HISD hosts community meetings Defender News Services

HISD Board of Education President Trustee Rhonda Skillern-Jones, Trustee Jolanda Jones, and Trustee Wanda Adams are hosting a series of community meetings at schools currently in “improvement required” status (IR) as designated by the Texas Education Agency.

Ten HISD campuses have struggled academically for four or more years and must meet all state standards this year. HISD is recommending changes at these 10 schools as well as at four additional low-performing campuses. State law says if any school currently in IR for the fourth year or more does not meet state standards this year, the state will close it, appoint a Board of Managers to run the school district, or order alternate management for these campuses.

Senate Bill 1882 provides options that could prevent these sanctions: forming an outside partnership or closing and restarting a campus.

The current recommendation is for eight schools to be managed by outside organizations such as a nonprofit or an institution of higher education. They are Dogan and Mading elementary schools, Henry Middle School, and Kashmere, Madison, North Forest, Wheatley and Worthing high schools. The

remaining six – Blackshear, Highland Heights, Hilliard and Wesley elementary schools, Cullen Middle School and Woodson PK-8 – would be closed and reopened to serve limited grades.

HISD trustees and administrators will discuss the recommendations during this series of community meetings on campuses that could potentially be affected.

Houston high speed train site announced Northwest Mall has been announced as the ‘preferred location’ for the Texas Bullet Train’s Houston station site. The high-speed passenger train promises a 90-minute ride between Houston and Dallas with a stop in the Brazos Valley to serve the College Station area. The Houston station site was chosen based on its ease of connectivity with local transportation, especially giving riders easy access to the Energy Corridor, the Galleria and downtown Houston. The Bullet Train project is expected to begin construction in 2019 and bring up to 1,500 permanent jobs. At least one third of the jobs created are promised to be in Houston.

HISD has seen a decline in student enrollment and is planning for a further decline for the coming school year, which will mean a decrease in state funding. TEXANS IN THE U.S. HOUSE are publicly urging senators to take action and vote on a bill to provide relief from Hurricane Harvey. The letter was signed by four Democrats – Sheila Jackson Lee of Houston, Filemon Vela of Brownsville, Gene Green of Houston and Al Green of Houston – and eight Republicans: Pete Olson of Sugar Land, Randy Weber of Friendswood, Brian Babin of Woodville, Blake Farenthold of Corpus Christi, Michael McCaul of Tomball, Ted Poe of Houston and Kevin Brady of The Woodlands. The aid package, which would allocate $81 billion toward states and American territories that were

affected by hurricanes and wildfires last year, passed in the House in December alongside a bill that averted a government shutdown. The Senate declined to vote on the aid package and only passed the funding bill…….

METRO POLICE COULD START FINING drivers who aren’t paying attention to traffic signs along the MetroRail. More than half of rail accidents involve cars illegally turning left and running red lights. Will Trump plan help crumbling infrastructure?

When a heavy rain hits New Orleans, residents move their cars to higher ground for fear of fast-rising street flooding. Knee-deep potholes can eat a car’s fender. When pressure drops in the city’s aging water delivery system, restaurants and cafes have to boil water to feed customers.

Battered by nature and neglect, New Orleans is one of the best examples of what President Donald Trump calls the country’s “crumbling infrastructure.”

But when looking at the billion-dollar needs of this 300-year-old city, two things become apparent: The rebuilding task is immense and it’s not clear the president’s new plan will help.

The city needs about $11.6 billion to bring key parts of its infrastructure into “this century,” said city official Katie Dignan. That means repairing the roads, the infrastructure under them –sewer, water and drainage – as well as other parts of the drainage system that empties the city of water when it rains.

Dignan said the city has about $2 billion available, some from FEMA to mitigate Hurricane Katrina damage and some from other sources. Now, the city faces choices on how to come up with the remainder.

Mayor Mitch Landrieu, who calls the aging sewer, water and drainage system a “prime example” of needed infrastructure work, has doubts about Trump’s proposal.

Trump called on Congress to produce a bill that generates “at least $1.5 trillion” for infrastructure investment. But he hasn’t detailed how much money the federal government would actually supply and has

suggested that much of the money would come from state and local governments or private-sector investments.

“What the president is really proposing is not HIS infrastructure plan but basically saying to the states and the cities: ‘Build it on your own and find another way to pay for it through raising taxes or cutting services,’” said Landrieu, a Democrat and the current president of the U.S. Conference of Mayors.

Finding more money is a challenge in a financially-strapped Louisiana – and in a city that was facing a major budget deficit when Landrieu took office eight years ago.

The precariousness of the city’s infrastructure was on full display last August when a massive downpour overwhelmed the pumping system and inundated many neighborhoods.

The Broad Theater was still recovering from a previous rainstorm when the August storm hit. Moviegoers evacuated waist-high waters by boat. Manager Michael Domangue lost his car to the flood. The theater closed for seven days and had to refund tickets.

“I still feel when it rains, people get worried about coming here,” Domangue said.

The damage all happened within sight of a pumping station that’s part of the drainage system. Of the $11.6 billion, an estimated $2 billion is needed for long-term repairs and upgrades to the city’s pumping system. The other $9.6 billion would go toward fixing the roads and infrastructure under them. That includes a drinking water system plagued by wasteful leaks and occasional power failures and pressure drops that can let contaminants in – requiring residents to boil water.

A REPUBLICAN STATE LEGISLATOR INTRODUCED a bill that calls for the chemical castration of convicted rapists in Oklahoma. Rep. Rick West filed House Bill 2543 that would authorize the “use of certain chemical treatment” to reduce the sex drive of rapists as a condition for release. Since Oklahoma has the highest overall Black incarceration rate in the nation, the proposed bill harkens back to a time when white law enforcement used castration as a barbaric means to punish Black men. Chemical castration, unlike the more violent procedure that involves removal of the testicles, would include the voluntary use a drug that temporarily reduces the male sex drive. A judge could make the treatment mandatory “upon a second or subsequent conviction of a sexually violent offense.”…….A MASS SHOOTING IN MACERATA, ITALY targeted Black people. Luca Traini, 28, went on a shooting rampage as he drove around the town. Seven people were injured with one in serious condition and requiring surgery. The alleged gunman, draped in the Italian flag, made his way on foot to the war memorial and made a fascist salute before he was arrested.

Italian media says he yelled, “Long live Italy” after trying to get away on foot……..

MULTIPLE BLACK HIGH SCHOOL STUDENTS in Cedar Rapids, Iowa accused a teacher of harassment and creating a “hostile environment” in the classroom during the 2017 fall semester, according a letter from the Education Department to the school district.

The teacher allegedly retaliated against one of the students who tried to defend the others.

This comes amid growing fears that Education Secretary Betsy DeVos plans to reverse the civil rights advances made under President Barack Obama‘s administration. DeVos held a meeting in November with educators to discuss a 2014 Obama-era directive that called on school officials to end the disproportionate discipline of students of color.

Dennis Edwards of Temptations dies at age 74 Associated Press

Dennis Edwards, a Grammy-winning former member of the famed Motown group The Temptations, has died. He was 74.

Edwards died Feb. 1 in Chicago after a long illness, said Rosiland Triche Roberts, his longtime booking agent.

Edwards replaced founding member David Ruffin in 1968, and his soulful, passionate voice defined the group for years. A member on and off for about two decades, he was part of the lineup that released hits “Ball of Confusion (That’s What the World Is Today),” ‘’Cloud Nine” and the charttopping “Papa Was Dennis Edwards A Rollin’ Stone.”

He possessed a “voice for the ages,” with great range,energy and artistry,” said Paul Riser, a Motown arranger and musician who worked with Edwards during the label’s Detroit heyday and on subsequent projects.“That voice was just flat-out outstanding – very welldefined.”

Edwards was inducted into the Rock & Roll Hall of Fame with the rest of The Temptations in 1989.

In the 1990s, a federal judge barred him from performing under his former band’s name. Otis Williams, the band’s lone original member, sued Edwards for trademark infringement after he had used variations that included the New Temptations.

He was allowed to use The Temptations Review featuring Dennis Edwards, and performed under that name for nearly two decades, according to Roberts.

“He is now at peace, and our love and prayers go out to his family,” Williams said. “At this moment and always, we acknowledge his extraordinary contribution to The Temptations legacy, which lives on in the music.”

Born in Birmingham, Ala., Edwards lived near St. Louis with his wife, Brenda. He would have turned 75 on Feb. 3.

Steps outside the box in ‘Black Panther’ Defender News Services

Actor Michael B. Jordan has played a superhero before, for Marvel Comics as Johnny “Human Torch” Storm in Fox’s failed “Fantastic Four” reboot in 2015. But in his latest role in the much-talkedabout “Black Panther,” he is stepping way out of his comfort zone.

Jordan plays Erik Killmonger, the primary antagonist of Black Panther (Chadwick Boseman) who, after the death of his father, the King of Wakanda, returns home to the isolated, technologically-advanced African nation to succeed to the throne and take his rightful place as king.

Killmonger and the Black Panther are drawn into a formidable conflict that puts the fate of Wakanda and the entire world at Michael B. Jordan is bad guy risk. Here, Jordan talks about what it Erik Killmonger in “BlackPanther.” was like playing the bad guy.

Q: A lot of the roles you’ve played are characterized as being the underdogs. This is on the opposite end of that. What was it like getting to switch into that kind of character?

A. Michael B. Jordan: I think it’s a different muscle for me. I wanted to step outside of my comfort zone and try something different, especially with [Director] Ryan Coogler, working with him again. I think one of the challenges for us, if we do our jobs the right way, is hopefully Killmonger is somebody you guys can root for, too. I think that’s something hard to accomplish, but if we all do what we’re supposed to do, I think that will be a really hard decision to make, to figure out who you want to root for. I think that brings out the best in villains.

Q. One thing that people really responded to with [the “Rocky” spinoff] “Creed was Ryan’s style of filming the boxing scenes. Can you speak to how he’s approaching action in this movie?

A. Jordan: As realistic as he can. I think one of Ryan’s strengths is that he always finds the real moments, even in the sci-fi or larger-than-life atmosphere and environment, so to apply that when it comes to boxing, he wanted real hits.

He wanted it to look like if it was a brawl, it was gonna be a brawl. We really took our time with each punch; each punch represented a different line. So in a sense, we’re having a scene and dialogue within the fight. That was something that I found very interesting with that attention to detail.

So for this one, [it’s a] different approach because there are a lot of weapons and you’re also using a lot of hand-to-hand combat and stuff like that, so there’s a lot more action, so to speak.

Just trying to find the realness in the larger-than-life Marvel universe. I think that’s something he’s definitely striving for.

On a mission to honor Buffalo Soldiers

For over 50 years, Capt. Paul Matthews has made it his life’s work to share and celebrate the story of the famed Buffalo Soldiers, four all-Black military units War (9th and 10th Calvary, and 24th and 25th Infantry) formed by Congress shortly after the Civil War. The establishment of the Buffalo Soldiers National Museum (3816 Caroline) was just one aspect of Matthews’ work to honor the commitment and valor of the Buffalo Soldiers and all Blacks who have served in the military throughout the history of this nation.

Matthews, a Prairie View A&M University alumnus, Army Vietnam veteran and African-American military historian, founded the museum in 2001. He spoke with the Defender recently about his life and mission.

Defender: When did you first learn of the Buffalo Soldiers?

Capt. Paul Matthews: I first heard about the Buffalo Soldiers as an ROTC cadet at Prairie View in the 1960s. I read a couple of paragraphs in a military book about them and became intrigued with these Black men in blue uniforms. Immediately I was able to make the connection between these soldiers of the 1860s and 1960s. Both were periods of conflict and challenge, and both were times when Blacks fought to move forward as a people even amid racism and discrimination.

The spirit of those two eras were similar.

The Buffalo Soldiers gave service not just for themselves but for those who would follow.

From there, I have been on a 50-year journey telling the story of the Buffalo Soldiers. In fact, 80 percent of the things I collected on the Buffalo Soldiers came out of my private collection.

Defender: How did their story shape your life and career?

Matthews: During the 1960s, when I was becoming a lieutenant in the U.S. Army, I was crossing a bridge that I didn’t build. Someone else built that bridge that allowed me to cross – the Buffalo Soldiers. These men of valor, honor and courage, were able to stare the enemy in face, overcome obstacles and still be successful; not thinking only about themselves, but about what they could do for the generations that came behind them.

Defender: What lessons do you seek to share with the youth you encounter?

Matthews: What captured me most was a quote from Dr. Carter G. Woodson who said, “If a race has no history, if it has no worthwhile tradition, it becomes a negligible factor in the

thought of the world, and it stands in danger of being exterminated.” I tell young people to appreciate your history because it keeps us grounded. Just think, before a doctor can make a prognosis they look at your history. It’s the same thing with life. Before you can move forward and assess your life you have to look at your history; what you did yesterday, good, bad or indifferent.

Defender: What question do you get asked most often?

Matthews: The number one question I get from Europeans is, “Why did the Black men stay so patriotic to the U.S. in the face of racism, discrimination and lynchings?” I take them to Frederick Douglass, who said “Give the colored man a uniform, and a buckle with an eagle on it and you make him a citizen and you also make him a man.” [W.E.B.] DuBois said the same thing during WWI in Crisis Magazine. And during WWII Black people fought for the double-V – victory overseas and victory at home Defender: What words do you live by?

Matthews: Besides Dr. Benjamin Mays’ poem “God’s Minute,” the motto of the 10th Calvary: “Ready and Forward.”

ach year, the Association for the Study of African American Life and History (ASLAH) selects a Black history theme.

This February, the theme is “African Americans in Times of War.” According to the ASLAH, “Times of War inevitably provide the framework for many stories related to African-American soldiers and sailors, veterans and civilians. This is a theme filled with paradoxes of valor and defeat, of civil rights opportunities and setbacks, of struggles abroad and at home, of artistic creativity and repression, and of catastrophic loss of life and the righteous hope for peace.”

In conjunction with the theme, the Defender looks at the legacy of the Buffalo Soldiers and Black military firsts.

About the Buffalo Soldiers • Though African-Americans have fought in military conflicts since colonial days, those formally considered Buffalo Soldiers began their service shortly after the Civil War, when Congress authorized the formation of six all-Black peacetime units. Later, four of the infantry regiments were merged into two. The units were comprised of the formerly enslaved, freemen and Black Civil War veterans.

• Once the Westward expansion began, Buffalo Soldiers of the U.S. Army were prominent among those blazing trails to and through the Wild West. They were charged with and responsible for escorting settlers, cattle herds, and railroad crews. The 9th and 10th Cavalry Regiments also conducted campaigns against Native American nations on the western frontier, from Montana to Texas.

• Throughout the era of the Indian Wars, approximately 20 percent of the U.S. Cavalry troopers were Black, and fought over 177 engagements. The combat prowess, bravery, tenaciousness, and looks on the battlefield, inspired Native Americans to call them Buffalo Soldiers symbolizing the Native American’s respect for their bravery and valor.

• By 1880, the 9th and 10th Cavalry Regiments had minimized Indian resistance in Texas and the 9th Cavalry was ordered to Indian Territory in modern-day Oklahoma, ironically to prevent white settlers from

1945 - Phyllis Mae Dailey, a nurse and Columbia University student, was the first Black woman sworn into the Navy Nurse Corps, and was one of only four Black women to serve in the Navy during World War II. 1968 – James Anderson Jr. was the first Black Marine awarded the Medal of Honor He was killed in 1967 when he grabbed a live enemy grenade during an intense firefight in dense jungle and used his body to absorb the blast.

His heroism saved his comrades from serious injury and possible death.

1975 – Daniel “Chappie” James Jr., a Tuskegee University graduate who trained pilots of the all-Black 99th Pursuit Squadron during World War II, served in Korea and Vietnam before retiring from the Air Force in 1978, was the first Black four-star general.

1991 – Freddie Stowers was the only African-American soldier to be awarded the U. S. Congressional Medal of Honor for his service and sacrifice in World War I. Stowers, who died fighting in France in 1918, led an assault on German trenches, continuing to lead and fight, even after being wounded twice. Seventy-three years later, his sisters Georgina and Mary received the award on his behalf at a White House ceremony.

2005 – Jeanine McIntosh became the first Black female aviator in the Coast Guard. Originally from Jamaica, McIntosh joined the Coast Guard in 2003 after graduating from Florida International University and earned her wings at Naval Air Station Corpus Christi, piloting the HC-130 Hercules. McIntosh also flew rescue missions in New Orleans following Hurricane Katrina.

Don’t let heart disease sneak up on you

D

id you know that in America, 44 percent of African-American men and 48 percent of African-American women have some form of heart disease and stroke? That’s close to half of all AfricanAmericans.

Heart disease is the leading cause of death in Harriet Hilliard, M.D. the United States, and the risk is highest among Blacks. Chronic conditions such as hypertension (high blood pressure), diabetes, and obesity increase the risk for heart disease among all Americans, but especially African-Americans.

According to the American Heart Association: • Hypertension affects 45 percent of Black men and 45 percent of Black women.

• Diabetes is found in 13 percent of AfricanAmericans.

• Obesity affects 48 percent of Blacks.

As an African-American doctor, I can’t stress enough the importance of regular doctor visits to assess your heart disease risk factors. Identifying a heart condition early gives doctors time to tailor a treatment plan and recommend lifestyle modifications.

Talk to your doctor

In addition to your blood pressure, blood sugar, cholesterol, and triglyceride levels, you should discuss the following with your doctor: • Your family history of heart disease.

• Heart disease symptoms you may have had, such as chest pain, shortness of breath, or increasing fatigue.

• How much stress you have and any symptoms of depression.

• What you can do now to improve your heart health throughout your life.

Believe it or not, not all heart attacks are obvious.

Sometimes, symptoms are subtle, especially in women.

Signs and symptoms to watch for are: • Chest discomfort, including pain, tightness, pinching, burning, or pressure in your chest.

• • • • •

Nausea, indigestion, heartburn, or stomach pain.

Pain that spreads down to the arm.

Dizziness or lightheadedness.

Throat or jaw pain.

Sudden fatigue, sometimes for days.

Reduce your risk

Do your part to help reduce your risk factors for heart disease. Don’t smoke. Get 20-30 minutes of exercise at least five times per week. Even something as simple as walking, taking the stairs instead of the elevator, or dancing can make a difference. Watch your diet. Eat foods that are low in salt, sugar, animal fats, and saturated fats. Reach instead for fresh fruits and vegetables. Limit your stress. Know your blood pressure and cholesterol numbers, and work with your doctor on getting them to normal levels.

Firm defends Ram Super Bowl spot Associated Press

In the 60-second spot aired during the Super Bowl, viewers see images of the rugged Ram pickup along with people working, helping others or hugging loved ones.

The images are set against audio of “The Drum Major Instinct” sermon delivered by Martin Luther King Jr. at the Ebenezer Baptist Church in Atlanta exactly 50 years ago, in which he says that in order to be “great” and to serve the greater good, “you only need a heart full of grace, a soul generated by love.”

Missing from the Ram ad are the slain civil rights leader’s words in the same speech guarding against commercialism: “In order to make your neighbors envious, you must drive this type of car ...

And you know, before you know it, you’re just buying that stuff. That’s the way advertisers do it.”

The irony is not lost on the throngs of critics who took to social media to question how Fiat Chrysler could use King’s sermon to sell trucks.

“It should have been used for something more important — the things that are going on in America now,” said Samantha Williams, 26, while visiting the Martin Luther King Jr. Historic Site in Atlanta.

An FCA spokeswoman said the company intended to inspire people with King’s words that everyone can be great by serving others.

FCA, she said, knows that Ram truck owners often volunteer to use trucks for charitable work, and the ad was intended to reinforce their service.

“It was selling the message of serving in your community, that was the message,” she said.

Unfortunately for FCA, not everyone got that message.

Harvey effort wins Watt Man of the Year Award

sportsbriefs Brazile heads to the Hall It took 28 years, and Robert Brazile finally received the phone call of a lifetime telling him he was selected into the Pro Football Hall of Fame. Also included in the class of 2018 are contributor Bobby Beathard, linebacker Robert Brazile, safety Brian Dawkins, guard Jerry Kramer, linebacker Ray Lewis, wide receiver Randy Moss, wide receiver Terrell Owens and linebacker Brian Urlacher. Brazile (6-feet-4, 241 pounds) was the sixth pick of the first round in the 1975 draft, going from Jackson State to the Houston Oilers. He was an All-SWAC performer at JSU and a college teammate of Walter Payton.

During his 10-year career he was an All-Pro five straight seasons and was named to the NFL’s AllDecade Team of the 1970s.

Springer signs new deal Astros All-Star centerfielder and World Series MVP George Springer recently agreed to a two-year contract. Although terms were not released, it’s believed the deal is for two years and $24 million. With the agreement, the Astros and Springer avoided an arbitration hearing. For the regular season, Springer hit .283 with 34 home runs, 85 RBI and 112 runs scored while posting a .522 slugging percentage and a .889 OPS. In the Fall Classic, he really shined, hitting .371 (11x29) with five home runs and seven RBI while posting a 1.471 OPS to earn World Series MVP honors. His eight extrabase hits (three doubles and five home runs) and 29 total bases are World Series records.

Re-alignment announced The recent University Interscholastic League (UIL) biennial re-alignment for football and basketball brought a number of changes to the largest school district in Texas, HISD. District 18-6A is HISD’s lone entry in the state’s largest classification and it remains virtually intact with Bellaire, Chavez, Heights, Lamar, Sam Houston Math, Science and Technology, Westbury and Westside. Mickey Leland will only participate in boys’ basketball. Class 5A are where the major changes took place. Houston Austin and Houston Wisdom (formerly Lee) will join District 9-5A in Division I along with Goose Creek Memorial in Baytown, Galena Park, Kingwood Park in Humble, Port Arthur Memorial, New Caney and Porter. That means the other HISD member schools in the former District 24-5A will now land in District 11-5A Division II. Manvel of Alvin ISD, Fort Bend Marshall and Willowridge will join HISD’s Madison, Milby, Northside (formerly Jeff Davis), Sharpstown, Sterling and Waltrip in 11-5A Div. II. In Class 4A Div. I, Furr, North Forest, Wheatley, Worthing and Yates will join Navasota and Stafford in District 12-4A. Kashmere, Scarborough and Booker T. Washington will join La Marque, Sweeny and Wharton in District 11-4A Div. II.
