Wastewater plants to get attention By Lou Varricchio EDITOR
MIDDLEBURY | A new rural wastewater infrastructure program will pump $350,000 into Vermont’s economy while protecting the environment, according to Neil Kamman of the Department of Environmental Conservation (DEC). In a news statement released last week, Kamman announced that the program is being spearheaded in collaboration with several state agencies, federal partners and several home-based organizations. For the next three years, data will be collected through the DEC’s pilot program effort. Information gleaned during the pilot operation will then be used to all future rural wastewater infrastructure projects. night of Dec. 15, weather permitting. Discovered in 1948 by American astronomer Carl Wirtanen, the comet will be visible best through binoculars. According to the Earth-andSky website, Vermonters should, “first, in the early evening, look at the stars of Orion, then look up to the stars that compose the Pleiades cluster in Taurus. MIDDLEBURY | With the 2018 midterm campaign and election season now over, Vermont legislators are enjoying a late-year respite before the start of a new legislative session in Montpelier starting in January. This reporter asked three senior legislators — Democratic incumbent Sen. Chris Bray, of Addison County, Republican incumbent Sen. Brian Collamore, of Rutland County and incumbent Rep. Harvey Smith, of the Addison-5 district — for their views and analysis of how the election results will impact the 2019 session’s legislative agenda. The economy, affordability and the environment loom large on both sides of the aisle although ideas on what to do vary. While school mergers (Act 46) occupied some of the 2018 legislative focus, the three legislators we talked with were more concerned about other issues. Sen. Bray is chair of Senate Natural Resources and Energy; Sen. Collamore is clerk of the Senate Committee on Government Operations, clerk of the Senate Committee on Health and Welfare and member of the Government Accountability Committee; and Rep. Smith is a

His reelection, he noted, provided evidence that for his constituents, at least, he’s on the right path. Bray said that in the upcoming session, he will continue to focus on the state and local economy, energy use as it’s related to climate change, as well as clean water concerns. “I have led the development of major bills in three areas over the last decade: food and agriculture, most visibly in the form of the Farm to Plate bill; the Vermont Clean Water Act; and a suite of clean energy economy bills, including our renewable energy standard and energy siting,” Bray said. “All of these create local jobs and keep Vermont dollars in the state, feeding and growing our own economy.” Bray believes that making Vermont more affordable and livable means starting at the local level with the help of the taxpayers in the form of state government largess. The Addison County senator is a notable supporter of Vermont’s Farm to Plate program which, he said, has expanded the agricultural economy statewide as well as in his own backyard. Farm to Plate is implemented statewide as a means “to increase economic development and jobs in the farm and food sector and improve access to healthy local food for
all Vermonters.” Funding for the effort comes from taxpayers (by way of state government), private sector businesses, and nonprofits. “Since Farm to Plate began operating in 2009, we have added 842 new businesses/ farms, created over 7,700 jobs, and grown state revenues by $200 million,” Bray said. “As encouraging as these results are, there is much more we can do; Vermont still imports 87 percent of the food we eat and each imported food means exported dollars and wages for someone outside our state.” Bray has also been a proponent of solar energy projects. In fact, his hometown of New Haven boasts the most solar-related projects in the county despite some local opposition. He also sees big government-funded projects, such as cleaning up Lake Champlain, as a major boost to the state’s economy. “Our clean energy economy — clean generation, such as by solar, weatherization and efficiency – now provides 18,800 Vermonters with all or some of their living,” Bray said. “And our clean water work — of which we have decades to deliver — represents the largest infrastructure investment project (approximately $2 billion over 20 years) in our state’s history. Much of this work will be performed by Vermonters, acting as engineers, surveyors, excavators, concrete workers, plumbers, electricians, landscapers and more.” Legislative work in Montpelier, as Bray sees it, through the eyes of being in the state’s

super majority of Democrats and progressives, will focus even more on “sustainable economic development.” “In short, a healthy economy and a healthy

Suicide rates are up Suicide rates throughout the United States, and especially in Vermont, are on the rise. On average in the Green Mountain State, one person dies of suicide every three days. A 2018 U.S. Centers for Disease Control and Prevention report, titled “Vital Signs,” reveals a marked increase in U.S. suicide rates since 1999, up 30 percent in nearly 20 years — and Vermont is bound up in this sobering national statistic. Facing a stark reality, the Vermont Department of Mental Health (DMH) has not shied away from reporting the troubling statistics and the impacts on mental health locally. When calculated by deaths per 100,000 people, DMH reports, Vermont suicide rates are higher than the national average. That’s 118 suicides out of 100,000 deaths. DMH maintains an online “scorecard” of Vermont suicide-related trends. The scorecard

not only provides the public with a barometer of what’s happening within the state, but it acts as on objective gauge for DMH’s mission. The scorecard is a guideline for the successes or failings of the state’s prevention, early intervention and mental-health treatment and support programs. “Vermont’s rates of suicide, calculated as the number of deaths by suicide per 100,000 people, are higher than the national averages,” according to DMH’s website. “Vermont rates of suicide are also higher than the rates of neighboring states and the New England region. The overall rate for the past 10 years has been increasing.” DMH’s online scorecard indicates that more men than women die as the result of suicide. Firearms make up approximately two-thirds of selfinflicted deaths. According to an American Foundation for Suicide Prevention fact sheet, suicide is the second leading cause of death among the
group of 15- to 34-year olds, regardless of gender. Aside from the tragic cost of human loss resulting from the desperate act of suicide, the data indicates that there are many hidden costs to Vermont residents who may not be directly affected by an individual’s death. Simply put, suicides impact the greater community not only emotionally but also financially. While numbers can be cold and unemotional when looked at by themselves, they never-the-less speak to the toll of Vermont’s widening suicide crisis. For example, in 2010 alone, suicides cost the state over $117 million in medical and work loss. In terms of the individual toll, the American Foundation for Suicide Prevention reported an average cost of over $1 million per suicide death in Vermont in 2010. Emerson Lynn vs. the GOP

In a recent newspaper commentary, Emerson Lynn, the publisher and frequent editorial contributor to his St. Albans Messenger, suddenly rose from his political slumber to instruct the Vermont GOP on the errors of their ways. A quick search engine check finds that Lynn is an infrequent commenter on the Republican landscape in Vermont. After remaining silent in the 2018 election season, suddenly Lynn wants to “drop the hammer” on a party struggling to gather itself after a dismal showing, having failed to provide either support or constructive criticism when it might have actually helped during the election cycle. “Nothing like kicking the Elephant when it’s already down.” Lynn seeks to blame Vermont Re-
publican’s difficulties on their marginal affiliation with the current presidential officeholder, who happens to be a Republican and who has substantial support nationwide, which is sadly not shared as widely here in the rabidly liberal parts of the Green Mountains which have been occupied by recent transplants. Trump’s bold personality and selfconfidence certainly annoys liberals and progressives, but that has as much to do with the message as the messenger, however, Lynn fails to consider that most of Vermont’s influential Republicans have either remained tactfully neutral or openly opposed the president. Emerson writes Vermonters have “no appetite for Trump-like conservatism” but what he really means is that he thinks that Vermonters have no appetite of conservatism at all. Trump is a recent arrival on the
conservative scene and the truth be told a recent arrival to the Republican scene as well. Many Vermonters, in recent years, have lost their grip on political reality embracing the pie-in-the-sky Democrat agenda of government expansionism seeking to throw taxpayer dollars at every imaginable social and economic problem without regard for the effective of such “investments” or their outcomes. Lynn suggests that the Republicans need to stand in the middle of the road and embrace a more moderate version of the Democrats’ recklessness. Phil Scott has taken this approach and while he survived the last election, his success was more the result of the Democrat’s choice of an unelectable opponent than any special appeal of his message. How about, instead, sound the clarion message that continued reliance on
government to provide for every want and need can only be accomplished if government is also allowed to confiscate all available resources to accomplish the goal through punishing taxation in every form. Promoting a transparent government that loosens its iron grip on business and individual efforts to create economic success, a government that respects the intelligence and integrity of the individual over the “groupthink” of the collective, is a powerful message attractive to reasoned adults of all political attachment. No, Lynn, Vermont doesn’t need to adopt a moderate portfolio of bad ideas, we need to resort to ideas that have served us well in the past that have been too easily abandoned. ■ - Justice of the Peace H. TIME CAPSULE: This month marks 50 years since the Apollo 8 circumnavigated the Moon. Apollo 8, the second manned spaceflight mission in the NASA Apollo program, was launched on Dec. 21, 1968. It became the first manned spacecraft to leave low Earth orbit, reach the Earth’s Moon, orbit it and return safely to Earth. CASTLETON | With the renewed national emphasis on encouraging schools and students to improve and enhance their math and science skills, a new program in Vermont will help make area students more competitive locally, nationally and globally. Starting next fall, Rutland County and Addison County high school students with a passion for mathematics and science will be able to consider study plans and future career paths thanks to an innovative new program at Castleton University. According to Castleton spokesperson Jeff Weld, the new Castleton University STEAM (Science, Technology, Engineering, Arts, Math) Academy has been established to create an immersive experience. The academy will provide a means for students to hone their critical thinking skills while providing a launch pad for future careers in high-demand, internationally competitive areas. According to Castleton University President Karen M. Scolforo, students who apply (and qualify) for the campus academy during their senior year of high school will have a choice to live on the Castleton campus.

The Sheldon Museum is bursting with creativity and excitement this holiday season. Don’t miss the amazing operating train layout, miniature Christmas tree display and two holiday exhibits. “Ho Ho Historical Holidays to You,” is curated by the Sheldon’s archivist Eva Garcelon-Hart and Sheldon trustee and archives volunteer, Lucinda Cockrell, featuring classic Christmas images, antique postcards, seasonal cards, written holiday memories and toys from the Sheldon’s collections. “Over-the-Top Holiday,” a glittering holiday display created by Sheldon trust-
painted by local artist Gayl Braisted adds atmosphere. Last year, Gabe the Lamplighter was added to the display. The train layout is made possible by a team of volunteer engineers who operate the trains through Jan. 12, 2019. Also on view are 19 colorful, oneof-a-kind miniature Christmas trees decorated by generous local artists, to be raffled in support of the museum’s children’s activities. Lucinda Cockrell has designed ornaments using images drawn from ephemera in the Sheldon’s archives surrounded by glitter and tinsel. This year, the Middlebury Garden Club has added a festive touch throughout the museum with lots of vibrantly adorned ornaments and tinsel. In what has become an annual holiday tradition in Middlebury, the elaborate Lionel train layout is sure to delight all ages. The assemblage stands three levels high, with tracks running Lionel O gauge trains, Lionel 027 gauge trains and an upper track running HO trains. New this year, is an entire remake of the mountain including a gondola ski lift, skiers, snowboarders, rock climbers and tunnels through the mountain to show off the HO train. The backdrop of the Green Mountains
is on Friday, Dec. 21. The Henry Sheldon Museum is located at 1 Park St. in downtown Middlebury across from the Ilsley Library. Holiday Museum hours: TuesdaySaturday 10 a.m. - 5 p.m. and Sundays, Dec. 16 and 23 from noon - 4 p.m. The trains will run through Jan. 12. Volunteer engineers will run the trains Tuesday-Friday 1-4 p.m.; Saturdays 11 a.m. – 2 p.m.; Sundays 1-3 p.m. Please refer to the Sheldon’s website to confirm that the engineer is present. The Sheldon will be closed on Dec. 24-25 and reopen on Dec. 26. Regular admission to the museum is $5 adults; $3 youth (6-18); $4.50 seniors and $12 family. RUTLAND | Olivia “Libby” Duane Adams will be the fourth Castleton graduate to be inducted into the Vermont State Colleges System Hall of Fame this spring. Adams earned a Bachelor of Science in business administration from Castleton in 1984 and became the co-founder of Alteryx, Inc., a global leader in the data analytics industry headquartered in Irvine, California, in 1997. Now serving as chief customer officer, Adams takes a holistic approach to all aspects of each customer’s experience. In addition to her responsibilities within Alteryx, she is currently working with Castleton University to help create new pathways for student mentorship. While a student at Castleton, Adams co-edited the 1984 Spartacus yearbook and was a student association senator. A member of the student orientation staff (SOS) for three years, she served as the SOS parent program coordinator in 1983. As a result of her work and

However, it should be noted that Rutland’s plant tied for first place for the Environmental Protection Agency’s Outstanding Wastewater Treatment Facility in the Operations and Maintenance/ Medium Advanced category. As the climate changes, excessive stormwater runoff is becoming an increasing problem facing treatment plants across Vermont. ■ A new wastewater program will invest $350,000 to boost rural economic development in Vermont and protect the environment. Asbestos abatement contract awarded
MIDDLEBURY | The Middlebury Selectboard awarded a contract to Catamount Environmental Inc. for asbestos abatement at the old Wastewater Treatment Plant, for a total cost of $23,750, as well as a contract for $7,387 to Newton Electrical for converting electric service at the old Control Building. Both contracts are tied to an adaptive building reuse project planned for the site that will ultimately provide additional vehicle and equipment storage capacity for the police department. The board also awarded a project management contract for $4,875 to Harris & Harris Consulting to oversee implementation of energy conservation measures at the Middlebury Police Station. ■

MIDDLEBURY | On Nov. 13, the Middlebury Selectboard approved a limited waiver of right of first refusal regarding Middlebury College’s proposed sale of the Frog Hollow Mill property at 3 Mill St. to Community Barn Ventures, LLC. The town reserved, and continues to reserve, the right of first refusal as one of the terms of a quit-claim deed executed in October 1976, when the town conveyed the property to Townscape, Inc. ■
Solar project moves ahead
MIDDLEBURY | The Middlebury Selectboard agreed to sign letters of support for the proposed EDF Renewables, formerly groSolar, 5 MW community solar project near Halladay Road, which will be sent to representatives at Green Mountain Power and the Department of Public Service. The letter had been requested by EDF Renewables’ Lincoln Lande who cited the importance of an expression of ongoing community support in the face of increased scrutiny among state regulators regarding the development of extra-large solar projects. ■

Arrest made after parking lot accident
NEW HAVEN | On Dec.1, Vermont State Police troopers responded to the parking lot of Tourterelle Restaurant & Inn to investigate a two vehicle crash. David Loveland, 55, of Addison, the operator of one of the vehicles, was arrested for suspicion of driving under the influence. ■

RUTLAND | According to a recent news report appearing in the Bennington Banner, a Rutland-area Vermont State Police rookie trooper quit the force less than a year after being hired. Three other officers, from the Shaftsbury barracks, were also put on paid leave related to the incident. “An internal affairs investigation is underway into questions of how some state police members handled a case involving a rookie trooper, officials said,” the Banner reported. The Banner reported that off-duty Trooper Spencer Foucher of the Vermont State Police Rutland Barracks allegedly was found under the influence while driving in Bennington. Bennington County State’s Attorney Erica Marthage told the Banner that her office doesn’t plan to file charges. ■
Troopers stop 15 drivers for texting
RUTLAND | Vermont State Police troopers conducted saturation patrols around the Rutland area Dec. 4. Troopers focused their attention on individuals who were operating while texting and using a portable electronic device. While participating in the detail, troopers initiated 15 traffic stops, most for operators who were observed to be texting and using electronic devices while operating. Troopers subsequently issued 11 VCVCs (tickets) and six written warnings. One operator was screened for possible impairment after troopers observed them consuming alcohol while operating. The operator was found to have been under the legal limit of .08 percent BAC but issued multiple VCVCs. ■
Man sought for alleged assault
RUTLAND | On Dec. 5, members of the Vermont
State Police and Rutland City Police Department attempted to locate Edwin Rodriquez, 43, of Rutland, in connection with in an ongoing case. Rodriquez had an active warrant for his arrest, pending from an incident on Dec. 3. Troopers observed Rodriquez was a passenger within a vehicle that was parked at the Mobil gas station, located at 2781 U.S. Route 7, in Pittsford. Rodriquez was taken into custody without incident and transported to the Rutland Police Department for processing. Rodriquez was subsequently jailed at the Marble Valley Correctional Facility and held without bail. He was wanted for one count of aggravated domestic assault, in the first degree and one count of violating conditions of release. ■
Missing plate alerts police
MIDDLEBURY | On Dec. 6, at approximately 10:55 a.m., the Vermont State Police made a motor-vehicle stop on Court Street in Middlebury. A trooper observed the involved vehicle to not have a front license plate. Police identified the driver as Roger Detko, 54, of Proctor. During the stop, police learned that the driver had an active warrant out of Rutland County. Detko was taken into custody and trans-
ported to the New Haven Barracks for processing. He was later transferred to the Rutland County Superior Court Criminal Division with the assistance of the Addison County Sheriff’s Department. ■
VSP investigate two vehicle crash
ADDISON | On Dec. 1, at approximately 12:30 p.m., Vermont State Police troopers were dispatched to the scene of a two-car motor vehicle crash on Route 17 in the town of Addison. An investigation indicated that Kenneth Beane, of Addison, was traveling west on Route 17 and was slowing down to turn into a local business. William Sinks, of Weybridge, at the same time was travelling east on Route 17 at a speed estimated to be approximately 50 mph. Police said Beane failed to see the approaching vehicle and turned left into the business. Sink struck Beane in the passenger side of the vehicle. Beane’s vehicle came to rest just off the roadway while Sinck’s vehicle came to rest up against a residence. Beane sustained a head laceration and was treated on scene. This motor vehicle crash is open pending further investigation. Anyone who may have witnessed this motor vehicle crash is asked to contact the Vermont State Police New Haven Barracks. ■
