Welcome Welcome to Naval Support Facility Dahlgren. The history of this unique naval installation dates to 1918 when the “Lower Station” of the Naval Powder Factory at Indian Head, Md., was established in Virginia’s Northern Neck on 4,000 acres bounded by the Potomac River and Machodoc Creek in King George County. What began as a gun test facility in the waning days of World War I has since evolved and expanded into a major shore installation that is responsible for numerous scientific and response-force missions serving all branches of the United States armed forces. In addition to its military value, today Naval Support Facility (NSF) Dahlgren makes a significant economic contribution to the local community, and the installation’s Navy commands, as a whole, serve as the largest employer in King George County. Effective Oct. 1, 2003, Commander Navy Installations Command (CNIC), a new Echelon II Command, officially stood up with the sole charter of providing shore installation management services to all Navy activities. All land and buildings at all Navy bases transitioned to this new claimant, creating 11 regional commands within CNIC. As part of CNIC, all naval installations within the National Capital Region aligned with Naval District Washington (NDW). The Naval District Washington (NDW), one of six regional commands in the CONUS, now provides shore installation management services to naval installations inside in the National Capital region. The Navy’s goal in establishing CNIC is to have a single advocate for shore installations, to establish Navywide business practices, and to generate savings for Navy investment. CNIC will create a more focused, leaner organization, while improving services. The objective is to reduce redundancy in the shore installation management process, and enable other shore-based activities to focus on their primary missions. On Nov. 3, 2005, a new command—Naval Support Activity South Potomac—was commissioned. Naval Support Activity South Potomac includes Naval Support Facility Indian Head, Md., and Naval Support Facility Dahlgren, Va. I look forward to leading Naval Support Activity South Potomac in doing our part to support the Navy’s overarching goal of achieving efficiencies so that our forces or Sailors will have the ships, aircraft and weapon systems necessary to effectively carry out their missions. The commands at Dahlgren will, as always, achieve this goal with the same passion and enthusiasm that is inherent to their core, continuing to provide the most innovative and sound products necessary to support our Armed Forces. Naval Support Facility Dahlgren, Virginia Installation History and Profile
The Naval Support Facility (NSF) Dahlgren is located in central Virginia on the Potomac River. NSF Dahlgren is geographically divided into Mainside and an Explosive Experimental Area (EEA), referred to as Pumpkin Neck. Mainside has 2,677 acres, while Pumpkin Neck has 1,641 acres located on a peninsula south of Mainside on the Potomac River. Dahlgren was established in 1918 as the lower station of Indian Head Proving Ground for testing naval guns. It was named the Lower Station, Dahlgren Naval Proving Ground in honor of Rear Admiral John Adolphus Dahlgren. The location on the Potomac River was specifically chosen for the development of a long ballistic range on the Potomac River, required for the testing of modern, high-powered munitions. In 1932, it became the Navy’s principal proving ground, and the name was changed to the Naval Proving Ground, Dahlgren. It was responsible for proofing and testing every major naval gun and all ammunitions supplied to the Fleet. Following World War II, the impact of new technology on weapons systems shifted the emphasis from traditional proof and testing functions on weaponry to those of research and development of weapon systems. Electronic firing and targeting systems and the effects of electromagnetic radiation from radio and radar transmitters on ordnance became the emphasis of weapons research. During the 1950s, the U.S. Navy produced the first Fleet Ballistic Missile System. Dahlgren pioneered the development of fire control and targeting software for missile-borne strategic nuclear weapons on U.S. Navy submarines. In 1959, the name was changed to the Naval Weapons Laboratory, Dahlgren, to reflect its transition to a research and development facility. Dahlgren continues to support new Fleet software for firing and targeting ballistic missiles. Since 1960, Dahlgren has been heavily involved with satellite geodesy. During the 1970s, new ammunition and gun systems were developed at Dahlgren to provide increased safety, accuracy and range for naval guns. Also, during this period, Dahlgren provided comprehensive development and support for Tomahawk Weapon System. In 1977, the name was changed to the Naval Surface Weapons Center. In 1987, Dahlgren’s name was changed from the Naval Surface Weapons Center to the Naval Surface Warfare Center. This name change reflects Dahlgren’s new direction
towards developing integrated warfare systems versus weapons components. In 2003, management of the installation transferred from Naval Sea Systems Command to Commander Navy Installations Command (CNIC), established with the sole charter of providing shore installation management services to all Navy activities. All land and buildings at all Navy bases transitioned to this new claimant, creating 16 regional commands within CNIC. At that time, all naval installations within the National Capital Region realigned under Naval District Washington (NDW), and in 2005 Naval Support Activity South Potomac was commissioned as one of six installation management commands within the region. NSASP provides shore installation management for Naval Support Facility Indian Head, Md., and Naval Support Facility Dahlgren, Va. Current supported commands on board NSF Dahlgren include the Navy Air and Missile Defense Command, Aegis Ballistic Missile Defense Field Activity, Naval Surface Warfare Center Dahlgren Division, the Center for Surface Combat Systems, the Aegis Training and Readiness Center, the Joint Warfare Analysis Center, the U.S. Air Force 20th Space Control Squadron Detachment 1 and the U.S. Air Force 614th Air and Space Operations Center Detachment 1. NSF Dahlgren currently employs over 4,800 federal civilian personnel and nearly 400 military personnel. More than 2,700 defense contractor employees also work on the installation supporting various commands and programs.
Natural Resources
Naval Support Facility Dahlgren is blessed with a rich diversity of natural resources. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands. Mainside is bisected by Gambo Creek, a 150-acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after he assassinated President Lincoln. A 100-acre black marsh is located on Pumpkin Neck. Over 10 miles of Potomac River and Upper Machodoc Creek shoreline partially define the installation boundary. The installation’s 4,320 acres support a wealth of animal species. Common game animals include deer, turkey, rabbit, quail, and several species of waterfowl. Red and gray fox,
raccoon, opossum, muskrat, beaver, and river otter are commonly found furbearers. Numerous non-game birds, small mammals, reptiles, amphibians, and fish complete the installation wildlife checklist. The installation offers interested individuals a wealth of outdoor recreational opportunities. Those wishing to hunt game may participate in a carefully regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth. Two ponds, two tidal creeks, and the Potomac River offer the angler a chance to land largemouth bass, channel catfish, redear sunfish, crappie, white perch and rockfish. The Natural Resources Program within the Environmental Office administers the management of the installation natural resources. Vicinity Profile
NSF Dahlgren is located in rural King George County, Va., approximately 55 miles south of Washington, D.C. The total county population in 2005 was estimated at 19,100. Fredericksburg, Va., with approximately 21,100 residents, is 26 miles west of Dahlgren. Fredericksburg is the center for employment in Stafford and Spotsylvania Counties, Virginia, employing approximately 11,470 people within the city in 2005. The greater Fredericksburg region (including the City of Fredericksburg and King George, Stafford, Spotsylvania and Caroline Counties) employed a total 156,488 people in 2005. Waldorf, Md., located 26 miles northeast of Dahlgren, has approximately 22,000 residents. Waldorf is largely a residential community. As Waldorf has little true industry, many residents commute daily to Andrews Air Force Base and other points near Washington, while others work providing local community public services or small businesses. Additional military installations in the nearby region include Marine Corps Base Quantico in Prince William County, Va., Ft. A. P. Hill in Caroline County, Va., Naval Support Facility Indian Head, Md. and Naval Air Station, Patuxent River, Md.

Naval Support Activity South Potomac Naval Support Activity South Potomac (NSASP) is a component of Naval District Washington and one of six regional commands within the district charged with providing shore installation management services for more than 20 separate locations within the National Capital area. Naval Support Activity South Potomac has oversight of two geographically separate locations to include Naval Support Facility Indian Head, Md. and Naval Support Facility Dahlgren, Va. Between these two bases, NSASP serves as host to more than two dozen DoD, Joint and Navy supported commands and tenant activities located on board NSASP installations. Shore installation management functions under NSASP authority encompass all land, buildings and support services.

Naval Support Activity South Potomac’s Operations Department is responsible for providing and maintaining appropriate physical security of NSASP installations and ensuring adequate force protection for base personnel. The Pass and ID Office establishes local policy and procedures for accommodating official visitors to NSASP installations in accordance with Department of the Navy guidance aimed at protecting military bases, mission operations and personnel. The Law Enforcement Division is composed of military and civilian police officers who serve to safeguard personnel, protect property and prevent losses at NSASP installations. They stand duty 24 hours a day to control access to NSASP installations and are trained to prevent or mitigate hostile actions against DoD resources, facilities and personnel. The Emergency Management Office is responsible for the organized analysis, planning, decision making and assignment of available resources to mitigate, prepare for, respond to and recover from the effects of all hazards, either manmade or natural. The office is responsible for coordinating Emergency Operations Centers at both Indian Head and

Dahlgren, and partners with installation experts in a variety of disciplines to protect and preserve lives and property in emergency incidents. Fire-EMS Division personnel serve on NSASP installations around the clock to respond to fire emergencies as well as hazardous materials emergencies and rescue and emergency response to natural and man-made disasters. In addition, fire prevention officers conduct fire protection inspections, manage a public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training.
Environmental Programs
The principal function of Naval Support Activity South Potomac’s Environmental Program Office is to ensure that NSASP installations are in compliance with a wide range of federal, state, local and Navy environmental regulations and guidelines, to include the Clean Air Act, the Clean Water Act, the Emergency Planning and Community Right-to-Know Act, and the Toxic Substance Control Act. In addition, NSASP’s Environmental Office oversees installation recycling, hazardous waste management and solid waste management programs. The office also manages the Installation Restoration Program to identify and remediate sites that have been contaminated from past disposal practices, as well as the Munitions Response Program, which identifies and remediates sites contaminated from past munitions disposal. The Environmental Office directs the command’s compliance with provisions of the National Environmental Policy Act (NEPA), a program that requires proper documentation for environmental impacts from proposed actions and ensures that decision makers can make informed choices prior to executing an action. Finally, the NSASP Environmental office oversees the natural resources program at all NSASP installations, which is focused on managing and protecting the
diverse natural habitats – from rolling hills to mixed and hardwood forests to tidal and non-tidal wetlands – and the plethora of wildlife that coexist with military facilities and operations.
Facility Support
Naval Facilities Engineering Command (NAVFACENGCOM) Washington provides facility support to NSASP installations, functioning as the command’s Public Works Department. The department is responsible for all installation maintenance, utilities, transportation and engineering. NSASP’s Public Works team of engineers, architects, planners, painters, plumbers, electricians and other skilled professionals work together to plan, coordinate and supervise all phases of base facilities maintenance, operations and construction.
Supply Operations
NSASP’s Supply Operations offices at Naval Support Facility Indian Head and Naval Support Facility Dahlgren are staffed by the Fleet Logistics Center and Defense Logistics Agency to support all commands and activities located on board NSASP installations. Support includes providing supply services, planning mate-
rial requirements and assisting in inventory management, warehousing and expediting material requirements. The Supply Operations office also manages the CHRIMP program to reduce the quantity and control the variety of hazardous materials entering NSASP installations and, ultimately the waste stream.
Fleet and Family Readiness Programs
Providing and maintaining facilities and programs that contribute positively to the quality of life of military and civilian personnel and their families on board NSASP installations is an important focus of the command. The command’s Morale, Welfare and Recreation (MWR) department manages a wide range of recreational facilities and activities for active-duty military, retired military, reservists on active duty, current and retired DoD civilian employees, family members in all those categories, as well as base contractor personnel and other authorized patrons. Naval Support Activity South Potomac MWR manages an extensive child care program, which features accredited and certified Child Development Centers (CDC) that provide a full-time child development program for children six
weeks to five years old, and Activities Center that offer before and after school programs during the school year as well as summer camps for youth ages 5 to 12. The Fleet and Family Support Center (FSSC) offers programs and services for active-duty military and family members and retired military personnel. Program areas include deployment support/readiness; crisis response, counseling and advocacy; and career support and retention.
Command Religious Program
NSASP’s Command Religious Program facilitates worship, prayer and meditation according to the dictates of an individual’s faith. In addition to worship and religious education, the base chaplain is available for individual and family counseling and support.
Public Affairs
Naval Support Activity South Potomac’s Public Affairs staff serves as a primary source of information about NSASP installations to the surrounding communities, as well as a conduit for news and information to all supported commands, tenant activities and base residents. NSASP Public Affairs uses a variety of communications tools and resources to inform base employees and the general public, to include publication of annual base guides and a weekly commercial enterprise newspaper.

Established in 1918 as a naval proving ground, the Naval Surface Warfare Center Dahlgren Laboratory (NSWCDL) is the headquarters for the Naval Surface Warfare Center Dahlgren Division. As the premiere naval scientific and engineering institution, Dahlgren technology makes a difference in our military’s ability to fight, win, and come home safely. Dahlgren can boast that it has “sighted” and certified every gun barrel on every surface craft ever used by the U.S. Navy. With its 18-mile range along the shores of the Potomac River and Machodoc Creek, the Dahlgren test range looks to the future ? its booming guns pushing the envelope of ordnance and weaponry for tomorrow’s Navy. The Fleet of the future is being designed today and Dahlgren scientists and engineers are in the thick of it, lending their knowledge, expertise, and innovations so that our nation can never be outflanked by its adversaries. Even with brand new design concepts, current systems must be taken into account. National attention is focused on military participation in non-traditional missions. Operations other-than-war, Homeland Defense, ChemicalBiological warfare protection, counterterrorism, and counter-narcoterrorism are but a few of the examples of missions that are pressing. In 2011, an unmanned aerial vehicle (UAV) runway was completed at
Dahlgren that gave NSWCDD an organic and effective in-house capability to research, develop and test UAVs with new sensors, payloads, weapons and engagement systems. In 2012, NSWCDD engineers fired the Navy’s first industry-built electromagnetic (EM) railgun prototype launcher at the Dahlgren EM Railgun test facility, commencing an evaluation that is an important intermediate step toward a future tactical weapon for ships. The firing kicked off a twomonth-long test series by the Office of Naval Research to evaluate the first of two industry-built launchers. The tests will bring the Navy closer to a new Naval gun system capable of extended ranges against surface, air and ground targets. First and foremost, NSWCDD’s mission is to support our men and women in uniform in combat on land and at sea. We are in direct communication with the field and provide boots-on-theground support when needed. Our engineers support communications, surveillance and weapons systems that are critical to the execution of successful operations and to the safety of our military men and women in the field and at sea. For example, the U.S. Navy’s initiative to protect 128 warships with a new Chemical, Biological and Radiological (CBR) defense capability reached a significant milestone in September 2011 when NSWCDD engineers installed the Joint Biological Point Detection System

The Naval Surface Warfare Center Dahlgren Division provides research, development, test and evaluation, analysis, systems engineering, integration and certification of complex Naval warfare systems related to surface warfare, strategic systems, combat and weapons systems. NSWCDD also provides system integration and certification for weapons, combat systems and warfare systems in addition to executing other responsibilities as assigned by the Commander, Naval Surface Warfare Center. The Division’s strategic direction is to provide the full spectrum of science and engineering capabilities for surface ship weapons systems integration up to and including the force level, missile defense, strategic systems and related areas of Joint and Homeland defense.

NSWCDD’s vision is to be the Department of the Navy’s leading warfare system architect and systems engineer, recognized as the technical leader in delivering innovative, affordable and effective solutions for the Navy, Joint forces, and the nation.
Johnny Chandler (pictured) is the kind of person, who, as he says, “wants to get his hands into everything” and is finding his work in the Engagement Systems’ Test and Evaluation Division at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) a perfect match for his aptitude. His Air Force background with the Airborne Warning and Control System (AWACS) and dual degrees in Aerospace and Mechanical Engineering in turn are great assets to the NAVSEA team.
(JBPDS) aboard USS Ross (DDG 71) – the 50th ship in the Fleet upgraded with near real time biological warfare agent detection, warning, identification and sample isolation capabilities. The fleet-wide installation of JBPDS – with hardware responsive to the maritime environment – that began on the Navy’s guided missile destroyers and amphibious ship classes in 2005, will continue through fiscal year 2015. The NSWC Dahlgren JBPDS team maintains continuous rapid detection and identification capability aboard ships by providing complete system support anywhere in the world. Here at home NSWCDD scientists and engineers share technology by participating in science, technology, engineering, and mathematics (STEM) activities and other programs that promote the youth of our community to pursue careers in technical disciplines. Through these programs and educational partnerships with local schools, NSWCDD actively seeks opportunities to give area youths a panorama of the world of science and engineering. NSWC Dahlgren’s broad spectrum of unique resources, including workforce, infrastructure, and relationships with industry, have already made it a premier naval scientific and engineering institution that is dedicated to solving a diverse set of complex technical problems confronting the warfighter, whether on land, in the air, on the sea or in space.

The projectile pictured on the left is a 5 inch semi-active laser (SAL) guided projectile. The orange projectile is an 8 inch SAL guided projectile. Development of the 8 inch SAL guided projectile occurred at the Naval Weapons Laboratory beginning in the late 1960’s while most of the work on the 5 inch SAL guided projectile was accomplished in the early 1970’s. They were intended for use on Navy ships with 5 and 8 inch guns, to provide a less expensive capability (compared to guided missiles) for Navy ships to deliver guided ordnance for both ship and shore targets.

The 614th Air and Space Operations Center, Detachment 1 was activated on April 30, 2010 and is responsible for providing space command and control and space superiority for U.S. forces as well as space situational awareness to government and civilian customers. 614 AOC Det. 1 is responsible for functioning as the Distributive Space Command and Control - Dahlgren (DSC2-D) which mirrors the Joint Space Operations Center located on Vandenberg AFB, Calif. DSC2 – D provides tasking to the space surveillance network, a worldwide network of 31 space surveillance sensors (radar and optical telescopes, both military and civilian) on high-priority satellites, processes space events (launches, reentries, de-orbits, breakups, maneuvers, etc.) and works directly with NASA to ensure the safety of the International Space Station crews. They also work LASER Clearinghouse requests to ensure LASER test fires do not interfere
with on orbit assets. Collocated and working hand-in-hand with Naval Network Warfare Command Space Operations, DSC2-D compliments the Department of the Navy’s Satellite Vulnerability Program by providing near real-time notification of potentially hostile space-based Reconnaissance Systems in support of global naval operations and provides space situational awareness products and services in support of United States Strategic Command. They task the space surveillance network to observe and track satellites and match those sensor observations to the more than 15,000 man-made orbiting objects and update the position of each one. These updates form the Space Catalog, a comprehensive listing of orbital parameters for objects in space. This data is used to provide the space surveillance network with up-to-date information for more efficient satellite tracking.

20th Space control Squadron, Detachment 1 (20 SPCS, Det 1) was established Oct. 1, 2004, as a component of the 20th Space Control Squadron headquartered at Eglin Air Force Base, Fla. Upon activation, the unit assumed both the Naval Space Surveillance System (renamed “Air Force Space surveillance System” (AFSSS)) and the Alternate Space Control Center (ASCC) missions from Naval Network and Space Operations Command. On April 30, 2010, the unit transferred the AFSSS and ASCC operational missions to the 614th Air & Space Operations Center, Detachment 1 (also located at NSF Dahlgren). The unit mission is to sustain space control and command and control capabilities. 20 SPCS, Det. 1 accomplishes this mission by supporting the Distributive Space Command and control (DSC2, the new name for the ASCC mission) and AFSSS operations. The detachment is manned by active duty Airmen, Air Force civilians and contractors. The AFSSS radar system has been operated continuously since 1961 to detect overflying space objects and debris. The AFSSS consists of a network of nine transmitter/receiver field stations which combine to form vertical bistatic radar which creates a “fence” of electromagnetic energy. The system is capable of detecting objects as small as a basketball in orbit up to an effective range of 15,000 nautical miles,

and nearly six million satellite detections, or observations, are collected by the AFSSS each month. AFSSS data is transmitted continuously to 20 SPCS, Det 1 at NSF Dahlgren, Va., and the unit processes the observations and updates the satellite catalog using an array of computer systems and applications. DSC2-Dahlgren is the alternate command and control node for the Joint Space Operations Center-Space Situational Awareness Operations Cell at Vandenberg Air Force Base, Calif. DSC2-Dahlgren tasks the Space Surveillance Network, a worldwide system of 29 sensors (both radar and optical), to detect, track and observe orbital objects larger than 10 centimeters. The collected data is transmitted to 20 SPCS, Det 1 computer systems where it is processed, cataloged and analyzed. The observations are used to update the Space Catalog which is a comprehensive listing of the number, type, and orbit of more than 16,000 man-made objects in space.

Aegis Ballistic Missile Defense (BMD) is both a field activity of the Naval Sea System Command, as well as the Navy element of the overall Missile Defense Agency (MDA), Aegis BMD Program. Rear Admiral Horn, Jr. wears two hats: Commander, Aegis BMD Field Activity and Program Executive, Aegis BMD. The Aegis BMD Program Office includes 21 military, 214 government civilians and 220 contractor support personnel who lead the government responsibilities for program and system integration, shipboard installation, test and certification. Aegis BMD builds upon and extends capabilities inherent in the Aegis Weapon System, Standard Missile (SM) and Navy Command and Control systems. Aegis BMD accomplishes significant roles in Homeland and Regional Defense. In the latter, Aegis BMD provides ballistic missile engagement capability against short to intermediate range ballistic missiles both above and inside the atmosphere. Aegis BMD ships have integrated planning, detection, control, engagement and damage assessment functionalities for ballistic missile engagement. For Homeland Defense, Aegis BMD possesses the Long Range Surveillance and Track (LRS&T) capability. Aegis BMD modified ships search, detect and track ballistic missiles of all ranges – including intercontinental ballistic missiles (ICBMs) - and transmit the track data to the Ballistic Missile Defense System (BMDS). During the April 2012 North Korean attempted satellite launch, Aegis BMD ships provided early warning of the ballistic missile launch and trajectory to the BMDS. Rigorous, operationally realistic testing is a hallmark of Aegis BMD and key to the program’s unparalleled success. In 2008, Aegis BMD completed a series of intercept firings to validate its operational capability against an increasingly difficult set of targets and scenarios. This testing was assessed by the Navy’s independent operational test agent, Commander, Operational Test and Evaluation Force (COMOPTEVFOR). COMOPTEVFOR determined the Aegis BMD system to be “operationally effective and operationally suitable” and recommended transitioning the capability to the Navy. This is the same system that successfully intercepted the errant satellite in February 2008, Operation Burnt Frost. Aegis BMD’s successful performance in these real world events, Operation Burnt Frost and
the North Korean satellite launch, proves that Aegis BMD is the most operationally ready, deployable and effective MDA program. The integrated BMDS forces the hostile ballistic missile to run a gauntlet of space-, land-, and sea-based engagement elements operated by multiple Services. Aegis BMD compliments other BMD Programs by detecting ballistic missiles and transmitting track data. In the near future, midcourse (Aegis BMD) and terminal missile defense systems (Patriot, Terminal High Altitude Area Defense (THAAD) and Aegis BMD) will coordinate engagements of short and medium range ballistic missiles. Integrated, layered defense will be realized as tracking information is shared among these systems, enabling a midcourse engagement followed by terminal engagements. Regional/theater layered defense is another example of Aegis BMD delivering relevant capability to the BMDS.
Meeting the Demand Signal
Aegis BMD and the Navy have upgraded 24 Aegis combatants to conduct ballistic missile defense operations. Sixteen of these ships are assigned to the Pacific Fleet and eight ships assigned to the Atlantic Fleet. The Chief of Naval Operations (CNO) has designated BMD as a core Navy mission and looks to populate the BMD capability throughout the Aegis Fleet to meet the Combatant Commanders’ (COCOMs’) demand signal. Aegis BMD and Navy are working together to increase the number of Aegis BMD capable ships. Such efforts consist of upgrading Aegis Destroyers (DDGs) to the BMD capability, incorporating Aegis BMD into the Aegis DDG Modernization Program and new construction of Aegis BMD DDGs.

In FY 2011, Aegis BMD made history! In April, Aegis BMD conducted Flight Test Mission-15 (FTM-15) that exercised the European Phased Adaptive Approach (EPAA) Phase 1 Command and Control architecture, as well as the Launch on Remote capability. At 2106 local Hawaii time on 15 April, USS O’KANE (DDG 77) successfully intercepted an Intermediate Range Ballistic Missile (IRBM) target launched from Meck Island in the Kwajalein Atoll with an SM-3 Block IA missile utilizing the launch on remote capability.

The Army’s Transportable Radar Surveillance Radar (AN/TPY-2), located at Wake Island, acquired and tracked the IRBM target. The AN/TPY-2 radar transmitted tracking data to the Command and Control, Battle Management and Communications (C2BMC) system at Pacific Command. O’KANE received the tracking data from C2BMC via Link-16. The ship’s Aegis BMD Weapon System calculated a fire control solution based on TPY-2 radar tracking data and fired an SM3 missile. As the target continued its trajectory, O’KANE’s AN/SPY-1 radar acquired the target. The SPY-1 radar transmitted guidance commands to the SM-3 missile, resulting in a successful intercept. FTM-15 demonstrated the BMDS capability for an Aegis BMD equipped ship to react to off-board track information to fire an SM-3 Block IA missile thereby extending the battlespace, winning back critical reaction time and enabling longer range intercepts. FTM-15 was the first - intercept of an IRBM target with a SM-3 Block IA missile - live Aegis BMD intercept with remote engagements authorized - use of the AN/TPY-2 radar as a remote sensor in the Aegis BMD fire control loop - live fire event using C2BMC in control of AN/TPY-2 radar - BMDS operational test of the European Phased Adaptive Approach (EPAA) architecture FTM-15 exercised integrated ballistic missile defense!
European Phased Adaptive Approach
Aegis BMD is the cornerstone of the Phased, Adaptive Approach for missile defense of Europe. Following Presidential direction to ensure that Europe is protected from an evolving ballistic missile threat, the United States is committed to deploying technology that is proven, cost-effective and adaptable to an evolving security environment. Aegis BMD and SM-3 upgrades are being phased in to deployed Aegis BMD ships and land-based facilities during this decade. Each baseline upgrade provides more capability for countering evolving ballistic missile threats, thereby providing more coverage to our Allies. “Our new missile defense architecture in Europe will provide a stronger, smarter, and swifter defense of American forces, and American allies. It is more comprehensive than our previous program. It deploys capabilities that are proven (SM-3 Block IA) and costeffective. And it sustains and builds upon our

commitment to protect the U.S. homeland against long-range ballistic missile threats. And it ensures and enhances the protection of all of our NATO allies.” President Barack Obama September 17, 2009 EPAA Phase I includes deployment of an AN/TPY-2 radar, deployment of BMD-capable Aegis ships with the SM-3 Block IA missiles and integration by the C2BMC architecture. C2BMC fields the capability for European Command (EUCOM) to control multiple radars in theater and allow Aegis BMD ships to launch on data from these sensors. After upgrading USS MONTEREY (CG 61) with the Aegis BMD 3.6.1 Weapon System, the ship, armed with SM-3 Block IA missiles, deployed to Europe in March 2011. With these two accomplishments, FTM-15 and European deployment of USS MONTEREY, Aegis BMD validated and fulfilled all responsibilities for the Presidential Directive regarding Phase 1 of the ballistic missile defense of Europe. EPAA Phase 2 consists of fielding enhanced capability to defend against short range ballistic missiles (SRBMs) and medium range ballistic missiles (MRBMs). Phase 2 adds SM-3 Block IB interceptors at both land and sea-based locations. Aegis BMD will construct an Aegis Ashore land-based test facility at the Pacific Missile Range Facility in Hawaii, as well as an operational facility in Romania. Aegis Ashore will consist of the same Aegis BMD Weapon System equipment as DDG 113. The initial Aegis Ashore configuration will be Aegis BMD 5.0 Weapon System and SM-3 Block IB missile. Aegis BMD 5.0 will integrate Aegis BMD with the Navy-developed Open Architecture to preserve the sea-based BMD capability as Aegis Destroyers are modernized in the Aegis Modernization Program. Phase 3 adds an Aegis Ashore site in Poland and the upgraded SM-3 Block IIA missile to provide enhanced capability to defend against MRBMs and IRBMs. Aegis BMD ships and Aegis Ashore will employ Aegis BMD 5.1 Weapon System and SM-3 Blocks IB and IIA missiles. The Aegis BMD 5.1 Weapon System will focus on the integration of the SM-3 Block IIA missile with a tactical baseline. The SM-3 Block IIA missile is being co-developed with Japan. This missile will increase defended area as well as the probability of kill against a broader threat set. The planned SM-3 Block IIA includes 21” diameter second and third stage rocket motors, a kinetic warhead with an improved seeker for increased infrared acquisition and discrimination and a high divert

Throttleable Divert Attitude Control System for improved maneuverability. Phase 4 consists of fielding enhanced capability to defend against MRBMs and IRBMs and potentially longer-range threats including intercontinental ballistic missiles. Such capability is achieved with the development, testing and fielding of the SM-3 Block IIB missile. SM-3 Block IIB development will be transferred to Aegis BMD in 2014.
International Efforts
Aegis BMD has broad international appeal. Eight countries are engaged in activities which include joint studies, research and development, as well as foreign military sales and allied participation in Aegis BMD flight tests. The Government of Japan has purchased Aegis BMD for their four Aegis destroyers (KONGO, CHOKAI, MYOKO, and KIRISHIMA) through a formal Foreign Military Sales arrangement. Aegis BMD is the first MDA element to be purchased by a foreign country. JS KONGO was the first ship of Japan’s fleet to be upgraded with the Aegis BMD Weapon System and also the first Japanese ship to fire an SM-3 missile, intercepting a medium range separating target in December 2007. All four Japanese destroyers have been upgraded with the BMD capability. In addition to Japan, the Aegis Weapon System has been sold to several Allied countries including Spain, Norway, South Korea and Australia. By their procurement of the basic weapon system, these countries are investing in the prerequisites for a potential sea-based BMD capability. Countries which do not have the Aegis Weapon System are also interested. The Royal Netherlands Navy ship HNLMS TROMP tested modifications to their Signal Multi-beam Acquisition Radar for Tracking-L (SMART-L) system when they participated in FTM-11 in December 2006. As the success of Aegis BMD continues, more Allied Navies are actively participating in U.S. flight tests as preliminary training, proof-of-concept or pre-decisional test and training feasibility events to assess the potential of a sea-based missile defense capability. Officially established in September 2004, the Center for Surface Combat Systems Headquarters’ staff oversees 14 learning sites and provides 1,000 courses a year to over 50,000 Sailors. CSCS and its 14 learning sites provide maintenance and operations training for surface combat systems. The learning sites include AEGIS Training and Readiness Center (ATRC), CSCS Unit Dam Neck, Fleet AntiSubmarine Warfare Center (FLEASWTRACEN), CSCS Unit Great Lakes, Mine Warfare Training Center (MWTC), CSCS Det San Diego, CSCS Det West, CSCS Det Wallops Island, CSCS Det East, CSCS Det Norfolk, CSCS Det Mayport, CSCS Det Pearl Harbor, CSCS Det PacNorWest, and CSCS Det Yokosuka. CSCS also provides international training coordinated through its Security Assistance and International Programs directorate. CSCS International Programs’ mission is to provide quality allied forces training to enable them to develop ready teams capable of operations that maintain and expertly employ surface combatants. They partner with U.S. training, readiness and policy organizations, as well as other government agencies and industry to support our international mission.
In addition, CSCS conducts training for nine enlisted ratings: Fire Controlmen, Electronic Technicians, Interior Communications, Sonar Technician (surface), Gunner’s Mates, Mineman, Operations Specialists, Boatswain’s Mates, and Quartermasters. CSCS also trains surface warfare officers in skills required to tactically operate and employ Aegis and Ship Self Defense System (SSDS) equipped ships. The Center for Surface Combat Systems falls under the Naval Education and Training Command. The goal of NETC is to enable the Fleet to successfully execute the Maritime Strategy by providing quality training and education to our Maritime Forces. Aegis Training and Readiness Center (ATRC) was formally established as a training command in November 1984. The facility opened for training in October 1985 with the first class of 14 students graduating Dec. 18, 1985, from the Aegis Computer Fundamentals course. Headquartered at the Rear Admiral Wayne E. Meyer Aegis Education Center, Dahlgren, Va., ATRC’s core mission is training military personnel in the operation, maintenance, and employment of the Aegis Combat Weapons System and the operation and employment of the Ship’s Self Defense System. The Aegis Weapons System has evolved into a fast reaction, high performance, computerized system using the latest radar technology to detect contacts and engage threats. The Aegis Combat System is a functional grouping of the Aegis Weapons Systems with Anti-Air, Ballistic Missile Defense, Anti-Submarine, Anti-Surface and Strike Warfare, and associated weapons and communications equipment. Each element of these overall systems is taught at ATRC. As the weapons systems evolve, courses are tailored to support differences between equipment found on the various Aegis ships. After completing intensive training, each student becomes a vital part of his or her assigned ship’s combat systems team and assists in highly detailed procedures designed to ensure total combat readiness of the individual ship and Strike Group. ATRC offers technical training courses specifically designed to prepare individuals for serving in a combat system role. Specifically, Aegis Fire Controlmen and surface warfare officers learn the Aegis Combat/Weapons System equipped on all U.S. Navy

destroyers and cruisers. Likewise, Fire Controlmen and officers destined for certain aircraft carriers and large deck amphibious ships receive training on the Ship’s Self Defense System (SSDS). Completion of either the Aegis Combat/Weapons System or SSDS is documented in the student’s official training record and students receive a course completion certificate. ATRC courses do not lead to a diploma or degree; however, eligible ATRC courses are evaluated for college credit by the American Council on Education (ACE). ATRC is also responsible for supporting the warfighting readiness of the Aegis fleet. ATRC provides technical expertise for mission support, input on Aegis technical documentation, assists in Acquisition support, provides oversight of Aegis Fire Controlman Manpower, supports the development of doctrine and tactics, and assists in research and development. ATRC’s traditional school house instruction is delivered 24 hours a day, five days a week. Nearly 650 enlisted Fire Controlmen and 550 officers graduate annually. Military instructors are typically fleet returnees who bring relevant, recent experience to the classroom. Contracted instructors are typically prior Aegis Sailors who provide continuity to our instructional staff. Electronic classrooms, electronic technical manuals, and long-range connectivity allow for continued expansion of the quantity and quality of training to meet growing training requirements. ATRC’s ongoing efforts include examining new technologies and training methods for innovative, less costly ways to train to meet new challenges and needs of the United States Navy.

Before 1994, JWAC was a department of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). Yet its earliest form began as a program office during the 1981 Iran hostage rescue mission. At that time, several employees working in F Department answered a request from the Pentagon to help with one aspect of the mission. Although the rescue mission ultimately failed, the ideas that had been developed for it took root and grew. Over the years, JWAC’s mission has evolved and expanded to stay relevant to the evolving threats facing our country. Beginning in 2004 and in every year since, the command has deployed dozens of civilian and military analysts to theater to provide direct customer support to battlefield commanders. It currently keeps about half a dozen employees deployed to theater for this purpose. To stay current and relevant, JWAC maintains a rigorous workforce training program. Employees are encouraged to spend three hours in professional development each week. The goal, as stated in the Commander’s Principles, is to prepare the “workforce to answer tomorrow’s challenges.” Historically, JWAC’s employees have participated in community out-
reach and disaster relief. For example, teams responded to a tornado in La Plata, Md. in 2002 and to Hurricane Isabel, which caused widespread damage and power outages in the region, in 2003. More recent examples include the command’s support for the Combined Federal Campaign (CFC), donating more than $80,000 during 2011. Fund raisers are sponsored for the Enlisted Association, the Navy-Marine Corps Relief Society, the American Cancer Society’s Relay for Life, employee donations to base holiday assistance programs, and a Christmas angel tree in cooperation with Rappahannock Area Project LINK. JWAC employs about 500 engineers, scientists, military members, and support personnel at its headquarters at the Naval Support Facility in Dahlgren, Va. They are led by Captain Gary Shoman, USN, the eighth commander in the JWAC’s 17-year history and the first Marine in that position, and Mr. Robert A. Tolhurst, Jr., the Executive Director since 2004. Formerly a joint subordinate command of U.S. Joint Forces Command (JFCOM) in Norfolk, Va. for more than a decade, JWAC officially became part of U.S. Strategic Command in Offutt Air Force Base, Neb., effective 1 June 2011.

NAVFAC Washington was established 23 July 2004, by consolidating EFA Chesapeake and PWC Washington into a single facilities engineering entity. Comprising nearly 1,500 people, this new organization was established to plan and deliver best value facilities engineering support, services and solutions in capital improvements, base development and planning, real estate, public works, and environmental services. The NAVFAC Washington commanding officer serves a dual role, reporting to NAVFAC Atlantic as NAVFAC Washington commanding officer, and to the Naval District Washington Commandant as Regional Engineer.

Dahlgren Public Works Department consists of 184 employees and is responsible for all phases of facilities management and environmental oversight. Dahlgren Operations Department NSF Dahlgren Public Safety operations consists of several groups working interoperatively to provide a safe and secure environment. Included within the umbrella of the Operations Department are the Security Director, Antiterrorism Officer, Criminal Investigator, Law Enforcement, Force Protection/Physical Security, Fire Department, Air Operations, Safety, and Emergency Management.

Pass & ID Office
Building 195 Hours of operation: Monday – Friday, 6:30 a.m. – 3:30 p.m. Phone (540) 653-6890 or 653-8354 Personnel entering the installation must show either a CAC (common access card), NSASP or supported command photo badge (non CAC holding employees), DoD retired civilian badge, or active duty/retiree/dependent military ID to gain access. Vehicles must have a DoD vehicle decal. Personnel wishing to enter the base who do not possess one of these forms of identification or vehicle decal will be directed to the Pass & ID Office. Visitors must be sponsored by either military, NSASP or supported command personnel and processed through the Pass & ID Office if not accompanied by the sponsor. At the time the visitors badge is requested, a valid photo ID (state operator’s license) must be presented. Visitors arriving during non-duty hours, weekends and holidays must check in with the security force member on duty at the main gate. There must be an after hours form, event form or notification from a base resident with the Police Department before entry will be approved at the main gate. CAC is the principal means for access to the base. Supported commands’ badges enable access to buildings, facilities, and controlled spaces.
30-day temporary vehicle pass to allow for time to complete a motorcycle safety course. If a course is not completed within 30 days, the person will not be granted another temporary vehicle pass. Proof of completion of the class must be presented at the Pass & ID Office before a DoD vehicle decal will be given out.
Alcohol
Alcohol may be consumed by persons 21 years of age and above in authorized areas only.
Firearms
Personnel residing on station must register their privately-owned firearms with
the Base Police (Building 237). Those living in family housing may retain their firearms in their quarters in accordance with the NSASP personal weapons instruction. Temporary or permanent residents of the BOQ and BEQ may not store weapons in the barracks, but can make arrangements for Base Police to temporarily store a weapon for them until a longterm storage solution can be arranged. Privately-owned weapons may be brought aboard NSASP during hunting season only when you are ready to hunt. Weapons may not be stored in a vehicle while at work or conducting business on base and must immediately be taken off

station upon conclusion of the hunt. Possession of fireworks for storage or use on NSASP is prohibited except for command-controlled displays.
Bicycle Regulations
All persons riding a bicycle, rollerblading, skate boarding, etc. aboard NSASP Dahlgren must wear an ANSO or Snell Memorial Foundation-approved helmet.
Animal Control
Residents must register all family pets with Lincoln Housing.
Fire Department
The fire department is located on Dahlgren Road, Building 411, across from Gray’s Landing on the Potomac. There are firefighters on duty 24 hours a day, seven days a week to serve all customers/tenants at Naval Support Facility Dahlgren and mutual aid jurisdictions. The civilian personnel working in the Fire Division consist of a District Fire Chief (IPD), two Battalion Chiefs of Operations, one Battalion Chief of Training, four Fire Captains, two Fire Inspectors, and 18 firefighters. Core functions of the fire department include but are not limited to fire suppression, fire prevention, public fire safety education, fire service training, emergency medical response, hazardous materials emergency response, technical rescue response and rescue and emergency response to natural and man-made disasters. These firefighters maintain a high level of training and qualifications to be able to respond in a moment’s notice. The firefighters operate numerous response vehicles such as a structural fire pumper, a ladder truck with pumping capacity, a command vehicle, a brush truck, a HAZMAT truck, a technical rescue trailer, and a Basic Life Support (BLS) ambulance. The role of the fire prevention office is to conduct fire protection inspections, manage the public education program, review installation construction plans and specifications, investigate fires, provide hazardous operations permits, and provide life safety and fire protection training. The prevention office has just received a new fire extinguisher training aid trailer, which enables us to come to your facility to teach fire extinguisher training.

The Fire Division maintains a Basic Life Support (BLS) ambulance service 24 hours a day, seven days a week. The fire department responds to all medical emergencies to stabilize and transport all victims to area hospitals if needed. All appointments are scheduled on a same day basis (OPAC – Open Access Appt). The clinic opens at 7:30 a.m. and attendants begin scheduling appointments. Appointments are on a first come, first served basis. If the schedule is full and a patient is not acutely ill, he/she may be asked to call another day. Every effort will be made to see patients same day. The only exception is Wellness Appointments (physical, pap, well baby check, school/sports, P.E.), which are scheduled in advance. The scheduled is opened weekly every Friday. Anyone needing a wellness appointment should call on Friday or the following Monday of the week they want to come in. The appointment line is 540-653-8241 or 8242. Patients may also book appointments via Tricare Online at www.tricareonline.com. For active duty and Occupational Health physical examinations, call (540) 653-4199. For active duty dental appointments, call (540) 6538564. For newborns, call the clinic at (540) 653-8241 as soon as baby is discharged to schedule a newborn follow-up. Be sure to enroll the child in DEERS first. For emergent care, dial 911 or go to the nearest Emergency Room (ER). There is no prior authorization needed for ER visits. Notify your Primary Care Manager within 24 hours of the ER visit. Customer Service Desk (CSD), Dahlgren
Customer Service Desk (CSD) Dahlgren provides administrative, pay, and personnel support to military tenant commands, including issuance of military, civilian and contractor CAC cards and retirees/dependent ID cards. The Commercial Travel Officer (CTO) is collocated with CSD and supports all official transportation and official passport services for the base’s military and civilian personnel. All military pay and personnel services must be coordinated with your local command CPC (Command Pass Coordinator). The CPC will then communicate with

CSD via the Transaction Online Processing System (TOPS) to research / answer / process all pay and personnel transaction / questions. No members will come to CSD without talking to your command CPC first unless specifically requested by CSD personnel. CSD is located three blocks past the main gate on Dahlgren Road in Building 230. Hours of operation are 7:30 a.m. – 3 p.m., Mondays, Tuesdays, Thursdays, and Fridays, and 7:30 a.m. – 1 p.m. on Wednesdays. The telephone number for CSD is (540) 653-8689/7371/7372, DSN 249. Military Family Housing
Pets Keeping cats and dogs is a conditional privilege extended to residents. Residents must comply with state and local laws governing pet ownership, including laws regarding licensing and vaccinations. The limit is two (2) dogs or cats per household. Residents may not keep the following dog breeds in or on the premises: Chows, Doberman Pinschers, Presa Canarios, Pit Bulls (American Pit Bull Terrier, American Staffordshire Terrier, Stafford Bull Terrier), Rottweilers, any wolf hybrid, or any mix of the aforementioned breeds (each a “prohibited dog”). This provision does not apply to guide animals used by disabled persons. Birds, fish, hamsters and guinea pigs will be permitted; exotic animals such as reptiles,
The Navy and Lincoln Military Housing, as a Public Private Venture (PPV) partnership, provide housing for the military in the Dahlgren area. There are 78 units of single-family houses and 125 townhomes that currently serve the needs of the military families stationed here. Housing Referrals The Dahlgren Housing Service Center provides a housing referral service and incoming personnel are referred to Lincoln Military Housing as a “preferred referral” for the housing located at the activity. Rental and sale property listings are available for those who desire to locate in the surrounding area. The Fleet and Family Support Center is located in Bldg 214, 6027 School House Lane behind the NSWC Credit Union. It is a full-service FFSC. Crisis Response – FFSC clinical counselors are licensed and credentialed professionals who provide counseling, victim intervention and prevention education related to military quality of life issues. Services include clinical counseling for individuals and couples; Family Advocacy Program (FAP) addressing domestic violence, and child maltreatment treatment and education; and Sexual Assault Prevention & Response (SAPR) prevention and education programs related to sexual assault. Career Support and Retention Programs include the Transition Assistance Program (TAP) for service members and their families leaving the military; Family Employment Readiness education programs to assist family members with their job search; the Personal Financial Management education programs promoting financial stability; and the Relocation Assistance Program providing services to outbound and inbound personnel. The FFSC supports the Command Retired Activities Office staffed by retired military volunteers who provide services to retired military personnel and families to ensure they receive information on retiree issues, Veteran’s benefits, survivor benefits, and other benefits to which they are entitled. Pre-Kindergarten. Pre-K is a half day, educationally and social developmentally-based program, which meets in the mornings. Children may be enrolled in the Dahlgren School Pre-K program, as well as the CDC for daycare purposes; however, parents of children who are enrolled in the CDC for part of the day, and the Dahlgren School program for the other portion of that day, are responsible for ensuring safe transportation for their child to school. The school may be able to assist parents by walking children to the CDC after the Pre-K dismissal.

In addition to these days, school is closed during Thanksgiving holidays, Christmas holidays, and Spring Break. Kindergarten All students who will be age 5 by September 1 of the school year in which they begin will be eligible for Kindergarten. This is a full- day program.
Registration Procedures All new students will need the school registration form which is available at both the school building and on the school’s web-page, located at http://www.am.dodea.edu/ny_va/dahlgren/. New students will also need a copy of their birth certificate or Registration of Birth Abroad, social security card, immunization records and a current Virginia Physical Form that has been given within one (1) year of the first day of school of the school year for which they are enrolling. They will also need a copy of their sponsor’s orders. The Virginia Sports Physical is required only if your child plans on participating in basketball or track and field. Housing Policy Regarding Enrollment Eligibility Dependent children of military members, both foreign and domestic, who are assigned to either Dahlgren or Indian Head and residing in on-base family housing at Dahlgren, are eligible to attend the Dahlgren School. If a member of the military and his family should move off base after the beginning of the school year, the member’s children will be permitted to continue attending Dahlgren School for the remainder of that school year only. Civilian Personnel (GS/WG/AD) who are able to avail themselves of on-base housing are authorized to attend Dahlgren School. They must continue to be employed as a GS/WG/AD employee to remain eligible to attend the school. Children of contractors working for the companies supplying personnel to the base or its facilities, even those who are retired military members are not eligible to attend Dahlgren School, even if the contracted parent is able to obtain housing on the base.
If housing is not immediately available, but is expected within 90 school days from the reporting date of the AD member, the member’s children may be permitted to attend the school while residing in one of the areas adjacent to Dahlgren. Transportation in all instances is the responsibility of the military member. Dahlgren School has no cafeteria and students are to either go home for lunch or, if both parents work, may participate in the “brown bag” lunch program held at the Chapel Annex. Providing lunch or transportation to appropriate alternative lunch locations is also the responsibility of the parent/guardian. Dahlgren School adheres to and follows the base policies regarding age-appropriate supervision and cannot permit children under the base-set age limits contained therein to transport themselves to and from different areas of the base. The Installation Commanding Officer will evaluate housing applications to determine whether it is likely that housing will be available within 90 days. While not often the case, if it is decided that housing will not become available in that timeframe, the children will not be eligible to attend Dahlgren School prior to moving on base. Naval Support Facility South Potomac consists of two centers - one at Dahlgren, Va. and one at Indian Head, Md. Residents think of the USO as their “home away from home” as the centers provide programs and services aimed at improving the quality of life for all active duty Military personnel and their families. The USO facility is an independent bungalow house complete with full kitchen, entertainment area with a 52-inch T.V, Wii, Xbox, and video and book libraries. The USO center also hosts computer lab rooms and children’s playrooms. The Centers are comfortable and inviting and service personnel are encouraged to use the facility for work, relaxation or for its amenities. Second Tour Thrift Store
The Second Tour Thrift Store is located at 722 Sampson Road and is operated by the Dahlgren Officers’ Spouses’ Club. Business hours are Thursdays from 9:30 a.m. - Noon. The Second Tour accepts donations of gently used clothing and household goods. Free military uniforms are available 24 hours a day. All proceeds raised at the Second Tour are returned to the Dahlgren community through scholarships and charitable donations.

The facility offers a variety of recreational opportunities with circuit and free weight rooms, a group exercise room, two racquetball courts and a full-sized basketball court. The cardio room provides patrons with the option to use treadmills, upright and recumbent bikes, ellipticals, adaptive movement trainers or a stepmill during their visit. locker rooms with saunas for both. In addition to the Fitness Center, the ž mile track, behind building 101, provides patrons with additional exercise opportunities.
Physical Fitness
The Fitness Center staff can assist patrons by conducting Microfit assessments, personal training or through a variety of group exercise classes. The Physical Fitness department offers beginner and advanced Isshinryu Karate lessons offered throughout the year for children through adults. Adult patrons may also register for Budo Taijutsu classes while visiting the Fitness Center. Ballet, jazz and hip hop dance classes are offered for children and teens throughout the year. Patrons of the fitness center may attend a variety of classes five days a week, which includes Spin Cycle, High Performance Fitness, Power Yoga, Kettlebells and Zumba. You can find a complete group exercise schedule and additional fitness programs information at the Fitness Center.
Athletics
NSF Dahlgren’s athletics department offers a variety of leagues that are open to all with access to the base. Information and announcements on all sports leagues are posted at the Fitness Center. Sports leagues include; Fall: Soccer, Softball and Flag Football.
Winter: Basketball and Racquetball. Spring: Soccer and Softball. There is an outdoor hockey rink/basketball court and tennis courts located adjacent to Building 962. The courts are available on a first come, first served basis, or by reservation. NSF Dahlgren also has a regulation sports field, two softball fields, a little league field and an 18hole disc golf course. The athletic department also schedules a variety of road races and sports clinics for all ages. Schedules for all runs can be found at the Fitness Center.
Aquatics Center/Swimming Pool
(540) 653-8088 Located on Jenkins Road, the yearround indoor aquatic facility includes a full-size swimming pool and a separate training pool. Pool passes for the summer may be purchased seasonally or monthly at the Aquatics Center. MWR offers swimming lessons for all levels of expertise and ages, as well as aqua aerobics classes, a lap swim program, lifeguarding and water safety instructor classes. The Aquatics Center hosts local swim meets and an active swim team club in the summer for interested youth. The facility is available to rent for private parties and hosts special activities throughout the year.
Cannonball Lanes (Bowling Center)

This 10-lane bowling alley features all the newest AMF equipment, locker rental, resale bowling items, winter and summer leagues for both youth and adult, a variety of monthly special activities and open bowling. Vacation packages, cruise packages and discount vouchers are also available. Brochures highlighting local tourist destinations and maps of the area are available for customers to pick up, as well as information on the Military Travel Voucher Program. Fax capabilities are offered at ITT. Newcomers to NSF Dahlgren are encouraged to visit ITT for information on the area’s activities and opportunities.

Child Development Center
(540) 653-4994 The Child Development Center (CDC) provides a full-time child development program for children six weeks to Kindergarten. Developmentally appropriate activities that nurture the child socially, emotionally, physically and intellectually are provided through the use of Creative Curriculum© from Teaching Strategies. The new center and its Mobile Learning Classrooms (MLC’s) are open from 6 a.m. - 6 p.m. Hourly care is available on a space-available basis. The CDC is accredited by the National Association for the Education of Young Children (NAEYC), holds DoD certification, and participates in the USDA Child and Adult Care Food Program (CACFP).

(540) 653-5823 The Child Development Homes Program (CDH) provides full and parttime home-based care, including space available hourly care and limited shift care. Military and DoD spouses are trained to provide the same high standards of care in their homes as at the CDC, part of Child and Youth Programs Naval District Washington. Homes are monitored and inspected monthly to make sure that they meet the Navy child care standards. The CDH program holds DoD certification and participates in the USDA CACFP.
Youth Activities Center (YAC)
(540) 653-8009 The Youth Activities Center is located on Jenkins Road next to the Aquatics Center. Open Monday – Friday, 6 a.m. – 6 p.m., the YAC offers a before and afterschool program during the school year, as well as a summer camp for youth school ages K to 12. The YAC participates in 4-H programs and as an affiliate of the Boys and Girls Clubs of America (BGCA), the Youth Center participates in eight BGCA core programs. They include Triple Play (a fitness program), Smart Moves (education about peer pressure and social concerns), Keystone Club and Torch Club (organizations that work on making youth civically aware), Power Hour (a homework assistance program), fine arts and photography programs that allow youth to compete nationally with other BGCA club members. The Navy FitFactor program is a vital part of the YAC program. In addition, the teen program operates on Friday evenings 6 - 8:30 p.m. A Saturday open recreation program also operates throughout the school year for youth school ages K – 12 where children have access to the table and board games, computers, music, crafts and children books. The YAC also hosts several youth dances and a variety of special family events throughout the year.

Natural Resources Conservation Program Naval Support Facility Dahlgren, a 4,320-acre installation, is located in King George County. Blessed with a rich diversity of natural resources, it is separated into Mainside and Pumpkin Neck by Upper Machodoc Creek. The installation environment includes many different types of habitat including pine forests, hardwood forests, mixed forests, old fields, grasslands, and wetlands. Mainside is bisected by Gambo Creek, a 150-acre tidal marsh. This is where John Wilkes Booth reportedly landed by boat when fleeing Federal troops after the assassination of President Lincoln. The 100-acre Black Marsh is located on Pumpkin Neck. Over ten miles of Potomac River and Upper Machodoc Creek shoreline partially define the installation boundary.
The 4,320 acres support a wealth of animal species. Common game animals include deer, turkey, rabbit, quail, and several species of waterfowl. Red and gray fox, raccoon, opossum, muskrat, beaver, river otter, and recently, coyote are commonly found furbearers. A single bald eagle nest a couple decades ago has grown to eight or nine each breeding season. Numerous non-game birds, small mammals, reptiles, amphibians, and fish complete the installation wildlife checklist. The installation offers interested individuals a wealth of outdoor recreational opportunities. Those wishing to hunt game may participate in a carefully regulated hunting program. Seasons and bag limits comply with those set for the Commonwealth. Two ponds, two tidal
creeks, and the Potomac River offer the angler a chance to land largemouth bass, channel catfish, redear sunfish, crappie, white perch, and rockfish. The Natural Resources Conservation Program within the NSFDL Environmental Office administers the management of the installation natural resources including the hunting and fishing permit programs. Annapolis Waterfront
Annapolis is the state capital and is also known as the "sailboat capital of the world". Annapolis is the home of the United States Naval Academy, and Saint John's College and is located at the mouth of the Severn River on the Chesapeake Bay. Downtown in the Historic area, originally established in 1695, City Dock is a favorite place to visit. The canal operated from 1828-1924 as a transportation route, primarily hauling coal from western Maryland to the port of Georgetown in Washington, D.C. Hundreds of original structures, including locks, lockhouses, and aqueducts, serve as reminders of the canal's role as a transportation system during the Canal Era. Drum Point Lighthouse at Calvert Marine Museum

type light is only one of three remaining from forty-five that once served the Chesapeake Bay at the beginning of the twentieth century. Decommissioned in 1962, the ligh house fell victim to vandals until moved to its present site in 1975. Beautifully restored, complete with furnishings of the early twentieth century, it has become the waterfront's main attraction and is listed on the National Register of Historic Places. Tours are guided, and the schedule varies seasonally. Open daily 10 a.m. to 5 p.m. Admission fees apply.

Today the park also includes the historic structures of Chatham, Ellwood, Salem Church, and the "Stonewall" Jackson Shrine.

George Washington Birthplace National Park
Northern Neck of Virginia 804-224-1732 George Washington was America’s first and greatest hero whose leadership was crucial to the establishment of the United States as an independent nation founded on the principles of personal liberty. George Washington Birthplace National Monument preserves the heart of the Washingtons’ plantation and the Washington Family Burial Ground. A Memorial House and dependencies were constructed in 1931 near the location of the original Washington home. Here, in the peace and beauty of this place untouched by time, the staunch character of our hero comes to the imagination. George Washington Birthplace is located at the terminus of Route 204 off Virginia Route 3. The park is 38 miles east of Fredericksburg, Virginia, and Interstate 95, and is open 9:00 a.m. to 5:00 p.m. daily. The park is closed Thanksgiving Day, Christmas and New Year’s Day. Admissions fees do apply.

Korean War Veterans Memorial
Across the Reflecting Pool from the Vietnam Veterans Memorial on the Mall, Washington, D.C. Metro: Foggy Bottom-GWU or Smithsonian Commemorating the 628,000 troops who were killed in the Korean "conflict", this memorial consists of 19 giant polished steel statues.
