The Budget Reconciliation Process is "Parliamentary Sleight of Hand"?!? ! So the Wall Street Journal says: New Rx for Health Plan: Split Bill: Most legislation in the Senate requires 60 votes to overcome a filibuster, but certain budget-related measures can pass with 51 votes through a piece of parliamentary sleight-of-hand called reconciliation... Never heard it called that before. I always heard budget reconcilition called "the normal budget process since congress moved the start of the fiscal year forward to October 1 back in the mid 1970s." One guess as to which "reporter" writes this... At lunch last week I was the only person--surrounded as I was by ex-deans and ex-newspaper executives--saying that I had not yet seen many signs that the Murcdochization of the Wall Street Journal news pages was underway. Some important questions: 1) What is total number of Rescission's in 2008 2) What percentage of policies with health care coverage in the 20% of costs are Rescissioned? 3) Why isn't there a FRAUD investigation of the insurance industry.
