DN News Inmates to be released for coronavirus concerns Hundreds of inmates in the Harris County Jail will soon be released due to concerns over the coronavirus.

Tests confirm one of the 7,800 inmates in the Harris County Jail has COVID-19 while 30 more have COVID-like symptoms and are awaiting results. The fear is of a fast-spreading outbreak in a facility that never contemplated giving each inmate 6 feet of social distancing space.

Gov. Greg Abbott issued an executive order preventing violent offenders from being released from jail because of the pandemic. Local officials say they are not going to release violent offenders, but may release hundreds of others currently

behind bars. Harris County Judge Lina Hidalgo said about 1,000 “non-violent” inmates will be released and the drastic action is necessary so they can practice social distancing to help stop the spread of coronavirus inside the jail. It could be three or four days before people leave the downtown jail. Hidalgo said there will be a screening process that includes the District Attorney and pre-trial services Harris County Sheriff Ed Gonzalez described the potential releases as “those that are 55, have compromised immune systems and no violent history.”

All of those inmates already have bonds, but not the ability to pay them.

The coronavirus pandemic has impacted the lives of Houston-area residents in numerous ways, and many are relying on local government to assist with services, resources and other support. Here, Houston’s six African-American City Councilmembers tell what their offices are doing to help constituents.

DISTRICT B “Since we were listed as one of the most vulnerable populations based on our seniors, we are: continuing to check on our seniors through weekly calls and welfare checks with law enforcement, assisting with refrigerators and ACs and connecting them with providers for food; updating them on information from the CDC and what the City of Houston is doing; working with HISD and our families trying to make a determination on what students need to be successful and how our office can help, i.e. technology; advocating for a testing site in the Northeast; working with Target Hunger and the food bank for all of our families.” (Info: 832-393-3009, districtb@houstontx.gov)

District F has the second largest number of multi-family developments in the city, and we knew many would be worried about evictions, rent and basic needs such as food. We contacted organizations such as the Houston Apartment Association, West Houston Area Ministries and Houston Food Bank to ensure services and resources would be available. We communicated updated numbers and information from the Houston Health Department to combat rumors and false information shared across social media. We hosted the first of three virtual community input meetings and provided a brief update on COVID-19

s coronavirus continues to spread across the Houston area and national social distancing guidelines are extended to April 30, there is important information you should know about the potentially deadly disease.

NUMBERS CONTINUE TO CLIMB

Hundreds of thousands of cases of COVID-19 have been confirmed across the globe, including nearly 200,000 in the U.S. That’s more cases than any other country. The nation’s top infectious disease expert Dr. Anthony Fauci said based on models, the U.S. could see millions of cases and 100,000 or more deaths before it’s all over.

TEXAS QUARANTINE ORDER INCLUDES TRAVELERS FROM 10 STATES

Texas Governor Greg Abbott has dramatically expanded the mandatory 14-day quarantine to include people who’ve traveled from the entire state of Louisiana by road or air and by air from New York, New Jersey, Connecticut, New Orleans, Miami, Atlanta, Detroit, Chicago, California and Washington. The order does not apply to travel related to commercial activity, military service, emergency response, health response, or critical infrastructure functions. The Department of Public Safety is already enforcing the order at entry points from Louisiana.

MORE TESTING SITES OPEN

United Memorial Medical Center has opened a free, drive-thru coronavirus testing location at the Smart Financial Centre in Sugar Land. Testing takes place Monday through Friday from 9 a.m.-4 p.m. at 18111 Lexington Blvd., Sugar Land. A second testing site set up by the city has opened at Delmar Stadium on Mangum Road.

You have to call 832-393-4220 to be pre-screened for a test prior to arriving.

GOV. GREG ABBOTT ISSUES ESSENTIAL SERVICES-ONLY ORDER UNTIL APRIL 30

In response to the coronavirus pandemic, Texas Gov. Greg Abbott has issued an executive order allowing only essential services in the state until April 30, to promote social distancing and stop the spread of the coronavirus in Texas. Schools will remain closed until at least May 4.

The order requires Texans to only leave home for essential work or to access essential services, such as for groceries or exercise. Harris County Judge Lina Hidalgo also extended the Stay Home - Work Safe order that will now expire on April 30th.

HEALTH EXPERTS IDENTIFY NEW COVID-19 SYMPTOMS

As more research is conducted on this new strain of coronavirus, experts are discovering new symptoms.

Though fever, cough, and shortness of breath remain the primary symptoms of COVID-19, secondary symptoms associated with the virus include an altered taste or smell, dizziness, headaches, muscle inflammation, altered mental status and seizures, diarrhea and pink eye.

CITY SECURES HOTEL ROOMS FOR QUARANTINE SPACE

Houston City Council has approved a three month agreement to lease 186 hotel rooms for quarantine space.

They will be utilized for first responders and municipal workers who cannot self-quarantine at home. Rooms will also be available for the homeless.

FEDERAL STUDENT LOAN PAYMENTS SUSPENDED THROUGH SEPT. 30

Americans will get a six-month reprieve from federal student loan payments as part of the coronavirus relief bill passed through Congress. Lenders must stop all payments for federally held student loans through Sept. 30. During that time, interest will not accrue on the loans and nonpayment during that period cannot be used to affect credit scores or a person’s qualification for loan forgiveness. The bill also suspends any wage garnishment or tax refund reduction for people who have defaulted on their federal student loans. It does not, however, have any effect on private student loans.

COMCAST OFFERING FREE WIFI, UNLIMITED DATA

On the heels of offering new, low-income Internet Essentials customers two months of free internet and raising the speed of that program’s service to 25/3 Mbps, Comcast is now offering Xfinity WiFi free for everyone via Xfinity WiFi hotspots across the country. The company will also give unlimited data to current customers as well as suspend disconnects and late fees.

SNAP, MEDICAID COVERAGE EXTENDED

The Texas Health and Human Services Commission is extending SNAP and Medicaid coverage for existing clients until further notice, so people can continue to receive food assistance and subsidized medical benefits without needing to reapply. Texas is also allowing households to apply for the federal food assistance program without needing to complete an interview, as long as they verify their identities.

STIMULUS MONEY ANSWERS The $2 trillion economic recovery package is now law, which means help could be on the way for Americans suffering as the coronavirus sweeps across the country. Here are some answers to how the relief package might benefit you.

INDIVIDUAL | FAMILY Will I get a check?

Taxpayers earning $75,000 or less will receive the full $1,200, and the check amount will decrease $5 for every $100 up to $99,000. Taxpayers who are married filing jointly will receive $2,400 if they earn $150,000 or less, and the check amount will decrease $5 for every $100 up to $198,000.

Single heads of households will qualify for the $1200 if they earn $112,500 or less, and the check amount will decrease $5 for every $100 up to $146,500.

I receive Social Security or disability payments. Will I get a check?

Any taxpayer is eligible, regardless of what type of benefit they receive from the Social Security Administration, as long as they meet the income requirements.

I haven’t filed my taxes in the last couple of years. Do I qualify?

There’s no clear answer as to how the government will find individuals who have not filed taxes or do not claim Social Security yet, experts said.

Is the government using my 2018 or 2019 tax return?

The government will first look at your 2019 return to determine your eligibility. If you have not filed your 2019 return, they will look at your 2018 tax return.

Is the amount I receive based on my total income?

The amount you receive will be calculated based on your adjusted gross income, not your total income. For 2018, your adjusted gross income (AGI) can be found on page 2, line 7 of Form 1040. Your AGI for the tax year 2019 is on Line 8b on Form 1040

When will checks arrive?

Treasury Secretary Steve Mnuchin wants the checks disbursement to begin April 6. But experts estimate it could take as long as four months to arrive in the mail. The Washington Post reminded readers that the last time something like this happened — during the 2008 financial crisis — the entire process “took about eight weeks for the final people to receive their checks.”

Will I have to apply to receive a payment?

No. If the Internal Revenue Service (IRS) already has your bank account information, it will transfer the money to you

payments towards debt obligations. This eightweek period may be applied to any time frame between Feb. 15, 2020, and June 30, 2020. Seasonal business expenses will be measured using a 12-week period beginning Feb. 15, 2019, or March 1, 2019, whichever the seasonal employer chooses.

How can I use the money such that the loan will be forgiven?

The amount of principal that may be forgiven is equal to the sum of expenses for payroll, and existing interest payments on mortgages, rent payments, leases, and utility service agreements.

Payroll costs include employee salaries (up to an annual rate of pay of $100,000),hourly wages and cash tips, paid sick or medical leave, and group health insurance premiums. If you would like to use the Paycheck Protection Program for other business-related expenses, like inventory, you can, but that portion of the loan will not be forgiven.

What if I don’t have the same bank account now?

The deposit will not go through. If this happens, the IRS will mail your check to the address on your most recent tax return.

I owe money to the government.

Will I still get a check?

The bill temporarily suspends nearly all efforts to garnish tax refunds to repay debts, including those to the IRS. itself. But this waiver may not apply to people who are behind on child support.

When is the loan forgiven?

The loan is forgiven at the end of the 8-week period after you take out the loan. Borrowers will work with lenders to verify covered expenses and the proper amount of forgiveness.

How many payments will there be?

Just one. Future legislative bills could order additional payments, though.

Will I have to provide financial information over the phone?

What is the covered period of the loan?

The covered period during which expenses can be forgiven extends from February 15, 2020 to June 30, 2020. Borrowers can choose which 8 weeks they want to count towards the covered period, which can start as early as February 15, 2020.

The Treasury Department says that no one from the agency will reach out to you by phone offering stimulus payments in exchange for financial information or fees. If you receive such a call, it should be reported as a scam to the FBI. You will not have to pay anything in order to receive a stimulus payment.

What if my child’s school or daycare shut down?

If you rely on a school, a daycare or another facility to care for a child, elderly parent or another household member so that you can work — and that facility has been shut down because of coronavirus — you are eligible.

How much of my loan will be forgiven?

PART-TIME, FREELANCERS & SELF-EMPLOYED What about self-employed and part-time workers?

The expanded unemployment benefits are available to workers who are part-time, selfemployed or part of the gig economy and are all eligible for the Paycheck Protection Program.

What if I’ve been advised to quarantine myself because of exposure to coronavirus?

Where can I apply for the Paycheck Protection Program?

People who must self-quarantine are covered.

The legislation also says that individuals who are unable to get to work because of a quarantine imposed as a result of the outbreak are eligible.

You can apply for the Paycheck Protection Program (PPP) at any lending institution that is approved to participate in the program through the existing U.S. Small Business Administration (SBA) 7(a) lending program and additional lenders approved by the Department of Treasury. This could be the bank you already use or a nearby bank. There are thousands of banks that already participate in the SSA’s lending programs, including numerous community banks. You do not have to visit any government institution to apply for the program. You can call your bank or find SBA-approved lenders in your area through SSA’s online Lender Match tool. You can call your local Small Business Development Center or Women’s Business Center and they will provide free assistance and guide you to lenders.

UNEMPLOYED

I’ve lost my job because of the outbreak. Now what?

You will seek your unemployment benefits – which average about $400 – increased by $600 for four months. And if you are still unemployed after state benefits end, you could get an additional 13 weeks of help.

BUSINESSES/ENTREPRENEURS

The Paycheck Protection Program gives small businesses access to a nearly $350 billion loan program to cover monthly expenses like payroll, rent, and utilities. The loans would not have to be repaid if businesses maintained their workforce.

Who is eligible for the loan?

You are eligible for a loan if you are a small business that employs 500 employees or fewer,

or if your business is in an industry that has an employee-based size standard through SBA that is higher than 500 employees. In addition, if you are a restaurant, hotel, or a business that falls within the North American Industry Classification System (NAICS) code 72, “Accommodation and Food Services,” and each of your locations has 500 employees or fewer, you are eligible. Tribal businesses, 501(c)(19) veteran organizations, and 501(c)(3) nonprofits, including religious organizations, will be eligible for the program. Nonprofit organizations are subject to SSA’s affiliation standards.

Independently owned franchises with under 500 employees, who are approved by SBA, are also eligible. Eligible franchises can be found through SBA’s Franchise Directory.

What is the maximum amount I can borrow?

The amount any small business is eligible to borrow is 250 percent of their average monthly payroll expenses, up to a total of $10 million. This amount is intended to cover eight weeks of payroll expenses and any additional amounts for making

The purpose of the Paycheck Protection Program is to help you retain your employees, at their current base pay. If you keep all of your employees, the entirety of the loan will be forgiven. If you still lay off employees, the forgiveness will be reduced by the percent decrease in the number of employees. If your total payroll expenses on workers making less than $100,000 annually decreases by more than 25 percent, loan forgiveness will be reduced by the same amount. If you have already laid off some employees, you can still be forgiven for the full amount of your payroll cost if you rehire your employees by June 30, 2020.

Am I responsible for the interest on the forgiven loan amount?

No, if the full principal of the PPP loan is forgiven, the borrower is not responsible for the interest accrued in the eight-week covered period. The remainder of the loan that is not forgiven will operate according to the loan terms agreed upon by you and the lender.

Avoid coronavirus cyber scams While millions of Americans are staying home from work and school, cyber criminals are as busy as ever. Hackers are trying to capitalize on confusion and fear using cyber scams that target personal information and bank accounts.

“We’ve entered a world where most human contact is being mediated by a computer,” said Chris Bronk, assistant professor in the University of Houston Department of Information and Logistics Technology.

“Cyber thieves are going to be clever and very good at separating people from their money.”

ACCORDING TO THE FBI, THESE ARE THE TOP CYBER SCAMS: Fake CDC emails claiming to be from the CDC or other organizations that offer information on the virus.

Fraudsters can use links in emails to deliver malware to your computer to steal personal information or to lock your computer and demand payment.

Phishing emails asking you to verify your personal information to receive an economic stimulus check from the government. Federal agencies are not sending unsolicited emails seeking your private information to send you money. Phishing emails may also claim to be related to charitable contributions, general financial relief, airline carrier refunds, fake cures and vaccines and fake testing kits.

Counterfeit products that claim to prevent, treat, diagnose or cure COVID-19. Be alert to counterfeit products such as sanitizing products and personal protective equipment (PPE), including N95 respirator masks, goggles, full face shields, protective gowns and gloves.

WAYS TO PROTECT YOURSELF Mary Dickerson, chief information security officer at UH, offers ways to protect yourself: Do not open attachments or click links within emails from senders you don’t recognize.

Do not provide your username, password, date or birth, Social Security number, financial data or other personal information in response to an email or robocall.

Always verify the web address of legitimate websites and manually type them into your browser.

Create different passwords for different services. Don’t use the same password for your social media account that you use for your online banking.

Keep your devices updated with the latest security updates. This will help protect your computer and data from criminals.

Protect your home Wi-Fi. Change the default passwords on all of your home network devices.

Check for misspellings or wrong domains within a link; for example, an address that should end in a “.gov” ends in “.com” instead.

A couple of weeks ago, Las Vegas had the New England Patriots as the favorites to land Texans quarterback Deshaun Watson in free agency following the 2020 football season.

It makes sense that the Texans star would be less than pleased with the organization after coach/general manager Bill O’Brien abruptly traded top receiving threat and Watson’s favorite target, DeAndre Hopkins to the Arizona Cardinals, for virtually nothing. Watson, the face of franchise, initially said little.

But recently through a series of tweets from Watson’s personal Twitter account it seems that Watson could be subtly saying a little about his desire to move on from the Texans sooner rather than later. That is at least how some media talking heads are perceiving the rather cryptic tweets and Watson liking a picture of Patriots coach Bill Belichick from a follower.

Here is what Watson tweeted. You be the judge. i don’t know how i’ma make it out of here clean. can’t even keep track of who plays for the other team.. iconic duos rip and split at the

seams – March 23 Don’t deal with the lies and the frauds. That’s why I don’t get involved. . Wassup..? – March 25 In full disclosure, these tweets could easily be lyrics from a from a song, but given the timing and how well thought out Watson has been over his years here, you have to believe he is sending a message to his coach and organization that he is unhappy with the recent moves.

The tone is definitely different from Watson’s tweet shortly after the Hopkins trade to Arizona became public. Most felt he could have come stronger.

Man this is crazy! Not sure how you thank someone who has done so much for you and your career. Not only someone who was a leader but one of the best to ever do it. This was certainly not the free agency period newly acquired Texans receiver Randall Cobb was expecting to go through.

The NFL decided to forgo some of its customary free agency practices such as in-person team visits due to the COVID-19 pandemic scare that has the nation on lockdown. So Cobb, a nine-year NFL veteran, made his decision to the leave the Dallas Cowboys for the Texans last month without a face-to-face meeting with coach/general manager Bill O’Brien.

He had to search the Internet to find highlights of the offense on YouTube.

“This is my second or third time going through free agency, and normally during the tampering period you can’t really do anything anyway, but once the league year starts and you’re able to go down and meet with the team and meet with the coaches and sit down and watch some film with the coaches and get a good feel for what you’re getting into,” Cobb said.

The Texans and Cobb have agreed to a three-year, $27 million contract that comes with $19 million in guaranteed money, but the deal hasn’t been signed as of yet because Cobb, who lives in Los Angeles, hasn’t come to town to take his physical yet due to the shutdown.

But Cobb made sure to make it clear he is committed to the Texans and looking forward to being a major part of the offensive mix with quarterback Deshaun Watson and receivers Kenny Stills and Will Fuller. Some may view Cobb, who spent the first eight years of his career with Green Bay, as the intended replacement for departed star receiver DeAndre Hopkins but he will likely be looked to as the slot receiver.

Whatever the case, Cobb knows they all have big shoes to fill this season.

“I think obviously with DeAndre [Hopkins] leaving, there are going to be a lot of eyes on all three of us to step up and make some plays,” said Cobb, who had 55 catches for 828 yards and three touchdowns in 15 games in his lone season with the CowRandall Cobb boys last year. “And typically me because a lot of people are looking at me and c om i ng in and being a replacement, even though DeAndre and I are two totally different types of receivers. I look forward to the challenge and coming in and showing what I can do.”

Johnnie Means

Agent of change in swimming reflects on career Jodie B. Jiles

J

ohnnie Means has spent nearly a lifetime dedicated to the sport of swimming, as both a groundbreaking coach and activist of social change.

As a coach at Texas Southern University, Means led the swim team to prominence for nearly 40 years. He currently serves as director of the Harris County Precinct One Aquatics Program, which he started with his former swim student, the late County Commissioner El Franco Lee. He is a member of the Texas Swimming & Diving Hall of Fame.

Means started out as an all-state swimmer at Yates High School and went on to Southern University to compete on a scholarship.

He began his career in the 1960s when he discovered a passion for teaching. His mentor, the late Raymond Daniels, told Means that he had a natural skill for teaching young swimmers. As a result, Means worked as a water safety instructor at the Amateur Athletic Union (AAU) competitive swim program through the South Central YMCA, which was then a new, predominantly Black location.

During Means’ time at the Y, the national branch of the YMCA accidentally sent the South Central location an invitation to compete in its yearly swim meet, not realizing that it was an all-Black program, the first of its kind.

Means: When I see the kids performing at the top level I don’t think they know what they are doing and the sacrifices that were made to make it possible for them. Some of them think that it is an entitlement that they have, but they have gotten that entitlement as a result of people in the past who have made a lot of sacrifices to get them where they are. We also just don’t have enough Black people who are swimming. I am proud of what we have done and some kids have shown that we have the capabilities of being on that top level in world-class swimming, but we have so many other little kids in these projects and ghettos that would do the same thing, but they are not getting there because they have not been introduced to the sport.

If you look at the whole scheme of things, we are still a long way behind in the sport of swimming as well as many other aspects of our lives in this society.

We think that we have arrived, but as we all know in this day and time, things have gone full circle and are shown we haven’t made the progress that we thought we had made. That ugly prejudice and bigotry will raise its head periodically and let us know that it is still there and we have a lot of work to do.

Remembering legends Astros great Jimmy Wynn remembered

Houston musician Bubbha Thomas mourned

Civil rights leader Rev. Joseph Lowery dies

James “Jimmy” Wynn, an All-Star outfielder for the Houston Astros nicknamed the “Toy Cannon,” died March 26 at age 78. Wynn hit more than 30 home runs twice with Houston, including a career-high 37 in 1967 at the Jimmy Wynn Astrodome.

1942 –2020 Wynn spent his first 11 seasons in Houston, first with the Colt .45s and later with the Astros. He went on to play for the Dodgers, Braves, Brewers and Yankees. He played for the Dodgers in the 1974 World Series.

He worked in the Astros’ front office as a community outreach executive at the time of his death. In 2011 the team dedicated the Jimmy Wynn Training Center, a baseball facility at the Astros Youth Academy.

“Jimmy’s success on the field helped build our franchise from its beginnings,” the Astros said in a statement. “After his retirement, his tireless work in the community impacted thousands of young people in Houston…”

Survivors include his wife, Marie, a son and daughter.

William “Bubbha” Thomas, a noted Houston drummer and nurturer of young talent, died March 28 at age 82.

Early in his career, Thomas played with blues singer Buddy Ace and gospel Bubbha Thomas group the Mighty Clouds of 1937–2020 Joy. He led the ensemble the Lightmen in the 1970s. He earned five Grammy nominations.

Thomas was also known for Jazz Education Inc., a non-profit which sponsored the Jazz & Poetry Series, Summer Jazz Workshop and Houston International Jazz Festival. He brought music to thousands of children across Texas and spearheaded a program that trained more than 8,000 teenage musicians.

Thomas grew up in Fourth Ward and was a music and basketball standout at Washington High School. He studied under local jazz legend Conrad “Prof” Johnson.

Survivors include his son, William, and two grandchildren.

Rev. Joseph E. Lowery, the civil rights activist who co-founded the Southern Christian Leadership Conference with Dr. Martin Luther King Jr., died March 27 in Joseph Lowery Atlanta. He was 98.

1921–2020 Lowery was a Mobile, Ala. Methodist pastor when he met King in the 1950s. His meetings with King, Rev. Ralph David Abernathy and other activists led to the SCLC’s formation in 1957.

Lowery became SCLC president in 1977. He restored the organization’s financial stability and embraced more mainstream social and economic policies. He pressured businesses not to trade with South Africa’s apartheid-era regime. He retired from the SCLC in 1997.

In 2009, former President Barack Obama awarded Lowery the Presidential Medal of Freedom, the nation’s highest civilian honor.

Survivors include three daughters and two sons.
