UIM 91st General Assembly
DR. RAFFAELE CHIULLI CONFIRMED TO LEAD GAISF Monday 5 November 2018 – The Council of the Global Association of International Sports Federations (GAISF) today confirmed Dr. Raffaele Chiulli as its leader following the tragic death of Patrick Baumann. Dr. Chiulli will carry out the duties until he is endorsed at the GAISF General Assembly in May next year. This will ensure the continuity of GAISF service provision to its members. As President of UIM, the World Powerboating Federation, and of ARISF, the Association of Recognised International Sports Federations, Dr. Chiulli is a highly experienced and respected sports administrator.

About the Union Internationale Motonautique. The UIM is the world governing body for all Powerboating activities. It is fully recognised by the International Olympic Committee (IOC) and is a member of the Association of the IOC Recognized International Sports Federations (ARISF) and of Sport Accord for whom the UIM President serves respectively as President and Vice President. The UIM has 64 affiliated National Federations. Circuit, Offshore, Pleasure Navigation and Aquabike are the main disciplines. The UIM has signed a Cooperation Agreement with the United Nations Environment Program (UNEP) to further its range of environmental initiatives, share expertise and work together for “greening” the Sport. The ultimate authority in the sport is vested in the UIM´s General Assembly which is made up of one delegate from each sanctioned national authority and meets annually. Responsible to the General Assembly for the management of the UIM is the Council, made up of the President, the Administrators and the Commission heads which meets as often as necessary to ensure the smooth running of the Union. This year the 91st General Assembly was held in Beirut. Attended by delegates from all over the world, this year was a very busy general assembly with daily meeting being held from 08.30 to 18.00 throughout the week. As well as having to discuss the many proposed rule changes a lot of time was spent on improving the sport from a safety, environmental and equality standpoint. The 91st UIM General Assembly welcomed a series of new UIM Members, among those was the Powerboat Association of Northern Ireland who was granted full UIM Membership as from 1st Jan. 2019, this was duly ratified by the UIM General Assembly with immediate effect.

“A new dawn for Powerboating in NI” Letter from the Chairperson—Oliver Haire Due to the resignation of the RYA from the UIM, powerboat clubs and competitors in Northern Ireland got together and agreed to a new way forward by setting up the Powerboat Association of Northern Ireland (PBANI), a formal application was lodged with the UIM for full membership and UIM National Authority status for Northern Ireland. For a number of years the sport has been in decline with just two clubs remaining with active powerboat racers. Although few in numbers these competitors competed at International level in Circuit and Offshore events whilst back home club officials undertook training to ensure they can instruct the next generation.

We understand the challenges ahead but are confident we can succeed as our members have been involved in Powerboating and Powerboat Racing (some for over 40 years) for many decades. As the National Authority for Northern Ireland we have the ability to develop the sport in a direction that meets the cross community needs of our society and we see the UIM Youth development Program as a major asset and a cornerstone in the revival in our sport. As 2019 approaches, our intention is to launch our new Website (PowerboatNI.com) and social media outlets. One of the most important goals is to establish a UIM Youth Development Centre which we intend to have fully operational by early spring. We are presently putting together an event calendar for 2019 in which we hope you will take an active part in. Full details will be posted on the website and social media, any suggestions for what type of events you would like to see are most welcome. Finally we are very aware for the PBANI to develop and grow that we need to listen to the needs of our members whilst being Inclusive, Transparent, Environmental conscious and working closely with both the UIM and Sport NI to ensure best practice. With your help and interest, we can together ensure that the long history of Powerboating in Northern Ireland continues for many years to come.

For the last number of years during August ,a small group of Northern Irish Powerboat Racing enthusiasts along with some of their fellow racers from the south took to the roads of Europe and travel over 5000 Km for the love of their sport but also in a quest for International glory. Members of North East Powerboat & Racing Club, Lisnaskea Powerboat Racing Club and the Irish Powerboat Club got together and travelled to Navia as “Team Ireland” . Their intention to represent Ireland (North and South) in both the HR850 and T850 racing classes at this UIM International event. Over the years NI Drivers, Will Chambers and Oliver Haire took to the water and proudly represented their Clubs. 2018 was no different and after two days of tough competition it was a case of “When Irish eyes are smiling” As Will Chambers took to the Spanish Podium for the 3 time in as many years. .

Lough Neagh Powerboat & Rib Rally Saturday 24th November—11am Volunteers from the newly formed Powerboat Association of Northern Ireland have organised a Powerboat & Rib Rally to give all those interested in the new association a chance to get together, have a cruise on Lough Neagh, and of course get to know each other over some food. Hopefully all the while discussing how to develop powerboating and get more people interested. Starting at the Battery Harbour with a bowl of soup, the day will consist of a cruise to Gawley’s Gate for Lunch with a stop to take in some of the sights of Ram’s Island to the return journey. Once all the boats are safely back in harbour, Dinner and lots of chat should continue into the evening. REGISTER NOW ON Powerboat NI Facebook Page
COMPETITION TIME “Sprit of the Water” To mark the occasion of the 1st Powerboat & Rib Rally and to put a little competitive fun into the event. A Bronze trophy called the “Sprit of the water” will be up for grabs. To win a crew need to be inventive, whether its your outfits, the way the boat is turned out, best classic / racing boat or just the way the other crews see you. You have to be seen to have the “Sprit” of this event as voted on the day by your fellow Powerboaters Trophy donated by “Powerboat IRELAND” 5
New UIM Offshore Junior Class UIM launch new Junior Offshore Class. Now its smallest Offshore class, it is intended that this class will be the starting class for youths who want to enter the world of offshore powerboat racing.
Members of Powerboat NI have trained as officials to oversee UIM Powerboat Long Distance Records.

History Historically powerboat racing in Northern Ireland can be traced back to the early 20th Century . Over the coming issues we hope to highlight past events, clubs, racing venues, competitors , officials through a collection of photos, programs, and press releases etc.
Please send your photos, stories, in fact anything that can help us tell the story of Powerboating and Powerboat racing. This will ultimately lead to having an archive where these memories will be kept for future generations.

UIM PROPSTARS The principal aim of the programme is to provide an educational foundation in general boating, seamanship, environmental and water awareness skills. These key areas of the marine expertise will not only help juniors to safely enjoy the sport of powerboating but will provide them with a greater depth of knowledge in a broad range of marine topics particularly those relating to safety and the environment. Once the basics are mastered, those interested in the sport of Powerboat Racing can go on and take part in specialist training where the skills required to race will be taught in a safe and controlled environment by specially trained instructors and coaches. This training programme is a equal opportunities program, opportunities exist for all irrespective of gender, race, ethnic background, religion etc. Once a year a UIM Formula Future World championship takes place where YDP teams from all around the globe represent their countries. And show off their skills. The ultimate goal of the UIM is to encourage its National Authorities to join the programme in a worldwide initiative to promote the interests of young people by providing an exciting educational and learning platform in the marine environment.
DREAM… TRAIN… RACE... PROPSTARS—NORTHERN IRELAND Northern Irish Powerboat Clubs and their officials have been great supporters of the Propstars program since it was launched by the UIM but were restricted in establishing a UIM YDP Training Centre by the previous National Authority. Not unlike the Propstars program itself , a plan has been developed into 3 parts Dream, Train and Race. The Dreaming has been done and with the full support of PBANI, a plan on how to proceed has been agreed on. This will see elements of both the “Propstars” and “Formula Future” programs being developed within NI early in 2019. Training will start with Instructor and coaches being trained to UIM standards, once UIM Certified a Youth Development Training program will be rolled out where interested youths can come and learn is a safe and controlled environment. Lastly the intention is to have a PBANI YDP team trained and registered to take part in the 2019 Formula Future World championship .
