THE RESEARCH IN NUMBERS DeEP is a two-years research project started in May 2012. The main aim is to measure/evaluate the effects that design policies have on firms and production systems. DeEP is co-funded by the European Commission as part of the European Design Innovation Initiative, and is coordinated by Politecnico di Milano. The research involves 7 European partners with more than thirty-five staff members, and has reached almost thirty-thousand stakeholders to disseminate activities and deliverables.

WHY DESIGN POLICIES
Design is becoming a strategic lever for innovation policies in Europe. Together with innovation, it is feeding the sustainable development of private and public sectors for increasing competitiveness, growth and jobs. DeEP – Design in European Policies wants to mainstream design and an evaluation culture into European Innovation Policies. This stands on multiple souls: the link between design and innovation, the awareness around design policies, and the reinforcement of a policy evaluation culture. As part of this, the forecast scenario envisions tools to orienteer policy makers in their future tasks, helping them understand the potential of design in business innovation. DeEP envisions an open, shared, transparent, generative policy evaluation system for design policies. This is the overarching challenge driving an exciting research journey that will ultimately aim at more effective policymaking.
WHAT’S THE IDEA? DeEP advocates the inclusion of an evaluation culture and system into European Design Policies to measure their effectiveness. How? Designing and implementing a tool to support policy makers in monitoring design policy delivery and to evaluate effects on beneficiaries. The figure below shows the activities developed throughout the research.

DeEP defines Design as a set of capabilities that enable people-centred innovation. Accordingly design policies are governmental actions aimed at sharing a set of rules, activities, and processes to support design through the reinforcement of design capabilities at all levels of firms’ activities.
The Design Policy Evaluation Cycle is the framework around which the evaluation principle has been described: the effectiveness of a design policy is measured by the positive change and / or transformation in the stock of design capabilities in design policies beneficiaries.

Two sets of indicators have been defined, considering beneficiary firms and ecosystem. The macro set works on the enablers and captures the main drivers of innovation that support firms, namely Design Investment, Design Supply, and Design Sector. The micro set captures firms innovation efforts recognising the importance of their activities in the innovation process. They represent firms’ design capabilities described as Design Leadership, Design Management, and Design Execution.
The framework and indicators are the basis on which the Deep Evaluation Tool has been designed. Starting from a web platform, this encompasses and transforms all the elements of the research into a practical instrument for Policy Makers and firms.

THE DeEP EVALUATION TOOL STRUCTURE The overall structure of the tool integrates a public and a private area. In the public area, diverse sections support awareness raising around design policies, while advocating for the importance of implementing an evaluation culture in design innovation policies. The private area is reserved to Policy Makers and Firms, and collects data for the ďŹ nal evaluation. The functions range from policy registration and monitoring, to the delivery of evaluation maps and policy cards as well as data comparisons.
DeEP EVALUATION TOOL
The DeEP Evaluation Tool is designed to support Policy Makers in monitoring and evaluating the effectiveness of Design Policies on firms (micro level) and ecosystems (macro level). It supports Policy Makers in developing knowledge and understanding on how Design Policies transform the use of design in firms as well as on orienteering the development of better Design Policies across Europe. The structure and the functions of the DeEP Evaluation Tool are based on the DeEP framework, as well as on the Macro and Micro Design Indicators. Macro Indicators are based on existing data derived from European benchmarks on Design Investment, Design Supply, and Design Sector; Micro Indicators are collected directly from the beneficiary firms of the Design Policy under evaluation. The results of data collection are visualized through info-graphics, and give an overview of the National Design EcoSystem and of the Design Capability profiles of the firms involved in a policy. Ultimately, the DeEP tool helps Policy Makers and firms: • Acquire knowledge on the European landscape of Design Policies, • Monitor the Design Policy process and collect data on firms, • Evaluate and compare project outcomes, • Create a European platform for the development of better design policies.
