Still, President Obama fell slightly short of 10 points in the view of most Congressional

Black Caucus members and Black leaders when they were asked to grade the “State of the Union” speech on a scale of 1-10. “I give it a nine-and-a-half,” says Congressional Black Caucus Chairman Emanuel Cleaver (D-Mo.). He says the President gets an A for giving the inspiration that was needed as the economy appears to be generally turning around. But, Cleaver expressed concern about a void in specificity on what programs might be cut in order to make up for a $400 billion freeze on annual

domestic spending that the President proposed to start this year and extend for the next five years. “This freeze will require painful cuts,” President Obama said. “Already, we’ve frozen the salaries of hardworking federal employees for the next two years. I’ve proposed cuts to things I care deeply about, like community action programs. (NNPA) - In what appears to be a racially incendiary move, Libyan leader Colonel Muammar Gaddafi, recently offered to stem the steady influx of Africans into various European nations in an effort to keep Europe white and civilized. Gaddafi told Italian Prime Minister Silvio Berlusconi on a recent trip to Rome that the European Union (EU) should pay him at least 5bn euros ($6.3 billion) a year to stop illegal African immigration and avoid a “Black Europe.” Massaging old racial wounds and growing concerns, Gaddafi hoped to capitalize on fears that millions of Africans, who once lived under the subjugation of European colonial rule and who were made citizens of those nations, would continue to migrate to their “Mother Country” impoverished, and without clear means of employment. ★GADDAFI, Page 6

Prairie View University Archivist and HBCU alumni, Phyllis Earles wanted to let legislators know, “We have a voice!” Nine of the 105 HBCUs are located in Texas and include Texas Southern University, Prairie View A & M University, Huston-Tillotson University, Jarvis Christian College, Paul Quinn College, Southwestern Christian College, Texas College, Wiley College and St. Philip’s College. Next year’s budget cuts show higher education funding faces a $254 million loss from special item funding for state colleges and universities and another $431 million loss from student financial aid programs. Former Texas Southern University Law professor and State Rep. Sylvester Turner, (D- Houston) said, “The bottom line is that the cost of tuition and fees will go dramatically up.” This means not only will funds be shaved away for those public universities but new and incoming college students would not be offered Texas grants. Private HBCUs do not escape the cuts either, teaching supplements totaling up to $5 million for colleges like Huston Tilotson and Paul Quinn college were not even mentioned in the new proposed budget, leaving those schools without the extra funds.

Texas Southern University alumni and Prairie View graduate, Vera Givens says funds for Texas Southern and Prairie View should not be cut. “Schools cannot function without funding,” Givens said. “As a tax payer I expect to have those funds go to the colleges.” But legislators say there is still hope for HBCUs and their students. Prairie View A&M graduate and State Rep. James White, R-Hillister, says changes are not yet complete. “We got a draft bill out. I’m a football coach, we say on that first draft bill, you’re not even out of the locker room yet, you haven’t even taped people up yet!” White said. White also noted committees had not been picked yet, describing just how early the process was. Turner, however, paints a much bleaker picture. “This is a tough budgetary session for colleges and universities in general. It is going to be tough and for our HBCUs it’s going to be even tougher,” he said. Prairie View A&M is the second oldest university in Texas, founded in 1876. Its facilities could be compared to the size and success of both the University of Texas and Texas A&M University, which is why the Mayor of the city of Prairie View and Government Relations officer for PV, Frank Jackson wonders why all three universities don’t look alike. Over the last eight years,

funding for public HBCUs in Texas has been $25 million over baseline budgets to help bring those institutes into compliance with the Department of Education by helping them upgrade facilities, according to Turner. “I’m sorry that we’re having to lobby for quality of life on a continuous basis for my community,” Givens said. It is this desperate attempt at filling in the disparity and now new slashes in funds that leave many questioning the state of already low-funded universities like PV and TSU. “We’re going to take our lumps like everybody else, we’re going to get cut.” Jackson said. “We are aware there should

Texas has to find a way to keep educating its youth.” White says the historical legacy of HBCUs is filling in a gap and a need for students coming from Black communities. Texas Southern University law school was founded by the state to fill one of those gaps when Herman Marion Sweatt was denied acceptance to the University of Texas because of race. As a result of the historical importance, Turner fears the cut in funds will widen the gap between students who get college degrees and those that do not. “Kids who are attending HBCUs have fought against [disparity] every

day. We started fighting even before we got to an HBCU. We fought it in our neighborhoods, we fought it in our communities, we’ve always fought against the odds,” Turner said. Still others, like Earles say it is very important to the historical tradition to continue receiving funds from the state. “We were set up as HBCUs because we were separated years ago,” Earles continued. “Due to the fact that we have a particular audience we serve, we can nurture the people who we serve.” White takes a look at the cuts and challenges university administrators to make changes. “We have to look at doing things differently,

you have to concentrate on cuts, that’s okay, but what can you do differently? How can you be more efficient? Can we use technology to do more with less?” White asked. Turner assured students to not give up hope for wanting to attend college. He tells prospective students to apply, visit the campuses, visit with academic advisors and guarantees help can be found for those wanting to go to college. “Don’t wait for tomorrow, this is your day, this is your turn, this is your hour. Make your dreams come true. No one else can make your dreams come true but you and if you seek excuses as to why you can’t, you won’t.”

After advancing to the Class 4A state semifinals last year, Pearland Dawson was one of those schools after losing to Class 5A stalwarts Clear Springs and Conroe Oak Ridge. DAWSON (1-2) vs. NIMITZ (1-2) Dawson broke into the winning column with a 28-0 victory on the road at perennial 4A powerhouse Dayton. The Eagles led 21-0 at halftime behind Steve Orisakwe’s three-yard TD run, Tre Oliver’s 11-yard scoring run and an eight-yard TD run by Payton Jones. Community Action Programs, founded in the mid 70s, help thousand of elderly and low income with basic needs, such as food, financial literacy, and job search assistance. Across the crowded Statuary Hall, where members go to meet the press after the annual State of the Union, Rep. Sheila Jackson Lee (D-Texas) echoed the chairman’s sentiments. “It’s a nine point five,” she said. She cited his “energy, his sense of hope and can do spirit” as Obama’s strong points. But, “The President knows that he’s got a $400 million freeze on domestic spending. We’re all going to ask where and how? Americans are diverse, they are high income, middle income, low income; then there are those who are so vulnerable that their very existence depends upon a helping hand. We’ve got to be concerned on those issues.” Rep. Keith Ellison (D-Minn) gave the speech a six-and-a-half. Ellison gave high marks for the President’s talk about increasing jobs by rebuilding America’s infrastructure. But, Ellison said, “The stuff that he said about cuts kind of worries me. I need to know what he’s talking about. He mentions specifically programs like community action programs

might have to take some cuts. Those are lifeline programs. Those are not luxury programs. These are programs that keep people subsisting. So what is he talking about?” The President’s speech, at the mid-term of his first four-year term, was also watched closely by Black civil rights leaders. “We applaud the President for his foresight in recognizing that we need to prepare our workforce for the jobs of the future and to be able to compete with the rest of the world,” said National Urban League President Marc Morial Ein a statement. He said he would continue to urge Congress to send “our limited resources to those youth and adults who have been disproportionately impacted by the recession - especially in our urban communities - by adopting the NUL’s proposals on summer jobs, reforming our workforce development system, and enacting the Urban Youth Empowerment Program.” Rev. Jesse Jackson, whose Rainbow/PUSH Coalition has historically focused on strengthening the poor, said in an interview that he would give the speech high marks for inspiration, but it was missing a key element, he said. “He didn’t mention the word poverty and poverty is growing,”

said Rev. Jackson. “Forty-nine million are in poverty. They work and can’t pay their rent. Poverty is a big deal. I think his assumption is that rising tides lifts all boats. Wall Street’s Yachts have lifted, but no one is discussing poverty.” Still, President Obama’s promise to simultaneously shore up jobs and education was a big hit with U. S. Rep. David Scott (D-Ga.) who gave the speech a whole 10. “You can’t have the job if you don’t have the education. You can’t get the education if you’re not disciplined and you can’t get the discipline if you don’t have that family structure,” Scott said. U. S. Rep. Clyburn (D-S.C.) called the State of the Union “a great speech” and also gave it a 10 for how far the Obama has brought the country. “I think the people are now seeing who and what President Obama is. We have to give him credit for stepping up when we had an economy that was hemorrhaging 750,000 jobs a month,” Clyburn said. “So, when you’re responding to a crisis and you look at a place where you’ve never been, then it’s going to be hit and miss. cut in CAPs was “the only thing that concerns me.” He said, “We see now, Wall Street is growing with record profits, but I’ve still got communities in my district with 20 percent unemployment.” Rep. Bobby Scott (D-Va.), who declined to give a rating, said everyone should expect cuts and should not be surprised by the Presidents mention of CAPS after the across the board tax cuts that Obama awarded in a deal with Republicans last year. “That’s what happens when you pass an $850 billion tax cut,” Scott said. “Everybody wants a tax cut. That’s nice. How are we going to pay for it? Now we are finding out.” Still, some CBC members praised the President for simply making hard decisions. “I think the president hit a home run because he’s really talking about the future. If not a 10, maybe a 10 plus,” said Rep. Donna Edwards. “This is about the 21st century.” Edwards quickly pointed out that the President stressed his willingness to make sacrificial cuts but only of those programs that are not necessary. “But let’s make sure that we’re not doing it on the backs of our most vulnerable citizens,”

It is my hope that we can find a way to root out those that are not working in a smart fashion.” Cleaver, also an ordained minister and pastor, says he hopes the revival-like tone and atmosphere set by the President’s speech opens the door for civil negotiations. “The President was trying to cheer up the nation. “He went ahead to say that over the past two years, the glass has appeared to be almost empty, but we’re on our way back.” Committing to work with the Administration, Cleaver said, “We’re filling the glass and I want to be a part of filling the glass. I want to see everybody get a sip. I think the President agrees with me that everybody should sip out of the glass.”
