick chimney is located on the lateral interior of the home. A small structure is located behind the house, but its purpose is unknown since the back yard was not accessible. A sanborn map shows that the structure was originally divided in the middle and housed two separate families.

26. Physical Description: (write-in) The house at 1113 Springfield Street is a historic structure that has been modified. It is a modest rectangular structure with a front-gabled roof and a front porch with a pent roof. It was built in the national style. The house sits farther back on the lot than most homes on this street and as a result, it as a larger front yard than the surrounding homes. The original verandah front porch has been altered from its original state: The right side of the porch has been filled in and added to the home’s interior, while the left end of the porch has been partially filled in and made into a screened porch. The only window visible from the street is located on the new addition to the porch and not original to the house. A structure built out of telephone poles is located in the back yard, its initial use is unknown.

The house on the lot today was built in 1981 and takes up most of the space on the lot. It is a simple one-story rectangular house with a gabled roof. The small front porch is located on the in the middle of the façade and has smaller gabled roof. Running bond brick covers most of the exterior walls, while the gable are covered with vertical vinyl siding. The gable of the porch is covered in plywood.

26. Physical Description: (write-in)The building at 1125 Springfield Street is currently being used as a church, but it was originally a single family residence. It has several elements of the prairie style, including large, square brick porch supports, a low-pitched roof with widely overhanging eaves, and an emphasis on horizontal lines in the building’s design. The front porch is wider than most of the front porches in the area since this house sits on a wider lot. The lower half of the walls are running bond brick and the upper half of the walls are clapboard siding. A smaller porch with a shed roof is located on the rear end of the house as well. This building is still in good condition and retains most original features.

26. Physical Description: (write-in)The house at 1135 Springfield Street is a modest national style house with a pyramid cottage plan. It has a hipped roof and a porch attached to the front. A survey from 1939 shows that the front porch originally had a pent roof, but the porch currently has a shed roof and slender, square, double porch supports. Part of the front porch has been filled in and has plywood walls. The survey also shows that the house originally had a shed porch attached to the rear of the house as well, but the interior space of the house has been extended and the back porch has been removed. The original front door has been replaced, but a two-paneled transom above the front door is still intact. The vinyl window on the front façade has a large single pane fixed window, surrounded by two sash windows on both sides that have a horizontal 2/2 pattern. The windows on the side of the house have attached awnings. The external walls are covered in clapboard siding. There is an internal brick chimney located on the East side of the building.

26. Physical Description: (write-in)The house at 1137 Springfield Street is a one-story shotgun house in the national style, which was very common for the urban south. This house was one of the first ones developed on this street and is listed on the 1916 Sanborn map. The front porch has a pent roof. The porch supports have cinder block piers, smaller concrete block columns, and a decorative concrete block wall instead of a balustrade. The front door has a two panel transom. Windows have been replaced with 1/1 vinyl windows and the exterior walls have been replaced with vinyl siding. The roof, originally tin according to a 1939 survey, now has asphalt shingles. The plan of the roof remains intact with an overall hipped shape and an extension with a shed roof.

However, differences in satellite maps and digital imaging show that it has been recently altered and lost many of its original features. The roof has been changed from a hipped roof to a gabled roof, the shed roof covering the front porch was removed and the porch is now under the main roof. The brick chimney has been removed, the walls have been covered in vinyl siding, wooden sash windows have been replaced with vinyl windows, and an extension has been made to the back.

26. Physical Description: (write-in)The house at 1141 Springfield Street was a modest national-style structure and one of the houses to be built on this street. It is shown in the 1916 sanborn map, and used to be very similar to the house next door at 1139 Springfield Street. Differences in satellite maps and digital imaging show that the house has been recently altered. Within the last seven years, a pent roof and cinder block supports have been added to the front porch. Imagery from 2007 shows that the roof of the porch was missing. Most walls are covered in vinyl siding, but the siding has been taken off of the front façade and the wall is being covered with tarpaper. The house appears that construction was started and put on hiatus.

26. Physical Description: (write-in)The house at 1002 Stiles Avenue is a National Style house with a pyramid cottage plan. This plan was common in the south during the early decades of the 20th century. Based on the 1939 survey, the house used to be more square-shaped with a small extension to the back and a shed roof, but the back porch has been demolished and the house was extended towards the back. The front still has a pent roof. The porch supports are turned wooden posts which sit on cinder block bases, with decorative concrete block instead of a balustrade. An early wooden front door is still in use behind a screen door, and windows are still 4/4 double hung wooden sash windows. Awnings have been added to the windows on the north wall of the house. The external walls are covered in clapboard siding. There are two brick chimneys located on the lateral interior of the building along the north and south walls.

26. Physical Description: (write-in)The house at 1006 Springfield street was one of the first ones built on the block, but it has been modified and added on to several times since its construction. It has elements of a prairie-style American Foursquare house. There is a two-story front porch with slightly pyramidal wooden porch supports that sit on brick piers. The brick piers extend to the ground. There are two front doors, indicating that the single-family home was most likely split up into a duplex. There is one visible brick fireplace, located on the building’s lateral interior on the south wall. The original plan was two rooms wide and two rooms deep, but porches on the back and side have been filled in. With all the additions made, there are patches of different materials from different years covering the exterior walls. Two windows on the south wall of the building are boarded up, and the two above that have been replaced with vinyl windows.
