DB3 has been deeply involved in several airport retail unit projects for Radley & Co under a comprehensive framework agreement. Initially, Radley & Co established flagship stores as retail anchors for their expanding business. However, their desire to extend their presence across the UK necessitated a revaluation, focusing on airside concessions.
In response, we devised a new standard for store fit-outs, employing a straightforward set of Design Standards alongside appropriate specifications and simplified costing documentation. This approach facilitated easier pricing for contractors, streamlined cost comparisons, and simplified value engineering processes. Before finalising
and adopting model standards, a thorough postcompletion review ensured that designs were user-centric, catering to various activities within airport environments.
Furthermore, we standardised the project management process to ensure consistency in delivery. This involved DB3 undertaking all upfront feasibility work, project scoping, detailed design, obtaining consents, compliance with health and safety standards, contract administration, and site inspections. By implementing these measures, DB3 aimed to ensure efficient and effective project execution while meeting Radley & Co’s objectives for their retail expansion.

DB3 worked as the NEC Supervisor for the Barbara Hepworth Building - a striking addition to the University of Huddersfield campus, housing the School of Arts and Humanities. Valued at £30 million, the project covers 80,000 sq ft over five storeys.
As the NEC Supervisor, DB3 facilitated seamless collaboration, effective communication, and risk management among all parties involved, streamlining the construction process. Challenges were faced, particularly in ensuring the structural integrity and safety of the flying cantilever. DB3 conducted manufacturer visits, including trips to Ireland to rigorously review and approve material samples to maintain high standards throughout the construction process.
The completion of the Barbara Hepworth Building is a testament to the power of collaboration and effective project management. Its distinctive design, featuring the flying cantilever and aluminium panels, has become an iconic addition to the Huddersfield skyline and a centrepiece of the University’s campus.
NECUNIVERSITY OF HUDDERSFIELD
Sovereign Design House
Location: Huddersfield

DB3 took on the role of NEC Supervisor for the former Broadbent Bathhouse project, which has been successfully transformed into the Sovereign Design House Art Gallery and Toast House Café. The building, a Grade II listed structure on Queen Street South, was originally constructed in 1955.
The project involved a refurbishment of the existing bathhouse, with particular emphasis on preserving the building’s historic character due to its listed status. DB3 oversaw that the external façade remained undamaged throughout the renovation process, even during the removal and replacement of windows, all of which had to comply with strict preservation guidelines.
To restore the building to its former glory, we supervised tasks such as repointing the stonework
and reroofing. The careful restoration efforts were aimed at honouring the building’s heritage while providing a functional and modern space for the art gallery and café.
During the 12-month inspection, DB3 noticed water ingress issues as a result of the sandstone material. The affected area was promptly addressed to rectify the problem and maintain the building’s integrity.
As the NEC Supervisor for architectural & civil aspects, DB3 played a pivotal role in overseeing the project’s execution, ensuring compliance with the listed building requirements and delivering a successful transformation of the former Broadbent Bathhouse into the Sovereign Design House Art Gallery and Toast House café.

UNIVERSITY OF HUDDERSFIELD
Joseph Priestley Building

DB3 served as the NEC Supervisor for the £8.3 million refurbishment of the Joseph Priestley Building, which houses the University’s School of Applied Sciences. The main focus of the project involved the remodelling of the lower three storeys, both internally and externally. The external transformation of the building included the installation of a new façade featuring finned metal cladding.
One of the major challenges faced during the project was the tight site constraints on all sides, which raised questions not only about the construction process but also about ensuring access for emergency services upon project completion. Addressing these constraints required
careful planning and coordination which was overseen by DB3.
Central to the design was the incorporation of two “super-labs,” spacious laboratories that can accommodate up to 120 students working side by side. To optimise the functionality of these labs, the contractor utilised advanced AV and acoustic technology to create spaces that allow multiple lessons to be taught simultaneously without interference. Throughout this process, DB3 provided diligent oversight, ensuring that the design and construction adhered to all necessary regulations and building codes, guaranteeing the highest standards of safety and compliance.

UNIVERSITY OF HUDDERSFIELD
St Paul’s Street

DB3 played a crucial role in the University of Huddersfield’s St Paul’s Street project as the NEC Supervisor, which aimed to connect the Barbara Hepworth Building to the main campus. The project encompassed various aspects, including roadworks, lighting, landscaping, and street furniture.
The primary responsibilities of DB3 included overseeing civil works and below-ground activities, ensuring seamless integration with the initial plans. Weekly inspections were conducted to monitor progress and promptly address any potential issues.
DB3 adopted a comprehensive approach, conducting full inspections of all visible works.
This stringent inspection process aimed to maintain the highest standards of quality and compliance. In particular, 12-month defect inspections were carried out to identify and rectify issues such as uneven pavements and paintwork problems, ensuring that the completed project would meet the required standards.
As the NEC Supervisor for architectural & civils aspects, DB3’s services ensured effective project management and coordination among all parties involved. Our expertise in overseeing hard and soft landscaping and road surfacing contributed to the successful implementation of the project.
Daphne Steele Building

The Daphne Steele building at the University of Huddersfield’s new Health and Innovation Campus prioritises the wellbeing of its occupants. It’s proudly the university’s first building designed to meet the prestigious WELL Platinum Standard, emphasising a commitment to enhancing the health and comfort of its users. This project aims to create an exceptional learning environment for students, offering cutting-edge facilities for health education and research to shape the future of healthcare professionals.
Recently appointed as the NEC supervisor, we hold significant responsibility in ensuring the
project’s success. This involves overseeing quality control, project management, health and safety, and risk management aspects. Given the building’s adherence to the WELL Platinum Standard, our role extends to ensuring every aspect of the construction aligns with its rigorous criteria. This includes monitoring features like air and water quality, lighting, and wellbeing.
The project is scheduled for completion by September 2024.

HARROGATE BOROUGH COUNCIL
Jack Laugher Leisure & Wellness Centre
Location: Ripon

DB3 acted as the NEC Supervisor for Architecture & Building Services Engineering for the £10.2 million expansion of Jack Laugher Leisure & Wellness Centre. The project entailed the addition of a new 25m Myrtha pool, accompanied by changing and community areas. Additionally, a new entrance and lobby were constructed for the existing centre, while dry leisure facilities received upgrades with new changing rooms, a health suite, two dance studios, a ‘spin’ studio, and a meeting room.
The car park underwent relocation, enhanced
with amenities such as a sheltered cycle rack and electric car charging points.
One of the main hurdles faced during the project revolved around the Myrtha pool. Given the known ground issues and the substantial weight of the pool, a movement detection system was incorporated into the supporting concrete slab to provide early warning signals through an alarm system. Following installation, it became apparent that water was seeping underneath the pool, which was identified as a welding issue.
ROYAL BOROUGH OF GREENWICH COUNCIL
Woolwich Waterfront Leisure Centre

Woolwich Leisure Centre is an ongoing live project, set to replace the existing Waterfront Leisure Centre, located north of Woolwich High Street. With a total area of 12,800 sqm spread across three floors, this £80m facility is destined to become one of the country’s largest urban leisure centres upon its completion in 2025. The centre will boast three swimming pools, leisure water with flumes and slides, and a teaching pool.
We hold two pivotal roles in this project: NEC Supervisor and Technical Advisor. In our role as NEC Supervisor, we have been diligently overseeing the substructure, conducting thorough inspections of underground services, drainage systems and below-ground service provisions. As the project progresses, we remain dedicated to closely monitoring the commencement of
foundations and piling, ensuring the centre’s structural integrity and seamless execution. During the superstructure phase, our responsibilities extend to supervising the installation of steelwork, external cladding, and internal progress.
Simultaneously, in our capacity as Technical Advisor, we have been monitoring the contractor’s design and construction works on-site to ensure compliance with the scope. This began with a thorough review, including design proposals and assessments against Building Regulations and Sport England guidance. Our approach prioritises the end-user experience, considering every touchpoint. As the project progresses, we are increasingly involved in design reviews, with plans to spend more time on-site as it advances further.

SPORT ENGLAND

DB3 have been appointed as design advisor and technical advisor for Sport England since 1998 and have worked continually in this role ever since. Prior to this, our practice worked for Sport England’s predecessor organisation the Sports Council.
In our role as design advisors, we have been involved in design reviews of hundreds of Leisure Centre projects, both during their design and following completion of the schemes. This work has provided us with a unique opportunity to learn from the successes, and perhaps more importantly, from the failures of a few projects. We bring the knowledge we have gained from this to each of our projects.
In order for us to be able to undertake design and technical reviews for Sport England, our practice has developed an unprecedented technical knowledge of best practice within the industry including, Sport England’s guidance documents, legislative standards, etc.
We have an excellent day to day relationship with the personnel at Sport England and both our Architectural and specialist M&E team are
often consulted on complex technical issues, particularly in relation to swimming pools and leisure centre projects.
During our many years of working for Sport England and the Sports Council we have authored several of their guidance documents and have contributed to many others.
We have recently been working with Sport England on design papers exploring energy saving measures in leisure buildings such as the use of ceramic filtration in swimming pool projects and the practicalities of using LED lighting.
A large percentage of the leisure centre projects that we have designed over the last 20 years have received significant grants from Sport England. Our understanding of the required standards and necessary procedures has helped to make the process of securing these grants smoother for our clients.
Several of our projects have been used by Sport England as exemplars for the industry, these include the Flitwick Leisure Centre where the business case led development of the facility mix was very highly praised.

NATIONAL MUSEUMS WALES
National Museum Cardiff

We have served as both the NEC Supervisor and Architect for the restoration of the Main Hall at the National Museum Cardiff - a Grade 1 listed neoclassical building. Throughout the project’s lifecycle, we encountered numerous challenges in both capacities.
Early in the construction phase, a fire broke out, damaging the original roof structure. The fire service removed the damaged felt entirely, leaving the building exposed. As NEC Supervisor, our role included reviewing works and overseeing adherence to contract terms
within the tight timescales of the programme. We attended progress meetings and enabled the identification of issues and potential issues preventing them from occurring. DB3 collaborated with conservation experts to ensure replacement materials met Grade 1 building specifications. During the programme the contractor was replaced, DB3 worked with the replacement contractor to ensure a smooth transition, resolving complications so the project was delivered successfully on time and in budget.

ROTHERHAM BOROUGH COUNCIL
Rotherham Housing

DB3 served as the NEC Supervisor for two schemes undertaken by Rotherham Housing as part of their comprehensive housing growth programme and Town Centre Masterplan. The developments aimed to provide a diverse range of housing options, including council housing, shared ownership, and affordable sale units.
The first scheme, known as Wellgate, centred on later-life living and is situated on the former site of Henley’s garage. It comprises of two apartment blocks housing 34 units and 20 two and threestorey terraced homes.
The second site, Westgate Riverside, features two apartment blocks with 44 homes along with 28 semi-detached and terrace houses of
varying sizes. This site presented challenges due to its riverside location, necessitating the implementation of flood defences to address regular flooding incidents during the project’s execution.
The Covid-19 pandemic caused a temporary halt in the development, during which the NEC Supervisor was eventually permitted to resume on-site activities. Throughout this period, communication within the construction team was primarily facilitated through platforms such as Microsoft Teams, with DB3 largely responsible for disseminating site updates and relevant information.
MARTIN HOUSE HOSPICE GROUP
Martin House Children’s Hospice
Location: Wetherby

DB3 is currently providing the Clerk of Works role for the Martin House Children’s Charity project at their existing Hospice Centre in Boston Spa, Wetherby. This project aims to meet the increased demand for specialised care environments and to modernise existing facilities to better serve the hospice’s objectives.
The project involves a mix of new construction and refurbishment to create tailored spaces including the new Wellbeing Centre with improved patient bedrooms and en-suite facilities, educational facilities, and enhanced staff accommodations with office and meeting spaces.
Working on a challenging live site with limited access, the project is divided into three phases:
Phase 1: Includes partial demolition of existing structures and basement storage including the existing plant room and forming of temporary boiler provision, with the creation of the new house hub and children’s bedrooms. Phase 1 also involves parking and landscape adjustments with a new site access to Grove Road to aid in traffic flow in and out of the site.
Phase 2a: Involves refurbishment of existing spaces like the Wellbeing Centre, day therapy, and treatment spaces. Includes renovation of offices and welfare areas, along with car park and landscaping adjustments.
Phase 2b: Encompasses partial demolition, creation of new spaces including the education suite and hydrotherapy pool.
As the Clerk of Works, DB3 is responsible for ensuring compliance and quality throughout the construction phase. Key duties include reviewing construction stage drawings and specifications, verifying the use of specified materials, and ensuring adherence to standards. Regular site visits are conducted to identify defects and observations, promptly addressing issues, while liaising consistently with contractors and the client’s team to monitor quality and project progress.
Detailed site visit reports are provided recording progress, compliance, site conditions, and any arising matters. DB3 ensures works are carried out in accordance with statutory regulations, witnesses test results, assists with snagging and sign-off procedures, and supports the 12-month end-of-defects inspection process.
The project is scheduled for completion by the end of 2025.

CITY OF WOLVERHAMPTON COUNCIL
Wolverhampton Central Learning Quarter

DB3 designed the Central Learning Quarter scheme for Wolverhampton College and the Council, working up to RIBA Stage 4. Following the project being tendered, DB3 were retained as Architectural Technical Advisor and NEC Supervisor to guide the client through the construction process.
The scheme aims to consolidate the City of Wolverhampton College, including a new Sixth Form Centre, Wolverhampton Adult Education Services, and the Central Library, onto a single campus in the city centre. The project involves a mix of new and existing buildings, some of which hold listed status. These structures will be redesigned, remodelled, and repurposed to accommodate a wide array of courses catering to diverse learning needs. Additionally, the project includes reordering the public realm to seamlessly integrate with the concept of a unified campus. In our capacity, we offer counsel specifically on value management, environmental performance improvement initiatives, and risk management to the client. We prioritise transparent communication with all stakeholders to cultivate a culture of partnership. This culture is rooted in principles of mutual trust and cooperation, aimed at delivering a successful project in alignment with the project brief, project budget, and project programme.
Our responsibilities also involve reviewing construction standards to ensure compliance with contract documentation. We collaborate closely with the project team to devise optimal solutions that meet the client’s requirements while upholding quality, value, sustainability, and the project’s lifecycle.
The project is currently on site and is scheduled for completion by September 2025.

DB3 Architecture & Design
Providing RIBA Chartered sustainable architecture, urban design and masterplanning, with supporting services including BIM, visualisation and interior design. DB3’s architectural team comprises 35+ architects, supported by a strong team of 50+ technologists and architectural assistants with the capacity to resource projects across all sectors.
DB3 Building Services Engineering
Offering CIBSE Chartered Mechanical and Electrical Engineering to all sectors. The team have particular experience in the leisure sector, having delivered numerous wet and dry leisure facilities across the UK. The team are CIBSE Low Carbon Energy Assessors and offer Thermal Modelling (DSM).
DB3 Net Zero
Drawing on the experience of our in-house mechanical & electrical engineers, architects, energy assessors, Passivhaus designers and sustainability experts. Our suite of Net Zero consultancy services is broken down into six categories which cover topics around whole life cycle. These categories include; Carbon, Efficiency, Passivhaus, Wellbeing, Performance & Compliance.
DB3 Professional Services
The team deliver building surveying, retail project management, Principal Designer, contract administration and NEC supervisor roles, across the UK. Working alongside DB3’s architectural and M&E teams, these roles can be incorporated into a multi-disciplinary offering or procured as an independent service.
