THE HISTORY OF BALTIMORE IS A CITY BUILT ON THE GROWTH OF MARITIME TRADE. WITH THE DECLINE OF INDUSTRIALISM, PRIME WATERFRONT PROPERTY HAS BEEN ABANDONED. AS PART OF THE BALTIMORE WATERFRONT RESTORATION INITIATIVE, THE CITY HAS DEVELOPED A PROGRAM TO PROMOTE REVITALIZATION ALONG THE ALONG THE PATAPSCO RIVER FOR A MORE LIVABLE CITY. AS PART OF THIS PROGRAM, THE FOCUS OF THIS PROJECT HAS BEEN ON THE REVITALIZATION OF TIDE POINT. LOCATED ON THE LOCUST POINT PENINSULA, THIS SITE PRIMARILY ENCOMPASSES THE EXISTING CARGILL MOLASSES STORAGE TANKS. FROM THIS SITE, THREE MAJOR DETERRENTS HAVE BEEN IDENTIFIED: 1) INDUSTRIAL TRAINS BISECTING THE COMMUNITY FROM THE WATERFRONT, 2) EXISTING SILOS THAT OBSTRUCT THE WATERFRONT, 3) AND A DETERIORATING WATER-EDGE CONDITION. TO MAKE THIS SITE MORE ACCESSIBLE: 1) PEDESTRIAN AND AUTOMOBILE TRAFFIC WILL BE LEFT UNOBSTRUCTED BY TRENCHING LOCOMOTIVE TRAFFIC BELOW GRADE, 2) SILOS WILL BE CONVERTED INTO CONTEMPORARY, GARDEN HENGES, 3) AND THE WATER-EDGE WILL BE REINFORCED WITH NEW RIP-RAP AND ARTIFICIAL WETLANDS. WITH THE REDEVELOPMENT OF TIDE POINT, IN ORDER TO BETTER ATTRACT PEOPLE THROUGHOUT ALL PERIODS OF THE DAY IT WAS DEEMED NECESSARY TO CREATE A SITE SPECIFIC MIXED-RESIDENTIAL BUILDING. THE FORM OF THE BUILDING—THOUGH A CONTEMPORARY BREAK FROM ADJACENT CONTEXT—WOULD CORRELATE TO THE REPURPOSED SILO DESIGNS BY RETAINING THE FOOTPRINT OF THE FORMER SILO. WHILE THE EXISTING SILO’S ENVELOPE WOULD BE PULLED OFF, THE SPECULATIVE STRUCTURE WOULD BE RETAINED FOR ADAPTATION AND REINFORCEMENT. IN PLACE OF THE REMOVED ENVELOPE, NEW CLADDING WOULD BE INSTALLED TO VISUALLY CORRELATE TO THE FORMER SILO WHILE PROTRUSIONS AND DETAILS WOULD CONTRAST. THREE SECTIONS WERE REMOVED FROM THE VOLUME, HIGHLIGHTING PRIMARY EGRESS THROUGH THE BUILDING. TO PROVIDE A HEALTHIER ENVIRONMENT, THE CORE OF THE BUILDING WAS LEFT EXPOSED TO THE ELEMENTS FOR A PUBLIC INTERIOR GARDEN, WHILE THE ROOFTOP WOULD BE RESERVED FOR PRIVATE RESIDENT GARDENS. LEFT UNTOUCHED FROM THE EXISTING SITE WAS AN INTERESTING TECHNOLOGICAL FEATURE THAT HAS SINCE LOST ITS PURPOSE, A PORT GANTRY. WHAT WAS ONCE USED FOR LOADING AND UNLOADING INDUSTRIAL FREIGHTERS AND TANKERS, NOW SITS IDLE AND LIKE OTHER OUTDATED PIECES OF EQUIPMENT LEFT FOR DECAY. LIKE THE PORT GANTRY, TECHNOLOGY RISES AND FALLS AT AN EXPONENTIALLY GROWING RATE, AND WITH EACH TECHNOLOGICAL ITERATION KNOWLEDGE ABOUT THE FUNCTIONALITY AND PURPOSE CAN BE LOST FROM EACH GENERATION. IT IS THE INTENT FOR THIS CIVIC BUILDING TO ENGAGE PATRONS WITH TECHNOLOGICAL INNOVATIONS FROM THE PAST, UTILIZING TECHNOLOGY OF THE PRESENT, AND INTEGRATING SPECULATIVE TECHNOLOGY OF THE FUTURE. THE DESIGN IS BASED UPON AN ENLARGED PORT GANTRY, AND WILL HOUSE THE TWO MAJOR FUNCTIONS OF THIS VENUE. INCLUDING A HOLOGRAPHIC IMAGERY POD THAT PROVIDES A TRUE 360° VISUAL PROJECTION, AND A MULTISTORIED, FLEXIBLE PROGRAM GANTRY ROOM. COLLAGE

WITH THE DECLINE OF INDUSTRIALISM, THE REMNANTS OF A BYGONE ERA HAVE FALLEN INTO DISARRAY. LIKE MOST NEGLECTED SITES, THE PROCESSES OF EROSION AND DETERIORATION DESTROY BUILT STRUCTURES WHILE OVERGROWN VEGETATION BEGINS TO CONSUME ALL. LIKE VEGETATION THRIVING IN THE RUINS OF MAN, IT WAS THE INTENT OF THE NEW OBSERVATION TOWER TO IMITATE THE FORM OF FLORA. ITS TRANSLUCENT ENVELOPE PROVIDES THE OPPORTUNE CONDITIONS FOR A GREENHOUSE GARDEN, AND ITS ORGANIC FORM MIMICS THAT OF A MOON FLOWER. DURING THE DAY IT LOOKS LIKE A CLOSED FLOWER, BUT AT NIGHT IT IS ILLUMINATED ACTING AS A BEACON OF HOPE FOR ALL NEARBY. SITUATED ON A FORMER SILO CLOSESTS TO THE PATAPSCO RIVER, THE OBSERVATORY BENEFITS FROM NEAR 360° VIEWS OF LOCUST POINT AS FAR DOWN AS FORT MCHENRY, TO THE COMMUNITIES LIKE CANTON AND FELL’S POINT ON THE OPPOSITE SHORE, AND AS FAR UP TO THE INNER HARBOR. DURING THE SPRING SEMESTER OF 2015, FIELD OBSERVATIONS AND SKETCHES WERE PERFORMED ALONG A PLANNED URBAN SPACE, MT. VERNON PLACE, IN BALTIMORE, MD. ATTENTION TO THE URBAN SPACE WAS DEVELOPED INCREMENTALLY, STARTING SMALL FROM OBSERVING A TINY COMPONENT LIKE A TYPICAL ROW-HOUSE, THEN PROGRESSIVELY EXPANDING THAT FOCUS TO THE ENTIRETY OF MT. VERNON. IT WAS DURING THE SEVERAL WEEKS OF INTERMITTENT OBSERVATION THAT A PECULIAR TREND WAS NOTICED BETWEEN THE CORRELATION OF WELL-PLANNED URBAN SPACES AND SOCIOECONOMIC WEALTH. SIMPLE BUILDINGS LIKE A ROW-HOUSE WERE MUCH LARGER AND MORE ELABORATE IN DETAIL THAN THEIR FORMER COUNTERPARTS THE CLOSER THEY WERE DEVELOPED NEAR A PLANNED SPACE, AND IN SOME INSTANCES WERE A CON GLO ME R ATI O N OF M UL TIPL E ROW-HOUSES. IT WAS FROM THESE OBSERVATIONS OF MT. VERNON THAT REAFFIRMED THE NOTION THAT PLANNED SPACES ATTRACTS ECONOMIC WEALTH AND DEVELOPMENT. NAAB SPC: A.1, A.3, A.4, A.7, A.8
