HOW + WHEN?
RECREATE SMYRNA is a year-long study that has been organized around a community-based planning effort that will be divided into five phases:
Phase 1: Existing Conditions Analysis
This phase will establish an understanding of the existing and planned conditions of the City’s parks and recreation system by developing an inventory baseline of the City’s public and private parks and recreation system; reviewing relevant plans and studies; completing stakeholder interviews, and conducting site visits.
Phase 2: Needs Assessment
This phase will include a comprehensive, community participation-driven needs assessment process that employs qualitative, quantitative, and anecdotal analysis techniques to identify resident needs and priorities.
Phase 3: Visioning
What is RECREATE SMYRNA?
RECREATE SMYRNA is an action plan to enhance the quality of life of Smyrna Residents through the City’s parks and recreation system. As the first comprehensive parks and recreation master plan in the City, RECREATE SMYRNA will establish a roadmap that ensures a systematic approach to developing a balance of parks and recreation facilities, amenities, and programs that are responsive to City residents’ social, economic, and environmental needs and priorities now and into the future.
RECREATE SMYRNA will:
•Evaluate the existing conditions of the City’s parks and recreation system •Determine Smyrna Residents’ needs and priorities •Establish a community driven long-range vision for the City’s parks and recreation system •Develop a realistic and actionable funding and phasing implementation strategy.
Based on the findings from the Existing Systems Analysis + Needs Assessment phases, this community participationbased phase will establish a long-range vision grounded in industry best practices and community input for the City’s parks and recreation system which will guide decision making and help realize the utmost potential in managing resources and serving City residents.
Phase 4: Implementation Strategy
Based on the established vision, the implementation strategy will articulate a phased, five (5) year plan for RECREATE SMYRNA. This plan will inform future decisions made concerning the City’s parks and recreation facilities and programming and outline a blueprint for capital investments and policies.
Phase 5: Final Report + Adoption
This phase will focus on compiling all the information completed during the twelve (12) month planning process into a final report. Final approval of RECREATE SMYRNA is anticipated to occur in Summer 2018.
