Welcome Welcome to Naval Support Facility Dahlgren. The history of this unique naval installation dates to 1918 when the “Lower Station� of the Naval Powder Factory at Indian Head, Md., was established in Virginia’s Northern Neck on 4,000 acres bounded by the Potomac River and Machodoc Creek in King George County. What began as a gun test facility in the waning days of World War I has since evolved and expanded into a major shore installation that is responsible for numerous scientific and responseforce missions serving all branches of the United States armed forces. Today, Naval Support Facility (NSF) Dahlgren is home to nearly a dozen military commands and supporting organizations that are contributing directly to a multitude of critical defense programs and operations on a worldwide scale. In addition to its military value, today NSF Dahlgren makes a significant economic contribution to the local community, contributing over $1 billion annually to area economies through payroll dollars and defense contracts alone. And the installation as a whole serves as the largest employer in King George County. I look forward to leading Naval Support Activity South Potomac in doing our part to support the Navy's overarching goal of achieving efficiencies so that our forces or Sailors will have the ships, aircraft and weapon systems necessary to effectively carry out their missions. Installation History and Profile Installation History and Profile

The Naval Support Facility (NSF) Dahlgren is located in central Virginia on the Potomac River. NSF Dahlgren is geographically divided into Mainside and an Explosive Experimental Area (EEA), referred to as Pumpkin Neck. Mainside has 2,677 acres, while Pumpkin Neck has 1,641 acres located on a peninsula south of Mainside on the Potomac River. Dahlgren was established in 1918 as the lower station of Indian Head Proving Ground for testing naval guns. It was named the Lower Station, Dahlgren Naval Proving Ground in honor of Rear Admiral John Adolphus Dahlgren. The location on the Potomac River was specifically chosen for the development of a long ballistic range on the Potomac River, required for the testing of modern, high-powered munitions. In 1932, it became the Navy's principal proving ground, and the name was changed to the Naval Proving Ground, Dahlgren. It was responsible for proofing and testing every major naval gun and all ammunitions supplied to the Fleet. Following World War II, the impact of new technology on weapons systems shifted the emphasis from traditional proof and testing functions on weaponry to those of research and development of weapon systems. Electronic firing and targeting systems and the effects of electromagnetic radiation from radio and radar transmitters on ordnance became the emphasis of weapons research. During the 1950s, the U.S. Navy produced the first Fleet Ballistic Missile System. Dahlgren pioneered the development of fire control and targeting software for missile-borne strategic nuclear weapons on U.S. Navy submarines. In 1959, the name was changed to the Naval Weapons Laboratory, Dahlgren, to reflect its transition to a research and development facility. Dahlgren continues to support new Fleet software for firing and targeting ballistic missiles. Since 1960, Dahlgren has been heavily involved with satellite geodesy. During the 1970s, new ammunition and gun systems were developed at Dahlgren to provide increased safety, accuracy and range for naval guns. Also, during this period, Dahlgren provided comprehensive development and support for Tomahawk Weapon System. In 1977, the name was changed to the Naval Surface Weapons Center. In 1987, Dahlgren's name was changed from the Naval Surface Weapons Center to the Naval Surface Warfare Center. This name change reflects Dahlgren's new direction towards developing integrated warfare systems versus weapons components. In 2003, management of the installation transferred from Naval Sea Systems Command

to Commander Navy Installations Command (CNIC), established with the sole charter of providing shore installation management services to all Navy activities. All land and buildings at all Navy bases transitioned to this new claimant, creating 16 regional commands within CNIC. At that time, all naval installations within the National Capital Region realigned under Naval District Washington (NDW), and in 2005 Naval Support Activity South Potomac was commissioned as one of six installation management commands within the region. NSASP provides shore installation management for Naval Support Facility Indian Head, Md., and Naval Support Facility Dahlgren, Va. Current supported commands on board NSF Dahlgren include the Navy Air and Missile Defense Command, Aegis Ballistic Missile Defense Field Activity, Naval Surface Warfare Center Dahlgren Division, the Center for Surface Combat Systems, the Aegis Training and Readiness Center, the Joint Warfare Analysis Center, the U.S. Air Force 20th Space Control Squadron Detachment 1 and the U.S. Air Force 614th Air and Space Operations Center Detachment 1. NSF Dahlgren currently employs over 4,700 federal civilian personnel and nearly 400 military personnel. More than 2,500 defense contractor employees also work on the installation supporting various commands and programs. In fiscal year 2012 – from October 2011 through September 2012 – the base generated over $1.1 billion funneled directly into local economies in the form of payroll dollars and defense contracts. In that accounting period, the combined payroll for federal civilian employees and military personnel alone totaled over $511 million. An additional $594 million in defense contract spending was allocated to companies in the local region encompassing Virginia’s Planning District 16 – which includes Fredericksburg and Stafford, Spotsylvania, Caroline and King George Counties – and southern Maryland.

Natural Resources

Naval Support Facility Dahlgren is blessed with a rich diversity of natural resources. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands. Mainside is bisected by Gambo Creek, a 150-acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after he assassinated President Lincoln. A 100-acre black marsh is located on Pumpkin Neck. Over 10 miles of Potomac River and Upper Machodoc Creek shoreline partially define the

installation boundary.

The installation’s 4,320 acres support a wealth of animal species. Common game animals include deer, turkey, rabbit, quail, and several species of waterfowl. Red and gray fox, raccoon, opossum, muskrat, beaver, and river otter are commonly found furbearers. Numerous non-game birds, small mammals, reptiles, amphibians, and fish complete the installation wildlife checklist. The installation offers interested individuals a wealth of outdoor recreational opportunities. Those wishing to hunt game may participate in a carefully regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth. Two ponds, two tidal creeks, and the Potomac River offer the angler a chance to land largemouth bass, channel catfish, redear sunfish, crappie, white perch and rockfish. The Natural Resources Program within the Environmental Office administers the management of the installation natural resources. Vicinity Profile

NSF Dahlgren is located in rural King George County, Va., approximately 55 miles south of Washington, D.C. The total county population in 2010 was estimated at over 23,500. Fredericksburg, Va., with approximately 27,300 residents, is 26 miles west of Dahlgren. Fredericksburg is the center for employment in Stafford and Spotsylvania Counties, Virginia, employing approximately 11,100 people within the city. The greater Fredericksburg region (including the City of Fredericksburg and King George, Stafford, Spotsylvania and Caroline Counties) employs over 244,000 people. Waldorf, Maryland, located 26 miles northeast of Dahlgren, has approximately 67,750 residents. Waldorf is largely a residential community. As Waldorf has little true industry, many residents commute daily to Andrews Air Force Base and other points near Washington, while others work providing local community public services or small businesses. Naval Support Activity South Potomac Naval Support Activity South Potomac (NSASP) is a component of Naval District Washington and one of six regional commands within the district charged with providing shore installation management services for more than 20 separate locations within the National Capital area. Naval Support Activity South Potomac has oversight of two geographically separate locations to include Naval Support Facility Indian Head, Md. and Naval Support Facility Dahlgren, Va. Between these two bases, NSASP serves as host to more than two dozen DoD, Joint and Navy supported commands and tenant activities located on board NSASP installations. Shore installation management functions under NSASP authority encompass all land, buildings and support services.

Naval Support Activity South Potomac’s Operations Department is responsible for providing and maintaining appropriate physical security of NSASP installations and ensuring adequate force protection for base personnel. The Pass and ID Office establishes local policy and procedures for accommodating official visitors to NSASP installations in accordance with Department of the Navy guidance aimed at protecting military bases, mission operations and personnel. The Law Enforcement Division is composed of military and civilian police officers who serve to safeguard personnel, protect property and prevent losses at NSASP installations. They stand duty 24 hours a day to control access to NSASP installations and are trained to prevent or mitigate hostile actions against DoD resources, facilities and personnel. The Emergency Management Office is responsible for the organized analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from the effects of all hazards, either man-made or natural. The office is responsible for coordinating Emergency Operations Centers at both Indian Head and Dahlgren, and partners with installation experts in a variety of disciplines to protect and preserve lives and property in emergency incidents. Fire-EMS Division personnel serve on

NSASP installations around the clock to respond to fire emergencies as well as hazardous materials emergencies and rescue and emergency response to natural and man-made disasters. In addition, fire prevention officers conduct fire protection inspections, manage a public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training.

Environmental Programs

The principal function of Naval Support Activity South Potomac’s Environmental Program Office is to ensure that NSASP installations are in compliance with a wide range of federal, state, local and Navy environmental regulations and guidelines, to include the Clean Air Act, the Clean Water Act, the Emergency Planning and Community Right-to-Know Act, and the Toxic Substance Control Act. In addition, NSASP’s Environmental Office oversees installation recycling, hazardous waste management and solid waste management programs. The office also manages the Installation Restoration Program to identify and remediate sites that have been contaminated from past disposal practices, as well as the Munitions Response Program, which identifies and remediates sites contaminated from past munitions disposal. The Environmental Office directs the command’s compliance with provisions of the National Environmental Policy Act (NEPA), a program that requires proper documentation for environmental impacts from proposed actions and ensures that decision makers can make informed choices prior to executing an action. Finally, the NSASP Environmental office oversees the natural resources program at all NSASP installations, which is focused on managing and protecting the diverse natural habitats – from rolling hills to mixed and hardwood forests to tidal and non-tidal wetlands – and the plethora of wildlife that coexist with military facilities and operations.

Facility Support

tioning as the command’s Public Works Department. The department is responsible for all installation maintenance, utilities, transportation and engineering. NSASP’s Public Works team of engineers, architects, planners, painters, plumbers, electricians and other skilled professionals work together to plan, coordinate and supervise all phases of base facilities maintenance, operations and construction.

Supply Operations

NSASP’s Supply Operations offices at Naval Support Facility Indian Head and Naval Support Facility Dahlgren are detachments of Naval Supply Systems Command’s Fleet Logistics Center Norfolk and support all commands and activities located on board NSASP installations. Support includes providing supply services, planning material requirements and assisting in inventory management, warehousing and expediting material requirements. The Supply Operations office also manages

the CHRIMP program to reduce the quantity and control the variety of hazardous materials entering NSASP installations and, ultimately the waste stream.

Fleet and Family Readiness Programs

Providing and maintaining facilities and programs that contribute positively to the quality of life of military and civilian personnel and their families on board NSASP installations is an important focus of the command. The command’s Morale, Welfare and Recreation (MWR) department manages a wide range of recreational facilities and activities for active-duty military, retired military, reservists on active duty, current and retired DoD civilian employees, family members in all those categories, as well as base contractor personnel and other authorized patrons. Naval Support Activity South Potomac MWR manages an exten-

sive child care program, which features accredited and certified Child Development Centers (CDC) that provide a full-time child development program for children six weeks to five years old, and Youth Activities Centers that offers before and after school programs during the school year as well as summer camps for youth ages 5 to 12. The Fleet and Family Support Center (FSSC) offers programs and services for active-duty military and family members and retired military personnel. Program areas include deployment support/readiness; crisis response, counseling and advocacy; and career support and retention.

Command Religious Program

NSASP’s Command Religious Program facilitates worship, prayer and meditation according to the dictates of an individual’s faith. In addition to worship and religious education, the base chaplain is available for individual and family counseling and support.

Public Affairs

Naval Support Activity South Potomac’s Public Affairs staff serves as a primary source of information about NSASP installations to the surrounding communities, as well as a conduit for news and information to all supported commands, tenant activities and base residents. NSASP Public Affairs uses a variety of communications tools and resources to inform base employees and the general public, to include publication of annual base guides and a weekly commercial enterprise newspaper.

Commander Navy Air and Missile Defense Command

Navy Air and Missile Defense Command (NAMDC) is Navy’s lead organization for Integrated Air and Missile Defense (IAMD) matters. It supports the fleet by conducting readiness assessments, writing doctrine, supporting exercises, providing training and mission planning for fleet operations. Established in 2009, NAMDC is staffed by a combination of active duty military, government service and contract personnel. They have strong backgrounds in surface warfare, aviation, intelligence, engineering, applied sciences and IAMD mission areas. With only 75 members assigned, it is one of the Navy’s smallest commands supporting some of its largest programs. The command’s close proximity to regional technology and training centers – Aegis Training and Readiness Center, Center for Surface Combat Systems, and Naval Surface Warfare Center Dahlgren Division – allows missile defense professionals from many organizations to collaborate on critical IAMD projects and programs.

Staff members regularly interface with operational commands, resources sponsors, system commands, research organizations, doctrine developers and trainers. In addition to interacting with commands and agencies at all echelons, NAMDC supports missions and exercises across the globe. The command plays a key role in supporting Navy's effort to execute the Phased Adaptive Approach (PAA) for Ballistic Missile Defense. This approach deploys proven capabilities with the flexibility to upgrade and adapt to best protect our partners, allies, friends and the United States. NAMDC also serves as the executive secretary to the Navy BMD Enterprise, which supports the deployment of the Aegis Ashore weapon system. By working across command echelons within Navy, Joint, inter-Agency and coalition stakeholders, NAMDC is continuing to advance Navy’s IAMD Warfighting capabilities and readiness across the Fleet.

Aegis Ballistic Missile Defense Aegis Ballistic Missile Defense (BMD) is both the Navy element of the Missile Defense Agency (MDA), as well as a field activity of the Naval Sea System Command. Rear Admiral Randall Hendrickson is the Program Executive, Aegis BMD and Commander, Aegis BMD Field Activity. The Aegis BMD Program Office is located in the Rear Admiral David M. Altwegg Aegis BMD Complex consisting of two buildings (1705 and 1705A). The program office is manned by 21 military, 287 government civilians and 228 contractor support personnel responsible for program and system integration, shipboard installation, test, certification and capability deployment to the Fleet.

The Aegis BMD Program can be traced back to a tracking anomaly aboard USS MOBILE BAY (CG 53) in January 1991. USS MOBILE BAY was on station in the Persian Gulf conducting anti-air warfare operations in support of Operation Desert Storm. The shipboard air search radar, AN/SPY-1, was radiating far into Kuwait and Iraq searching for enemy aircraft. An unknown object was detected and tracked, flying a trajectory that no plane could possibly fly. Later analysis determined, the SPY-1 radar had detected and tracked an Iraqi Scud ballistic missile. Further promising studies and successful demonstrations led to the establishment of the Aegis BMD Program. Aegis BMD builds upon and extends capabilities inherent in the Aegis Weapon System, Standard Missile (SM) and Navy Command and Control systems. Aegis BMD’s role in missile defense has evolved as the Ballistic Missile Defense System (BMDS) evolved to meet its mission, e.g. engagement of ballistic missiles of all ranges and in all phases of flight through multi-layered defense. In the initial fielding of the Homeland Defense portion of the BMDS in late 2004, Aegis BMD’s role was that of a forward sensor to extend the Ground-Based Interceptor’s battlespace and provide early warning of an Intercontinental Ballistic Missile (ICBM) launch. This tracking capa-

bility is known as Long Range Surveillance and Track (LRS&T). During recent North Korean space launches and long range missile tests, Aegis BMD ships provided early warning of the ballistic missile launch and trajectory to the BMDS. Due to the increasing ballistic missile threat, Aegis BMD’s role evolved to include an emergency engagement capability in 2004. Aegis BMD ships, loaded with the SM-3 Block I guided missile, were capable of intercepting short to medium range ballistic missiles in the midcourse phase of flight. After a two year development effort, the Aegis BMD engagement capabilities were expanded to include terminal (inside the atmosphere) capability. The Aegis BMD 3.6 and SM-3 Block IA guided missile configuration went to sea in late 2006. This system was assessed by Commander, Operational Test and Evaluation Force (COMOPTEVFOR) as “operationally effective and operationally suitable” in 2008. Also in 2008, this Aegis BMD configuration was modified during Operation Burnt Frost and successfully intercepted a non-operational, reconnaissance satellite containing over 1,000 lbs of hazardous hydrazine propellant. In 2009, Aegis BMD was identified as the cornerstone of the Phased Adaptive Approach (PAA) for missile defense of Europe. After upgrading USS MONTEREY (CG 61) with the Aegis BMD 3.6.1 Weapon System, the ship deployed to Europe in March 2011, fulfilling Aegis BMD’s European PAA (EPAA) Phase 1 responsibilities. Aegis BMD 3.6.1 is presently deployed throughout the U.S. Fleet providing regional sea-based missile defense of the European and Pacific theaters. The integrated BMDS forces the hostile ballistic missile to run a gauntlet of space-, land-, and sea-based engagement elements operated by multiple Services. Aegis BMD is an active participant in the integration of the BMDS through operationally realistic testing. Flight Test Integrated-01 (FTI-01) in October 2012 demonstrated the ability in an Integrated Air and Missile Defense environment to defeat a raid of up to five near-simultaneously launched representative threats in an operationally relevant COCOM scenario.

FTI-01 was the first integrated flight test with multiple firing elements (Aegis BMD, Terminal High-Altitude Area Defense and Patriot) engaging multiple ballistic missile and air targets in a realistic theater architecture. The Aegis BMD ship engaged a simple separating ballistic missile target, and also successfully conducted an air engagement in this complex environment. The near-simultaneous engagement of the anti-air warfare target verified ship self-defense capability while conducting a ballistic missile engagement.

Meeting the Demand Signal

Navy and Aegis BMD are executing a triple prong effort to fulfill the Combatant Commanders’ (COCOMs’) demand signal for more BMD ships. Aegis BMD and Navy are jointly responding through BMD upgrades to Aegis ships, Aegis Modernization Program and new construction of Aegis BMD Destroyers in response to the increasing demand for Aegis BMD capability from the operational forces (Central, Europe and Pacific Commands). Five such BMD installations were accomplished in CY 2012 and another three upgrade installations have started. Ships identified for homeport transfer to Rota, Spain have been upgraded or have been programmed to receive the BMD installation. As more Aegis BMD ships and missiles are being deployed globally, more Fleet BMD tracking and firing exercises are being conducted. Last year, ships from Japan, South Korea and U.S. participated in Pacific Dragon, a multinational ballistic missile tracking event. Each participant successfully tracked two ballistic missile targets launched at nearly the same time.

Near-Term Future Capabilities

As the Aegis BMD capability continues to evolve to defeat the ballistic missile threat, the focus of the second generation Aegis BMD Weapon System is centered on global trends in the development, deployment and proliferation of ballistic missiles. The Aegis BMD system will engage increasingly longer range

and more sophisticated threat ballistic missiles launched in large raid sizes. A series of intercept firings are being conducted to validate the operational effectiveness and suitability of Aegis BMD 4.0 weapon system and the Standard Missile-3 (SM-3) Block IB guided missile against these threats. Two successful SM-3 Block IB guided missile intercept firings were conducted in CY 2012. The second generation Aegis BMD weapon system computer programs have been certified for operational use. This configuration has been installed in USS LAKE ERIE (CG 70) and USS SHILOH (CG 67). Two Atlantic Fleet Destroyers, USS CARNEY (DDG 64) and USS DONALD COOK (DDG 75), are also being upgraded. To compliment the number of ships conducting BMD patrol for defense of Europe, the sea-based Aegis BMD capability will be deployed ashore at two locations in Europe. Aegis Ashore is the key component of Phases II and III in the EPAA. Aegis Ashore re-hosts the BMD components of a Navy Destroyer in an ashore configuration, providing BMD capability against short, medium and intermediate range ballistic missiles. Deckhouses are being constructed in New Jersey for checkout and later installation in Romania and at the Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii for training. To increase the BMD sea-based Force Structure, Navy and Aegis BMD are integrating the second generation Aegis BMD Weapon System into the Navy-developed open architecture computing environment. This will keep Aegis BMD compatible with Navy as Aegis Modernization plans are executed, resulting in more Aegis Destroyers to serve as candidates for BMD missions. In FY 2006, the two countries signed a Memorandum of Understanding for the codevelopment of an upgraded, 21-inch diameter SM-3 missile (SM-3 Block IIA), thereby increasing the missile’s range and the probability of kill against a larger threat set. The objective of the SM-3 Cooperative Development (SCD) Project is development and initial at-sea flight testing of the missile. The joint project has completed the Preliminary Design Reviews for all missile components and is progressing towards Critical Design Reviews (CDRs) in FY 2013. Aegis BMD is a player in the development of future-generation missile defense capabilities by expanding and enhancing the BMDS to counter projected threats. One such effort is the capability to launch missiles based on remote sensor information, referred to as Launch on Remote (LOR). Aegis BMD conducted a real-time LOR firing in April 2011, when Aegis BMD launched a missile based on remote track data from an Army landbased radar. This flight test demonstrated increased battle space, winning back critical reaction time and extending by three times the Aegis BMD’s original design intercept range with the use of netted sensor information. In February 2013, Aegis BMD successfully launched an SM-3 missile based on track data from space-based sensors. As the target continued along its trajectory, the ship’s radar acquired the target and the guided missile destroyed the target. Aegis BMD is developing, delivering, training and sustaining Integrated Air and Missile Defense for the Fleet and Joint

Established in 1918 as a naval proving ground, the Naval Surface Warfare Center Dahlgren Laboratory (NSWCDL) is the headquarters for the Naval Surface Warfare Center Dahlgren Division. As a premiere naval scientific and engineering institution, Dahlgren technology makes a difference in our military’s ability to fight, win, and come home safely. With its 18-mile range along the shores of the Potomac River and Machodoc Creek, the Dahlgren test range looks to the future - its pushing the envelope of ordnance and weaponry for tomorrow’s Navy. The Fleet of the future is being designed today and Dahlgren scientists and engineers are in the thick of it, lending their knowledge, expertise, and innovations so that our nation can never be outflanked by its adversaries. Even with brand new design concepts, current systems must be taken into account. For example, NSWCDD scientists began investigating the potential of directed energy in the late sixties. Dahlgren soon became a leader in research and development of using stored electrical energy. Today NSWCDD is home to the Naval Directed Energy Office, the Navy's top facility for research and development of pulse power, microwave, and laser technologies. In 2012, NSWCDD successfully installed, tested and operated a directed energy system against threat representative targets while aboard a U.S. Navy ship. National attention is focused on military participation in non-traditional missions. Operations other-than-war, homeland

defense, chemical-biological warfare protection, counter-terrorism, and counter-narcoterrorism are a few examples of missions that are pressing. Dahlgren’s infrastructure enables research, development, testing and evaluation in support of these diverse missions. An unmanned aerial vehicle (UAV) runway gives NSWCDD an effective in-house capability to research, develop and test UAVs with new sensors, payloads, weapons and engagement systems. In 2012, U.S. Sen. Mark Warner (D-VA) was among the distinguished military and government visitors briefed by NSWCDD Commander Capt. Michael Smith on the Navy's Electromagnetic Railgun facility and Littoral Combat Ship (LCS) Surface Warfare Mission Package and Gun Mission Module capabilities. Throughout the year, NSWCDD scientists and engineers informed distinguished visitors about Electromagnetic Railgun developments and the LCS combat system's capability to rapidly detect, track and prosecute small-boat threats. A new breed of U.S. Navy warship – LCS is a fast, agile, and networked surface combatant. The ship's modular, focused-mission design will provide combatant commanders the required warfighting capabilities and operational flexibility to ensure maritime dominance and access for the joint force. LCS will operate with interchangeable mission packages that deploy manned and unmanned vehicles to execute missions as assigned by combatant commanders. The ongoing Electromagnetic

Railgun testing is bringing the Navy closer to a promising new Naval gun system capable of extended ranges against surface, air and ground targets. First and foremost, NSWCDD’s mission is to support our men and women in uniform in combat on land and at sea. We are in direct communication with the field and provide boots-on-theground support when needed. Our engineers support communications, surveillance and weapons systems that are critical to the execution of successful operations and to the safety of our military men and women in the field and at sea. In January 2013, the Navy announced the results of a test simulating a chemical attack on USS New York (LPD 21) off the coast of Virginia, verifying the capability of NSWCDD—designed chemical, biological and radiological (CBR) defense systems in protecting sailors on the San Antonio (LPD 17) class. The report confirmed the effectiveness of NSWCDD’s collective protection system, Improved Point Detection System - Lifecycle Replacement technology, countermeasure washdown, decontamination stations and casualty decontamination stations. NSWCDD plans to install the new system - designed to quickly alert warfighters to the presence of chemical warfare agents - on all active guided-missile destroyers and cruisers, aircraft carriers, large and small deck amphibious ships, littoral combat ships and dry cargo/ammunition ships by the end of 2018. Here at home, NSWCDD scientists and engineers continue to share technology by participating in science, technology, engineering, and mathematics (STEM) activities and other programs that inspire the youth of our community to pursue careers in technical disciplines. Through these programs and educational partnerships with local schools, NSWCDD actively seeks opportunities to give area youths a panorama of the world of science and engineering. As the leader in surface combat systems training, the Center for Surface Combat Systems headquarters’ staff oversees 14 learning sites and provides 80,000 hours of curriculum and 670 courses a year to more than 43,000 Sailors. Established in September 2004, CSCS and its 14 learning sites provide maintenance and operations training for surface combat systems. The learning sites include AEGIS Training and Readiness Center (ATRC), CSCS Unit Dam Neck, Fleet Anti-Submarine Warfare Center (FLEASWTRACEN), CSCS Unit Great Lakes, Mine Warfare Training Center (MWTC), CSCS Det San Diego, CSCS Det West, CSCS Det Wallops Island, CSCS Det East, CSCS Det Norfolk, CSCS Det Mayport, CSCS Det Pearl Harbor, CSCS Det PacNorWest, and CSCS Det Yokosuka. Aegis Training and Readiness Center (ATRC) was formally established as a training command in November 1984. The facility opened for training in October 1985 with the first class of 14 students graduating Dec. 18, 1985, from the Aegis Computer Fundamentals course. Headquartered at the Rear Admiral Wayne E. Meyer Aegis Education Center, Dahlgren, Va., ATRC’s core mission is training military personnel in the operation, maintenance, and employment of the Aegis Combat Weapons System and the operation and employment of the Ship’s Self Defense System. The Aegis Weapons System has evolved into a fast reaction, high performance, computerized system using the latest radar technology to detect contacts and engage threats. The Aegis Combat System is a functional grouping of the Aegis Weapons Systems with Anti-Air, Ballistic Missile Defense, AntiSubmarine, Anti-Surface and Strike Warfare, and associated weapons and communications equipment. Each element of these overall systems is taught at ATRC. As the weapons systems evolve, courses are tailored to support differences between equipment found on the various Aegis ships. After completing intensive training, each student becomes a vital part of his or her assigned ship’s combat systems team and assists in highly detailed procedures designed to ensure total combat readiness of the individual ship and Strike Group. ATRC offers technical training courses specifically designed to prepare individuals for serving in a combat system role. Specifically, Aegis Fire Controlmen and surface warfare officers learn the Aegis Combat/Weapons System equipped on all U.S. Navy destroyers and cruisers. Likewise, Fire Controlmen and officers destined for certain aircraft carriers

and large deck amphibious ships receive training on the Ship’s Self Defense System (SSDS). Completion of either the Aegis Combat/Weapons System or SSDS is documented in the student’s official training record and students receive a course completion certificate. ATRC courses do not lead to a diploma or degree; however, eligible ATRC courses are evaluated for college credit by the American Council on Education (ACE). ATRC is also responsible for supporting the warfighting readiness of the Aegis fleet. ATRC provides technical expertise for mission support, input on Aegis technical documentation, assists in Acquisition support, provides oversight of Aegis Fire Controlman Manpower, supports the development of doctrine and tactics, and assists in research and development. ATRC’s traditional school house instruction is delivered 24 hours a day, five days a week. Nearly 650 enlisted Fire Controlmen and 550 officers graduate annually. Military instructors are typically fleet returnees who bring relevant, recent experience to the classroom. Contracted instructors are typically prior Aegis Sailors who provide continuity to our instructional staff. Electronic classrooms, electronic technical manuals, and long-range connectivity allow for continued expansion of the quantity and quality of training to meet growing training requirements. ATRC’s ongoing efforts include examining new technologies and training methods for innovative, less costly ways to train to meet new challenges and needs of the United States Navy.

Before 1994, JWAC was a department of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). Yet its earliest form began as a program office during the 1981 Iran hostage rescue mission. At that time, several employees working in F Department answered a request from the Pentagon to help with one aspect of the mission. Although the rescue mission ultimately failed, the ideas that had been developed for it took root and grew. Over the years, JWAC’s mission has evolved and expanded to stay relevant to the evolving threats facing our country. Beginning in 2004 and in every year since, the command has deployed dozens of civilian and military analysts to theater to provide direct customer support to battlefield commanders. It currently keeps about half a dozen employees deployed to theater for this purpose. To stay current and relevant, JWAC maintains a rigorous workforce training program. Employees are encouraged to spend three hours in professional development each week. The goal, as stated in the Commander’s Principles, is to prepare the “workforce to answer tomorrow’s challenges.” Historically, JWAC’s employees have par-

ticipated in community outreach and disaster relief. For example, teams responded to a tornado in La Plata, Md. in 2002 and to Hurricane Isabel, which caused widespread damage and power outages in the region, in 2003. More recent examples include the command’s support for the Combined Federal Campaign (CFC), donating more than $80,000 during 2011. Fund raisers are sponsored for the Enlisted Association, the Navy-Marine Corps Relief Society, the American Cancer Society’s Relay for Life, employee donations to base holiday assistance programs, and a Christmas angel tree in cooperation with Rappahannock Area Project LINK. JWAC employs about 450 engineers, scientists, military members, and support personnel at its headquarters at the Naval Support Facility in Dahlgren, Va. They are led by Captain Gary Shoman, USN, the eighth commander in the JWAC’s 17-year history, and Mr. Robert A. Tolhurst, Jr., the Executive Director since 2004. Formerly a joint subordinate command of U.S. Joint Forces Command (JFCOM) in Norfolk, Va. for more than a decade, JWAC officially became part of U.S. Strategic Command in Offutt Air Force Base, Neb., effective 1 June 2011.

The 20th Space Control Squadron, Detachment 1 (20 SPCS, Det 1) was established Oct. 1, 2004 as a component of the 20th Space Control Squadron headquartered at Eglin Air Force Base, Fla. Upon activation, the unit assumed both the Naval Space Surveillance System (renamed “Air Force Space Surveillance System” (AFSSS)) and the Alternate Space Control Center (ASCC) missions from Naval Network and Space Operations Command. On April 30, 2010, the unit transferred the AFSSS and ASCC operational missions to the 614th Air & Space Operations Center, Detachment 1 (also located at NSF Dahlgren). The unit mission is to sustain space control and command and control capabilities. 20 SPCS, Det 1 accomplishes this mission by supporting Distributive Space Command and Control (DSC2) – Dahlgren (the new name for the ASCC mission) and AFSSS operations. The detachment is manned by active duty Airmen, Air Force civilians and contractors. The AFSSS radar system has been operated continuously since 1961 to detect overflying space objects and debris. The AFSSS consists of a network of nine transmitter/receiver field stations which combine to form vertical bistatic radar which creates a “fence” of electro-

magnetic energy. The system is capable of detecting objects as small as a basketball, and nearly six million satellite detections, or observations, are collected by the AFSSS each month. AFSSS data is transmitted continuously to 20 SPCS, Det. 1 at Dahlgren, Va., and the unit processes the observations using an array of computer systems and applications. DSC2-Dahlgren is the alternate command and control node for the Joint Space Operations Center-Space Situational Awareness Operations Cell at Vandenberg Air Force Base, Calif. DSC2-Dahlgren tasks the Space Surveillance Network, a worldwide system of sensors (both radar and optical), to detect, track and observe orbital objects. The collected data is transmitted to 20 SPCS, Det. 1 computer systems where it is processed, cataloged and analyzed. The observations are used to update the Space Catalog which is a comprehensive listing of the number, type, and orbit of more than 23,000 man-made objects in space.

The 614th Air and Space Operations Center, Detachment 1 was activated on April 30, 2010 and is responsible for providing space command and control, as well as space situational awareness for government and civilian customers. The unit mission is to maintain space command and control and synergize capabilities to provide CDR JFCC SPACE timely global space effects to protect DoD air, land, sea and space forces. 614 AOC, Det 1 is responsible for functioning as Distributive Space Command and Control-Dahlgren (DSC2-D) and serves as the alternate command and control node for the Joint Space Operations Center Space Situational Awareness Cell located at Vandenberg Air Force Base, Calif. DSC2-D provides tasking to the space surveillance network, a worldwide network of 31 space surveillance sensors (radar and optical telescopes, both military and civilian) on highpriority satellites, processes space events (launches, re-entries, de-orbits, breakups, maneuvers, etc.) and works directly with NASA to ensure the safety of the

International Space Station crews. They also work Laser Clearinghouse requests to ensure Laser test fires do not interfere with on orbit assets. Collocated and working hand-in-hand with Naval Network Warfare Command Space Operations, DSC2-D enhances the Department of the Navy Satellite Vulnerability Program by providing near real-time notification to the Naval Fleet of potential hostile Space-Based Reconnaissance Systems and provides space situational awareness products and services in support of United States Strategic Command. They task the space surveillance network to observe and track satellites and match those sensor observations to more than 18,000 man-made orbiting objects and update the position of each one. These updates form the Space Catalog, a comprehensive listing of orbital parameters for objects in space. This data is used to provide the space surveillance network with up-to-date information for more efficient satellite tracking.

Visitors must be sponsored by either military, NSASP or supported command personnel and processed through the Pass & ID Office if not accompanied by the sponsor. At the time the visitors badge is requested, a valid photo ID (state operator’s license) must be presented. Visitors arriving during non-duty hours, weekends and holidays must check in with the security force member on duty at the main gate. There must be an after- hours form,

event form or notification from a base resident with the Police Department before entry will be approved at the main gate. CAC is the principal means for access to the base. Supported commands’ badges enable access to buildings, facilities, and controlled spaces.

Motorcyclists

Motorcyclists will be issued a one-time 30day temporary vehicle pass to allow for time to complete a motorcycle safety course. If a course is not completed within 30 days, the person will not be granted another temporary vehicle pass. Proof of completion of the class must be presented at the Pass & ID Office before a DoD vehicle decal will be given out.

Alcohol

Alcohol may be consumed by persons 21 years of age and above in authorized areas only.

Firearms

Personnel residing on station must register their privately-owned firearms with the Base Police (Building 237). Those living in family housing may retain their firearms in their quarters in accordance with the NSASP personal weapons instruction. Temporary or permanent residents of the BOQ and BEQ may not store weapons in the barracks, but can make arrangements for Base Police to temporarily store a weapon for them until a longterm storage solution can be arranged. Privately-owned weapons may be brought aboard NSASP during hunting season only when you are ready to hunt. Weapons may not be stored in a vehicle while at work or conducting business on base and must immediately be taken off station upon conclusion of the hunt. Possession of fireworks for storage or use on NSASP is prohibited except for commandcontrolled displays.

Bicycle Regulations

All persons riding a bicycle, rollerblading, skate boarding, etc. aboard NSF Dahlgren must wear an ANSO or Snell Memorial Foundation-approved helmet.

Animal Control

Residents must register all family pets with Lincoln Housing.

Fire Department

NSF Dahlgren Fire and EMS is located on Dahlgren Road, Building 411, across from Gray’s Landing on the Potomac. Firefighters and Emergency Medical Technicians are on duty 24 hours a day, seven days a week to serve all customers/tenants at Naval Support Facility Dahlgren, as well as our surrounding communities. The civilian personnel working in the Fire Division consist of a District Fire Chief (IPD), a Battalion Chief of Operations, a Battalion Chief of Prevention, four Fire Captains, two Fire Inspectors, and 18 firefighters. Core functions of the fire department include but are not limited to fire suppression, fire prevention, public fire safety education, fire service training, emergency medical response, hazardous materials emergency response, technical rescue response and

rescue and emergency response to natural and man-made disasters. These firefighters maintain a high level of training and qualifications to be able to respond in a moment’s notice. The firefighters operate numerous response vehicles such as a structural fire pumper, a ladder truck with pumping capacity, a command vehicle, a brush truck, a HAZMAT truck, a technical rescue trailer, and a Basic Life Support (BLS) ambulance. The role of the fire prevention office is to conduct life safety and fire protection inspections, manage the public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training. The Fire Division maintains a Basic Life Support (BLS) ambulance service 24 hours a day, seven days a week. The fire department responds to all medical emergencies to stabilize and transport all victims to area hospitals if needed. The Navy and Lincoln Military Housing, as a Public Private Venture (PPV) partnership, provide on base housing for military families. There are 78 units of single-family houses and 125 townhomes that currently serve the needs of the military stationed here.

The Dahlgren Housing Service Center provides a housing referral service and incoming personnel are referred to Lincoln Military Housing as a “preferred referral” for the housing located at the activity. Public Private Venture

Families who desire to live on base with Lincoln Military Housing (PPV partner) will be required to sign a lease. This is a sixmonth lease, and renewed on a month-tomonth basis after the initial lease period. LMH provides 24-hour maintenance, lawn care, free monthly community activities, and a professional staff to serve your needs while living at Dahlgren. They can be reached at (540) 663-2190.

Pets

Keeping cats and dogs in family housing is a conditional privilege extended to residents. Residents must comply with state and local laws governing pet ownership, including laws regarding licensing and vaccinations. The limit is a two pet maximum (dogs and/or cats) per household. Residents may not keep the following dog breeds in or on the premises Chows, Doberman Pinschers, Presa Canarios, Pit Bulls (American Pit Bull Terrier, American Staffordshire Terrier, Stafford Bull Terrier), Rottweilers, any wolf hybrid, or any mix of the aforementioned breeds (each a “prohibited dog”). This provision does not apply to guide animals used by disabled persons. Birds, fish, hamsters and guinea pigs will be permitted; exotic animals such as reptiles, rodents (other than the hamsters and guinea pigs), ferrets, hedgehogs, or any farm animals are prohibited. Owners are financially and legally responsible for all pets.

Potomac Inn – Unaccompanied Housing

The Potomac Inn at 17410 Potomac Inn Road is a military billeting facility, with accommodations for 246 permanent party unaccompanied residents. The front desk is located in Building 962 and is manned 24 hours a day/7 days a week. All military personnel must check in at the front desk prior to being assigned a room. Each occupant in Building 962 resides in a private room equipped with a twin size bed, desk/desk chair, dresser, nightstand, and walkin closet. All residents share a bathroom and kitchen area, equipped with stove, microwave, refrigerator, washer/dryer, iron/ironing board, vacuum cleaner, and cleaning kit. Command Religious Program

Nestled among beautiful trees in the family housing area, the Dahlgren Chapel is the focal point for base religious activities. The Command Religious Program delivers religious accommodation, care, and advisement to strengthen faith, values, and virtues, so that military members and their families may best serve our country. We currently serve the worship and religious education needs of Roman Catholics and Protestants. Programs include Command Consultation and Support, Information and Referral, Individual Augmentee (IA)/Deployment Support, Ombudsman Support, Exceptional Family Member referral information, and Life Skills Education programs. Crisis Response – FFSC clinical counselors are licensed and credentialed professionals who provide counseling, victim intervention and prevention education related to military quality of life issues. Services include clinical counseling for individuals and couples; Family Advocacy Program (FAP) addressing domestic violence, and child maltreatment treatment and education; and Sexual Assault Prevention & Response (SAPR) prevention and education programs related to sexual assault.

Career Support and Retention -

Programs include the Transition Assistance Program (TAP) for service members and their families leaving the military; Family

Employment Readiness education programs to assist family members with their job search; the Personal Financial Management education programs promoting financial stability; and the Relocation Assistance Program providing services to outbound and inbound personnel. The FFSC supports the Command Retired Activities Office staffed by retired military volunteers who provide services to retired military personnel and families to ensure they receive information on retiree issues, Veteran’s benefits, survivor benefits, and other benefits to which they are entitled. The FFSC is a designated Department of Veterans Affairs Intake Site, which is staffed twice monthly for VA related inquiries, claims submission and general information on Veterans’ benefits. All students who will be age four by September 1 of the school year in which they will begin school will be eligible for PreKindergarten. Pre-K is a half day, educationally and social developmentally-based program, which meets in the mornings. Children may be enrolled in the Dahlgren School PreK program, as well as the CDC for daycare purposes; however, parents of children who are enrolled in the CDC for part of the day, and the Dahlgren School program for the other portion of that day, are responsible for ensuring safe transportation for their child to school. The school may be able to assist parents by walking children to the CDC after the Pre-K dismissal.

Kindergarten

All students who will be age 5 by September 1 of the school year in which they begin will be eligible for Kindergarten. This is a full- day program.

Registration Procedures

All new students will need the school registration form which is available at both the school building and on the school’s webpage, located at http://www.am.dodea.edu/ny_va/dahlgren/. New students will also need a copy of their birth certificate or Registration of Birth Abroad, and immunization records. They will also need a copy of their sponsor’s orders. The Virginia Sports Physical is required only if your child plans on participating in basketball or track and field. For additional information about the school, the website also provides a copy of the parent handbook and examples of work being accomplished in the classrooms at each grade level.

Observed Holidays

All federal holidays are observed at Dahlgren School. In addition to these days, school is closed during Thanksgiving holidays, Christmas holidays, and Spring Break. A school calendar, which shows all other closings, as well as information about closures for inclement weather, is included in the parent handbook.

Housing Policy Regarding Enrollment Eligibility

Dependent children of military, both foreign and domestic, who are assigned to either Dahlgren or Indian Head and residing in onbase family housing at Dahlgren, are eligible to attend the Dahlgren School. If a member of the military and his family should move off base after the beginning of the school year, the member’s children will be permitted to continue attending Dahlgren School for the remainder of that school year only. Civilian Personnel (GS/WG/AD) who are able to avail themselves of on-base housing are authorized to attend Dahlgren School. They must continue to be employed as a GS/WG/AD employee to remain eligible to attend the school. Children of contractors working for the companies supplying personnel to the base or its facilities, even those who are retired military members are not eligible to attend Dahlgren School, even if the contracted parent is able to obtain housing on the base. If housing is not immediately available, but is expected within 90 school days from the reporting date of the AD member, the member’s children may be permitted to attend the school while residing in one of the areas adjacent to Dahlgren. Transportation in all instances is the responsibility of the military member. Dahlgren School has no cafeteria and students are to either go home for lunch or, if both parents work, may participate in the “brown bag” lunch program held at the Chapel Annex. Providing lunch or transportation to appropriate alternative lunch locations is also the responsibility of the parent/guardian. Dahlgren School adheres to and follows the base policies regarding ageappropriate supervision and cannot permit children under the base-set age limits contained therein to transport themselves to and from different areas of the base. The Installation Commanding Officer will evaluate housing applications to determine whether it is likely that housing will be available within 90 days. While not often the case, if it is decided that housing will not become available in that timeframe, the children will not be eligible to attend Dahlgren School prior to moving on base. Athletics

NSF Dahlgren’s athletics department offers a variety of leagues that are open to all with access to the base. Information and announcements on all sports leagues are posted at the Fitness Center. Sports leagues include: Fall: Soccer, Softball, Basketball and Flag Football Winter: Basketball and Racquetball Spring: Soccer and Softball There is an outdoor hockey rink/basketball court and tennis courts located adjacent to Building 962. The courts are available on a first come, first served basis, or by reservation. NSF Dahlgren also has a regulation sports field, two softball fields, a little league field and an 18-hole disc golf course. The athletic department also schedules a variety of road races, tournaments and athletic competitions.

The Liberty Center is a terrific place for single military members to relax and enjoy lots of activities. Weekly and monthly activities, sporting events and cookouts on base or group outings to recreational facilities and tourist destinations off base are also offered through the Liberty Center.

The Child Development Center (CDC) provides a full-time child development program for children six weeks to 5 years old. Developmentally appropriate activities that nurture the child socially, emotionally, physically and intellectually are provided through

the use of Creative CurriculumŠ from Teaching Strategies. Hourly care is available on a space-available basis. The CDC is accredited by the National Association for the Education of Young Children (NAEYC), holds DoD certification, and participates in the USDA Child and Adult Care Food Program (CACFP).

The Child Development Homes Program (CDH) provides full and part-time homebased care, including space available hourly care and limited shift care. Military and DoD spouses are trained to provide the same high

standards of care in their homes as at the CDC, part of Child and Youth Programs Naval District Washington. Homes are monitored and inspected monthly to make sure that they meet the Navy child care standards. The CDH program holds DoD certification and participates in the USDA CACFP.

The Youth Activities Center (YAC) is located on Jenkins Road next to the Aquatics Center. The YAC offers a before and afterschool program during the school year, as well as a summer camp for youth school ages K to 12. The YAC participates in 4-H programs and as an affiliate of the Boys and Girls Clubs of America (BGCA), the Youth Center participates in eight BGCA core programs. They include Triple Play (a fitness program), Smart Moves (education about peer pressure and social concerns), Keystone Club and Torch Club (organiza-

Youth Sponsorship Program

The Youth Sponsorship Program is developed for installation communities to meet the legal requirements of Section 1785 of Title 10, United States Code and DODI 6060.4 - to identify and reach out to incoming and outgoing youth by getting them adjusted to their new surroundings. The mission of the Navy Youth Sponsorship Program is to alleviate educational disruptions by empowering all youth through a stream of continuous support to provide stability, leadership skills, sustain academic learning, provide a connection between school and peers and to produce competent citizens. The Navy’s Youth Sponsorship is comprised of the installation’s Child and Youth Program’s Youth Sponsorship and the local education agencies’ Student-to-Student (S2S) Program. Surrounding Area Annapolis Waterfront

Annapolis is the state capital and is also known as the "sailboat capital of the world". Annapolis is the home of the United States Naval Academy, and Saint John's College and is located at the mouth of the Severn River on the Chesapeake Bay. Downtown in the Historic area, originally established in 1695, City Dock is a favorite place to visit. Known to local boaters as “Ego Alley” it is the weekend and evening scene of a steady parade of expensive yachts and the site of the world's largest sailboat and power boat shows every October.

Baltimore Ravens

Established in 1996, the Ravens are a new addition to sports in Baltimore. Built in 1998, the stadium is located just south of Oriole Park at Camden Yards.

The C&O Canal follows the route of the Potomac River for 184.5 miles from Washington, D.C. to Cumberland, MD. The canal operated from 1828-1924 as a transportation route, primarily hauling coal from western Maryland to the port of Georgetown in Washington, D.C. Hundreds of original structures, including locks, lockhouses, and aqueducts, serve as reminders of the canal's role as a transportation system during the Canal Era. Enjoy the natural, cultural, and recreational opportunities.

Drum Point Lighthouse dominates the museum's waterfront. This screwpile, cottage type light is only one of three remaining from forty-five that once served the Chesapeake Bay at the beginning of the twentieth century. Decommissioned in 1962, the ligh house fell victim to vandals until moved to its present site in 1975. Beautifully restored, complete with furnishings of the early twentieth century, it has become the waterfront's main attraction and is listed on the National Register of Historic Places. Tours are guided, and the schedule varies seasonally. Open daily 10 a.m. to 5 p.m. Admission fees apply.

The Maryland Renais-sance Festival is a recreation of a 16th century English village. Our village is named Revel Grove, and is set on a beautiful 25-acre wooded site. The village consists of craft and food booths, five pubs, eight major stages, a Jousting Arena and lots of games. You'll want to start the day with the King’s Welcome outside the front gate at 9:445 a.m. The Maryland Renaissance Festival is a perfect family outing, in easy reach from both Baltimore and Washington, D.C. Open 10:00 a.m. until 7:00 p.m., free parking. Come early, for a full day of fun awaits! Dates: End of August through October.

Oriole Park at Camden Yards, the beautiful baseball-only facility in downtown Baltimore, became the official home of the Orioles. Oriole Park is state-of-the-art yet unique, traditional and intimate in design. It blends with the urban context of downtown Baltimore while taking its image from baseball parks built in the early 20th century. The ballpark seats 48,876. A light rail system bring fans directly to the park.

Six Flags America

Family fun and excitement can be found only minutes from Andrews at Six Flags America. This amusement park features more than 100 rides, shows and attractions. From the Wild One wooden roller coaster to the newest Typhoon sea coaster, there is high speed adventure and fun awaiting the brave. Those wishing to cool off during the summer heat can find an oasis at the wave pool. Paradise Island, another water wonderland, features water slides and jungle gyms and swimming areas for all ages. The park also features a four-chute Rainbow Zoom—a onehalf mile water slide! Approximately 110,000 casualties occurred during the four major battles fought in the vicinity of Fredericksburg, Va., making it the bloodiest ground on the North American continent. In 1927 the U.S. Congress established Fredericksburg and Spotsylvania County Memorial National Military Park to commemorate the heroic deeds of the men engaged at the battles of Fredericksburg, Chancellorsville, Wilder-ness, and Spotsylvania Court House. Today the park also includes the historic structures of Chatham, Ellwood, Salem Church, and the "Stonewall" Jackson Shrine.

George Washington Birthplace National Park Northern Neck of Virginia 804-224-1732

George Washington was America’s first and greatest hero whose leadership was crucial to the establishment of the United States as an independent nation founded on the principles of personal liberty. George Washington Birthplace National Monument preserves the heart of the Washingtons’ plantation and the Washington Family Burial Ground. A Memorial House and dependencies were constructed in 1931 near the location of the original Washington home. Here, in the peace and beauty of this place untouched by time, the staunch character of our hero comes to the imagination. George Washington Birthplace is located at the terminus of Route 204 off Virginia Route 3. The park is 38 miles east of Fredericksburg, Virginia, and Interstate 95, and is open 9:00 a.m. to 5:00 p.m. daily. The park is closed Thanksgiving Day, Christmas and New Year’s Day. Admissions fees do apply.

Korean War Veterans Memorial

Commemorating the 628,000 troops who were killed in the Korean "conflict", this memorial consists of 19 giant polished steel statues. On an adjacent black granite wall, you can see more than 2,000 photographic images from the war, have been sand-blasted onto the wall.

Based on Joe Rosenthal’s Pulitzer Prizewinning photograph of six Marines raising the stars and stripes American flag on Mount Suribachi in Iwo Jima, this 78-foot memorial, created by Felix de Weldon, commemorates all the Marines who have died in battle since 1775. Stratford Hall, the birthplace of General Robert E. Lee, is one of the great houses of American history. Come and enjoy the sandy beach, fun in the sun located on the Potomac River just a short drive from the Dahlgren Base. Families and singles will find something for everyone, while visiting the second longest public beach in Virginia. Colonial Beach is a small town with big beach fun and small town friendly. You can ride the town trolley all over town. Catch a boat ride on the Potomac river or fish from the town pier (you must have a fishing license). You will see many of our friendly folks driving around town in a golf cart. Colonial Beach is the original “Golf Cart Town” in Virginia. Be sure to get a cool refreshing ice cream cone and take a walk along the wide boardwalk, sit on one of the many benches and watch the sunset. Or you can try any of the fine dining restaurants throughout the beach. Later, check out the nightlife, music and dancing. There are many great marinas located around town, for those interested boating, jet skis or kayaking. Shopping is a must while you are in town. If you want to spend the day, week or month you can rent one of the beautiful cottages.
