MIDDLEBURY | The Middlebury Fire Department and Battell Hose Company held a joint annual awards dinner on Dec. 1 at the American Legion Post 27 in Middlebury. The dinner was attended by current, former and life members of the Middlebury Fire Department, as well as by the members of the board of directors of the Battell Hose Company and guests. New Haven Fire Department Assistant Chief Dean Gilmore served as the master of ceremonies. Middlebury Chief David Shaw presided over the annual presentation of awards, which recognizes the contributions and efforts of the members of the Middlebury Fire Department. MIDDLEBURY | Recent, holiday season burglaries reported around Addison and Rutland counties prompted a Vermont insurance organization to issue some welcome, free advice. “Insurance is usually the last thing on
people’s minds, especially right after the holidays. You’ve already spent so much on gifts, the last thing you probably want to do is spend more money,” according to Katherine Morra, director of communication, of the Montpelier-based Professional Insurance Agents of Vermont (PIAVT). PIAVT is a trade association representing professional, independent insurance agencies, brokerages and their
employees throughout the state. Morra noted that typical homeowners, renters and condominium policies include coverage of personal property theft. “Loss due to theft is generally included as part of the personal property protection,” she said. “Burglars are unpredictable, but there are several ways you can protect yourself and your home.” » Burglaries Cont. on pg. 2

NEW HAVEN | Ursula Olender, of New Haven, has dedicated her life to helping others be the best they can be, not just through her career as an advisor to college students on their own career paths, but also to dozens of Girl Scouts as their troop leader and to adult Girl Scout volunteers just learning their way through the Girl Scout experience. Girl Scouts of the Green and White Mountains (GSGWM) has named Olender as the Volunteer of the Month in recognition of all she does. Olender, who moved to New Haven in 2016, is the internship and career advisor at Middlebury College, and has done similar work for Champlain College, Dartmouth College, Colgate University and Amherst College. Working with middle-school and high-school girls and those who are economically disadvantaged
is where she feels most energized. She does what she can to make sure that the Girl Scout program is available to every girl who wants to participate. “I’d love to see more people who don’t have kids, or whose kids have grown up, do this,” Olender said. “You don’t have to be a mom to be a Girl Scout leader.” “She’s been a great asset to the Addison County community,” said Sarah Reilly, lead community and member support specialist for GSGWM, noting that Olender has been a volunteer support coordinator for less than a year. “Girl Scouting is near and dear to her heart and her dedication to the girls and adults in her community is inspiring.” Amanda Powell, also a troop support specialist for GSGWM, agrees. “She’s been working hard to bring Girl Scouts back to her service unit by increasing their visibility and the leaders’ connections with each other. A recent news release by PIAVT officials includes a warning that Vermonters take serious measures to reduce the risk of theft in their neighborhood: Start a neighborhood watch: A neighborhood watch is run by neighbors and is intended to stop crime in the neighborhood. “This system is a great way to keep your neighborhood safe. Multiple sets of eyes mean fewer chances for them to steal from you,” said Kelly Norris, PIAVT’s executive director. Invest in a security system: “Give yourself peace of mind with a

Motion sensitive lights can prevent that from happening.” Always lock doors and windows: “An unlocked door or window can be an open invitation. You also can outfit your windows and doors with motion sensors.” Norris added, “While there’s no absolute way to prevent a burglar from checking out your house, remaining aware and taking precautionary measures will help protect your home and family in the long run... .” ■

Carbon-tax protests and climate goals Vermonters opposed to a carbon tax were in Montpelier earlier this week wearing yellow reflective vests, just like their comrades in France last month. The protesters included low income people, farmers and others against possible tax action by liberal legislators. This most recent protest brings up a good question: Just how realistic are the state’s carbon-mitigation goals? According to a public statement made last year by Mary Powell, president and CEO of Green Mountain Power (GMP), the utility’s goal is to partner with customers to drive down costs and eliminate more than 8,000 metric tons of carbon emissions

per year using clean energy for the next two decades. Powell said that the utility’s effort will result in eliminating more than “160,000 metric tons of carbon emissions,” the equivalent of removing nearly 3,000 gasoline-powered cars each year for the next 20 years. “This kind of meaningful change is possible because there are ways to deliver lower cost and lower carbon energy solutions and GMP residential and business customers are actively engaged and committed to action,” Powell noted. “Organizations in Vermont are committed to our environment and very proud of our state’s reputation
as a leader in energy innovation,” she concluded. Here in Vermont, Fossil-Free Fast’s extraordinary goal of totally eliminating fossil fuels forever seems utopian (maybe even dystopian) in the extreme to this editor, at least GMP’s carbon-free goals are less draconian, and more likely to be achieved over time. Rather than dictating us getting off fossil fuels from invoking severe carbon taxes On High, we might take a lesson in wisdom from Leo Tolstoy and begin the change a bit closer to home: “Everyone thinks of changing the world, but no one thinks of changing himself (first).” — The Eagle ■
State police shun anti-terror training
The Vermont State Police (VSP), under pressure by anti-Israel groups, last November backed out of an allexpenses-paid counBy Guy Page • STATE HEADLINERS • ter-terrorism seminar last month in Israel. According to Vermont State Police, the event, called “Leadership Seminar in Israel: Resiliency and Counter-terrorism,” was sponsored by the Anti-Defamation League (ADL). The withdrawal was made “in the best interests of the Vermont State Police.” The decision drew a strong rebuke from Lawrence Zupan of Manchester, a Jewish supporter of Israel and the 2018 Republican nominee for U.S. Senate against Bernie Sanders. “Those charged with a stout defense of Vermont’s citizenry, namely the Vermont State Police, withdrew their acceptance of an offer of free anti-terrorism training from those most experienced at same, the Israeli Defense Forces,” Zupan wrote in a Jan. 2 email to Headliners.
“The decision was made in apparent response to the protests by a group called Justice For Palestine, who reflexively oppose anything connected to Israel and wish to persuade the world to Boycott, Divest and Sanction (BDS) the only post Holocaust true Jewish sanctuary in the entire world. “Rather than evaluate the offer strictly on its merits, the VPS responded by declining this valuable offer. Never mind that Israel has proven to be a haven for the world’s Jews, a most reliable American ally, a brilliant defender of its own citizens and a country where its own Arab citizens have protected rights unavailable to them anywhere else within the region, we must bow to those who want to shut Israel down with their BDS even at Vermont’s expense.” The pro-Palestinian, anti-Israel BDS movement has long been active in Vermont. In 2011 Vermonters for a Just Peace in Palestine called on Ben & Jerry’s to sever ties with an Israeli ice-cream manufacturer. University of Vermont Medical Center (UVM)
was targeted by a “divest from Israel” movement in 2011. Last month, a BDS group displayed the Palestinian flag and anti-Israeli slogans on the UVM campus. In an Oct. 29 defense of the BDS movement, the Vermont Peace and Justice Center outlines the supposed injustices of Israeli “colonialism” but is mute on the subject of the ongoing terror campaign against Israeli citizens by Hamas and other violent opponents of Israel. The BDS movement uses the language of the anti-apartheid movement in South Africa, but also does not recognize Israel’s right to exist, the complexity of the Israeli-Palestinian conflict or the desire of many Israelis to peacefully resolve it, the ADL claims. The pro-Palestinian BDS movement in Vermont celebrated the VSP withdrawal. The Vermont Peace and Justice Center said Nov. 29: “With the growing concern about US law enforcement’s treatment of asylum seekers at the US-Mexico border, New England residents are asking if they want their

Not serving working class failed GOP on voting day
To the editor: Rutland County State Sen. Brian P. Collamore, in an article, “A new session in Montpelier: Part two” in the Dec. 22 issue of the Vermont (Addison) Eagle newspaper, lamented how the Republicans lost in the state and in Rutland county and speculated as to why. Was it liberal people moving in to Rutland? Or Donald Trump giving the GOP brand a bad name? And he put hope in the “blue dog” or as I would call them, bought Democrats, to save us from $15/hour minimum wage and some of the other things Scott vetoed in the last session. It might be because of what Republicans fear the most, and that is increased voter turnout, with more people voting their interests. Assuming that’s true, here’s some advice for beleaguered Republicans: start serving the people who struggle to get by, not just your usual constituents in the top 10 percent. As for the “blue dog” Democrats, they are the reason why we have Donald Trump. Because, when neither party serves the interests of the working and middle class, you will eventually end up with a right wing demagogue. Like Trump. - Ivan Smith, Fair Haven ■
Open letter to Vermont legislators
To the editor: First, thank you all for your willingness to serve your constituents and all Vermonters. You are appreciated by most of us. But please remember, you serve both the special wants and needs of your constituents… and, of all Vermonters, whose needs sometimes differ. Foster the balance. The bill-drafting process is broken. You haven’t started yet and the hopper is filling fast. Don’t let the hopper fill up with special interest and fix-it bills until the legislative leadership and committees establish statewide priorities. Vermont is an array of complex systems that previous legislators have tweaked and made more complex and expensive over time: the judiciary, education, human services, tax code, state colleges, criminal justice and public safety among others. Stop tweaking, step back, agree on the strategic outcomes you want from each system and reinvent them for today. This will lower the cost of government, simplify regulations and free up revenues for new endeavors. Public servants shouldn’t set their own salaries. Align your interests with Vermonters’ whose average per capita income in 2015 was about $48,000. If you work for six months, raise your salary to half that amount and don’t game the system for per diems. If you earn a pauper’s wage, only the well-off can afford to serve. File an expense report like everyone else. Be accountable. Establish a real ethics commission as trustbuilding resource. (P.S. you don’t have one.) Scrap the two-year term. It’s a loony artifact of the past. Who would take a job as complex as yours at your salary and have to reapply in eighteen months? Expensive, counter-strategic and wasteful. Move on. Vermont has a progressive tax code. Establish a progressive minimum wage. The company that owns eighteen gas stations has a different net asset balance and payroll capacity than the owner-operated convenience store in Glover. Scale a new minimum wage to the net worth of the employer. If I buy a lawn mower, I pay sales tax. If I can afford to have someone else mow my lawn, I don’t. We need a consumer services sales tax. Surely, 178 legislators representing 620,000 can allocate $5.5 billion dollars in a way that meets our needs. That’s $9,000 per Vermonter. The key challenge will be to clean the attic of accumulated tweaks and fi xes, agree on outcomes, consolidate where appropriate and reinvent. - Bill Schubart, Hinesburg ■

August this coming summer. Camp was a big part of Olender’s own Girl Scout experience, where she was a program aide. After so many years of involvement with Girl Scouts, Olender said, “I think the thing that’s been most important for me is understanding it’s a team effort. I don’t do any of it by myself.”
She encourages any girl or adult to volunteer and become involved with Girl Scouts, to find out what your strengths are and how others can complement those skills. “You don’t have to be the traditional ‘rahrah’ person,” she said. “We have roles for everyone – even quiet leaders like me.” ■

MIDDLEBURY | A recent report by the personal finance website WalletHub.com, shows the Burlington and South Burlington area are among the communities mentioned in a national jobs survey. Per capita, South Burlington has the nation’s lowest unemployment rate at 2.0 percent, which is 4.7 times lower than in Detroit, the city with the highest at 9.3 percent. But Burlington has the nation’s most part-time workers per capita. Plano, Texas, has the fewest part-time employees for every 100 full-time employees, 32.86; this is 3.6 times fewer than in Burlington, the city with the most part-timers at 118.23. “To determine the strongest local job markets in the U.S., WalletHub compared more than 180 cities across 30 key metrics,” according to WalletHub spokesperson Diana Polk. “The data set ranges from job opportunities to employment growth to monthly average starting salary.” Polk said that with the unemployment rate at an 18 year low of 3.7 percent and employers expecting to hire 16.6 percent more college graduates from the class of 2019 than from the previous graduating cohort, the near future looks good to graduates. MIDDLEBURY | Vermont was in the top 10 states among do-it-yourself movers, finishing seventh overall, up three spots from 2017, according to moving-truck rental company U-Haul. Vermont over the last few years has been a destination state, with United Van Lines survey ranking Vermont No. 1 for its professional movers. On both lists, Vermont is the top state in the northeast, according to Vermont Business Magazine, United Van Lines, and U-Haul. But Texas registered as the U-Haul No. 1 Growth State in America for the third consecutive year, according to U-Haul data analyzing U.S. migration trends for 2018.
Florida ranked second for a third year in row. South Carolina inched up one spot to No. 3, while fast-risers Utah and Idaho rounded out the top five states for growth. Illinois was 50th on the list for the third time in four years, outpacing No. 48 California and No. 49 Michigan for net departures among out-migration states. U-Haul Growth States are calculated by the net gain of one-way U-Haul trucks entering a state versus leaving that state during a calendar year. Migration trends data is compiled from more than 2 million one-way U-Haul truck sharing transactions that occur annually. While migration trends do not correlate directly to population or economic growth, U-Haul growth data is an effective gauge of how well states and cities are attracting

PITTSFORD | Make sure your pet has identification: Losing a pet is a very emotional thing. It’s really important that all animals have identification so they can be returned to their owners. An ID tag on your pet’s collar is the easiest method. The tag should include your name, address, telephone number and the pet’s name. If there’s extra space, the phone number of the veterinarian is also a good idea. If you move, make sure you get a new tag for your animal with your new contact information. Pets can also be microchipped. Many humane societies and veterinarians have a scanner which identifies if an animal has a microchip. If there’s a microchip, a phone call is made to identify the owner. Either way, please take a moment and check that your favorite pet has identification so you can get them back safe and sound in a hurry. DUI arrest made Christmas Day
CORNWALL | A Cornwall man was arrested by Vermont State Police Christmas Day for allegedly driving under the influence (DUI). Daniel Cooperrider, 34, was arrested Dec. 25, 2018, after state police responded to the area of Route 125 and Ridge Road in the town of Cornwall for a report of a single vehicle crash. The operator, identified as of Cornwall, was allegedly traveling west on Route 125 and failed to negotiate a right hand curve in the roadway. The vehicle left the roadway, struck a culvert and rolled once. The vehicle was a total loss as a result of the collision. Troopers said, while speaking with Cooperrider, they detected signs of impairment. Cooperrider was screened for DUI and was subsequently arrested for DUI. Cooperrider was transported to the state police New Haven Barracks for processing where he was released on citation to appear at the Addison County Superior Court on Jan. 14 to answer to the charge of DUI 1. ■
Rutland man fled scene
Operating without a license arrest made
NEW HAVEN | A St. Albans man was arrested by Vermont State Police for allegedly operating without a license. Joshua Thibault, 40, was arrested Dec. 28, 2018, after troopers observed a blue Volkswagen Passat traveling north on U.S. Route 7 in the town of New Haven with a defective headlight, a violation of Title 23 VSA 1221(condition of vehicle). A traffic stop was conducted on the vehicle for this violation. The operator was identified as Thibault. An investigation revealed that Thibault’s privilege to operate a motor vehicle was under criminal suspension in Vermont. Thibault was transported to the state police New Haven Barracks for processing and released on citation to appear at the Addison County Superior Court on Feb. 25 to answer to the charge of driving on a suspended license. ■
Arrest made after crash
MONKTON | Vermont State Police arrested a Bristol woman who had gone off the roadway for allegedly operating without a license. Laura Khouri was arrested Jan. 1 after troopers from the New Haven Barracks were detailed to assist the operator of a motor vehicle who traveled off the roadway on Hardscrabble Road near Putty Bed Place in the town of Monkton. Troopers said they discovered Khouri
had gone off the gravel roadway, traveled down an embankment and had come to a position of uncontrolled rest in a moderately wooded area off Hardscrabble Road. Khouri was not injured as a result of the incident. Icy, slippery road conditions were determined to be a contributing factor to this crash. Subsequent investigation indicated that Khouri’s privilege to operate a motor vehicle on a public highway had allegedly been criminally suspended. Khouri was later processed and issued a citation to appear in Addison County Criminal Court on Feb. 25 to answer to the charge of driving while suspended criminal. ■

Monkton | An Essex man was arrested by Vermont State Police for allegedly operating without a license. Reid Garrow, 32, was arrested Dec. 26, 2018, after troopers from the New Haven Barracks conducted a motor vehicle stop on a gray 2015 BMW on Silver Street in the town of Monkton. It’s alleged that Garrow had operated the vehicle while his privilege to operate a motor vehicle was under criminal suspension in Vermont. Troopers said Garrow was also found to be in violation of his conditions of release by operating a motor vehicle on a suspended license. Garrow was placed under arrest for the above violations and transported to the New Haven Barracks for processing. Garrow was released on citation to appear at the Addison County Superior Court on Feb. 25 to answer to the charges of driving on a suspended license and violation of conditions of release. ■

RUTLAND | Vermont State Police arrested a Rutland man Christmas Day for allegedly attempting to allude police. Christopher Hale, 27, was arrested Dec. 25, 2018, after state police from the Rutland Barracks observed a motor vehicle traveling on North Main Street in Rutland City without any headlights on. Troopers conducted a motor vehicle stop for the violation Title 23 VSA 1243, “headlights required.” Troopers caught up to the vehicle and stopped it. Police said, the operator subsequently fled the traffic stop on foot. Troopers identified Hale, and he was issued a criminal citation
to appear in Rutland County Superior Court Criminal Division to answer to the charge of attempting to elude and negligent operation. ■
