Combined Federal Campaign Kickoffs at NSF Dahlgren

Combined Federal Campaign is beginning at Naval Support Facility Dahlgren. The campaign, which began Sept. 1, offers federal employees and military members the opportunity to donate to thousands of pre-screened charities that provide services locally, nationally and internationally. The campaign, managed by the Office of Personnel Management, will run until mid-December. The 2013 campaign will offer donors a new option - donations may be made through myPay electronically versus the traditional pledge card. Local keyworkers are completing training and will be able to provide guidance to all potential donors regarding the new procedure. Donors may continue to make a one-time cash or check donation, or can donate by payroll deduction over the course of the calendar year. Donors may designate funds to as many charities as they choose. In an effort to bring Combined Federal Campaign to more employees at Dahlgren, multiple kickoff events will be offered around the base. The week of Oct. 7 will be Dahlgren CFC week plan to attend any and all kickoff events! Enjoy lots of activities, and every event will include charities that participate in the Potomac CFC

Dahlgren and Indian Youth Centers’ middle school age children and chaperones participated in the Washington Redskins Play 60 Challenge Kick-Off at Joint Base Andrews on Sept. 26. The Redskins Play 60 Challenge is a program for the 10 local military youth programs (all services) to get active for at least 60 minutes a day. A total of 84 children and 13 adults from Naval District Washington joined the kick-off together with children from the other services. Fourteen children from Dahlgren and 13 from Indian Head Youth Centers enjoyed the various activities led by current Redskins players, alumni and staff, who demonstrated that getting active is easy and fun. The Navy Youth Programs and each military service received $5,000 to implement the Play 60 Challenge at their installations.

National Fire Prevention Week October 6 - 12 Prevent Kitchen Fires

The most dangerous appliance in your kitchen is the stove. However, the stove itself is not the problem. The danger comes from the combination of an open cooking flame, or red-hot electric burner, combined with carelessness, bad habits or inadequate fire prevention knowledge. In partnering with this year’s National Fire Protection Association’s annual fire safety campaign, the Naval District Washington Fire & Emergency Services offers the following Cooking fire information and safety tips. Cooking fires have been the leading cause of all reported home fires and home fire injuries in the United States since 1990. Believe it or not, unattended cooking is the leading cause of these fires with two-thirds of home cooking fires beginning with the ignition of materials including food, cooking oil, fat or grease. Here are some more unbelievable statistics about cooking fires; • Cooking caused two of every five (42%) of reported home fires, roughly one of every seven minutes (15% ) home fire deaths, and two of every five (37% ) home fire injuries, and 11% of direct property damage

from home fires in 2010. • Ranges accounted for the 58% of home cooking fire incidents. Ovens accounted for 16%. • Children under five face a higher risk of non-fire burns associated with cooking than being burned in a cooking fire. • 90% of burns associated with cooking equipment resulted from contact with hot equipment or some other non-fire source.

Cooking Safety

• NEVER leave anything stovetop cooking unattended. This is especially true if you are cooking using any of the following methods: - Frying - Broiling - Grilling • Have a “Kid Free Zone” around the stove.(3 feet) • Be sure to have an oversized lid handy to smother a pan fire. By simply placing the lid over the top of the fire and turning the burner off, it will go out. • When you are using your oven, check on the food often. • Keep your stove clean and free of any grease build up, including the vent areas .

Jerry Decker, Logistics director for Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division’s (NSWC IHEODTD) EOD Department, received the Navy Superior Civilian Service Award from NSWC IHEODTD Commanding Officer Capt. Thomas Smith during an awards presentation ceremony at the Division’s South Campus auditorium, Sept. 19. Decker received recognition for implementing a new business model that increased the availability of operational robots used by Defense Department EOD forces worldwide from 25 percent to 95 percent. The model combined Item Unique Identification (IUID), Supply Chain Management Software, and Passive Radio Frequency Identification technology to create a warehouse system automatically track inventory. “Jerry has provided vision and superior leadership to our logistics efforts in support of EOD warfighters from all services,” said Smith. “The cost effective implementation of IUID by EOD is being used as a role model for the rest of the Navy.” Decker retired from the Navy as a chief petty officer in August 1996, and began work at then Naval Explosive Ordnance Disposal Technology Division as a supporting contractor in December 2003.

Child Find at Dahlgren School

Children that reside in base housing at NSF Dahlgren are eligible for the Child Find program, sponsored by Dahlgren School. Second Tour Thrift Store Open

Starting in October, the Second Tour Thrift Store will be open from 12:30 - 3 p.m. every Thursday. The store currently has some great Halloween costumes and lots of fall and winter items available. Second Tour accepts donations of gently used items at their store on Sampson Road next to the USO. All proceeds from sales at Second Tour are donated to charities in the Dahlgren/King George and surrounding communities, and provide scholarship funds to dependents of military personnel that are or were stationed on Dahlgren. Military Affairs Council Tours Dahlgren By Gary Wagner Select mission activities on Naval Support Facility (NSF) Dahlgren were highlighted on a tour of the installation for members of the Fredericksburg Regional Chamber of Commerce’s Military Affairs Council on Sept. 25. The half-day visit by over 50 members of the council opened with refreshments at the University of Mary Washington’s Dahlgren Campus. Capt. Peter Nette, commanding officer for Naval Support Activity South Potomac, briefed the attendees on current missions and In outlining a number of current challenges and opportunities affecting the future of the base, Capt. Nette profiled military construction projects recently completed and underway to enhance mission capabilities on the installation or improve quality of life services. Projects have included an expansion of facilities for the Aegis Ballistic Missile Defense program, as well as a laser system development laboratory and electromagnetic research and engineering facility for NSWCDD, along with a new child development center. Nette also updated the group on current Navy ini-

Peter Nette addresses the Military Affairs Council. tiatives with the community, to include a cooperative effort underway with Dominion Virginia Power to site a new substation on NSF Dahlgren as part of the construction of a new highpower transmission line that will serve both the installation and northeastern King George County. He reported on the status of the Environmental Impact Statement (EIS) recorded by NSWCDD to evaluate impacts of current and future activities on NSF Dahlgren’s test ranges for the next 10 to 15 years. Nette took a few moments to explain range operations and growing work with high-energy lasers, unmanned vehicle testing among other activities cov-

ered by the EIS. Initiated in 2011, public comment on the study concluded late last year, and a final record of decision is expected by this fall. Nette outlined the progress made at NSF Dahlgren in the cleanup of hazardous waste sites on the installation, and Navy’s effort to provide regular updates to the community on environmental restoration efforts, which to date have amounted to an expenditure of $76 million to remediate 68 of 77 sites identified for cleanup. He also described the compatible use planning initiative — known as a Joint Land Use Study —just begun between Navy and local jurisdictions as a comprehensive approach to

prevent encroachment that may adversely affect the military’s ability to perform its mission at Dahlgren. With funding through the Department of Defense, King George County has agreed to conduct the JLUS with NSF Dahlgren as a joint planning initiative to pursue healthy, compatible development on the base and in the community. Primarily because of the expansive reach of the Potomac River Test Range in the region, additional jurisdictions that are participating in the study include Westmoreland County and Colonial Beach in Virginia, along with Charles County and St. Mary’s County in Maryland. Following the briefing at UMW’s Dahlgren Campus, the group boarded buses for the tour on NSF Dahlgren. Aegis Training and Readiness Center offered a look at some of the laboratories used to train sailors and officers as part of a ship’s combat systems team prior to their deployment to individual ships equipped with the Aegis Combat System. Naval Surface Warfare Center Dahlgren Division also hosted tours for council members at the Potomac River Test Range, the Integrated Warfare Systems Laboratory and the Directed Energy Program facility.

NSWCDD honors civilian Defense Medal recipients Rear Adm. Lawrence Creevy, Naval Surface Warfare Center Commander, joined Naval Surface Warfare Center Dahlgren Division (NSWCDD) Commander Capt. Michael Smith and NSWCDD Acting Technical Director Stuart Koch honor 13 recipients of the Secretary of Defense Medal for the Global War on Terrorism (GWOT) at a ceremony held at Dahlgren Sept. 25. The Secretary of Defense GWOT Medal was presented to the awardees - all NSWC Dahlgren employees - to rec-

ognize and honor their contributions and accomplishments in direct support of the armed forces engaged in operations to combat terrorism. “Without our civilian Sailors, we would have no Navy systems or ships,” said Creevy, linking the dedication of the Dahlgren GWOT award recipients to civilians working in the Navy Yard. Creevy, Smith and Koch joined the awardees and all in attendance for a moment of silence to reflect and honor the victims of shootings at the Naval Sea Systems Command

headquarters. The admiral recounted the acts of bravery amid the chaos, stressing the importance of each individual employed by Navy. “Today’s honorees understand the importance of involving warfighters and obtaining their operational perspective, and were willing to step out of the safe labs into harm’s way,” said Smith. “All of us at NSWC Dahlgren Division are particularly proud of our Global War on Terrorism Award recipients, who by their example inspire us all. Their dedication reminds us

that what we do makes a difference on a daily basis to the men and women who wear the uniform of the United States military.” The medal - the civilian equivalent of the GWOT Expeditionary Medal - was created to recognize and honor the contributions and accomplishments of the Defense Department’s civilian workforce in direct support of members of the armed forces engaged in operations

Fire: Tips for preventing house fires and escaping safely if one does occur Continued from page 2

• If a food catches fire in a pot or pan, turn the burner off and use a pot lid to smother the fire. • Never store things in or on your stove. Keep the areas free of dishtowels, food packages and anything else that is combustible. • Do not wear loose clothing, or clothing with long, loose sleeves, while you are cooking. This type of clothing can catch fire easily. • If you experience and oven fire, leave the door closed and turn off the oven. By opening the door you could introduce air to whatever is burning making the fire larger.

Grease Fires

• A grease fire ignites and spreads very quickly. • Never put water on grease or electrical fires. Putting water on a grease fire can cause it to splash and spread. • Use the following methods to put out a grease fire: - Smother the fire with a pan lid. - A metal lid is preferred since a glass lid may crack or break from the high temperature of the fire. - Smother the fire with baking soda. Many people keep a box of baking soda next to their stove in case of a grease fire. - Although the chemicals will contaminate your food and the kitchen area, a dry chemical fire extinguisher will put out a grease fire.

The reality is that when fire strikes, your home could be

engulfed in smoke and flames in just a matter of a few minutes and your chances of escape reduced drastically. Should this happen, do you and your family know two ways out of your home. It is important to have and practice a home fire escape plan that prepares your family to think fast and get out quickly when the smoke alarm sounds. What if your first escape route is blocked by smoke or flames, would you know how to get out? That’s why having an escape plan and knowing two ways out is such a key part of your plan. This year’s National Fire Prevention Association theme, “Have 2 Ways Out!”, focuses on the importance of fire escape planning and practice. • According to an NFPA survey, only one-third of Americans have both developed and practiced a home fire escape plan. • Almost three-quarters of Americans do have an escape plan; however, less than half actually practiced it. One-third of Americans households who made and estimate they thought they would have at least six minutes before a fire in their home would become life threatening. Often times the actual time is reduced to just a couple of minutes.

Smoke Alarms

Almost two-thirds (62%) of reported home fire deaths resulted from fires in homes with no smoke alarms or no working smoke alarms. Here are some tips about installing and maintaining residential smoke alarms. • Install smoke alarm in every bedroom, outside each

separate sleeping area and on every level of the home, including the basement. • Interconnect all smoke alarms throughout the home so when one sounds, they all sound. • Be sure to replace smoke alarms every 10 years in accordance with the manufacture’s recommendations. All replaced alarms must have a 10 year sealed battery back system). • Be sure to test your smoke alarms weekly in accordance with the manufacturer’s recommendations. • Working smoke alarms improve your chances of surviving a fire in your home by 50% and are an inexpensive device to ensure you and your family’s safety. • Smoke alarms that include a recordable voice announcement in addition to the usual alarm sound, may be helpful in waking children through the use of a familiar voice. • Smoke alarms are available for people who are deaf or hard of hearing. These devices use strobe lights. Vibration devices can be added to these alarms • Smoke alarms are an important part of a home fire escape plan. As a reminder, the Naval District Washington Fire & Emergency Services provides fire extinguisher training, evacuation drills and Fire/Life Safety presentations to all Commands and Tenant Commands to include those who live on our Installations. Community Notes Household Hazardous Waste Collection on Oct. 5

The Charles County Department of Public Works would like to remind citizens that the next household hazardous waste collection for this year will be held on Saturday, Oct. 5. The household hazardous waste collection site is located in the parking lot of the Department of Public Works building, located at 10430 Audie Lane, off of Radio Station Road in La Plata. Collection hours are 9 a.m. - 3 p.m. Items accepted free of charge include: pesticides, herbicides, fertilizer, gasoline, oil-based paint, cleaning supplies, pool chemicals, batteries, expired prescription drugs, fluorescent lights, mercury thermometers, and other poisons found in the home. Please remember to mark any container that does not have a readable, original label. Unacceptable materials include bio-medical waste (sharps, needles, anything with bodily fluids) and ammunition. Used motor oil, anti-freeze, propane tanks, and batteries are accepted on a regular basis at various collection sites. Latex paint is not considered hazardous waste and can be placed in your household trash as long as it is solidified. This can be accomplished by adding kitty litter, shredded paper, or sawdust to the liquid latex paint to aid in drying it out. Household hazardous waste collection will occur on the first Saturday of each month through December. Upcoming 2013 collection dates are: Oct. 5, Nov. 2, and Dec. 7. Winter Youth, Pee Wee Sports Registration Open

Girls’ basketball is new this year to the winter Pee Wee sports lineup! Also, Pee Wee sports include: co-ed soccer, and co-ed basketball. Co-ed soccer is open to four year olds, co-ed basketball open to five and six year olds, and girls’ basketball open to five and six year olds (as of Sept. 1, 2013). Pee Wee sports registration fee is $65 but you can save $15 if you register by Saturday Oct, 12. The registration deadline is Saturday, Oct. 26. Winter youth sports are co-ed and girls’ basketball, coed indoor soccer, and select basketball. Co-ed basketball is available from seven to 17 year olds, girls’ basketball from nine to 14 year olds, and co-ed indoor soccer from five to 16 year olds (as of Sept. 1, 2013). Cycle for Food, Farms, and Fun at the Crop Hop

Register today for the 2013 Crop Hop - a cycling tour of Southern Maryland farms, to be held Sat., Oct. 19 in historic and picturesque Charles County. This event is hosted by the Southern Maryland Agricultural Development Commission and the Charles County Board of Commissioners. The Crop Hop highlights the connection between local farms, fresh food, and good nutrition while raising money for the Southern Maryland Food Bank. All rides begin and end at Gilbert Run Park (13140 Charles Street, Charlotte Hall). Riders cycle to local farm stops to experience farm tours, interact with farmers, and enjoy locally-sourced snacks. This year’s routes include: the Silo Century (62 miles) for serious riders, the Harvest Hop (33 miles), the Barnstormer (15 miles), the Barnstormer Lite (for those less inclined to ride the hilly terrain), and the Sprout Route (an in-park family ride). Farm stops include turkeys, cattle, horses, goats, produce, agritourism, and more. The Sprout Route features a three-mile in-park walk and ride with stops highlighting rabbits, goats, dogs, seed planting, and exercise. After the ride, cyclists will enjoy a locally-sourced picnic lunch at Gilbert Run Park, complete with entertainment and educational opportunities including farm animal demonstrations, Cornelia and Couch Potato skits, fitness activities, and other fun, educational activities. The cost per rider ranges from $20-$60. Riders registering before Monday, Sept. 30 are guaranteed a complementary lunch and event T-shirt. Non-cyclists and community members are welcome to join the festivities at Gilbert Run Park. Join us for the picnic lunch from 11:30 a.m. - 2 p.m. Cost for lunch is $10 per adult and $5 per child (aged six and under). Profits from this event will go to the Southern Maryland Food Bank to purchase fresh food for hungry families.
