he intention is to continue making evenly distributed investments in the development of economic branches. The goal of the Provincial Government and its line secretariats is certainly achieving the uniform growth and development of all Vojvodina districts and local self-government units. Large-scale infrastructure projects of strategic importance, such as significant investments in road infrastructure and new factories and production facilities, significantly improve the quality of life of residents living in the Vojvodina, as well as affect the economic and market trends. However, the fact that they significantly affect demographic trends, more precisely the labour migration, both in the country and abroad, is undisputed.

Which parts of Vojvodina, that are still insufficiently known to foreign investors,

are suitable for investments?

— There is an obvious impact on the age structure of the population of both the Province and the entire country, given that in addition to boosting the existing and building new infrastructure within most segments and aspects of business, there is a more even distribution of able-bodied population and opportunities to start a family outside larger territorial units, such as cities and bigger municipalities, i.e. in a smaller, rural environment. Vojvodina occupies the fourth place in SEE in terms of the strategy for attracting foreign investments, with the Italian, Spanish and Slovenian regions being a strong competition. If we look at the previous time frame of one decade, total FDIs in the Republic of Serbia are measured in billions of euros, with investments in the AP Vojvodina accounting for more than 35% of all investments in


the country. The number of companies that invested in Vojvodina in the aforementioned period clearly shows a significant increase in the number of those that invested their capital in the AP Vojvodina. Agribusiness, financial sector, construction and pharmaceutical industry, followed by crude oil industry, retail and metal-processing sector, as well as textile and automotive industry are economic branches with the largest share in foreign direct investments. Furthermore, a significant increase is recorded in the information and communication technology sector, as software is one of the leading export products of this sector and has taken precedence over most products from other branches. We can thank the large number of IT companies that have their headquarters in the territory of Vojvodina for that, and most of all in the City of Novi Sad, where the Faculty of Technical Sciences of the University of Novi Sad plays a big role. Besides Novi Sad, Zrenjanin and Subotica have received the biggest number of investments and, consequently, employ the most workers. Also, Indjija and Stara Pazova are not far behind, which is due to their favourable geographical position, the proximity to Novi Sad and the capital, the proximity of the international airport, and the accessibility of key road and railway corridors. In terms of labour, Vojvodina is not only a region whose labour is considered "cheaper", but has very qualified and trained staff and experts, which is something that investors should keep in mind.

neurship devised by the Serbian government, together with the Provincial government, which have facilitated fast and efficient action due to the growing crisis induced by the COVID-19 contagion, have greatly contributed to maintaining business continuity and preventing unemployment, as well as the closure of companies, especially micro and small ones. With the population of close to 2 million, the AP Vojvodina is a fertile ground for the coexistence of more than twenty nationalities. We have six official languages, and as such, we occupy the second position in Europe in terms of the number of official languages, right after the European Parliament. Besides, Vojvodina has an established institutional system and numerous institutions that operate within various spheres, starting with science and technological development, mining and energy, interregional cooperation, regional development, agribusiness, tourism, environmental protection, transport, trade fairs and business events, all the way to culture, health and social welfare. Vojvodina is certainly able to use the benefits from the signed free trade agreements, such as the Free Trade Agreement between the countries of Southeast Europe, then the Free Trade Agreement with the Russian Federation, Belarus and Kazakhstan, the Free Trade Agreement with the EFTA countries and the like. How does Vojvodina fight against the unfavourable demographic situation, and how does it affect the availability of skilled labour?

— One of the challenges is certainly the development and improvement of human resources in all sectors of the economy because we need to achieve international standards in the provision of services and production, which includes adequate education of the working population and even highly skilled labour force to meet the requirements and needs of the labour market. Therefore, it is functionally necessary to make significant investments in education and efficient use of digital technoINVEST IN

social, demographic, cultural and historical development, people remain the greatest resource in the AP Vojvodina, with all their peculiarities. These are the people of unique qualities and mentality, who cultivate a special relationship with their abundant cultural and historical heritage. This makes Vojvodina, spanning 22,000 square kilometres, a competitor to European culture. Connecting the mentioned starting points contributes to the improvement of young generations' qualities. Vojvodina, within its competencies, encourages and helps to preserve and develop the mentioned values and the national communities' right to exercise their rights, and through special measures and activities, it helps people to get to know each other and respect diversity. The initiatives and supporting the implementation of measures aimed at encouraging further growth and development in all aspects of the economy, but also other relevant sectors, are the results of this.

Investments in the health care sector have been announced. Is more money going to be invested in facilities and equipment or people? — According to the head of the provincial government, Igor Mirović, the provincial government will nurture the principle of continuity in the new term, as one of the most important goals, in addition to strengthening unity and assembling around the implementation of

various projects, careful management of public finances and respect for rules, legality, thrift and diligence. A lot of money had been invested in health care even before the crisis, and as a result of institutional activities of the previous government, the work on Kamenica 3, investments in the Clinical Centre of Vojvodina, investments in health centres in cities and municipalities in AP Vojvodina and the like are continuing. The projected continuity of investments and allocation of funds in health care is extremely important for the economy and employment, given the fluctuation of health workers in the labour market. The announced investments in health care could, in many ways, have a favourable effect on the recovery of health tourism, but also congress health tourism, which are among the most endangered tourism events, and which include a large number of participants, considering that Vojvodina has always been well-positioned on

the map of congress regions.

How does the digital transformation of companies in Vojvodina follow the needs of the increasingly demanding market, but also of domestic and foreign investors?

— The digital transformation of businesses, but also of society in general, has slowly but surely become an inseparable part of our reality and a part without which the daily functioning of both the individual and businesses has become unthinkable. From the engineering and managerial aspect, by fostering a professional approach to the digitalization of business processes, we need to raise the level of competitiveness of micro, small and medium-sized enterprises. The digital transformation of the company means changing its business model by modifying strategic processes with the help of modern technologies, in order to provide more efficient communication with potential clients and the market, while the company creates conditions for successful business growth, which consequently affects the economic development. We will try to maintain continuity in this domain as well, but its expert team will also devise more innovative approaches to the implementation and realization of incentive measures for modernization and introduction of innovative processes in the business of companies in the AP Vojvodina.

s someone who has been in the economy all his life, I know how important it is to enable business activities in any way possible, especially in small and medium-sized enterprises, despite the current conditions. We, as the Chamber of Commerce of Vojvodina, are here to support our business people and the market. Through daily contacts, we are solving problems stemming from linking companies and meeting market needs.

What was the most difficult thing for you to handle, as a person who helms an important institution, as you watched the heavy impact that the pandemic has had on the economy?

— I would have to say business people from Vojvodina not being able to meet with their counterparts from Slovakia, Austria, Romania, Hungary, the Russian Federation, Morocco and Tunisia, me not meeting with the President of the

Paris Chamber of Commerce, and Vojvodina not having the opportunity to present itself in Frankfurt. These are just some of the forums where business people were supposed to meet and discuss how to improve busine-

We have swiftly joined as a single chamber

system to help businesses with defining their demands which subsequently shaped the adopted economic policy measures. Cancelled business forums and trade fairs are in the past. That's all behind us now, as we are now focusing on the future and continuing to hold online conferences in anticipation of a better health situation. We have had a series of online conferences in the past three months. These were great meetings in the online world with our colleagues from the Russian region of Samara (I also signed an online cooperation agreement with the president of the Samara Chamber). We also talked about the consequences of the pandemic with colleagues from the chambers of the Republic of Srpska, Szeged, Timisoara, Maribor and the Greek-Serbian Chamber of Thessaloniki. We had a successful online conference with colleagues from the Nizhny


Novgorod Chamber. Apart from us, the conference, held in the premises of our Chamber, was attended by the representatives of companies which export to Russia, as well as the director of the trade representation of the Russian Federation in the Republic of Serbia, Andrei Khripunov. We have all been facing the same problem during the COVID-19 pandemic, but we are also aware that the economy, despite everything, must not stop and that we must support our businesses now, more than ever.

Are the economic trend indicators in Vojvodina worrying?

— On the contrary! In the Autonomous Province of Vojvodina, in the first nine months of this year, industrial production recorded a 4.7% growth year-on-year. Production volume increased in the manufacturing sector by 4.9%. The total value of Vojvodina's agricultural exports stood at about 1.5 billion euro, which is a 9.9% increase relative to the same period last year. This shows us that, despite the coronavirus pandemic, our agriculture is not stagnant, but that its results are improving.

The COVID-19 pandemic has shifted our focus to working from home and new ways of doing business. — Due to this pandemic, activities involving large gatherings, trade fairs and meetings have been significantly reduced since March. In the previous seven months alone, over 70 events in which we planned to participate were cancelled. Most of them were appearances at foreign trade fairs and meetings with other business people. Such dynamic was replaced with online conferences, which we have been successfully organizing. We have been very actively adapting to the given circumstances and we are continuing to support our business people.

IN THE AUTONOMOUS PROVINCE OF VOJVODINA, IN THE FIRST NINE MONTHS OF THIS YEAR, INDUSTRIAL PRODUCTION RECORDED A 4.7% GROWTH YEAR-ON-YEAR Despite the pandemic, businesses are continuing to implement new projects.

— We are especially glad that, in these circumstances, some of our members came out with new development projects and that we have been contributing a lot to their implementation.

On November 10th, we held a big online Regional Business Forum. Although it took place online, this third Regional Business Forum gathered about 200 participants. This year, companies from agriculture and food industry, construction industry, information and communication technology and creative industry expressed their interest in participating in the Forum because it provided an opportunity to exchange experiences and conclude business agreements. The economy cannot wait - that is our message for next year. We are going to act in accordance with the epidemiological situation and continue to be at the service of our businesses with the view of helping them to respond to market demands.

A CONTRACT SIGNED WITH THE CHAMBER OF COMMERCE OF SAMARA At the online conference held by the Chamber of Commerce of Vojvodina (CCV) and Chamber of Commerce of the Samara region, the President of the CCV, Boško Vučurević and President of the Chamber of Commerce of Samara, Valeri Fomichev, signed a cooperation agreement which opens up the opportunities for cooperation between businesses from these two regions. In the first seven months of this year, Vojvodina’s

trade with the Russian Federation amounted to 658.1 million euro, with the value of export alone standing at 178.2 million euro. The Chamber of Commerce of Vojvodina has been developing cooperation with the Russian Federation, as evidenced by numerous signed agreements with other chambers of commerce such as the chambers of the Vladimir region, Podolsk, Kuzbass and the chambers of the Nizhny Novgorod region. ARPAD ZAVARKO Honorary Consul of Hungary in Novi Sad n addition to being a personal recognition, the appointment to the position of Honorary Consul of Hungary and the opening of the Consulate Office in Novi Sad in October this year, is also the validation of the exceptional Serbian-Hungarian relations, which should be nurtured and improved. By accepting the exequatur, by which I was assigned the competence of the Srem, Ju탑na Ba훾ka, Severna Ba훾ka and Zapadna Ba훾ka administrative districts, I was also given the task of improving the economic relations between the two countries. Although the Novi Sad consulate is not the first in Serbia, it certainly has special weight, having in mind that it is located in the capital of Vojvodina and covers the districts with the largest Hungarian population. How can we further improve the relations between Serbia and Hungary, which have been at the highest level

since the establishment of bilateral relations? While we have been maintaining exceptional political relations and nurturing interethnic relations which are now better than ever, what can we do to make the life of the citizens of both countries even better? The answer lies in the economy and constant effort to improve life for citizens. Hungary has become one of Serbia's largest foreign trade partners with a permanent growth trend. The value of foreign trade in 2019 reached 2.6 billion euro, of which the import of Hungarian products to Serbia amounted to 1.7 billion euro and the export of Serbian goods to Hungary 932 million euro. I AM SURE THERE ARE OPPORTUNITIES FOR ADDITIONAL INVESTMENTS lative to the period from 2012 to 2014, that amount was increased by as much as one billion euro, i.e. by more than 50 per cent, which indicates the upward trajectory of the Serbian-Hungarian relations. I am proud that in various ways, as a lawyer and an active member of the Hungarian community in Serbia, I was a factor and witness to the improvement of Serbian economic relations, and now I am honoured and morally obliged to do everything in my power to maintain and improve these fantastic relations. Serbia, and especially Vojvodina, is a great place to invest. The management of big Hungarian companies is very

aware of this, which can be seen from large investments in the agricultural, banking and energy sectors. I am sure there are opportunities for additional investments in the sector of tourism, hotel industry, real estate, energy and other economic branches. People from Serbia often frequent Hungarian spas. Why shouldn't we enable them to enjoy a similar quality in Serbia too? The same goes for retail chains, agricultural and food products. At the same time, I am sure that companies from Serbia have something to offer to the Hungarian market, and I see a potential chance for the merger of Serbian and Hungarian companies and their appearance on third markets. That is why I see my mission and office in Novi Sad, as a provider of services to businesses and citizens of the two countries. I see them also as a communication channel where a potential investor from Hungary will be able to get guidance on where and to whom to turn, without having to waste time on bureaucratic procedures. I have been building my reputation and network of contacts in Serbia and Hungary for two decades now and I am making them available to this honorary position. I believe, and I have already been assured of this, that the Vojvodinian government and local authorities will support the newly opened institution of the consulate and help us carry out our mission. The media have already recognized the importance of the new consulate and have been reporting about us in a very commendable tone, which means that we are doing a great thing for new investments in Vojvodina.

OTP GROUP'S SUCCESS IN THE REGION: INTEGRATIONS THAT GUARANTEE QUALITY The banking group operates in 12 countries, including Serbia, has over 20 million clients and more than 36,000 employees. Up until the Q3 of this year, the Group had a net operating income of 59.6 million euro in Serbia, while the net result before taxes was 22.3 million euros. The Group's activities are aimed at providing adequate support to individuals and businesses, and so far, Vojvodjanska banka and OTP Banka have released a total of 24.5 billion dinars of the approved amount from the guarantee scheme. Despite the difficult business conditions due to the pandemic, in the third quarter, the total net loans of both

banks amounted to 3.6 billion euros and thus accounted for over 16.5% with annual loan growth of almost 14%, making OTP Group the leader in Serbia in lending to businesses and individuals with a market share of 20% in the segment of mortgages and over 21% in the segment of cash loans. he Vojvodina Development Agency (RAV) had its last 'big show' at one of the largest international fairs of fresh and frozen fruits and vegetables, FRUIT LOGISTICA, which was held in Berlin in February 2020. We helped eight companies from Vojvodina to present themselves at the Fair. As a result, they established many new contacts and concluded several business deals. At that time, the COVID-19 contagion was already gaining momentum, but no one could predict where it was heading. The Vojvodina Development Agency was already preparing to participate in the following major international appearances at that time –the wine and spirits exhibition, Vinitaly, in Verona, which was cancelled two weeks before it was due to start, and the

Munich trade fair, EXPO REAL, the largest real estate and investment fair in Europe. Although it seemed that EXPO REAL was holding up against the pressures of the pandemic, it was subsequently cancelled on October 12, two days before its start, after Munich was declared a risky area. COVID-19 dictates different work conditions and everyone has to face them, including our Agency which activities are mostly related to having a direct contact with people and promotions at major trade fairs, such as the aforementioned EXPO REAL, which gathered about 47,000 people last year. This fair, as well as many other big business events, have abandoned the idea of taking place online, which says a lot about the fact that some businesses still cannot, and


the question is whether they could ever, follow the original events with the same strength and with the same results, i.e. those events that involve exchanging business cards, handshakes, live presentations and table conversations. New business laws are being shaped and different tools are being used, and we are all trying to do as much as we can while this vacuum lasts because it's not exactly a complete vacuum. RAV is already planning to appear at several events next year, where it will promote domestic products intended for export and Vojvodina as an investment location. The preparation for the next fair - Vinitaly (April 2021) – is ongoing. Five wineries and three distilleries from Vojvodina will present

but 84% of them are interested in participating in such events. Domestic companies are struggling to survive in different ways, and we are finding new ways to provide our services, both to companies and decision-makers to create adequate support measures.

INVESTMENTS DESPITE EVERYTHING

Despite 'the storm' from the first half of the year, ten new companies and several significant reinvestments have been added the list of foreign investors and investments in Vojvodina. The Japanese tire manufacturer, Toyo Tires has officially become the owner of 63 hectares of land in the northeastern industrial zone in Indjija where

There is also the fresh and frozen fruits and vegetables fair, FRUIT LOGISTICA, in Berlin which was moved from February to May, the aforementioned EXPO REAL, as well as a special presentation of Vojvodina under the auspices of the Republic of Serbia’s national exhibition at the EXPO 2020 world exhibition, which should be held in Dubai, from October 1, 2021, to March 31, 2022. We have stepped up some of our activities these days such as after-care, directing domestic companies to our Supplier Database, providing information to companies on how to use the available incentives or financial government measures and other means to overcome financial problems and surveying companies about the impact of the pandemic on their business and expectations of future business developments. These surveys have shown that most respondents think that online events cannot completely replace traditional forms of business networking (43.78%),

it plans to invest 364 million euro in equipment and a production plant by the end of 2023. The plant will span 300,000 square metres. This is an important investment for entire Serbia, and as important as the investment of another Japanese company, Nidec Corporation. This manufacturer of small electric motors, which arrival the Vojvodina Development Agency has been working on, is due to make a decision on whether to build a factory and research centre in Novi Sad. German companies BMTS (automotive industry), Naval Box (container production), SD Hirsch (automotive industry), the Czech company, SPEL Manufacture (metal processing), Italy's Parilab (footwear production) and others have also set up business in Vojvodina. The French company, Mecafor made a substantial re-investment here and has built a factory in Kikinda that produces aviation parts. There is also the Hungarian company, Knott Autoflex, which opened a plant for hot-dip galvanization of iron

and steel products in Bečej. In terms of the sectors on which RAV is focusing on the most, it is evident that the ICT sector is not experiencing any problems and that there are foreign investors who are continuing to invest, both in acquisitions and startups. For now, there are no tectonic disturbances in the automotive parts industry here, although this sector has experienced a lot of trouble worldwide. Large companies are continuing to invest and expand according to their plans, the previously announced arrival of several companies has not been questioned for now, but assistance to some companies in this sector will have to be directed towards finding new customers and markets or changing production, namely, switching to producing for growing sectors. Finally, when it comes to the agribusiness sector, the previous months have shown a large shortage of food worldwide, so the development of this sector is a priority for RAV in the coming period. Activities that support the processing and food industry will be especially intensified and we will provide support to our agri-food companies, as well as work on the arrival of foreign investors in this sector. RAV STATISTICS: FDI IN VOJVODINA • A total of 480 foreign companies from 46 countries have invested 10 billion euro in the Autonomous Province of Vojvodina. THE PANDEMIC SHAKES UP THE CRUDE OIL SECTOR Increasing business efficiency and innovation as important trump cards for companies in dealing with the market crisis READ THIS ON WEB

he current year is one of the most challenging in the history of the oil industry. Restrictions introduced to stop the coronavirus pandemic have significantly slashed demand for oil and petroleum products, leading to a sharp drop in the prices of these energy products. In just one day in March, the price of crude oil on the global market lost as much as 30 per cent of its value, which is the biggest daily drop in the last 15 years. The consequences of the reduction in fuel consumption were most felt in April, during the most severe worldwide restrictions. In that month, a historic event took place – the global price of crude oil stood at -40 US dollars per barrel on stock exchanges because oil companies were faced with a lack of storage capacity. While tankers were transformed into floating storage units around the world, oil companies began to feel the effects of the crisis. Thus, quite a few of them reported a dramatic drop in profits and monetary losses, announced savings at the expense of planned investments, as well as layoffs, as basic measures to protect business and preserve a healthy core for the post-crisis period. Adverse trends have affected all areas of the oil business. In the exploration and production segment, companies have reduced production

and postponed the search for new quantities of oil and gas for some better times. At one point, global energy consumption was halved, so that companies' sales revenues were significantly reduced. Finally, the crisis was also felt in the area of processing, as oil refinery margins reached their lowest level in five years. International Energy Agency (IEA) analysts have estimated a 20 per cent decline in energy investment, or nearly $ 400 billion, this year.

ADVERSE TRENDS HAVE AFFECTED ALL AREAS OF THE OIL BUSINESS SIGNIFICANT INVESTMENTS OF NIS

On the other hand, it is clear that due to fierce market competition, only those companies that continue to invest in development and innovative technologies will survive. In a crisis environment, modernization has become one of the prerequisites for increasing business efficiency and thus recording positive results despite unfavourable market trends. The largest domestic oil company, NIS, has also moved in that directi-

Although adverse circumstances influenced the company's financial indicators for worse compared to 2019, this company invested as much as 20.7 billion dinars in capital investments in the period from January to September. One of the key projects is the completion of the construction of the Bottom of the Barrel facility in the Pančevo Oil Refinery, a plant worth more than 300 million euros. The complex is expected to become operational by the year-end and will contribute to an increase in the efficiency of oil refining, as well as improve the company's financial results because the company will be able to produce bigger quantities of fuels that have the highest market value. Also, the production of petroleum coke will start in Pančevo, with part of the produced quantities destinated for export, which will also boost the competitiveness of NIS on the regional market. In addition, the Bottom of the Barrel project will bring significant improvements in environmental protection, higher the energy efficiency of the oil refinery, and digitalization of the production process. NIS says that increasing business efficiency and further modernization of the company will continue to be the main trump cards in dealing with the crisis in the oil market.

We talked to Milan Narančić, Owner, NIVA doo, about the company that is celebrating 100 years of operations.

Could you tell us a bit more about how the company came about and what is it like to have a 100-year tradition in cotton production?

— NIVA (short for Novosadska Industrija Vate – the Novi Sad Cotton Wool Industry) is a company that has been engaged in the industrial processing of cotton for 100 years, which goal is to produce high-quality items that are used both in health care and for general consumption. The company was founded in 1920 under the name Ikarus. In the period from 1930-1947, the company was called Novotaur and even back then it had a wide product range dominated by the Jorge cotton, medical cotton and various types of cotton products. NIVA

What materials is the production based on and are your products originating from Serbia?

— Our production was and still is based on cotton and gauze products. All production plants were moved from several different locations in 2011, under one roof in Žabalj, to expedite work and production processes and product distribution. In 2020, we launched a production plant non-woven textile and thus expanded our product portfolio. Our entire production is in Žabalj and all of the products that we sell in Serbia and abroad are 100% made in Serbia.

You have launched a new production plant during the pandemic. Do you intend to further expand your existing portfolio?

— In March 2020, we launched a new production plant based on non-woven textile products: surgical and protective masks, caps and shoe covers. The launch of the new plant coincided with the onset of the COVID-19 pandemic. Due to the increase in demand, we have expanded our production capacities and now we are ready to respond to all the requirements of both the domestic and foreign markets. We will soon complete another production plant and the value of that investment is over 2 million euro, but we will talk about it in more detail when the plant is put into operation.

The quality of our masks, as well as all products from our product range, is unquestionable and cannot be compared to similar products imported from China.

I think that all new mothers in Serbia and beyond use this product. Our products can be purchased in all retail chains, retail stores and pharmacies in Serbia and the region. Understandably, we are currently focusing on the production of surgical and protective masks. NIVA’s surgical masks are three-layered and made of non-woven material under the European standard EN 14683, type IIR.

— During the pandemic, NIVA has been working at full capacity while adhering to the prescribed measures to ensure a continuous supply of products to our users. In time and as they got to experience our products, our users, both individuals and health care institutions, have realized the advantage of the quality of NIVA's products that meet all the required features necessary to protect the health of their users, which has proved necessary in these times. The users of our products also recognize that our products are manufactured in accordance with the global standards. NIVA d.o.o. started the product certification process in 2010 with the view of having its products comply with the relevant global standards. We are operating in line with the following standards: - ISO 90001:2015 – this is a standard for the product quality management system and the management process, resource management and operational activities. - ISO 13485:2016 – this is a standard that prescribes quality management system in the production of medical devices, is aimed at ensuring safety and compliance of medical supplies, as well as the traceability in the process from suppliers to customers, i.e. users. he latest news is that The European Commission proposed to move the title year of Novi Sad to 2022 instead of 2021 due to the corona virus pandemic. As for the cities bearing the European Capital of Culture title this year, Rijeka (Croatia) and Galway (Ireland), the European Commission proposed that the title should last until 30 April 2021, while Eleusis (Greece) and Timişoara (Romania) that were supposed to bear the title together with Novi Sad in 2021, should move the title year to 2023. “Rijeka and Galway deserve a fair opportunity for a comeback after taking a step backwards in order to show their resistance and creativity. Timişoara and Eleusis will use this extra time to overcome current difficulties in the cultural and tourism sector, and that they will mobilise important investments, including solidari-

ty on the European level” said Margaritis Schinas, representative of the European Commission.

THE TRADITION CALLED EUROPEAN CAPITAL OF CULTURE

In 1985, Melina Mercouri, Greek Minister of Culture and Jack Lang, French Minister of Culture, came up with an idea to pick a European Capital of Culture once a year, in order to connect people in Europe and to raise awareness on common history and values. The project officially started in the same year, after resolution of EU Ministers of Culture. This initiative soon became one of the most prestigious events in Europe. Since then, more than 40 European cities have held the title European Capital of Culture. Each year, the selected cities (in 2015 these are Plzeň and Mons) are examples of richness and


diversity of European cultures. The European Capital of Culture was established in order to emphasise richness and diversity of European cultures, strengthen cultural connections between citizens of Europe, connect people from different European countries, meet other cultures, promote mutual understanding and strengthen the sense of Europeanism. The most important heritage of the project is placing culture in the very centre of social development and seeing culture as the key factor for economic development of the society founded on knowledge, innovation and creativity. Many capitals of culture used this opportunity to develop cultural infrastructure, enable wider access to culture, improve image of their cities, develop tourist economy, and strengthen cultural and creative industries during the project and after it. Founding stones of the European Capital of Culture are an open hearts and minds and acceptance of diversity of audiences and artists.

NOVI SAD - EUROPEAN CAPITAL OF CULTURE- HOW IT WAS PLANNED

On the first floor there is the Study Exhibition of the Department of Cultural History, which depicts the civil life of Novi Sad from the middle of the 18th century to the second half of the 20th century. Residence of the Patriarch, Building of the Magistrate -Town Hall from where Serbian Vojvodina was proclaimed in 1848, Karlovačka gimnazija -First Serbian Grammar school and picturesque churches of Sremski Karlovci. Kapela mira - Chapel of Peace is a reminder of signing of the Peace treaty in 1699 between Austria and its allies on one side and Turkey on the other. Sremski Karlovci has one of-a-kind Muzej pčelarstva - Honey Museum and it is a famous vine-tasting stopover in many old vine cellars. The central meeting point in Karlovci is a baroque fountain called Četiri lava - Four Lions. It keeps the memory of an old saying that says that the one who drinks the water from this fountain will return here one day and get married.

VOJVODINA CASTLES

A special chapter in the cultural heritage of Vojvodina belongs to the castles. They show architecturally overemphasized splendour and wealth – an inclination towards cultural and status prosperity of the past generations. Castles that used to belong to the family Dundjerski are of a special interest, since this family has left a significant imprint on the more recent history of Vojvodina -Čelarevo, Fantast, Kulpin, Sokolac... Close to the riverbanks of Begej is located castle of Ečka, turned into a luxury hotel. n my case these roads always lead to Vojvodina. Are those the roads to places where we felt happy, safe and loved - the feeling only childhood memories can resonate with? Perhaps. When I speak about things that make people happy, things that fulfil them, things they dream of, I realized recently that I can talk about those things more to my friends who are expats than to my fellow countryman and countrywomen. It seems that for the locals the simple Joie de vivre is somehow not a natural and easy topic these days or when I think more about it, pretty much last 10 to 30 years. It seems that speaking about joys of life is constantly sha-

dowed by more serious and existential topics my friends here carry with them from dusk till dawn on their shoulders; being persistently worried about trivia such as how to buy a new washing machine of fix an old Fiat punto, how to find the money and bravery to finally move out from their parent's flat and start living their own life at the age of 35+ or daring to say no to the dull Balkan habit of watching tv and discussing politics over a bottle of beer – I mean that ugly plastic 2 litters beer bottle - as the only affordable pleasure or a cheap way to become comfortably numb while the rest of the family members dream of a better life by scrolling the endless Facebook timeline posts.


Remember the lyrics comfortably numb from Pink Floyd's song “The dream is gone I have become comfortably numb” (The Wall -1979)? I spoke with some friends who moved from Serbia to Sweden 3 years ago. So, the most recent brain drainers and those who seek a normal life outside the borders of Serbia. They no longer speak about daily politics, lack of trust for institutions, corruption and minor existence issues – the mentioned washing machine and 20-year-old car that might be fixed one more time. But instead they speak about simple things like spending time together, reading some new books, riding their bicycles on weekends, picking mushrooms in forest nearby their house, listening to birds and exploring the nature in their surroundings. No more gloomy looks when you ask them how they feel. So, where is the remedy for us who stay here on the “crazy” Balkans. Seek shelter in nature and do everything in your power not to pollute it and destroy it. Ride a bike instead of a car whenever you can. If you can afford it, buy an electric one. Do not use so much plastic- glass is so much prettier, try to

reduce consumption, reuse as much as you can and join one of many environment cleaning initiatives in the communities where you live- The feeling is so good! Whenever we drive to Banat I remember how we used to live before the 90s when I as a child who spent Summer school breaks in Vojvodina, used to eat so called “žuta supa“ (yellow soup) a warm chicken soup made from homegrown *Banat chickens with home-made „rezanci“

(noodles). My grandad Živa and I were famous in our family for our almost „crazy“ passion for a very warm „žuta supa“. I remember us sitting at the table during the 80s in Banat village Ferdin and my grandad sipping carefully the soup but the very next moment he says with disappointment to his daughter, my aunt: „You call this hot Maro?“ Please put the soup back on the stove and return it to us – referring to me and him, the super heroes of the very warm soup pleasures- „when it is properly hot, I mean really, really warm. „ Yes, those were the days when life was treating us good, when true values mattered and simple Vojvodina food like chicken soup or “rinflajš” tasted good and children waited in their rooms on a hot summer afternoon to hear a bicycle bell ringing in the street calling the sleepy Banaćani to buy some ice cream being sold by a guy who rides a bike from the neighbouring Banat village Dobrica with two milk cans filled with frozen ice cream – vanilla on one side and chocolate on the other side of his bike. “Saved by the Banat ice cream bell” in its true meaning because the Summers in Banat can be very hot so the ice cream could literally save one’s life. Visit Vojvodina these days – Autumn is so beautiful- the scent of old times is still in the air, the spirit of Austro-Hungarian empire is on every facade, in every neighbours greeting, in the charming smile of Vojvodina lady looking at you from her “kibicfenster” as you pass

Supporters of eco and geotourism gladly return to Fruška gora, and geologists and researchers emphasize that it is, due to its geological heritage, also known as “a mirror of geological past”. Climbing down the northern foothills, leads to the banks of the Danube, and other large rivers of Vojvodina. Natural processes of erosion still patiently form marshlands and flooding plains. The most important ones have been placed under protection as *Ramsar Sites.

Vojvodina has unique Special Nature Preserves: Koviljsko-petrovaradinski rit, Gornje Podunavlje, Stari Begej-Carska bara, Deliblatska peščara and Obedska bara. Alfred Brehm used to visit the marshes of „Gornje Podu-

navlje“preserve, collecting materials for ornithological collection for the Natural History Museum in Vienna. The Stari Begej-Carska bara preserve has a long tradition of ecotourism, and in the southern Banat is located Deliblatska peščara preserve with vast areas under sands. This area was therefore nicknamed the “European Sahara”. Spreading
