LAKE GEORGE | After hosting what was believed to be a record crowd last weekend for the third installment of the 2019 Lake George Winter Carnival, event officials are now predicting another large crowd for the Carnival’s finale this Saturday and Sunday. Carnival publicist Nancy Nichols was almost at a loss for words as she attempted to describe the third weekend of the annual festival. “The crowds were absolutely amazing — it was the most people I’ve seen at the Winter Carnival for decades,” she said. “We had people come from all the northeastern states, and every hotel and motel that was open was totally filled for the weekend.” Carnival official Lou Tokos echoed the observation. “It was an absolutely amazing turnout, way beyond our expectations,” he said. “The weather and ice conditions were excellent — Mother Nature worked with us!” The carnival’s popularity was evident in the chowder cookoff, for which a line of people waiting for a sampling stretched from Shepard Park amphitheater to Canada Street then north several blocks on the sidewalk, he said.

PLATTSBURGH | Two men implicated in an alleged scheme to defraud the state out of millions of dollars in Medicaid funds have pleaded guilty. Avalanche Taxi owner Arshad Nazir, 54, of Plattsburgh pleaded guilty in federal court Tuesday to charges of conspiracy to commit health care fraud and offering and conspiring to pay bribes and kickbacks to Medicaid beneficiaries, all felonies. Nazir has also been ordered to pay $550,000 in restitution to the state Department of Health. He faces a sentence of up to 10 years in prison and an additional fine of up to $250,000 at his sentencing on June 18.
LAKE GEORGE | Skeletal remains of about 20 humans dating back to the 1770s were unearthed earlier this month at a housing construction site, and Lake George Town Supervisor Dennis Dickinson proposed Feb. 15 to Warren County supervisors that the burial grounds be preserved in perpetuity as a state historic site. The discovery of human remains began Feb. 7 when a construction worker dug up some bones while using a backhoe to excavate a foundation for one of two tri-plex apartments to be built off Courtland Street near its intersection with Mohican Street in Lake George Village. Noted archaeologist David Starbuck of Chestertown was contacted by the New York State Museum, and he visited the site Feb. 8 to make a preliminary assessment. On Feb. 11, archaeological specialists from the state Office of Historic Preservation, the state museum and the state Department of Environmental Conservation met at the Lake George Town Hall with Lake George Director of Planning Dan Barusch and other local officials to decide the next steps to be taken. The state museum officials subsequently sent about two dozen archaeologists to the site Feb. 14 to make a thorough investigation.

Also featured this weekend is the Glacier Golf Tournament, scheduled to occur at 12:30 p.m. Sunday, Feb. 24, on the frozen surface of Lake George if the weather permits, and in Battleground Park off Beach Road if there are slushy conditions. Teams of two or four compete for valuable prizes including golfing at The Sagamore Resort and a number of other prime golf courses in the region. Also occurring during the carnival’s finale is a prize drawing, offering the winner a choice between a 2019 Polaris Indy 600ES snowmobile with electric start and a liquidcooled engine, or a 2019 Kawasaki Mule SX 4x4 with fuel injection and a cargo bed with 400-pound capacity. Only 550 tickets will be sold. The drawing is to be held at 3:30 p.m. Sunday, Feb. 24.

Family-friendly activities include ice skating on the lake between 11 a.m. and 2 p.m. Sunday — or watching several youth hockey scrimmages. Children can enjoy pony rides, face paint-
ing and indoor craft sessions — all held both Saturday and Sunday. All ages can enjoy Saturday’s open mic session, diving demonstrations or tie-dyeing of T-shirts in snow, as well as making smore’s or sipping hot chocolate while socializing on Shepard Park Beach. Saturday ends with a fireworks display above the lake. Sunday features make-your-own sundaes and a duck race. Held both Saturday and Sunday at 2 p.m. is the “Dogs Got Talent” show, in which all can enter their pet or watch the canine antics — as well as the traditional bonfire-on-the-beach, burning from midafternoon into the evening. Also featured both days is the traditional carnival Polar Plunge in which people of all ages dash into the frigid water, while others watch and cringe. Digging carefully and sifting through the vertical wall of the excavation late last week, certified archaeologists found 12 definite burial shafts, 3 feet by 6 feet wide and about 3 feet tall. The remains were arranged so the feet of the deceased were toward the east, and heads toward the west, so the deceased would be facing the sunrise — a custom of the era. In one of the burial shafts, two buttons were found that bore markings indicating they were from clothing issued to soldiers of the First Battalion of Pennsylvania, Barusch said. Dickinson said Feb. 15 that he, Barusch and others have had conversations about obtaining a grant to buy at least the undisturbed portion of the construction site — where more burial shafts may be located — from the site’s owner/developer. “We could secure the plot and make it a national historic site,” he said. “It’s a major discovery.” Barusch said that a pile of dirt excavated from the foundation site the day of the discovery may contain more human remains.
LETTER FROM STATE
According to Barusch, Lake George municipal officials received a letter the middle of last week from the state Historic Preservation Office citing that due to the findings of 1770s human remains, the site is now eligible for the National Register of Historic Places — which prompts a full archaeological assessment process.

Photo by Thom Randall He said that the undisturbed portion of the construction site — where the foundation for the second tri-plex was to be situated — will likely be subjected to archaeological tests to determine if more burial shafts are located underground. Such tests may entail digging every several feet with a shovel or utilizing ground-penetrating radar. Any continuing investigation of the site will probably be managed by the state Museum, Barusch said. The delays and expense related to such archaeological examination may make construction there unfeasible, he added. “History is so prevalent and a critical part of what Lake

George is about,” he said. “This area played a significant role in the nation’s history. Preservation of whatever is still intact there would provide the best opportunity for all, but it would be a financial issue for the developer.” The remains removed from the site will be going to the New York State Museum to be examined and catalogued, and they may be re-buried in a cemetery in Lake George, or in the Saratoga National Cemetery. But they might be reinterred in the undisturbed portion of the plot where they were dug up at the corner of Courtland and Mohican streets if the plot is converted to a state historic site, Barusch said. ■

» LG budget Cont. from pg. 1 The amount to be raised by taxes, however, increases by $120,329 to $1,496,297, which is an 8.7 percent increase over 2018-19 — about $100,329 more than allowed under the state tax cap formula. The tentative budget was presented to the village board Feb. 11. The major factor in the increase, Blais told village trustees, was that $60,000 should be set aside, along with $40,000 already in a reserve fund, to pay toward the construction costs of the new sewer plant, to be built and operating by August 2021. Setting aside this money and appropriating $100,000 each year from now through 2022 will help the village avoid facing an initial single
payment of $427,000, which he said would be a “crushing” burden on taxpayers. Taxpayers would be hardest hit in 2022 when the tax rate would go up 36 percent if an additional $6 million to $7 million in grant funding is not obtained for the plant’s construction and operation, he said. Also, fees for residents in the Town of Lake George’s Caldwell Sewer District would go up by 50 percent if such grant funding wasn’t secured, Blais estimated.

The proposed 2019-20 budget calls for the village tax rate to increase from $5.99 per thousand of assessed valuation to $6.49 per thousand, but the state tax cap only allows a 12-cent increase, or provide only $20,000

additional in the village budget. Exceeding the tax cap means that village residents won’t receive the bonus checks as they have in recent years, rewarding them for their government complying with the tax cap. Blais said. “Be prepared for complaints,” he said. Blais said that efforts have already been made to reduce next year’s expenditures. He said the draft tentative 2019-20 budget calls for cutting the allocation for police officers in half, buying no new municipal equipment, and shifting the $70,000 expense for Thursday evening fireworks to the area businesses. “We may be able to cut a little more,” he said, noting that a village budget workshop
meeting was set for 9 a.m. Monday, Feb. 25. A public hearing has been set for 6:30 p.m. March 18 on a local law that would allow the village board to override the tax cap. That meeting will also host a public hearing on the proposed general municipal budget as well as the spending plans for the water fund and special assessment district. Despite the budget cuts, the village anticipates paying $30,000 to $40,000 more for summertime janitorial services, while shouldering the cost of 2 percent raises for most village employees, and $2,000 each for department heads. Also, the trustees have been considering paying $21,498 for LED lighting — which would decrease ongoing utility costs by about $5,200 per year. ■

We’re broke, in more ways than one!
The last time I touched on the national debt, we were only a mere $18.4 trillion in the hole. Last week, we passed $22 trillion. By Dan Alexander It’s a staggering number, • PUBLISHER • but so is our inability to come together to solve the nation’s many pressing problems causing the debt. Recently, both parties agreed they wanted to address immigration. First, they failed to reach an agreement before the deadline resulting in a costly shutdown for a month. When that failed to produce movement, the government was reopened for three weeks to get both sides talking again, only to come back and still fail to reach an agreement that satisfied both parties. Instead of serious compromise, the end result will tie up the nation for years as the two sides take their feud to the courts — costing more than the president required, as did the shutdown — while the national debt continues to grow with annual interest alone expected to exceed a trillion dollars. Congress is dysfunctionally broken, and it’s clear the next two years will focus on little more than insults, investigations, stonewalling and campaign positioning as the members are already vying for the 2020 election season with more promised government handouts. We are both broke financially and structurally with neither side willing to recognize that the left nor the right can govern independent of the other. Our founding fathers made sure that the only way our government works is when we work together. Gridlock only produces more gridlock, and sadly the folks we continue to send to Washington have no appetite for seeking solutions that work to the benefit of the country as a whole. Most are so embroiled in partisan politics they only represent slightly more than a majority while leaving the balance of their constituents unrepresented. Until we wise up and send centrist candidates to Washington who acknowledge that neither the far right nor far left agendas will achieve supermajority support, we are doomed to watch the same mess grow worse election by election. A united household can’t function this way, nor can a business or government. Eventually, our credit will run out. The left and the right will desperately need the other side just to get by, and by then, we will have ruined our children’s and grandchildren’s futures while putting the nation at great peril. This country was built by strong-willed pioneers who worked hard, fought and died to give us a nation where the pursuit of freedom and opportunity was the primary goal. There is still time to turn things around, but the prospect is getting smaller with every election. ■

DEC should not close Eagle Lake boat launch
To the Editor: The New York State Department of Environmental Conservation (DEC), in its Hammond Pond Wild Forest Draft Unit Management Plan, proposes to close the state boat launch on Eagle Lake and rebuild it as a “fishing and water access site.” A boat launch allows trailers to enter the water so a boat can be floated on or off. The plan blocks trailers from entering the water; boats have to be lifted over a barrier. There is no commercial boat launch on Eagle Lake. Some residents have their own boat launches — most do not. For many residents, including my family, and emergency service workers, this ends the ability to launch boats. The logic behind this change appears to be that, by DEC rules, lakes under 1,000 acres don’t “deserve” a boat launch. DEC fails to recognize that Eagle Lake is a dense, vibrant community on a busy highway, not a remote pond. We found out about this plan in a Jan. 10 article at suncommunitynews.com. By then, DEC was not accepting comments. No Eagle Lake residents were informed of this proposed change. The plan was announced when summer residents are gone and many full time residents have gone south for the winter. I have written to the staff handling the plan, the DEC Region 5 director and DEC Commissioner Seggos requesting that they reopen the comment period and accept a detailed set of comments I have submitted. I have had no replies. DEC will soon present this plan to the Adirondack Park Agency (APA) for final approval. Th is catastrophic change is being made in a way that ignores the residents and users of Eagle Lake and allows DEC to do as they please with no regard for the plan’s impact. Lawmakers should respect, not dehumanize women
To the Editor: It upsets me terribly that our president lies to the American people and that he repeatedly degrades and disrespects women. The latest example is his attack on New York’s Reproductive Health Act (RHA) during the State of the Union address.

The threats to Roe v. Wade are real and ongoing, even though the law has been upheld by the U.S. Supreme Court many times. The RHA updated a 1970s New York state statute to ensure that women in New York would retain access to an abortion by a qualified healthcare provider. It codified the protections of Roe v. Wade into state law. The RHA recognizes that abortion is a component of comprehensive reproductive health care; it is not a crime. Pertinent regulations pertaining to abortion have been removed from the penal code and placed in public health law. Th roughout pregnancy, if a qualified health care practitioner determines their patient’s life or health is in danger or the fetus is not viable — a woman can choose to have an abortion. The RHA protects each individual’s right to make their own reproductive health decisions. Decisions made within the context of the individual’s circumstance, faith, health and values. The RHA is an example of legislation that separates church and state. This is a separation necessary for our vibrant, pluralistic society to continue to succeed. Sowing hate and division to dehumanize people who support reproductive healthcare has no place in this country. What I believe underlies the president’s actions is his belief that women’s lives and health are inconsequential fodder for his political agenda. I trust women to make reproductive health care decisions that are in line with their circumstances, health, faith and values. Letter writers should check their facts
Editor’s note: This letter is in response to Gary Guido’s letter, “Republicans to blame for shutdown,” which appeared in the Feb. 9 edition of The Sun. To the Editor: Trying to place blame for the government shutdown is an exercise in futility. Dems blame Trump and Republicans blame Schumer and Pelosi. It’s called “politics.” I would hope people that write letters would try to be truthful as Gary Guido, of Ticonderoga, suggested. Unfortunately, Mr. Guido didn’t take his own advice in his recent letter. He tells untruths and twists facts to meet his conclusion that the shutdown was the Republicans’ fault. He states, “Pelosi and the Democrats were not in office on the date the shutdown started!” Th at’s false! Pelosi has been “in office” since 1987! There were 193 Democrats “in office” when the shutdown started. They definitely were “in office” at the start of the shutdown! His statement was a diversionary tactic…to confuse the argument with falsehoods and irrelevant statements, common in politics. He also states, “It was the Senate Republicans that wouldn’t compromise, not Democrats. Our president enjoyed a House and Senate majority as Republicans ruled all three branches of our government for two years.” This is partially true but very misleading. The 51 Senate Republicans voted for the wall, 49 Democrats voted against, and since you need 60 votes to pass a bill, it failed. The Democrats were indeed the ones that would not compromise. Also, Republicans did not “rule all three branches of government for two years.” They ruled the “agenda” but not the votes as again, it takes 60 votes to pass a bill in the Senate and they had 51. I’m sure Mr. Guido knows this. As one who was in the U.S military, I pray we will be rid of those who misrepresent the truth when writing letters concerning our national issues and Constitution. - Tom Weiskotten, Willsboro ■

Unearthing history at Fort William Henry Many soldiers on both sides had been killed and they were hurriedly buried in the hot August weather. The Marquis de Montcalm had been a soldier since he was 14 years old and he was said to have been a good man. He granted free passage to his beaten opponents, injured men, women camp followers and children to leave the fort in peace and walk to Fort Edward where they would be safe from harm. Montcalm’s concession was very upsetting to the hundreds of American Indians who had allied themselves to the French and were said to have been eagerly looking forward for the profit of scalps and captives to hold for ransom.
WHERE THE BODIES ARE BURIED
There has been much excitement for the past few days concerning the 12 skeletons that were unearthed at a construction site on Feb. 7 at Lake George. This is, however, really not a new story, it is a tale that has been going on in that village for over a period of many long years. Time and time again, human bones are oft times unearthed when construction is commenced.
BLACK DAY IN LOCAL HISTORY
Fort William Henry, built in 1755, was a British fort at the southern end of Lake George which was under the command of the gallant Colonel George Monro, of the 35th Regiment. The fort was garrisoned by 500 men and was supported by 1,700 troops in an entrenched camp. In August 1757, French general Marquis de Montcalm sailed south down Lake George with the intention of capturing the English fort. His force was comprised of about 5,500 effective men and 1,600 American Indians.

On the morning of Aug. 10, 1757, after the American Indians had spent the night dancing, celebrating their victory and working their anger up to a fever pitch, the long line of beaten English left the fort to march to their freedom in Fort Edward as they had been promised. The American Indians gathered about the long line of those departing and began robbing, insulting the prisoners and killing their animals. They brandished their tomahawks and amused themselves with the terror that they inspired in their victims. At the first sign of blood, the American Indians, according to an old first hand account, “seemed transformed into demons,” and started killing their victims. Appalled, General Montcalm jumped into the middle

The fierce battle lasted for about three days and Col. Monro sought relief from Fort Edward, which he never received, after which, on Aug. 8, 1757, he was forced to capitulate. About 1,600 men and 100 cannon and food stores were turned over to Montcalm.

allure passengers through a combination of bribes and incentives — including using recovering addicts as pawns — to ferry passengers up and down the Adirondack Northway, sticking state taxpayers with the bill in the process. For some passengers, the price of loyalty was as little as a bag of tobacco, a tactic used by the owner of a Ticonderoga-based company to secure a round trip ride to a destination that netted the operator a $231.26 payout from the state Department of Health (DOH). Several passengers have been identified as willing accomplices in the conspiracy, but none have been charged. Investigators allege that the defendants also failed to provide their employees with Workers’ Compensation insurance and filed documents that falsely certified required insurance coverage in order to provide Medicaid transportation services.
Nazir’s plea deal is contingent upon his also pleading guilty to state charges of second-degree grand larceny and failure to secure workers’ compensation — both felonies — in Essex County Court at a later date, according to the New York State Workers’ Compensation Fraud Inspector General’s Office. Capital Cab Corporation owner Muhammad N. Jahangir, 24, of Queensbury, pleaded guilty in Ticonderoga Town Court last week to two misdemeanors, petit larceny and failure to secure compensation, a worker’s compensation crime. He’s expected to pay $17,600 in restitution and is due back in town court April 3. “Today’s guilty plea is proof that we will not tolerate the actions of those willing to victimize their customers in order to steal millions of taxpayer dollars,” New York State Police Acting Superintendent Keith Corlett said in a statement Tuesday.

WIDESPREAD FRAUD
Since 2015, Ticonderoga-based Adirondack Taxi & Limo has received about $3.14 million in taxpayer-funded payments, representing about 71 percent of their cash flow between 2015 and 2017, according to a criminal complaint provided by the U.S. Department of Justice. Ti Taxi received at least $2.45 million during the same time period, constituting as much as 95 percent of their cash flow, according to a financial analysis conducted by the FBI, while Green Mountain and its sister company, Four Way Taxi, received $1.71 million. In Ticonderoga Town Court last week Jahangir said that his criminal activities were performed in concert with Khurram Gondal, the co-owner of Ticonderogabased Green Mountain Medical Transportation, Four-Way Taxi, Capital Cab and All NY Taxi and Limo. Gondal, 38, of Ticonderoga, faces charges of conspiracy to commit health care fraud, first-degree grand larceny, three counts of second-degree grand

The pleas are the latest development in a broad, multi-year, joint federal and state investigation of medical taxi fraud that lead to more than 40 felony and misdemeanor charges against the owners and drivers of 11 cab companies in the Adirondacks last May. Workers’ Compensation Fraud Inspector General Leahy Scott said that these cab companies have “plagued” the Adirondack Northway for years. Altogether, the companies claimed “multiple millions of dollars in fraudulent Medicaid billings,” according to the New York State Workers’ Compensation Fraud Inspector’s Office. “These first pleas and restitution orders send a clear message that corrupt medical transport companies will be held accountable,” Scott said in a statement.

CUT-THROAT CULTURE
Criminal affidavits released last year describe a cut-throat culture in which cab companies schemed to

In Smith’s 1885 History of Warren County, there is a story of a woman who had been mutilated and fastened to a sapling who had been tortured and scalped. One person who was there later wrote that more than 100 women were killed and lay naked on the bloody ground. One of two oxen that had survived was alive and bellowing in agony, and survivors were obliged to kill it to end its suffering.

Today, in 2019, just 262 years after that awful day in infamy, some of the bones of those unfortunate people have come back to tell us their story once again. Four people, including Green Mountain Medical Transportation co-owner Waqas Nauman, 36, of Queensbury; Ti Taxi co-owner Quaiser Gondal, 46; Adirondack Taxi co-owner Khalid Chaddher, 48, of Ticonderoga; and 29-year-old Anthony Armstrong of Port Henry, co-owner of Ti Taxi and former manager of North America Taxi, were charged with conspiracy to commit health care fraud and knowingly and willfully offering to pay bribes and kickbacks to Medicaid beneficiaries, a felony. Since 2011, the state Department of Health has contracted with a Syracusebased dispatch center, Medical Answering Services (MAS), to provide medical transportation for Medicaid recipients. To arrange rides, passengers call MAS, which then dispatches a local vehicle registered with their network for transport. Beneficiaries could specify their preferred taxi company, and schedule regular appointments. Medicaid then pays those cab companies through the Department of Health. In the past, the state agency has contended that the switch from county-run transportation systems to the current model was a cost-savings measure, citing a 28 percent cost-per-trip reduction statewide between 2011 and 2016, a gap that narrows to 15 percent in Essex County. Between 2011 and 2016, the state spent $758.6 million on these trips, according to the DOH. In Essex County, taxi companies blossomed in rural areas along Lake Champlain, seemingly to take advantage of a system they knew could be manipulated through loopholes and a lack of oversight from Albany. Medical Answering Services has not been accused of any wrongdoing in the alleged conspiracy. ■

Hughes reaches 1,000 points as Burghers win Section II tourney opener Smith added that Hughes’ attributes reflect those of her teammates — she possesses a range of talents, and utilizes them well as the players collaborate to achieve success. “Megan is a good rebounder inside, she’s quick and uses her speed well on defense, and she’s aggressive getting rebounds,” Smith said. “Megan pushes the ball in transition, she attacks the basket well, and has worked hard to improve her jump shot.” Hughes started playing basketball at about 7 years old, playing at home with her sister Starr and their cousins, as well as playing pickup games at the town recreation field. On Dec. 22, Hughes hit a career-high of 34 points, and she’s often scored in the mid-20s this season — but she deferred credit to her teammates. As of this week, the Burghers are 19-2 this season and ranked No. 16 in the state for Class C. “Our team’s record of achievements this season is definitely a big deal,” she said. “We’ve come this far because we work so great together, and we have a great coach.” With their depth of talent, the Burghers shift their offense to feed the ball to whomever is hitting the shot — and the game against Mayfield was no exception. In her first game returning from a knee injury, Abby Ranous was top scorer with 13 points plus seven rebounds, followed by Hughes’ 12 points and 10 rebounds. Burgher point guard Hope Boland was aggressive on both offense and defense — she finished with eight points, four steals, five rebounds and four assists. WARRENSBURG | Midway in the third quarter of a Section II Class C basketball tournament game Feb. 16 against Mayfield, Warrensburg senior Megan Hughes charged down the home floor and scored a layup that represented a milestone in her four years as a varsity player — she reached 1,000 career points. The feat was also a landmark for girls basketball at Warrensburg High: Hughes was the seventh athlete in program history to reach 1,000 points. With the game stopped, Hughes was presented with a commemorative game ball as the crowd responded with raucous cheers. Soon after, the Burghers finished off the game, winning the first-round tournament game with a dominating 21-10 fourth quarter that secured their advance into the Section II Class C quarterfinals. After the 49-31 victory, Burgher coach Scott Smith offered his thoughts. “Megan has been so dedicated to basketball and to our program — it’s been tremendous,” he said. “She made her mind up in ninth grade that she was going to work hard at basketball, and she’s done that every day since.” “Coming onto varsity as a freshman, I had my mind set on getting my name on that banner in the gym,” Hughes said. “But I definitely couldn’t have done it without the team having my back and coach always pushing me.”

CHESTERTOWN | One day each winter, the creativity and humor of area residents is showcased as bizarre contraptions glide down Chestertown’s Dynamite Hill ski slope and spectators cheer. Whether it’s a viking ship, cardboard military tank, mermaid, a fire-breathing winged dragon or a steampunk-style missile, northern Warren County residents have for 43 years spent months devising and building weird vehicles to slide down the snowy slope. All that brainpower and brawn culminate in the Krazy Downhill Derby sled race, and its 2019 edition is set for 10 a.m. to 2 p.m. Saturday Feb. 23. The beloved community event features not only the friendly, kooky sled race — but also ice hockey scrimmages, a broomball tournament, skiing, ice skating and socializing. Intended to shake off folks’ cabin fever, the event also includes competitions in kickball, dodgeball, tug-of-war and limbo. While it was initially intended to be a children’s race with cardboard craft, adults have elbowed into the event over the past three decades.

Youth are still welcome to slide down the hill on a sheet of cardboard — or whatever they choose to ride in the race. Rules are listed on the Krazy Downhill Derby’s Facebook page. Registration for all sleds is at 10:30 a.m., and the race is to begin at 11 a.m. Food and hot chocolate will be available at the popular Dynamite Hill Recreation Area, where a lodge provides an escape from frigid weather. An outdoor fire pit will also offer warmth as well as a venue for making s’mores. The event also feature a deejay, face painting, plus a raffle and a 50/50 drawing. Those attending are encouraged to bring their returnable containers, as the Chestertown Rotary Club will be conducting a bottle and can drive as a charity fundraiser.
