Turner acknowledged that his chief opponent for city propositions B through E is Hurricane Harvey. The historic storm disrupted normal campaign efforts, cutting the pro-bonds Lift Up Houston committee’s fundraising targets and, perhaps, preventing it from funding a TV ad blitz.

“The biggest obstacle is not coming from political parties or political groups, it’s not that,” Turner said. “It’s that people have to deal with some immediate concerns presented by Harvey.

City officials are worried that residents have not received enough information to vote yes.

“We will aggressively move forward to get the message out,” Turner said. “There’s nothing before you that will raise any taxes by voting [yes]. All of these things are needed in order to benefit our city, to take care of day-to-day operations.”

SOME WOODLANDS HIGH SCHOOL PARENTS are calling for the principal to be fired over a

racist threat sent to a student on Snapchat. The message, which was sent from a white student to a Black student, used a racial slur and suggested lynchings would “make the world better.” Families of the two students say the situation spiraled out of control due to inaction and incompetence by the school’s principal. “The young Caucasian kid’s family has always wanted to meet with this African-American family,” said activist Quanell X. “They always wanted to apologize. It was the principal of Woodlands High School who told them she didn’t think it was a good idea.”

boy will face……..THE DRIVER OF A DEADLY IMMIGRANT SMUGGLING ring has pled guilty. James Matthew Bradley Jr., who is Black, pleaded guilty in San Antonio to one conspiracy count and a count of transporting the immigrants resulting in death. He faces up to life imprisonment when he’s sentenced on Jan. 22. Bradley faced the death penalty had he gone to trial. At least 39 immigrants were packed into the sweltering trailer found last July in a Walmart parking lot. Its refrigeration system wasn’t working, and investigators say passengers had difficulty breathing as temperatures climbed. Temperatures in San Antonio topped at 101 degrees that day.

Texas threatened over victim voting rights Defender News Services

A civil rights group is threatening to sue Texas if state election officials fail to accommodate tens of thousands of displaced residents in elections next month. More than 60,000 Texans remained displaced

by Hurricane Harvey as of Oct. 1, according to the Associated Press.

The NAACP Legal Defense Fund sent a letter to the Texas Secretary of State Rolando Pablos requesting that his office extend the state’s voter registration deadline and allow displaced voters to cast a ballot in a place other than their assigned precinct.

The group also wants the state to actively work to inform local election officials that people can vote without identification – something required by the state – if they sign an affidavit.

“A refusal to take these simple steps to protect the fundamental right to vote under these circumstances would be arbitrary and unnecessary and would likely not survive a constitutional challenge,” Janai Nelson and Natasha Merle, lawyers for the NAACP Legal Defense Fund, wrote in the letter.

“Here, the potential injury would be substantial.

A large number of voters will likely be disenfran-

chised given the barriers to transportation in the wake of the hurricane. In addition, no countervailing state interest justifies denying these accommodations.”

A page on the Texas secretary of state’s website offers displaced voters a menu of options for voting in upcoming elections. Residents had until Oct. 10 to register to vote in the place where they were currently living or request to vote by mail.

During early voting, people who are displaced

but remain in their home county can vote at any polling location.

But if they want to vote early in another county, they have to apply to a limited ballot, which only contains the races that overlap with their new county and their old county, and which cancels their home county voter registration.

The website doesn’t provide information on voter identification requirements. In Houston, a city brutally affected by Harvey, poor people were more likely to live in areas susceptible to flooding, where documentation like driver’s licenses, birth certificates and Social Security cards could have been destroyed.

Thousands of cars were also destroyed by the storm, making it harder for people to get to government offices to obtain replacement identification, and get to the polls to vote.

“The Texas secretary of state’s top priority is to address the needs of Texas voters affected by Hurricane Harvey, and there is no complacency in ensuring all eligible Texans can make their voices heard in the upcoming November 7 elections,” Sam Taylor, a spokesman for Pablos said. “We will be responding to the LDF’s letter in due time.”

State says Harvey death toll has reached 88 Texas Tribune

Hurricane Harvey has directly or indirectly taken the lives of as least 88 Texans, according to preliminary numbers released by the Department of State Health Services.

The majority of deaths – 62 – were caused by wind, rain and floods, which led to drownings or trees falling on people.

Meanwhile, 26 deaths were caused by “unsafe or unhealthy conditions” related to the loss or disruption of services such as utilities, transportation and medical care. The state health agency found deaths caused by medical conditions, electrocution, traffic accidents, flood water-related infections, fires and burns.

Deaths from natural causes are considered indirectly related to Harvey if physical or mental

stress caused by the storm exacerbated “pre-existing medical conditions and contributed to death,” the agency said.

The agency said another five deaths could be related to Harvey, but there’s still not enough information to prove a connection. The final death count for Harvey isn’t expected to be released until

next year.

The preliminary death toll is lower than that from Hurricane Rita in 2005, when a chaotic evacuation caused 73 deaths before the hurricane even reached Texas. That was more than half of the 139 deaths attributed to Rita, which veered away from Houston at the last minute and made landfall near the Texas-Louisiana border.

A dozen smaller Texas cities ordered residents to evacuate before Harvey, a category 4 hurricane that hit the Texas coast between Port Aransas and Port O’Connor on Aug. 25. Corpus Christi issued a voluntary evacuation, while Houston and Harris County – which didn’t get a direct hit but experienced historic rainfall and flooding – didn’t issue evacuation orders.

The Black population in Washington, D.C. is decreasing along with affordable housing.

Washington D.C. Black residents fall below 50 percent Defender News Service

Gentrification in the nation’s capital continues to displace more of the city’s longtime AfricanAmerican residents, as the Black population in the District of Columbia has fallen below 50 percent for the first time in decades.

The Washington Post reports that Georgetown University published a study that analyzes the impact of the district’s booming economy on Black residents and offers recommendations to stem the exodus.

The report, which pulls data from several other studies, paints a picture of profound economic disparities between the city’s Black and white residents. The average net worth of a white household is $284,000 compared to just $3,500 for Black households.

There’s also a huge gap in median annual incomes: whites at $120,000 and Blacks at $41,000.

That’s not surprising because half of the new jobs in the district’s economy require at least a bachelor’s degree. Only 12 percent of Blacks in the city were college graduates in 2014, the study noted.

Consequently, white residents can pay more for houses and apartments, which is driving up costs and reducing available affordable housing.

Many of these inequalities stem from a history of discrimination that pushed the district’s Black residents to the fringes of the economy, the study said.

Historic discriminatory practices range from segregated schools to redlining, in which banks refused to lend money to Black entrepreneurs and home buyers.

Creating opportunities for Black-owned businesses is one key solution. The report urges the D.C. Chamber of Commerce and city agencies to build a database of minority businesses and do more to help them thrive. Local universities can also play a role by offering courses on business development.

Blacks call for Jemele Hill to be reinstated Defender News Services

Representatives of more than 35 civil rights and social justice organizations sent a letter to ESPN President John Skipper requesting the reinstatement of anchor Jemele Hill, who received a two-week suspension for violating the network’s social media policy for a second time.

National Action Network founder Rev. Al Sharpton, whose organization also signed the letter, said ESPN should “come to the table” or face a possible blackout if Hill is not reinstated. Sharpton previously called for a boycott of ESPN if Hill is fired.

The letter campaign is led by the Black Women’s

Roundtable and Black Women for Positive Change.

Other organizations supporting the effort are the NAACP, National Urban League, National Council of Negro Women and 100 Black Men of America.

ESPN suspended Hill following her remarks about Dallas Cowboys owner Jerry Jones, who said players who disrespect the flag would not play for his team. One of Hill’s tweets said, “This play always works. Change happens when advertisers are impacted. If you feel strongly about JJ’s statement, boycott his advertisers.”

Stephanie Myers, co-chair of Black Women for Positive Change, said Hill’s suspension “confirms that the racism we are protesting does, indeed, exist.”

FACING HEAT FOR NOT PUBLICLY COMMENTING on the deadly ambush of four U.S. soldiers in Niger on Oct. 4, President Donald Trump tried to convince reporters that he is more caring and compassionate to the troops than any of his predecessors. Trump said that he wrote letters to the families of the four service members, who died in the deadliest U.S. combat operation of Trump’s term thus far. He also said he intends to call the families. Trump then took a moment to compare himself favorably to former presidents, saying he likes to call families “when I’m able to do it.” “The traditional way, if you look at President Obama and other presidents – most of them didn’t make calls. A lot of them didn’t make calls…,” he said. Trump’s statement is not true. Both Obama and George W. Bush made habits of calling the families of fallen soldiers…….U.S. POLICE KILLED 1,166 PEOPLE – more than three a day – in 2015, but an official government count missed a majority of the deaths, a new study shows. The Guardian, a U.K.-based newspaper and media company with U.S. and international editions, counted 93 percent of the U.S. police-related deaths, while the federal Centers for Disease Control and Prevention (CDC) statistics counted only 45 percent. The government based its count on diagnosis codes in state death certificates indicating that “legal intervention” was involved in the death and has long been suspected of significant underreporting. American Black art show comes to Houston Defender News Services

The Dorseys, founders of Black Art in America (BAIA), created GAFTS earlier this year after they moved into a new home and encountered their own outdoor decorating dilemma. They could find the furniture and appliances they wanted at big box stores and independent shops, but not garden art that spoke to their souls and mirrored their faces.

“We wanted the outside of our home to show our love for Black art in the same way the inside of our home does,” Dorsey said. “But we couldn’t find art that represented us. So, we made our own.”

High School students ages 13 to 19 have until Oct. 31 to apply for the 2018 Disney Dreamers Academy, where they will join Steve Harvey and Essence for an outsidethe-classroom mentoring program. It will be held in March at Walt Disney World Resort in Florida.

Participants learn skills such as communication technique and leadership qualities, and are inspired by celebrity speakers and special guests who share their success stories.

In observance of October as Domestic Violence Awareness Month, the Defender talked with women who have endured domestic violence. From high school dropouts to professional women who are pillars of their community, these women share why they stayed…. and how they found the courage to leave.

Camilla Clark of Aldine, TX and Freda White of Cypress, TX share a common enemy - cancer.

Their strong bond emerged in the last year as they battle cancer and share their life experience in a support group at Harris Health System.

Clark has breast cancer and White is facing her second bout with the disease, this time cervical cancer.

Researchers predict new breast cancer cases Defender News Services

Breast cancer is the most common cancer in American women except for skin cancers.

Researchers at the American Cancer Society estimate that there will be 252,710 new cases of invasive breast cancer in women in the United States in 2017. Some 40,610 women will die from the disease.

Over a lifetime, a woman living in the United States has a 12.4 percent risk – 1 in 8 – of being diagnosed with breast cancer.

Non-Hispanic whites and non-Hispanic Blacks have higher breast cancer incidence and mortality than other racial and ethnic groups. The incidence of cancer in Black women was slightly lower than that of whites, but the death rate during 2011 to 2015 was 42 percent higher in Black women.

Scientists have now identified at least five subtypes of breast cancer. Lower overall rates among Hispanic women can largely be explained by lower rates of the most common subtype, called luminal A.

A particularly aggressive subtype, triplenegative breast cancer, is twice as common in Black women as in whites.

The widest differences in breast cancer mortality between whites and Blacks are in Mississippi, Louisiana, Wisconsin and New Mexico. The narrowest gaps are in Connecticut, Massachusetts, Delaware, Iowa and Minnesota.

“These racial disparities are not inevitable,” said Carol E. DeSantis, director of breast and gynecological cancer surveillance at the American Cancer Society. “Access to care, economic status, getting high quality treatment early and beginning and completing chemotherapy are all factors.”

In the 1980s and 1990s, breast cancer rates rose. Scientists believe that the increases may be explained by the growing trend toward delayed childbearing and having fewer children, both known risk factors for breast cancer.

At the same time, the wider use of mammography led to earlier diagnosis, which also contributed to the higher incidence numbers.

White is a survivor and wants everyone to know it.

She’s an active member of the cancer support group and encourages women to be involved in their healthcare.

“If you listen to your body, you can tell if something isn’t right,” she says.

“Cancer has taught me to stay healthy. Early detection and treatment are the greatest cures. See your doctors regularly and continue follow-up.”

Aside from sharing her experiences with the support group, she’s also a breast cancer advocate used by staff to mentor new cancer patients through treatment. As she encounters other survivors, White is always ready to stop, listen and offer an encouraging word and a hug.

When Clark and White see each other in Harris Health facilities, they pause for a hug and a few words of comfort.

“I don’t talk a lot, but she brings it out of me,” Clark says of White. “It’s a comfort to go through this with someone who understands.”

Harris Health’s support groups are organized by staff and administered by patients undergoing various illnesses, injuries and disorders. Their main objective is to help patients recover and cope from their particular ailment.

This flag is drenched in blood

I am not sure why the National Anthem and the so-called American flag are part of our nation’s sports pageantry. Before 2009, while the National Anthem was played, sports gladiators were not required to suit up, stand up, and put their hands to their hearts and why should they? The song that is sung is an insult to people of color.

When I hear “the land of the free and the home of the brave,” I think, “the land of the thief and the home of the slave.” The National Football League, paid by the Department of Defense (seriously?) has paid for a fake cultural hegemony, for the notion that we are all on the same page.

How could we be on the same page? How could the men who have been hauled out of their cars, pushed down to their knees, forced to justify the reasons they are driving high-end cars be on the same page with the men who “own” them, who may or may not support them, may or may not kneel with them, have fealty with their masters?

Colin Kaepernick took to the knee, not because he disparaged the flag, but because he disparaged the many ways that AfricanAmerican people were being diminished by police brutality. Call the names, call the names, the men and the women who have been unjustifiably killed, call the names, and call the names of the many ways Black Lives Must Matter. Call the names, call the names, of the structural racism that cuts like a knife, or kills like a bullet. Call the names.

There are those who have a story to tell about so-called disrespect to the American flag. But the flag is drenched in blood.

Black men went to fight in World War I, and came back to this country and were lynched because they refused to cede the

sidewalk to white people. What flag did they serve under, and why should we celebrate it?

And why do disingenuous fools, including Mr. 45 (President Trump), chide NFL owners with strangely coded language, suggesting a lack of loyalty?

Where is the loyalty to the Black men and women who supported a country that would not support them? The paradox of loyalty is that African-American people love a country that does not love us. We pledge the flag, drenched in blood, because we want something better.

Colin Kaepernick took a stand, and many of his colleagues support him because they cannot embrace a flag that supports the unjustified killing of African-American men.

Colin Kaepernick sacrificed his career to make a point, and he has been focused and fierce about his principles. Colin Kaepernick, by kneeling, encouraged all of us to stand up for our rights. Colin Kaepernick is a hero!

This protest is more, though, than Colin

Kaepernick. This protest is about police brutality. This is a protest about the fake-Jake way some would bond us together, linking arms and elbows, trying to make a point.

There is no point beyond the fact that young Black men who play football, baseball and basketball see their brothers and cousins on their knees, legs and arms splayed, in the face of oppressive police forces. They freely kneel because others knelt when they were required to, because they were not free.

We can fly this flag all we want to, we can sing melodious songs about “the starspangled banner.” But the flag we fly in the name of sports is a flag that is drenched in blood. Players weren’t required to stand at attention until 2009 because the Department of Defense paid money to make it happen.

I’d rather my tax dollar be spent in different ways. I’d rather someone wash the blood out of the flag!

Goodell, NFL players, union meet on issues NFL Commissioner Roger Goodell, owners of each team, representatives of the players’ union and players themselves recently met to discuss ways to “move from protest to progress.”

Among the topics they discussed: enhancing their platforms for speaking out on social issues, and the league’s policy that suggests but does not mandate players standing for the national anthem.

There is a quiet mandate, though, for those discussions: figuring out how to get the attention back on those social issues, not how they are being publicized.

And getting the attention back on football.

“We are proud to be able to work with our players to highlight these issues to really put focus on the issues and how the game and the NFL and our players bring communities together when we are divided,” NFL spokesman Joe Lockhart said.

Goodell emphasized the need for productive dialogue among the owners and players when he sent a memo to the teams. He also invited players’ union chief DeMaurice Smith and a group of players to attend the regularly scheduled meetings.

Kneeling during the anthem was a high-priority topic.

“Like many of our fans, we believe that everyone should stand for the national anthem,” Goodell wrote recently. “It is an important moment in our game. We want to honor our flag and our country, and our fans expect that of us.

“We also care deeply about our players and respect their opinions and concerns about critical social issues. The controversy over the anthem is a barrier to having honest conversations and making real progress on the underlying issues. We need to move past this controversy and we want to do that together with our players.”

“Owners across the league have spoken out on

where they stand,” Lockhart said. “The important thing now will be coming together as an ownership group to try to have a common position — a position that either affirms where we are now, or perhaps adjusts where we are now.”

The league also supports a bipartisan legislative bill in Congress that seeks reforms and targets enhanced mandatory minimums for prior drug felons; increases judicial discretion for sentencing; and reforms enhanced mandatory minimums and sentences.

“We felt that this was an issue over the last months as we have continued to work with our players on issues of equality and on issues of criminal justice reform that was surfaced for us,” Lockhart said. And we thought it was appropriate to lend our support to it.”

Optimism cautious with Houston Rockets lineup

The 2017-18 NBA season begins with the usual amount of buzz. Can anyone dethrone the Golden State Warriors? How good will Kyrie Irving make the Celtics? Has LeBron James assembled another super team in Cleveland?

These are just a few of the questions fans are pondering and anxiously awaiting the answers.

Here in Houston, there is a rumbling of cautious optimism that changes made in the offseason will bring huge dividends for the Rockets this season.

The 2017 Rockets will feature changes that start at the very top of the organization. After 23 years and two NBA championships, Les Alexander sold the Rockets franchise to local billionaire Tilman Fertitta, who reportedly paid a record price of $2.2 billion dollars for the franchise.

“I could not be happier,” Fertitta said. “To own the Rockets in my hometown of Houston is a dream come true. I promise to continue to make this city proud of the Rockets and to do what we can to bring home a championship.”

In business on the court, in an effort to stay within eyesight of the Warriors, the Rockets shocked the NBA during the offseason by acquiring perennial All-Star Chris Paul from the Los Angeles Clippers.

With a backcourt featuring James Harden and Paul, fans should expect an exciting brand of basketball, both offensively and defensively.

Amazingly, the Rockets were able to obtain Paul without giving up Eric Gordon their core nucleus – NBA Sixth Man of the Year Eric Gordon, sharpshooter Ryan Anderson, Swiss army knife Trevor Ariza and the young/old center combination of Clint Capela (young) and Nene (old).

In addition to Paul, the Rockets have solidified their bench, acquiring versatile players like former University of Texas standout P.J. Tucker and Cameroon native Luc Mbah a Moute. Both Tucker and Moute are known as hard-nosed,

blue-collar defenders, something the team has lacked against opponents with multiple offensive weapons (Golden State).

James Harden With a veteran lineup, players anticipate a short acclimation to new surroundings.

“I think with the veteran leadership we have, we understand it’s a long season – ups and downs, try to stay the course,” Paul said. “We’re going to see. [It’s] a new situation for a lot of us, but we’re excited about the process and ready to get it started.”

Harden agreed with his new backcourt mate.

“It’s going to take some time,” Harden said. “We have a great opportunity.

We have some great guys in this locker room. We

all have one goal.”

Gordon said consistency is the key.

“It’s all about being consistent throughout the year,” he said. “We just need to focus on what we need to do. Offensively, we just have to move the ball well like we have been. Defensively, we just have to continue to play really good defense, most importantly rebound the

ball better.”

Veteran Tucker believes continuity and chemistry will come quickly because so many in the group have long-standing relationships with each other.

“Most of us have been friends for years so to actually be together it’s not like being on a new team,” Tucker said.

“It’s like being back with old friends. It doesn’t take long to pick up on what each other likes to do.”

The Rockets were a 55win team last season, good enough for a third seed in the Western Conference. It’s actually possible for them to have a better team with a worse record. The West has improved. Carmelo Anthony and Paul George are in OKC joining reigning MVP Russell Westbrook. Both Denver and Minnesota have talented young squads and New Orleans has the “Twin Towers.”

In addition, one can never count out Rockets GM Daryl Morey making yet another big deal.

“We’re excited,” Harden said. “This preseason has been fairly good for us. So we’re ready to get these 82 [games] going. I know there are going to be some ups and downs, but we’re excited for the process.”

There could be bad news for Cowboy fans and Dallas running back Ezekiel Elliott. In a 2-1 decision, the 5th U.S. Circuit Court of Appeals panel in New Orleans granted the league’s emergency request to set aside an injunction and ordered a district court in Texas to dismiss Elliott’s case. This once again cleared the way for the NFL to impose a six-game suspension on Ezekiel over domestic violence allegations, siding with the league in the latest high-profile fight over its ability to punish players for off-field behavior. Elliott would be scheduled to begin his suspension Oct. 22 at San Francisco and would not be eligible to resume play until Nov. 30 at home against Washington.

Kaepernick files Embattled pro quarterback Colin Kaepernick filed a grievance under the latest collective bargaining agreement against NFL owners for collusion. The filing, which requires an arbitration hearing on the matter, says the NFL and its owners “have colluded to deprive Mr. Kaepernick of employment rights in retaliation for Mr. Kaepernick’s leadership and advocacy for equality and social justice and his bringing awareness to peculiar institutions still undermining racial equality in the United States,” according to Kaepernick attorney Mark Geragos.

“Colin Kaepernick’s goal has always been, and remains, to simply be treated fairly by the league he performed at the highest level for and to return to the football playing field,” the statement continued.

Watson eyes HS football

A special guest took in the Oct. 13 Atascocita versus North Shore high school football game at Galena Park ISD Stadium. Houston Texans quarterback Deshaun Watson was roaming the sidelines during the key District 21-6A matchup that involved the past two Region III Division I champions. What Watson witnessed was a three touchdown, 173-yard rushing performance by Atascocita quarterback Jack Roe, who led the Eagles to a 38-21 victory.

After trailing 14-7 in the second stanza, the Eagles scored 24 unanswered points and led 31-14 going into the fourth quarter. Roe had scoring runs of 67, 49 and 37 yards. He added 109 passing yards by completing 9-of-18 attempts. Watson played high school football in Gainesville, GA. Former Texans wide receiver Andre Johnson was spotted at the same venue during his playing days in Houston.

Manvel beats Marshall Marshall took an early 7-0 lead against Manvel in hopes of avenging last year’s 63-6 mauling at the hands of the District 23-5A rival Mavericks. The state’s No. 2 Class 5A team quickly derailed those thoughts. Manvel (5-0 and 3-0) led 28-13 at halftime and the Mavs never looked back en route to a 56-27 win at Hall Stadium. Deneric Prince, a Texas A&M University pledge, had touchdown runs of 37, 50 and 18 yards. Derrick Williams returned a Marshall fumble 55 yards for a score.

Jalen Preston, another A&M pledge, caught a 17-yard TD pass from Manvel quarterback Kason Martin. Marshall (3-2 and 2-1) highlights included three Jabari James TD passes to Devon Achane, Henry Thomas and Michael Jones. Achane added a 52-yard TD run.
