ith President Barack Obama sworn in as the 44th President of the United States, much has been conjectured about the make-up of his priority agenda items, the strategies he will employ to honor campaign promises, and the solutions he will offer to confront the current global economic crisis. Yet, very little attention has been

ovember 2010 brought with it election results that political analysts are deciphering in ways as numerous as there are analysts. Some view the Republican/Tea Party victories of the 2010 Mid-Term Elections as a condemnation of the policies of President Obama’s administration. Others argue that it is a recurring historical reality that the party in power loses control of the U.S. House of Representatives during mid-term elections. Yet, whatever the reasons, the reality is that state and local politics will be affected by this national surge in conservative lawmakers. State Representative Garnet Coleman (District 147) believes the rigors of daily governance will serve as a wake-up call to newly elected conservatives. “Two things are going to happen. First, a whole bunch of people will come to Austin with their chest out believing they run the world. Second, they’ll find out that governance is hard,” said Coleman. “You’ve got to remember this is their baby. Republicans have held the majority in the Texas Senate and the governorship since 2001, and have controlled both houses since 2003. So, all of these problems have come under their watch. The budget shortfall is on their shoulders. If we have a less effective educational system, it is on them. You know the old saying ‘Be careful what you wish for?’ Many just wanted to vote against Black people but didn’t realize they were voting against their own kids. They didn’t realize that in voting against Medicaid, most of that money goes to their elders in senior’s homes.” According to Coleman, Republicans, who do not want to look for additional revenues, say they will deal with the Texas budget shortfall, expected to be near $25 billion, by cutting essential services for Texans. “One of the most frightening proposals being floated by Republicans is for Texas to abandon the Medicaid program altogether. Millions of Texans, including hundreds of thousands of Harris County residents rely on state services like Medicaid,” said Coleman. In October, 512,417 Harris County residents relied on Medicaid to access health care, including 36,175 seniors and 73,054 blind and disabled individuals. “Without Medicaid thousands of young children could lose access to their doctor, and thousands of elderly individuals could be kicked out of nursing homes,”

Conversely, those who can least afford higher taxes and fees will be impacted by increases in taxes and fees.” Senator Ellis, and State Representatives Coleman and Dutton added redistricting to their list of big ticket issues for this session. According to Ellis, because of the large minority population growth that is projected to be revealed by the 2010 Census figures, Texas could gain as many as four new Congressional Districts.

“We have been down in numbers before, and we have relied on the people of Texas to commit to holding all elected officials accountable for the decisions that we make during session” Texas Senator Rodney Ellis added Coleman. State Senator Rodney Ellis (District 13), who says Tea Party victories nationally were the result of an angered and organized base, does not believe this to be a sign that Democrats and progressives are any less hungry and energized to pass good public policy for Texas citizens. “We have been down in numbers before, and we have relied on the people of Texas to commit to holding all elected officials accountable for the

decisions that we make during session,” said Ellis. “I’ve been in the State Senate over two decades and votes and issues can always go different ways when you start and end session, and sometimes it all depends on which day of the week it is. Despite whether or not we have the votes in the Senate for specific policy issues, I am committed to fighting on behalf of the people of the 13th District to make sure that the policy issues do not adversely affect their day to day lives.”

“In terms of redistricting, I have prided myself on making sure that we fight for equal protections and voting rights, so we will need to make sure that when the lines are redrawn in Harris County, the legislative districts equally represent and reflect the diversity of our communities. And we need to ensure that when we draw the new lines that all Texans are represented fairly in the spirit of one person one vote” added Ellis about the legislature that will also be responsible for redrawing all of the legislative seats that will be up for election in 2012. “The redistricting process will begin in the legislature and then complete itself in federal court. It’s really important; this is the first time redistricting will occur under a democratic president since the Voting Rights Act was passed,” said Coleman, who foresees all legislative issues being affected by the influx of new Republican and Tea Party lawmakers. “Although the specific impact is unclear, the mid-term elections will certainly influence the direction of the next legislative session. For example, in the House, Republicans will enjoy a 99 to 51 majority and if they can remain a cohesive voting bloc, the solutions to some of Texas’ major issues may come directly from their playbook,” conceded Dutton. “It remains extremely uncertain how these issues will play out. My hope is that the more reasoned legislators will

greatly influence the ultimate outcomes.” Education is one of those issues that will be directly affected by the legislature’s new ideological make-up. “The potential for cuts in public education is great. This affects the ability of our young people to succeed. The most at risk to be cut is public higher education—community colleges, any state schools, public K-12 schools,” said Coleman, who sees this course resulting in higher college tuition costs. “Tuition costs have already risen from $40 per semester hour in 2003 to $340 per in 2010. And if there are cuts to higher education, then tuition will just go up,” said Coleman who added that since 2004 very little money has been put into education, hurting most those communities with the least amount of college attainment. “The cost of education is prohibitive now. What will it be in the fall if there are cuts?” asked Coleman. “So now there is an income barrier to college rather than an ability barrier.” “These cuts will have a lasting effect on this state’s future and ability to be competitive in the global economy,” said Ellis. “With the cost of college tuition going up and the amount of financial aid going down, college will be out of reach for many Texans.” Coleman argues that those concerned

Said the late Ron Walters, one of the most respected Black political scientists in the country, “It is curious that in over 30 of the probes the new Office of Congressional Ethics was considering, the only active investigations were on Black Congresspersons.” This attack upon the CBC, whether perceived or real, is coupled with the reality that there will be no African Americans in the U.S. Senate in 2011. How this new dynamic plays itself out on the state level is unclear, though it is certain to impact critical issues like education funding and healthcare access. State Representative Harold Dutton (District 142) believes that the impact that the mid-term elections will have on the new legislative session is unclear. Still, Dutton concedes that the Republican super majority will have a direct impact upon his constituents, especially if they carry out their proposed cuts. “The overarching issues of this session are the budget deficit and whether to reduce expenditures, raise additional revenue, or some combination thereof, and redistricting,” said Dutton. “Still, every legislative issue and its resolution may be critical in its impact on my constituents who span the spectrum of economic haves and have-nots. Some are therefore more vulnerable to increased taxes and fees while others are more sensitive to a reduction in state services.” “Time and again, Republican leaders have said that they will not raise revenues, and only cut services. Children, the elderly, and individuals with disabilities will be harmed by these proposals. Now that Republicans have close to a twothirds majority in the Texas House and in the Texas Senate, Republicans have sole responsibility for governing,” said Coleman. Though conceding the power potential of a Republican majority in Austin, Dutton still believes Democrats can impact the direction of this session’s legislation, especially with the active involvement of his district’s residents. ”My focus is to increase communications with my constituents,” said Dutton, who urges voters to share their advice, suggestions and criticisms with him via email (repduttonlistens@yahoo.com), phone or visits to his Austin office.

Coleman believes implementing the heath care law at the state level will be frustrated by emboldened Republicans, and foresees some major issues left untended. “Unfortunately, some of these big issues will be relegated to secondary status. Priorities are what you base policy on. And if people cut higher education and public education then they have relegated the education of Texas children and young adults to secondary status. The answer to the budget is not just cuts. That’s the point; we have choices. Our choices relegate things to a secondary status; but we have options,” said Coleman.

nitially branded an outside agitator by southern whites and the “drum major for justice” by Blacks, Dr. Martin Luther King Jr. has become America’s poster child for racial harmony. Yet, as the number of scholars grow who dig past the mythological Dr. King celebrated annually, more are concluding that King was more radical than celebrants realize. Though King is granted the status of leader of the Civil Rights Movement, in the lexicon of Black leaders, he is viewed as a reformer rather than a radical. This was not the common view of him held by whites, especially at the outset of his public career. Rabblerouser, communist, and instigator of violence were just a few of the labels given King by southerner segregationists. But for all the courage and dedication King had to muster to endure death threats and harassment, the number of young Blacks dissatisfied with the pace of change grew. These forces came to view King, the Southern Christian Leadership Conference (SCLC) and the NAACP as accommodating to the whims of whites. Advocates of “Black Power,” such as Stokely Carmichael and Malcolm X were viewed as more progressive. As King’s image with many Blacks was changing, so to was it changing with whites. Kai Wright, senior writer for The Root.com, argues that even though King’s “Letter From a Birmingham Jail” displays “a blunt rejection of letting the establishment set the terms of social change,” King began to be projected by mainstream media as the “safe Negro.”

Despite daily denials, she persisted, and on the last day the U.S. embassy was in Somalia, received visas to leave for America. “You can’t even describe it,” says K’naan. “It is the most sensational, liberating feeling. There was the weight of a world of hope on your shoulder that has suddenly landed. It was only then that I started to get this certain value of life that I never had before.” With little possessions and no knowledge of English, K’naan and his family boarded the last commercial flight out of Mogadishu for New York before settling in Toronto. The tunes on Troubadour reflect the sum of K’Nasan’s life experiences. Having spent the better part of the last two years on the road, visiting over 50 countries from Slovenia to Peru to Vietnam to Uganda, the album is the sonic document of an artist with much to share, and disproves rap music’s detractors who say that hip-hop has nothing new left to say. The CD’s first single, “Wavin’ Flag,” has become an international sensation, and was the official anthem of the World Cup Championship hosted this summer by South Africa. Reaching over 150 countries, the signature song was featured on K’Naan’s FIFA-sponsored Trophy Tour, which saw the emerging rap star spreading his message to soccer fans in concerts staged all around the world. K’naan has also re-recorded new versions of the track with Will.i.Am and French dance producer David Guetta and a bilingual versions with Spanish pop singer David Bisbal, French MC Fefe, AI Otsuka from Japan, Jackie Cheung and Jane Zhang from China, Tattoo Colour from Thailand, Nancy Arjam from Egypt, HHP from South Africa, and other artists in Greece, Turkey and elsewhere. Kam Williams: Hi K’naan, thanks so much for the time. K: My pleasure. KW: What was the inspiration for Wavin’ Flag?

Musician/emcee K’Naan Warsame is forging his own musical path via a unique blend of reggae, funk, pop, soul and, above all, hip-hop. K: I can’t remember specifically, it was just one of those moments when I had a melody in my head and a discontented, melancholy feeling. I just wrote that. KW: Did it emanate at all from your childhood? K: I think everything kinda’ does. Everything is kind of shaped by life in general, so I guess it does feel like my childhood might have been an influence. But those things are pretty subconscious. KW: Do you still feel a strong connection to Somalia? K: Yes, I have many, many memories, which have impacted my life. KW: Were you listening to a lot of American music while growing up? K: You could live in Somalia forever and never need music from outside Somalia. There are a lot of different styles and a variety of musical ideas developing right there. KW: What did it mean for you to have Wavin’ Flag become the anthem of the World Cup? K: I used to get very excited watching the World Cup on TV as a child. So, to have any kind of involvement with the World Cup is a big, big honor. KW: Are you a soccer fan and did you play

soccer in your youth? K: Yes I am, and I did play, like most other children. KW: How have you been received by the American hip-hop community? K: Great! You can tell from what’s been happening for me. They’ve all been very supportive and showing love for what I do. KW: Where do you think hip-hop is headed? K: I think it will always go through phases, like how philosophy in ancient times would celebrate the body and the physical for a while, then focus on the mind and the spiritual. I think that those phases happen to us as well, and hip-hop is one of the best barometers of what is happening, because it reflects the feeling of young people. I see my music as following the feeling. KW: When you look in the mirror, what do you see? K: [Chuckles] Interesting… I often try to find the face of my teenage years. I don’t know whether it’s like this for everybody, but I can’t find it. KW: What is your favorite dish to cook? K: It probably would be good if I cooked more, but I just don’t do it very often. When I do, I find it very enjoyable. I made a dish

about a year ago. It was stir-fried vegetables with Szechuan sauce. I made it a little too spicy, I admit, but I think everybody enjoyed it, aside from all the sweating. KW: How do you think African music will influence the rest of the world in the coming years? K: I think it’s actually already affecting the world in a big way now. People just aren’t aware of it. For instance, there’s a great tune by Coldplay called “Strawberry Swing.” It’s essentially Afro-Pop music. And most of Vampire Weekend’s music is Afro-Pop. Africa has influenced many of the biggest bands. So, I believe Africa has already crept in and changed music in the West. People just don’t know to call it African. KW: If you could have one wish instantly granted, what would that be? K: Wow! That would be for a sudden shift in my country from war, distrust and death to peace, love and harmony. KW: Are you ever afraid? K: Yes I am, but not of what people ordinarily fear, fortunately. My fears are all internal. I’m afraid of my own self more than of anything external. KW: Are you happy? K: Happiness, I think, is one of the most elusive things on the planet. I believe that happiness is only appreciated in retrospect. So, I’m always happy, given that I later find out that I was. KW: How can your fans help you? K: By being understanding of the fact that I don’t make music for them, but that I make music that’s about my past and about my most honest internal instincts. They need to understand that more than anything else. Wherever I go, it’s not about them, but where the music takes me. KW: What has been the happiest moment of your life? K: The birth of my first son. KW: Do you have any regrets? K: I guess I do have some regrets, but none big enough to obsess about. KW: How do you want to be remembered? K: As someone who was always interested in walking through life in a positive way and in affecting people in a positive way. Despite daily denials, she persisted, and on the last day the U.S. embassy was in Somalia, received visas to leave for America. “You can’t even describe it,” says K’naan. “It is the most sensational, liberating feeling. There was the weight of a world of hope on your shoulder that has suddenly landed. It was only then that I started to get this certain value of life that I never had before.” With little possessions and no knowledge of English, K’naan and his family boarded the last commercial flight out of Mogadishu for New York before settling in Toronto. The tunes on Troubadour reflect the sum of K’Nasan’s life experiences. Having spent the better part of the last two years on the road, visiting over 50 countries from Slovenia to Peru to Vietnam to Uganda, the album is the sonic document of an artist with much to share, and disproves rap music’s detractors who say that hip-hop has nothing new left to say. The CD’s first single, “Wavin’ Flag,” has become an international sensation, and was the official anthem of the World Cup Championship hosted this summer by South Africa. Reaching over 150 countries, the signature song was featured on K’Naan’s FIFA-sponsored Trophy Tour, which saw the emerging rap star spreading his message to soccer fans in concerts staged all around the world. K’naan has also re-recorded new versions of the track with Will.i.Am and French dance producer David Guetta and a bilingual versions with Spanish pop singer David Bisbal, French MC Fefe, AI Otsuka from Japan, Jackie Cheung and Jane Zhang from China, Tattoo Colour from Thailand, Nancy Arjam from Egypt, HHP from South Africa, and other artists in Greece, Turkey and elsewhere. Kam Williams: Hi K’naan, thanks so much for the time. K: My pleasure. KW: What was the inspiration for Wavin’ Flag?

Musician/emcee K’Naan Warsame is forging his own musical path via a unique blend of reggae, funk, pop, soul and, above all, hip-hop. K: I can’t remember specifically, it was just one of those moments when I had a melody in my head and a discontented, melancholy feeling. I just wrote that. KW: Did it emanate at all from your childhood? K: I think everything kinda’ does. Everything is kind of shaped by life in general, so I guess it does feel like my childhood might have been an influence. But those things are pretty subconscious. KW: Do you still feel a strong connection to Somalia? K: Yes, I have many, many memories, which have impacted my life. KW: Were you listening to a lot of American music while growing up? K: You could live in Somalia forever and never need music from outside Somalia. There are a lot of different styles and a variety of musical ideas developing right there. KW: What did it mean for you to have Wavin’ Flag become the anthem of the World Cup? K: I used to get very excited watching the World Cup on TV as a child. So, to have any kind of involvement with the World Cup is a big, big honor. KW: Are you a soccer fan and did you play

soccer in your youth? K: Yes I am, and I did play, like most other children. KW: How have you been received by the American hip-hop community? K: Great! You can tell from what’s been happening for me. They’ve all been very supportive and showing love for what I do. KW: Where do you think hip-hop is headed? K: I think it will always go through phases, like how philosophy in ancient times would celebrate the body and the physical for a while, then focus on the mind and the spiritual. I think that those phases happen to us as well, and hip-hop is one of the best barometers of what is happening, because it reflects the feeling of young people. I see my music as following the feeling. KW: When you look in the mirror, what do you see? K: [Chuckles] Interesting… I often try to find the face of my teenage years. I don’t know whether it’s like this for everybody, but I can’t find it. KW: What is your favorite dish to cook? K: It probably would be good if I cooked more, but I just don’t do it very often. When I do, I find it very enjoyable. I made a dish

about a year ago. It was stir-fried vegetables with Szechuan sauce. I made it a little too spicy, I admit, but I think everybody enjoyed it, aside from all the sweating. KW: How do you think African music will influence the rest of the world in the coming years? K: I think it’s actually already affecting the world in a big way now. People just aren’t aware of it. For instance, there’s a great tune by Coldplay called “Strawberry Swing.” It’s essentially Afro-Pop music. And most of Vampire Weekend’s music is Afro-Pop. Africa has influenced many of the biggest bands. So, I believe Africa has already crept in and changed music in the West. People just don’t know to call it African. KW: If you could have one wish instantly granted, what would that be? K: Wow! That would be for a sudden shift in my country from war, distrust and death to peace, love and harmony. KW: Are you ever afraid? K: Yes I am, but not of what people ordinarily fear, fortunately. My fears are all internal. I’m afraid of my own self more than of anything external. KW: Are you happy? K: Happiness, I think, is one of the most elusive things on the planet. I believe that happiness is only appreciated in retrospect. So, I’m always happy, given that I later find out that I was. KW: How can your fans help you? K: By being understanding of the fact that I don’t make music for them, but that I make music that’s about my past and about my most honest internal instincts. They need to understand that more than anything else. Wherever I go, it’s not about them, but where the music takes me. KW: What has been the happiest moment of your life? K: The birth of my first son. KW: Do you have any regrets? K: I guess I do have some regrets, but none big enough to obsess about. KW: How do you want to be remembered? K: As someone who was always interested in walking through life in a positive way and in affecting people in a positive way. An active advocate of education for our youth, Bush worked with Blackshear Elementary, Ryan Middle and Yates High schools. As a foster parent, she is credited with organizing Third Ward’s first Girl Scout and Boy Scout troops. Bush died surrounded by relatives at the home of her son, Gregory Bush, in Humble during the family’s holiday celebration. She is believed to have succumbed to complications from diabetes. Her daughter, Kathryn “Kathy” Bush Bates, died in 1999. She leaves to mourn a devoted son, Gregory Albert Bush and his wife Mar-

The former U.S. Senator was flooded with calls on the day Daley made the surprise announcement that he would not seek a seventh term in office –– encouraging her to mull a run for the mayoral post. Braun, who made history in 1993 as the first African-American female U.S. Senator said that she is “seriously considering it.” Braun’s political career spans more than two decades. “I think what happened is, we’ve been working on this for three years, even before I came on the council,” said Councilwoman Carolyn Davis, who voted in favor of the no-bid contracts. “And so I went with staff recommendation. I’ve always supported staff recommendation, but we didn’t win. It takes eight votes to win here at the Horseshoe, and the eighth vote won.” Hudson is part-owned by Giddings and by a trust that manages the assets of Johnson. Star is owned by prominent Democratic donor Gilbert Aranza. To some, it was the direct - some say heavy-handed - involvement of Mayor Tom Leppert that turned the tide. In April, Leppert began his campaign to stop the deals from being approved, calling them too sweet for the incumbents and bad for Dallas’ image as a fair place to do business. “These contracts, lasting 19 years, would award major portions of our new terminal to the two incumbent concessionaires without having been vetted through the competitive process. This has short-circuited new ideas and concepts and discouraged competitors, including firms owned by minorities, women and emerging entrepreneurs,” Leppert said in an opinion letter. “I’m hoping that it [politics] did not play a role,” Davis said of Leppert’s involvement. “I want to be able to say that he did it for the city of Dallas.” Davis, along with six of her council colleagues, was impressed by the incumbents’ track record as tenants, their post-9/11 hardships and the unanimous recommendation of the transportation committee that the deal go forward. “They’ve been through thick and thin out there,” said former Councilman Ed Oakley in support of the incumbents. “They’ve been through the building of

If you own a building and you’ve got good tenants, you just don’t say, ‘Well, I’m going to kick them out because I think I want someone else who is going to give me more or pay me more,’ you tend to keep the good paying tenant,” Davis said. “What they were trying to accomplish is encouraging the incumbents to stay through the renovation, and then having space in the new terminal at a rate that was more than what the consultants even recommended,” said Oakley. “The remaining space would be bid out, and if [the new tenants’] rates were higher than what [the incumbents] were paying, the incumbents’ rent would automatically escalate to match. How is that not fair?” In another victory for the mayor, three council members on the losing end of the vote eventually crossed over to side with the majority on an 11-4 vote

Both Hudson and Star have been tight-lipped about how they will respond. Through its public relations firm, Hudson would only disclose, “At this point, the Dallas City Council has approved a plan for the allocation and process for awarding concessions at Love Field. Hudson will continue to work with the city staff based on the plans approved by the city council.” Aranza of Star Concessions could not be reached for comment. For Davis and others, what stands out about the council’s decision is the second-guessing of city staff, which Davis says is unprecedented during her three years on the council. “This has been the only time since I’ve been on the council, that my colleagues have gone against city staff,” said Davis. “Remember, coming out of the transportation committee we voted 10 to 0. Being a newbie on the council, I looked to [the committee chair’s] leadership on what we should do, because I just hadn’t been briefed on the Love Field situation.” Davis’ recollections also suggest that the council’s deliberations weren’t always as contentious as they eventually became. Indeed, before the August meeting there was literally no argument since the option to grant the no-bid contracts was the only one then on the table. It was at the urging of the mayor during the June council meeting that voting on the proposal be postponed so that other options could be added. “There was never an argument. Most of the contracts were going out for bid anyway,” Davis said. “We just wanted the incumbents who [had] been there through 9/11 to stay there and recoup their investment, with the amount of money they put into that airport.

She loved politics, she loved the process and she loved participating in the process. If you sought political office, you sought her out. She had the power.” Shepard enjoyed rare 24hour access to Texas governors and other state and local politicians, and was invited to the White House a few times, meeting at least a handful of presidents, including John F. Kennedy, Lyndon Johnson, Jimmy Carter and Bill Clinton. Shepard, who worked as a constituent liaison for former Harris County Commissioner Squatty Lyons for some 20 years and then Sen. John Whitmire, D-Houston for about 10, was gifted at reading people and politics at play. In fact, it was Shepard who convinced Turner to run for political office in the late 80s. “I told her, ‘Ms. Shepard, I have no interest in running. To which she replied, ‘You have no idea what you’re interested in.’ She was literally the one who put the idea in my head,’?” he said. Shepard’s love of politics was evident in her constant efforts to get people out to vote. “She knew the value of the vote because she had been denied the right to vote,” Turner said. Shepard's survivors include seven children, 30 grandchildren, 24 great-grandchildren and 10 great-great children.

I remember two years ago when we were heading for Niagara Falls, Canada and Buffalo, New York, the Dodge Caliber was the vehicle of choice when it came to rent cars.
