Warren County gains $4.1 million from refinancing debt By Thom Randall CORRESPONDENT
QUEENSBURY | Due to the work of the Warren County Treasurer’s Office, local property owners will have several million dollars erased from their future tax burden. Mike Swan told county supervisors on Feb. 21 that a recent refinancing of debt incurred in the construction of the county’s Human Services building will save the county $4.1 million over the next 15 years, or about $280,000 each year. He said that the interest rate obtained on new bonds sold to investors was 1.2% rather than the 4% bonds that originally financed the $16 million building. “We hit the market at the absolute
perfect time,” Swan said, adding that he had expected the bonds to be sold at 1.74% interest rate. Construction of the Human Services building, which cost about $16 million to build, concluded in 2009.
SALES AND BED TAX RECEIPTS ALSO INCREASE
This wasn’t the only good financial news the supervisors heard at their monthly meeting. Swan also announced that sales tax receipts for January and February this year were 5.7% higher than the same period last year — but he cautioned that much of the increase could be due to a lag in sales tax collections. New WHS auditorium to debut at open house March 7 State-of-the art acoustics, sound system, lighting By Thom Randall CORRESPONDENT
WARRENSBURG | The dreams of many area performing arts advocates are now a reality: Warrensburg High School has a new state-ofthe-art auditorium with engineered acoustics, a huge well-appointed stage, a professional sound system and high-tech theatrical lighting, as well as air conditioning. The auditorium — with plush, tiered seating for 480 people — is the highlight of an $11 million high school renovation project which was virtually complete as of this week. The performance venue has an upscale ambiance, which includes gold railings along each side entrance. The extensive construction project also
Construction and outfitting of Warrensburg High School’s new 480-seat auditorium — featuring a huge stage, air conditioning, a high-tech sound system, professional theatrical lighting and posh seating — was virtually complete as of Feb. 21. Along with the school’s new upscale cafeteria, kitchen, media center and fitness room, the new auditorium will debut at an open house set for 1 p.m. to 3 p.m. Saturday March 7. Also, an initial concert — featuring students, alumni, faculty and staff members in both a mass chorus and band — is to be held Tuesday May 19. Photo by Thom Randall
included creating a new cafeteria, complete with several high-top tables with USB sockets nearby, modern furniture — and perhaps most important, an array of windows which provide sunshine and a pleasant view for students. The project was the most comprehensive renovation of the Warrensburg High School building since it was built in the early 1990s. The public will have a chance to tour the auditorium, the cafeteria, the school media center and fitness room at an open house set for 1 p.m. to 3 p.m. Saturday March 7. The $11 million capital project, which encompasses hundreds of upgrades to both schools — including plumbing, electrical and security infrastructure — was accomplished over three years without impacting local taxes. Jim Corriveau, the school’s director of choral music and drama, noted the advanced audio and lighting equipment installed in the new auditorium.

Senior housing envisioned for Pottersville By Thom Randall CORRESPONDENT
POTTERSVILLE | The former Pottersville public school — a stately 1930s brick-andstone building that’s now vacant — may again be a center for local community life, if a developer’s plans materialize. Town of Chester Supervisor Craig Leggett said this week that the building may be converted into senior housing. The project is now being pursued by Chip McKenna, who grew up in Schoon Lake, Leggett said. Built in 1936 as the Pottersville public school, the building hosted grades K-12 until the North Warren Central School District was formed in 1974 and the building was converted for use as the district’s middle school. In 1999, when the new North Warren Central School campus was developed, all the students from the region were housed six miles south at the new farlarger K-12 school building in Chestertown. A few years later, the building was acquired by Word of Life Bible Institute to host their administrative operations. Fairly recently, Word of Life has moved such functions back to their main campus where they expanded their facilities, and the Pottersville building has stood vacant. This former school building — assessed for about $4.5 million — is to be converted into 20 or so apartments for couples or individuals 55
years of age and older, Leggett said. He noted that acquisition of the property by McKenna was pending, and the project has not yet come before the Chester Planning Board. Attempts to reach McKenna were not successful as of Feb. 23.
AFFORDABLE HOUSING A CONCERN
For years, Leggett has been advocating for not only local senior housing, but affordable housing for middle-class families — in order to boost expendable household income, create a more robust local workforce, and to enhance the vitality of community life. A study conducted six years ago concluded that the average age of Adirondack Park residents has increased from a median age of 31 in the early 1970s, to the age of 51 as of 2014 — indicating the growing need for local senior housing. Also, many communities in the central Adirondacks have lost 30 percent or more of their population over the past 25 years or so. Between 2003 and 2013, the number of public school students have plunged 21 percent, and the decline has accelerated recently to 2.5 percent per year, which indicates that more and more families are moving out of the region. Researchers surmise that the main reason for their exodus is to secure better-paying jobs. Public officials including Leggett have been seeking ways to retain families by providing “workforce housing,” which is
The former Pottersville Central School, located just north of downtown, is to be converted to senior housing if development plans of a Schroon Lake man become reality. Chester Supervisor Craig Leggett expressed support this week for the concept, noting that local apartments for seniors — and affordable housing for citizens in any phase of life — would boost the vitality of community life. Photo by Thom Randall envisioned to stem their departure. Also, seniors in Adirondack communities have been moving to metropolitan areas for apartments that provide amenities they seek, officials have said. Leggett said that many local citizens responding to a recent survey indicated that
senior housing was a primary need, and it would help curb the exodus of seniors to Queensbury and other more developed areas. “We’re looking to provide appropriate housing for people and families in all phases of their lives,” he said. “We want to retain our citizens, which will enhance our community life.” ■

base across the county were all factors in the county’s strong financial health. Regarding the latter comment, he said that building permits in the county had increased 15% in 2019 over the prior year. He noted that rating agency praised the county’s multi-year budget forecasts, monthly budget monitoring reports, low debt burden and the new capital infrastructure planning effort. “Thanks to the county Treasurer’s office for all they do to keep use on solid financial footing,” he said. ■ 205826
He also told the supervisors that the county’s occupancy tax receipts for January and February had increased about 7 percent over the comparable period last year. County Administrator Ryan Moore said that the county’s admirable AA+ bond rating was a big factor in obtaining low interest rates — and that Standard & Poor, a leading bond rating agency, had praised the county’s fiscally conservative budgeting practices. He said that the county’s robust fund balance, the county Treasurer’s investment policies and a growing tax

Other current board members are Louise Sweet, Kathy Barlow-McCann, David Osterberg, Nancy Tennyson and Donna Lagoy, town historian. The Chester Historical Society, founded in 1962, has been a resource for preservation and displaying of local history, and is a resource for Chester residents for information on people and places in the town’s long history. It has published six books on various aspects of the town’s past, the most recent being “The Underground Railroad in the Town of Chester” by Donna Lagoy and Laura Seldman, published in 2016. It also operates a local historical museum, located in the town hall. The museum’s director, Nancie Welch, continually updates displays and curates new ones. Currently, the society is working on the SUMY Archive Project. Itsuzo Sumy, a local businessman and photographer from the 1930s to the 1960s, left more than 30,000 photos and negatives of his work to the society. Plans are being made to digitize and catalog all of his work. This has been, and will continue to be, a multi-year project involving scanning and identifying as many images as possible. A kick-off event for the SUMY Archive Project is scheduled for July 18. ■

Against the Cougars, Aubrey had 26 points, 13 rebounds and 9 steals; while Abigail had 21 points, 6 assists and 6 steals. “Now, at the end of the season, Aubrey is definitely playing her best basketball ever,” Smith said. The same could be said for Tenisha Tyrell, who scored 14 points and tallied 13 rebounds, Smith said. “Tenisha is a real force inside,” he said. Point guard Hope Boland had 12 assists. Smith said Boland repeatedly dribbled through the Cougars press, feeding the ball to Tyrell, Aubrey or Abigail, depending who was open. “Hope is a warrior, she really battles,” he said. Aiding in the win were guard Sara Langworthy and Audrey Steves, with 7 points and 4 points respectively. Next up for the 18-3 Burghers, seeded fourth in the tournament, is a showdown at 6 p.m. Feb. 26 with fifth-seeded Berne-KnoxWesterlo (17-4) at Cambridge. BKW crushed Lake George Feb. 22 by a score of 67-17, limiting several of their best players to only 2 points each. Mara Knoop was top scorer for the Warriors with 7 points. ■

Grace York breaks gender barrier in wrestling By Thom Randall
“My friends and teammates are really supportive, and the coaches are really good,” she said, noting that she is planning to wrestle off-season in club competition this next spring and summer. Duers said Grace occasionally gets praised by her opponents. He said that a Warrensburg wrestler, after winning a match with her this year, complimented her on her strength.

LAKE GEORGE | A wrestler for the HadleyLuzerne/Lake George WarEagles grimaced while forcing a competitor onto his back for a pin, then walked confidently off the mat. Taking off her headgear, her streaked hair fell to her shoulders. Yes, a girl — Grace York, a 14-year-old freshman at Lake George High School, competes on the WarEagles varsity wrestling team. Wrestling in the 106-pound weight class for the WarEagles, Grace has competed consistently through the 2019-20 season, earning vital points for her team, which has until this year struggled to fill the lower weight classes. Grace has invested a lot of effort into the sport, learning moves and strategies while gaining muscles. Her agility, intensity and knowledge of wrestling holds and moves has compensated for the natural strength differential between males and females. Her dedication to the sport has paid off — several weeks ago, Grace won fourth place in the Section II Class C tournament in the 106pound weight class. She then qualified for the recent state tournament qualifying competition, but was ruled ineligible because she exceeded 106 pounds by merely four ounces. Wrestling coach Jeremy Duers said that Grace has accomplished a lot this year, her first year on varsity after wrestling quite successfully for several years on the modified team, for which she won most all her bouts. “Grace has done a fantastic job this season — she’s made tremendous growth in the sport,” he said. “She’s surprised a lot of her male opponents and won a lot of her matches.” Grace said she receives a lot of encouragement from her teammates and her friends, noting that when the morning announcements are made at school, occasionally her wrestling wins are mentioned, and she receives compliments from others.

During a recent practice session of the HadleyLuzerne/Lake George wrestling squad, team members Grace York (top) and Mystic Potts strike a pose. While Grace has won many varsity matches this season, Mystic has wrestled primarily at the Modified level, but occasionally has participated in varsity meets to earn important forfeit points for the WarEagles.
soon as she turned out for the sport. “The minute she started to wrestle, she knew she wanted to pursue it,” Tara York said. “She got the wrestling ‘bug’ right away.” Grace said she got into wrestling because her family members and cousins Logan, Cameron and Landon wrestle. “I joined because all my family members were doing it, and I though it would be fun,” she said, noting that she competes in volleyball, and she’s a catcher on a Lake George softball team. Tara York said that she supports Grace’s wrestling career, because the sport offers a lot of benefits. “Wrestling builds a lot of self-confidence and develops a work ethic like no other sport,” she said. ■

Local wrestlers to compete in state tourney By Thom Randall
Also representing Warrensburg is Hunter’s brother Tanner McKenna, a sophomore, at 132 pounds; senior Jacob Clear at 285 pounds. Also competing is HadleyLuzerne/Lake George junior Justin Hoffman, whom Hunter defeated in the Section II finals. Clear and Hoffman won wild-card bids, and Tanner was an alternate, but was awarded a berth in the tourney when a wrestler in his weight class dropped out. Tanner McKenna, who surpassed 100 career wins this season, said he was surprised and excited when he heard the news on Feb. 21. “I didn’t know I had a chance to get into the states,” he said. Hadley-Luzerne/Lake George wrestling coach Jeremy Duers said this week he believes Hoffman will advance

WARREN COUNTY | Four wrestlers hailing from northern Warren County will be competing this weekend in the state wrestling tournament, set for Feb. 28-29 at the Times Union Center in Albany. Leading the roster of local competitors in the state tourney is Warrensburg junior Hunter McKenna, who won the Section II small-school championship at 152 pounds on Feb. 16, McKenna has amassed a 39-1 record this year, while setting a school record for the most career victories — despite the fact that he’s only a junior.

The Russians are coming. Guess what? The Russians never left and will most likely never will. For years America controlled the airwaves of the Soviet block with Radio Free Europe and the Island of Cuba with Radio Free Cuba. The United States broadcast news and information during the Cold War to counter Soviet and communist propaganda. Despite being banned across the communist block, where regimes regularly jammed the signal, people still managed to listen in secret to broadcasts that inspired them to oppose the totalitarian rule. Now the tables have turned on the land of the free, and somehow, we are supposed to be shocked to hear that this is taking place right under our very noses? How dare they invade our democracy and attempt to sway our elections. Are we really that unaware and so simple-minded that we couldn’t see this coming? After slapping Vladamir on the wrist is 2016, surely he and his diabolical friends should know better than to try this again. Electronic devices are everywhere today in our highly connected society and even if the cameras, listening devices, doorbells, TVs, computers and cells phone didn’t share our information on their own, we make it easy for the spies by putting everything we do out on social media ourselves as a new form of news. “Here’s where I’m going, here’s where I’ve been, here’s what I believe, here’s what I think and don’t like”… We put it all out there for the whole world to know what we collectively find appealing. Yet, now we can’t quite understand how those who don’t agree with our way of life would use all those things against us to sway our opinions? The terrorists figured this out long ago, but we are apparently a little slow and outraged to catch on to how this can be happening in our midst. It seems clear all our enemies have always and will always use whatever means to inflict their will on our country. As a nation, have we become so naive or self-consumed that we’ve forgotten this is still a very dangerous world? Unfortunately, we must always be must be on guard and capable of recognizing truth from fiction, regardless of the source while still going about our daily lives. There will likely always be challenges from both friend and foe but as a nation of freedom-loving people, we must stand united; in defense against tyranny and evil, while never allowing them to silence our liberty, justice and sense of fair play. ■ — Dan Alexander is publisher of Sun Community News and the Vermont Eagle newspapers.

New York Independence Party endorses Stefanik for reelection
High-profile support for Stec’s State Senate campaign
GLENS FALLS | Today, the New York Independence Party announced their endorsement for Congresswoman Elise Stefanik’s reelection to her fourth term in office. “The Independence Party is proud to endorse Congresswoman Elise Stefanik for reelection in November,” said Frank MacKay, Chairman of the Independence Party of New York. “Elise has been committed to getting bipartisan results for her constituents since day one in office. She works with anyone – regardless of party – on behalf of hardworking North Country families, veterans, small businesses, and farmers. We are grateful to have her in Congress and are looking forward to her
GLENS FALLS | Assemblyman Dan Stec (R,C,I-Queensbury) today received another major endorsement in his campaign for State Senate. He is now officially backed by the New York State Independence Party. Stec, who has served in the Assembly, has built a strong reputation for being a hard worker that is willing to make tough decisions on the issues that impact all New Yorkers. It’s for this reason that the Independence Party felt he is the best choice to follow retiring Senator Betty Little. “ I w ant to thank the Independence Party for endorsing my State Senate campaign,” Stec said. “I always try to be an independent voice for the people I represent and I’ll work with whoever I need to in order to make sure my constituents receive the support they need and deserve. As our next State Senator, I will continue these efforts and I look forward to working with the Independence
reelection victory in November.” “I’m proud to be ranked consistently in the top 10% of bipartisan lawmakers,” said Congresswoman Stefanik. “Every single one of my votes is guided by what is best for my constituents in the North Country. I work with Republicans, Democrats, and Independents to deliver results to bolster our economy, grow our infrastructure and rural development, support our military and veterans, and increase access to health care. It is a true honor to once again receive the Independence Party’s endorsement, and I will continue to be the hardest working candidate in this race to earn every vote.”. ■
Stefanik Announces 2020 NY-21 Congressional Art Competition WASHINGTON, D.C. | Today, Congresswoman Elise Stefanik announced the beginning of the 2020 Congressional Art Competition. Each spring, the House of Representatives sponsors a nation-wide high school arts competition as an opportunity to recognize and encourage the artistic talent in New York’s 21st Congressional District. The Congressional Art Competition is open to all high school students in the 21st District. The winning artwork will be displayed for one year in the U.S. Capitol. The exhibit in Washington will include the winning artwork from all participating districts around the country, and this artwork will also be featured on House.gov’s Congressional Art Competition page. Additionally, the
winner will receive airfare for two to attend the formal Congressional Art Competition ceremony in June. “Each year, it is a privilege to select artwork created by a talented young person from the North Country to be honored in the U.S. Capitol,” said Congresswoman Stefanik. “I encourage all interested students in my district to submit their original work by Friday, April 17th to any one of my district offices in Glens Falls, Plattsburgh, or Watertown. As co-chair of the Congressional Arts Caucus, I look forward to highlighting our creative students and their artwork.” A list of rules and the submission form can be found at https://stefanik.house.gov/ services/art-competition. ■
Party to ensure the 45th District receives the same dedicated representation it deserves.” “We need elected officials that are willing to buck the trends and do what’s right for everyday New Yorkers. That describes Dan Stec perfectly,” said Independence Par t y Vice Chairman Tom Connolly. “Dan has shown himself to be an excellent Assemblyman and we know he’ll be an outstanding Senator for the 45th District. The Independence Party is proud to endorse his campaign.” The 45th Senate District is comprised of all or part of six different counties. Assemblyman Stec has received the official endorsement from the Republican Party in five of the six: Washington, Clinton, Essex, Franklin and Warren. He is also supported by the St. Lawrence and Warren County Conservative Parties, and is the recipient of endorsements from dozens of state and local elected officials in all six counties. ■

town Highway Department. Since the highway budget is the largest part of the Boards oversight, this board member seems to have a very serious “conflict of interest.” Our new Supervisor has asked this Board member to audit the books for the Highway Department! Another conflict folks! Before his election, at the “meet the candidates event,” this board member had this to offer “All I have to say is I am here for the town!” After watching this Board member in action, for some two years, also looking at his conflict’s and his approach to the duties that he undertakes, I find it necessary to ask Douglas Needham to step down as a Board member in the town of Thurman. It is time to let someone else into the position who is not conflicted and truly has the best interests of the entire town in their heart and soul. — Keith L. Parent Sr., Thurman ■
To the Editor: At a recent Board Meeting a board member (Douglas Needham), blurts out a couple of comments which in my opinion really speaks to his dedication and obligation to his position and to the people he represents! The Supervisor said she could call a special meeting, to ensure that the Board members could make an informed decision on an issue which could not wait until the next regular meeting. Needham’s comment went something like this: “I can’t keep coming to all these meetings” and “I have to work.” To make this board member even more interesting is the fact that he co-owns and lives with his brother whom works for the

TRAGIC ACCIDENT
GALA BIRTHDAY CELEBRATION
Mrs. Catherine G. Parker of 197 Main Street, Warrensburg, celebrated her 90th birthday anniversary recently. She is thought to be Warrensburg’s oldest living resident. ‘Kate” was born Catherine Gillingham in 1870 on what is known as the Gillingham Farm in the Town of Thurman and she began her career as a school teacher, at the age of 16 years, in the Putney Hill school. She later married Henry Parker and became the mother of six children, three boys and three girls. For about 12 years she operated a boarding house for summer guests known as Bonnie Brae Villa, today known as Chalet Swiss. She later returned to teaching and taught for 32 years. (Note – The Bonnie Brae Villa, before it burned by arson, on March 13,
Philip DeLoria Sr., 55, of Thurman, was fatally injured Sunday night, Nov. 15, 1959, when his truck plunged off the Athol – Thurman road and landed in Number Nine brook. The Warrensburg ambulance rushed Mr. DeLoria to the Glens Falls Hospital and Dr. C.E. Lawrence administered first aid en route, however, he was pronounced dead upon arrival.
SAD ENDING
A funeral service was conducted on Saturday, Feb. 26, 1960 in St. James Catholic Church, North Creek, for Raymond Gilbert, 31, of AuSable Forks, who was fatally injured in an automobile accident. Mr. Gilbert was a former resident of North Creek and he died of a fractured skull on Wednesday night, Feb. 23, 1960 at Glens Falls Hospital after a one-car accident on the Olmstedville – Pottersville Road.

BOUND FOR THE AIR FORCE
John J. Arehart, son of Mr. and Mrs. John E. Arehart, of Warrensburg and Stony Creek, qualified for enlistment in the U.S. Air Force and left for Lackland Air Force Base, Texas on Jan. 26, 1960 for basic training. John graduated from Warrensburg Central School and attended St. Bonaventure College.
NEW HOME FOR NEW MINISTER
Rev. Paul Sanford Jr., the new rector of the Episcopal Church, in Warrensburg, calls Pottsdam his former home town. Father Sanford is enjoying his new residence at the newly renovated parish rooms in the church and says that he especially enjoys the view of the Three Sisters Mountain area from his upstairs sitting room at the parsonage.

SWEET AND SOUR NOTES
Mr. and Mrs. George Sprague, of Warrensburg, are the parents of a daughter, born Thursday, Feb. 25, 1960 at Glens Falls Hospital. Essex tackles housing issue Committee will target affordable housing By Tim Rowland STAFF WRITER
ELIZABETHTOWN | With affordable housing becoming increasingly scarce, Essex County is putting together a task force to study county housing inventories and figure out how to get reasonably priced homes into the hands of local, working people. The committee was created by Essex County Supervisors’ Chair Shaun Gillilland, and will be led by Lewis Town Supervisor Jim Monty. It will include representatives of government, nonprofits and organizations that are involved in the affordable housing issue. Monty said the committee’s work could lead to the creation of a housing authority, or some similar agency, that would use untapped pools of grant money to build or rehabilitate homes and sell them to a strata of Essex County residents who are employed, but lack assets or the income it would take to buy a house on the open market. Increasingly, local officials fear, Essex County is becoming a place where only the relatively wealthy can afford to buy a home. “There are people who are gainfully employed, but struggle to find housing,” Monty said. A number of factors have fueled the problem. Economics, demographics, technology and a growing number of vacationers have skewed the marketplace to the point where buying or renting a house has become problematic for people of low or moderate means, Gillilland said. It’s not necessarily a new problem, he said, but “it’s been exacerbated in some towns around the county because of vacation homes and short term rentals.” Houses that might have been rented out on a monthly basis for $800 can now fetch $300 a night as a short-term rental. As such, short term rentals have fundamentally changed the marketplace. “When I travel I still look to book a hotel, but my adult kids get on their phones and go to Airbnb,” Gillilland said. Because of this new travel paradigm, hundreds of homes around the county that might have once been rented long term to local residents are now out of play for local residents.
That’s put a squeeze on the market around vacation destinations such as Lake Placid and Keene Valley, but there is a parallel problem even in parts of Essex County that are off the beaten track, said Monty. Monty said that families that fall under the acronym ALICE (Asset Limited Income Constrained Employees) need help to become players in the housing market. Many of these are single moms, who also struggle with basic bills for food, heat, transportation, daycare and such. Monty said that part of the reason they have a hard time paying basic expenses is because they are burdened by “crazy rents” in Essex County, reflective of limited housing inventory. Monty said he would like to see these people be able to buy a house and begin to build equity. Without help, it appears that younger people are simply forced out of the county altogether, according to a 2019 community assessment report prepared by Adirondack Community Action Programs. According to a 2017 Census update, Essex County lost 3.6% of its population in seven years. “A continuing trend in our region of young people leaving the area for better jobs,” the ACAP report stated. And those who stayed were slipping further behind. The report stated that “40% of the households in Essex County live below the ALICE Threshold and are unable to meet the daily cost of living.” And housing costs are taking up a disproportionate share of many budgets. Those with service jobs in the trendy villages of Lake Placid and Saranac Lake are having to commute from as far away as Franklin and Clinton counties. According to the ACAP report, more than 80% of young adults are paying above the maximum recommended 30% of their budgets in housing costs. The elderly are hit hard too, with 56% spending more than they can theoretically afford on housing. Compounding the problem, the houses that are available for rent are often old and in need of maintenance or weatherization. That means along with higher housing costs, moderate to low-income homeowners or renters also have to pay disproportionately high heating bills. Gillilland said the committee will look at all these issues and come up with a targeted strategy to address the areas of highest need. Affordable housing benefits residents, but it also benefits businesses as well by expanding the labor pool that’s within reasonable commuting distance. “A common complaint I hear from businesses is that there’s no one to work for them,” Gillilland said. ■
From NON-PROFIT DAYCARE » pg. 1
In its recent incorporation as a not-for-profit enterprise, a board of directors was formed — and Linda Baker Marcella, former town board member, was named president of the board. The center, which presently is hosting children from six weeks to 12 years old, offers services far beyond day care. Small Tales provides a range of educational experiences with a focus on boosting literacy. School age children, for example, are engaged in various activities including receiving guidance with homework. Each member of the staff — teachers and caregivers — are exper ienced a nd cer t i f ied, Marcella said. “The staff and board are committed to continuing safe and nurturing day care for the children of our region for years to come,” she said. Marcella added that the center’s operation has been financially subsidized by founder Ash Anand and his corporation The Lotus Group since the center was established in 2015. “Becoming a not-for-profit is the next step in the center’s growth and sustainability,” she said. S m a l l Ta l e s D a y c a r e & Learning Center is the only stateapproved and licensed operation of its kind between Queensbury and Plattsburgh. As a not-for-for-profit operation, the group will be able to access funding from governmental entities, private foundations and individual donations — to assure its future and keep up the high quality care and rich educational experiences the center now provides, Marcella said. She added that partnerships to be pursued with area businesses and community organizations will help the region’s families — as well as boost workforce availability in
Warren County. The board of directors includes Brian Bearor, chief executive officer of the Glens Falls YMCA — which established the YMCA Adirondack Center in Brant Lake, and the Chester Wellness Center in Chestertown. Both of these entities have collaborated with area community organizations and become quite successful. Joining Bearor and Marcella on the Small Tales board of directors are Lee West, Chief Operations Officer of Small Tales; Warrensburg Central Elementary teacher Christian Bruce; and Glens Falls National Bank branch manager Amanda Elms. Small Tales’ collaboration with Glens Falls YMCA has already included assistance in marketing, event planning, fund raising and grant writing efforts, as well as recruiting and qualifying volunteers, Marcella said. She said the new not-for-profit status of Small Tales will enhance the experience at the center. “People who work at Small Tales are not only certified and highly qualified, but they really enjoy working there,” she said. “They love the kids — Small Tales doesn’t just provide day care, it’s a learning center where every moment is made the most of.” Ash Anand said that the not-forprofit status can allow his enterprise to expand its scope of services, which will provide vital benefits to area families and community life. “Our goal is to advance to the next level of service — to not only educate and provide care for children, but to offer adult day care in the future,” he said. Those people interested in volunteering, donating, or partnering with Small Tales Learning Center, may contact the organization at (518) 623-0444 or info@ smalltaleselc.org. ■

Lucretia Jane Klippel 1929 - 2020 NORTH CREEK | Lucret ia Ja ne K lippel, 9 0, of North Creek passed away early Thursday morning, February 20, 2020, at the Home of the Good Shepherd in Moreau. Born October 28, 1929, in Rutland, Vermont, she was the daughter of the Late Charles Henry and Lucretia Belle (Sargent) Teakle. Jane arrived in North Creek in 1941. She was 11 years old and her father had been hired as a pharmacist by Jim O’Keeffe. By the age of 15, she was working at the pharmacy as a “soda jerk.” In 1948 Jane was salutatorian of the first class to graduate from Johnsburg Central School. That fall she left North Creek for Albany to pursue a degree in pharmacy. While attending Albany College of Pharmacy, Jane had a few chance meetings in the hallway with a tall young redhead from Syracuse, New York (Frank Klippel), who would soon become her husband. They were married in September of 1950, and subsisted on potato chips and other junk food until their graduation in 1952. Jane graduated at the top of her class with a B.S. in pharmacy. After graduation, the couple moved to North Creek to work as pharmacists in the family drug store, which was purchased by Jane’s parents in 1948. Jane and Frank worked together until 1953, when their first son, Eric, was born and Jane decided to remain home. Two more sons followed, Chuck in 1955 and Frank in 1962, the same year they purchased the drug store. Up until 1968, Jane fulfilled a key role as wife and mother, providing a stable home life, which included giving her grandfather a place to call home in his final years. Her husband’s untimely passing in 1968, after 18 years of marriage, left Jane as the head of the family, sole provider, and owner of the family business. Without a husband and father for her children, she was confronted
with the enormous challenge of raising three sons on her own, which she embraced in a diligent and tireless manner. She often said, “You can say whatever you want about me, but don’t ever say anything bad about my boys.” Jane sold the pharmacy business in 1971, retaining ownership of the building and continuing to work as a pharmacist in North Creek and Chestertown for many years. In 1984 her strong sense of community and recognition of the need for renewed pharmacy service in North Creek was the catalyst that has ensured a pharmacy presence to this day. This focus and initiative were indicative of Jane’s generosity and caring when it came to the quality of life for others. In addition to the time she spent working, running a business, and raising her three boys, Jane made time for community involvement. She was the first woman elected to the Johnsburg Central School Board in 1966, serving with distinction for ten years in that capacity, and subsequently became the first woman to serve on the Town of Johnsburg Zoning Board of Appeals. Jane also taught Sunday School at the North Creek Baptist Church and was active in the North Creek Fire Company Ladies Auxiliary. Retiring from the pharmacy in the early 90’s, she shifted gears to pursue other passions, like looking for deals at garage sales, volunteering at the Adirondack Community Outreach Center, helping with costumes for the Our Town Theater Group, traveling, and spending more time with her children and their families. Jane will be truly missed by everybody whose lives she touched. Besides her parents and beloved husband, she is predeceased by her daughter-in-law, Barbara (Yandon) Klippel. She is survived by her sister, Carole Curry, and her husband, Lloyd, of Elizabethtown; her three sons, Eric Klippel and his wife, Selina, of Minerva; Charles Klippel and his wife, Kimberly, of Goshen, Indiana; and Frank Klippel and his wife, Susan, of Queensbury; grandchildren Matthew Klippel, Christina (Marvin) Gates, Marcy Klippel, Jennifer (Nick) Vespa, Jonviea (Guillaume) Chamberlain-Cettou; Evongelene (Mike) Chamberlain-Bessett; Collin (Mi-Anne) Klippel; and Brendan Klippel; great-grandchildren Benjamin Vespa, John Gates, David Vespa, Maya Gates, and Clara Jane Vespa; as well as several nieces, nephews, and cousins. Friends may call on Jane’s family from 10:30 a.m. to 12:30 p.m., Saturday, February 29, 2020, at the North Creek Baptist Church, 93 Main St., North Creek. A memorial service to celebrate her life will immediately follow the visitation at 12:30 at the church. Jane’s family extends a special thank you to the staff of the Home of the Good Shepherd in Moreau for their sincere care and compassion. Memorial donations in Jane’s name may be made to Adirondack Community Outreach Center, P.O. Box 201, North Creek, NY 12853. Please visit alexanderfh.net for online guest book and condolences. ■

kayaks, canoes and paddleboards, along with apparel, paddling and camping gear. And in May, Carrothers will open the other side, which will be known as The Bakery, offering coffees, pies, bagels, pastries soups and breads. “We’re trying to have a niche that’s not in competition with anyone else,” he said. “We have a good Chamber of Commerce, and the businesses all work together.” As Carrothers and Pogoda were developing the property there was another consideration too: the location, and its pedigree. “Long Lake has the best beach in the Adirondacks, and this (building) is basically part of the town park,” Carrothers said. With that in mind, they wanted to develop it into something that would serve the people using the beach. Carrothers, whose love of music is evidenced by stray guitars and accordions taking their place alongside paint, drywall mud and other construction materials as he rehabs the building, said he envisions the coffee shop will be a hub for music and outdoor relaxation. The Island Snack Bar was indeed once on an island, until a Depression-era work program connected it by causeway to a promontory where once stood the grand Sagamore Hotel, which was torn down in 1960. The causeway remains though, and Carrothers has plans to turn it into a promenade with benches and iron street lamps where people will be able to enjoy watching the sun set over Long Lake’s western expanse. He’s pretty sure he’ll have the place open by May 1, assuming he picks up a paintbrush more often than he picks up his guitar. No matter though because, he said, “this is a labor of love.” ■
Historic beach building to become Bakery By Tim Rowland STAFF WRITER
LONG LAKE | If you find yourself in an argument over the most scenic quarter mile of an Adirondack byway, there’s a stretch of Route 30 in Long Lake that’s worthy of consideration. Where the road bisects the lake over a steel bridge, colorful float planes bob in the summer, the Seward Range in the High Peaks beckons in the distance and the historic Adirondack Hotel gives an architectural glimmer of days gone by. Also along the roadside is a modest, far smaller building that has had more lives than a cat, serving, in no particular order, as a snack bar, art gallery, diner, real estate office and probably some other things. Two years ago, George Carrothers, who maintains an admitted weakness for commercial real estate, passed by and noticed the building was for sale. “I could never pass up a ‘For Sale by Owner’ building. It was available, and I needed another project,” said the owner of Lakeside Apartments, who made a career of building custom homes north of Poughkeepsie. So began the reimagining of the historic old Island Snack Bar which dated back 80 years to a time when logs floated on the 14-mile Long Lake, which is sometimes described as a wide spot in the Raquette River. In half of the building, Carrothers and his partner Stacy Pogoda opened Another Paradise Cove, an outfitting shop renting

Statewide bag ban begins March 1 ALBANY | The variously anticipated ban on single-use plastic bags is on time to take effect March 1. Officially known as the New York State Plastic Bag Waste Reduction Act, the law’s final adjustments and regulations will be published in the State Register on Feb. 26 following a 60-day period of public commentary and hearing. Though deemed by some as an inconvenience to shoppers and retailers, the larger picture is to reduce litter, cut greenhouse gas emissions and protect the environment for future generations. The Department of Environmental Conservation has plans in place to continue their outreach and education efforts to ensure a smooth transition. For full details, visit dec.ny.gov/chemical/50034.html, email plasticbags@dec. ny.gov, or call 518-402-8706. ■
