Welcome Welcome to Naval Support Facility Indian Head – a 3,400-acre peninsula where essential joint-service, Navy and Marine Corps missions support the critical needs of the Department of Defense. Founded in 1890, the facility at Indian Head was the Navy’s first established presence in southern Maryland. What began many years ago as a gun test facility on the Potomac River has evolved and expanded to include numerous scientific and response-force missions serving all branches of the military – Navy, Air Force, Army and Marines. Surrounded by the Potomac River and Mattawoman Creek, the Indian Head facility is strategically and ideally situated less than 30 miles south of the nation’s capital. In addition to its military value, the Indian Head Navy installation makes a significant economic contribution to the local community by serving as one of Charles County, Maryland’s largest employers. Today’s military community on board Naval Support Facility Indian Head represents a diverse and strategically important mix of research and development activities, alongside operational support programs that are protecting the U.S. homeland from terrorist threats, as well as serving U.S. Navy, Marine Corps, Air Force and Army forces deployed worldwide on a daily basis. Naval Support Facility Indian Head A Historical Abstract
The base was founded in 1890 as the Naval Proving Ground and was the Navy’s first established presence in southern Maryland. By 1913 the base gradually moved away from the simple proving of guns and armor to include standardization of shells and powder. In 1915 an ammonium picrate plant was opened to expand the chemical research program, both routine and experimental. When the United States entered World War I in 1917, the Naval Powder Factory was a major producer of smokeless powder for the Navy. After 1921 Indian Head was no longer designated as the “Naval Proving Ground” but was referred to as the “Naval Powder Factory.” The facility shifted from a naval gun proving ground to a chemical factory, research laboratory and Explosive D factory. In 1947, the Bureau of Ordnance agreed to the establishment of a set of pilot plants at Indian Head that would have the capacity to produce experimental new propellants for naval research use: a nitroglycerin pilot plant, a plant to produce varied nitrogen-content nitrocellulose, a plant for mixing and rolling experimental lots of solvent and solventless propellant, and a fourth plant for experimental production of cast propulsion units. During the 1950s, the Korean conflict provided the impetus for the factory’s stepped up explosive and propellant production. Building on work done at the facility’s Patterson Pilot Plant during the 1940s, the factory began to produce missile fuel for the long-range Polaris missile and smaller rockets and later, propellants for emergency ejection mechanisms. In 1958 reflecting its new mission and direction the base officially became the

Naval Propellant Plant. In 1966 because of the diversification from propellants into related fields of chemistry, engineering and production contract management, the base changed its name, becoming the Naval Ordnance Station (NOS). The mid to late-1960s were characterized by the production of such products as the plastic explosive C-3 in 1965, an updated Zuni rocket in 1966, Polaris casting powder from 1961 through 1967, Poseidon casting powder (C-3) in 1967, and composite propellant and PBX explosive processing. Recognizing the achievement of the station, Naval Sea Systems Command reconstituted several of the previously acquired agency roles as official “centers of excellence” for the Navy. This meant that the Navy would not duplicate the effort elsewhere and would treat the facility as the

primary collection of experts in a particular area. NOS acquired the “center of excellence” designation by mid-1989 for six technologies: guns, rockets and missiles, energetic chemicals, ordnance devices (CAD/PAD), missile weapon simulators, explosive process development engineering, and explosive safety, occupational safety and health, and environmental protection. Installation management of the Navy base at Indian Head transferred to Commander Navy Installation Command (CNIC) in 2003 with the stand up of this new Echelon II command, charged with providing shore installation management (SIM) services to all Navy activities. As part of CNIC, all naval installations within the National Capital Region aligned with Naval District Washington (NDW), and on Nov. 3, 2005, the Indian Head base was renamed as Naval Support Facility Indian Head with the commissioning of Naval Support Activity South Potomac (NSASP). The military community on board the installation today represents a diverse and strategically important mix of research and development activities, alongside operational support programs that are protecting the U.S. homeland from terrorist threats as well as serving U.S. Navy, Marine Corps, Air Force and Army forces deployed worldwide on a daily basis.

Naval Support Activity South Potomac Naval Support Activity South Potomac (NSASP) is a component of Naval District Washington and one of five regional commands within the district charged with providing shore installation management services for more than 20 separate locations within the National Capital area. Naval Support Activity South Potomac has oversight of two geographically separate locations to include Naval Support Facility Indian Head, Md. and Naval Support Facility Dahlgren, Va. Between these two bases, NSASP serves as host to more than two dozen DoD, Joint and Navy supported commands and tenant activities located on board NSASP installations. Shore installation management functions under NSASP authority encompass all land, buildings and support services.

Naval Support Activity South Potomac’s Operations Department is responsible for providing and maintaining appropriate physical security of NSASP installations and ensuring adequate force protection for base personnel. The Pass and ID Office establishes local policy and procedures for accommodating official visitors to NSASP installations in accordance with Department of the Navy guidance aimed at protecting military bases, mission operations and
personnel. The Law Enforcement Division is composed of military and civilian police officers who serve to safeguard personnel, protect property and prevent losses at NSASP installations. They stand duty 24 hours a day to control access to NSASP installations and are trained to prevent or mitigate hostile actions against DoD resources, facilities and personnel. The Emergency Management Office is responsible for the organized analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from the effects of all hazards, either man-made or natural. The office is responsible for coordinating Emergency Operations Centers at both Indian Head and Dahlgren, and partners with installation experts in a variety of disciplines to protect and preserve lives and property in emergency incidents. Fire-EMS Division personnel serve on NSASP installations around the clock to respond to fire emergencies as well as hazardous materials emergencies and rescue and emergency response to natural and man-made disasters. In addition, fire prevention officers conduct fire protection inspections, manage a public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and

provide life safety and fire protection training.
Environmental Programs The principal function of Naval Support Activity South Potomac’s Environmental Program Office is to ensure that NSASP installations are in compliance with a wide range of federal, state, local and Navy environmental regulations and guidelines, to include the Clean Air Act, the Clean Water Act, the Emergency Planning and Community Right-to-Know Act, and the Toxic Substance Control Act. In addition, NSASP’s Environmental Office oversees installation recycling, hazardous waste management and solid waste management programs. The office also manages the Installation Restoration Program to identify and remediate sites that have been contaminated from past disposal practices, as well as the Munitions Response Program, which identifies and remediates sites contaminated from past munitions disposal. The Environmental Office directs the command’s compliance with provisions of the National Environmental Policy Act (NEPA), a program that requires proper documentation for environmental impacts from proposed actions and ensures that decision makers can make informed choices prior to executing an action. Finally, the NSASP Environmental office oversees the natural resources program at all NSASP installations, which is focused on managing and protecting the diverse natural habitats – from rolling hills to mixed and hardwood forests to tidal and non-tidal wetlands – and the plethora of wildlife that coexist with military facilities and operations.
Facility Support Naval Facilities Engineering Command (NAVFACENGCOM) provides facility support to NSASP installations, functioning as the command’s Public

Works Department. The department is responsible for all installation maintenance, utilities, transportation and engineering. NSASP’s Public Works team of engineers, architects, planners, painters, plumbers, electricians and other skilled professionals work together to plan, coordinate and supervise all phases of base facilities maintenance, operations and construction.
Supply Operations NSASP’s Supply Operations offices at Naval Support Facility Indian Head and Naval Support Facility Dahlgren are staffed by the Fleet and Industrial Supply Center Norfolk, Detachment Washington, D.C. and support all commands and activities located on board NSASP installations. Support includes providing supply services, planning material requirements and assisting in inventory management, warehousing and expediting material requirements. The Supply Operations office also manages the CHRIMP program to reduce the quantity and control the variety of hazardous materials entering NSASP installations and, ultimately the waste stream.
Fleet and Family Readiness Programs Providing and maintaining facilities and programs that contribute positively to the quality of life of military and civilian personnel and their families on board NSASP installations is an important focus of the command. Morale, Welfare and Recreation The command’s MWR department manages a wide range of recreational facilities and activities for active-duty military, retired military, reservists on active duty, current and retired DoD civilian employees, family members in all those categories, as well as base contractor personnel and other authorized patrons.

Activities range from opportunities to attend major sporting events, concerts and other events in the metropolitan Washington, D.C. and Richmond, Va., areas, to participating in a variety of on-base athletic leagues, to participating in craft or aerobics classes. On-base recreational activities are available through a wide variety of athletic facilities to include outdoor softball and soccer fields, fitness centers and gymnasiums, theaters, bowling lanes and swimming pools. MWR’s Liberty Program provides recreational activities year round for single or unaccompanied active-duty military personnel, particularly ages 18-24. Liberty activities include sporting events and cookouts at the barracks or group outings to recreational facilities and tourist destinations off base. Additional leisure services are offered through MWR’s craft center, equipment rental program, general library, and auto skills center. Child & Youth Programs Naval Support Activity South Potomac MWR manages an extensive child care program at both Dahlgren and Indian Head, which features accredited and certified Child Development Centers (CDC) that provide a full-time child development program for children six weeks to five years old. Youth Activities Centers offer before and after school programs during the school year as well as summer camps for youth ages 5 to 12. A certified Child Development Home program offers full and part-time homebased care, space available drop-in care and limited shift care. Home care providers are trained, monitored and inspected to make sure that they meet the same high standards of care as the CDC. Fleet and Family Support Center The Fleet and Family Support Center (FSSC) offers programs and services for active-duty military and family mem-

bers and retired military personnel. Program areas include deployment support/readiness; crisis response, counseling and advocacy; and career support and retention. FSSC clinical counselors are licensed and credentialed professionals who provide counseling, victim intervention and prevention education related to military quality of life issues. Services include solution-focused clinical counseling for individuals and couples, Family Advocacy Programs that address domestic violence, child maltreatment, and sexual assault victim intervention and education programs related to sexual assault. Career support and retention programs include the Transition Assistance Program for service members and their families transitioning out of the military, family employment readiness education programs to assist family members with their job search, and personal financial management education programs.
Command Religious Program Located on Strauss Ave., the Indian Head Chapel is the focal point for base religious activities. The Command Religious Program facilitates worship, prayer and meditation according to the dictates of your faith. For information on religious education, special or ongoing programs, call (540) 653-8297. We can also provide information on local churches in Charles County. In addition to worship and religious education, the base chaplain is available for individual and family counseling and support. Call our office to schedule an appointment. Bullitt Neck, Marsh Island and Thoroughfare Island. The 16.5 miles of shoreline at NSFIH are surrounded by the Potomac River, Mattawoman Creek and Chicamuxen Creek. The natural environment at NSFIH is very diverse and includes pine forests, hardwood forests, mixed forests, successional fields and tidal and non-tidal wetlands. The topography ranges from rolling hills marked with drainage swells and streams to wetlands or steep slopes along the surrounding surface waters. The diverse habitats at NSFIH support an abundance of wildlife which include white-tailed deer, turkey, rabbit, beaver, muskrat, groundhog, skunk, raccoon, opossum, river otter, osprey, great-blue heron, red and gray fox and bald eagle. Numerous other waterfowl, non-game birds, small mammals, reptiles, amphibians and fish also coexist at NSFIH. Due to the extensive and diverse natural habitat, the NSFIH Natural Resources Office is able to offer numerous outdoor recreational opportunities. This includes kayaking and canoeing, fishing and hunting. Kayak and canoe access can be found at Dashiell Marina and the two piers at Stump Neck Annex, and rentals are available from the NSFIH MWR Hobby Shop at Building 1420. Fishing is offered at Main Side and Stump Neck Annex. Hunting is conducted at Main Side and Stump Neck Annex and
includes deer, turkey and waterfowl seasons. Small game and trapping are also included in the hunting program. All NSFIH fishing and hunting seasons and bag limits comply with the state of Maryland seasons and bag limits. Fishing and hunting base permits can be purchased from the NSFIH MWR cashier at Building 620. Firewood can also be collected at NSFIH after purchasing a collection permit from the Natural Resources Office. Public Affairs Naval Support Activity South Potomac’s Public Affairs staff serves as a primary source of information about NSASP installations to the surrounding communities, as well as a conduit for news and information to all supported commands, tenant activities and base residents. NSASP Public Affairs uses a variety of communications tools and resources to inform base employees and the general public, to include publication of annual base guides and a weekly commercial enterprise newspaper.

As a Department of Defense (DoD) Energetics Center, Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is a critical component of the Warfare Center (WC) Enterprise. It is our mission to provide research, development, test and evaluation and in-service support of energetics and energetic materials for warheads, propulsion systems, ordnance and pyrotechnic devices and fuzing for Navy, Joint Forces, and the nation, to include research, test, and engineering of chemicals, propellants, explosives, related electronic devices, associated ordnance equipment and special weapons support.

Energetics are explosives, propellants, pyrotechnics, reactive materials, related chemicals and fuels and their application in propulsion systems and ordnance. As the largest DoD full spectrum energetics facility and leader in the Navy’s energetic enterprise, NSWC IHD employs a workforce of over 1,482, of which more than 970 are scientists, engineers and technicians dedicated to every aspect of devel-

oping and sustaining explosives, propellants, pyrotechnics, high energy chemicals and their application into warfighting systems. In addition, NSWC IHD has the largest concentration of PhDs (more than 50) working in energetics in the Warfare Centers including the highest number of “rocket scientists” e.g., synthesis chemists, detonation physicists, and formulation scientists dedicated to the energetics national competency. The Division's unique synergy and balanced capabilities address all aspects of the energetics technical discipline including basic research, applied technology, technology demonstration, prototyping, engineering development, acquisition, low rate production, in-service engineering/mishaps and failure investigations, surveillance and demilitarization. If the military experience problems with current weapon systems, or encounter new threats on the battlefield, NSWC IHD collaborates and provides the appropriate solution to answer the call. As the Navy’s lead technical authority in the US, NSWC IHD performs over 60% of all Navy energetics workload, and has an unmatched record of 16 Navy-qualified explosives transitioned into 50 Navy, Army, Air Force and Marine Corps weapons. Since 1985, 75% of all explosives deployed in US weapons were developed by IHD. IHD’s unique cradle-to-grave energetics capabilities support rapid response solutions for our warfighters. Examples include: - IHD’s CAD/PAD Joint Program Office, which provides unified life-cycle

management of cartridge actuated and propellant actuated devices for the joint services. They employ “Best Practices” to improve resource management, contracting, facilities, training, and streamline science and technology. - IHD is the nation’s only design and development agent for underwater warheads and explosives. - IHD is designated as the Navy’s Manufacturing Technology Center for Energetics. - IHD is the free-world’s sole provider of OTTO Fuel II for both domestic and foreign torpedoes. - IHD’s explosive modeling experts have jointly developed high fidelity underwater hydrocodes (DYSMAS) with German researchers, providing the Navy a capability to accurately predict underwater explosive performance and affects for a wide variety of lethality and vulnerability applications. Extensions of DYSMAS are now used to help improve future ship hull designs. Recent technological advancements in energetic materials have yielded development of a novel method to explosively generate plasmas with applications against a variety of hardened target breaching. The Division is also pioneering nanoenergetic material R&D efforts leading to a complete change in the future directions of energetic materials, components, and systems, providing the capability to support the development of smaller yet higher performing, greater precision, combat safe insensitive, “dial-a-yield” weapons in the not too distant future. IHD executes this world-class energetic system engineering in unique facilities including unmatched chemical scale-up labs, the country’s only energetic-certified MEMS development lab, next generation twin-screw extrusion processing systems and the largest set of detonation science “bomb-proofs” in the free-world. The IHD’s full-spectrum expertise, facilities, and system engineering knowhow allows for energetics to be sustained as a National Competency. This exceptional capability to synergize across the organization - from basic research and engineering, to test, evaluation and full-
scale manufacturing - provides the Navy and nation a one-of-a-kind core capability unmatched anywhere in the U.S. addressing current and future warfighting needs. Located on 1,100 acres just south of the Indian Head peninsula along the Mattawoman Creek, the EODTECHDIV has made its home on the Stump Neck Annex for roughly 60 years. The EODTECHDIV traces its origin back to World War II when the U.S. Navy recognized the need for countering advanced and complex weapons systems being deployed by other nations. In 1941, the Naval Mine Disposal School was established in Washington, DC, and the Naval Bomb Disposal School was estab-
lished shortly thereafter. In 1945, both schools combined to form the Naval Ordnance Disposal Unit and by 1946 had relocated to the Naval Powder Factory in Indian Head, Md. Many years and advancements later, the command was renamed the Naval Explosive Ordnance Disposal Technology Division (EODTECHDIV) and as of Oct. 1, 2007, began reporting to the Naval Sea Systems Command (NAVSEA) as a division of Naval Surface Warfare Center (NSWC). Today, the mission of the EODTECHDIV is more relevant than ever before. Ongoing global events and evolving threats have reemphasized how critical EODTECHDIV’s mission is to homeland defense and the warfighter, representing the largest concentration of EOD knowledge in the world. Joint Service EOD Center for Counter-Explosive Threats EODTECHDIV is the DoD center of knowledge and expertise on all explosive threats. The command specializes in the following EOD focus areas: • Counter-explosive hazard research, development, testing and evaluation (RDT&E) • Special tool and equipment development for detection and defeat • Comprehensive threat database • Tactics, techniques, and procedures (TTP) development • Real-time technical support to EOD responders

Threat Analysis and Explosive Device Exploitation The threat is real and rapidly evolving. The development of effective countermeasures begins with analysis and understanding of the threat. Proactive participation in the following efforts expedites the analysis and exploitation process: • Combined Explosives Exploitation Cells (CEXC) • In-Country Exploitation (ICE) Knowledge and information gathered from these and other sources are used to drive TTPs, and associated tool development efforts.
TTP Development Access to current, safe and effective TTPs is essential to EOD operations. EODTECHDIV develops, tests, plans, deploys, and maintains TTPs for explosive devices. Using state-of-the-art database systems, EOD information is rapidly processed and disseminated to EOD technicians around the world in an easy-to-use media format. The Technical Support Center (TSC) is engaged 24/7 and is ready to provide EOD-related consulting and information research services.
Science and Technology EODTECHDIV is focused on the future through management of the Counter Bomber and Knowledge Transfer Operational Demonstration Advanced Concept Technology Demonstrations. The command is the honest broker for technical evaluation of rapid development systems and commercial off-the-shelf products (i.e. robotics, explosives detection, antiterrorism/force protection, and other EOD systems).

U.S. Marine Corps Chemical Biological Incident Response Force As one of America’s assets, the Chemical Biological Incident Response Force, II Marine Expeditionary Force, remains second to none in fulfilling the mission of Chemical, Biological, Radiological, Nuclear, and High-Yield Explosive (CBRNE) consequence management. In 1995, 31st Commandant of the Marine Corps General Charles Krulak provided planning guidance stating the need for a strategic organization to respond to the growing chemical/biological terrorist threat. The CBIRF concept was developed by the commandant’s war fighting laboratory and came to fruition in 1996. Now, CBIRF is located at Naval Support Facility Indian Head, Md. CBIRF Marines and sailors hone their skills on casualty search and extraction, decontamination, medical stabilization and CBRNE consequence management. CBIRF’s primary mission is saving lives. More than 400 Marines from more than 40 military occupational specialties train to complete those missions. When directed, CBIRF will forwarddeploy and respond to a CBRNE terrorist incident in order to assist local, state or federal agencies and designated combatant commanders in the conduct of consequence management operations. operations, personnel decontamination, and emergency medical care and stabilization of victims in a contaminated environment. To become a CBIRF Marine, one must complete the CBIRF Basic Course (CBC) at Navy Annex Stump Neck, Indian Head, Md. Marines learn to strategically move through collapsed structures, perform emergency medical care, extract mass casualties from a contaminated area, and many more skills. To help support CBIRF’s mission, the unit is equipped with six major sections, including Explosive Ordnance Disposal, Technical Rescue Decontamination, Identification Detection Platoon (IDP), medical, and casualty extraction. In the event of a real terrorist attack, IDP will deploy to gather the first wave of intelligence that other responders may use to clean a contaminated area. As soon as that information is passed down, Casualty Extractors deploy to extract casualties from the contaminated environment and escort them to medical personnel. These Sailors provide the casualties with their first line of medical care in a contaminated environment. After receiving medical care, patients are then taken to the decontamination tents. It is here that patients and emergency responders transition from the contaminated to decontaminated area. If the inci-

dent includes a high yield explosion or a collapsed building, CBIRF can respond by deploying its technical rescue element. These Marines are trained to the same standards as FEMA USAR teams and are trained in vehicle extrication, trench rescue, collapsed structure, and confined space skills. In a force protection mission, explosive ordnance disposal teams are liable to be deployed into the contaminated environment when the threat has been identified. Then, EOD goes down range and mitigates the threat so CBIRF
Marines can continue with their life-saving mission uninterrupted. EOD Marines also ensure that local assembly areas and routes are clear of any potential devices. CBIRF has a rich history in supporting the Global War on Terrorism including supporting the United States Capitol Police in responding to the ricin incident on Capitol Hill in 2004. More than 140 Marines and sailors sustained 24/7 operations for one week in an effort to restore the U.S. Congress back to normal working conditions. Operations included sampling
and mail collection in both House and Senate office spaces. Marines also responded to the anthrax attacks on Capitol Hill in 2001. Live agent training marks the height of training for the unit at the Defense Research and Development CenterCanada. Marines and sailors travel to Alberta for live agent training, gathering further confidence in their life saving capabilities.

Additionally, NAVSEALOGCEN DET IH provides automated information systems security, testing and accreditation, and supports many NAVSEA corporate systems and initiatives. We have a large computer operations facility where we provide operations, systems administration, and database administration services for numerous production and development applications. We provide a strong testing, prototyping, and operations environment for mission critical information applications for NAVSEA and the fleet. NAVSEALOGCEN is the Central Design Agent (CDA) for the NAVSEA 04L Project Management Office (PMO), responsible for managing all NAVSEA 04 Ship Maintenance and Logistics Information Systems (SMLIS). The SMLIS PMO/CDA is tasked to manage and sustain assigned information systems for their lifecycle, as well as define and plan the transformation to the Ship Maintenance and Logistics end state vision for the future decade including Information Technology (IT) architecture and the interdependence of IT systems.
Current efforts to improve IT efficiency have reduced the number of IT systems and applications. By implementing common system standards, processes, infrastructure and shared resources, the SMLIS Program will improve hardware and software administration, operations and maintenance. Efficiencies and cost savings will be realized by consolidating applications

and services. The goal is to establish a common architectural framework, or net centric model, that will enable the full integration of information systems and will optimize the use of systems, deal with a rapidly changing IT environment, and reduce time and complexity of upgrades. Although the main emphasis of the SMLIS program is to improve hardware and software administration, operations and maintenance through the implementation of common standards, processes, infrastructure and shared resources for NAVSEA 04 programs, NAVSEALOGCEN DET Indian Head also continues to support other NAVSEA initiatives such as: Support for the Standard Labor Data Collection and Distribution Application (SLDCADA). This application is the standard Navy-wide time and attendance system. Providing both integrated logistics and IT support to the Navy Chemical, Biological, Radiological Defense (CBRD) Program Office, NAVSEA 05P5. This office is responsible for supporting the entire Navy by providing the Fleet with technical and logistics support, engineering, life cycle management and training of CBD Products.

Joint Interoperability Test Command
Network in support of Coalition Interoperability. JITC’s Information Assurance (IA) team conducted vulnerability assessments, penetration tests, commercial product testing, Code Assessment and Vulnerability Analysis (CAVA), and security tool assessments – all in an effort to ensure secure operations throughout the enterprise. Product and laboratory testing were supplemented by IA assessments conducted during Combatant Commander Exercises. JITC used JIAL assets to prestage Combatant Commander exercise scenarios and to validate exercise results. Expanding beyond DoD test & evaluation, JITC also provided direct support to the Department of Homeland Security and the Federal Emergency Management Agency (FEMA). In support of these elements, JITC used testbed assets to perform tests of systems such as the Rapid Response System (RRS), the Central
Locator System (CLS), and the Integrated Public Alert and Warning System (IPAWS). JITC continues to use network connectivity to the Defense Research & Engineering Network (DREN) and the Combined Federated Battlelab Network (CFBLNet) from the Indian Head facility. This connectivity provides links to other DoD and joint test sites for improving the interoperability of systems through distributed testing and evaluation in a replicated battlefield environment. The ATT employs Gigabit Ethernet, SONET, Optical Switching, Streaming Video, and Wireless technologies. The Command Test Center (CTC), covering more than 1,500 square feet, provides an interactive environment for distributed test events and the conduct of meetings, video teleconferences, multimedia presentations, training sessions and virtual tours. This year, the CTC was used
to host over 600 high-level visitors – including regular usage by such organizations as the Joint Staff J6 and the Coalition Interoperability Assurance & Validation (CIAV) Working Group. The CTC employs a state-of-the-art audio-visual system, modular conference tables, and 128-inch high-definition display screens. JITC has also been directly engaged in efforts throughout the DoD to streamline the acquisition process. These efforts will result in a more agile test & evaluation methodology and deliver capabilities to the warfighter in a shorter timeline. In support of Charles County, JITC continues to be involved in the support of charitable organizations and programs such as Habitat for Humanity and Adopt a School as they maintain a close relationship with the local community.

Indian Head Operations Public Safety Department Public Safety Department at NSF Indian Head consists of several agencies working intraoperatively to provide a safe and secure environment. Included within the umbrella of the Public Safety Department are the antiterrorism officer, criminal investigator, police department, force protection/physical security group, fire department, air operations and emergency management.

Base Entry Procedures Personnel entering the base must show either a CAC (Common Access Card), DOD Retiree CAC card, NSASP or supported command photo badge, RapidGate badge or active duty / retiree / dependent military ID to gain access. Personnel wishing to enter the base who do not possess one of these cards will be directed to the Pass & ID Office. Visitors must be sponsored by either military, NSASP or supported command personnel and processed through the Pass & ID Office if not accompanied by the sponsor. At the time the Visitor Badge is requested, a valid photo ID (state operator’s license), vehicle registration card, and proof of insurance must be presented. Motorcyclists Motorcyclists will be issued a temporary vehicle pass to allow time to complete a motorcycle safety course. Once completed, proof of completion must be presented at the Pass & ID Office before a DoD vehicle decal is given out.

store weapons in the barracks, but can make arrangements for Law Enforcement to store a weapon for them during hunting season only.
Bicycles In accordance with base regulations, all persons riding a bicycle, rollerblading, skate boarding, etc. aboard NSF Indian Head must wear an ANSI or Snell Memorial Foundation approved helmet.
Fire & Emergency Service Division
Fire & Emergency Service Division The mission of the Fire and Emergency Service Division is to save lives, protect property and protect the environment from hazardous situations, both manmade and natural. The department is on duty twenty four hours a day, seven days a week, with thirty two lead firefighters, firefighter/EMT’s and firefighter/paramedics to provide assistance to the base residents and employees when called upon. In addition to the firefighters and paramedics, there is one district fire chief, three battalion chiefs and three fire inspectors in the department for a total of 39 personnel. The department’s activities include fire protection, fire suppression, fire prevention, public safety education, hazardous material handling and emergency medical responses. The firefighters maintain a high level of training and qualification to respond and provide the services needed in each situation. The department personnel are also trained and certified as operators of emergency vehicles that include structural pumpers, a 75’ ladder truck equipped with a pump, brush trucks, a Hazardous Materials Response Vehicle and an ambulance. The emergency medical personnel are certified as paramedics and
provide Advanced Life Support when needed, as well as CPR and other vital training to all base employees and residents. The Prevention Division is responsible for conducting fire and life safety inspections, reviewing new construction and renovation plans, attending pre-construction meetings with contractors, investigation of fires and issuing open flame permits. This division also manages the fire pre-
vention and safety program for the base. This vital program includes inspections of the child care facilities, which includes inhome child care inspections. The inspectors also conduct emergency evacuation drills for base employees and provide educational and hands-on activities for base employees and residents. The Prevention Division has just received a new portable Fire Extinguisher Trainer, which allows us to conduct the required fire extinguisher training for all personnel at your site. Currently the phone system for the base is not 911 compliant. If you dial 911 in the event of an emergency, the call will be taken at the Charles County Emergency Dispatch Center in LaPlata, Md. Dialing 911 could possibly add a delay to the response of the emergency vehicles and cause further harm. The Auto Hobby Shop, located in Bldg. 1420, is a fully equipped, self-service repair facility, which offers three lifts and three bays and one motorcycle lift, Snap-on-Tools Diagnostics Center, drum brake tools, tap and die sets, timing lights, strut compressor, and most other tools and equipment needed. Standard maintenance items are onsite for purchase, and professional guidance is available to assist you. Check your vehicle with the “Mitchell Information System”, which contains information on recalls, service bulletins and make/model updates. All tools and equipment are available on a first-come, first-served basis.

Command consultation and support, information and referral, deployment and Individual Augmentee (IA) support, ombudsman training, Exceptional Family Member information, and life skills education and prevention programs.
Crisis Response
FFSC licensed clinical counselors provide counseling, victim intervention and prevention education. Services include solutionfocused clinical counseling; Family Advocacy Programs (FAP) addressing domestic violence, child maltreatment prevention, and Domestic Victim Advocacy; and Sexual Assault Victim Intervention (SAVI) prevention and education.
Career Support and Retention
Programs include the Transition Assistance Program (TAP) for active duty, the Family Employment Readiness program to assist family members with their job search, personal financial management education programs, and the Relocation Assistance Program. The FFSC main office at Dahlgren, Va. has a Retired Activities Office staffed by retired military volunteers who assist retired military personnel, their families and survivors with information on retiree issues, veteran’s benefits and survivor benefits. The Weight House Fitness Center is in Bldg. 1660 and features weight and fitness rooms, racquetball courts, sports programs, aerobics room and more. Fitness assessments, personal training, blood pressure screening, body fat analysis, group exercise classes and wellness classes are also available. Stop by during lunch or after work and play some racquetball, take a spinning class or use one of our state-of-the-art cardio machines. The group exercise room is now family friendly, offering a safe area for children to play while their guardian participates in an exercise class, attends a training session or works out independently.

Military Family Housing
Military Family Housing Military Family Housing In 2005, the Navy and Lincoln Military Housing entered into a Public Private Venture (PPV) partnership to provide housing for military in the Indian Head area. There are historical single-family homes for officers O1-O6 and brand new townhomes for our enlisted families as well as new duplexes and single family homes for junior officers and senior enlisted. The housing office serves all branches of the military, but primarily the U.S. Navy and USMC.

Housing Referrals
Military families who wish to be housed on base will be required to sign a lease with Lincoln Military Housing (PPV partner). This is a six-month lease, renewed on a month-to-month basis after the initial lease period. Lincoln provides 24-hour maintenance, yard and lawn care, monthly community activities, and a professional staff to serve your needs while living at Naval Support Facility Indian Head. Lincoln staff can be reached at (301) 743-6920, Mon. – Fri. 7:30 a.m. - 4:30 p.m.
The Indian Head Housing Mission is to support readiness by affording unaccompanied and accompanied military members as well as civilian personnel the opportunity for suitable and affordable housing in the community and PPV managed housing. The Housing Welcome Center provides a housing referral service of property listings, both rentals and sales. These listings are available for those who desire to live in the surrounding areas. The Welcome Center also provides free home-buying workshops and direct access to a local realtor with connections to several lenders in the area. In addition, the Navy participates in the Rental Partnership Program, formerly the Set-aside Program, with several apartment communities in the Charles County area.

Annapolis Waterfront
Annapolis is the state capital and is also known as the “sailboat capital of the world.” Annapolis is the home of the United States Naval Academy, and Saint John’s College and is located at the mouth of the Severn River on the Chesapeake Bay. Downtown in the Historic area, originally established in 1695, City Dock is a favorite place to visit. Known to local boaters as “Ego Alley” it is the weekend and evening scene of a steady parade of expensive yachts. Plenty to eat and drink. Also, the site of the world’s largest sailboat and power boat shows every October.

The C&O Canal follows the route of the Potomac River for 184.5 miles from Washington, D.C. to Cumberland, MD. The canal operated from 1828-1924 as a transportation route, primarily hauling coal from western Maryland to the port of Georgetown in Washington, D.C. Hundreds of original structures, including locks, lockhouses, and aqueducts, serve as reminders of the canal’s role as a transportation system during the Canal Era. Enjoy the natural, cultural, and recreational opportunities.
The Maryland Renaissance Festival is a recreation of a 16th century English village. Our village is named Revel Grove, and is set on a beautiful 25-acre wooded site with 85 acres of free parking. The village consists of craft and food booths, five pubs, ten major stages, a Jousting Arena and lots of games. You’ll want to start the day with the King’s Welcome outside the front gate at 9:45 a.m. The Maryland Renaissance Festival is a perfect family outing, in easy reach from both Baltimore and Washington, D.C. Open 10:00 a.m. until 7:00 p.m., free parking. Come early, for a full day of fun awaits! Dates: End of August through October.

Oriole Park at Camden Yards, the beautiful baseball-only facility in downtown Baltimore, became the official home of the Orioles. Oriole Park is state-of-the-art yet unique, traditional and intimate in design. It blends with the urban context of downtown Baltimore while taking its image from baseball parks built in the early 20th century. The ballpark seats 48,876. A light rail system brings fans directly to the park.

Approximately 110,000 casualties occurred during the four major battles fought in the vicinity of Fredericksburg, Va., making it the bloodiest ground on the North American continent. This impressive museum was built to remember and pay tribute to the millions of victims of the Holocaust, and to tell the story of this tragic era. The largest of its kind in the world, the Holocaust Museum uses authentic artifacts, oral histories, and interactive displays to trace the story of Jewish persecution under the Nazi regime from its beginnings to liberation in 1945. Korean War Veterans Memorial

Commemorating the 628,000 troops who were killed in the Korean “conflict,” this memorial consists of 19 giant polished steel statues. On an adjacent black granite wall, you can see more than 2,000 photographic images from the war, have been sand-blasted onto the wall.
Lincoln Memorial
Nationals Park is located in Southeast Washington, south of the Capitol, along the fast-developing Capitol Riverfront adjacent to the Navy Yard. The new park not only redefines modern sports facility architecture but also serves as the catalyst and cornerstone of a new mixed-use Capitol Riverfront in our nation’s capital. The classic Greek temple memorial is located at West Potomac Park. This grand memorial overlooks the Reflecting Pool. Inside, the 19-foot marble statue of the 16th president is flanked by inscriptions of his Gettysburg Address and his second inaugural address. Open daily.
