WELCOME Welcome to Marine Corps Base Quantico, Crossroads of the Corps Since its establishment in 1917, Quantico has been home to many of the nation’s most innovative, intelligent and patriotic men and women. It is here, at the Crossroads of the Marine Corps, that vital concepts, training and equipment of the future are developed. Some of the most important techniques in warfighting were born here, including expeditionary warfare, for which the Marine Corps is renown. History has proven the importance of Quantico to America’s defense. The sharp vision and intense dedication of the service members, civilians and family members who serve here continue to ensure the Marine Corps remains the world’s premier fighting force.

HISTORY OF MARINE CORPS BASE QUANTICO Even before the Jamestown Settlement and Captain John Smith explored the Potomac banks in 1608, the Spaniards had visited Quantico nearlyn 40 years earlier. Tobacco was the main product of early Scottish settlers in the Quantico area, which was the home of many Revolutionary War heroes. American, British and French armies used nearby roads to move from one battlefield to another. During the Civil War, Confederates used the Potomac’s banks as gun positions to halt Union traffic on the river. By the 1880s, the land had been acquired by speculators who sold it to the Corps in 1917. The commandant of the Marine Corps established Marine Barracks Quantico on May 14, 1917. Thousands were trained here during World War I, including units of the 4th Marine Brigade. In 1920, Marine Corps Schools was founded (in the words of then-chief of staff for Quantico, Col. Smedley D. Butler) to “make this post and the whole Marine Corps a great university.” Prospects of a Pacific War in the 1920s showed a need for revolutionary new tactics and hardware. The techniques of amphibious warfare were
conceived and perfected here. Marines at the predecessor of today’s Marine Corps Systems Command designed equipment to ensure successful amphibious operations. Quantico aviators developed close-air support tactics to aid troops on the ground. The Caribbean “Banana Wars” tested new tactics and equipment developed at Quantico. The tactical units carrying out the new amphibious operations became the Fleet Marine Force in 1935. The FMF, headquartered at Quantico, perfected equipment and techniques in anticipation of its Pacific role. When the headquarters of the FMF left in 1941, Quantico’s main task became the education of individual Marines rather than unit training. Amphibious warfare techniques, developed here in the years before World War II, made victory possible in that conflict’s Pacific theater. Quantico trained 15,000 lieutenants and numerous officers from other services, who were leaders in that victory. In 1947, Quantico Marines conceived of carrying troops from ship to

shore by helicopter and formed a special squadron to test the idea: Marine Helicopter Squadron I, commonly referred to as HMX-1. The helicopter techniques they used here later proved invaluable during the Korean and Vietnam wars. More recently, Quantico played a large part in the development of V/STOL aircraft and amphibious assault ships. Quantico’s small, but vital air facility and HMX-1 continue to aid in development, training and education, as well as their most visible duty, support of the president of the United States. Jan. 1. 1968, the base was redesignated the Marine Corps Development and Education Command in the spirit of the command motto, “Semper Progredi” — always forward. During the summer of 1987, Quantico planners studied more efficient and streamlined ways in which MCDEC could ensure the Marine Corps’ Marines of the future would be the best trained, best led, best disciplined and best equipped. Nov. 10, 1987, the Marine Corps Combat Development Command was created, cementing Quantico’s central role in developing concepts, plans, doctrine, training and equipment for the 21st century Marine Corps. From the combat development process emerged other organizations that either stood alone or fell under the MCCDC umbrella. Marine Corps University was established in 1989 to provide the structure and policy for professional militar y education Corpswide. Marine Corps Systems Command, which is now a par t of the newly activated Materiel Command in Albany, Ga., was also born from MCCDC. The 1990s were a great time of growth for Quantico. In 1995, the base became home to one of the Corps’ most for ward-thinking organizations, the Marine Corps War fighting Laborator y. The lab’s mission is to
conduct experimentation in 21st centur y war fare. Wargames and experiments produce new tactics and technologies to make the Marine war fighter more capable. Additionally the United States military, particularly the Marine Corps, began to play a greater role in peacekeeping and humanitarian assistance operations. The Department of Defense established the Joint Non-Lethal Weapons Directorate in 1997 to provide the military with greater flexibility in dealing with the challenges of Military Operations Other Than War. Quantico is also home to the lifeline and pipeline of the Corps. In 1998, Headquarters Marine Corps moved Manpower and Reserve Affairs and Marine Corps Recruiting Command to Quantico from the Navy Annex in Arlington. M&RA has administrative responsibility for all issues related to Marines, their families and quality of life. Recruiting Command ensures young men and women are enlisted to secure the health of the Marine Corps of the future. With so many diverse yet intricately woven units, it is appropriate that Quantico is called the Crossroads of the Marine Corps. This is perhaps the only command whose mission touches the farthest reaches of the Corps; decisions made here impact Marines aboard ship, fighting in the Global War on Terrorism, on guard duty at embassies across the globe and reserve duty throughout the United States. Quantico Marines continue to answer the call to threats against the United States and provide security and logistical assistance to the National Capitol Region. Commands aboard Quantico put their training and technologies, developed during peacetime, to work to provide the best support for the war on terrorism.

Quantico is conveniently accessed by Interstate 95 and there are two airports nearby: Dulles International in Chantilly, Va., and Ronald Reagan Washington National in Washington, D.C. Other transportation includes a bus terminal in nearby Triangle as well as Amtrak 800-872-7245 and Virginia Railway Express 800-RIDE-VRE train services.
Crossroads Inn
Reporting In All Marines reporting in during normal working hours, 7:30 a.m. to 4:30 p.m., Monday through Friday, check in at the Installation Personnel Administration Center at Headquarters and Service Battalion on Barnett Avenue. The Crossroads Inn offers “home away from home� accommodations: 78 comfortable rooms, 24 two-room suites and 42 efficiencies. For those traveling with small children, there is a playground onsite. Family Housing The Family Housing Office located in the Family Center, 13201 Perkins Street, offers on-base privatized housing and off-base referral services. Quantico homes feature three- and four-bedroom accommodations. Service members are placed into housing according to rank, number of family members, Exceptional Family Member Program status and home availability. Service members must send a housing application (DD Form 1746) accompanied with a copy of detachment orders, completed sex offender and pet disclosures to the Family Housing office, government staff to be placed on the appropriate waiting list prior to

reporting in. If a member has reported aboard, he or she must present a copy of the reporting endorsement, or a memorandum for housing purposes only. The date of detachment from the previous duty station is used to establish the effective control date for the waiting list, provided application is made within 30 calendar days after officially reporting aboard, and will also be used when checking in for housing purposes only. Call 703-784-2711 (DSN 278). A public-private venture partnership was formed in October 2003 to redevelop the housing inventory aboard Quantico. The homes on the base are now owned and professionally managed by Lincoln Military Housing. Once housing applications are processed by the Family Housing Office, homes are then offered and leased by the LMH staff. Leases are required with a minimum six-month commitment, and a 30-day written notice is required prior to the date quarters are vacated. The LMH management staff is located at the Family Center for a one-stop process for military families. Household Goods The Traffic Management Branch, located at 2009 Zeilin Road on the 2nd floor, provides assistance with government travel and movement of personal property. The office is closed daily 12:30 to 1 p.m. and all government holidays. To arrange for OUTBOUND/DITY/NTS Release Shipments of personal property, contact the Personal Property Section at 703-784-2831/32/33; Fax: 703-784-3567. Registration Vehicles To register your vehicle: Every person who is attempting to register, re-register or update their vehicle registration must provide proof of valid insurance, valid state registration, drivers license
and military identification card or your DOD CAC. If you are under the age of 26 you must provide a copy of the Drivers Improvement Certificate. A link is provided to obtain drivers improvement class on Marine Net, www.marinenet.usmc.mil. Take a few moments to enroll and on the left menu bar go to browse course catalog. Click on Annual Training; Click Drivers Improvement; Click on Driving for Life; at the lower right hand corner is an icon to enroll in the course. Complete the course, print the certificate and bring it in with the rest of your documents. All personnel who work or live aboard base who are registering motorcycles must provide their Motorcycle Safety Card to register their motorcycle. A motorcycle is considered any twoor three-wheeled, motorized vehicle over 50cc. If you are attempting to register a vehicle on base that is not registered to you then you must provide a notarized letter stating that you are the authorized driver of the vehicle and that you are also shown on the insurance card for the vehicle. On the notarized letter you must provide an adequate description of the vehicle to include: year, make, model, and Vehicle Identification Number (VIN). For Military personnel and DOD personnel it is a good reminder that when you receive a new ID card/CAC when they expire, it is time to update the base registration on your vehicle. Pets To register your pet on base you must provide the shot record for the animal; microchip information; verification of the breed of pet; and

your military ID. If your pet is a mixed breed animal you must provide a document from a vet identifying the majority breed of you animal. Upon completion of the registration of your pet at the Provost Marshal’s Office, you will be provided documentation of registration which needs to be provided to Lincoln Housing Office. Weapons All persons who live on base are required to register weapon(s) with the Provost Marshal Office at the Vehicle Registration Office prior to bringing the weapon(s) onto the installation. To register your weapon you will need to provide the following information for each weapon as it applies to that weapon: Serial Number, Weapon Type, Make, Model, Caliber, Barrel Length, Action, Year Made, Date Purchased and Description. Fingerprints Fingerprinting services are offered to service members, dependents and government civilian employees. Priority goes to active-duty service members, reservists, civilian employees and military family members, respectively. The fingerprinting service includes the fingerprinting of persons using a digital scanner and the printing of the fingerprint cards for the individual. The units and personnel are responsible for bringing in two copies of the FD258 (blue fingerprint card). Please do not fill out the fingerprint card. The person helping you will use the computer to complete the information on the fingerprint card. For additional information, call 703-784-2800.
SERVICES American Red Cross The American Red Cross is a private, non-profit organization whose mission is to help people prevent, prepare for and respond to emergencies. When military members and their families experience emergencies such as the death or illness of a loved one or the birth of a child, the American Red Cross is here to provide emergency communications, access to financial assistance, and other services 24 hours a day. The Red Cross office aboard Marine Corps Base Quantico is located on Barnett Avenue in Little Hall on the lower level; office hours are 8 a.m. to 4 p.m. For additional information, call 703-784-3113.
Banking Bank of America has a branch office located in the Marine Corps Exchange Mall. Weekday hours are 9 a.m. to 5 p.m. A 24-hour banking machine is located outside the mall. Call 703-630-1775 for more information. Marine Federal Credit Union operates three full-service branches and more than 13 ATMs in the Quantico area. MFCU’s main office, complete with drive-up ATM and safe deposit boxes, is located on Russell Road near the Exchange Service Station and Package Store. The Basic School Branch is located on the ground floor of O’Bannon Hall, 703-640-7505. Navy Federal Credit Union accountholders won’t have to travel far to conduct banking transactions. A new location recently opened just south of Marine Corps Base Quantico on U.S. Route 1. The branch located at 100 Corporate Dr., Stafford, Va., offers an array of services to include notary and coin counter.
Barbershops
The Main Exchange Barbershop provides a full range of grooming services seven days a week. Quantico’s skilled barbers are well-known for their expert and courteous service. There are five other shops located throughout the base: Main side, Building 3035, off Barnett Avenue; Lejeune Hall, Building 3250, Catlin Avenue; OCS, Building 2189, inside the John Wesley Marsh Center, 3280, Russell Road; TBS Exchange, Building 24005. Car Rental
Enterprise Car Rental operates a desk in the Main Exchange where there are no long lines or reservation hassles. Remember to tell them you are a Quantico Exchange customer. For more information, call 703-432-8883.
Carwash The Mainside self-serve carwash, Building 3056, located near the Marine Mart off Barnett Avenue, is a state-of-the-art facility that offers coinoperated car-vacs, five-car wash bays, carpet shampoo, an RV bay and a detailing area. Its open 24 hours a day, seven days a week. An automatic carwash is co-located with the Gas Station near McDonald’s. For more information call 703-640-7059.
Career Resource Management Center The Career Resource Management Center manages the Transition Assistance Program which provides career/employment assistance, vocational guidance, and transition information to retiring or separating military personnel and their family members. Job search training, personal improvement workshops and individual counseling are provided. The center has an automated national job bank and takes part in local and regional job fairs. Additionally, the center features the Family Member Employment Assistance Program offers an array of employment assistance. It can help you with constructing a resume, job searches, labor market information, employer contacts and employment referral. Commissary
Child Development Services
The Quantico Commissary is located beside the Marine Corps Exchange to facilitate one-stop shopping. It provides a wide selection of meat and produce and a complete line of grocery and household items. For additional savings, look for the “Best Value Item” signs throughout the store. The commissary opens at 7 a.m. for early bird shopping of 20 items or less Monday through Saturday and 8 a.m. on Sunday. The hours of operation are Monday through Friday, 9 a.m. to 8 p.m.; Saturday 9 a.m. to 7 p.m., and Sunday, 9 a.m. to 6 p.m.
Located at 3311 Purvis Road, Child Development Services offers three types of child care: full-day care for children ages 6 weeks to 5 years, part-day preschool for ages 3 to 5, and hourly care. The hourly-care program provides care for children 6 weeks to 5 years of age on a spaceavailable basis. Reservations can be made up to two weeks in advance. Classrooms accommodate children according to their chronological age, developmental age, and any special needs. The CDC is DOD, National Association for the Education of Young Children certified, with a USDA sponsored program that ensures your child receives healthy nutritional meals. Family Child Care Program Family Child Care providers are family members who are certified by the Command to provide childcare in family housing units aboard Quantico. All providers are screened and trained to ensure our parents and children are provided the highest quality care. FCC homes offer care in a small, familytype setting. Each FCC home is unique in its own way, providing parents with a wide selection of home care settings from which to choose. Fulltime care from 6 weeks up to 12 years is available through FCC. However, when an infant in a FCC home reaches the age of 13 months they are eligible for full-time care at the Child Development Center. Youth and Teen The Youth Center, located at 3312 Purvis Road, has become a focal point for youth activities aboard Marine Corps Base Quantico. The youth and teen program is affiliated with The Boys and Girls Club of America and offers a variety of activities for children ages 6-18. The program instills a sense of belonging, usefulness, influence, and competence by providing the young people with one-on-one relationships with caring, adult professionals and fun, age-appropriate, well-rounded programming. Activities specific to age groups include arts and crafts, games, sports, and many special events. Theme dances and group excursions are quite popular. The center is open for recreational activities for Youth on Saturdays, from 8 a.m. – 12 p.m., and for teens ages 13 to 18 on Friday and Saturday evenings from 7 – 10 p.m. In addition, the Youth Center offers Before and After Care for school age youth from ages 5 to 12 years. Consolidated Substance Abuse Counseling Center The Consolidated Substance Abuse Counseling Center provides assessments, outpatient treatment and referrals to residential programs and/or community resources. The center also offers information and classes on a wide variety of alcohol and other drug-related topics, to include early intervention and substance abuse control officer training. Services are available to active duty, retirees, and their family members 18 years and older, as well as to civilian employees working aboard Quantico on a space-available basis. The CSACC is located in Building 2015, adjacent to the Marine Mart 7-Day Store, and can be reached at 703-784-3502/3503.
Dry Cleaning and Tailoring The Main Exchange at 3500 Russell Road provides dry cleaning and tailoring services. For more information call 703-432-8838.
Education and Schools Dependent Elementary and Secondary Schools On-base education is provided to children of military families who live in base housing. The Virginia Domestic Dependent Elementary and Secondary School System are operated by the Department of Defense. The Commonwealth of Virginia and the Southern Association of Colleges and Schools accredit the three elementary schools and one middle/high school at Quantico. All teachers are certified. The Clubs at Quantico and Conference Center is located at Building 3017, Russell Road, next to the Quantico Pool. The tri-modular construction houses the Officers, Staff Noncommissioned Officers, and Enlisted Clubs, each maintaining their own individual and distinctive programs. The facility offers complete dining services and entertainment programs in each lounge, as well as banquet facilities and full catering service available to all patrons. Combat Visual Information Center The Combat Visual Information Center, located in Building 2009, supports commands’ visual information, training devices and audiovisual equipment needs. It has the capability to produce graphics, photographs, video productions and interactive multi-media. The CVIC also operates “Q-TV,” Comcast Cable channel 23, which provides around-the-clock information on community and local events, as well as military educational programming. There are many off-base public schools in the surrounding counties in Stafford and Prince William. Prince William County also has several special education schools. As well, there are a number of private and parochial schools in the area. Information on these schools may be obtained from the respective county chambers of commerce. School Liaison The mission of the School Liaison is to utilize community based resources to enhance the academic learning environment of military school age children as they navigate the transitions unique to the military lifestyle. The School Liaison partners with the command staff, MCCS Marine and Family Services Division, and the local school community to address educational issues that involve Quantico’s military children. The School Liaison acts as the communication link between the installation, Marine and Family Service programs, the military family and the surrounding school districts. Transitional services include information and referral to ease the move from one educational setting to another. The School Liaison may further assist the military school age child by facilitation problem solving and providing education to the parents, schools and command so that they may better advocate for the needs of the military child.

The local schools benefit by having a direct contact person at Quantico who can help them understand the specific challenges military students experience and give them the necessary tools and support to help military children succeed in their academic environment. Lifelong Learning Education Center The Lifelong Learning Education Center supports all phases of off-duty education, from obtaining a GED to graduate degrees. The center is staffed with highly qualified counselors who offer guidance and assistance in all aspects of continuing education, financial aid, military transcripts, and Veterans Administration education benefits. The learning center is also a testing site for SAT, ACT, CLEP, Dantes, and all military classification tests. Currently, there are seven colleges/universities with on-base representatives available during daytime working hours. Exceptional Family Member Program The Exceptional Family Member Program is a mandatory enrollment program for active duty personnel who have authorized family members with diagnosed medical and/or educational conditions. The primary goal of the program is to ensure that military sponsors are assigned to locations where services exist to support their Exceptional Family Member (spouse, child, stepchild, adopted child, foster child, or a dependent parent) residing with the sponsor who may require special medical or educational services based upon a diagnosed physical, intellectual or emotional hardship. The program also provides a number of support services to include respite care, educational/informational forums on various topics specific to persons with disabilities, a support group, and volunteer network to families. Family Advocacy Program The Family Advocacy Program provides prevention, crisis intervention, and treatment services directed toward family violence and child abuse. The FAP focuses on interventions that prevent family violence and child abuse by addressing the risk factors, underlying causes, and effects of family violence on both adult and child victims. When abuse does occur, Family Advocacy concentrates on the safety of the victims, rehabilitative services for the offenders, and consultation with the commands. Services provided on an ongoing basis include stress and anger management, relationship and communication workshops, conflict management, 24-hour victim advocacy, individual counseling, domestic violence support groups and support groups for victims of abuse. FAP also offers marriage and family counseling services for individuals and couples, providing short-term counseling and other forms of intervention for coping with life’s daily stressors. In addition to counseling, we also offer information and referrals to other military and civilian resources and services. All services are kept confidential. FOCUS Project FOCUS provides resiliency training for military families facing the challenges of a family member’s deployment during wartime. FOCUS uses the family training techniques to highlight areas of strength and resilience in the family and promote family growth to help address current challenges. FOCUS provides structured activities to bridge gaps in shared family understanding that may follow stressful experiences and separations. Family members are taught skills to improve emotional regulation, problem solving goal setting and communication. Information and Referral The Information and Referral program links active duty, retired personnel and their families to a variety of services and programs provided by both military and civilian resources. A toll-free number is available for personnel on independent duty assignments, those families not living near a Marine Corps Base, and those in-transits in the Eastern United States. Legal Assistance Licensed attorneys certified by the Judge Advocate General of the Navy provide free legal assistance services to active duty members and their dependents, retirees, and reservists activated for thirty days or more. Services include: estate planning (wills, advance medical directives, powers of attorney); family law (separation, divorce, adoptions); consumer law (fair debt collection, credit reporting, landlord-tenant); immigration and naturalization; notary services; and seasonal income tax preparation. Family Readiness Program Family readiness is a combat multiplier; equally as important as individual, equipment, and combat readiness. It is the ability of the individual Marine and their family to successfully balance life, career, and mission events through active and reserve service and is supported by the enduring partnership between the unit's Family Readiness Command Team and Marine Corps Community Services. It is an obligation between the Corps, the Marine and their entire family. The individual Marine is responsible and accountable for his personal and family readiness. Lifestyle, Insights, Networking, Knowledge and Skills L.I.N.K.S. is a volunteer, team-mentoring program designed by Marine Corps spouses. The program offers an orientation to the Marine Corps lifestyle, helping spouses, Marines, children, teens, and parents/extended family members understand and adapt to the unique challenges military life often presents. Marine Corps Exchange The Quantico Main Exchange, Building 3500, Russell Road (near the back gate of Quantico) is co-located with the Commissary, making it accessible for convenient one-stop shopping. It is the second largest Marine Corps Exchange under one roof. It offers a wide range of merchandise, including clothing, toys, house wares, furniture, electronics, sporting goods and ‘value-priced’ items/brands. Through its “price match guarantee,” the Exchange will match current advertised prices from any local competitor. (Some restrictions apply, see store for details.) The primary source of medical care for Marine Corps Base is the Naval Health Clinic, Quantico, located at 3259 Catlin Ave., near Lejeune Hall, the Marine Corps Base headquarters. The clinic does not have emergency medical services available. Life threatening injuries and illnesses that require immediate treatment should be evaluated at the nearest emergency room, and can be accessed by dialing 911. If you are enrolled in TRICARE Prime you must call 877-TRICARE (874-2273) for authorization for acute out-of-the-area medical care.

Medical Care Dental Clinic The main dental clinic is located on the second floor in the south end of the Naval Health Clinic. Other clinics on base are located at The Basic School in the Ray Hall Medical/Dental Clinic and the Marine Corps Air Facility, Building 2100. Military personnel are provided complete dental services, although some specialty care may require referrals to other military or civilian clinics. Routine examinations, annual Deployment Health Screenings, Active Duty sick call services and records check-in/check-out are available daily from 7:30 to 11 a.m. and 12:30 to 2 p.m.Due to current military dental readiness and health requirements, family members and retirees are not routinely seen. Family members and retirees are encouraged to use their respective TRICARE Dental Plans for their dental health needs. Individuals with emergency dental problems requiring immediate attention on weekends, holidays or after 3:30 p.m. on normal workdays may receive treatment at Potomac or Mary Washington Hospital’s emergency rooms.

The mission of the clinic is to provide and coordinate health care and wellness services for active duty members to maximize readiness. The clinic provides services to all eligible beneficiaries who have enrolled in TRICARE Prime at NHCL Quantico. Normal operating hours for the clinic are 7:30 a.m. to 6 p.m., Monday through Friday with the exception of Thursday. Command training is conducted Thursdays from 1 to 4 p.m. The clinic has limited after-hours services Monday through Friday 4 to 6 p.m., Saturday and Sunday closed. The clinic has the following medical specialists: family practice, primary care, pediatrics, sports medicine, flight surgeon, internal medicine, mental health, optometry, occupational/preventive medicine, radiology, social services and physical therapy. Visiting physicians from the National Naval Medical Center, Bethesda, and other military treatment facilities provide specialty care on a limited basis in cardiology, pediatric urology, endocrinology, ENT, hematology and oncology, neurology, OB/GYN, occupational therapy, ophthalmology, dermatology, orthopedics, podiatry, prenatal care, pulmonary, and rheumatology. Navy-Marine Corps Relief Society The Navy-Marine Corps Relief Society is a private, non-profit emergency relief organization supported solely by donations from Navy and Marine Corps personnel. Its purpose is to provide temporary assistance to activeduty and retired Marines and sailors and their eligible family members in the form of interest-free loans and grants. Assistance can include funds for basic living expenses, car repairs, emergency travel, pay problems, medical and dental co-pay, funeral expenses, and other needs. The society also offers financial counseling and can suggest ways to reduce debt. Other services include budget for baby classes, layettes for newborns, visiting nurse services, and education loans and scholarships. The society relies on dedicated, trained volunteers from the community. Volunteers gain job skills and work in a friendly, rewarding environment. Volunteer mileage and childcare are paid. New Parent Support Program The New Parent Support Program is located on the lower level of Little Hall, building 2034 Barnett Ave. It is a team of licensed nurses and social workers who provide educational and support services to Marine Corps families who are expecting or have a child up to the age of six. NPSP teaches parents how to cope with stress, isolation, and the everyday demands of parenthood. Parenting classes, discipline classes, Mom’s Support Group, Play Mornings, and Baby Boot Camp are just some of the class offerings by NPSP. Personal Financial Management Program The Personal Readiness and Community Support Center has a full-time financial management specialist available to provide financial training, information and assistance to those in need of financial counseling or debt management. The financial management counselor is available to commands and other on-base groups for training in such topics as financial management, budgeting, buying a car/house and checkbook maintenance. Personal Readiness and Community Support Center The Personal Readiness and Community Support Center, located in the Religious/Family Services Annex, Building 3019, provides a variety of resources and services which support and enhance the quality of life for all active duty service members and families, retirees and their family members, and DOD and NAF civilian employees as appropriate. Quantico Thrift Shop The Quantico Thrift Shop is located in Building 3074 on South Street, near the Marine Corps University. It is the place for military families to purchase clothing, small household items, toys and books at nominal prices. Uniforms are also available at a fraction of their original cost, and sold "as is" or in serviceable condition. Only uniform items may be consigned and are accepted by appointment only. Religious Programs Marine Corps Base Quantico provides a comprehensive Command Religious Program for all eligible personnel in the surrounding communities. The Command Religious Program provides ministry by chaplains of various faith group backgrounds to Marine Corps Combat Development Center, Officer Candidates School, The Basic School, Headquarters and Service Battalion, Security Battalion and provides chaplain coverage to other units and commands on base. The chaplains are assisted by religious program specialists, creating Religious Ministry Teams, to provide access to the free exercise of religion for all. Located in Lejeune Hall, the Command Chaplain's office can assist in joining eligible personnel with the many active services on board the base, finding a local civilian faith group, or simply talking with a chaplain. United States Marine Corps Memorial Chapel The United States Marine Memorial Chapel, located near Lejeune Hall, a noteworthy landmark at Quantico. It was dedicated Nov. 10, 1957, to the memory of all Marines and their Navy comrades who have died in the service of their country. Shortly after the completion and dedication of the chapel, a voluntary fund drive was begun to install glass windows appropriate to the memorial nature of the chapel. Eighteen strikingly etched glass windows combine religious motifs with Marine Corps history scenes from 1775 to recent times. Another item of historical interest is the communion rail which was fashioned out of remnants of deck planking from eight battleships and cruisers that supported Marine Corps amphibious operations in World War II.
Relocation Assistance Program The Relocation Assistance Program provides base newcomers and personnel departing for new duty stations with base “Welcome Aboard� briefs, relocation workshops, and extensive information thru the Military HOMEFRONT website for military duty stations worldwide. RAP offers services designed to reduce the stress associated with living a mobile lifestyle. Sponsorship training and coordination is provided for unit commanders, and household items such as dishes, futons, portable cribs and car seats are available for short-term loan from the Lending Locker. Retired Activities Office The Retired Activities Office provides assistance to retired persons of all U.S. Armed Forces, their spouses and families, widows and widowers, in obtaining the benefits and entitlements earned through their many years of dedicated service to our country. Auto Hobby Skills Center Located at Building 2080, behind Pruitt-Hall Barracks, the Auto Hobby Skills Center provides assistance with repair, maintenance and instruction on automotive needs for Marines and their families. The shop offers the assistance of a certified mechanic and the equipment needed to repair and rebuild a personal vehicle as well as classes in preventive maintenance and repairs. The Auto Hobby Skills Center has a retail area stocked with oil, filters, and vehicle fluids. To get there,

Lunga Park is nestled along a 420-acre reservoir, located approximately 7.5 miles west of the south gate to Marine Corps Base Quantico on road MCB-4. The Marina is located in the town of Quantico at the east end of Potomac Avenue, in Building 25. The Marina has more than 100 slips, offering daytime, overnight and long-term berthing for boats up to 40 feet in length, most with electric hookups. It has restroom and shower facilities, a pump-out station, and a small resale service that sells oil, gas, ice and other boat supplies on site. The Quantico MCCS Athletic Program is located in Barber Physical Activities Center, Building 2073. The Athletic Program is designed to assist Marines in promoting morale and esprit de corps, while keeping physically fit and mentally alert, and to fulfill the leisure needs and interests of military personnel, their family members and eligible DOD civilians. The program provides recreational, informal, and competitive athletic activities. Varsity Sports Varsity teams compete in the Washington Area Military Athletic Conference as well as local civilian and military tournaments and leagues. Varsity teams also compete in the Marine Corps East Coast Regionals which can lead to higher levels of competition for Marine athletes such as Armed Forces Champion-ships, Olympics, national, and international events. Intramurals Intramurals provide opportunities for participation in a wide range of individual and dual sports for both men and women. The varsity sports teams participate in the Washington Area Military Athletic Conference and local military and civilian tournaments and leagues.

Quantico 50M Pool This Olympic-size pool for the whole family is adjacent to The Clubs at Quantico, just off of Dunlap Circle. The pool has both a low and high dive, waterslide, and a beach-entry wading pool.
Youth Sports provides a co-ed and inclusive (special needs children) recreational and instructional sports program that includes the sports of basketball, baseball, and soccer. Emphasis is placed on fair and equal play no matter the skill level, teaching teamwork, good sportsmanship, and improving skill level. All Youth Sport coaches are volunteers and must be certified under the National Youth Sports Coach Association. Training includes basic coaching, coaching children with disabilities (inclusion), and sport specific. The Youth Sports director and assistance director are both certified clinicians under the National Alliance for Youth Sports and teach training classes for coaches. All coaches are also required to undergo background checks. More than 100 volunteers participate in the

Barber Physical Activity Center The Barber Physical Activity Center is located across from the old power plant, in Building 2073, Barnett Avenue. Health Promotion The Semper Fit Health Promotion Center is located in the Barber Physical Activity Center, Building 2073, Barnett Avenue, which is staffed by both Navy medical and MCCS personnel. The Center offers various health and fitness screenings that can be used by a personal trainer or the dietitian to design specific programs meeting individual needs. The Semper Fit Center also provides educational classes and briefs to individual units for annual training and professional military education in support of the MCO on Semper Fit. MARINE CORPS COMBAT DEVELOPMENT COMMAND Headquartered in the General Raymond G. Davis Center at 3300 Russell Road, the Marine Corps Combat Development Command was created on Nov. 10, 1987, by the 28th commandant of the Marine Corps, Gen. P.X. Kelly. The command is comprised of the Marine Corps Warfighting Laboratory, the Capabilities Development Directorate (formerly the Expeditionary Force Development Center), and Training and Education Command. The MCCDC commanding general, as deputy commandant for Combat Development and Integration through the Capabilities Development Directorate, is the owner of the Expeditionary Force Development System. The EFDS process encompasses all activities and organizations required to produce, improve and sustain combat-ready Marine Air Ground Task Forces for deployment. Focusing on Service and Joint Operations, the EFDS process integrates combat development across all functional warfighting areas both internally to the Marine Corps, and externally in the Joint environment. Capabilities Development Directorate The Capabilities Development Directorate, MCCDC’s custodian of the Expeditionary Force Development System, is located in the General Raymond G. Davis Center. The CDD, responsible to the Deputy Commandant for Combat Development and Integration, is the integrating body that conducts combat development using the DOD capabilities-based planning process. In concert with Marine Corps advocates, proponents, MARFORs and the supporting establishment, the CDD ensures the fielding of all warfighting capabilities are integrated across the spectrum of doctrine, organization, training, materiel, leadership and education, personnel, and facilities. The EFDS is a formal system of processes, decision points, and functions that produce integrated capabilities, based on evolving and future warfighting concepts and capabilities, that provide identified required capabilities to the operating forces and combatant commanders. The CDD is comprised of seven Integration Divisions and the Total Force Structure Division.

MAGTF Integration Division The MID serves as the coordinating authority for integrating all Marine Corps combat development activities, across HQMC and the operating forces, as related to: Phases I and II of the Expeditionary Force Development System, doctrine development and maintenance, the Deliberate and Urgent Needs Processes, and management and maintenance of the Marine Corps Task List. Further, the MID leads all continuous process improvement activities within the Capabilities Development Directorate, to include management of the EFDS High Impact Core Value Stream.
Fires and Maneuver integration Division The Fires and Maneuver Integration Division’s mission is to integrate future and evolving air and ground concepts with identified capabilities, requirements, and supporting programs to synchronize Marine Corps initiatives and shape naval and joint initiatives within the JCIDS process. The FMID responsibilities include operational capability development for aviation, tactical mobility and counter mobility, infantry, special operations, fire support, armor, unmanned systems, and information operations.
Intelligence Integration Division The Intelligence Integration Division leads the identification and integration of near, mid, and farterm intelligence, surveillance, and reconnaissance (ISR) requirements for the support of Marine Air Ground Task Force, Joint, and Combined operations. This integration is achieved through coordination with other battlespace functional areas such as Fires and Maneuver. The division ensures Doctrine, Organization, Training, Materiel, Leadership and Education, personnel, and Facilities (DOTMLPF) solutions for requirements shortfalls represent a thorough analysis of the capabilities needed to provide timely, relevant, and tailored combat information and intelligence to commanders and staff. Also, the division represents the USMC intelligence community in USMC, other service, and joint forums in which intelligence concepts and requirements pertain.
Logistics Integration Division The LID’s mission is to integrate future and evolving logistics concepts with identified capabilities, requirements, doctrinal publications, and supporting programs to synchronize Marine Corps initiatives and shape naval and joint initiatives within the JCIDS process. This very broad combat support and combat service support functional area includes the following responsible areas: Transportation, supply, engineering, ammunition, medical/health systems support, and all echelons of ground and aviation maintenance. The LID’s items of interest include the mineresistant, ambush-proof family of vehicles, vehicle armoring, construction equipment, logistics vehicle system replacement, autonomic logistics, and health service support.
Command and Control Integration Division The C21D’s mission is to integrate future and evolving C2 and communication concepts, with fiscally informed capabilities, requirements, architecture development, and analysis of supporting programs, to synchronize Marine Corps initiatives and shape Naval and Joint initiatives in support of the warfighter within approved DOD processes. C2ID is divided into the following branches to support this mission: An Architectures Branch tasked with providing the operational architectures for all Marine Corps programs; a Capabilities Branch tasked with requirements generation, documentation, TAMCN management, and capabilities analysis; a Joint/External Integration Branch tasked with coordinating USMC C2 positions and integration in DOD forums; a Combat
Identification section tasked with coordinating Combat Identification issues for the USMC; a Command Element Secretariat section tasked with administrative support to the Deputy Commander for Combat Development and Integration in his role as the Command Element Advocate; and a Transition Task Force, chartered to work cross-functional C2 issues for the USMC. C2ID oversees a C2 capability portfolio of 36 C2 and network programs of record, 15 C2 doctrinal publications, C2 Table of Equipment Change Recommendations, and acts as the Information Management Officer proponent for the USMC.
Force Protection Integration Division The FPID’s mission is identify, develop, coordinate and integrate with the operating forces, supporting establishment commands and internal integration divisions for future MAGTF Force Protection operating concepts, capabilities, requirements and related material and non-material solutions that optimally support engagement in both conventional and irregular warfare. The FPID is comprised of four branches: the Integrated Air and Missile Defense IAMD Branch, the Explosive Hazards XHAZ Branch, the Chemical, Biological, Radiological, and Nuclear CBRN Defense Branch, and Ground Based Operational Surveillance System GBOSS Branch.
Total Forces Structure Division Total Force Structure Division, in conjunction with advocates, operating forces, and other Marine Corps agencies, develops and maintains the Marine Corps Force Structure, allocates resources to provide a balanced and capable force, and plans and implements future force structure changes in order to build capability-based organizations that accomplish the Marine Corps’ mission essential tasks fulfilling its Title 10 requirements.

Cyber Integration Division CYID serves as the CDD’s Cyberspace Operations Division on behalf of the DC CD&I. Within the Marine Corps, horizontal integration occurs across Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) and the six integration divisions, as applicable, within CDD. External to the Marine Corps, CYID affects coordination with the other Services and the Joint staff through participation in Integrated Process Teams, CJCS-directed working groups, and the staffing of draft requirement documents via the Knowledge Management /Decision Support Tool.
Personnel, Budget and Operations Division Personnel, Budget, and Operations Division. The mission of Personnel, Budget and Operations Division is to manage workflow and general business processes by providing the tools and services required in the conduct of daily operations for Capabilities Development Directorate. The division is comprised of six functional areas including personnel, finance, task management, contracts management, operations/administration, and information and technology.

Seabasing Integration Division The Seabasing Integration Division develops and promulgates future Marine Corps expeditionary (Amphibious, Pre-positioning, Crafts and Connectors) warfighting capabilities and requirements within the Naval Capabilities Development Process. Further, SID determines and informs associated required capabilities in the areas of doctrine, organization, training and education, equipment, and support facilities to ensure the Marine Corps is fully supported by the Navy ship building plan so that combat ready forces are capable of full participation in and support of expeditionary missions. SID’s focus areas include: amphibious lift requirements, future ship requirements, strategic lift, LHA (Replacement), LSD (Replacement), Maritime Prepositioning, Joint High Speed Vessel, LCAC (Replacement), Seabasing experimentation requirements and Naval Seabasing science and technology initiatives
Warfighting Laboratory The Marine Corps Warfighting Laboratory is at the center of current and future warfighting capabilities for the Marine Corps. MCWL is focused on the individual Marine rifleman and their efforts reflect both service-specific needs as well as Marine Corps contributions to the future Joint warfighting environment.
Operations Analysis Division The Operations Analysis Division is the Marine Corps focal point for operations research, analytic support and studies management. It provides critical support to the operating forces and the Expeditionary Force Development System by blending a comprehensive understanding of military operations with advanced analytic and decisionmaking tools, to include a wide range of computerbased models and combat simulations.
As part of the Marine Corps Combat Development Command, MCWL’s purpose is to improve current and future naval expeditionary warfare capabilities across the spectrum of conflict for the operating forces. MCWL does this through service and joint experimentation; evaluation of new tactics, techniques, procedures and technologies; and forwards results of experimentation to Marine Corps Systems Command with recommendations.
These tools are employed to assist the commanding general at MCCDC with his mission of creating and maintaining- combatready MAGTFs. The Operations Analysis Division’s primary mission is to assist the Marine Corps in making decisions about weapon systems, equipment acquisition and resource allocation. A continuous program of mission area analyses, formal studies, rapid response analytic efforts and the supervision of research projects fulfill this mission. The division provides combat analyst assessment teams for national emergencies and contingencies.
Located in Building 3255, Newlin Hall, MCWL is made up of seven divisions; Science & Technology Integration, GWOT Operations, Experiment, Technology, Wargaming, Joint Concept Development Experimentation and the Center for Emerging Threats and Opportunities. MCWL priorities are the response to urgent Universal Needs Statements, concept-based experimentation, and technology investigations.
The division is responsible for initiating, conducting or supervising all official Marine Corps studies, maintaining official Marine Corps scenarios, and participating in and reviewing the efforts of external activities such as the Office of the Secretary of Defense and the Joint Staff. TRAINING & EDUCATION COMMAND The mission of the Training and Education Command, located in Building 1019, is to develop, coordinate, resource, execute and evaluate training and education concepts, policies, plans and programs to ensure Marines are prepared to meet the challenges of present and future operational environments. TECOM has five major subordinate commands: Training Command, Education Command/Marine Corps University, MAGTF Training Command, MCRD Parris Island, and MCRD San Diego. Of these five, Training Command and Education Command are also located on MCB Quantico. TECOM has 22 Divisions or Centers, all located aboard MCB Quantico.

ATD advises and represents CG TECOM as the authoritative source for aviation training and readiness for Marine Aviation. MCCLL is the process owner for the Marine Corps lessons learned program. MCCLL collects and analyzes lessons learned information to produce and disseminate reports and recommendations to assist Marines at all levels. MCCLL focuses on tactics, techniques and procedures of immediate importance to the operating forces, and on identifying gaps and recommending solutions across DOTMLPF for the Marine Corps.
Center for Advanced Operational Culture Learning As the central Marine Corps agency for operational culture, CAOCL ensures that we are a force of Marines-globally prepared, regionally focused- fully capable of effectively navigating the cultural complexities of the 21st century operating environments in support of assigned missions and requirements. CAOCL’s mission is to promote an understanding of cultural issues and ensure warfighters grasp culture as a component of operational planning.
Formal Schools Training Division FSTD coordinates the planning, scheduling, executing, tracking, and reporting of training requirements across the entire USMC formal training and education continuum. The purposes underlying this mission are to provide combat-capable Marines to the operating forces, sustain combat readiness, and facilitate continuing education of the force.
Range and Training Area Management Division RTAM is the Executive Agent for Ranges and Training Areas and was established to draw on the expertise necessary throughout the Marine Corps to establish policy and plans for range matters common to all locations. Recent developments with respect to encroachment, safety, legal matters, weapons development, environmental issues, and inadequate investment demonstrate the need for the Marine Corps to speak with a single voice to protect and modernize our valuable training sites.
Marine Corps Junior ROTC Division The MCJROTC provides a program that instills in students in secondary educational institutions the values of citizenship, service to the United States, personal responsibility, sense of accomplishment and leadership.
College of Distance Education & Training CDET designs, develops, delivers, evaluates, manages and resources distance learning programs and products across the Marine Corps Training and Education Continuum in order to increase operational readiness.
MAGTF Training Simulations Division
Training Command is responsible for the 12 formal Marine Corps schools and 42 Marine detachments at other service locations around the United States. Training Command analyzes, develops, publishes, reviews, and revises individual training standards, mission performance standards, core competencies, training and readiness manuals; reviews and approves formal courses of instruction to obtain, coordinate, adjudicate and publish the Marine Corps’ formal school training requirements; provides technical guidance, instruction, and assistance for planning and designing formal courses of instruction; and provides a single point of contact linkage to other services on all issues pertaining to interservice formal school house training. TRNGCMD has four subordinate units aboard MCB Quantico. They are listed below along with a brief description.
Officer Candidates School OCS, located on Brown Field, has been at Quantico since 1935. The school annually trains, evaluates and screens more than 2,500 officer candidates to ensure that they possess the moral, intellectual and physical qualities for commissioning and the leadership potential to serve successfully as company-grade officers in the operating forces.
The Basic School TBS is located at Camp Barrett. Each year the school educates more than 1,700 newly commissioned or appointed officers in the high standards of professional knowledge, esprit de corps and leadership required to prepare them for duty as company grade officers in the operating forces with particular emphasis on the duties, responsibilities and warfighting skills required of a rifle platoon commander. TBS also conducts the Infantry Officer Course to provide additional infantry skill training for officers in preparation for duty as platoon commanders of rifle, weapons, anti-armor, heavy machine guns and mortar platoons within an infantry battalion and as platoon commanders within a light armored reconnaissance battalion.
Weapons Training Battalion WTBn schedules, coordinates and executes rifle and pistol qualifications for newly commissioned Marine officers going through TBS, as well as requalification for all Quantico Marines. The battalion, located in Building 27211, provides facilities and training for reserve units, Marine Corps Security Guard Battalion and numerous other organizations. Training and range support is also provided to federal agencies such as the Federal Bureau of Investigation, Drug Enforcement Agency and the Bureau of Alcohol, Tobacco and Firearms as well as numerous state and local law enforcement agencies.
MTSD identifies, develops, and coordinates the integration of MAGTF training modeling and simulation requirements and sponsors non-standard ground virtual and constructive training simulations in order to provide accredited training systems to the Total Force.
Weapons Training Battalion is the parent organization of the Marine Corps Shooting Teams, encompassing the rifle, pistol, and international teams.

Comm School is a Formal Learning Center located in Edson Hall. Established at Quantico on 1 June 1944, Comm School graduates students who are well prepared to confront complex tactical and operational-level, communications challenges across all elements of the MAGTF.

EDCOM and the Marine Corps University are synonymous. EDCOM develops, delivers, and evaluates professional military education and training through resident and distance education programs to prepare leaders to meet the challenges of the national security environment. EDCOM also runs the History and Museum Division and the General Alfred M. Gray Marine Corps Research Center. Additionally, EDCOM hosts the Commanders Course and Senior Leadership Development Program.
Also in Breckinridge Hall, the School of Advanced Warfighting provides a graduate-level professional military education for select field grade officers of the Marine Corps, other U.S. services, and selected foreign countries. The goal of SAW is to enhance officers’ operational-level decision making skills so they can contribute more effectively to the nation’s armed forces in meeting the demands of the future.

Marine Corps War College The Marine Corps War College educates selected senior officers and civilians for decision-making during war and military operations other than war in a joint, interagency, and multinational environment. Graduates are prepared to assume senior leadership positions of increasing complexity through the study of national military strategy, theater strategy and plans, and military support to those strategies within the context of national security policies, decision-making, objectives and resources.
Command and Staff College The Command and Staff College, located in Breckinridge Hall, provides field grade officers of the Marine Corps, other U.S. services, and officers from designated foreign countries the intermediate level professional military education required to function in command and staff assignments with joint, combined, service and other high-level military organizations. Emphasis is on duties with MAGTFs at the Marine expeditionary force level operating in a joint and/or combined environment.
Expeditionary Warfare School EWS was established at Quantico in 1921 and resides in Geiger Hall. The present nine-month school provides career-level professional military education with emphasis on combined arms operations, warfighting skills, tactical decision-making, and MAGTFs in amphibious operations. The school prepares Marine captains to function as commanders and staff officers at appropriate levels within the operating forces.
Staff Noncommissioned Officer Academy The Staff Noncommissioned Officer Academy, headquartered at the main campus, was established in February 1971. The academy offers noncommissioned and staff noncommissioned officers the requisite professional military education leadership training that enhances their professional qualifications in preparation for assuming duties of greater responsibility. The Quantico-based academy is specifically dedicated to the validation of all enlisted PME for all academies located at Camp Pendleton, Calif.; Camp Lejeune, N.C.; Twentynine Palms, Calif.; Kaneohe Bay, Hawaii; and Camp Butler, Okinawa, Japan.

MARINE CORPS NATIONAL CAPITAL REGION COMMAND Marine Corps National Capital Region Command was established to facilitate consolidation of base support functions, to provide anti-terrorism and force protection coordination for the Marine Corps in the NCR and to coordinate emergency response with DOD, federal, state, and local authorities in the region. MCNCRC is commanded by the Commanding General of the Marine Corps Combat Development Command. He has delegated day-to-day responsibility for mission assurance and contingency planning to the deputy MCNCRC, who is also dual-hatted as the Commander, Marine Corps Base Quantico. As a Supporting Establishment Command in support of Marine Forces NORTHCOM (MARFORNORTH), CG MCNCRC, coordinates a regional Mission Assurance program for the protection of USMC personnel, assets and infrastructure located in the National Capital Region. The MCNCRC Mission Assurance program includes Antiterrorism, Critical Infrastructure Protection, CBRNE Protection, Threat Analysis, Physical Security, Emergency Management and Contingency Plans. As the USMC service component to JFHQ-NCR, CG MCNCRC (as COMMARFORNCR), will receive forces apportioned for NCR land homeland defense and defense support to civil authorities, support joint planning
efforts, establish liaison with USMC commanders in the NCR joint operating area, and coordinate joint planning process activities with the Commandant of the Marine Corps planners; Commander, Marine Forces Command; and Commander, Marine Forces North. The command also conducts joint training and exercises associated with JFHQ-NCR in support of land homeland defense and defense support of civil authorities. Upon receipt of a Secretary of Defense Execute Order, CG MCNCRC will receive Marine Corps forces to conduct land homeland defense and defense support of civil authorities in the NCR Joint Operating Area. CG MCNCRC coordinates USMC support to numerous national level special events, and National Special Security Events to include the quadrennial Presidential Inauguration, the annual State Of The Union Address, and Presidential State Funerals. Additionally, in the event of a terrorist attack or significant natural disaster in the NCR, MCNCRC Marines could find themselves directly involved in assisting first responders, assisting in coordinating regional emergency responses, and providing critical infrastructure protection, as well as providing installations as staging points in support of disaster operations.

MARINE CORPS BASE QUANTICO Marine Corps Base Quantico is home to the Marine Corps Combat Development Command and numerous tenant organizations. The base staff provides infrastructure, operational, and community services support to these organizations and to the military members, families, and civilians who live and work on base. The base is also a key player in support of overall Marine Corps objectives and programs, and plays host to scores of training events, conferences, symposia, and other special events. website: www.quantico.usmc.mil.
Headquarters and Service Battalion
The administrative, legal and disbursing support of nearly 4,000 Marines is managed at battalion level by real-time links to Headquarters Marine Corps and the Defense Finance and Accounting Service in Kansas City, Mo. The billeting and subsistence functions, as well as scheduling, administering and documenting military training, Marine battle skills training, and professional military education, are performed by the officers and enlisted Marines and civilians in the battalion headquarters and company offices. Additionally, HQSVC Bn. staff provide general and personnel administrative support and focused logistics support for a multitude of events throughout the National Capital Region.
On Oct. 1, 1980, Headquarters Battalion and Support Battalion were combined to form Headquarters and Service Battalion. It is currently the parent command for nearly 60 percent of the personnel assigned aboard Quantico, and is the largest battalion in the Marine Corps. The battalion commander is located in Building 2006.
The five organic companies of the battalion are Headquarters Company, Operations Company, Service Company, Training and Education Company, and Tenant Activities Company. Security Battalion Security Battalion, Building 2043, is comprised of the Provost Marshal's Office, Brig and Fire Department. The Provost Marshal is responsible for law enforcement aboard Quantico. Security Battalion provides the personnel to staff the law enforcement needs and the Brig aboard Quantico, as well as personnel who provide administrative, logistical and training support for the battalion. Military police and criminal investigations sections of the battalion provide a full range of police support including: preventing and suppressing crime; investigating criminal offenses and traffic accidents; apprehending offenders; registering privately owned vehicles, pets and weapons; and traffic control. The battalion also conducts physical security surveys and operates the Brig. Base MPs work closely with Town of Quantico law enforcement officers and with both county and state police. The base Fire Department provides firefighting, first responder emergency medical and hazardous materials spill response, tactical rescue, and fire prevention. Community Relations Marine Corps Base Quantico is comprised of more than 6,700 military personnel, 6,900 civilians, and 2,500 family members. This large and diverse population has a tremendous impact on the surrounding towns and counties, which requires a comprehensive community relations program. The purpose of community relations is to develop mutually beneficial relationships between the base and local communities. Our primary tool used for accomplishing this mission is the Civilian-Military Council. The council, composed of civic leaders from the surrounding towns and counties as well as base officials, meets quarterly to address pertinent issues. A large part of our community relations program involves educating the public about the Marine Corps and the base. This mission is usually accomplished in two ways. Marines participate in the community through several outreach programs, and occasionally, the public is invited to various events on the base. Each year Marines take the Corps to the community. The Quantico Adopt-ASchool program provides sustained outreach to schools in the surrounding communities through mentoring and participation in special events. Marines, sailors and civilians also donate their time to participate in local “career days.” The speakers’ bureau is another tool at the commanding general’s disposal to expand the communities’ understanding of the Corps.
Quantico Marine Band The Quantico Marine Band has achieved and maintains an enviable record of professionalism, delighting thousands of listeners in hundreds of performances throughout the northeastern United States and Canada. The Quantico Marine Band performs in a variety of ceremonial and concert appearances on military installations and in public. The Quantico Marine Band maintains the capability to perform as a marching band, concert band, stage band, or small musical ensembles. Past appearances of the band include activities for the Marine Corps Marathon, Fort Ligonier Days in Ligonier, Pa., and the Virginia International Tattoo in Norfolk, Va.
Marine Corps Marathon Quantico is home to the Marine Corps Marathon Office, which has the responsibility of organizing one of the Corps’ premier events. The Marine Corps Marathon, often referred to as “The People’s Marathon,” begins and ends near the Marine Corps War Memorial in Arlington the fourth Sunday in October. The 26.2-mile road race attracts more than 30,000 participants as well as 100,000 spectators. Marine Corps Operational Test and Evaluation Activity Title 10 of the U.S. Code specifies that the military services must conduct initial operational testing for major defense acquisition programs. Accordingly, the Marine Corps Operational Test & Evaluation Activity is tasked with supporting the Marine Corps Acquisition Process by conducting an Operational Test and Evaluation of all new equipment for the Corps. Simply put, MCOTEA is responsible for ensuring that all new equipment introduced into the Marine Corps team works properly, helping the Corps continue to be the elite fighting force it has always been. It is our goal to guarantee that the equipment in the hands of each Marine is the best it can be through "fair and objective operational test and evaluation." Every piece of gear, from the boots on our feet and the weapons in our hands, to complicated radar equipment, is evaluated to ensure that it is both operationally effective and operationally suitable. The end result is a piece of gear that works like it is supposed to, when it is supposed to in combat. MCOTEA conducts an OT&E only when a system is certified safe and ready for test. This assures the safety of the Marines on the test team

and makes sure that the equipment is truly ready to be subjected to the rigors of an operational test. There are two instances in which we test: prior to production, called an Initial OT&E and after fielding, called a Follow-On OT&E. Equipment is tested by Marine Forces Marines in specially-designed operational scenarios as close to actual combat situations as possible. Many times, gear is tested in several different environments to ensure its suitability, including temperate, desert, jungle and arctic terrain. Tests are based on the requirements and mission profile of the gear. Marines for the test are selected based upon their MOS, their experience in that field or with similar equipment and the assets their unit has to support our test. Their experience and feedback during the test process provides the basis for the equipment's success or failure. It is usually individual Marines who identify a need to be met which leads to a piece of gear being researched for acquisition. In turn, it is individual Marines providing qualitative opinions on the Marine Corps' answer to a need which will judge the combat effectiveness of that same piece of gear before it goes to the Marine Forces. In all our tests we strive to keep in mind whom the gear is for: the individual warriors of the Marine Forces. MCOTEA will be the Marine Corps leader in all aspects of realistic operational test and evaluation of material system capabilities throughout a material system's life cycle. Our highly trained, professional workforce will be a voice for the Operating Force Marine, enabling informed decision making, and ensuring always that our test reports accurately and objectively describe what we know and don't know about the Operational Effectiveness and Suitability of the material solution we evaluate. Marine Corps Network Operations & Security Command The mission of the Marine Corps Network Operations and Security Center is to direct global network operations and defense of the Marine Corps Enterprise Network and provides technical leadership to facilitate seamless information exchange in support of Marine and Joint Forces operating worldwide. The MCNOSC is the Corps’ enterprise network operations center and serves as the Marine component to U.S. Strategic Command’s Joint Task Force for Global Network Operations. The MCNOSC is responsible for operations involving all aspects of the Marine Corps Enterprise Network. The MCEN provides the Corps with connectivity to defend network and mainframe services essential for accomplishing every day tasks. From the MCNOSC Operations Center, personnel monitor network operations 24x7 through an array of strategically positioned sensors to ensure the availability and security of the network. The Operations Center monitors three major areas of the MCEN: threats and vulnerabilities, Information Technology systems status and performance and Joint and USMC deployed operations. The MCNOSC is also the Marine Corps’ point guard in the implementation of the DOD/JTFGNO NetOps Concept of Operations, the “way ahead” for future DOD Network Operations.

MCIA provides Headquarters, Marine Corps; Marine Corps components; and others with threat assessments, estimates, and intelligence for service planning and decision making; intelligence support for doctrine and force structure development, systems, and equipment acquisition; war-gaming; and training and education. MCIA supports operating force requirements for predeployment planning, training, and exercises. MCIA provides intelligence support to the acquisition community as well. The primary customers for intelligence support to acquisitions are the Marine Corps Combat Development Command and Marine Corps Systems Command both located here on Quantico. MCIA is fully integrated into the Department of Defense Intelligence Analysis Program. Through this program, MCIA is poised to provide expeditionary warfare intelligence to support any national, theater, or operational command in the U.S. Armed Forces. Thus, MCIA and its reserve production elements support not only the Marine Corps, but also defense planners, defense and national security policymakers, decision makers, theater commanders, and operational warfighters. MCIA focuses its efforts on the Marine Corps supporting establishment and fulfilling its service-level responsibilities to the Department of Defense Intelligence Community. The Global War on Terrorism blurred the distinction between established boundaries of national decision making and military operations. Regardless, senior policymakers often require significantly different intelligence than military consumers. MCIA supports both national and military customers. Some of these efforts include route and hydrology studies; reach-back services, liaison officer deployments; coordination of support from multiple, national-level intelligence organizations; and tailored products with specific mission focus for requirements satisfaction. MCIA provides critical intelligence support giving Marine forces a tactical advantage on the battlefield. The Marine Corps Intelligence Activity includes three subordinate commands. They are, the Marine Cryptologic Support Battalion, the Production and Analysis Company, and the Counterintelligence/Human Intelligence Support Company. The Marine Cryptologic Support Battalion provides trained, deployable Marines to conduct signals intelligence and information assurance activities supporting the Marine Air-Ground Task Force, naval, and national level missions. The Battalion maintains operational and administrative control of SIGINT Marines at various National Security Agency sites around the world and provides operational surge capabilities through specific, short-term, general support to the operating forces. Marine Corps Intelligence Activity The Marine Corps Intelligence Activity is the Marine Corps only service-level intelligence center. Although having Marines stationed in locations worldwide, MCIA is primarily located at Quantico, Virginia and Fort Meade and Suitland, Maryland. MCIA’s mission is complex despite its relatively small workforce and the level of tailoring and adaptation required for its products is substantial. MCIA is unique among service production centers as a large percentage of MCIA’s effort supports the operating force. MCIA strives to tailor its intelligence production toward specific operational needs. It produces more than 25 different types of intelligence products and services. MCIA leverages the analysis and analysts of other national or defense intelligence agencies or organizations, as needed,

Joint Non-Lethal Weapons Directorate Since 1996, the Joint Non-Lethal Weapons Program has been overseeing the research and development of non-lethal weapons and stimulating nonlethal requirements. The JNLWP makes program recommendations to the Services regarding fielding of non-lethal weapons and assists in the development of training programs. The Joint Non-Lethal Weapons Directorate, Bldg. 3097, manages the day-to-day operations of the program. The Commandant of the Marine Corps serves as the Executive Agent for the DOD’s Non-Lethal Weapons Program. The Department of Defense defines non-lethal weapons as “weapons, devices and munitions that are explicitly designed and primarily employed to incapacitate targeted personnel or materiel immediately, while minimizing fatalities, permanent injury to personnel and undesired damage to property in the target area or environment. Non-lethal weapons are intended to have reversible effects on personnel and materiel.”

Marine Corps Embassy Security Group The Marine Corps Embassy Security Group is located in Marshall Hall, Building 2007. Selected Marines are trained at the Marine Security Guard School and processed for duty overseas under the operational control of the Department of State as Marine Security Guards. These Marines serve at 149 embassies and consulates around the world.

Delta Company 4th Light Armored Reconnaissance Battalion Company D, 4th Light Armored Reconnaissance Battalion is located at Camp Upshur, Quantico. The unit consists of approximately 136 enlisted Reserve Marines and five reserve Marine officers with medical support provided by 10 reserve Navy corpsmen. USMC Non-appropriated Fund Audit Service Northeast Region The Marine Corps Non-appropriated Fund Audit Service, Northeast Region, is located in Building 3099. The mission of MCNAFAS is to provide the commandant of the Marine Corps, commanding general/officer, staff agencies, and non-appropriated fund managers with independent, objective and constructive appraisals of the management, accounting, operations, and related functions of their non-appropriated fund activities. Naval Criminal Investigative Service The Naval Criminal Investigative Service is the primary criminal investigative and counterintelligence agency worldwide for the Department of the Navy. The Naval Criminal Investigative Service conducts all investigations of felonies that occur on base or are base related. In an age of rapidly advancing technology, the protection of classified naval information from unauthorized disclosure is vital to national security, as is the safeguarding of naval material from damage or destruction. The role of the Naval Criminal Investigative Service in this regard is a dual one: to assist the Navy and Marine Corps in protecting their assets and to apprehend those who would allow them to be compromised.

Marine Helicopter Squadron 1 Marine Helicopter Squadron 1 was established in 1947 at Quantico to pioneer an entirely new concept in air operations: to evaluate and test in coordination with the Landing Force Development Center the theory of transporting Marines to a battle zone by helicopter. From this early mission, the Operational Test and Evaluation Department of HMX-1 has evolved into the operational test activity for new helicopter systems and products destined for the Fleet Marine Force. The main complex has more than 900 resident students, a conference center, classroom building, library, auditorium, Forensic Science Research and Training Center, gymnasium, dining room facility, Marine Corps exchange store and United States post office. Drug Enforcement Administration The Drug Enforcement Administration Office of Training has been located at Quantico since 1985. Both the domestic training and the international training sections are located at the DEA Training Academy in the FBI Academy complex. The DEA Clandestine Laboratory Unit is located at Camp Upshur. The office of training formulates and administers DEA policy pertaining to domestic and international training needs in drug law enforcement. The office of training’s international training section consists of three teams of instructors whose mission is to travel around the world providing drug law enforcement training to DEA’s foreign law enforcement counterparts.
Marine Corps Association The Marine Corps Association is located in Building 715, near the Town of Quantico. The association publishes the Marine Corps Gazette and Leatherneck, and sponsors an extensive awards program, which recognizes high professional achievement throughout the Corps’ schools and professional courses of instruction. The MCA operates a walk-in and mail order book service. It also markets professional items of interest such as posters, uniform prints, Marine Corps and national flags, and calling cards. Established July 15, 2009, the MCIOC will ensure the establishment of IO capabilities throughout the Marine Corps, integrate IO into Marine Corps Operating Concepts, and directly support Marine Forces during all phases of operations. Quantico National Cemetery is located on land that was part of the U.S. Marine Corps training base adjacent to Quantico in Prince William County, Va. The land has been used by the military for over 200 years. First, around 1775 by the Commonwealth of Virginia for Navy operations, and later, as a blockade point for the Confederate army during the Civil War. In 1918 a permanent Marine base was established at Quantico. The Marine Corps Schools, a forerunner of the Marine Corps

Development and Education Command, was created there in 1921. Since 1941, the focus of the base has been individual education rather than unit training. The Army of Northern Virginia launched its final offensive on that morning. However, by 10 a.m., General Lee knew he had lost the war. Grant and Lee met in the McLean House parlor and agreed to terms which ended the war at 3 p.m. that day. This 1,347 acre national park has many sights to offer, including the restored parlor where the two generals met, a confederate cemetery, and the Appomattox Court House Building.
