FROM THE EDITOR You are living through a pandemic, and now you are worried that you are living through the start of world war 3… all the while just trying to make ends meet and pay back all the people who helped you get into debt. The world is in crisis once again, but you can be sure that the bank still wants its cut, come month end. Well, it is clear that people who live in Ukraine are in for tough times. Interestingly, Russia has made moves like this before in the Crimea, and after a bit of pushing and pulling between the east and west (or in this case the far North and others in the South) things quieted down again. In fact, it gives politicians (and the UN) the chance to sue for renewed peace and security and to then look like heroes. Time will tell, but we are already seeing how it is hitting us in the wallet. Stock markets, predictably, get shaken up, people start to buy gold again and with natural gas deals falling apart (to ‘punish’ Russia) the demand for oil in the EU surges. Additional demand in turn means higher prices for you and I, all the way on the other side of the planet. It is a good thing the Government didn’t add to the fuel levy since prices are going to jump. Perhaps allowing staff to work from home (cutting out the commute) is the new way to give an increase? So, the question is: have you got too much month at the end of your money? If so, you are not alone. With prices going up it is getting harder and harder for everyone to make ends meet. At the same time, we know you have not had a giant salary increase so; it means you
are going to have to lift your game. This month’s issue we focus on two areas (1) making a plan for your money and (2) learning to shop like a pro. Even governments make budgets, and try to stick to them, you should be doing the same. If you find budgeting a challenge, then be sure to check out the article in this issue. MORE ARRESTS IN VBS LOOTING SCANDAL Reportedly around R2 Billion was looted from the VBS Mutual Bank. It is taking a long time but arrests are following. So far 25 different people have been charged with 100 different offences. During February 2022, 2 new arrests were made. One of them being a Mayor who ‘allegedly’ got handed the keys to a sweet new R630 000 Jeep Cherokee by those seeking to bribe officials into illegally banking with VBS.
R350 GRANT LIFELINE EXTENDED During the 2022 State of the Nation Address, President Cyril Tamaphosa announced that the R350 Social Relief of Distress Grant would stay in place for the remainder of 2022, much to many people’s great relief. So far over 10 Million people under severe financial distress have been able to access the grant monthly.
PETROL PRICES SKYROCKETING The situation in Ukraine has been pushing the Brent Crude Oil Barrel price up for a while now and SA consumers are about to get hit with a massive jump in prices once more. Unleaded Petrol will go up by R1.23 (93) and R1.24 (95) putting unleaded at R21.12 /litre and R21.38 respectively. Diesel drivers will be hardest hit by a big R1.37/litre jump putting the price per litre at R19.44. Illuminating Paraffin will also go up by R1.31. Reportedly price hikes in fuel costs during 2021 contributed to an 8.6% rise in the cost of food across the country.
DEBT COUNSELLORS ASSOCIATION OF SA BEGIN IN PERSON MEETINGS DCASA will be holding in person meetings in 5 provinces across South Africa in the months ahead. The regional meetings will give members an opportunity to catch up on industry developments and also appoint representatives to the DCASA National Executive Committee. The first region to hold meetings will be KZN on the 4th of March followed by the Western Cape on the 15th. YOUR GROCERIES DO COST MORE Unemployment rates are high, prices are higher and inflation is on a massive upward trend. Just driving to the shops costs more than it did, as petrol prices continue to increase, almost monthly. In 2021 alone, food prices went up by over 9% in just 12 months. Those living on minimum wage earn around R3,650 a month. On average, they have to spend R1,350 on transport and R730 on electricity. Even if there are multiple earners in a household, the current Pietermaritzburg Economic Justice and Dignity Group ‘average’ shopping basket for a household adds up to R4,401.02. There are on average 3 or 4 people in each home in SA. Stats also show that, despite the occasional salary increase, those who enter debt review find that they have less and less money for essentials (like groceries) each year. These consumers are effectively losing, on average, about 5% verse inflation each year. Over a 5-year debt review plan, consumers are having to cut their living expenses for food, communication, transport and rented accommodation by 25% by year 5.
That’s a lot of pressure on both those in debt review and outside the process trying to cope with their crushing debt. It seems that every cent matters these days. So, how can you shop for less? We have put together top tips to help you save when you head to the shops.

SHOP FOR THE RIGHT THING,
AT THE RIGHT SHOP It is possible to be swayed by advertising and brand consciousness. When shopping on a tight budget, it is better to shop according to where you will get the best prices for items. It may not always be where you expect, so take a few moments every now and then to compare the price of regular items you buy at different shops, you may be surprised. Different shops run different specials on different days, or even times. If you are shopping daily or weekly, you should keep an eye out for these specials. Many shopping centres have different shop brands in the same area, so you can decide where to buy specific items, without too much extra effort.

FIND IT AT THE
FARMERS MARKET Farmers markets are a great way to buy from local farmers or food producers directly, cutting out the middle man. If you do have a farmers market in your area (or similar venders) then you may be able to go shopping right at the very end of the day just before closing time, and grab a few discounts. Some larger grocers often mark down the price of stock that has reached its sell-bydate.

BUYING IN BULK IS NOT ALWAYS BEST You may have heard buying in bulk will save you lots. This can be true, but is dependent on a few things. Do you or will you soon need the item? Are you able to easily store the item, will it last? Are you just buying it because of the bulk price, even though you won’t actually use that quantity? If so, rather leave it. But beware, always check the ‘per unit’ price. Unscrupulous retailers will sometimes charge more but make you think you’re getting a good deal.

PLAN AHEAD This cannot be overstated. If you do not ‘plan the shop’ you cannot ‘shop the plan’. You will end up with additional items you do not need, and perhaps cannot really afford. This will blow your shopping budget out the water.

You need to know how much you are going to spend on food each month. It should be in your budget, and you should try stick to it. Some people even do a quick running cost on their phone’s calculator as they walk through the shop, so they know if they are within the budget.

ONLINE INSTEAD? Impulse buying is greatly reduced when shopping for specific items online, or via a shop’s app. You have to enter specific items into the search bar and this means you are not being led into temptation. There will be a small delivery charge, but could save yourself both time (and risk these days) as well as the added cost of impulse shopping.

CHECK FOR COUPONS Some shops offer coupons and loyalty points. Don’t let them trick you into buying what you don’t need, but at the same time, why not rack up some loyalty points when it works in your favour? One day you may be able to redeem them when the coffers are running low.

BUY WHAT’S IN SEASON It is generally cheaper to buy seasonal produce than to purchase the same fruit or vegetable in the off-season. You may love avos, but if you try buy them at the wrong time of year, you may need a quick cash loans to pay for a pack of two. Rather buy items when they are in season and the prices are lower.

Always be sure to check out the shop brand or ‘no name’ brand items. Their prices are often very competitive and the item may even be identical to the branded one sitting right next to it, just in different packaging.

PRE PACKED ITEMS You may find, that pre packed and pre washed or pre sliced or crumbed items cost more than buying loose items. You are trading time at home for convenience. Compare the prices and consider taking just a few extra minutes to wash or slice the veggies yourself. Next time you are at the petrol station, and tempted to buy that loaf of bread for R1000 and that 2 Litre Coke for a Bijillion Rand…Stop! When you are paying for convenience, you are paying a lot extra.

AVOID ITEMS AT
EYE LEVEL ON THE SHELVES Marketing people know we are inherently lazy, and when shopping we tend to buy items that are at eye level on the shelves. Surprise, surprise these items tend to be the most expensive ones. This is the shop version of first page results on Google. So, look up, look down and save.

DON’T FORGET TO
BRING A BAG Why pay for packets when you can bring your own. The amounts are small (and you may occasionally need plastic packet for use at home) but why not save the planet and your pocket at the same time?

TIME TO SAVE! Dinner is defined as your biggest meal of the day. In SA we often use it interchangeably with supper. These days, that may not always be possible when shopping on a tight budget. Why not try smaller or simpler suppers, a few times a week? Maybe sandwiches, a big salad, breakfast for dinner or pancakes. Keep it simple and easy, no need for Sunday roast every evening. Rethinking supper could save you both time and money.

Have a day where you specifically try to use up items in your fridge, consider making it part of your weekly routing. It may lead to some fascinating combinations that make Jamie Oliver proud. Give your pantry cupboard the same treatment, and use that can of beans that’s been sitting there for a while.

LEFTOVERS FOR LUNCH Many people make a little extra for dinner, with the plan to use one of the ingredients or some leftovers for lunch the next day. Taking your own lunch to work can help you avoid having to buy something expensive. If you can save R50 twice a week that’s R400 a month and R4,800 a year.

You do not have to use every single tip in this article to save on your shopping. You may find some of the tips only work some of the time, and others not at all. If, however, you are able to make a few changes to how you eat and how you shop, you will find that, over time, the savings do add up. You may be able to beat your own grocery budget goals and have a little something extra to set aside for emergencies or to spend on other essentials around the house. PANDEMIC Pandemic fatigue is a very real thing. It can move people to be less cautious than before, and take risks they never would have considered a year ago. It can also lead to a lack of motivation, poor sleep habits, feeling stressed by simple tasks and being just plain irritable. Many who are experiencing ‘Pandemic Fatigue’ say they have trouble concentrating and many feel hopeless or aimless. Pandemic Fatigue combined with slowly lowering Covid-19 restrictions can lead to exposing yourself, or others to unnecessary risk. You may be eager to return to doing things you did in the past, exactly how you did them in the past, and it can unfortunately put you in harm’s way. As governments begin to lower restrictions, they are really hoping that people will use common sense, and be cautious when dealing with the Covid-19 risk. Some people may however take it as a signal to return to normal, instead of a call for greater personal responsibility. We are all just so very tired of this pandemic and the restrictions. Feeling ‘pandemic fatigue’ is totally normal.

BUT DON’T GET SOCIALLY CUT OFF Even though physically distanced from friends and family, do not become isolated. Being isolated is really not good for your mental health. Be sure to call, Facetime, Zoom or chat to your family and friends often. ’Zoom fatigue’ is also a real thing, but do not hold back from using any and all means to get in touch with your friends and loved ones regularly.

Fresh air, clean hands and good sanitary practices are key. These steps as well as regularly washing your hands are some of the simplest and most effective ways to reduce the risk of transmission.

So, continue to be cautious and take simple precautions to help others stay safe whenever possible.

These days there are many apps and trackers than can help you keep an eye on your money. Rather than just spend without knowing what your obligations really are, planning ahead can help you avoid getting deeper and deeper into debt. The idea is for your income and expenses (plus debts) to balance, or even to have some money left over to save at the end of each month. DEBT REVIEW BUDGETING For most people, their budget is worked out by taking what they earn and then looking at what they need to spend each month. They may also decide how much to put onto their different credit cards, and which credit providers to pay this month. For those in debt review, a monthly budget works slightly differently. Since your debt repayment amount is set in stone, (through the court order) it then comes down to 2 moving parts. Your income (which will probably stay the same most of the time) and your monthly expenses.
Once your Debt Counsellor has helped you make a better budget, and the court has ordered how much of your income will go towards debt repayments, you will have a set monthly figure for all your needs. You then need to ensure that you stick to this figure.

A GOOD BUDGET INCLUDES

When making a money plan, you should also include something each month to be saved towards annual expenses. This is because if you do not have access to credit, you cannot cushion sudden expenses by using a credit card or overdraft. Things like an insurance excess, appliance repair or car service are pricey. You must plan ahead to ensure you have something available when these costs come up.

Statistics show that those who are in debt review for many years have a tough time sticking to their original budget amount. This means it’s necessary to make adjustments to balance your income with ever increasing expenses. A budget is not a static thing.

SPEECH
This month, the Minister of Finance, Enoch Godongwana (who replaced Tito Mboweni in August 2021) gave the annual budget speech. The speech outlines some of the key areas where the Government will be focusing their spending over the next year (and outlines spending in years to come). Here are some of the other highlights and lowlights.

INCOME:
Government received an extra R200 Billion in revenue (a lot of that from the mining sector). This extra income will now be used to pay down debt and also help cover the R350 emergency grant, as well as additional help for students. Government income comes from taxes, including taxes on income. This year an attempt has been made to offer some tax relief to both consumers and businesses. • VAT remains unchanged. • The fuel levy remains unchanged. • The Road Accident Fund Levy remains unchanged. • Sin Taxes are going up (4.5% - 6%). A can of beer will now cost an extra 11 c and a pack of cigarettes an extra R1.03. • Sugar tax goes up by 4.5%.
• Business tax will actually drop for the first time since 2008, by 1% (to 27%). Incentives to promote hiring young people are also being expanded with the hopes of helping more youth get employed. Personal tax brackets have been shifted in line with inflation, which will prevent people from having to pay much more tax than last year. • You will only need to pay personal tax if you earn more than R7,600 a month.

PLANNED SPENDING Debts take up a huge portion of spending. Nearly 20c of every Rand brought in, in taxes, goes directly to servicing debt. This is the fastest growing area of the budget. It takes R301 billion just to keep the creditors at bay, scary! Social wage spending (including grants) makes up about 60% of the rest of the budget. Old age and disability grants will increase by 5% and child support grants will increase by 4.3%. Government plan to spend more money over the next 3 years on building the infrastructure. This will help spread government spending into the private sector and help promote future growth. Building and upgrading dams will be a big part of this plan, as climate change begins to really hit home. SASRIA had R32 billion in claims from the July “days of shame” riots and looting. So Government has allocated R22 billion to SASRIA to make sure it has the legally required funds on hand. SEO’s (like Denel and Eskom) received some tough love, and have only been drip-fed a tiny bit of extra cash.
Eskom, in particular, came under fire as the Finance Minister asked why available energy has dropped from 78.7% (of what is needed) in 2017 down to 61.8% in 2021. He suggested Eskom sell some assets, and come up with a realistic plan to keep the lights on. A decision was made to push back implementation of phase 2 carbon tax by 3 years. Phase 1 incentives and rebates will now stay in place till the end of 2025. Denel have been struggling to pay salaries and have a backlog of debt to employees of R636 million. They owe suppliers R900 million. Denel will get R3 billion in order to be able to make ends meet and stay afloat. SA is still spending more than they earn by around 6% (so relies on credit) should be able to reduce that to 4.8% next year.

In particular, government’s wage bill – which it hopes will not rise for the next two years – will return to growth in line with CPI. This could be a problem however if unions continue to pressure for bigger increases. 1.3 million People are employed by the state, and it is intended that they will only receive a 1.8% annual increase over the next 3 years. This might not work out, only time and court cases will tell.

IS FUN Ok, we lied, it isn’t fun. But it can be really helpful to ensure that you stick within your means, and not spending more than you can afford, is the best type of fun. So, if you have a bad feeling about how much you are spending, then you definitely need to make up a budget. It can be a simple one that you slap together in 5 minutes to get a general idea of your spending, or it can be very detailed and accurate one, it’s up to you. The most important budget you make is your next one.

THE 2022 DEBT REVIEW AWARDS
WILL I BE CONSIDERED IN THE DEBT REVIEW AWARDS THIS YEAR? Each year, the Debt Review Awards Peer Review process helps to identify those Debt Counsellors who credit providers feel are doing a great job and those credit providers that Debt Counsellors feel are providing excellent help to consumers. This is done via an online Peer Review process. The process starts each year with simple reviews (How is X doing? Good/Average/Poor) and then over time becomes more and more in-depth. In the final phases of the reviews, participants are asked to provide very detailed breakdowns into the smallest aspects of the company or individual considered.
WHO IS ELIGIBLE TO BE CONSIDERED FOR THE DEBT REVIEW AWARDS EACH YEAR? The National Credit Regulator (NCR) has an online database of registered Debt Counsellors and Credit Providers (and PDAs). This database forms the foundation of the process with all those currently registered with the NCR eligible. The NCR also has a database of contact information for each registrant. These are the contact details initially used for the peer review process. Later in the process a subsidiary database of candidate submitted contact details is used to supplement those addresses. Also, at different times during the year various industry bodies help send out messages to their members, to ensure all get a chance to weigh in on the process if they so wish. Candidates are considered in various size and type categories to try ensure a fair set of comparisons among those considered. That way (for example) a single Debt Counsellor operating a boutique practice is not compared with a big group of several Debt Counsellors who work together, helping thousands of consumers nationally. The credit providers, PDAs and Debt Counsellors who receive the highest combined ratings each year, in each category, are announced during the Annual Debt Review Awards event.

REINHARD PETTENBURGER DCASA PRESIDENT
Debtfree Magazine got to chat with the new President of DCASA, Reinhard Pettenburger and get his thoughts on the future of the industry. Reinhard is a well-known, hard-working Debt Counsellor who has been in the industry since ‘day 1’ back in 2007. He works with several Debt Counsellors and a great, experienced support team and practices under the brand Debt Therapy, with headquarters in Cape Town. Debt Therapy have taken home a Golden Piggy Bank Award at the Debt Review Awards and have consistently been recognized by their
peers as being one of the top performing debt counselling practices every year. Reinhard has always been actively pushing the industry to new heights, better standards and is even currently piloting programs with schools as well as industry players, such as credit bureaus, to source new clients for Debt Counsellors. Serving on the NEC at DCASA requires a willingness to help association members by using your own precious time and resources for everyone’s benefit. Reinhard is now stepping up to take over the DCASA presidency as Mr. Russel Dickerson’s time in the post has come to a close. We got to ask about how he feels consumers are doing, and where things are going.
What has changed with clients who are now applying for help, compared to 2007? In 2007, consumers were taking out credit that they simply could not afford to pay back. These days, with the ongoing inflation and salaries remaining unchanged, many formerly financially stable clients have had little choice but to look to debt review as a solution. The pressure these families are experiencing has a further knock-on effect, resulting in clients experiencing marital problems; it’s really a vicious cycle.

Do you feel the debt review process is working? As you know, there are numerous challenges in the debt review space. However, there are millions of people in this country that could really benefit from making use of the Debt Review program. So, the answer is: Yes it is. The trick is to make sure you use a reputable Debt Counsellor. I would suggest that any person looking to go under debt review to do their homework first. One of the easiest ways is to go onto HelloPeter.com, type in the name of the company or person they are dealing with, and read the reviews.
How has the Pandemic hit debt review clients and their success through the process? Unfortunately with the ongoing Pandemic, we have seen many clients forced to work reduced hours or losing their gainful employment completely, this results in their being unable to maintain their Debt Review payments, and sadly being terminated by their creditors. We are fighting for them but it is tough.
So, Mr President any big plans for the association this year? Yes in fact I do. We are currently running a small pilot project with one of the credit bureaus and 3 other NEC members. Should this be a success, it will be rolled out to all full DCASA members. This will give them access to qualified leads at a very low cost. In order to join the
program, the DC will be fully vetted by DCASA to ensure we only take on Debt Counsellors that maintain the high standards we expect from our members. There will be additional clauses to ensure that once they have been accepted into the program, they can be suspended from the group with immediate effect. We want to ensure that DCASA becomes a name that the public can trust and rely on. We hope to be in a position to even offer potential clients a money back guarantee in the event that one of our members fails the client.
What advice do you have for cash strapped consumers who are in financial trouble? First, you must prepare a monthly budget to fall in line with your income, and stick to it. If you are unable to do this, it’s a clear sign that you need to visit a Debt Counsellor. Next all consumers should try put away a small percentage of your income every month, for the inevitable emergencies that you are going to face. Then try simple things like keeping an eye out for specials or making your own lunches.
What advice do you have for consumers already in debt review? You really must stick to your payment plan. If for any reason you even think you are going to be unable to make your monthly payment, contact your Debt Counsellor immediately as they need to inform your creditors, and make a plan to ensure you remain under Debt Review. Communication is vital!

What do you see ahead for the industry as a whole? That’s a tough question, I do believe there is a genuine need for Debt Counselling in South Africa. What we need to focus on for now, is to help educate those wishing to come under debt review to be aware of SCAMS and the common pitfalls of Debt Counselling. CIF is working, but the progress is slow and I would like to see how best we can speed up the process. One of my ideas is to get in contact with the heads of the various Debt Review Departments, and thrash out some ideas before we go into theses CIF meetings.
Talking about CIF, do you feel mandatory annual reviews will result in CPs accepting lower installments over a longer time period? No, I do not believe this will be the case, as it is clear to me that the CPs are pushing this agenda with a view to consumers increasing their monthly installments. It is an ongoing project.
What would you like to see improved in the process or industry? We need to work together to try remove all the Debt Review scams out there, like those who falsely promise to get you out of debt review for a fee. We need to help all consumers to understand the Debt Review process. This will make more people feel confident to enter the process, which is good for everyone.
