The Deltametropolis Association is a broad public organisation that feels responsible for the sustainable development of the Dutch metropolis. The assocation brings together businesses, public interest groups, research institutes and governments. The Association facilitatesworking towards a widely supporte d design of the metropolitan area of Randstad-Holland, focused on welfare, prosperity and strengthening of its international competitiveness. The Association is a sanctuary and think-tank that creates opportunities for the development of new ideas and a sharp discussion on the Deltametropolis, beyond the usual frameworks. It is a laboratory for promoting innovative topics and a platform for driving the discussion of our future metropolis. For European regions, it has become increasingly necessary to forge European alliances. Cooperation, grants and lobbying in Europe have become important aspects of achieving provincial and local targets and helping the sectors in the Southern Randstad to achieve their ambitions. Consequently, it is important to know and opt for the strategic regions in Europe. The provincial government is currently cooperating with European regions on many themes. This cooperation often takes place from within thematically-based European networks. To achieve concrete cooperation (lobbying, European projects and knowledge sharing) from within these networks, stronger bilateral relations with some of the regions that participate in these networks is desirable. This booklet, the result of collaboration between Vereniging Deltametropool (Deltametropolis Association) and Province Zuid-Holland, is a first step in that direction. Based on a clear profile of the Southern Randstad region and within the context of the spatial and economic agendas that are in effect at the scale of the Randstad or the nation, various challenges were selected. This enabled us to identify the European regions that are similar to the Southern Randstad. We selected eleven of these regions for more in-depth analysis. In each of these regional profiles, the possibilities for cooperation and for tapping into the corresponding networks are specified. Based on these profiles, a delegation from the Southern Randstad can decide to initiate or expand the cooperation with these regions. For example, the profile for each region addresses the governance and economics of that region, the location advantages, the economic and societal challenges and the knowledge development. Where possible, these aspects are compared with the Southern Randstad. This booklet is a work in progress, and can be expanded with other aspects for an EU screening or with additional regional profiles.

Megaregions of the United States are clustered networks of American cities whose population ranges or is projected to range from 7 to 63 million by the year 2025. “The New Megas”, asserted Florida (2006), “are the real organizing units of the world, producing the bulk of its wealth, attracting a large share of its talent and generating the lion’s share of innovation.”
Certain areas in Europe are experiencing high economic growth and an influx of population, while other areas are losing population and have a stagnating regional economy. This difference in pressure is fuelled by ongoing economic processes, such as internationalisation or globalisation, modernisation and labour productivity development and a further shift to the service economy.
Emerging from the former special economic zones the Chinese agglomerations are growing from out the delta’s of the Yangtze, Min and the Pearl River in the east. Next to the rivers, some new high-speed lines and city-regions at the border become visible in the pattern of spatial-economic development.

Team Play as an approach
Bulls-Eye
In the global competition between specialised and innovative economies in the large urban agglomerations in the world, the Southern Randstad alone does not carry sufficient weight. As a result, we have a twofold strategy: an even stronger orientation towards partners outside our administrative boundaries and an inward focus on the added value of our region for others. This requires a clear joint profile and a cleverly chosen challenge as an appealing prospect. In addition, the Southern Randstad can make better use of its strategic location in the “bull’s eye” of Europe, and at the same time link its spatial-economic development more clearly to societal challenges that are important for people and business.
The Southern Randstad is part of the main Dutch metropolitan region (Randstad and Brainport Eindhoven) and European (Rhine delta/Amsterdam, Brussels, Cologne triangle) core region, with major concentrations of economic and cultural activities. As a whole, provided that smart use is made of each other’s relative proximity and added value, this core region has the necessary scale and mass to compete globally. To this core region, the Southern Randstad adds enormous value as an urban agglomeration with a unique dual profile – not only a strong urban culture with the corresponding economic activities, but also with world-class logistic-industrial clusters in the delta of the Rhine, Meuse and Scheldt rivers.

30 million people within 2 hours travel time The Southern Randstad is part of the larger Randstad Region; together with the emerging urban network surrounding Eindhoven, it forms an agglomeration of 10 million people. Within this spatial-economic heartland of the Netherlands, it takes only one hour to travel between the Northern and Southern Randstad and Brainport Eindhoven. If we are prepared to travel one more hour, we come into contact with 30 million people. These 30 million people live in various urban networks with specific spatial-economic profiles, which in turn are embedded in rural areas with small and medium-sized towns. In this 30-milion-city, we live without the agglomeration disadvantages of large metropolises such as London, Istanbul, Los
Angeles, Shanghai or Tokyo. However, we must work very hard to even come close to matching the agglomeration advantages of these metropolises. This requires cooperation based on complementary profiles, good connections that transcend national boundaries and sufficient focus on shared challenges and opportunities. Our urban networks exist by the grace of their interweaving with their immediate rural environment and due to good connections with the urban agglomerations/regions around them. Moreover, the behaviour of people and businesses has long transcended the existing administrative boundaries. An approach based on multilevel governance, in which each layer or party contributes value across the scales, then becomes obvious. Everyone should to do what they do best, and should be permitted to do so.

Smart use of networks and flows The Southern Randstad is part of a network consisting of physical and nonphysical aspects. Physical flows of people, goods, materials, water, food, energy, waste and natural processes all come together here. On the nonphysical side, investment flows, trade networks, knowledge networks and data also play an important role for the Southern Randstad. The potential of these networks and flows is still not fully utilised. Components of networks are viewed separately, and the focus on combinations is impeded unnecessarily in practice. Its strategic location in the largest river delta in Northwest Europe determines the identity of the Southern Randstad. Only by accepting this identity can the Southern Randstad continue to grow

into one of the most important economic regions of Northwest Europe and become a worldwide hub for goods, services and knowledge: the gateway to Europe. Strong, internationally oriented urban agglomerations, knowledge clusters and agro-industrial complexes have developed within a relatively small area. However, it is important to realise the following: maintaining and expanding this position requires constant innovation with attention for the lifecycles of existing economic clusters and for step-by-step changes in behaviour. The goal is also to increase the added value of the hub function and to reduce its social costs. Expanding the power of the network while renewing the economy and making it more sustainable are being addressed and applied in various ways.

The adaptive agenda of the Southern Randstad - focus on social challenges and opportunities Because of its location, its economic profile and its entrepreneurship in the market and society, the Southern Randstad is the ideal place to address and showcase several societal challenges. Various partners in the region are continuously working to increase its vitality and resilience. The current challenge is the gradual greening and continuous renewal of our economy, while continuing to invest in spatial and social quality. Increasing the power of the network requires connections and spatial qualities that facilitate encounters between people and exchanges of goods and information.
The challenge of greening the economy is linked to a necessary transition to a society that uses energy and water more efficiently. This transition is in turn linked to societal and economic opportunities. Firstly, this is due to the specialised knowledge about water, delta technology, sustainability and the corresponding spatial and urban strategies and solutions. Secondly, it is due to the opportunities for synergy resulting from the exchange of waste flows such as heat, which result from the unique proximity of industries in the Rotterdam main port and the green ports (horticulture) and urban areas with their demand for heat.

SMART SPECIALISATION STRATEGY OF THE RANDSTAD REGION
Various studies and reports indicate that the innovation climate of the Randstad region is one of the best in Europe in terms of the quality of fundamental research (for example in the medical sector), public investments in R&D, research excellence and income from licenses and patents. However, the lagging business investments in R&D in the Randstad region have resulted in a low innovation rate and lagging valorisation of knowledge into new products and services. The national Top Sectors policy, by concentrating on nine business sectors with great potential for innovation and international growth, aims to achieve the objectives from the Europe 2020 strategy. The various sub-regions and provinces in the Randstad have prepared their own indicative regional plans for implementing this policy. These plans have been compiled into the Smart Specialisation Strategy (RIS3) of the Randstad region, and form the basis for the options in the Opportunities for West II programme (European Fund for Regional Development).

The Randstad region is faced with the challenge of strengthening growth in the areas of knowledge and the sectors in which businesses in the West of the Netherlands can excel. The most important constraints on achieving this ambition are the following: the limited share of private R&D in total R&D investment, the lagging sustainability of the economy and the lack of knowledge valorisation. A central aspect of the RIS3 involves offering innovative solutions for societal challenges and needs. These needs have an increasingly composite character, which is expressed in the combinations of energy and housing, food and health, work and health, transport and energy, and water and energy. This increasingly requires businesses, research institutes and universities to look and work beyond the boundaries of their own sectors. More and more, the solutions for the composite needs must be developed through connections between technologies and sectors.

POSITION IN THE NETHERLANDS The Southern Randstad is one of the strongest pillars of the Dutch economy. In its Structural Vision on Infrastructure and Space (SVIR), the national Ministry of Infrastructure and the Environment stated the ambition to be one of the 10 most competitive economies in the world in 2040. For this purpose, the national interest was formulated as “An excellent spatial-economic structure due to an attractive business climate and good international accessibility of the urban areas with a concentration of top sectors”. Nine urban regions that have a concentration of top sectors were identified, of which the three urban regions of the Northern Randstad, the Southern Randstad and the Brainport Eindhoven are seen as having the highest priority. The national Dutch government iw working on and has proclaimed an “Urban Agenda” in its budget for 2015. The EU presidency of the Netherlands in 2016 is an important milestone in this regard. In a related investigation into a spatial-economic development strategy (REOS) for the three most important conurbations of the Northern and Southern Randstad and Brabant, the national government and the regions are working on a common storyline that connects the international and regional scales in a strategic fashion. This requires the development of a spatial-economic perspective that is based on powerful, complementary urban regions and crucial links at various scales. Research has shown that the REOS area as a whole scores well internationally almost everywhere, but rarely excels. An exception is the number 1 position in freight transport by water due to the presence of ports (mainly Rotterdam). Except for Hovedstaden (greater Copenhagen), no other region is in the top-100 lists so often. As a whole, the REOS area holds seventh place. The first six places are held by the regions of London, Vienna, Paris, Berlin, Prague and Greater Manchester. The REOS area also has an important international orientation: 55% of Dutch exports come from this region, and more than 70% of the international companies in the Netherlands are located here. The following points of attention are mentioned for the REOS area: 1. The area has a wide range of qualities: the economic structure of the area is very multifaceted and thereby distinguishes itself from most other urban regions in Europe; the network with complementary cities provides opportunities such as a range of living environments; there are many

economic sectors, including top sectors, with opportunities for mutual interaction and innovation, more growth and a higher GNP; 2. Although the area has great variety, it does not yet function as a single, coherent system. Ín addition, the external profile is fragmented. 3. Most other high-performing regions have a greater mass and especially a higher density of residents and businesses. The REOS area has a mass of 10 million residents living in relatively low densities, but therefore has fewer agglomeration disadvantages than larger metropolitan areas. 4. It is necessary to continue to provide good connections (both physical and digital) at various scales (regional, national and international); good connectivity also creates opportunities for attracting new industry and knowledge workers. 5. The knowledge that is present on campuses generates opportunities for improved cooperation between research institutes, universities and businesses, more crossovers and valorisation. 6. The demand for international talent is increasing. Therefore it is important that the Netherlands becomes more attractive for international knowledge workers.
A collective international profile. Particularly crucial for the Southern Randstad is the embedding in national and international networks and cooperation between business, government, universities and research institutes at various relevant scales. That is why the outward focus is increasingly on partners outside the administrative boundaries and the inward focus is on the added value of the region for others. The Southern Randstad is well on its way to renewing its economy and making it more sustainable, while strengthening its international position and knowledge clusters. This process is based on the identity of the Southern Randstad, which continues to develop. The profile outlined here distinguishes the Southern Randstad from the Northern Randstad and Brabant, and in this way contributes to a powerful national story.

COMPARISON OF ELEVEN EU REGIONS
After profiling the Southern Randstad and describing the context of the spatial and economic agendas at the Randstad and national scales, in this chapter we focus on the possibilities for cooperation with other regions. A study of the regions that are interesting, from a strategic perspective, for further exploration has resulted in a selection of eleven European regions. The selection process consisted of three steps, which are explained briefly in the next section. This is followed by a brief description of the components in a regional profile and a clear overview of several basic aspects of the eleven regions shown below.

SELECTION OF ELEVEN REGIONS The first step was to identify the existing networks with partner regions and the strategic European projects that are relevant for our region, such as the Vanguard network, PURPLE, AIR, the European Innovation Partnership on Water, CPMR and Health Ties. The second step involved moving forward and identifying possible frameworks for cooperation from two perspectives. First, the societal challenges that are important both in Europe and in our region, such as vitality (healthy aging); dealing with scarce resources (such as fresh water and energy), clean road and water transport (partly in relationship to the environment) and water security (climate change). The second aspect concerns the four most important economic sectors (logistics, chemicals, energy and urban economy) from the Adaptive Agenda Southern Randstad and other important clusters from the Smart Specialization Strategy, Opportunities for West (life sciences, agri- and horticulture, water technology and delta technology). For some of these sectors, the density of businesses per built-up area in the European regions has been compared with those in the Southern Randstad. In this way we determined which regions perform relatively better or worse for these economic sectors than the Southern Randstad. These two steps led to a rich assortment of possible future collaborations. However, choices had to be made. Therefore, as a third step, we looked at the regions from a strategic perspective. The regions were divided into four categories. Category 1: the “directly adjacent regions”. These are strong regions in the immediate vicinity of the Southern Randstad, for which it can be expected that the success of these regions, due to their proximity, will have a positive or negative influence on the Southern Randstad. Category 2: “regions with matching profile”; these are regions with which collaborations (or possibilities for collaboration) based on multiple themes are already in place. Category 3: the monocentric metropolitan areas of Paris and London; although they have a different spatial structure, they belong to regions that are comparable with the Southern Randstad (or parts thereof). And finally category 4: the “wildcards”. Eastern European regions that are now virtually absent in the data, but for which strong economic growth is expected in the years to come. These are regions with which it is important to collaborate to ensure successful European projects.

The Region Rhine-Ruhr, like Randstad Holland (Southern/Northern Randstad and Brainport) is divided into several regions and alliances with varying formal status: Dusseldorf Metropolitan Region, Ruhr Metropolitan Region and CologneBonn Metropolitan Region. Other than the federal state (Bundesland) of North Rhine-Westphalia, no tier of government covers these three regions. The federal state of North Rhine-Westphalia is formally divided into five government districts (Regierungsbezirke) that implement the policy of the federal state. Dusseldorf is the capital of the federal state of North Rhine-Westphalia, and with its strong industrial clusters and governance functions, it is one of the most important cities in Germany. The Ruhr Metropolitan Region has a strong industrial base and is challenged with transforming an area with complex socio-economic problems. Cologne-Bonn is a relatively complete metropolitan area. The work of the regions focuses primarily on their operational scale. An organisational form at the scale of Rhine-Ruhr is currently only an inviting prospect. The GDP per capita is comparable with the Southern Randstad, but the percentage of higher-educated workers and the employment rate are lower. In terms of employment and Gross Value Added, the large share of the industrial sector of the Rhine-Ruhr region stands out. In terms of patent applications, ICT is the most important sector.

LOCATION ADVANTAGES
The ratio of urban/agricultural area in the Region Rhine-Ruhr is comparable with the Southern Randstad, and the German urbanised region is also an agglomeration of various cities. The density of public transport stations in both the entire region and in the urbanised area is higher than in the Southern Randstad. The region is linked with the Dutch province by means of the Rhine Alpine Ten-T corridor, and therefore has good connections with the Port of Rotterdam. The region is located centrally in European networks of people and goods, and in general terms has a diversified economic basis.

The region currently collaborates with the Southern Randstad on air quality, and on water technology and delta technology as part of the European Innovation Partnership on Water and the freshwater sub-programme of the Delta Programme. For potential collaborations, refer to the focus areas of the Smart Specialisation Strategy of the region. The focus areas for the Smart Specialisation Strategy of North Rhine-Westphalia are: machine and plant engineering, new materials, mobility and logistics, ICT, energy and environmental industry, media and creative industries, health sciences and life sciences.

Flanders, together with Brussels, is comparable with the Southern Randstad in terms of GDP per capita, the relative proportion of various economic sectors, employment and Gross Value Added. The percentage of higher-educated workers and the percentage of working population are lower than the Southern Randstad. ICT is the most important sector in terms of patent applications. The ‘Flemish Diamond’ comprises of the provinces of Antwerp, Flemish Brabant and East Flanders and the Brussels-Capital Region and is, like Randstad Holland plus, an agglomeration of various cities which has no governmental organisation. In contrast, the governments of Flanders and the Brussels-Capital Region are directly elected.
LOCATION ADVANTAGES
Like the Southern Randstad, Flanders is characterised by multinuclearity, with a comparable ratio between urbanised and agricultural area. The density of public transport stations in the urbanised area and the region as a whole is similar to the Southern Randstad. In terms of tonnes of transshipment, the ports in Flanders (especially Antwerp) together are half the size of the ports in the Southern Randstad together. The region is linked directly with the Southern Randstad by the North Sea-Mediterranean Ten-T corridor and by high-speed rail.
COLLABORATIONS
The Southern Randstad and Flanders have collaborations for agri-food, bio-economy, air quality, water and delta technology and sustainable energy (water and energy). For potential collaborations with Flanders, refer to the focus areas of the Smart Specialisation Strategy of the region.
The Smart Specialisation Strategy of Flanders concerns a range of economic sectors. These are: micro-electronics, nano-electronics and embedded systems, media and digitalisation of cultural heritage, industrial design and creative industries; eco-renovation of buildings, healthy food and sustainable food production and processing; personalized medical and social care; ICT REGION research and RHINE/RUHR development; specialised industrial value chains REGION RHINE/RUHR and logistical services for food, pharma, recycling, offshore maintenance, etc.; value-added logistics; responsible entrepreneurship and innovative work organisation; cradle-to-cradle, waste management and sustainable production; sustainable energy technologies with a focus on hydrogen, wind energy EMPLOYMENT and electrical vehicles; smart grids; advanced proEMPLOYMENT duction technologies and additive manufacturing; structural materials, nano-materials, self-healing materials, recyclable materials and materials for energy and light; agricultural and industrial applications of biotechnology and sustainable chemistry, with a focus on the development of new bio based value chains, plastics, technical textiles, etc.; pharmaceutical applications of biotechnology, with focus on clinical trials, neuro-degenerative and infectious diseases, molecular diagnostics, and nanotechnology for medical applications; micro-optical modules and micro-photonic systems. As part of GROSS the smart specialisation strategy, VALUE the region is also working ADDED GROSS VALUEon the implementation of Strategic Innovation Platforms (SIPs), which ADDED can evolve into Strategic Research Centres for Sustainable Chemistry (FISCH) and for the agrifood industry, energy transition, etc. Cluster agreements are being concluded with partners who gather around innovative value chains. These partners work together in a “triple helix” or “golden triangle” with companies, centres of expertise and government.

Budapest has the most concentrated urbanisation in the region and is surrounded primarily by agricultural area. Other larger cities, Vienna and Zagreb, are located at 200 km distance. The region has a similar density of public transport stations. Budapest is located, like Rotterdam, at a junction of three Ten-T corridors.
COLLABORATIONS
As yet there is no collaboration agreement with the region; however, the focus areas of the Smart Specialisation Strategy indicate multiple aspects for future cooperation. The region does not have a specific Smart Specialisation Strategy, but there is a national strategy. This national strategy is the following. With the active support of Hungarian RDI policy, the key players of the National Innovation System strengthen and become invaluable partners in global innovation systems. The Central Hungarian Regional Development Council and its Pro Regio Agency aim to further develop Central Hungary. For this purpose, it pursues a unified regional policy with an emphasis on the services industry based on knowledge, agriculture based on ecology, the development of the business and cultural service sectors, and the establishment of a favourable environment for investors. Some of the tasks of the Pro Regio Agency are 1) planning and organising: as a background organisation, it supports the Regional Development Council and its Committees, developing, coordinating and managing regional projects; coordinating regional development tasks concerning human and economic resources, environmental conditions and infrastructure developments. 2) Cooperation and networking: the Agency cooperates with regional actors (small regions, local governments, chambers, civic organizations, companies and government bodies), with foreign organisations and participates in international projects.
