HISD fourth and eighth graders:

Minority students’ math, reading scores improve Defender News Services

The Houston Independent School District gets a good grade.

Results of the 2011 National Assessment of Educational Progress (NAEP) show students in HISD are quickly gaining on their peers in Texas, while generally outperforming their counterparts in America’s large cities.

Additionally, Hispanic, African-American, and students from lowincome families made a strong showing.

The results of tests taken earlier this year by HISD fourth- and eighth-grade students show students are now much closer to reaching the statewide average than they were in 2003, despite HISD’s much higher percentage of students who qualify for free or reduced-price lunches and students who were not raised speaking English.

HISD’s Hispanic and low-income students posted the best eighthgrade math scores of any of the 21 large urban districts that participated in the NAEP Trial Urban District Assessment (TUDA) program.

HISD’s African-American eighth graders beat all of the other participating districts except Boston. In addition: HISD Hispanic and African-American students scored the same or higher than their counterparts in large cities in reading and math at both grade levels. They also exceeded national averages for fourth- and eighth-grade math and fourth-grade reading.

HISD low-income students outperformed their large-city peers in math at both grade levels and in fourth-grade reading. They matched the large-city average in eighth-grade reading.

Scores for all racial and ethnic groups in HISD have increased in math and reading and at both grade levels since 2003.

Also since 2003: HISD fourth graders have increased their reading scores by 6 points, compared to a 3-point increase statewide.

HISD eighth graders are now scoring 6 points higher in reading, compared to the statewide increase of 2 points.

In math, the average HISD fourth-grade score is 10 points higher, compared to a 4-point increase statewide.

The average HISD eighth-grade math is 15 points higher, while the average Texas score has climbed 13 points.

Overall, HISD students exceeded the national large-city average in three of four areas: fourth-grade reading, fourth-grade math, and eighth-grade math. HISD was below the large-city average in eighthgrade reading.

“This is a day to celebrate the hard, smart work of HISD principals, teachers, and students who bring a no-excuses attitude to school with them every day,” said Superintendent Terry Grier.

“We are not there yet, but each day we are getting closer to reaching our goal of making HISD the best school district in America.”

Student performance on the NAEP, also known as the Nation’s Report Card, is reported on a 500-point scale. In addition, student performance is reported by using the percentage of students who attained the achievement levels of Basic, and the tougher level of Proficient.

Also since 2003: The number of HISD fourth graders reaching the Basic level in reading has increased 9 percentage points, and the number reaching the Proficient level has increased 6 points.

The number of HISD eighth graders scoring at the Basic level in reading is up 9 percentage points, and the number reaching the Proficient level has risen 4 points.

The number of HISD fourth graders attaining Basic level scores in math is up 12 percentage points, while the number achieving Proficient status is 14 points higher.

The number of HISD eighth graders scoring at the Basic level in math has climbed 20 points, and the number reaching the Proficient level is now 15 points higher.

All of these increases exceed both the state and national growth rates in reading and math.

The nationally publicized case put an unwanted spotlight on Cleveland, a small town 45 miles northeast of Houston. The girl, who is Hispanic, was reportedly assaulted five times last year from September to December. Her accused attackers are all African American……..THE DROPOUT RATE in Harris County remains a problem, says a new study

by Children at Risk. The local research and advocacy group found that though county schools graduate a higher proportion of students, approximately one-third continue to drop out before graduating. In addition, students from low-income families are graduating at lower rates. HISD took issue with some of the report’s findings, saying that Children at Risk uses a different

methodology for calculating graduation rates. That formula does not account for students who leave Texas, enroll in private school, or choose homeschooling, said the district……..UNEMPLOYED TEXANS received some good news. The Texas Workforce Commission announced a six-week extension of Emergency Unemployment Compensation benefits, which kicked in when the state’s average unemployment rate reached an estimated 8.5 percent for the last three months. TWC will mail notifications to about 220,000 Texans who have exhausted all benefits and may be eligible for the extension……..YOLANDA ADAMS will deliver the commencement address to Texas Southern University’s December 2011 graduates at 9:30 a.m., Saturday, Dec. 10, in the Health & Physical Education Building located on the TSU campus. Adams, who was a school teacher before she became a gospel music star, earned her college degree in radio/television broadcasting from TSU.

Rally for jobs, justice comes to Houston Dec. 9th Rev. Al Sharpton and the National Action Network (NAN), with partners in labor, civil rights, and clergy from 25 American cities, will hold nationwide rallies on Friday, Dec. 9, as a follow-up to the mass march for jobs and justice held in October.

Houston’s National Action Network Jobs and Justice rally starts at 5 p.m. at St. John’s Downtown, 2019 Crawford St. Media coordinator Rev. Carl Matthews said Houston will make a jobs and justice call to major industries.

“We want to know if [the unemployed] are being discriminated against and why the company is not doing what it said, hire people that want a job,” said Matthews.

Unions partnering with NAN on the 25-city rally are the American Federation of State, County and Municipal Employees, the American Federation of Teachers and the AFL-CIO, with whom NAN has Rev. Al Sharpton aligned with to call attention to key issues impacting unions.

Rev. Robert M. Gilmore Sr., NAN Houston coordinator and president of Real Urban Ministry, also addressed the issue.

“This is only the beginning in Houston,” Gilmore said. “We plan to register as many people as possible that have applied for jobs and want to work …

“If we need to help individuals qualify or improve their skills, then it is the industry that must also help in solving the problem of having an adequate workforce along the Gulf Coast. We are calling on all leaders to join us, give us stronger support and let’s get the Houston-Galveston region working at 100 percent.”

Cain says he’s not going away Defender News Services

Herman Cain plans to stay in the political spotlight even though he suspended his campaign for president.

The former Republican candidate intends to keep all of his scheduled speaking engagements, and is launching a website titled Cain Solutions.

With his wife Gloria by his side, Cain told a crowd in Atlanta that he was dropping out of the race but would remain visible.

“I am not going to be silenced,” he said, “and I am not going away.”

Cain ended his campaign after an Atlanta woman, Ginger White, went public with claims that she had a 13-year extramarital affair with him.

Prior to that, he was plagued by allegations of sexual harassment by women who worked with him when he led the National Restaurant Association.

Cain denied the accusations.

“These false and unproved allegations continue to be spinned in the media and in the court of public opinion so as to create a cloud of

doubt over me and this campaign and my family,” he said.

White’s claims resulted in a decline in campaign contributions, and a Des Moines Register poll showed Cain’s support among voters in the state fell from 23 percent to 8 percent.

Cain admitted giving White money, but said she was only a friend and he was just helping her out.

White, however, told MSNBC their affair was sexual.

“I am not a cold-hearted person,” White said. “I am a mother of two kids and, of course, my heart bleeds for [Cain’s wife] because I am a woman and being in a situation like this cannot be fun.

“And I am deeply, deeply sorry if I have caused any hurt to her and to his kids, to his family. That was not my intention.

I never wanted to hurt anyone, and I am deeply sorry.”

Cain said the “distraction” took its toll.

“With a lot of

prayer and soul searching, I am suspending my presidential campaign, because of the continued distraction, the continued hurt on me and my family, not because we’re not fighters,” Cain said.

“I am at peace with my God,” he said. “I am at peace with my wife and she is at peace with me.”

During the annual observance of World AIDS DAY, President Barack Obama announced new prevention goals to combat the disease.

“Today is a remarkable day,” Obama said. “Today, we come together as a global community, across continents, across faiths and cultures, to renew our commitment to ending the AIDS pandemic once and for all.”

Obama said he is directing $50 million in increased funding for domestic HIV/AIDS treatment and care.

Of the $50 million, $15 million will be directed to the Ryan White Part C program for HIV medical clinics across the country.

In addition, $35 million in increased funding will go to state AIDS Drug Assistance Programs.

Concerned by assaults on voting rights, the NAACP is taking a stand against the attacks. At the same time, Democrats announced they are planning a major effort to protect voting rights in the 2012 election. Benjamin Todd Jealous, President and CEO of the NAACP, said that on Dec. 10 – International Human Rights Day – his organization is “taking a principled stand for freedom in New York City to let the world know that we will not sit back and let our right to vote be taken away.” Meanwhile, the Democratic National Committee is taking steps to educate voters and pursue lawsuits if necessary.

Sharpton criticizes Trump for ‘role model’ remarks Rev. Al Sharpton condemned remarks business mogul Donald Trump recently made. During an appearance on “Today,” Trump was asked what he thought about Newt Gingrich’s comments concerning poor children and their lack of work habits and role models. “Maybe it wasn’t politically correct, but it happens to be the truth,” Trump said. When pressed by Matt Lauer, Trump said President Barack Obama was the inner city’s lone role model, but “Unfortunately, he hasn’t turned out to be much of a role model.” Sharpton issued a response. “He needs to retract his comments immediately or we will organize direct action against him,” Sharpton said.

“The infection rate here has been holding steady for over a decade. There are communities in this country being devastated, still, by this disease.”

Just two days after his wife Vanessa announced she would seek a divorce, withdrew the divorce petition and then resumed divorce proceedings, Bishop Eddie Long of Atlanta announced that he would be taking a leave of absence from New Birth Missionary Church. “I’m still your pastor,” Long told his congregation. “You’ll still receive my direction.

You’ve given me some weeks to take care of some family business.” Long was sued in 2010 by four former New Birth members who alleged the bishop used his influence, gifts and jobs to coerce them into sexual relationships. The suit was settled after months of mediation.

The NAACP, LULAC and other organizations representing African Americans and Latinos – the two communities whose populations grew the most between the 2000 and 2010 census – cheered the recent federal court decision to use its court-drawn redistricting map.

That map is said to best reflect their growth, and thus protect and reflect their voting power in the state, while Republicans and Texas Attorney General Greg Abbott accuse the court of undermining the Democratic process.

On the other hand, accusations by minority groups that the democratic process was being undermined by the Republican-con-

trolled state Legislature led the court to draw its own redistricting map in the first place.

Texas’ population boom in the last decade gave it four new U.S. House seats, which will be filled in the 2012 election.

The San Antonio-based court drafted an interim map after minority groups challenged via a lawsuit the original plan passed by the Legislature, claiming their map did not reflect growth in the state’s Hispanic and Black populations.

The map is projected to ensure minorities make up the majority in three additional Texas congressional districts. Minorities currently are the majority in 10 of Texas’ 32 congressional districts.

The new court-drawn map would raise that to 13 out of 36 districts. If the 2012 elections were held under the court’s map, Democrats would have an advantage in their attempts to win back the U.S. House. This court-ordered map will remain in place until the legal fights are resolved.

Abbott, however, says he will appeal to the U.S. Supreme Court and argues that the San Antonio court overstepped its authority.

“A court’s job is to apply the law, not to make policy,” Abbott wrote. “A federal court lacks constitutional authority to interfere with the expressed will of the state Legislature unless it is compelled to remedy a specific, identifiable violation of law.”

Abbott contends that the court’s use of its own map ignores the voice of the state’s citizenry. Political analyst Jerry Brown disagrees with Abbott’s assessment.

“Every decade lawmakers use the new census data to redraw boundaries for the state’s legislative districts,” said Brown. “The Black and Hispanic growth would have to be reflected in any viable plan. The map produced by the Texas Legislature fell far short.”

Republican lawmakers insist the Legislatureproduced redistricting map merely reflects the Republican majority in Texas. According to experts, the map would almost certainly guarantee Republican victories in three of the state’s new seats.

Brown, however, views Republican opposition to the court-drawn map as problematic.

“Republicans have put a fair amount of energy into recruiting more Blacks and Hispanics into their party, even going so far as to run ads that state, ‘Republican is the New Black.’ Yet, when these populations – Blacks and Hispanics – complain about being under-represented in the Legislature’s maps, instead of supporting these communities, the GOP stands on the opposing side of the fence.

Because of Texas’ history of racial discrimination, the state can’t implement new redistricting maps without federal approval under the Voting Rights Act Lacking this critical federal approval, and dealing with looming deadlines for county election officials, made it necessary for the court to issue its own plans which could be implemented immediately.

A statement released by NAACP Texas heralded the court’s interim map as a step forward for the state that “recognizes the growth of the minority population and takes significant steps toward remedying some of the startling lack of proportionality in the prior plans.”

dedicated and consummate performer, Tasha Smith is known for bringing style and intense character portrayals to the screen.

Tyler Perry was so impressed with her stellar work that he cast her to star in three of his films, including “Daddy’s Little Girls,” “Why Did I Get Married?” and its sequel, “Why Did I Get Married Too?” More recently, TaMichael Jai White sha co-starred in the hit romantic comedy “Couples Retreat,” and also hosted her own talk show for the Oxygen Network titled “Smith Vision.” She divides her time between motivational speaking and mentoring emerging actors at the Tasha Smith Actors Workshop (TSAW).

Michael Jai White first garnered widespread attention with his portrayal of boxing giant Mike Tyson in the HBO special “Tyson.”

With more than two decades of experience as a martial artist, he holds a black belt in a half-dozen karate styles and has

won 26 titles in competition. He has choreographed complex stunts in films such as “On Deadly Ground.”

Michael’s feature credits include “Spawn,” in which he played the title character, as well as “The Dark Knight,” “Black Dynamite” and “Kill Bill.”

Here, Tasha and Michael talk about reprising their roles as Angela and Marcus from “Why Did I Get Married?” on TBS’ new spinoff called “Tyler Perry’s For Better or Worse.”

KW: How does it feel to land your very own sitcom?

Tasha: We are excited about it, because Michael and I had so much fun making the movies together.

KW: Michael, will you be showcasing your martial arts skills on the show?

Michael: No, I would never do that. Marcus doesn’t do karate, so I wouldn’t want to remind people of the other stuff that I do.

KW: I watched the first two episodes, which I really enjoyed. But they seemed to explore very different themes from each other. Why is that?

Michael: Different things happen in different shows.

Tasha: The show is basically about us and our family, as well as our friends. And the early episodes are devoted to introducing all the characters and to establishing our relationships. It’s really abut the three couples and their relationships, and every once in a while it’s going to focus on us at home with the kids.

Tasha: Let me tell you. It is his baby. He loves the show, and he loves these characters he created. He’s very passionate, very involved and very handson because he wants to see it do well.

KW: What sort of developments can we expect to see in upcoming episodes?

Tasha: All I have to say is that there will be some twists and turns. The only thing I can guarantee you is that Angela and Marcus are committed to one another and will make their marriage work, for

better or worse. It’s going to get funny, messy, dramatic and sexy. And it’s going to be the best show on TV. KW: When you look in the mirror, what do you see?

Michael: Myself?

Tasha: I’ll answer that for him: muscles!

As for me, I don’t want to get all deep and heavy, but when I look in the mirror, I see a survivor.

KW: What was it like visiting your hometown of Camden earlier today, Tasha?

Tasha: It was invigorating. We went back to my old high school and to the city’s performing arts school. 

Michael: She was amazing at both places.

She inspired the kids so much.

Tasha: I also visited a childhood friend named Marvin who still lives at his momma’s house. As kids, I used to always knock on the

basement window and I’d be like, “Whazzup!” when he opened it.

Well, when I knocked on that window again today, his momma freaked out. It was fun.

KW: What excites you?

Tasha: Doing stuff

leads Texan defense

he unfortunate injuries to starting quarterback Matt Schaub and his back-up Matt Leinart have caused many fans to doubt the playoff mettle of the Texans.

Once known as a finesse team that lacked toughness, the Texans are now known as one of the elite teams that can pound the ball down the opposition’s throat.

All-Pro Arian Foster and back-up Ben Tate have emerged as the NFL’s premier running threats. Just as important, the Texans defense under coordinator Wade Phillips has gone from worst to first in the span of one year right before our very eyes.

There are many keys to this miraculous turnaround, but pivotal in the mix is the consistent standout play of defensive end Antonio Smith.

Smith (6-feet-4, 280 pounds), a big-time free agent acquisition in 2010 from the Arizona Cardinals, has stepped up his game playing outstanding football in Phillips’ new 3-4 defensive alignment. It’s the same system he excelled in as a Cardinal.

“When this year first started off nobody counted us in there, but when Wade came in he believed in it, we believed in it,” he explained.

“We bought into his plan.

What we said from the first day he came in was we wanted to be one of the best defenses in the league. That was our goal from day one.”

Smith is quick to add that Phillips didn’t have to do any arm twisting to entice the defensive unit.

“It wasn’t actually difficult to sell to the guys. We had already hit rock bottom as a unit and there was only one way to go and that was up.

Everybody bought exactly into to what Wade was teaching.”

In his second year as a Texan, Smith was not particularly pleased with his 2010 season and was determined to improve.

“My biggest thing last year was just making the plays,” he continued. “My coach Bill [Kollar, defensive line) brought me a stat from last year he thought was funny. It showed I led the league in quarterback hits and pressures; however I only had three or four sacks. I took that as a slap in the face. That’s the one thing I tried to improve this year, finishing plays.”

Through 12 games this season Smith has 4.5 sacks. In addition to his consistent improved play, he has added an additional role, defensive leader. It is a role he relishes.

“Being a leader is something I take great pride in. I was named honorary captain around the second half of last season.

This season I was named as a captain and I take great pride in that.

“I like helping the youngsters coming along. I naturally do that, even though when I was a young player coming up I didn’t get a lot of that type of help. I think that’s my job as a leader, to lead by example and help my brothers come up. I love to help my guys.”

Smith has worked hard to get to this point in his career “I was a fifth round pick (135th overall in 2004) by Denny Green when he was the coach at Arizona,” Smith recalled. “I hurt my shoulder early in training camp and didn’t get a chance to practice or play in any preseason games. I landed a spot on the practice squad and I managed to get activated and play in the last three games.

“From there I went to NFL Europe. Over

there I led the league in sacks and was named All-NFL Europe.

My second year at Arizona I was placed on the practice squad again. Then around the fourth game we had a plague of injuries and not only did I get activated, I had to start.

“I’ve been starting ever since and I give all the glory to God for that opportunity and all of my success since then.”

Smith is passionate about his play, but plays with a big grin on his face – evidence that he believes the game should be fun.

“I try to have fun when I play, like I did in college [Oklahoma State]. I play with emotion and I try to have a good time with it. I encourage the guys to play the same way. That’s why I do the ninja routine after a sack.”

Smith is one of two players on the current roster to have played in the Super Bowl (Danieal Manning, Bears, 2007, is the other). He was on the Cardinal squad that shocked the NFC during the 2008 season, winning their division and gaining a spot in Super Bowl XLIII, eventually losing to the Steelers 27-23.

“In that game Smith was literally unblockable in the second half and finished one big play away from a championship.

He sees the similarities in that Cardinal team and this year’s Texans.

“The table is set, almost to a T, the way the division is – first-round home game or possibly a bye; team has never been to a playoff. Arizona had been to the playoffs, but never a Super Bowl and the team has bonded through adversity and is peaking at the right time.”
