New Arrivals

Fort Belvoir Lodging Temporary housing may be available for new arrivals and visitors. The cost varies from $44 to $120 a night, depending upon the location, the number of people and type of room. Fort Belvoir has 539 rooms available and 12 distinguished visitor rooms. Reservations may be made 6 months in advance for personnel with official orders, TDY and PCS. Personnel with no official orders can make space available reservations 30 days in advance, for no more than five nights. The Fort Belvoir Lodging Office is in Bldg. 470, 9775 Gaillard Road, and is open 24 hours a day. Phone: (703) 704-8600. Soldier In-Processing must complete the In-Processing Personnel Record, DA Form 5123. Active Duty, Active Guard Reserve Personnel OutProcessing must be Departed using the electronic Military Personnel Office IAW DA Form 31, SGLV and DD 93 updated. Soldier must complete the Unit Clearance Records DA Form 137-1 and Installation Clearance Records 137-2. Soldiers are required to complete the Anti Terrorism Brief if PCSing overseas. Mobilized Reserve and National Guard Soldiers assigned to the Military District of Washington (MDW) will report to the Welcome Center IAW orders by the reporting date. Soldiers Demobilized and transitioning out will also report to the Welcome Center for Separations orders and DD Form 214. The Welcome Center is supported by the Directorate of Human Resources , Military Personnel Division, Finance, Housing, JPPSOWA, Directorate of Plans Training Mobilization and Security (DPTMS), TRICARE, ACS, AER and CYS. We service all Soldiers on permanent changes of station, mobilization, extended mobilization, contingency operation, and on transition orders. Our hours of operations are 7:30 a.m. to 4:00 p.m. Monday - Friday. Identification Cards Identification cards for Soldiers, Family members and civilian employees can be obtained at the ID Card Section in Bldg. 213 on 20th Street. Soldiers may renew ID cards by reporting with supporting documents, such as promotion orders for E-5 and above or enlistment contracts. Civilian employees will be imbedded into the DEERS system by their civilian personnel office

and contractors will be verified in the DEERS system through the contract verify system. Wait times are longest for walk-in patrons, especially during the peak operating hours from 11:00 a.m. to 2:00 p.m.. To minimize wait times and increase convenience, schedule an appointment online at the following web address: https://es.cac.navy.mil/signup.pl Military family members must meet one of the following criteria to get an ID card: a. Be accompanied by their sponsor; b. Present a signed and notarized DD Form 1172; c. Present a DD Form 1172 verified by any ID card-issuing facility; or d. Present a general power of attorney. Initial DEERS enrollment requires mandatory disclosure and verification of Social Security numbers of all beneficiaries of the uniformed services' health care system. Failure to disclose a SSN when enrolling in DEERS will result in loss of eligibility for medical care benefits in military treatment facilities. Additionally, you must have certified copies of your marriage certificate for spouse; divorce decree if beneficiary was previously married; certified birth certificate for children/step-children; and a final adoption decree if the family member was adopted. A hospital confirmation of birth letter can be used in place of a birth certificate for a child under the age of one year. Everyone must be enrolled in the DEERS database before an ID card can be issued, or before medical treatment can be given. Dependents 21 through 23 years remain eligible for an ID card if they are pursuing a degree full-time at an accredited college. Dependents must have a letter from the registrar's office on the school's letterhead stating that that the dependent is a full-time student, how many hours they are attending, and an anticipated graduation date, along with a point of contact.

Dependent ID cards can be renewed 90 days from the card's expiration date, with the exception of a dependent that is turning 65 years old. These ID cards can be renewed on the first of the month of the 65th birthday or any day thereafter. (Don't forget your Medicare Part A and B Card for sponsors and dependents turning 65). The ID card facility is located at the DEERS office, 5815 20th Street Fort Belvoir, VA. 22060, (703) 805-5578. Hours of operation are 7:30 a.m. to 4:30 p.m. Monday - Friday. Vehicle and Firearm Registration The Visitors Processing Operation Center at Tulley Gate conducts vehicle and firearm registrations. The center operates from 8 a.m. to 5 p.m. Monday through Friday. For additional information, call (703) 806-4891. All personnel assigned or attached to Fort Belvoir and its tenant organizations must register their vehicle. To register a privately owned vehicle, military or civilian personnel must provide proof of insurance, driver's license and military, dependent or civilian identification card. Eligible visitors may obtain a long-term pass. Military members and their families who are assigned, attached or residing at Fort Belvoir billeting or quarters must register all privately owned firearms within 72 hours of being brought on to the installation. Registration is not required for firearms that are permanently stored off post. Firearms are not allowed to be stored in Fort Belvoir billeting. You will need to see your unit for storage of weapons. Visitors and guests must enter Fort Belvoir through Tulley Gate. Drivers must show a valid driver's license and all adults must show valid identification. Vehicles are subject to random searches. New Arrivals Motorcycle Safety Successful completion of a Motorcycle Safety Foundation Course is required to register a motorcycle at Fort Belvoir. Evidence of course completion from other areas will be accepted. Training is conducted at Fort Belvoir, March through September. Only 10 people can be enrolled per course and enrollment is on a firstcome, first-served status. Phone: (703) 704-0649 Speed Limits The speed limit on post varies, but is 15 mph in all housing areas unless otherwise posted. Speed limits are enforced using radar, especially in housing areas, due to the presence of children. Individuals cited for moving violations will receive a U.S. Magistrate ticket, requiring either the payment of a fine or appearance in magistrate court. Please obey all speed limits, traffic laws and signs. Household Goods Household goods movements (inbound, outbound and non-temporary storage) and personal property entitlements matters are handled by the Joint Personal Property Shipping Office, Washington Area. This office moves more than 63,000 shipments of household goods annually for members of all five branches of the armed services and Department of Defense employees.

JPPSOWA is in Bldg. 1466, at the corner of 5th and Gunston roads. Phone: (703) 806-4900 Standards and Courtesies All military members assigned to any organization at Fort Belvoir are expected to comply with service regulations and directives concerning personal dress and appearance, and to adhere to all military customs and courtesies. Fort Belvoir is accessible to the general public, under the restraints of access control. Residents of nearby communities are frequent visitors. Military bearing should always be a way of life for service members. The wearing of appropriate uniform is an important element of military life at Fort Belvoir. Wearing the dress uniform is encouraged for attendance at social events. Civilian clothing may be worn off duty. Utility uniforms, and the Army Combat Uniform, are authorized for wear off post during duty hours (6 a.m. to 6 p.m.), for essential personal business that must be accomplished during duty hours when an establishment is not open on weekends or after the normal duty day. Examples include car repairs,

licensing, dropping off or picking up children from day care and for lunch at fast food establishments. After normal duty hours, utility uniforms may be worn during travel directly to and from work, and emergency or essential stops such as automobile repairs or fuel. Under no circumstances will utility uniforms be worn to nightclubs, bars or other entertainment facilities off post. Severe Weather Fort Belvoir has an emergency plan to respond to severe weather and inform the community of changes to operating status. A 24-hour hotline provided by the Fort Belvoir Public Affairs Office can be reached by dialing 703-8053030. Family Housing

Fort Belvoir housing is privatized under the Army's Residential Communities Initiative program. The program's goal is to improve the quality of life for military families by offering safe, affordable and attractive residential communities. The intent of the program is to provide military families the same quality of life in housing as the civilians they defend. Clark Pinnacle Family Communities is Belvoir's development partner. The Army and Clark Pinnacle came together on Dec. 1, 2003, to form a new entity that owns the housing - Fort Belvoir Residential Communities LLC. While FBRC is the owner, various members of Clark Pinnacle handle all of the day-to-day construction and operations activities. Clark Pinnacle's years of national experience in developing, constructing and managing residential communities will ensure that the military families at

Fort Belvoir receive modern homes and amenities as well as exceptional services. Clark Pinnacle is a partnership between developer Clark Realty Capital of Bethesda, Md., and property manager Pinnacle of Seattle, Wash. Clark Realty Capital and affiliates are providing the development, design, construction and asset management of the housing at Fort Belvoir. Pinnacle is providing property management services for Fort Belvoir housing. Housing Registration All military members with families are required by the Department of the Army to report to the Family Housing Office as part of in-processing. Military personnel must have their (permanentchange-of-station) orders before they can apply for on-post housing. Fort Belvoir homes are available to active duty military members from all service

branches assigned to Fort Belvoir and the National Capital Region. As new families arrive at Fort Belvoir, they will be directed to the Welcome Center where they will be greeted by a team of professionally trained housing consultants. A housing consultant will provide new families with a tour of Fort Belvoir and their potential new home. The tour includes a discussion of the history of the region and the post, and the activities and amenities residents will enjoy while living on post. Family Housing

New Neighborhoods Clark Pinnacle opened the first new neighborhood in the summer of 2005. The new homes offer at least three bedrooms and two full baths, dishwashers, and nine-foot ceilings on the first floors. Each home also has a two-car garage. They are ENERGYSTAR™-certified, computer ready and include many upgraded features such as cabinets and flooring. The neighborhoods promote pedestrian-friendly living through walkways and alley-accessible garages. Fort Belvoir Residential Communities also include several handicap-accessible, ranch-style homes, a new welcome center and some small retailers. There are also 25 townhomes located above the shops in the Fort Belvoir Town Center that are available to all rank structures. Service Requests Residents should place a call to the centralized maintenance phone number

at (703) 454-9797 in order to request maintenance service. Maintenance requests can also be submitted via email or on the Web site at www.villagesatbelvoir.com. Service requests are placed into one of three categories: emergency, urgent or routine. A work order number is issued at the time of request for tracking. Residents should clearly state their name and address and the nature of the problem when submitting a service request to ensure a proper response. Residents should also provide permission to enter their home, or request a morning or afternoon appointment. Clark Pinnacle strives to respond to all routine maintenance requests within 72 hours. In addition to 24-hour maintenance service, Clark Pinnacle provides yard maintenance for each home. Military families no longer have to cut grass, rake leaves or shovel snow from public sidewalks in front of their homes. Phone: (703) 454-9797

However, from time to time, the residents may have a need to contact the RCLO to share their opinions about family housing or discuss other issues that may arise. The RCLO may act as a mediator between the residents and the property management team on any unresolved issues or concerns. DENTAL CLINIC Logan Dental Clinic is located at 9515 Hannah Lane, Bldg. 1099. Soldiers on active duty may make an appointment for an annual dental check-up one year

from their last exam. Hours are Monday through Friday, 7:30 a.m. to 4 p.m., by appointment. Active duty exams by walk-in are Monday through Friday, 9:30 a.m. to 10:15. Flight physicals are Monday through Friday, 10:30 a.m. to 11:15 a.m. Sick call is Monday through Friday, 7:30 a.m. to 9:30 a.m. Those with true emergencies can be seen throughout the day. However, it is preferable that the morning hours are used since the clinic only has one doctor and that doctor has scheduled exams in the afternoon. Reservists on active duty less than 30 days are authorized emergency care only to relieve pain. Those on active duty orders more than 30 days are

Family members must be enrolled in the United Concordia Dental Plan by their sponsor and seek civilian providers. Computers are available for Internet research and word processing. A wireless server provides internet access to users with laptops and other mobile devices. MEDICAL FACILITIES & SERVICES The DeWitt Health Care Network Fort Belvoir's DeWitt Army Community Hospital is the central facility of a comprehensive health care network serving active and retired military personnel and their families residing in Northern Virginia. The DeWitt Health Care Network is recognized as the primary care base for the Walter Reed Health Care System. In addition to the 45-bed hospital, DeWitt operates four primary care clinics called family health centers. The Family Health Care Clinics of Fort Belvoir and Fort Myer are located on military installations. The Family Health Centers of Fairfax and Woodbridge are community-based. The DeWitt Health Care Network is wellness oriented and patient focused. It serves more than 86,000 beneficiaries.

Active-duty personnel, with their unit commander's approval, can choose to enroll in TRICARE Prime at any military medical facility in the area. Service members are strongly encouraged to have all of their health care needs managed by the clinic where they are enrolled. Calling for a same-day appointment is the preferred method of receiving care for urgent medical conditions. Active duty members who cannot call ahead for a same-day appointment must sign in no later than 7:15 a.m., Monday through Friday. Mental health services are co-located with each family health center. Outpatient mental health and access to the specialized mental health services in local military medical centers is one of the benefits available to military families in Northern Virginia. DeWitt is the designated site for Adolescent Partial Hospitalization, an innovative program designed for teens who do not need long-term residential treatment but who do require more intensive and structured care than outpatient therapy. Adult inpatient and partial programs are provided through Walter Reed Army Medical Center. National Naval Medical Center, in Bethesda, Md., provides adolescent inpatient services.

Service & Facilities Malcolm Grow Medical Center at Andrews Air Force Base offers substance abuse inpatient and partial hospitalization programs. DeWitt hospital facilities include an intensive care unit, medical/surgical ward, labor and delivery, mother/baby ward, and emergency room. In addition to the main pharmacy, DeWitt operates a Pharmacy Refill Annex in Fort Belvoir's Main PX. Eligibility The sponsor is responsible for ensuring family members are enrolled in the Defense Enrollment Eligibility Reporting System before seeking medical care at military facilities or through TRICARE. Emergency Care DeWitt Army Community Hospital is the only military inpatient facility in Northern Virginia and operates a 24hour emergency room. The Emergency Treatment Room serves eligible military beneficiaries with medical conditions that pose a threat to life, limb or eyesight. Patients who come to the Emergency Treatment Room with a life-threatening medical condition will always receive priority care. The Acute Minor Illness Clinic, also located in the hospital, is an extension of the Emergency Treatment Room. Patients who are triaged with an urgent rather than an emergency medical condition may be referred to the AMIC. Constructing the New Hospital: The National Capital Area BRAC plan calls for merger of Walter Reed Army Medical Center and the National Naval Medical Center and construction of integrated medical facilities and functions at Bethesda (North) and Fort Belvoir (South). There will be a world class, 345 bed medical center on Bethesda campus (Walter Reed National Military Medical Center), and a premier 120-bed robust community hospital on Fort Belvoir. The new construction consists of 870,000 square feet (three times the size of the current DeWitt facility) with expanded inpatient and outpatient services. All planning for the new hospital at Fort Belvoir is directly tied to the BRAC plan and the planning for Bethesda and WRAMC in the North. The new DeWitt BRAC hospital will replace the current fifty year old facility, which was dedicated May 1957. Planning continues from a joint perspective headed by the Multi-Service Market Office and Office of Integration. The first vertical construction at the hospital began in June 2008. Completion is scheduled for August, 2011.

The Fort Belvoir Public Affairs Office is the primary conduit for news and information about Fort Belvoir to the military and civilian communities. The office also serves as the primary liaison to local service organizations and elected officials. The Community Relations Division operates a robust outreach program to the local community, including local schools, chambers of commerce, other civic groups, and the Eleanor U. Kennedy Homeless Shelter. The division operates a Speakers Bureau Program through which Fort Belvoir

Residents should place newspapers; clear, green and brown glass; aluminum and metal cans; and #1 and #2 plastic bottles in the green bins provided with quarters at the curb by 7 a.m. Please rinse food containers and remove lids from glass and plastic containers. No additional sorting is required. Office building collection operates Monday through Friday in more than 215 buildings. Look for the collection boxes in each building for white paper, mixed paper, newspaper, aluminum cans, glass containers and plastic bottles. As with family housing, please rinse all beverage and food containers and remove all lids from these containers. Cardboard can be deposited in any one of the green cardboard collection dumpsters located across post - please make sure that the cardboard is broken down and inserted through the slot. The Recycling Center, Bldg. 1089, collects all of the items listed above, as well as cardboard, phone and other old/used books, plastic bags, laser toner cartridges, waste motor oil, and scrap metal. Additionally, the Recycling Center is the household hazardous waste collection point. Materials collected through this program are leadacid batteries, oil based paint, herbicides and pesticides. Please make sure all materials are in their original containers and that waste oil does not contain any fuel or other contaminants. The American Red Cross provides a 24 hour emergency communication link between Soldiers and their family members, access to financial assistance in times of emergencies, disaster assistance, and information and referral services. SCHOOLS Grades K-6 Fort Belvoir Elementary School opened in September 1998. Part of the Fairfax County Public School System, the school is a state-of-the-art facility that enrolls more than 1,300 students in kindergarten through sixth grade. Within the 136,000 square-foot facility there are four instructional wings with 57 classrooms and numerous resource activity spaces. A media center is the focal point of the building, with three instructional reading areas, a large children's library collection, online catalog and circulation stations, a TV studio and a bank of computers for staff and student use. Powers of attorney, living wills and notary services are provided on a walkin basis, Monday through Friday, 8 a.m. to 4 p.m., except for Thursday from 1 to 2 p.m. when wills are executed. All other services, except for genuine emergencies, are by appointment. Appointments are made by calling (703) 805-2856 after 8 a.m. Legal advice is not provided over the telephone. Clients must appear in person and possess a valid uniformed services identification card. The Legal Assistance Office is in Bldg. 257 on 23rd Street on South Post. Claims Persons wishing to file claims for damage to personal property due to shipment or for any other reason should go to Bldg. 257, 23rd and Belvoir, South Post. Claimants are reminded that damaged or missing household goods must be identified and noted on their DD Form 1840. The front of the 1840 is for losses or damages noted at time of delivery and the reverse side is for losses/damages discovered after delivery, which must be filed within 70 days from the date of delivery. At that time a claimant may pick up a packet to file the claim. The claimant then has up to two years from the date of delivery to file the actual claim with the Claims Office. Failure to comply with the time requirements usually results in a total or partial denial of the claim. 805-4031. USO The United Service Organizations of Metropolitan Washington is a nonprofit organization that provides a variety of services to military members and their families. Fort Belvoir's USO Family Support Center offers programs ranging from food assistance, emergency housing, and children activities, to adult programs. The Equipment Issue Center provides a majority of seasonal outdoor equipment. The center offers camping gear, party canopies, grills and more for spring and summer. Kayaks and canoes are also available. For the winter months the center turns into a complete ski and snowboard shop. SWIMMING POOLS

The Fort Belvoir pools offer group instruction and private lessons, and even aqua-aerobics. The pools are also available for special events. The two outdoor pools, located on Gunston Road on South Post and near the PX/Commissary shopping center on North Post, are open from Memorial Day through Labor Day each year, from noon until sunset. WILDLIFE REFUGE AREAS

The installation's natural resources are managed by the Directorate of Public Works, Environmental and Natural

Opened in 2000, the center provides information regarding the refuge complex and the installation's natural resources through displays, videos, brochures, and interpretive programs. Environmental Education Center is situated at the entrance to the Accotink Bay Wildlife Refuge. The refuge has a 9mile nature trail system, including a 1/2 mile handicap-accessible trail (Pohick Loop Trail), which is open dawn to dusk, seven days a week. Jackson Miles Abbott Wetland Refuge In 1988, Fort Belvoir established a second refuge, the Jackson Miles Abbott Wetland Refuge, to protect another sensitive wetland area and to provide opportunities for wildlife watching. This refuge has a one-mile asphalt trail with an observation deck overlooking the wetland area. It also offers fishing (including handicapaccessible fishing piers) in Mulligan Pond. A Virginia state fishing license is required. The refuge is open to the public from dawn to dusk, seven days a week.

History

F

ort Belvoir's history is interwoven with the founding of Fairfax County, the settling of Virginia and the birth of our nation. The 8,656acre tract along the Potomac River that is now Fort Belvoir was once part of a grant from a 17th century English king. Control of the land, known as the Northern Neck, was handed down through the Culpeper family to Thomas, the sixth Lord Fairfax, who, in 1734, persuaded his cousin, Col. William Fairfax, to come to Virginia and oversee the family's holdings. In 1741, Col. Fairfax built his home on 2,000 acres of what is now much of the South Post peninsula. The mansion sat on a high bluff overlooking the Potomac. Col. Fairfax named the estate Belvoir, which is French for "beautiful to see". Col. Fairfax's eldest son, George William, befriended young George Washington, who at age 16, came to live with his elder half-brother Lawrence at nearby Mount Vernon. The Fairfax family made Belvoir a center of culture and aristocratic elegance in the Virginia wilderness, and the family frequently entertained members of colonial Virginia society. Washington was a frequent guest at Belvoir. Col. Fairfax died in 1757, and he and his second wife, Deborah, are buried on the estate grounds. George William Fairfax and his wife, Sally, returned to England in 1773, and the Fairfax family rented out the land and home until

1783, when it was mostly destroyed by fire. The mansion was further damaged by British cannons when U.S. military forces on the peninsula engaged British ships leaving Alexandria after the burning of Washington on their way to Fort McHenry in September 1814. The Philip Otterback family purchased the Belvoir peninsula in the early 1840s and made it

one of the largest fisheries on the Potomac River. The District of Columbia purchased 1,500 acres from the Otterback family in 1910 for a proposed prison. Local citizens objected to the plan, and the land was transferred to the War Department in 1912. In 1915, engineer troops from Washington Barracks, now Fort McNair, established "Camp Belvoir" as a rifle range and training camp. The name was changed to Camp A.A. Humphreys Dec. 23, 1917, when the Corps of Engineers began construction of a major camp during an unusually bitter winter to train engineer replacements for World War I.

The post was renamed Fort Humphreys in 1922 to indicate its permanent status. In recognition of its colonial-era significance, it was redesignated Fort Belvoir in 1935. From its establishment until 1989, Fort Belvoir was home to the Army's Engineer School, training more than 700,000 officers and

enlisted soldiers for service in all major wars and peacekeeping forces worldwide. In 1988, the post was transferred from the U. S. Army Training and Doctrine Command to the Military District of Washington. In 1989, the last Engineer School class graduated from Belvoir and the school completed its move to its new home at Fort Leonard Wood, Mo. Today, Fort Belvoir serves as a strategic sustaining base as part of the National Capital Region District of the Installation Management Command. The post retains strong ties to the Military District of Washington for many operational matters.

Transformation and BRAC BRAC Overview:

The 2005 Base Realignment and Closure legislation was signed into law on Nov. 9, 2005. Under BRAC law, Fort Belvoir will have a net gain of approximately 19,300 military and civilian employees - the largest net gain of any DoD installation. BRAC 2005 will nearly double the size of Fort Belvoir's work force to a total population of 47,000 by September 15, 2011 - the federally mandated date by which BRAC must be completed. The cost of construction for new facilities, renovated facilities, and infrastructure projects related to the implementation of BRAC at Fort Belvoir is forecasted to cost more than $4 billion. With all of the BRAC projects now nearing completion, the future appearance of Fort Belvoir is beginning to take shape. The post will expand to include a total of three non-contiguous sites or substations in the region. Non-contiguous Fort Belvoir property includes Rivanna Station in Charlottesville, Va.; the Fort Belvoir North Area in Springfield, Va..; and a portion of the Mark Center in Alexandria, Va.; that are now home to three BRAC realigned organizations at Fort Belvoir. They are the Defense Intelligence Agency's Joint-Use Intelligence Analysis Facility, the National Geospatial-Intelligence Agency's New Campus East, and the multiple Defense Department agencies formerly in leased space in the National Capital Region, respectively. To support the increased workforce and mission requirements, the installation will invest $182 million into roads, utilities, communications and base support facilities while renovating existing space, building new buildings for incoming tenants, reconfiguring the installation, and implementing increased traffic demand management practices to mitigate traffic concerns. During 2010-2011, Gunston, Belvoir, and Pohick Roads will be expanded to four lanes to accommodate Belvoir's growth. Holocaust Museum The Holocaust Museum represents the history of the Nazi killing of Jews. Fort Belvoir's reach is worldwide because more than 30,000 military personnel, federal employees, contractors and volunteers work here every day to fulfill the missions of more than 130 defense organizations. As a strategic sustaining base for America's Army, the work done at Fort Belvoir is vital to the success of the goals and objectives of the nation's defense strategy. A list of the organizations that call Fort Belvoir home reads like a "Who's Who" of the Department of Defense. No other Army installation in the world can compare to Fort Belvoir and its singular mission to provide both logistical and administrative support to such a diverse mix of tenant and satellite organizations. Fort Belvoir is home to three Army major command headquarters and elements of 10 others; more than 25 different agencies of the Department of Army; elements of the Army Reserve and the Army National Guard; and numerous DoD agencies. ASC: • Provides oversight for the Army Acquisition Corps (AAC) and the AL&TWorkforce by ensuring the professional development of the entire workforce as mandated in the Defense Acquisition Workforce Improvement Act of 1990. • Provides major command-level support to Program Executive Offices in the areas of resource management, human resources management and force structure. • Provides policy, guidance, support and services regarding acquisition issues and initiatives. • Provides proponency functions that include doctrine, training, education, force design, policy and programs.

This agency is the single Army representative for airspace, air traffic controlprocedures and aeronautical information. The school provides updated force management publications and consolidated force management support to the Army Staff, Army major commands, and Army Agencies, as required. The school seeks to provide a small corps of force management experts to the Army.

ARMY FORCE MANAGEMENT SUPPORT AGENCY

Part of a field operating agency of the Army's Deputy Chief of Staff for Operations and Plans, this agency is responsible

for managing and modernizing force documentation (Modification Table of Equipment, Table of Distribution and Allowances, Mobilization Table of Distribution and Allowances) of all personnel and equipment requirements and authorizations for the Army. ADD, USAFMSA, builds and maintains the database for all MTOE and TDA documents for the Army. USAFMSA also provides analytical support to the Army's force integration and management community, from installation level through the major commands to the Department of the Army senior leadership.

ARMY INSPECTOR GENERAL SCHOOL

Conducts the Army Inspector General Course. Created in 1983, this three-week course is for commissioned officers, Department of Army civilians, warrant officers and NCOs assigned to Army inspector general offices worldwide. The course teaches concepts, techniques and issues relating to the IG system. It examines basic policies and procedures pertaining to the mission of IGs, including assistance, investigations, inspections and teaching and training. The course develops and reinforces the qualities, behavior, knowledge and skills required of IGs to enable them to be functioning, knowledgeable and contributing members of

ARMY MANAGEMENT STAFF COLLEGE

The Army Management Staff College prepares sustaining base leaders‌military and civilian leaders who aid our nation's Soldiers to meet their mission in times of conflict and peace. Our mission is simple, but vital for our Nation‌We teach the thinking and link-

ing skills that build a culture of continuous change and innovation critical to Army Transformation. We also offer consulting services and conduct research in support of the Army's sustaining base. We offer six courses of study, including the Sustaining Base Leadership and Management resident and non-resident programs. SBLM teaches the business of the Army with development of key skills such as leadership, communication and problem solving. Personnel Management for Executives I and II focus on a leader's skill in dealing with the "people" issues of any organization. Our Command Programs prepare incoming installation and garrison commanders and their sergeants major for new command assignments. These courses focus on the issues of blending people with resources, facilities, environment, logistics, mobilization, training, personnel and security. The General Officer Installation Course and

the Garrison Precommand Course are mandatory for incoming installation and garrison commanders. The Garrison Sergeants Major Course is highly encouraged for installation and garrison sergeants major.

AMC operates the Research, Development and Engineering Centers, Army Research Laboratory, depots, arsenals, ammunition plants, and other facilities, and maintains the Army's prepositioned stocks, both on land and afloat. The command is also the DoD Executive Agent for nuclear, chemical and biological defense. To develop, buy and maintain materiel for the Army, AMC works closely with Program Executive Officers, the Army Acquisition Executive, industry and academia, the other services and other government agencies. The command's main effort is to achieve the development, support, and sustainment of the future Army while at the same time, supporting and sustaining the current Army. Its maintenance depots restore weapon systems needed as the Army makes its way to full transformation. The command's overhaul and modernization efforts are enhancing and upgrading major weapon systems - not just making them like new, but inser ing technology to make them better and more reliable. AMC handles diverse missions that reach far beyond the Army. For example, AMC manages the multi-billion dollar business of selling Army equipment and services to friends and allies of the United States and negotiates and implements agreements for co-production of U.S. weapons systems by foreign nations. A vital link between the real world of soldiering and the materiel development community, the activity also provides long- and short-term training and professional growth for AMC's scientists and engineers through direct interface with soldiers and their materiel problems.

ARMY SECURITY ASSISTANCE COMMAND

This U.S. Army Materiel Command major subordinate command is the Army's one-stop focal point for Security Assistance, a major element of U.S. foreign policy, which includes the sale, grant, loan or lease of U.S. defense articles and services to State Department-approved international partners and multinational organizations such as NATO and the UN. USASAC's main mission is Foreign Military Sales (FMS), a government-to-government program which engages the U.S. Army with the defense organizations of our allies and friendly nations. The Army's multibilliondollar FMS effort includes planning, delivery and life-cycle support of equipment and training, negotiating the international coproduction of U.S. Army systems, and management of Army export licenses for the transfer of materiel and technology by U.S. firms to our international partners. MISSIONS AT BELVOIR CRIMINAL INVESTIGATION COMMAND

As the Army's primary criminal investigative organization, CID is responsible for the conduct of criminal investigations in which the Army is, or may be, a party of interest. Headquartered at Fort Belvoir and operating throughout the world, CID conducts criminal investigations that range from death to fraud, on and off military reservations, and, when appropriate, with local, state and other federal investigative agencies. CID supports the Army through the deployment, in peace and conflict, of highly trained soldier and government service special agents and support personnel, the operation of a certified forensic laboratory, a protective services unit, computer crimes specialists, polygraph services, criminal intelligence collection and analysis, and a variety of other services normally associated with law enforcement activities. DAVISON ARMY AIRFIELD

Located on 500 acres on the northwest side of Fort Belvoir, this fully instrumental airfield operates 24 hours a day, with 5,500 feet of runway and two helipads. The airfield is home to two unique Army aviation commands: the headquarters of the Army's fixed-wing Operational Support Airlift Agency, a Department of the Army field operating agency under the Army National Guard with its co-located operational command headquarters (OSACOM); and the rotary wing 12th Aviation Battalion, under the Military District of Washington. OSAA's mission is to provide high priority, scheduled and short notice air transport of passengers and cargo for the Army and Department of Defense. Personnel assigned to OSAA include Soldiers from the Army's active and reserve components. OSAA provides command, staff and resources for more than 120 airplanes stationed in 74 locations throughout CONUS, as well as seven separate locations OCONUS. OSAA's fleet is varied and includes C-12

PM MEP's mission is to provide standardized tactical electric power and environmental control capabilities to the Department of Defense in support of national security. PM MEP provides the DoD with a single point of contact for all materiel issues related to tactical electric power. Established by DODD 4120.11 the DoD MEP program provides total life cycle management and standardization of tactical electric power sources and power distribution equipment ranging in size from 0.5 to 750 kW. PM MEP is responsible for the procurement and life cycle management of the entire DoD fleet consisting of approximately 125,000 mobile electric power generating sources. PM MEP is also responsible for Battlefield Electric Power Systems of Systems Integration across the entire power spectrum for the Army. NAVAL MOBILE CONSTRUCTION BATTALION 23

A Seabee battalion of reservists from Ohio, Pennsylvania, Maryland and Virginia. The unit provides rapid-response construction support to military forces and has integrated combat defensive capabilities. The unit may be called to conduct disaster control operations, including public works functions. Maintaining readiness to meet ever-increasing and diverse missions, the battalion carries out a continuing program of technical, military and mobilization training. U.S. ARMY NUCLEAR AND COMBATING WMD AGENCY

This field operating agency of the Army Training and Doctrine Command known as USANCA provides expert technical support and assistance to Army elements worldwide and to U.S. government and NATO agencies engaged in nuclear, biological and chemical programs. The agency's products include joint publications on nuclear targeting, acceptance criteria for survivability of critical equipment in nuclear, biological and chemical environments, priority for NBC effects research, international NBC standardization agreements and NBC systems analysis. The agency also is the personnel proponent for Army nuclear research and operations officers, provides augmentation teams to advise Army organizations on offensive nuclear operations and maintains the Army Reactor Office as the focal point for the Army Reactor Program.

U.S. ARMY RESERVE CENTER

The John Singleton Mosby United States Army Reserve Center provides administrative, operational and training space to tenant Army Reserve and multicomponent (active Army and Reserve) units. Offices housed within the center include the 9th Theater Support Command, the 55th Materiel Management Center, Detachment 1, 374th Finance Battalion and the 214th Mobile Public Affairs Detachment.

3rd BRIGADE, EASTERN REGION (ROTC), U.S. ARMY CADET COMMAND

12th AVIATION BATTALION

The 12th Aviation Battalion is the only aviation battalion assigned to the Military District of Washington. 12th Aviation provides Operational Airlift Support (OSA) to senior Defense Department, State Department and Congressional Leadership. The battalion also provides contingency operations support to both the Military District of Washington and the National Capital Region. In addition to its maintenance, operations, and air traffic control duties, 12th Aviation has a unique role in Homeland Defense due to its proximity to the nation's capital.

A Part of the Air Force's Air Combat Command and located at Davison Army Airfield, the unit provides weather support to aviation activities within Military District of Washington, Operational Support Airlift Agency, Army National Guard, and resource protection to Fort Belvoir. 29th INFANTRY DIVISION (LIGHT), VIRGINIA NATIONAL GUARD

This division has units based in Virginia, Maryland, Connecticut, Massachusetts and North Carolina. The 29th ID (L) is tailored for rapid deployment and fighting in low-to mid-intensity conflicts. A veteran of the World War II Normandy Invasion and European Theater operations, the 29th ID (L) is the only Reserve or National Guard light division in the total force structure.

299th ENGINEER COMPANY, MULTI-ROLE BRIDGE COMPANY

On order, the 299th Engineer Company will mobilize and prepare for war. Upon validation, the company will deploy to the theater of operation to conduct assault float rafting, and/or bridging operations and be prepared to plan and direct forward-area fixed bridge construction, Medium Girder Bridge. The unit also provides engineer support to MDW, and assists operations in the support of military and federal contingencies, and general military and civilian rescue missions in the National Capital Region.
