QUEENSBURY | In an effort to collect unpaid revenue and property taxes, Warren County has sued the enterprise that formerly ran a railroad on the county’s rail corridor. The lawsuit was filed March 6, and county supervisors were informed of the action at their monthly meeting held March 15. Pursued in state Supreme Court, the lawsuit names Saratoga & North Creek Railway, its parent company Iowa Pacific Holdings of Chicago, and several rail lines that Iowa Pacific operates. Some have said that guns don’t belong in schools, because they convey the wrong message, or that their presence escalates safety risks. All but two Warren County school districts have chosen to hire police, also known as school resource officers, but Warrensburg has chosen the approach of employing social workers, counselors and a school psychologist — and teacher training — to encourage emotional and social well-being.

CHESTERTOWN | A wellness center with workout facilities and fitness training — as well as counseling and other programs that encourage a healthy lifestyle — is soon to be established in the Chester Municipal Center. The Town of Chester board passed a resolution March 6 in support of establishing a staffed wellness center at the town’s municipal building. The action was taken several weeks after the town board learned that a grant of about $128,000 from Adirondack Health Institute had been tentatively endorsed to help fund the center and its programming. Plans call for a ribbon cutting for the Chester Wellness Center to be held May 6. The center is to be located in a 1,200-square-feet secondfloor room that was a library decades ago when the facility was Chestertown’s public school. It will feature at least a dozen workout machines for strength building and aerobic development, according to

and was incongruous with the Adirondack Park. In early 2018, the tank cars were removed on order of the state Department of Environmental Conservation. In April 2018, the railway ceased operations. Shortly thereafter, the Internal Revenue Service filed a $1.36 million lien against Saratoga & North Creek Railway for unpaid federal income taxes in 2013, 2014 and 2015.
As the company lost money on its passenger operations, Iowa Pacific executive Ed Ellis proposed storing up to 2,000 empty tank cars along tracks Iowa Pacific had bought in southern Essex County. Ellis told area officials in 2017 that the revenue from tank car storage was necessary to offset losses sustained by the railway from its passenger operation. Iowa Pacific ended up only storing a fraction of that number of tank cars on the Sanford Line, which runs between the hamlets of North Creek and Tahawus — but this storage alarmed environmental groups and Gov. Andrew Cuomo, who said such storage caused environmental degradation

The county owns the rail bed between Hadley and North Creek, and the Town of Corinth — which jointly contracted with Iowa Pacific — owns the tracks in their municipality as well as in Greenfield. The Town of Corinth was listed

paid initially through a portion of the grant. Eventually, paid memberships to the center would help fund the salary for the position. Brian Bearor, CEO of the Glens Falls Family YMCA, said this week that the Chester Wellness Center would be charging a lower fee — yet to be determined — for memberships than is charged to use the Glens Falls YMCA facilities, and that anyone with a paid membership to the latter could use the Wellness Center’s facilities at no extra charge. Bearor added that families or individuals with modest income could be members at either a reduced rate or perhaps no charge. He stressed that no one would be declined membership because of an inability to pay for it. Leggett noted that Bearor told board members March 6 of the positive impact the wellness center would have on the community. “Summing up the plans, Brian talked about how the wellness center was taking a holistic approach to wellness — mind, body and spirit — and the center’s program would provide support in each one of those areas, approaching wellness in its totality,” Leggett said. “This is such a good example of a public-private relationship to provide for the citizens of our rural communities.” Leggett added that he and the rest of the town board would be working with the YMCA and other people and organizations to make the Chester Wellness Center a reality. “Now, we have a seven-month window to get this wellness center up and operating — and make it successful,” Leggett said. “We’re approaching this project with robust optimism.” ■

A proposal to renovate the building’s gym/auditorium was initially proposed, but removed from the final grant application. Leggett said the town would be looking for other sources of funding, including corporate and individual donors to help fund rehabilitation of the gym so it could accommodate a full-size court for basketball, volleyball or pickleball, as well as fitness and self-defense classes. The Glens Falls Family YMCA would be in charge of the wellness center’s programming. They would be providing a fulltime employee to assist people with their exercise routines, instructing them on the proper use of fitness machines and tracking their progress. At the March 6 town meeting, a Horicon resident remarked how 21 people attended volleyball sessions in Schroon Lake, and he said that a local court for the sport would be convenient and likely be as popular. Presently, the municipal center hosts ongoing classes on yoga, tai chi, martial arts and step classes — offerings that could be extended to more participants and over additional seasons with the wellness center in operation. Leggett noted that one of the town board’s objectives is to upgrade the heating and cooling systems in the town hall, because the present “gymnatorium” is cold in winter months and hot in summer, constraining such class offerings.

The current day Tower of Babel
Who can we blame when bad things happen? It was a busy week of placing blame for too many events to name here, but By Dan Alexander the headlines and Sunday • PUBLISHER • morning shows knew exactly who to blame. The game played after every one of these events is always the same. Blame your opponent, whoever they may be. Politicians, activists and even everyday citizens like us, we are all guilty of making a lot of noise and placing blame. We see it and hear it everywhere today, yet at the same time, no one is willing to accept blame, as each has a valid excuse that deflects the blame. The act of blaming is the easy part. The act of reaching out in a bi-partisan manner to seek solutions is a completely different matter altogether. It requires an open mind and an honest desire to acknowledge and accept all points of view, to craft a solution worthy of majority support. Until we reach that point, we are only encouraging a more divided society. Sadly, I believe what we are witness to today, is our current day version of the Tower of Babel. If you are not familiar with the biblical story, it goes like this: The Tower of Babel was a structure built after the great flood. Babel was the region inhabited by the descendants of Noah who built the ark. The original purpose of the tower was to avoid another massive flood, but as the tower grew taller, the goal was changed to reach up to heaven. As the story goes, mankind had not learned the lessons from the great flood. Once again pride, greed and self-centered thinking that man had reached equality with God. God limited their ability to work together, causing the society that once spoke the same language to now speak in various languages, inhibiting their ability to complete the tower. When you begin to look at all the fighting, disruption, anger and twisted positions being displayed against the backdrop of Babel, true or not, it becomes clear that what we are trying to create today will never be accomplished in this atmosphere of hate and distrust. While language is not the issue, self-serving viewpoints create today’s Babel. It’s easy to blame because we know a better way, but a better way to what? Passing laws that the very next election may undo? Building walls that we now want to be torn down? Creating robots and artificial intelligence to perform the work for humanity so that we have more idle time on our hands to do what? If we think that idle time will be used for the good of humanity, I fear we are just further kidding ourselves. ■

Helping veteran resume everyday life Before the festive holiday season last year, Don Romaca’s wife was met with a confounding notificaBy Elise Stefanik tion in her mailbox: the • GUEST COLUMNIST • Defense Finance and Accounting Services (DFAS) sent her a condolence letter in the mail for the death of her husband, Don Romaca III. This was suspicious because Mr. Romaca was very much alive and was reading his own death notice. As a result of this error, DFAS had started to withdraw thousands of dollars in pension payments from his bank account — leaving him with a negative balance in his account. It was less than a month before Christmas, and Mr. Romaca didn’t know how he would pay for gifts, food, or anything for that matter. Mr. Romaca is a veteran with more than 20 years of service to our country. As he says in his Facebook post on my page, he felt “neglected” by the country that he sacrificed so much for. As is often the case with bureaucratic agencies, Mr. Romaca spent hours and days on the phone with DFAS, the VA and the bank to no avail. He was continually told to “call back next week.” As you can imagine, Mr. Romaca was extremely frustrated with this situation and worried about his future. Since his account was over-

Putnam, Ti should partner to ease budget woes
Editor’s note: This letter refers to Tim Rowland’s article “No good option,” which appeared in the March 9 edition of The Sun. To the Editor: I read March 9 “No good option” and hoped other Putnam School District parents and taxpayers shared my concerns about the Ticonderoga School District’s budget because it’s our problem, too. Putnam Central School ended the 2017-18 school year with 17 kids in grades pre-K-6. St. Mary’s also finished last year with 17 Putnam students in grades pre-K-6. These students will move on to Ticonderoga Middle and High Schools and face the same cuts to their programs, staff and opportunities and the same uncertain educational future as Ti kids. Putnam’s annual budget of over $2.5 million includes about $550K in tuition to Ticonderoga for an estimated 40 students in grades 7-12. Ti gets a fifth of our budget for educating more than half of our kids. Another quarter choose not to use Putnam School and pay their own tuition. Is changing nothing, paying our tuition as usual and ignoring the situation in front of us as well as the signs in Vermont, Albany and throughout rural New York all we can do? I know far too many clever, creative and determined Putnam residents who care deeply about our students to believe we can’t come up with any ideas. And when the 40 kids heading to Ti have a need now, shouldn’t we feel obligated to try?

Her office was able to get the job done, and my Christmas was saved. drawn, his forthcoming paychecks were at risk, and he would have to pay interest on his credit card in order to survive. His hope was dwindling, so he reached out to my office for help. Mr. Romaca first contacted my office on Dec. 6, 2018. My staff immediately reached out to him to collect more detail on the situation. Once we obtained all the relevant information, we sent an inquiry to DFAS to try and resolve the issue as quickly as possible. Additionally, we followed up with phone calls to DFAS on the same day to ensure they had received our inquiry, understood the gravity of the situation and were working on a quick resolution. Just one week later, DFAS confirmed to my office that they had corrected the erroneous death in their system and were in the process of reissuing the payments to Mr. Romaca’s account. Four days later, Mr. Romaca received the payment and the issue was 100 percent resolved. On average, DFAS cases take between 30 and 90 days to come to a resolution, and it’s clear that Mr. Romaca would have been forced to wait that long had he not reached out to my office. His Christmas would have been ruined, and his future would have been in jeopardy. My office was honored to step in and resolve the issue in just one week. Hague residents should speak out about mail issues
To the Editor: Most Hague residents are very aware of the postal problems that have been upon us since Sept. 1, 2018. I produced a petition of complaint in November. Before Christmas, with over 90 signatures, it was sent to nine entities — four of those being ABC, NBC and CBS television affiliates, one to a New York senator, two to U.S. senators for New York and one to Gov. Cuomo. To date, only one U.S. senator for New York, Kirsten Gillibrand, has contacted me and offered a ray of hope to at least look into our dilemma. All others either ignored our plea for help or gave me a flat-out “no” when contacted by me via telephone. I was contacted by the Post Star and sent a reply to their coverage. She and other parents attended a recent local board of education meeting at which school board members decided to continue their course in promoting school safety, based on the violence prevention measures of inclusion, anti-bullying, education and counseling. Recognizing that a substantial number of parents wanted resource officers stationed in schools, the school board and superintendent John Goralski scheduled a “School Safety Forum” for 6:30 p.m. March 25 in the Warrensburg Elementary School gym. The meeting is to detail the school safety measures that Warrensburg school officials have already taken, as well as to hear public opinion on the issue, Goralski said this week. The decision on whether to hire resource officers, he said, lies solely with the board of education based on input from the school administration and the school district residents. “There are some citizens who feel we should have resource officers, and others who don’t think so,” he said. “Our upcoming forum is to inform people of what we’re doing for school safety, and hear what else they think we should be doing.” Goralski said the most consequential reason to have school resource officers is to “have another set of eyes and ears” to monitor and identify students that might be troubled, so the school can provide counseling and other assistance before they act out.

To date, the school board has continued
emotional needs of the students — making them feel connected to others, so we avoid the causes of school violence,” he said. “The objective is to address students’ needs before they become explosive.” The school also provides “Trauma Informed Schools” training to its teachers to help students feel connected. Also, staff meetings are held to assess students who might be at risk of failing or have social or emotional issues, so strategies can be developed to help them out, he said.

Additionally, Warrensburg’s recent school safety enhancements have included adding surveillance cameras throughout the school — including in its hallways and cafeteria — as well as around its exterior. A pending school district infrastructure project features “hardening” the schools’ entrances, which includes mandatory identification of visitors — doors staying locked until they are recognized and fully explain the purpose of their visit, Goralski said. But McGrath said that resource officers provide an extra layer of safety beyond these measures, considering their training in emergent, critical situations. “The addition of an SRO never hurt — it adds to the resources students can turn to,” she said, noting resource officers also serve as good role models for students, and connect with some teenagers at risk more readily than other adults would — potentially defusing violence. She said that focusing solely on students’ mental health might not be enough. “Mental health and school safety don’t necessarily go hand in hand,” she said. ■
Mrs. Susan Sims, of Glens Falls, wife of Rae Sims, received $1,000 for her interest in the homestead farm and Mrs.Isabelle Hazelton, of Warrensburgh, received $3,000 for her interest. The properties are composed of 300 acres of land and standing timber on the homestead farm has for years been considered about as valuable as any in the county. It is near the river and the Adirondack branch of the D&H railroad. Mr. Perry has for a number of years been one of the leading operators in timberlands in the county. (Note – This property described is located very near the western end of the present day Thurman bridge. The most notable person to come there was the original owner, settler Stephen Griffing. Born in 1754, the 10th of 13 children. He was a commissioned officer in the colonial army who with his wife, Elizabeth Ehle, moved to this area after the war. They once owned a fine dairy farm in Duchess County. Stephen heard rumors about the rich farmland in this new frontier in the Adirondacks and they bought 240 acres of farmland here for $1,000 in silver from John Backus, a Tory who, disenchanted with homesteading, decided after the war he didn’t really want to settle there.)
THE PROMISED LAND
In the year 1800, Stephen packed up his wife, his possessions, his farm animals and their (at that time) nine children and took the long road through the forest to their new home. I have read about their harrowing trip through the trackless wilderness. They arrived in the spring on March 1 when the water in the West River (now Hudson) was running high and they camped out for a time in the area where the horse pasture and adjoining cemetery is now across the street from what used to be Sitting Bull ranch. Waiting for the water to go down and looking longingly across that raging river at his land, Stephen must have felt like Moses after his long trek through the wilderness. Stephen Griffing’s arrival in Thurman was the beginning of a dynasty.

The story goes that Stephen had a special gun, which he had carried in the American Revolution and it was eventually donated in the 20th century, to the Richards Library. I remember that horrible day when it was stolen and it has never been recovered. Frontier Town ready for business

NORTH HUDSON | Even though the snows of winter are still blanketing the ground, the campers of summer are planning where they will be pitching a tent or parking an RV in another five months. So North Hudson Supervisor Stephanie DeZalia was glad to see the state announce last week that it is accepting reservation for the refurbished Frontier Town located just off the Northway on the Schroon River. “Campers are making reservations for the whole summer right now, so this was an important step,” she said. Frontier Town, once a western-styled theme park, was shuttered 20 years ago, but Gov. Andrew Cuomo has planned it as a beachhead for tourists interested in exploring the southern rim of the High Peaks. If all goes as planned, it will be a boon for North Hudson, a town small on population, but big on outdoor activities. The lands south of the High Peaks are filled with waters and trails, but the towns believe they are as underused as the trails in Keene Valley are overused. “This will definitely bring more people into the town and make them aware of our recreational opportunities,” DeZalia said. “You still hear some people around the town who are skeptical, but I am very confident that this is going to do very well.” The $19 million campground development will provide some jobs, and the people using the campsites will fuel the need for supporting businesses. Route 9 through North Hudson was once populated with several restaurants, but they died out along with the traffic that had been gener-

DeZalia said she hopes they’ll begin to pop back up once the campsite is up and running. The 91-acre site is south of what’s left of the old Frontier Town buildings — DeZalia said she’d like to see some of these buildings saved, although their poor condition may not allow it. The site’s signature A-Frame, visible from the Northway, is by contrast in relatively good condition, and a new owner is considering plans for its reuse.
AMENITIES
According to the Department of Environmental Conservation, the campground will include the following amenities: • An equestrian camping area with 33 sites modeled after the camping areas at DEC’s Otter Creek Horse Trail facility. The area includes electrical hookups and a pavilion. • A recreational vehicle (RV) and trailer camping area with space for 13 sites with electrical hookups, fireplaces and conveniently located water spigots. The RV area also includes a playground. • A tent camping area with a total of 45 tent sites, including three group camping sites; three walk-in camping sites; four

sites with electric vehicle charging stations; two shower buildings; a playground; and two pavilions. • A seasonal day-use area along the shoreline of the Schroon River will be available to campers and visitors to enjoy a pavilion, two playgrounds, two electric vehicle charging stations and a comfort station. • Within the Frontier Town Campground, Equestrian and Day Use Area, a network of pedestrian trails will take visitors to four viewpoints: two along the Schroon River and two overlooking an oxbow wetland. “Between camping and hiking, fishing and boating, the outdoor recreation opportunities in the Adirondacks are endless, and Frontier Town’s new campground facility is right at the heart of it all,” Cuomo said in a DEC statement. “By breathing new life into this site, we are showcasing all that the region has to offer and strengthening the status of the Adirondacks as a global destination.” The campground will be open this season from June 28 through Columbus Day. WARREN COUNTY | Girl Scouts in northern Warren County are delving into experiences that build character, boost confidence, enhance community spirit and increase appreciation of nature — while the participants have loads of fun. For generations, Girl Scouting has taught vital life skills, developed self confidence and prompted environmental awareness in millions of girls internationally who have formed lifelong friendships through their experiences. About a dozen active Girl Scout troops — with a membership of dozens of girls — are active in northern Warren County, including in the towns of Chester, Horicon, Johnsburg and Warrensburg. On behalf of Girl Scout regional coordinator Cindy Jennings of Chestertown, Troop leader Casey LaFlure of Pottersville described the activities that Girl Scouts throughout the four-town area are engaged in. In Warrensburg this year, two troops participated in the national Wreaths Across America Program in mid-December, placing evergreen wreaths, decorated with bows, on veterans’ gravestones in the Gerald Solomon Saratoga National Cemetery — honoring deceased soldiers’ service to the nation. These Girl Scouts also served up meals at the town’s annual Community Thanksgiving Dinner — and they sang carols at the tree lighting at the Christmas in Warrensburg fest, following a tradition that stretches back three

Tobacco law passes state Assembly Law raising tobacco purchase age from 18 to 21 heads to Senate By Elizabeth Izzo STA FF W RITER
ALBANY | The state Assembly last Wednesday approved a bill that would raise the legal age to purchase tobacco products and e-cigarettes from 18 to 21. The legislation, which has already received full-throated support from Gov. Andrew Cuomo, now heads to the Senate. “Smoking cigarettes and e-cigarettes is a dangerous and addictive habit that too often begins in high school or earlier,” Assembly Speaker Carl Heastie (D-Bronx) said in a statement. “By raising the purchasing age to 21, we can remove tobacco and other addictive products from our schools and improve health outcomes by stopping smoking before it starts.” The Assembly approved the bill 105-23, the Democrat & Chronicle reported Wednesday. Cuomo is in favor of change, and has urged the Senate to follow the Assembly’s lead. “The lifelong health effects and human misery caused by tobacco use cannot be understated and New York needs to do everything in its power to keep tobacco products out of the hands of our young people,” Cuomo said in a statement.
“I urge the Senate to follow suit and help make this a stronger and healthier New York for all.”

North Country assemblymen Dan Stec (R-Queensbury) and Billy Jones (D-Chateaugay) each voted in favor of raising the age. “From the public health standpoint, with our kids ... it’s the right thing to do to raise the age to 21,” Stec told The Sun. “From a policy standpoint, this is far more fair and effective for this change to be done at the state level.” The Essex County Board of Supervisors voted to raise the age to purchase tobacco products countywide from 18 to 21 last year, joining at least 23 other counties and cities statewide. Stec said that as a result of a piecemeal adoption of the law across different counties and municipalities, some local businesses feel they’re put at a disadvantage. Depending on where a business is located, it could be barred from selling the products to those ages 18 to 20, while another business across boundary lines is able to reach that market. “Now this takes that disadvantage away, and it re-levels the playing field,” he said. Jones said that he’s heard from advocates, including some adults who smoke, that raising the age is imperative. “Everyone knows how harmful smoking is to our health. Statistically we know that by raising the age in other states, overall tobacco use decreased,” Jones said in a statement. “This measure which passed with overwhelming bipartisan support will help to de-

Anti-tobacco groups and public health organizations statewide, including the Adirondack Health Institute, the American Cancer Society Action Network, Tobacco Free Clinton-Franklin-Essex and Reality Check, have long advocated for lawmakers to pass the so-called “Tobacco 21” law. “We are excited New York is taking steps to stop tobacco companies from preying on kids,” American Cancer Society Cancer Action Network Senior Director of Government Relations Julie Hart said. “The bottom line is Tobacco 21 could protect kids from a deadly addiction. Hopefully the Senate will quickly follow suit and this will become law in New York.” Health advocates believe raising the age will discourage tobacco companies from targeting young people during the 18- to 21-yearold window when many move from experimenting with tobacco to regular smoking.

According to the Centers for Disease Control and Prevention (CDC), nearly nine out of 10 cigarette smokers first try smoking by age 18. Nearly one of every 20 middle school students, and one of every five high school students, reported that they’d used e-cigarettes within the past 30 days, according to a CDC report released last year. Advocates have gradually worked to garner support for raising the age at local school districts and municipalities around the region. “Policies that restrict and reduce the impact of tobacco and vaping at the local and state level help in protecting kids from nicotine addiction,” Tobacco Free Program Director Dana Bushey Isabella said. “The Clean Indoor Air law changed the norms for a whole generation and many to come regarding their exposure to secondhand smoke in public indoor spaces. All these policies help to de-normalize tobacco use and create healthier places to live, work and play.” Advocates’ outreach was part of a strategy to gain momentum for counties to pass local laws raising the age, paving the way for a statewide law. ■
