HISD needs $212 million more for bonds HISD could need up to $212.4 million in additional funding for 2012 bond projects, according to a comprehensive, project-by-project analysis completed by district officials. The review was conducted to outline how much additional funding the district potentially could need to ensure all work is completed as initially described in the 2012 bond election. As part of the analysis, the bond team reviewed each project’s initial, per-square-foot budget to develop a baseline. The team then reviewed current research and market conditions, actual bids received, and projected
inflation estimates to determine if supplemental funding might be needed. The review found that some projects needed no supplemental funding, while others needed significant infusions. The analysis attributes the cost increases to the region’s recent construction boom, which created a huge demand for workers and materials that affected many surrounding school districts. For projects currently under construction, the difference between original budgets (plus reserves and inflation) and awarded contract costs was calculated. For projects about to start construction, the average square

The building was renamed in honor of retired Senior Police Officer Edward A. Thomas for his 63 years of service and dedication to the department. Thomas died on Aug. 10 at the age of 95. Thomas graduated from Cadet Class No. 1 in 1948. He was one of the first African- American police officers to join HPD and served during a time of systemic discrimination throughout the department.

For the third consecutive year, the transit agency topped more than 80 million boardings on its fixed route system. The extension of the Red Line, as well as the opening of the Purple and Green Lines, translated into more than 15 million rail boardings for FY2015. Russell Simmons blames problems on upgrade Hip hop mogul Russell Simmons said the majority of RushCard customer problems have been resolved and he is developing a process to help those “who have been damaged” by the incident. Thousands of the pre-paid debit card’s customers were unable to access funds for more than a week. Simmons, who founded the card in 2003, attributed the problems to a technology upgrade. “We can announce today that all major functionality, including 2-day advance direct deposits and card-to-card transfers, is restored,” Simmons said on the card’s Facebook page. “If you are still experiencing any issue with your card, our call center wait times have returned to normal.”
Five RushCard users filed a class-action lawsuit against Simmons and his partners, saying they were unable to pay their rent or electricity bills or buy food. In addition, the federal Consumer Financial Protection Bureau (CFPB) said it is investigating the situation and is working with other agencies, including the Federal Trade Commission, to hold the responsible parties accountable. Prepaid cards cater to low-income consumers who lack regular checking accounts or credit cards. Customers load cash or receive direct deposits from employers, and use cards to make payments, store funds or get cash at ATMs.

A WHITE SOUTH CAROLINA school officer who was videotaped manhandling a Black female high school student has been fired, and the Justice Department is looking into the incident. Deputy Ben Fields was shown grabbing the student from her chair, knocking her to the floor and dragging her across a classroom. The incident, which occurred at Spring Valley High School in Columbia, S.C., caused outrage across the country. “We’re deeply concerned, particularly with the assault of the student,” said Lonnie Randolph Jr., president of the South Carolina NAACP. “It was not the right way to respond.” The student reportedly was asked to leave the class for talking on her phone and refused……..BEN CARSON has topped Donald Trump and leads the Republican field in the race for the presidential nomination according to the latest national CBS News/New York Times Poll. Support for Carson has quadrupled since August, with 26 percent of Republican primary voters backing him, compared to 22 percent for Trump. Carson is taking a break from campaigning to promote his book, “A More Perfect Union.” He is also taking his new numbers in stride. “I recognize that it’s a marathon; it’s not a sprint, and there will be ups and downs. We still have more than a year to go before the election, so I don’t get too excited about polls one way or the other, but obviously, you’d rather be up than down,” he said…….. GRAMBLING STATE UNIVERSITY STUDENTS have issued a challenge to other HBCUs, urging them to collect books for prison libraries. Last year, student members of Grambling’s Psychology and Sociology Club toured a state prison and were struck by the shortage of books in the facility’s library. They organized a book drive this spring, raising 225 books for the inmates at Richwood Correctional Center in Monroe, La.

City hosts career fair for veterans

WWII veteran gets Congressional medal Congressman Al Green presented a Congressional Gold Medal to World War II veteran Oscar Robinson of Houston. Robinson was a Montford Point Marine, one of approximately 20,000 African-American men who trained at Camp Montford Point in Jacksonville, N.C. from 1942 to 1949 before the armed services were desegregated. The Marines fought in World War II, the Korean War and the Vietnam War, often while experiencing racial discrimination. Robinson missed a Washington, D.C. event three years ago when the Marines were formally honored by Congress and the White House. After learning about the event from a news report, Robinson and his son Ronald contacted Green’s office. Green was able to secure the medal. “Mr. Robinson along with all the Montford Point Marines
are truly exemplars of courage and integrity,” Green said. “Not only did they valiantly serve our nation during three wars, but they also served at a time when they were denied full civil rights both at home and abroad.” Ronald Robinson said his father is honored to receive the medal. “My father always said there was a difference in the way the Black and white soldiers were treated in this country back then,” he said. “However, while he was actually serving overseas, a commanding officer told him, ‘Nobody is going to care about the race of the person if the ship goes down.’ In the service, some saw soldiers as just soldiers and didn’t see the color of their skin.”
The City of Houston Office of Veterans Affairs will host its inaugural Military Veterans Career Fair on Friday, Nov. 6, from 9 a.m. to 2 p.m. at Moody Park Community Center, 3725 Fulton St. The career fair will feature jobs available within various city departments, including 911/311 call takers, administrative workers, equipment operators, financial analysts, engineers, mechanics, nurses, project managers, project technicians and safety supervisors. The organization will now list processed meats in the same risk category as other carcinogenic substances such as alcohol, cigarettes and asbestos. The WHO panel cited studies suggesting that eating an additional 1.8 ounces of processed meat daily – about three slices of bacon – can raise the risk of colorectal cancer by 18 percent. “For an individual, the risk of developing colorectal cancer because of their consumption of processed meat remains small, but this risk increases with the amount of meat consumed,” said Dr. Kurt Straif with the WHO’s International Agency for Research on Cancer. The WHO panel said about 34,000 cancer deaths a year worldwide are attributable to diets high in processed meats.

everly Johnson rose to fame in 1974 when she made history as the first AfricanAmerican to grace on the cover of Vogue magazine. The multi-talented supermodel, actress, businesswoman and author has enjoyed an enduring career which has included writing a several books and starring in her own reality TV series, “Beverly’s Full House.” Recently, she has bravely stepped forward as the highest-profile victim to accuse Bill Cosby of drugging and assaulting her. Here, she talks about that incident as well as her new autobiography, “The Face That Changed It All.” KW: What interested you in writing your autobiography? BJ: I’m not the type of girl who cries a lot, but I’m crying right now because I don’t know whether I’d written it, if my mother hadn’t developed Alzheimer’s. There are many things in the book that I know would’ve caused her a lot of pain, and I wouldn’t want to do that to her. When you think about trying to reduce a life of 60 years to 250 pages, it’s a little overwhelming. KW: How did you go about deciding what to include? BJ: Basically, what I did was break it up into childhood, seventies and eighties. It was also important to me as an African-American to write this because we’ve had a very painful history, and haven’t passed our stories down, perhaps out of shame. I know that in growing I would grab onto any little anecdote my mother or grand-
mother might leak out by accident. I believe that we should tell our stories, because they’re important for the future generations. So, I want to make sure I leave my story, even though it isn’t all pleasant. I don’t want anyone to pass away with their song still inside them. That’s really why I decided to write my memoirs. KW: Were you aware of or had you heard about Cosby’s reputation before all this happened? If so, had you just dismissed it as rumors, never thinking he
would do anything to you? BJ: I’m a very smart girl. If somebody warns me, “Don’t go around that corner because there’s a giant sinkhole you could fall into,” then I’m going to go in the other direction.” That’s just how I am by nature. I’m not angry, I’m not bitter, I don’t want anything, and I forgive him. KW: You did not let the l Cosby incident cripple you. How did you heal from it? BJ: I’ve always done a lot of work on myself whether in the way of therapy, a 12-step program or self-help books. We have so many options to better ourselves and our mental health. I’m the type of person who wants to take advantage of those services, and I think I did. I also healed with the help of my spiritual connection to a higher power. KW: Out of your many achievements, which are you most proud of? BJ: Motherhood. That was a defining moment in my life. You can’t get any closer to God than by giving birth to another human being. Billboards promote healthcare enrollment Houston State Sen. Rodney Ellis announced the unveiling of billboards across the community aimed at increasing the number of insured Houstonians. Thanks to a partnership with Clear Channel Outdoor, Ellis will post a dozen billboards to encourage citizens to pursue options provided by the health insurance marketplace and the Affordable Care Act (Obamacare). Houstonians can obtain coverage when the health insurance marketplace opens on Nov. 1, with enrollment running through Jan. 31.
“All Texans deserve access to quality, affordable health care,” Ellis said. “We will all get sick at some point in time, and access to health insurance is a critical part of ensuring that individuals and families are healthy and successful. Questions every presidential candidate must answer

he late Congressman William Clay (D-Mo.) often said that Black folks should have “no permanent friends, no permanent enemies, only permanent issues.” How hard will AfricanAmericans push candidates for president in 2016, whether they are African-American or white, Democratic or Republican, legacy candidates (Bush, Clinton), or outsiders? We should directly challenge these candidates on race matters, and push it as aggressively as we can. Hats off to the #BlackLivesMatter movement for doing exactly that – pushing until our issues garnered recognition among Democrats. Republicans were not asked, nor did they volunteer, their perspective on race matters. If I were questioning these candidates on race matters, here’s what I’d ask about their views: 1. What do you think about race relations in our nation? If you think they are broken, how would you fix them? If you think everything is fine, how do you account for the differentials we can measure in terms of income, employment and educational attainment? 2. Do you think that race matters? How? Do you think that the presidential bully pulpit is an appropriate platform from which to raise this issue? Assuming that you are inaugurated in January 2016, what would be your first speech on race, and whom would you offer it to? 3. Do you believe in targeted programs? In other words since African-Americans were disproportionately hit by the Great Recession,
should this community get disproportionate assistance in recovery funding. How would you manage this? 4. How do you define affirmative action? Do you agree with its premise and support its implementation? 5. The African-American unemployment rate has been twice that of whites for five decades. Do you feel any obligation to close the gap? How would you approach that? Too many
have accepted this employment gap as historic. Should the African-American community accept this as a permanent gap? 6. How would you deal with some of the educational challenges in the AfricanAmerican community, from differences in high school graduation rates, to differences in college attendance? Would you increase the Pell Grant, and where would the money come from? How strongly will you support historically black colleges and universities, and can these institutions expect more support from your administration? 7. The criminal justice system seems biased against African-Americans, and the recent spate of the killings of Black men at the hands
of white officers magnify this. What are your plans to reform a system that is so clearly biased that half of prison populations are African- American (yet only 13 percent of the population)? 8. African-Americans disproportionately depend on Social Security, mainly because as few as a third have company provided pensions. Calls for Social Security reform have included proposals to cut benefits, raise the retirement age, or both. What is your position on Social Security changes? How do you think African-Americans are affected by these changes? What will you do to mitigate the disproportionate impact of Social Security changes on African Americans? 9. Who are the African-Americans on your campaign team? What are their roles? Will you contract with African-American entrepreneurs to do your printing, or media buys and to provide other services? Do you have a goal for what percentage of your campaign budget will be awarded to African-American businesses? 10. Do you support the Affordable Care Act, which increases health insurance availability for AfricanAmerican, as well as all Americans? If you do not support the Affordable Care Act, how will you improve health access? Historically, African-Americans heavily support Democrats, and from what I see in the Republican field, we should continue to do so. However, Democratic candidates should not take the African-American community for granted and those Democrats in the race should be willing to answer these questions. Hilary Clinton enjoys significant support among African-Americans. Our support should not excuse her from asking questions about her support of African-Americans. If we don’t ask her these questions, we have no right to ask them of others.

Through a grant from Capital One, the Heart of America Foundation’s READesign team created a hub of technology and college access materials. New features include 25 Dell laptop computers, a laptop charging cart, teacher desktop computers, a large-screen monitor, and an education-focused Xbox for students. The event marked a significant upgrade to the facility’s existing technology, furthering the community’s access to digital resources. sportsbriefs Is Arian Foster done? With less than five minutes remaining in the contest and the Texans seemingly trailing the Dolphins from the time they got off the plane, Arian Foster tore his Achilles tendon on a non-contact play. It’s been a hard luck year for Foster off and on the field. First Foster went through a divorce, then a torn groin that required surgery in training camp and now this latest injury which will shut down his season and quite possibly his career as a Texan. At age 29 Foster is scheduled to make a base salary of $6 million next season and it’s highly unlikely that the Texans will be willing to pay that money to a back who spends more time in rehab than on the field.
QB issues at A&M Two weeks ago the Texas A&M Aggies were 5-0 and ranked No. 9 in the national polls. Now after successive losses to No. 10 ranked Alabama and No. 24 ranked Mississippi, the Aggies have fallen out of the top 25. If that wasn’t enough, the team appears to be headed toward a quarterback controversy which could disrupt the remainder of the season. At the center of the controversy is the continued poor play of starter Kyle Allen. He threw three interceptions that were returned for TDs in the Alabama loss. At one point against Ole Miss, Allen was 1-19 for minus one yard. Rather than play highly touted freshman Kyler Murray, the Aggies went with junior college transfer Jake Hubenak.
Unbeatens meet in 24-6A Dickinson will host Clear Creek in a battle of undefeated teams on Oct. 30 with sole possession of first place in District 24-6A at stake. Kickoff is set for 7 p.m. at Sam Vitanza Stadium in Dickinson. Both schools will enter the contest with identical 8-0 season records, including 5-0 in district play. That’s where the similarities end. Clear Creek likes to pass and quarterback Chase Hildreth is coming off a 293 yards and two touchdown pass effort in the Wildcats’ 4934 win over Clear Springs. Da’Von Smith rushed for 172 yards and four TDs and also caught a 51-yard TD pass from Hildreth. Dickinson is more run-oriented, but managed only seven first downs in a 27-20 win over Friendswood. Yet the Gators received multiple big plays in the rushing game and a 99-yard kickoff return from special teams to set up the biggest game of the season for both schools.
Weather wreaks havoc
The threat of inclement weather impacted the recent schedule of high school football games in the Houston area and beyond. All of the Oct. 24 games except Barbers Hill at Humble either changed times or locations. It took Lufkin nearly six hours to get to Ennis due to the weather. Both teams sat through numerous weather delays. Coaches then decided to determine the winner via a coin flip. Lufkin won the toss and the game. Ennis, the defending state Class 5A Division II champ, is in danger of missing the playoffs.
