Proposal Warm weather won’t curb the fun calls for full- at LGWC 2020’s final weekend time sheriff’s deputy By Thom Randall CORRESPONDENT
LAKE GEORGE | The village may host a Warren County Sheriff ’s patrol substation if a proposed local public safety plan materializes. Mayor Robert Blais told village trustees Feb. 10 that he and new county Sheriff Jim LaFarr have talked about assigning a deputy fulltime to the village, as well as establishing a substation which would feature several rooms including one for interrogating suspects. At the village board’s monthly meeting, Blais suggested renovating the existing village peace officers’ quarters on McGillis Avenue to accommodate a comprehensive sheriff ’s substation. LAKE GEORGE | Although recent bonechilling temperatures have increased the thickness of ice on Lake George, the automobile ice races scheduled for this weekend at Lake George Winter Carnival may be canceled due to unseasonably warm weather. The decision on whether these races — held annually
with only a few exceptions on Lake George for 55 years — will occur is to be made by Feb. 11. But regardless of whether vehicle races are held, many other activities will be entertaining crowds on or near the ice at Shepard Park Beach. One main attraction is likely to be the Adirondack Pond Hockey Tournament, in which many teams of ice hockey enthusiasts will be vying on Saturday and Sunday for thousands of dollars in prizes.
Also during this weekend’s carnival, people will be gathering on the beach to show off their dogs’ special antics in a canine talent contest, imitating Billie Eilish or Adele in a karaoke session, gazing at fireworks, or making new friends while warming up around bonfires on the beach. The children’s activities feature pony rides, face painting, and indoor craft sessions — all held both Saturday and Sunday. All ages will enjoy Saturday’s chicken wing cook-off, ice diving demonstrations, as well as evening fireworks. Also on Feb. 22 are tie-dyeing of T-shirts in snow, and making s’mores or sipping hot chocolate beside a bonfire on Shepard Park Beach — all prime opportunities to socialize. Sunday may feature 4x4 vehicle races on ice, depending on the weather. But events that are to be held regardless of ice conditions include make-your-own sundaes, an open mic session, and a keg-tossing contest. To be held both Saturday and Sunday at 2 p.m. are the “Dogs Got Talent” contests, in which anyone can enter their pet or watch the canine antics, as well as the traditional bonfire-on-the-beach likely be to burning from mid-afternoon into the evening. Both days also host woodcarving demonstrations, cornhole games, as well as the traditional carnival Polar Plunge, in which people of all ages dash into the frigid water, while others watch and wince. Commercial growth strategies for Warrensburg described By Thom Randall CORRESPONDENT
WARRENSBURG | Warren County’s leading economic development guru recently outlined measures Warrensburg’s leaders and local businesses could undertake to achieve greater commercial vitality. Ed Bartholomew, president of EDC Warren County, made a presentation to the Warrensburg Town Board several weeks ago, focusing on strategies for Main Street beautification, and attracting new businesses. Bartholomew described various sources of funding for such objectives, as he volunteered to meet with the town board and the local planning board to describe such opportunities in detail. Bartholomew outlined National Grid’s “Main Street” program which entails grants of up to about $70,000 to new businesses moving into vacant buildings. He also noted that grants are available through
the state’s competitive Consolidated Funding program, for which applications are due in July. Just two weeks ago, the state Regional Economic Development Council announced an award of $120,000 to Nettle Meadow Farm of Thurman for expansion of their cheese-making operations. “These grants are ideally suited for Warrensburg, which is experiencing a great growth in local businesses,” Bartholomew said. “We want to help the local entrepreneurs grow their businesses.” Also, Bartholomew noted that the Warren County Local Development Corp., of which Bartholomew is chief executive officer, administers a loan program that presently has funds of about $900,000 avail able for lending to entrepreneurs relocating or expanding their businesses. In order to qualify for one of these loans, a business owner must be either declined for a loan, or need a grant to supplement a loan from a conventional lender, he said.

Streetside amplified music now banned in Lake George By Thom Randall CORRESPONDENT
LAKE GEORGE | Music or other sounds will no longer be allowed to be broadcast from shops along Lake George village streets, according to an ordinance adopted Feb. 10 by
the Lake George Village Board. Village Mayor Roabert Blais said that he’s heard complaints about music blaring from speakers in front of downtown shops. “Walking down the street, people want to talk and do their thing,” he said. “They want peace.”
The Outside Entertainment ordinance amendment was adopted after a Feb. 10 public hearing, during which two people spoke in favor of it, and one in opposition. Kim Brown said she supported the ban. “It can be overwhelming when you walk down the street,” she said of the amplified music. See MUSIC BAN » pg. 2

She said she perceived the calliope music from the Minnie-Ha-Ha to be “very annoying.” Village Trustee John Root said the calliope music from the Minnie-Ha-Ha was so loud that it would drown out music he might be playing in his home. Mayor Blais said that village officials had long ago devised a noise ordinance that provided for the calliope music and cannon blasts at Fort William Henry — signature sounds of the village — by allowing loud noises of a specified duration of several minutes.

ELIZABETHTOWN | The Essex County Arts Council announced the availability of new art funding this week, facilitated through the Cultural Assistance Program. Grant applications and eligibility requirements are now available on the website essexcountyarts.org. “For any arts group, historical society, preservation program, library, museum or organization providing public cultural programs for Essex County residents, this is an opportunity to request financial assistance,” said June Curtis, administrator of the council. The application deadline is March 15. CAP grants will support, but are not limited to, a wide range of activities, events and programs. Artists fees, programing expenses, one-time use of materials for workshops, partial fees for program administration, advertising rental space for the event, equipment rental, lighting, sound costumes and professional fees are examples of CAP support.

THURMAN FARM WINS TOP NATIONAL AWARD

THURMAN | Internationally famous artisan cheesemaker Nettle Meadow Farm of Thurman recently won national honors at the 2020 Good Food Awards competition held in San Francisco — Their Kunik cheese was recognized as one of the best cheese products in the nation. Kunik is a triple crème cheese made only by Nettle Meadow Farm. It is a white mold-ripened wheel made from goat’s milk and Jersey cow cream. Their signature Kunik was the only cheese crafted in New York State to win a top award in the Good Food competition. Only produced by Nettle Meadow, the cheese finished second in the 2019 US Cheese Championships, and in prior years has won many top national awards. Nora Singley, cheesemonger and assistant chef to the Martha Stewart Show, has called Kunik unique, saying it

The mayor said that LaFarr has offered to have one deputy dedicated to the village, patrolling it nightly either from 6 p.m. to 2 am. or from 8 p.m. to 4 p.m.. Simultaneously, the village might be converting from employing peace officers to public safety officers, if a related proposal by Blais becomes reality. Blais told the trustees that 67 of the village’s peace officers have served in that role, and they’ve all left their positions with the village and advanced in their law enforcement careers — and one has become a municipality’s chief of police. The peace officer positions require 60 hours of state training, which the village pays for. Blais said the village could save money by converting to public safety officers, who under state law only require 8 hours of training — but they are not permitted to make arrests or carry a weapon. “Public safety officers can only write parking tickets — but if they see a problem, they’d call for a sheriff’s officer,” he said. Blais added that every peace officer employed by

was “refined, clean and bright” and “tasty, tasty, tasty.” In an article for Esquire magazine, Anne Saxelby of Saxelby Cheesmongers of New York City called Kunik “the sexiest cheese in the USA.” Three top cheese connoisseurs have raved about kunik’s

Less costly training isn’t the only potential source of savings, Blais said, noting that public safety officers could be hired at a lower wage. Blais said the goal is to establish a sheriff’s substation in the village by spring 2021, he said, adding that LaFarr has said the county would likely conduct the building renovations. “With presence of a sheriff’s officer in the village, this program should work,” Blais said. “The public safety officers would be our ambassadors as well as our eyes and ears on the street.” Also, Blais told village trustees at the meeting that a lawsuit filed against the village has been dropped. It had been filed on behalf of Joseph G. Schuster, a Warrensburg man who was arrested during a brawl with village peace officers one night last June. The suit claimed he was assaulted and arrested on a false charge. A video of the brawl was posted on YouTube. The incident caused injury of a peace officer, police have said. Blais has said that there was no indication that the officers involved had acted improperly. ■

Bartholomew also noted an ongoing effort to prompt the development of affordable workforce housing in northern Warren County. Warrensburg Deputy Supervisor John Alexander told Bartholomew that establishing senior housing in town was a high priority. “We desperately need senior housing in town — our older folks are now gravitating to Queensbury,” he said. Bartholomew pledged assistance in this objective. One main task that Warrensburg and some other area towns need to undertake, Bartholomew said, is to prepare an inventory of available commercial buildings and property, particularly plots of land of 15 or more acres. “Now, have to scramble to obtain information on available properties if someone wants land,” he said, noting that his agency has been fielding inquiries about sites with easy access to the Northway. Warrensburg Supervisor Kevin Geraghty said that boosting broadband access across rural areas of townwas a critical

Joseba Encabo of the Culinary Institute of America has said that Nettle Meadow’s Kunik is “very addictive.” In response to the recent award, Nettle Meadow Farm owners and cheesemakers Sheila Flanagan and Lorraine Lambiase said in a prepared statement that they were very honored by the recognition. “We work very hard to spread and maintain a culture of great cheese and well cared-for animals offering alternatives to big corporate agriculture, and elevating the economies of over 30 local families in our region through the growth in our cheese production.” Nettle Meadow Farm is not only renowned for their cheeses, but for providing a sanctuary for various species of animals and employing humane animal husbandry practices. The Good Food Awards competition honors outstanding American craft food producers who not only produce tasty and authentic food products, but also are proven leaders in responsible farming and sustainability, while building strong communities. ■

Bartholomew responded that he has been urging state officials to get the region’s broadband access boosted to “99 percent coverage.” Geraghty noted that he appointed new town board member Rich Larkin to head up local economic development initiatives. Following the town board meeting, Larkin expressed enthusiasm about Warrensburg’s future. “I think it’s great that Warren County EDC will be working with our community on economic development,” he said. “The potential in Warrensburg is phenomenal.” ■

The “Eyes on the World Festiva” is an internationally flavored event presented by the Lake George Jr.-Sr. High School. The event took place recently, and showcased Lake George and Schroon Lake students’ efforts to increase awareness of and empathy for a variety of worldwide cultures via foods, music, poetry and the artwork of United Nations students. The festival was the brainchild of the high school’s Diversity Committee. Also participating was the Hillview Free Library in Diamond Point, which hosted a “Cross-Cultural Connection” luncheon that featured French sandwiches, soups, cheeses and desserts. After devastating fire, donations sought for family with North Warren ties By Thom Randall CORRESPONDENT
KINGSBURY | The family of 1993 North Warren High School graduate Tammy Bruno suffered a substantial loss Feb. 14 due to a devastating fire, and Thurman resident Amy CombsBaker, a friend of the couple, has started a GoFundMe page to help them recover. Bruno is well-known in northern Warren County — she grew up in Chestertown, and was a Warrensburg resident from 1994 to 2005. Bruno and her long-time partner Roland Mitchell operate Mitchell Forestry, a logging and tree-care services business based in Kingsbury. The enterprise is a primary source of income for Mitchell, Bruno and their daughter. A barn fire on their property on Crawford Lane destroyed their enterprises’ equipment and vehicles, including stump grinders, generators, a chipper truck, welders, fabricators and construction equipment, Bruno said Feb. 16. Their uninsured loss was about $300,000, she estimated. Bruno said that a neighbor noticed the fire, called Mitchell just before 10:30 a.m., the blaze was immediately reported, and firefighters and their equipment arrived momentarily, but the fire was fully involved.
The barn and its contents were totally destroyed. Mitchell is known in the region for aiding others who have suffered similar calamities. Over the last decade or so, Bruno said, he has donated thousands of dollars of firewood or conducted raffles of firewood to help families recover from severe losses. Bruno added that Mitchell had invested many thousands of hours getting his business going. “This fire was unbelievable, — it’s devastating, just horrible,” she said, noting that the barn and most all of its contents weren’t insured. “We were just starting to get on our feet and this fire has pulled us back down to the ground.” Donations can be made by visiting the GoFundMe website, activating the search tool on the upper left-hand corner, and typing in “Roland Mitchell” — or accessing the web address: https://gf.me/u/xkimpv. ■

Stealing a line from Gordon Lightfoot’s song “The Wreck of the Edmund Fitzgerald”: “The lake, it is said, never gives up her dead when the skies of November turn gloomy.” The last several months have been really hard on the newspaper Industry, and while our local endeavor here at the Sun isn’t in the big league as are the industry titans, yet the waves they are stirring up, do have an effect even in our tiny corner of the world. Margaret Sullivan published a great piece last week in the Washington Post titled, “The future of local newspapers just got bleaker: Here’s why we can’t let them die”. https://www.washingtonpost.com/lifestyle/ media/the-future-of-local-newspapers-just-gotbleaker-heres-why-we-cant-let-them-die/2020/02/14/ a7089d16-4f39-11ea-9b5c-eac5b16dafaa_story.html. If you are interested in understanding what’s taking place all around us, I encourage you to check it out in the link above. Thanks to one of our loyal supporters, Lance Clark, for sending us the link. With that article as a backdrop, I can tell you that news like this has the same effect on all newspapers large and small, in the same fashion as the coronavirus outbreak on a cruise ship. It shakes people’s confidence and results in others abandoning the ship before they understand all the facts. Yes, the coronavirus is scary stuff and there are 15 cases here in the U.S. of as last weekend. No cases here in the North Country, yet the CDC reports there will likely be 14,000 to 36,000 flu deaths in the 2019-20 flue season here in the United States. In comparison, the flu which is here holds a more imminent threat than the coronavirus. So what do the flu and coronavirus have to do with newspapers? The major problem facing many newspapers is the lack of local support over the last 20 years. It isn’t the internet, but rather the hedge funds and equity outfits that have plundered and wreaked havoc on the news industry. They are slashing workforces, degrading quality, increasing prices, selling off assets while maximizing profits to shareholders, all while nobly claiming to protect local journalism and communities. The Sun is one of many locally-owned community newspapers around the country trying to keep the remnants of a traditional newspaper alive while attempting to weather the “gales of November”, as lyricist Lightfoot said. Only when local support for what we produce each week wains, will our efforts be short-circuited. When the bean counters have worn out there welcome and moved on to some new capital venture, our local communities will still require a trusted communication asset that is still (by far) the most significant journalism producers in their local communities, to quote Margaret Sullivan and the Nieman Labs study last fall. To that end, we thank all of you who have recently contributed to help us stay the course, as we strive to “put 15 more miles behind er’.” ■
As a young child, I learned the incredible importance of Lake Placid and the spirit of the 1980 Olympics from my father. A dedicated winter sportsman, my father spent time in Lake Placid for a portion of the Olympic games. Most notably, he and his best friend were in Lake Placid the night that Team USA beat the Soviet Union in the famed Miracle on Ice hockey game. My Dad told me this story frequently as I was growing up, describing how electric and unbelievable of a night it was to be right here in Lake Placid and how proud he was to be an American. A generation later, I am proud to serve in Congress and commemorate the 40th Anniversary of the most iconic hockey game in history. As our community knows well, on February 22nd, 1980, the United States men’s hockey team upset the Soviet Union in game 1 of the medal round during the XIII Olympic Winter Games in Lake Placid. Fearlessly led by their legendary coach Herb Brooks, the youngest team in U.S. history to play in the Olympics beat a veteran Soviet team with a long history of international play. That time period was tumultuous for the United States, and this game brought back hope and inspired a country that was embroiled in the Cold War. To many people, the American

To the Editor: I very much support the Sun and their affiliated newspapers. Dan and his entire staff have done, and continue to do, a great job balancing articles of both local and national interest. However, the enhanced subscription model is not for me. Having owned several businesses. In multiple areas, somehow donations – “enhanced subscriptions” – seem too Socialistic to me. I am a firm believer in Capitalism and expect to pay for a business’s product – which in the case of a newspaper is column space. For me, I would much rather pay for any space my comments, letters or opinions take. I have contributed my thoughts many times to the Sun and will continue to do so – but I expect to pay for the column space. Olympic and Paralympic Caucus. As Co-Chair of this bipartisan Caucus, I have been able to spread the spirit of Lake Placid as a passionate advocate for initiatives that preserve our rich Olympic history and ensure that future generations can participate in these life changing competitions. In fact, the first remarks I ever delivered in Congress on the House Floor celebrated the 35th anniversary of the Miracle on Ice. In addition, I have worked with Olympic athletes as their voice in Congress by supporting the United States Appreciation for Olympians and Paralympians Act, which eliminated a tax penalty on medals awarded to Team USA athletes. I was also proud to help lead the effort to keep USA Luge in Lake Placid, boosting economic activity and keeping our district the luge capital. Lastly, I will continue to be an avid supporter of fully funding the Special Olympics, to help athletes with special needs follow their dreams. The office of New York’s 21st Congressional District in Washington is decorated with many special mementos and pieces highlighting to our district’s unique history. But the conversation piece for many constituents who visit D.C. is undoubtedly the USA Hockey Jersey (#21 just like our district!) signed by team captain Mike Eruzione, that hangs on the wall in my office. It is a wonderful reminder of the miraculous, historic events that took place on February 22nd, 1980, in an energized North Country community. It is a constant reminder of the spirit of Lake Placid, the Olympics, the North Country, and the United States of America. ■

upset was much more than a hockey game - it was a victory of an ideological struggle. It was a renewed sense of hope during a tense time that was welcomed by people not only in the North Country, but throughout the United States and around the world. There was no better place in the world for this historic game to occur than in the North Country. Lake Placid and the greater Adirondack region are home to some of the best hockey, skiing, snowshoeing, sledding, and ice skating in the Northeast. Each year, tourists come from around the world to experience winter in the North Country, enjoying a toboggan ride on Mirror Lake or taking a run down the bobsled track. Our Olympic history and love of winter sports are extremely important to the culture and economy of our region, and these traditions hold special places within our communities. Growing up, I was a proud “hockey sister” traveling to hockey rinks with my parents and younger brother across the North Country and the entire Northeast. The frigid sub-zero, pre-dawn hockey practices and games were an important part of the fabric of my childhood. In addition, I grew up as an avid and dedicated downhill skier and I still enjoy hitting the slopes at Whiteface with my father today! Communities in the North Country rally around these activities and embrace them as important family traditions. The unique Olympic history of New York’s 21st Congressional District is why I fought hard to earn the leadership position of Co-Chair of the Congressional

Even factoring fraud out of the equation, the state’s Medicaid transportation takeover in Essex County has led to far higher costs, and these costs have the potential to trickle down to Essex County taxpayers. When Essex County ran the transportation network for Medicaid, it cost an annual $400,000, Palmer said. Today it’s in the neighborhood of $2 million. “I don’t know how you give that many rides,” Palmer said. To begin with, the type of fraud perpetrated by the taxi companies would have been all but impossible under the county’s watch, where the budget is small and expenses are closely scrutinized. “I very seriously doubt that it could have happened that way,” Palmer said. For one thing, any exponential rise in cab fare would have raised all sorts of red flags among budget-conscious supervisors who become unsettled at line items that are even a few thousand dollars out of line. And second, Essex County has relatively few Medicaid patients, and case workers know them by name, they know their families and they know their personal needs and situations. That allowed the county to personalize transportation and make it more cost effective. In fact, taxis were only called as a last resort, said Mike Mascarenas, Essex County director of Social Services. “We knew all the (Medicaid) families and we tried to find family members and friends who could give them a ride, and sometimes we would allocate staff,” Mascarenas said. “The last thing we did was call a taxi.” Due to the county’s personal knowledge of the patients, it could keep costs down in other ways, too. If two clients had an appointment in the same Glens Falls doctor’s office, for example. the county would arrange it so they would go together. Under the new arrangement, Palmer said, two different taxis will make the same trip on the same day. “They’ll pass each other on the Interstate,” he said. New York health officials acknowledge that the state may have to go back to the drawing board on Medicaid transport. State Health Department spokesperson Jeffrey Hammond said that following the 2015 Medicaid redesign efforts, changes were made to centralize Medicaid transportation in the hopes of achieving efficiencies and reducing the use of costly ambulance services. Hammond said for a while the change seemed to be working, but over the last few years spending in the area has grown, primarily driven by increases in taxi spending. But Hammond said it’s all part of a process to try to identify areas where money can be saved. If a program works it will be maintained, if not it will be scrapped. “Essex County has identified a potential savings and this is exactly why the executive budget advances proposals to return local government to the search for savings in the Medicaid program that they left when the state took over all local Medicaid spending growth in 2015,” Hammond said. “Our goal is not to raise costs for counties at all, but to work with

ELIZABETHTOWN | Two weeks ago some of the state’s top law-enforcement officials sent out news releases triumphantly announcing fines and jail time for a band of scofflaw Essex County taxi cab owners who, the officials said, had bilked Medicaid out of millions of dollars in cab fares. Medicaid reimburses the cost of travel allowing the poor access to doctors, addiction counselors, specialists or most any other sort of health care. Up until a few years ago, these travel arrangements were made by Essex County, but the state decided to step in and do the job itself. “They told us they could be more efficient,” said County Manager Dan Palmer. Instead of calling Essex County, Medicaid patients were to dial a central dispatcher in Syracuse, who arranged a ride with private taxi companies that became known as medicabs. But instead of becoming more efficient, costs soared. Palmer said that, perhaps, the state’s central dispatch is indeed more efficient in much of the state, where a ride to the doctor entails only a few miles or a few blocks. But in remote Essex County, a single cab fare to health care providers in Glens Falls, Plattsburgh or Albany could mean hundreds of dollars in profit for the taxi companies. If the distinction was lost on Albany, it was not lost on some local convenience store owners, who found the taxi business to their liking. An elaborate web of fraud developed, as about 10 taxi companies jockeyed for business among Medicaid clients, who were paid in cash or cigarettes to take rides, or say they did, to their appointments. Suspicious bills began piling up, but because a Syracuse dispatcher would have no particular knowledge of Essex County, the state didn’t notice that anything was amiss. Essex County supervisors did. Horror stories were leaking out, including tales of taxi companies that would take a Medicaid patient to the city for drug treatment one day, and then back to a doctor’s office the next for more opioids. In the three years that the ring flourished, prosecutors said the taxi companies racked up nearly $10 million in fraudulent billing. But in the enormous sea of state budgets, a million dollars here or a million dollars there do not necessarily make many waves. Taxi companies saw a lane, and they took full advantage, even as they themselves worried they might be pushing the envelope too far. At one point, in confiscated text messages, a taxi company owner admonished an employee for lining up too many rides in one day out of fear of raising government eyebrows — a scolding that appeared to hurt the feelings of the employee, who assumed

them on issues just like those identified by Essex County to reduce costs.” Hammond said Medicaid transportation is among the issues the current Medicaid Redesign Team will be analyzing as it develops a plan to reduce Medicaid spending by $2.5 billion “to ensure its financial stability for the future while continuing to provide high-quality care for more than 6 million New Yorkers.” Nationwide, Medicaid covers 74 million people, or about a quarter of the population. New York has among the nation’s most generous Medicaid programs in the support of disadvantaged people, but it does not come cheaply. New York’s Medicaid’s budget is $75 billion, of which the state pays $30 billion. About 20 states mandate a county Medicaid contribution as well, and of these, New York’s counties pay the most, a cost that adds up to about $7 billion annually, according to a 2016 report by the National Association of Counties. It is this state effort to cut Medicaid by $2.5 billion — to help close a $6 billion budget gap — that has the county more worried that it would be otherwise, because it calls for penalizing counties where Medicaid spending has exceeded 3%. The county doesn’t yet know how the numbers will play out, but the Medicab situation could come back to bite a second time if increased transportation costs contribute to an increase in Medicaid costs that the state finds to be excessive. For the county, that would present an expensive irony: The county was doing a good job of providing Medicaid transportation while holding down costs, but when the state stepped in the program became rife with waste and abuse. conceivably come back and punish Essex County for the state’s own mismanagement. And further, county officials say, they have minimal little control over other Medicaid spending as well, because they must act in accordance with state and federal guidelines. “It isn’t like we have authority to say someone is not eligible,” Palmer told supervisors during a recent meeting “They think that somehow it’s in our control, but it’s not.” How Essex County is financially impacted won’t be known until the Medicaid Redesign Team releases its plan in the next month or so. And the recommendations would need legislative approval before they could be implemented. The devil is in the details, and what numbers the state uses and how it plans to calculate what constitutes a 3% increase are questions in which the county has considerable interest. At this point, “We’re not really certain about what the governor’s proposal even means,” said Mascarenas. “But potentially it could be a really large increase locally.” The increased Medicaid costs could even push the county through the 2% tax cap, a circumstance that unleashes even more financial penalties designed to discourage localities from overspending. “And this doesn’t happen in a silo,” Palmer said. The state’s budget has already reneged on an annual $300,000 compensatory payment that’s been in effect since the 1990s when the state ordered Essex County to close its landfill. That puts pressure on the cap too, making any Medicaid increase even more difficult to absorb. “Removing that $300,000 eats up 1.2% of the 2% tax cap,” Palmer said. “It’s kind of a vicious cycle, to be honest.” ■

McKenna awarded ‘Most Outstanding Wrestler’ Wins Section II title By Thom Randall CORRESPONDENT
GLENS FALLS | When the referee’s hand slapped the wrestling mat, Warrensburg junior Hunter McKenna leapt to his feet and let out a victory yell, raising his fists toward the rafters of Glens Falls’ Cool Insuring Arena — with tears in his eyes. “It was overwhelming —I never smiled so much in my life,” Hunter said on Sunday, recalling his emotional victory gesture. Hunter had just won the Section II Division 2 Wrestling Championship title, defeating one of the toughest wrestlers in the region, HadleyLuzerne/Lake George’s Justin Hoffman, seeded No. 1 in the 152-pound weight class. For two years straight, McKenna had finished second in the section. But this year, his steely resolve to win prevailed. Very early in the third period of this Sectional finals match, Hoffman took a shot for a takedown, but McKenna locked him up in a cradle, flipped him onto his back and pinned him — as he had disposed of all his prior opponents Saturday. In addition to his championship, Hunter won the Most Outstanding Wrestler Award for Section II Division II — out of a group of about 250 other athletes. Hunter’s win over one of the area’s toughest wrestlers, combined with his season record and his two prior Sectional appearances,

state tournament — he’s a wrestler of that caliber,” Trapasso said. Trapasso praised all his wrestlers entered in the Section II tournament — their achievements garnered third place for Warrensburg as a team. In addition to McKenna, placing high in the tourney were five other Burghers. Taking third place were Jacob clear at 285 pounds and Tanner McKenna at 132 pounds; reaching fourth place were Dylan Winchell at 126 pounds and Tristan Hitchcock at 195 pounds; and in fifth place, Zack Carpenter at 138 pounds.

Seconds after winning the Sectional championship, Hunter charged over the mat, jumped off the floor and wrapped his arms and legs — like a giant tarantula — around the torso of his father Scott McKenna, the Burgher wrestling team’s assistant coach. Asked about his dramatic, gymnastic hug of his father, the younger McKenna laughed. “He deserved the victory as much as I did,” he said noting how his father has coached him since pre-school years.
Hunter’s wrestling career began when he was four years old, competing in the local Pee Wee wrestling program. Not yet in kindergarten, he was entered in a wrestling tournament. Paired with a child two years older, Hunter won the match and subsequently won a tourney title. After winning dozens of matches in grade school, Hunter was drafted directly into the varsity squad, skipping the modified program. As a seventh grader, he accumulated a remarkable 31-7 win-loss record. This year, he’s racked up a stellar 39-1 record, and that loss came earlier this season in a match with Hoffman. Just weeks ago, McKenna set a school record for winning the most career matches. His record is now 171-36 — and he’ll be wrestling one more year. Ryan Black was the former record-holder with 161 victories. Next up for McKenna is the state wrestling tournament, Feb. 28-29 at the Times Union Center in Albany. McKenna said he was going to maintain his focus. “I’m going to keep my head on straight and get on that podium in the state tournament,” he said. ■

“He thought he had already hit it during the game so he started to pass up chances in order to feed his teammates and I had to call him over to tell him he had not hit it yet. He told me he was sorry and then started attacking the basket to get it over with,” Kober said. “He has always put the team before himself.” Neacy’s coach added his work ethic has helped him reach this point. “His effort and energy on and off the court are amazing,” Kober said. “I have coached him in all three sports and he puts in the effort in the offseason. If you go by any of the courts in Bolton during the summer he is out there shooting at all times. He is always working to get better and help out his teammates as well. He always had a positive attitude.” For Wells, Byron Stuart scored 19 points as nine Indians made it into the scoring column, including Tyler Bolerbruch with 15, Peter Robinson 10, Daniel Johnson five, Raymond Mismanga five, Matt Koniszewski five, Matt Richards four, Pearce O’Rourke four and Luke VanNostrand two. ■

WELLS | Bolton senior Kevin Neacy saw there was less than five seconds left on the clock before halftime as he approached the half court line in the Wells Central School gym Friday. So he launched an attempt from there, watching it fly into the air and through the basket for the hoops to put him over the 1,000 career point marker. Or, at least that is what he thought. Eagles’ coach Cody Kober called a timeout moments before the shot, with the referee calling the basket off as it went in. “Going into half coach called a timeout but I didn’t know,” said Neacy. “I thought I had my 1,000th.” Coming over the to huddle, Kober then called up a play to get Neacy open on a rub, sending him towards the basket with space. “We ran it back and I had to try again and eventually I got it on a floater (at the halftime buzzer),” Neacy said.

Kober said there had not been a lot of talk about the milestone during the season until before the game, where Neacy was unable to keep track of his points.

North Warren hoops team wins first-ever League title By Thom Randall CORRESPONDENT
QUEENSBURY | A new benchmark in sports history was achieved in the region this week as the North Warren Boys Basketball team won their first-ever Adirondack League Championship. On Feb. 15, North Warren defeated top seeded-Granville, a school with more than double the enrollment, by a score of 71-60. The game was held at Queensbury High School. The accomplishment was substantial, considering that both Lake George, a state finalist for years, and Granville — which last month dealt North Warren its first loss of the season — were both vying for the 2020 league title. On Jan. 24, Granville defeated the Cougars 92-72, a loss that North Warren avenged on Saturday. Before the championship game, Cougar coach James Cuyler offered his players some advice, he recalled on Sunday. “I told them we not only could compete with Granville, but that I believed we were better — and they listened,” he said. “I told them to execute tough defense, to be in their faces on every shot, to get every rebound possible and to push the ball, and that’s what they did.” Adhering to this game plan, the Cougars started off with an 11-0 run, Cuyler added. “And from then on, they battled tough the whole game,” he continued, noting his team also curbed turnovers. In the second quarter, Cuyler mixed things up by bringing

in Jack Jennings off the bench. Jennings subsequently scored 9 points, demonstrating a key strength of the team: its depth. Although the news media has focused on the dynamic duo of sharpshooting point guard Anthony Girard and beefy center
Tanner Dunkley, there’s a full roster of athletes that are essential to the team’s success. Almost every game, players rotate into the scoring spotlight. Others are vital on defense, or provide offensive options when the lead players are double-teamed. “Whether or not you see each of our players in the game stat sheets, they all contribute,” Cuyler said, noting that on Saturday, Nate Hopper and James Steen contained two of Granville’s top scorers, Jarett Williams and Josh Oakman. Williams and his teammates enjoyed a scoring streak in the third quarter that brought them within three points, but the Cougars retaliated and expanded the lead as the game concluded. Girard — who weaves his way through traffic, makes improbable shots with unconventional moves and can sink baskets from all over the court — led the team with 24 points. Cuyler said Dunkley, who scored 15 points, grabbed 16 rebounds and blocked four shots, dominated in the paint. “Tanner is an animal down low,” he said. “He’s got great footwork and he rebounds well; no one can compete with him.” In addition to Dunkley, Girard and Jennings, scoring for the Cougars were: Hopper with 9 points, Steen with 8 points, and Ryan Miller with 6 points. In conclusion, Cuyler said he was proud of his athletes for achieving one of their primary goals for the season. “Before the game, I told my guys, ‘If you want to make history, this is the stage — and they accomplished it,” he said, noting that his team will be practicing hard for the upcoming Section II Class D tournament. “...And we’re not done yet — we want to bring it ALL back to Chestertown!” ■
Burghers win Adk. League girls basketball title - first in 21 years By Thom Randall CORRESPONDENT
QUEENSBURY | For the third straight year, the Warrensburg Girls Basketball team was competing, on Feb. 15, for the Adirondack League Championship. The prior two years, the Burghers lost the championship game to Lake George. But last Saturday, Warrensburg’s athletes executed a game plan with finesse and resolve, to win their school’s first Adirondack League title in girls basketball since 1999. The day after the league finals game against Argyle which concluded with a score of 66-43, Burghers coach Scott Smith offered his thoughts. “We’ve had great teams for three years in a row, and finally we broke through this year,” he said. “I’m so proud of the kids, I really can’t put it into words.” The game started out with Argyle keeping pace with Warrensburg — the first quarter ended with the Scots leading 15-14. But Warrensburg dialed up their game, more efficiently eluding Argyle defenders. Pushing the ball more effectively downcourt in transition, the Burghers outscored their league rivals 40-19 over the next two quarters. Reviewing the Burghers’ campaign toward the championship offers clues to how Warrensburg won the coveted, competitive championship — one major factor was the depth in their roster. Over the seven-game winning streak that culminated in the league title, four different
athletes were top scorers in particular games, coach Scott Smith observed. “Any given night, someone else can step up, and it makes all the players feel comfortable,” he said. Scott said that the core athletes on his team have been playing together for years. “These kids have done everything I’ve asked them to do, whether it was participating in AAU basketball, summer leagues, or off-season workouts,” he said. Leading the scoring tally in the league championship game was Aubrey Ranous — until recently recognized primarily for her defense. She scored 24 points against Argyle, a feat believed to be her career high, Smith said Sunday. “For a senior to step up in the league championship game and have their career high is incredible — Aubrey played so determined last night,” he said. Following Ranous was shooting point guard Hope Boland, tallying 21 points and five steals. For years Boland has been the spark plug of the team and a top sharpshooter from outside. Twelve of her points in the title game were from beyond the arc. Abigail Ranous, the dependable high-scorer throughout the 2020 season, followed with 12 points. Also key to the win was Tenisha Tyrell, who not only grabbed 10 rebounds, but contained Argyle’s center Shelby Caprood to only two points in the second half. The victory had extra significance because Argyle had coalesced recently, achieving their own late-season stride. Four days earlier, they had upset Fort Edward, a top
