Welcome Welcome to Naval Support Facility Dahlgren. The history of this unique naval installation dates to 1918 when the “Lower Station” of the Naval Powder Factory at Indian Head, Md., was established in Virginia's Northern Neck on 4,000 acres bounded by the Potomac River and Machodoc Creek in King George County. What began as a gun test facility has since evolved and expanded to include numerous scientific and response-force missions serving all branches of the United States armed forces. In addition to its military value, today Naval Support Facility (NSF) Dahlgren makes a significant economic contribution to the local community and the installation's military commands, as a whole, serve as the largest employer in King George County.

The final quarter of 2003 brought a major change to the organizational structure of the Dahlgren naval base. Effective Oct. 1, 2003, Commander Navy Installations Command (CNIC), a new Echelon II Command, officially stood up with the sole charter of providing shore installation management (SIM) services to all Navy activities. All land and buildings at all Navy bases transitioned to this new claimant, creating 16 regional commands within CNIC. The Navy’s goal in establishing CNIC is to have a single advocate for shore installations, to establish Navy-wide business practices, and to generate savings for Navy investment. CNIC will create a more focused, leaner organization, while improving services.

The objective is to reduce redundancy in the SIM process, and enable mission activities to focus on their primary missions.

The goals of CNIC are: • To be a single voice and advocate for shore installations • To increase program efficiencies through economies of scale • To allow mission claimants to focus on core mission As part of CNIC, all Naval installations within the National Capital Region aligned with Naval District Washington (NDW), one of 10 regional commands in the United States. NDW now provides SIM services to naval installations inside in the National Capital region.

On Nov. 3, 2005, a new command, Naval Support Activity South Potomac (NSASP), was commissioned. NSASP includes Naval Support Facility Dahlgren, Va. and Naval Support Facility Indian Head, Md. As Naval Support Activity South Potomac adapts and fine-tunes the new organizational structures at NSF Dahlgren, we look forward to playing our part in the Navy’s overarching goal of achieving efficiencies so that our troops will have the ships, aircraft and weapon systems necessary to effectively carry out their missions. Naval Support Activity South Potomac (NSASP) is a component of Naval District Washington and one of six regional commands within the district charged with providing shore installation management services for more than 20 separate locations within the National Capital area.

Naval Support Activity South Potomac has oversight of two geographically separate locations to include Naval Support Facility Indian Head, Md. and Naval Support Facility Dahlgren, Va. Between these two bases, NSASP serves as host to more than two dozen DoD, Joint and Navy supported commands and tenant activities located on board NSASP installations. Shore installation management functions under NSASP authority encompass all land, buildings and support services.

Naval Support Activity South Potomac’s Operations Department is responsible for providing and maintaining appropriate physical security of NSASP installations and ensuring adequate force protection for base personnel.

The Pass and ID Office establishes local policy and procedures for accommodating official visitors to NSASP installations in accordance with Department of the Navy guidance aimed at protecting military bases, mission operations and personnel.

The Law Enforcement Division is composed of military and civilian police officers who serve to safeguard personnel, protect property and prevent losses at NSASP installations. They stand duty 24 hours a day to control access to NSASP installations and are trained to prevent or mitigate hostile actions against DoD resources, facilities and personnel.

The Emergency Management Office is responsible for the organized analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from the effects of all hazards, either man-made or natural. The office is responsible for coordinating Emergency Operations Centers at both Indian Head and Dahlgren, and partners with installation experts in a variety of disciplines to protect and preserve lives and property in emergency incidents.

Fire-EMS Division personnel serve on NSASP installations around the clock to respond to fire emergencies as well as hazardous materials emergencies and rescue and emergency response to natural and man-made disasters. In addition, fire prevention officers conduct fire protection inspections, manage a public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training.

Environmental Programs

The principal function of Naval Support Activity South Potomac’s Environmental Program Office is to Naval Support Facility, Dahlgren

ensure that NSASP installations are in compliance with a wide range of federal, state, local and Navy environmental regulations and guidelines, to include the Clean Air Act, the Clean Water Act, the Emergency Planning and Community Right-to-Know Act, and the Toxic Substance Control Act. In addition, NSASP’s Environmental Office oversees installation recycling, hazardous waste management and solid waste management programs. The office also manages the Installation Restoration Program to identify and remediate sites that have been contaminated from past disposal practices, as well as the Munitions Response Program, which identifies and remediates sites contaminated from past munitions disposal. The Environmental Office directs the command’s compliance with provisions of the National Environmental Policy Act (NEPA), a program that requires proper documentation for environmental impacts from proposed actions and ensures that decision makers can make informed choices prior to executing an action.

Finally, the NSASP Environmental office oversees the natural resources program at all NSASP installations, which is focused on managing and protecting the diverse natural habitats – from rolling hills to mixed and hardwood forests to tidal and non-tidal wetlands – and the plethora of wildlife that coexist with military facilities and operations.

Facility Support

Naval Facilities Engineering Command (NAVFACENGCOM) Washington provides facility support to NSASP installations, functioning as the command’s Public Works Department. The department is responsible for all installation maintenance, utilities, transportation and engineering. NSASP’s Public Works team of engineers, architects, planners, painters, plumbers, electricians and other skilled professionals work together to plan, coordinate and supervise all phases of base

facilities maintenance, operations and construction.

Supply Operations

NSASP’s Supply Operations offices at Naval Support Facility Indian Head and Naval Support Facility Dahlgren are staffed by the Fleet and Industrial Supply Center Norfolk, Detachment Washington, D.C. and support all commands and activities located on board NSASP installations. Support includes providing supply services, planning material requirements and assisting in inventory management, warehousing and expediting material requirements. The Supply Operations office also manages the CHRIMP program to reduce the quantity and control the variety of hazardous materials entering NSASP installations and, ultimately the waste stream.

Fleet and Family Readiness Programs

Providing and maintaining facilities and programs that contribute positively to the quality of life of military and civilian personnel and their families on board NSASP installations is an important focus of the command.

The command’s Morale, Welfare and Recreation (MWR) department manages a wide range of recreational facilities and activities for active-duty military, retired military, reservists on active duty, current

and retired DoD civilian employees, family members in all those categories, as well as base contractor personnel and other authorized patrons.

Naval Support Activity South Potomac MWR manages an extensive child care program, which features accredited and certified Child Development Centers (CDC) that provide a full-time child development program for children six weeks to five years old, and Youth Activities Centers that offers before and after school programs during the school year as well as summer camps for youth ages 5 to 12.

The Fleet and Family Support Center (FSSC) offers programs and services for active-duty military and family members and retired military personnel. Program areas include deployment support/ readiness; crisis response, counseling and advocacy; and career support and retention.

Command Religious Program

NSASP’s Command Religious Program facilitates worship, prayer and meditation according to the dictates of an individual’s faith. In addition to worship and religious education, the base chaplain is available for individual and family counseling and support.

Public Affairs

Naval Support Activity South Potomac’s Public Affairs staff serves as a primary source of information about NSASP installations to the surrounding communities, as well as a conduit for news and information to all supported commands, tenant activities and base residents. NSASP Public Affairs uses a variety of communications tools and resources to inform base employees and the general public, to include publication of annual base guides and a weekly commercial enterprise newspaper.

Naval Support Facility Dahlgren Installation History and Profile

Naval Support Facility (NSF) Dahlgren is located in central Virginia on the Potomac River.

The installation totals 4,320 acres divided by Upper Machodoc Creek into Mainside (2,677 acres) and an Explosive Experimental Area (EEA), referred to as Pumpkin Neck Annex (1,641 acres).

Dahlgren was established in 1918 as the lower station of Indian Head Proving Ground for testing naval guns. It was named the Dahlgren Naval Proving Ground in honor of Rear Admiral John Adolphus Dahlgren. The location on the Potomac River was specifically chosen for the development of a long ballistic range on the Potomac River, required for the testing of modern, high-powered munitions.

In 1932, it became the Navy’s principal proving ground, and the name was changed to the Naval Proving Ground, Dahlgren. It was responsible for proofing and testing every major naval gun and all ammunitions supplied to the Fleet.

Following World War II, the impact of new technology on weapons systems shifted the emphasis from traditional proof and testing functions on weaponry to those of research and development of weapon systems. Electronic firing and targeting systems and the effects of electromagnetic radiation from radio and radar transmitters on ordnance became the emphasis of weapons research.

During the 1950s, the U.S. Navy produced the first Fleet Ballistic Missile System. Dahlgren pioneered the development of fire control and targeting software for missile-borne strategic nuclear weapons on U.S. Navy submarines. In 1959, the installation was renamed as the Naval Weapons Laboratory, Dahlgren, to reflect its transition to a research and development facility. Dahlgren continues to support new Fleet software for firing and targeting ballistic missiles. Since 1960, Dahlgren has been heavily involved with satellite geodesy.

During the 1970s, new ammunition and gun systems were developed at Dahlgren to provide increased safety, accuracy and range for naval guns. Also, during this period, Dahlgren provided comprehensive development and support for Tomahawk Weapon System. In 1977, the name was changed to the Naval Surface Weapons Center. In 1987, Dahlgren's name was changed from the Naval Surface Weapons Center to the Naval Surface Warfare Center. This name change reflected Dahlgren's new direction towards developing integrated warfare systems versus weapons components.

In 2003, management of the installation transferred from Naval Sea Systems Command

to Navy Installations Command established with the sole charter of providing shore installation management services to all Navy activities. At that time, all naval installations within the National Capital Region realigned under Naval District Washington (NDW), and in 2005 Naval Support Activity South Potomac (NSASP) was commissioned as one of six installation management commands within the region. NSASP provides shore installation management for Naval Support Facility Indian Head, Md., and Naval Support Facility Dahlgren, Va. The military community on board the installation today represents a diverse and strategically important mix of research and development activities, alongside operational support programs that are protecting the U.S. homeland from terrorist threats as well as serving U.S. military forces deployed worldwide on a daily basis.

Current supported commands on board NSF Dahlgren include the Navy Air and Missile Defense Command, Aegis Ballistic Missile Defense Field Activity, Naval Surface Warfare Center Dahlgren Division, the Center for Surface Combat Systems, the Aegis Training and Readiness Center, the Joint Warfare Analysis Center, the U.S. Air Force 20th Space Control Squadron Detachment 1 and the U.S. Air Force 614th Air and Space Operations Center Detachment 1.

NSF Dahlgren currently employs over 4,800 federal civilian personnel and nearly 400 military personnel. More than 2,700 defense contractor employees also work on the installation supporting various commands.

Natural Resources

Naval Support Facility Dahlgren is blessed with a rich diversity of natural resources. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands.

Mainside is bisected by Gambo Creek, a 150acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after he assassinated President Lincoln. A 100-acre black marsh is located on Pumpkin Neck Annex. Over 10 miles of Potomac River and Upper Machodoc Creek shoreline partially define the installation boundary.

The installation’s 4,320 acres support a wealth of animal species. Common game animals include deer, turkey, rabbit, quail, and sev-

eral species of waterfowl. Red and gray fox, raccoon, opossum, muskrat, beaver and river otter are commonly found furbearers. Numerous nongame birds, small mammals, reptiles, amphibians and fish complete the installation wildlife checklist.

The installation offers interested individuals a wealth of outdoor recreational opportunities.

Those wishing to hunt game may participate in a carefully regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth.

Two ponds, two tidal creeks, and the Potomac River offer the angler a chance to land largemouth bass, channel catfish, redear sunfish, crappie, white perch, and rockfish.

WARNING: Due to the potential for unexploded ordnance and fragmenting metal, access to the installation’s shoreline is prohibited with the exception of hunters and anglers in approved areas.

Vicinity Profile

NSF Dahlgren is located in rural King George County, Va., approximately 55 miles south of Washington, D.C. The total county population in 2005 was estimated at 19,100.

Fredericksburg, Va., with approximately 21,100 residents, is 26 miles west of Dahlgren.

Fredericksburg is the center for employment in Stafford and Spotsylvania Counties, Va., employing approximately 11,470 people within the city in 2005. The greater Fredericksburg region (including the City of Fredericksburg and King George, Stafford, Spotsylvania and Caroline Counties) employed a total 156,488 people in 2005.

Waldorf, Md., located 26 miles northeast of Dahlgren, has approximately 22,000 residents.

Waldorf is largely a residential community. As Waldorf has little true industry, many residents commute daily to Andrews Air Force Base and other points near Washington, while others work providing local community public services or small businesses.

The Naval Surface Warfare Center Dahlgren Division provides research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems related to surface warfare, strategic systems, combat and weapons systems. NSWCDD also provides system integration and certification for weapons, combat systems and warfare systems in addition to executing other responsibilities as assigned by the Commander, Naval Surface Warfare Center.

In 2010, NSWCDD opened the doors of the Surface Sensor and Combat Systems Facility and smoothly transitioned the Navy Joint Tactical Information Distribution System (JTIDS)/Link 16 work to Dahlgren. Another expansion of effort was the standing up of the Marine Corps Programs Office (MCPO) in response to our increasing role in providing engineering and integration support to the expeditionary component of the maritime force.

By the end of 2010, NSWCDD engineers under the sponsorship of the Office of Naval Research (ONR) shattered the 2008 record for the electromagnetic railgun — with a test shot of 32-plus megajoules. This accomplishment brings the Navy much closer to the feasibility of a new surface ship weapon that will use a projectile driven by electrical energy.

The 614th Air and Space Operations Center, Detachment 1 was activated on April 30, 2010 and is responsible for providing space superiority for our US forces as well as space situational awareness to government and civilian customers.

614 AOC Det 1 is also responsible for functioning as the Distributive Space Command and Control - Dahlgren (DSC2-D) which mirrors the Joint Space Operations Center located on Vandenberg AFB, Calif. DSC2 – D provides tasking to the Space Surveillance Network, a worldwide network of 31 space surveillance sensors (radar and optical telescopes, both military and civilian) on high-priority

satellites, processes space events (reentries, de-orbits, maneuvers, etc.) and works directly with NASA to ensure the safety of the International Space Station and Space Shuttle crews.

They task the Space Surveillance Network to observe and track satellites and match those sensor observations to the more than 15,000 man-made orbiting objects and update the position of each one. These updates form the Space Catalog, a comprehensive listing of orbital parameters for object in space. This data is used to provide the Space Surveillance Network with up-to-date information for more efficient satellite tracking.

Established in 2009, Navy Air and Missile Defense Command (NAMDC) is Navy’s Warfare Center of Excellence and Navy’s primary authority and lead organization for Naval, joint, and coalition Integrated Air and Missile Defense (IAMD) matters.

An Echelon IV command, NAMDC reports to Commander Pacific Fleet, via Commander, U.S. 3rd Fleet.

NAMDC assesses, integrates, and synchronizes Navy IAMD efforts across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) spectrum; interfaces with operational commands, resource sponsors, system commands, research organizations, doctrine developers, training organizations, and other centers of cxcellence; and provides IAMD operational mission support to the Fleet.

NAMDC’s focus and efforts are aligned and support CNO’s 2011 guidance, in particular CNO’s focus area: to continue to be the most dominant, ready and influential naval force, globally and across all naval missions.

NAMDC is staffed by a combination of active duty, government service and contract personnel. All have robust backgrounds in surface warfare, aviation, intelligence, engineering, applied sciences and IAMD mission area. NAMDC’s close proximity to Washington D.C., regional technology centers, Aegis Training and Readiness Center, Center for Surface Combat Systems, and Naval Surface Warfare Center Dahlgren Division, has allowed missile defense professionals from many organizations to collaborate on projects and use resources efficiently.

Staff members regularly interface with the operational commands, resources sponsors, system commands, research organizations, doctrine developers, training organizations and other centers of excellence. In addition to interacting with commands and agencies at all echelons, including other services, DoD agencies, industry and academia, NAMDC supports multiple exercises across the globe and many with the Fleet.

NAMDC also plays a key role in supporting Navy’s effort to execute the President's Phased Adaptive Approach for Ballistic Missile Defense of Europe. NAMDC is responsible to the Vice Chief of Naval Operations as the co-lead for the Navy BMD Enterprise, which was established to enable Navy’s actions and initiatives to support timely ballistic missile defense of Europe.

NAMDC’s role is to align senior Navy decision maker actions so Navy can achieve unity of effort in BMD. Finally, NAMDC coordinates the Interoperability Solutions Group comprised of high-level leadership from across the Navy. ISG was chartered to find near-term and mid-term solutions to interoperability issues resident in different equipment fielded throughout the Navy.

NAMDC is the honest broker and advocate for the numbered Fleets. By working across command echelons within Navy, with Joint, inter-Agency and coalition stakeholders, NAMDC is continuing to advance Navy’s IAMD Warfighting capabilities and readiness across the Fleet, globally and across all naval missions.

Our Mission:

The Navy Air and Missile Defense Command (NAMDC) was established as a center of excellence to provide oversight and end-to-end assessment of Maritime Integrated Air and Missile Defense (IAMD).

NAMDC’s mission is to assist Fleet Commanders and U.S. Fleet Forces Command (USFFC) in articulating fleet warfighting requirements in readiness, training, and capabilities. NAMDC views Maritime IAMD from a Combatant Commander (CCDR) requirements perspective and assesses Naval IAMD capabilities across all platform types.

20th Space Control Squadron, Detachment 1 was established on October 1, 2004 as a component of the 20th Space Control Squadron headquartered at Eglin Air Force Base, FL. Upon activation, the unit assumed both the Naval Space Surveillance System (renamed “Air Force Space Surveillance System” (AFSSS)) and the Alternate Space Control Center (ASCC) missions from Naval Network and Space Operations Command. On April 30, 2010, the unit transferred the AFSSS and ASCC operational missions to the 614th Air & Space Operations Center, Detachment 1 (also located at NSF Dahlgren). The new unit mission is to provide precise mission data processing for Distributive Space Command and Control (DSC2, the new name for the ASCC mission) and AFSSS operations enabling reliable space situational awareness for the United States and our allies. The detachment is comprised of two active duty Air Force members, 17 Air Force civilians and 3 contractors.

The AFSSS radar system has been used continuously since 1954 to detect overflying space objects and debris. The AFSSS consists of a network of nine transmitter/receiver field stations which combine to form vertical bi-static radar

that creates a “fence” of electromagnetic energy. The system is capable of detecting objects as small as a basketball in orbit up to an effective range of 15,000 nautical miles, and more than five million satellite detections, or observations, are collected by the AFSSS each month. AFSSS data is transmitted continuously to 20 SPCS, Det 1 at Dahlgren, Va., and the unit processes the observations and updates the satellite catalog using an array of computer systems and applications.

DSC2-Dahlgren is the alternate command and control node for the Joint Space Operations Center-Space Situational Awareness Operations Cell (JSpOCSSAOC) at Vandenberg Air Force Base, Calif. DSC2 tasks the Space Surveillance Network, a worldwide system of 29 sensors (radar and optical), to detect, track and observe orbital objects larger than 10 centimeters. The collected data is transmitted to 20 SPCS, Det 1 computer systems where it is processed, cataloged and analyzed. The observations are used to update the Space Catalog which is a comprehensive listing of the number, type, and orbit of over 15,000 man-made objects in space. 20 SPCS, Det 1 also provides a backup computational and command and control capability for the JSpOC.

Aegis Ballistic Missile Defense (BMD) is both a field activity of the Naval Sea System Command, as well as the Navy element of the overall Department of Defense Missile Defense Agency (MDA) program. Rear Admiral Joseph A. Horn, Jr. wears two hats: Commander, Aegis BMD Field Activity and Program Director, Aegis BMD. The Aegis BMD Program Office includes 17 military, 168 government civilians and 220 contractor support personnel who lead the government responsibilities for program and system integration, shipboard installation, test and certification.

Aegis BMD builds upon and extends capabilities inherent in the Aegis Weapon System, Standard Missile and Navy Command and Control systems. Aegis BMD provides ballistic missile engagement capability against short to intermediate range ballistic missiles both above and inside the atmosphere. Aegis BMD ships have integrated planning, detection, control, engagement and damage assessment functionalities for ballistic missile engagement.

Rigorous, operationally realistic testing is a hallmark of Aegis BMD and key to the program’s unparalleled success. In 2008, Aegis BMD completed a series of intercept firings to validate its operational capability against an increasingly difficult set of targets and scenarios.

This testing was assessed by the Navy’s independent operational test agent,Commander, Operational Test and Evaluation Force (COMOPTEVFOR). COMOPTEVFOR determined the Aegis BMD system to be “operationally effective and operationally suitable” and recommended transitioning the capability to the Navy. This is the same system that successfully intercepted the errant satellite in February 2008.

Aegis BMD includes the Long Range Surveillance and Track (LRS&T) capability.

Aegis BMD modified ships search, detect and track ballistic missiles of all ranges – including intercontinental ballistic missiles (ICBMs) - and transmit the track data to the Ballistic Missile Defense System (BMDS). During the July 2009 North Korean crisis, Aegis BMD destroyers patrolled the Sea of Japan to provide early warning of ballistic missile launches to the BMDS. Aegis BMD’s successful performance in these real world events, Operation Burnt Frost and the North Korean crisis, proves that Aegis BMD is

the most operationally ready, deployable and effective MDA program.

The integrated BMDS forces the hostile ballistic missile to run a gauntlet of space-, land-, and sea-based engagement elements operated by multiple Services. Aegis BMD compliments other Ballistic Missile Defense Programs by detecting ballistic missiles and transmitting track data. In the near future, midcourse (Aegis BMD) and terminal missile defense systems (Patriot, Terminal High Altitude Area Defense (THAAD) and Aegis BMD) will coordinate engagements of short and medium range ballistic missiles. Integrated, layered defense will be realized as tracking information is shared among these systems, enabling a midcourse engagement followed by terminal engagements.

Regional / theater layered defense is another example of Aegis BMD delivering relevant capability to the BMDS.

Meeting the Demand Signal

Aegis BMD and the Navy have upgraded 21 Aegis combatants to conduct ballistic missile defense operations. Sixteen of these ships are assigned to the Pacific Fleet and five ships assigned to the Atlantic Fleet. The Chief of Naval Operations (CNO) has designated BMD as a core Navy mission and looks to populate the BMD capability throughout the Aegis Fleet to meet the Combatant Commanders’ (COCOMs’) demand signal. Due to the COCOMs’ demand, Aegis BMD and Navy are jointly responding to the need for operational Aegis BMD capability through BMD upgrades to Aegis ships, Aegis Modernization Program and new construction. In the President’s Budget for FY11 (PB11), Aegis BMD is placing more funds to accelerate the number of Aegis BMD ships in the Fleet and the Navy is adding funds to bring online four additional ships with BMD capability. Together, the Navy and Aegis BMD will bring an additional seven Aegis BMD ships on line between FYs 10 and 12. Across the Future Years Defense Plan, PB11 will increase the total number of funded Aegis BMD-capable ships from 21 to 38 by FY15, including the first of the new construction DDG-51 class, DDG113.

Aegis Ballistic Missile Defense

Transitioning to the Fleet

As Aegis BMD transitions to the Fleet, firing exercises have been conducted to train the ships’ crews. In Pacific Blitz 2008, two Pearl Harbor-based Aegis BMD destroyers fired SM-3 missiles at separate targets. This was the first Fleet operational firing to employ SM-3 against a ballistic missile target. Stellar Daggers, another West Coast exercise, was a Fleet firing event that demonstrated simultaneous engagements of threats in two different mission areas, BMD and Anti-Air Warfare (AAW). This event completed the Operational Test of the Aegis BMD terminal capability using BMD modified SM-2 Block IV missiles.

In the first live, sea-based Aegis BMD test held on the East Coast, USS MONTEREY (CG 61), USS RAMAGE (DDG 61) and USS GONZALEZ (DDG 66) all successfully tracked the short-ranged ballistic missile target that was launched from NASA Wallops Island Flight Facility. MONTEREY and RAMAGE took turns tracking and simulating engagements of the target that would have resulted in successful intercepts. GONZALEZ participated by tracking the target.

The approach used to develop Aegis BMD was to evolve the BMD capability from the Aegis Fleet. These Aegis Cruisers and Destroyers already have the complete development, system engineering, integration, testing, training, logistics, technical support, operations and sustainment infrastructure in place. This infrastructure has been successfully operating for close to forty years, routinely conducting Aegis baseline upgrades, thus making the operations and sustainment costs for Aegis BMD almost negligible.

Phased, Adaptive Approach

Aegis BMD is the cornerstone of the Phased, Adaptive Approach for missile defense of Europe.

Following Presidential direction to ensure that Europe is protected from an evolving ballistic missile threat, the United States is committed to deploying technology that is proven, cost-effective and adaptable to an evolving security environment.

Aegis BMD and SM-3 upgrades are being phased in to deployed Aegis BMD ships and land-based facilities during this decade. Each baseline upgrade provides more capability for countering evolving ballistic missile threats, thereby providing more coverage to our Allies.

“Our new missile defense architecture in Europe will provide a stronger, smarter, and swifter defense of American forces, and American allies. It is more comprehensive than our previous program. It deploys capabilities that are proven (SM-3 Block IA) and costeffective. And it sustains and builds upon our

commitment to protect the U.S. homeland against long-range ballistic missile threats.

And it ensures and enhances the protection of all of our NATO allies.”

President Barack Obama September 17, 2009 Phase 1 is already underway. The Aegis BMD Weapon System BMD 3.6.1 and the SM-3 Block IA missile are already deployed in the Fleet. In this first phase, Aegis BMD engagement capable warships are provided for the protection of southern Europe. The first deployment of European Phased Adaptive Approach capabilities came on March 7, 2011 when the guided missile cruiser USS MONTEREY, homeported in Norfolk, VA., deployed to Europe.

In Phase 2 (2015), the more advanced Aegis BMD 4.0.1 and SM-3 Block IB missile are deployed at sea and on land. The addition of land-based sites significantly increases coverage to NATO countries against Iranian ballistic missiles. For Phase 3 (2018), Aegis BMD 5.1 and SM-3 Block IIA provide increased coverage of NATO countries against short, medium and intermediate range ballistic missiles.

Future Capabilities

Aegis BMD will be able to engage increasingly longer range, more sophisticated ballistic missiles with the deployment of the next Aegis BMD Weapon System upgrade and the SM-3 Block IB. In addition, Aegis BMD continues to improve its ability to fire or engage a threat using remotely supplied track information. As an example, in Flight Test Mission 15 (FTM15), an AN/TPY-2 (Forward-Based Mode) radar located at Wake Island will detect the intermediate range ballistic missile target and transmit tracking data to an Aegis BMD ship over 2,000 km away. Based on TPY-2 radar data a firing solution will be calculated and an SM-3 missile will be launched. As the target continues its trajectory, the ship’s SPY-1 radar will acquire the target and provide guidance commands to the missile to intercept the target.

Such engagement coordination expands battlespace and depth of fire.

The Navy and Aegis BMD are engaged in a joint effort to migrate the Aegis BMD capability into the Aegis Modernization Program’s Open Architecture (OA) efforts. The Aegis OA program is key to potentially expanding Aegis

BMD capability to the majority of the Aegis Fleet. Open Architecture and DDG Modernization will also provide the foundation for implementing Aegis BMD in Allied Navy ships.

The SM-3 Cooperative Development Program focuses on joint U.S. and Japan development of a 21 inch diameter variant of the SM-3 missile. Delivery is scheduled for 2015.

This missile and the Aegis BMD 5.1 Weapon System provide the capability to engage long range ballistic missiles. Aegis BMD 5.1.1 will contain the Sea-Based Terminal development, a more robust capability to defeat ballistic missiles in the terminal phase.

Through these future capabilities, Aegis BMD will remain continuously responsive and increasingly capable of defeating emerging threats.

International Efforts

Aegis BMD has broad international appeal.

Eight countries are engaged in activities which include joint studies, research and development, as well as foreign military sales and allied participation in Aegis BMD flight tests.

The Government of Japan has purchased Aegis BMD for their four Aegis destroyers (KONGO, CHOKAI, MYOKO, and KIRISHIMA) through a formal Foreign Military Sales arrangement. Aegis BMD is the first MDA element to be purchased by a foreign country. JS KONGO was the first ship of Japan’s fleet to be upgraded with the Aegis BMD Weapon System and also the first Japanese ship to fire an SM-3 missile, intercepting a medium range separating target in December 2007. All four Japanese destroyers have been upgraded with the BMD capability.

In addition to Japan, the Aegis Weapon System has been sold to several Allied countries including Spain, Norway, South Korea and Australia. By their procurement of the basic weapon system, these countries are investing in the prerequisites for a potential sea-based BMD capability.

Countries which do not have the Aegis Weapon System are also interested. The Royal Netherlands Navy ship HNLMS TROMP tested modifications to their Signal Multi-beam Acquisition Radar for Tracking – L (SMARTL) system when they participated in FTM-11 in December 2006.

As the success of Aegis BMD continues, more Allied Navies are actively participating in U.S. flight tests as preliminary training, proofof-concept or pre-decisional test and training feasibility events to assess the potential of a sea-based missile defense capability. Japan, Spain and The Netherlands have all participated in Aegis BMD flight tests.

The mission of Center for Surface Combat Systems (CSCS) is to provide preparation, study, and practice that enable our Sailors to engage the enemy and win!

CSCS trains Sailors and surface warriors to achieve operational excellence. We prepare and qualify our people to correctly maintain, operate, and if necessary, fight our surface ships while conducting sustained combat operations at sea. And we synchronize the capability of our warfare systems with a training investment in people so they can successfully execute across the “Kill Chain” against the threats of today that face our Sailors in ships.

CSCS is a consolidation and alignment of many training sites and schoolhouses that train surface force operations and combat systems.

In August 2001 the Executive Review of Navy Training (ERNT) study published its findings for the Chief of Naval Operations.

Among the most important findings and recommendations of the ERNT study were the creation of centers of excellence or learning centers in the Navy that possessed the superior qualities and standards required for future Navy Fleet training. This brought about a major reorganization of Navy Education and Training, including the establishment of functionally aligned training in centers like CSCS. CSCS was provisionally established in October 2002. Over the next two years, the CSCS training mission was focused on the core warfare systems and operations required of Air Defense (AD), Ballistic Missile Defense (BMD), Anti-Submarine Warfare (ASW), Surface Warfare (SW), Mine Warfare (MIW), Mobility (Navigation

and Seamanship), and supporting Command and Control (C41) systems. CSCS was officially established in September 2004.

CSCS and its 14 learning sites (units and detachments) train Sailors across the range of warfare capability: maintenance, operation, and employment skills. The 14 learning sites include CSCSU Great Lakes, AEGIS Training and Readiness Center (ATRC), CSCSU Dam Neck, Fleet Anti-Submarine Warfare Center (FLEASWTRACEN), Mine Warfare Training Center (MWTC), CSCS Det San Diego, CSCS Det West, CSCS Det Wallops Island, CSCS Det East, CSCS Det Norfolk, CSCS Det Mayport, CSCS Det Pearl Harbor, CSCS Det PacNorWest, and CSCS Det Yokosuka.

CSCS holds the training for nine Enlisted Ratings: Fire Controlmen, Electronic Technicians, Interior Communications, Sonar Technician (surface), Gunner’s Mates, Minemen, Operations Specialists, Boatswain’s Mates, and Quartermasters. CSCS also trains officers in system-specific skills required to tactically operate and employ surface ships, as well as provide Navy training to many of our international partners.

CSCS trains over 50,000 Sailors and officers annually to achieve operational excellence and provide the backbone of the surface force’s warfare capability.

Aegis Training and Readiness Center (ATRC) was formally established as a training command in November 1984. The facility opened for training in October 1985 with the first class of 14 students graduating Dec. 18, 1985, from the Aegis Computer Fundamentals course.

Headquartered at the Rear Admiral Wayne E. Meyer Aegis Education Center, Dahlgren, Va., ATRC’s core mission is training military personnel in the operation, maintenance, and employment of the Aegis Combat Weapons System and the operation and employment of the Ship’s Self Defense System.

The Aegis Weapons System has evolved into a fast reaction, high performance, computerized system using the latest radar technology to detect contacts and engage threats. The Aegis Combat System is a functional grouping of the Aegis Weapons Systems with Anti-Air, Ballistic Missile Defense, Anti-Submarine, Anti-Surface and Strike Warfare, and associated weapons and communications equipment.

Each element of these overall systems is taught at ATRC. As the weapons systems evolve, courses are tailored to support differences between equipment found on the various Aegis ships. After completing intensive training, each student becomes a vital part of their assigned ship’s combat systems team and assists in highly detailed procedures designed to ensure total combat readiness of the individual ship and the Strike Group.

ATRC offers technical training courses specifically designed to prepare individuals for serving in a combat system role.

Specifically, some fire controlmen and officers learn the Aegis Combat/Weapons System equipped on all U.S. Navy destroyers and cruisers. Likewise, officers destined for certain aircraft carriers and large deck amphibious ships receive training on the Ship’s Self Defense System (SSDS).

of Instruction was added to ATRC’s training curriculum in October 2007. The seven-week course provides officers en route to SSDS ships with the knowledge, skills, and abilities to effectively manage and operate the SSDS. Students learn equipment configuration familiarization, Combat Direction Center (CDC)/command and control principles, and tactical decision making. Instruction is comprised of lectures, group discussions, interactive courseware, scenarios, and labs.

Completion of either the Aegis Combat/Weapons System or SSDS is documented in the student’s official training record and students receive a course completion certificate. ATRC courses do not lead to a diploma or degree; however, eligible ATRC courses are evaluated for college credit by the American Council on Education (ACE).

ATRC’s traditional school house instruction is delivered 24 hours a day, five days a week. Nearly 1,200 enlisted fire controlmen and 550 officers graduate annually.

ATRC has 153 full-time instructors; approximately two-thirds are military members and one-third are contracted.

ATRC employs approximately 200 noninstructional, full-time staff members.

Military instructors are typically fleet returnees who bring relevant, recent experience to the classroom. Contracted instructors are typically prior Aegis Sailors who provide continuity to our instructional staff.

Electronic classrooms, electronic technical manuals, and long-range connectivity allow for continued expansion of the quantity and quality of training to meet growing training requirements. ATRC’s ongoing efforts include examining new technologies and training methods for innovative, less costly ways to train to meet new challenges and needs of the United States Navy.

Joint Warfare Analysis Center

Before 1994, JWAC was a department of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). Yet, its earliest form began as a program office during the 1981 Iran hostage rescue mission. At that time, several employees working in F Department answered a request from the Pentagon to help with one aspect of the mission. Although the rescue mission ultimately failed, the ideas that had been developed for it took

root and grew.

Over the years, JWAC’s mission has evolved and expanded to stay relevant to the evolving threats facing our country. Beginning in 2004 and in every year since, the command has deployed dozens of civilian and military analysts to theater to provide direct customer support to battlefield commanders. It currently keeps about half a dozen employees deployed to theater for this purpose.

Since 1994, the Joint Warfare Analysis Center (JWAC) has provided timely and accurate engineering and scientific analysis to military commanders and government officials to advance the national security strategy of the United States.

To accomplish its mission, JWAC uses information provided by its partners in the intelligence community to analyze some of the most complex problems faced by military and civilian leaders alike and, by applying rigorous analytical methods, recommends solutions to these problems. It handles both crisis operations and contingency planning.

Among its customers are combatant commands, the Joint Staff, and civilian agencies like the Departments of State and Treasury.

Joint Warfare Analysis Center

To stay current and relevant, JWAC maintains a rigorous workforce training program. Employees are encouraged to spend three hours in professional development each week. The goal, as stated in the Commander’s Principles is to prepare the “workforce to answer tomorrow’s challenges.”

Historically, JWAC’s employees have participated in community outreach and disaster relief. For example, teams responded to a tornado in La Plata, Md. in 2002 and to Hurricane Isabel, which caused widespread damage and power outages in the region, in 2003. More recent examples

include the command’s support for the Combined Federal Campaign (CFC), donating more than $80,000 during 2011. Fund raisers are sponsored for the Enlisted Association, the NavyMarine Corps Relief Society, the American Cancer Society’s Relay for Life, and a Christmas angel tree in cooperation with Rappahannock Area Project LINK. JWAC employs about 500 engineers, scientists, military members, and support personnel at its headquarters at the Naval Support Facility in Dahlgren, Va. They are led by Colonel Michael R. Orr, USMC, the seventh

commander in the JWAC’s 17-year history and the first Marine in that position, and Mr. Robert A. Tolhurst, Jr., the Executive Director since 2004.

Formerly a joint subordinate command of U.S. Joint Forces Command (JFCOM) in Norfolk, Va. for more than a decade, JWAC officially became part of U.S. Strategic Command in Offutt Air Force Base, Neb., effective 1 July 2011.

Dahlgren Operations Department NSF Dahlgren Public Safety operations consist of several groups working interoperatively to provide a safe and secure environment. Included within the umbrella of the Operations Department are the Security Director, Antiterrorism Officer, Criminal Investigator, Law Enforcement, Force Protection/Physical Security, Fire Department, Air Operations, Safety, and Emergency Management.

Personnel entering the installation must show either a CAC (common access card), DoD retired civilian badge, or active duty/retiree/dependent military ID, RapidGate credential or approved NSASP photo badge to gain access.

Vehicles must have a DoD vehicle decal. Personnel wishing to enter the base who do not possess one of these forms of identification or vehicle decal will be directed to the Pass & ID Office. Visitors must be sponsored by either military, NSASP or supported command personnel and processed through the Pass & ID Office. At the time the visitors badge is requested, a valid photo ID (state operator’s license) must be presented.

Visitors arriving during non-duty hours, weekends and holidays must check in with the security force member on duty at the main gate. There must be an after hours form, event form or notification from a base resident with the Police Department before entry will be approved at the main gate.

Dahlgren Operations Department

Firearms

Personnel residing on station must register their privately-owned firearms with the Base Police (Building 237). Those living in family housing may retain their firearms in their quarters in accordance with the NSASP personal weapons instruction. Temporary or permanent residents of the BOQ and BEQ may not store weapons in the barracks, but can make arrangements for Base Police to temporarily store a weapon for them until a long term storage solution can be arranged.

Privately-owned weapons may be brought aboard NSASP during hunting season only when you are ready to hunt.

Weapons may not be stored in a vehicle while at work or conducting business on base and must immediately be taken off station upon conclusion of the hunt.

Possession of fireworks for storage or use on NSASP is prohibited except for command controlled displays.

Bicycle Regulations

All persons riding a bicycle, rollerblading, skate boarding, etc. aboard NSASP Dahlgren must wear an ANSO or Snell Memorial Foundation approved helmet.

Animal Control

Residents must register all family pets with Lincoln Housing.

Fire Department

The fire department is located on Dahlgren Road, Building 411, across from Gray’s Landing on the Potomac.

Firefighters are on duty 24 hours a day, seven days a week to serve all customers/tenants at Naval Support Facility Dahlgren as well as mutual aid jurisdictions. The civilian personnel working in the Fire Department consist of a District Fire Chief (IPD), two Battalion Chiefs of Operations, one Battalion Chief of Prevention, one Battalion Chief of Training, four Fire Captains, three Fire Inspectors, and 18 firefighters.

Core functions of the fire department include but are not limited to fire suppression, fire prevention, public fire safety

education, fire service training, hazardous materials emergency response, and rescue and emergency response to natural and man-made disasters. These firefighters maintain a high level of training and qualifications in order to respond in a moment’s notice. The firefighters operate numerous emergency response vehicles such as a structural fire pumper, a ladder truck with pumping capacity, a command vehicle, a brush truck, a HAZMAT truck, a technical rescue trailer, and a Basic Life Support (BLS) ambulance.

The role of the fire prevention office is to conduct fire protection inspections, manage the public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide

life safety and fire protection training. The prevention office has a fire extinguisher training aid trailer, which enables us to come to your facility to teach fire extinguisher training.

The Fire Department maintains a Basic Life Support (BLS) ambulance service 24 hours a day, seven days a week. The fire department responds to all medical emergencies to stabilize and transport all victims to area hospitals if needed.

Customer Service Desk (CSD), Dahlgren

The Navy and Lincoln Military Housing, as a Public Private Venture (PPV) partnership, provide housing for the military in the Dahlgren area. There are 78 units of single-family houses and 125 townhouse units that currently serve the needs of the military families stationed here.

Customer Service Desk (CSD) Dahlgren provides administrative, pay, and personnel support to military tenant commands, including issuance of military, civilian and contractor CAC cards and retirees/dependent ID cards. The Commercial Travel Officer (CTO) is collocated with CSD and supports all official transportation and official passport services for the base's military and civilian personnel.

All military pay and personnel services must be coordinated with your local command CPC (Command Pass Coordinator).

The CPC will then communicate with CSD via the Transaction Online Processing System (TOPS) to research / answer / process all pay and personnel transaction / questions. No members will come to CSD without talking to your command CPC first unless specifically requested by CSD personnel.

CSD is located three blocks past the main gate on Dahlgren Road in Building 230. Hours of operation are 7:30 a.m. 3 p.m., Mondays, Tuesdays, Thursdays, and Fridays, and 7:30 a.m. - 1 p.m. on Wednesdays. The telephone number for CSD is (540) 653-8689/7371/7372, DSN 249.

For new arrivals (staff and transients on either PCS or TDY orders), the paragraph above in regards to pay and personnel transactions applies. To complete your check-in process, report to your command CPC immediately upon arrival with your transfer package including all related documents, travel receipts, vouchers and airline/bus tickets.

Military Family Housing

Applications Applications for housing should be made on an Application for Assignment to Housing (DD Form 1746) with a copy of orders and a copy of current record of emergency data attached. Applications may be submitted by mail to Housing Welcome Center, Naval Support Activity South Potomac (Code N93, Bldg 142), 6136 Jenkins Road, Suite 205, Dahlgren, VA 22448-5109; by fax to (540) 6537040; or in person at the Housing Welcome Center at any time following receipt of orders to a duty station serviced

by Dahlgren.

Housing Referrals The Housing Welcome Center provides a housing referral service, and incoming

personnel are referred to Lincoln Military Housing as a “preferred referral” for the housing located at the activity. Rental and sale property listings are available for those who desire to locate in the surrounding areas.

Temporary Lodging Because of the limited number and expense of the area hotels/motels, personnel are encouraged to make reservations on a temporary basis at the Gateway Inns and Suites at (540) 6537671 or DSN 249-7671. Public Private Venture Families desiring to be housed on base will be required to sign a lease with Lincoln Military Housing (PPV partner).

This is a six-month lease, and renewed on a month-to-month basis after the initial lease period. Lincoln provides 24-hour maintenance, yard and lawn care, monthly community activities, and a professional staff to serve your needs while living at Dahlgren. They can be reached at (540) 663-2190.

Pets Keeping cats and dogs is a conditional privilege extended to residents. Residents must comply with state and local laws governing pet ownership, including laws regarding licensing and vaccinations. The limit is two (2) dogs or cats per household.

Residents may not keep the following dog breeds in or on the premises: Chows, Doberman Pinschers, Presa Canarios, Pit Bulls (American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier), Rottweilers, any wolf hybrid, or any mix of the aforementioned breeds (each a “prohibited dog”). This provision does not apply to guide animals used by disabled persons.

Fleet & Family Support Center (FFSC)

The Fleet and Family Support Center is located in Bldg 214, School House Lane behind the NSWC Credit Union. It is a full-service FFSC. Hours are Monday to Friday, 7:30 a.m. to 4 p.m. and Wednesday 10:30 a.m. to 4 pm.

The Fleet and Family Support Center offers the following programs and services for active duty, military family members, and retired military personnel: Deployment/Readiness – FFSC provides deployment support to address deployment-related issues and to respond to customer and command-identified needs. Programs include Command Consultation & Support, Information and Referral, Individual Augmentee (IA)/Deployment Support, Ombudsman Support, Exceptional Family Member referral information, and Life Skills Education programs.

Crisis Response – FFSC clinical counselors are licensed and credentialed professionals who provide counseling, victim intervention and prevention education related to military quality of life issues.

Services include clinical counseling for individuals and couples; Family Advocacy Program (FAP) addressing domestic violence, and child maltreatment treatment and education, and Sexual Assault Victim Intervention (SAVI) prevention and education programs related to sexual assault.

Career Support and Retention Programs include the Transition Assistance Program (TAP) for service members and their families leaving the military; Family Employment Readiness education programs to assist family members with their job search; the Personal Financial Management education programs promoting financial stability; and the Relocation Assistance Program providing services to outbound and inbound personnel.

The FFSC supports the Command Retired Activities Office staffed by retired

military volunteers who provide services to retired military personnel and families to ensure they receive information on retiree issues, veteran’s benefits, survivor benefits, and other benefits to which they are entitled.

Pre-K is a half day, educationally and social developmentally based program, which meets from 8:30 11:30 a.m. Children may be enrolled in the Dahlgren School Pre-K program, as well as the CDC for daycare purposes; however, parents of children who are enrolled in the CDC for part of the day, and the Dahlgren School program for the other portion of that day, are responsible for ensuring safe transportation for their child to school. The school may be able to assist parents by walking children to the CDC after the Pre-K dismissal.

Kindergarten:

All students who will be age 5 by September 1 of the school year in which they begin will be eligible for Kindergarten. This is a full day program.

Registration Procedures: All new students will need the school registration form which is available at both the school building and on the school’s web-page, located at: http://www.am.dodea.edu/ny_va/dahlgren/.

New students will also need a copy of their birth certificate or Registration of Birth Abroad, social security card, immunization records and a current Virginia Physical Form that has been given within one (1) year of the first day of school of the school year for which they are enrolling. They will also need a copy of their sponsor’s orders. The Virginia Sports Physical is required only if your child plans on participating in basketball or track and field.

For additional information about the school, the website also provides a copy of the parent handbook and examples of work being accomplished in the classrooms at each grade level.

Observed Holidays: All federal holidays are observed at Dahlgren School. In addition to these days, school is closed during Thanksgiving holidays, Christmas holidays, and Spring Break. Housing Policy Regarding Enrollment Eligibility: Dependent children of military members, both foreign and domestic, who are assigned to either Dahlgren or Indian Head and residing in on-base family housing at Dahlgren, are eligible to attend the Dahlgren School.

If a member of the military and his family should move off base after the beginning of the school year, the member’s children will be permitted to continue attending Dahlgren School for the remainder of that school year only. Civilian Personnel (GS/WG/AD) who are able to avail themselves of on-base housing are authorized to attend Dahlgren School. They must continue to be employed as a GS/WG/AD employee to remain eligible to attend the school. Children of contractors working for the companies supplying personnel to the base or its facilities, even those who are retired military members are not eligible to attend Dahlgren School, even if the contracted parent is able to obtain housing on the base.

If housing is not immediately available, but is expected within 90 school days from the reporting date of the AF member, the member’s children may be permitted to attend the school while residing in one of the areas adjacent to Dahlgren.

Transportation in all instances is the responsibility of the military member.

Dahlgren School has no cafeteria and students are to either go home for lunch or, if both parents work, may participate in the “brown bag” lunch program held at the Chapel Annex. Providing lunch or transportation to appropriate alternative lunch locations is also the responsibility of the parent/guardian. Dahlgren School adheres to and follows the base policies regarding ageappropriate supervision and cannot permit children under the base-set age limits contained therein to transport themselves to and from different areas of the base.

The Installation Commanding Officer will evaluate housing applications to determine whether it is likely that housing

will be available within 90 days. While not often the case, if it is decided that housing will not become available in that timeframe, the children will not be eligible to attend Dahlgren School prior to moving on base.

Credit Union History NSWC Federal Credit Union was federally chartered in 1961 by ten employees of this base, and has grown into a fullservice credit union with total assets of over 269 million dollars and almost 27,000 members. In 2011, the Credit Union will be celebrating 50 years of service to Naval Support Activity South Potomac. We are committed to our heritage, and offer complete financial services to the military and civilian personnel of the U.S. Government who work for or are permanently stationed on base or one of its tenant commands.

Second Tour Thrift Boutique

The Second Tour Thrift Store is located at 722 Sampson Road and is operated by the Dahlgren Officers' Spouses’ Club.

Business hours are Thursdays from 9:30 a.m. - Noon. The Second Tour accepts donations of gently used clothing and household goods. Free military uniforms are available 24 hours a day. All proceeds raised at the Second Tour are returned to the Dahlgren community through scholarships and charitable donations.

The Morale, Welfare and Recreation Department (MWR) at NSF Dahlgren offers a wide range of recreational facilities and activities for active duty military, retired military, reservists on active duty, Department of Defense civilian employees (civil service and non-appropriated), family members in all of these categories and NSA South Potomac contractors and their family members. While at NSF Dahlgren you can enjoy a wide range of activities from outdoor recreation, sports leagues and tournaments to a year-round indoor aquatics center, fitness center and the state-ofthe-art bowling center, Cannonball Lanes.

(540) 653-8580 The Fitness Center is located on Dahlgren Road and features a newly refinished full-size gymnasium floor that is used for many activities such as basketball, volleyball and dodge ball. The facility offers a fully-equipped fitness center with circuit training machines and free weights. In the cardio room you will be able to use top-of-the-line treadmills, cycles, elliptical machines, steppers and a tread climber while being entertained by closed circuit TV. There are two racquetball courts, a group exercise room, saunas and new lockers in both the men’s and women’s locker rooms. Treat yourself to a Microfit Assessment, personal trainers and a variety of group fitness programs designed to help you get into your best shape. In addition, there is an outdoor hockey rink/basketball court located adjacent to Building 962. This outdoor court is available on a first come, first served basis, or by reservation.

Group Exercise

Soccer

The soccer field on base is located near the main gate and is used for leagues in the spring and the fall. Soccer leagues run through the MWR sports program in the spring and fall.

Softball

There are two softball fields on base.

The primary field (Duke Field) is located across the street from the Fitness Center and is lighted. The second field (Fire House Field) is located beside the fire station on base and is not lighted. Use of these fields may be scheduled by contacting the Fitness Center. Co-ed and men's leagues are run through the MWR sports program in the spring and fall.

Flag Football

MWR offers a flag football league in the fall.

Racquetball

MWR offers racquetball leagues at various times during the year.

Basketball

MWR offers a basketball league in the fall/winter.

The Fitness Center offers a variety of classes five days a week, which includes Spinning, Cardio Boxing, Stobo, Power Yoga, Kettlebells and Strength and Stability. Please contact the Fitness Center for more information. You can find a schedule at any MWR facility or at the Fitness Center.

MWR schedules a variety of 5K and 10K runs on base with prizes awarded in both the men’s and women’s divisions.

Vacation packages, cruise packages and discount vouchers are also available. Brochures highlighting local tourist destinations and maps of the area are available for customers to pick up, as well as information on the Military Travel Voucher Program. Fax and notary public services are offered at ITT. Newcomers to NSF Dahlgren are encouraged to visit ITT for information on the area’s activities and opportunities.

Liberty Center

Customers may self-service their vehicles using the center's tools and equipment.

Child Development Center

(540) 653-4994 The Child Development Center (CDC) provides a full-time child development program for children six weeks to Kindergarten. Developmentally appropriate activities that nurture the child socially, emotionally, physically and intellectually are provided through the use of Creative Curriculum© from Teaching Strategies. The center and its new addition of Mobile Learning Classrooms (MLC’s) are open from 6 a.m. to 6 p.m. Hourly care is available on a space-available basis. The CDC is accredited by the National Association for the Education of Young Children (NAEYC), holds DoD certification, and participates in the USDA Child and Adult Care Food Program (CACFP).

Child Development Homes

(540) 653-5823 The Child Development Homes Program (CDH) provides full and parttime home-based care, including space available hourly care and limited shift care. Military and DoD spouses are trained to provide the same high standards of care in their homes as at the CDC, part of Child and Youth Programs Naval District Washington. Homes are monitored and inspected monthly to make sure that they meet the Navy child care standards. The CDH program holds DoD certification and participates in the USDA CACFP.

Youth Activities Center

(540) 653-8009 The Youth Activities Center is located on Jenkins Road next to the Aquatics Center. Open Monday – Friday, 6 a.m. – 6 p.m., the YAC offers a before and after school program during the school year, as well as a summer camp for youth school ages K to 12. As an affiliate of the Boys and Girls Clubs of America (BGCA), the Youth Center participates in eight BGCA core programs. They include Triple Play (a fitness program), Smart Moves (education about peer pressure and social concerns), Keystone Club and Torch Club (organizations that work on making youth civically aware), Power Hour (a homework assistance program), fine arts and photography programs that allow youth to compete nationally with other BGCA club members. The Navy FitFactor program is a vital part of the YAC program. In addition, the teen program operates on Friday evenings 6- 8:30 p.m. A Saturday open recreation program also operates throughout the school year for youth school age K – 12 where children have access to the table and board games, computers, music, crafts and children books. The YAC also hosts several youth dances and a variety of special family events throughout the year.

Gray's Landing on the Potomac Restaurant (Formerly the Douglas T. Gray III General Mess)

(540) 653-8277 On October 1, 2009 the Douglas T. Gray General Mess (Galley) became a Navy MWR–operated restaurant at Naval Support Facility Dahlgren. The new restaurant serves ALL base personnel.

Patrons are invited for breakfast, lunch and dinner, which include hot entrees, grill items, made-to-order sandwich deli, extended salad bar and soup bar, desserts, grab-n-go items and take-out. Patrons who are not on a meal pass pay for lunch and dinner with includes soup and salad, dessert and beverage. Patrons can pay for full meals or just soup and salad options.

For those in a hurry, there is a grab-ngo option as well. Patrons on a meal pass must provide their CAC and sign in for their daily meals.

Naval Support Facility, Dahlgren

Natural Resources Naval Support Facility Dahlgren, a 4,320-acre installation, is located in King George County. Blessed with a rich diversity of natural resources, it is separated into Mainside and Pumpkin Neck by Upper Machodoc Creek. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands.

Mainside is bisected by Gambo Creek, a 150-acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after he assassinated President Lincoln. A 100-acre black marsh is located on Pumpkin Neck.

Over ten miles of Potomac River and Upper Machodoc Creek shoreline partially define the installation boundary.

The 4,320 acres support a wealth of

animal species. Common game animals include deer, turkey, rabbit, quail, and several species of waterfowl. Red and gray fox, raccoon, opossum, muskrat, beaver, and river otter are commonly found furbearers. Numerous non-game birds, small mammals, reptiles, amphibians, and fish complete the installation wildlife checklist.

The installation offers interested individuals a wealth of outdoor recreational opportunities. Those wishing to hunt game may participate in a carefully regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth. Two ponds, two tidal creeks, and the Potomac River offer the angler a chance to land largemouth bass, channel catfish, redear sunfish, crappie, white perch, and rockfish.

Annapolis Waterfront

Annapolis is the state capital and is also known as the "sailboat capital of the world".

Annapolis is the home of the United States Naval Academy, and Saint John's College and is located at the mouth of the Severn River on the Chesapeake Bay. Downtown in the Historic area, originally established in 1695, City Dock is a favorite place to visit.

Known to local boaters as "Ego Alley" it is the weekend and evening scene of a steady parade of expensive yachts and the site of the world's largest sailboat and power boat shows every October.

Baltimore Ravens

Chesapeake & Ohio Canal National Historical Park

301-739-4200 www.nps.gov/choh/co_visit.html The C&O Canal follows the route of the Potomac River for 184.5 miles from Washington, D.C. to Cumberland, MD. The canal operated from 1828-1924 as a transportation route, primarily hauling coal from western Maryland to the port of Georgetown in Washington, D.C. Hundreds of original structures, including locks, lockhouses, and aqueducts, serve as reminders of the canal's role as a transportation system during the Canal Era. Enjoy the natural, cultural, and recreational opportunities.

Drum Point Lighthouse at Calvert Marine Museum

Solomons, MD 410-326-2042, 410-326-8217-weekends Drum Point Lighthouse dominates the museum's waterfront. This screwpile, cottage type light is only one of three remaining

from forty-five that once served the Chesapeake Bay at the beginning of the twentieth century. Decommissioned in 1962, the ligh house fell victim to vandals until moved to its present site in 1975. Beautifully restored, complete with furnishings of the early twentieth century, it has become the waterfront's main attraction and is listed on the National Register of Historic Places.

Tours are guided, and the schedule varies seasonally. Open daily 10 a.m. to 5 p.m.

Fort Washington

Prince George’s County, MD 301-763-4600 | www.nps.gov/fowa Fort Washington was an active military post from 1808 to 1946 and experienced many changes as part of a system that would defend the east coast from naval attack.

Fort Washington is not just one structure but several built to meet the changing demands of strategy and technology during its 138 years of active service. The park is located four miles south of the Capital Beltway on the eastern bank of the Potomac River. From I-95 take Indian Head Hwy. (MD 210) south for four miles then turn right onto Fort Washington, Road. Open year round and there is a $5 fee per vehicle April 1 – Oct. 31.

Maryland Renaissance Festival

Our village is named Revel Grove, and is set on a beautiful 25-acre wooded site. The village consists of craft and food booths, five pubs, eight major stages, a Jousting Arena and lots of games. You'll want to start the day with the King's Welcome outside the front gate at 9:445 a.m. The Maryland Renaissance Festival is a perfect family outing, in easy reach from both Baltimore and Washington, D.C. Open 10:00 a.m. until 7:00 p.m., free parking. Come early, for a full day of fun awaits! Dates: End of August through October.

Oriole Park is state-of-the-art yet unique, traditional and intimate in design. It blends with the urban context of downtown Baltimore while taking its image from baseball parks built in the early 20th century. The ballpark seats 48,876. A light rail system bring fans directly to the park.

George Washington Birthplace National Monument preserves the heart of the Washingtons’ plantation and the Washington Family Burial Ground. A Memorial House and dependencies were constructed in 1931 near the location of the original Washington home. Here, in the peace and beauty of this place untouched by time, the staunch character of our hero comes to the imagination. George Washington Birthplace is located at the terminus of Route 204 off Virginia Route 3.

The park is 38 miles east of Fredericksburg, Virginia, and Interstate 95, and is open 9:00 a.m. to 5:00 p.m. daily. The park is closed Thanksgiving Day, Christmas and New Year’s Day. Admissions fees do apply.
