of two school board members as of July 1, replaced with two vocal opponents of the board’s new “realignment” plan. Tricia Connor Biles and Katie Bruening — who questioned the rationale of the realignment and criticized the decision-making process behind it — were voted into office on May 15 by a wide margin over the two incumbents who helped devise the plan. The turnout for the district election was substantially higher than the historical average.

QUEENSBURY | As school districts across the nation grapple with a rash of fatal shootings, Warren County officials are considering how much of the cost of providing armed guards should be passed on to the school district. Warren County Undersheriff C. Shawn Lamouree addressed the Warren County Board of Supervisors Criminal Justice and Public Safety Committee last Tuesday saying the cost of equipping school resource officers, or SROs, is between $4,000 and $5,000, including uniforms.

» Guards Cont. from pg. 1 Salaries would amount to about $30,000 per year for a retired peace officer, and the cost of liability insurance will run about $2,500 per officer. Lawmakers informally indicated they support the idea of having the school districts pay the cost, but took no formal action.

DISTRICTS ALREADY BUDGETING

The North Warren Central School District allocated $30,000 in the 2018-2019 school year budget to hire an SRO. “That’s the number the sheriff told us it would cost,” said Superintendent Michelle French. Hadley-Luzerne School District in March hired two armed police officers through a contract with the county sheriff’s office to be on duty in their two schools through the remainder of the 2017-2018 school year. Warren County Sheriff Nathan “Bud” York

told the committee the Hadley-Luzerne district decided to pay the cost of having armed officers in the school. “They said whatever it is, we will pay it,” York said. York said the idea for having armed SROs in the schools originated from his office, but the goal was to allow the district superintendents decide how to use the officers, and to structure a contract to suit the district’s needs. York held a meeting in March to discuss preventing school shooting incidents following the shooting at a high school in Parkland, Fla. which left 17 dead. Ten people were killed at the Santa Fe (Texas) High School in May. York said his feeling is the school districts want more school security including armed officers. About 10 years ago, the sheriff’s office collaborated with school districts to have depu-

ties serve as SROs, making regular visits to each school district. The program was suspended due to government budget cuts. “Could we, should we be doing more?” Queensbury Supervisor Michael Wild said. York said his office is doing everything it can. The sheriff’s office may begin working with the Queensbury Union Free School District, which has offered to do more school training for sheriff’s officers. Supervisor Claudia Braymer (Glens FallsWard 3) said she supported the county’s

efforts, but whether or not to have an SRO was a district decision, and the district should bear the cost. At the North Warren school the SRO will begin serving on the first day of the new school year in September. For the past three years, the North Warren Central School has hired a school security officer, John Mahon, who is a retired police officer. French said the SRO would be in addition to security measure already in place, including visitors having to be buzzed in and signing in with the school security officer. ■

SCHOOL BUDGET RESULTS

OPEN TO RESCINDING PLAN

Lake George Central’s 2018-19 budget of $23.35 million reflecting a 1.89 percent spending increase, was passed 669 to 224. Their bus purchase proposition was endorsed 698 to 193. Warrensburg Central’s $19.5 million budget, representing a 0.17 percent decrease, was passed 235 to 29. The vote to establish a vehicle and equipment reserve fund was approved 231-32. Incumbent school board candidates Diane Angell and Nicole Winchell were re-elected for fouryear terms. The vote totals were Angell, 167; Winchell, 156; and challenger Sarah Gebbie-Measeck, 154 votes. Bolton Central’s 9.4 million budget — a 1.9 percent increase, was approved 192-91. Johnsburg Central’s 2018-19 budget totaling $10.8 million, representing a 2.36 spending increase, was approved 144 to 23. ■

Bruening and Biles each said that they would be explore potential options now available board in amending or rescinding the existing controversial realignment plan. The plan calls for eliminating the position of high school vice principal and instead hiring a K-12 curriculum administrator. Both expressed doubts, as they did earlier this spring, that the plan, as it now stands, can provide appropriate levels of student support — meeting the social and emotional needs of students. Vice Principal Cody Conley has received an outpouring of praise since the decision to axe his job was announced a few months ago. Teachers, students and parents have voiced pleas citing Conley’s vital role in supporting students, encouraging them toward success — particularly those considered at risk. They also cited Conley’s role in combating bullying and protecting student safety. But his departure is set for Dec. 30. Biles offered her thoughts about the election’s outcome and her priorities in her new

nity to help — I hope to have a level of effectiveness so I can bring people together,” she said. “My biggest focus will be making sure we retain support services for students at the highest level we can, as well as as-

suring student safety.” She said that if the realignment plan indeed goes forward, a transition plan is necessary, and there’s no such strategy in place. Bruening said that as soon as she is installed as a school board member, she would be discussing potential solutions with faculty and staff as well as people in the general community. “I will be asking principals and department leadership to identify greatest priorities of the district, then as a collaborative group, we’ll come up with a list of ideas for achieving the priorities —what should have been done in the beginning of this process,” she said. “It’s important to get input from multiple sources — people who are working with our students every day.” Biles offered similar thoughts about inclusiveness in decision-making — and transparency with staff, faculty and the public, both of which Biles, Bruening and many other citizens have said were lacking when the board devised the realignment plan. “My goal to definitely give voice to all the stakeholders, particularly those who felt left out of process,” Biles said. “I’d like to serve as a bridge between the board and both the school community and the community at large.” Bruening said it that supporting social and emotional needs of the students and was vital in steering them toward achieving academic success. “The ‘whole child’ approach is so important,” she said. ■

North Creek Farmer’s Market to return in June By Christopher South STA FF W RITER

NORTH CREEK | The North Creek Farmers Market is scheduled to return starting in June at Riverfront Park every Thursday from 2 to 6 p.m. Vendors will be given the option of purchasing a space for the full 15-week season for $100; five-week sessions for $50, or attend one market for $15. Smaller producers will also be allowed to share a booth. The Mountainview Community Church in Bakers Mills will provide kids activities. “Our church is grateful to reach out in any way in the community, especially to the children,” said Pastor Shane Diener.

Organizer Beth Maher said for such a vibrant community, North Creek could use the service. Maher, a North River resident, said there will be live entertainment during the market, and organizers hope to incorporate the event with Revolution Rail rail bike operations, which is headquartered at the North Creek Depot. “We hope to get people enjoying North Creek,” said Peter Horvath, also of North River. Horvath, who volunteers at the community garden behind the Adirondack Community Outreach Center, said he would like to see the ACOC food bank and its neighbor, the North Country Ministry, working with the farmers market. The market, he said, will provide a nice opportunity to buy Adirondack produce and will add to the sense of community. A prospective market would be on town land and vendors would be required to obtain their insurance. The North Creek Business Alliance will act as the bank for user fees, which will be

Thoughts from Behind the Pressline

Watching the pennies

It seems outrageous to think about the fraudulent funds that flowed into the local cab companies imBy Dan Alexander plicated in the Medicaid scheme that • PUBLISHER • is alleged to have accrued at least $9.7 million for medical taxi transport. Like so many things wrong with government-run programs, the state Department of Health has no real barometer for waste. Well intended government agencies and lawmakers create programs to address needs. But what is sadly always lacking is the ability to dole the money out in a judicious manner. With so much fraud taking place these days, you would think the government would have eagle-eyed auditors pinching every penny and ensuring that every dollar is spent wisely and within the confines of the rules to protect the taxpayer and the integrity of the system. After all, it’s their name on the program, and as stewards of our money, we should expect would they take pride in getting it right. All too often, as was the case here, the state had to be hit over the head to take a closer look at what the average citizen could see was an egregious waste of money. The extravagance of government operations is in need of a severe overhaul. Elected officials, department heads and bureaucrats need to think of those funds as if it was their wallet they were reaching into with every dollar they approve and oversee. It’s as though tax money is just easy money. The more they spend, the more of it they expect to get. What is lost in all this is how hard people work and save to their pay taxes. Despite the promises to reform spending it never seems to happen. Programs, agencies, and costs always have staunch champions to lobby on their behalf, and government vendors continue to find agencies that will buy the $700 hammer and the $20 nail while convincing the budget minded auditors that it’s a great deal. Someday the party is going to end. Taxpayers are going to revolt and demand better accountability as to how their money is spent and ensure we are getting a fair value for the bucks we turn over to those who seek to serve our best interests. I may not see a penny-pinching government it in my lifetime but it will have to take place sooner or later. ■

The Sun Editorial

State must be held accountable for Medicaid abuses Th irteen people have been arrested in connection with a far-reaching probe into Medicaid fraud in the Adirondacks. The 10 cab companies implicated in the scheme are alleged to have accrued at least $9.7 million in ill-gotten gains for medical taxi transport. The Chinese have a saying, “The mountains are high, and the emperor is far away.” We keep circling back to that proverb as we digest the details of the two-year investigation by state and federal authorities to take down the crooked industry. The idiom typically refers to government officials in far-flung provincial backwaters taking advantage of the distance from Beijing in order to carry out their corrupt machinations, which subsequently leads to social unrest and decay. But in this case, swap out local officials with the crop of start-up medical transport companies that have sprouted like mushrooms in the darkness of Essex County to gorge from an overflowing feeding trough of taxpayer dollars. The state Department of Health (DOH) was warned for years by local officials about their suspicions. Through it all, they glibly argued to both reporters and Essex County officials the state’s new system for transporting Medicaid patients in private cabs coordinated by a Syracuse-based dispatch center was an improvement over the former countyrun model, citing a projected statewide $30 million cost savings once the program was

“fully implemented.” Intentions are one thing, results are another. And the results have been a skyrocketing number of “beneficiaries” cruising up and down the Adirondack Northway in their cabs of choice, with their loyalty being determined by Marlboros and trace amounts of cash. While the good, hardworking people of the North Country have been working multiple jobs to make ends meet, the investigation has revealed an entire cottage industry sprang up around this system involving not only cab owners and drivers, but also beneficiaries, drug addicts and other unnamed informants, bit players and lowlevel criminals. The DOH has never been able to address with any certainty how their system verifies trips and catches fraud. Our reporter asked the agency last year to detail the verification process between the client, driver and medical facility. Shouldn’t it be as simple for a medical provider to verify a legitimate trip the same way a business validates parking? The DOH contended all trips are supposed to be verified by MAS, the Syracusebased dispatch center, who was then supposed to survey enrollees and providers to identify fraud and abuse. A examination of the state-drafted manual and policy guidelines and 2016 audit of the program by the state Comptroller’s Office didn’t provide answers to those questions, either. But what if those required to report fraud were

Stefanik a rubberstamp for GOP

To the Editor: This June 26, New York’s 21st Congressional District primary will determine the Democratic Party’s challenger to the incumbent, Elise Stefanik. Despite a few symbolic “moderate” votes in Congress, Stefanik has been a loyal supporter of President Trump and GOP congressional leadership. The outcome of the November election will have significant national and regional consequences. Nationally, the Republican Party has become the party of Donald Trump. Republicans in the House of Representatives will continue to come under intense pressure to support him, putting the president first and foremost. House actions will include a continued rubberstamping of Trump policies; blocking immigration with a costly build-the-wall effort and ending Deferred Action for Childhood Arrivals (DACA) while continuing to threaten deportation with ICE raids breaking up immigrant families; destroying Obamacare, gutting environmental regulations, many dating back to President Nixon, which have enjoyed broad bipartisan support and helped preserve and protect the natural resources and beauty of the North Country. The Trump brand includes cutting taxes primarily impacting the top 1 percent, threatening Medicare, Medicaid, food stamps and

running the criminal schemes to begin with? That’s been our point all along as we’ve watched a cottage industry of criminals and schemers take advantage of this glaring loophole to bilk the system out of millions. The same applies to public safety concerns. It’s human nature to look for a villain. But in this case, it’s more complex than wagging a finger at the suspects, who simply found a loophole and exploited it as the DOH patted themselves on the back for reforming the program. If found guilty of their alleged crimes, then the suspects should pay back the funds. But we also blame the state for allowing the system to flourish due to their lack of oversight. And this wasn’t in secret, but rather under the nose of local lawmakers who have been hollering about it for years. As the fallout continues to settle like a radioactive cloud, we should also use this is an opportunity to explore New York’s tax burden, which is among the highest in the country, largely due to Medicaid, which covers about 1 out 3 state residents. Th is is a slap in the face of all New York taxpayers. Authorities have said the investigation into the criminal scheme is ongoing. Once the probe concludes, we also look forward to following what we hope will be an investigation into the state agency that allowed this to happen. — The Sun Editorial Board ■

Social Security to help pay for increased deficits caused by the tax cuts. The Trump brand also favors private over public education as advocated by Secretary of Education Betsy DeVos. » Quadrathlon Cont. from pg. 1 By Christopher South STA FF W RITER

INDIAN LAKE | The American Quadrathlon Association is working out the final details of the first quadrathlon to be held in the United States, which is scheduled to be held June 16 in Indian Lake. “All the nuts and bolts are starting to come together,” said Leonard Carbonara, the founder and lead organizer of the “Do the Q” Indian Lake Quadrathlon. The quadrathlon, which is popular in Europe but has yet to have an event organized in the United States, consists of four parts: swimming, kayaking, biking and running. The Indian Lake Quadrathlon will begin at Byron Park on Abanakee Lake with a half-mile swim followed by kayaking for four miles. Contestants will leave the water and complete a 30-kilometer (18.64 miles) bike event on state Route 28 before finishing the quadrathlon with a 5k run, also along Route 28.

Our children will learn first hand how to operate and create with these new systems. They now will be able to compete with students from bigger urban areas in

Carbonara, who reported to the Indian Lake Town Board at its May board meeting, said the organization has been working on getting volunteers, coordinating with town departments and talking to law enforcement. Because a part of the quadrathlon takes place on state highways, the state Department of Transportation required an approval letter from the New York State Police. Carbonara also lined up support from the Indian Lake Volunteer Ambulance Corps to work out a plan to cover the event. A group of volunteer citizens band (CB) operators will be helping to keep track of the competitors. Volunteers will act as spotters for the swimmers and kayakers as they go through the course to make sure everyone is safe and going in the right direction. Volunteers will also act as marshals on the roadways, manning water stops and directing the runners. Maps of the event routes can be found at dothequad.com. Carbonara said the Department of Health recommended testing the water in Abanakee Lake for coliform. Indian Lake’s Department of Sewer and Water Superintendent

Kevin King planned to have the water tested earlier this month and another test closer to the event. Although not required, organizers are planing to have a lifeguard for the event. On Friday, June 15, the “Do the Q” event will hold a spaghetti dinner for all the participants. The venue will be decided once the organizers have an idea of the number of participants. So far, Carbonara said, most of the participants are relatively local people who don’t need lodging information, but organizers are able to provide that information. Although registration has been slow, it is not unexpected because it is the first year of the event. “Once the ship gets away from the dock it will pick up steam,” Carbonara said. Carbonara envisions state and national level quadrathlon championships, with the United States eventually being represented on the world stage For more information or registration, call the Indian Lake Chamber of Commerce at 518-648-5112. ■

South on the Northway: Observations on life in the Adirondacks

‘Tis the season for biting flies People in the Adirondacks talk about various seasons that are not often mentioned in lyric poetry, By Christopher South including “mud season,” • COLUMNIST • and one we are currently in the midst of, “black fly season.” I find local people don’t generally talk about them a lot, but if you ask, everyone knows about them. They also know, right or wrong, ways of avoiding them or keeping them away; some are more scientific than others. One fisherman said it’s a good idea to go fishing in the cool of the morning because black flies don’t care for the cool weather. But there is a point in the morning when black flies tend to be more active, along with late afternoon, when humidity levels are highest. I’ve also heard various estimates of how long black fly season lasts - from two or three weeks, to four to six weeks. Curt Stager, professor of Natural Sciences at Paul Smiths College, said black flies last about four weeks on average, depending on weather conditions. “They are the opening chapter of the summer bug season,” Stager said. Unlike mosquitoes however, the black flies have only one egg-laying season, which is when they bite. The females are the ones who bite because they are looking for a blood meal to collect protein they need to make eggs. Stager said there are many varieties of black flies but only one seems to like human blood. And since people can’t stay indoors all the

time, there are things people can do to avoid being bitten. Not standing still for extended periods of time is one of them. Also, carbon dioxide attracts black flies (and mosquitoes), so every time you exhale you are attracting bugs. You are encouraged not to stand still, do no huff and puff, and avoid swatting bugs, which causes you to heat up and breath harder. I also heard black flies like a light blue color. Science tells us they prefer dark colors. A lady told me she has two pugs: one that is white, and the other is black. If she lets them out in the yard this time of year, the black one is swarmed with black flies. I have been told that some fishermen will puff on a cigar to keep the bugs away. Someone told me a pipe does the trick, as well. There are theories about the concentration of carbon dioxide confusing the flies and they chase after a cloud of smoke. Stager said his favor repellent is wood smoke. Perhaps the smell masks other odors that attract flies. There are also some theories on how drinking alcohol affects how black flies are attracted to you. One person said black flies are attracted to beer drinkers, but not so much to wine drinkers. A doctor apparently told a patient he thought black flies were attracted to the Irish, who coincidentally seem to favor Guinness over Chardonnay. If you have a black dog and want the flies to leave him alone, maybe you should run him through some wood smoke, or teach him to smoke cigars. But keep him away from the Guinness. ■

State broadband office moving goalposts By Sen. Rob Ortt (R-North Tonawanda) GUEST COLUMNIST

It’s 2018, and New Yorkers are still having to drive to their nearest fast food restaurant in order to use the establishment’s wifi. So while the governor’s office continues to boast about the universal success in delivering broadband statewide, I’ll continue to be critical of these premature pats on the back among unaccountable bureaucrats and politicians. I take no issue with Empire State Development’s (ESD) Broadband Program Office (BPO) responding to my criticism. In fact, I’m happy that they’re finally responding to someone – anyone – about taxpayers’ $670 million outlay for broadband. I do take objection to ESD’s claim that this is political grandstanding. Quite simply, this is an issue that has been raised time and time again by my constituents and local government officials and it’s my duty to act as their voice. That’s why I’m working to find answers as to why families in Orleans and Niagara counties don’t have reliable internet; why children living in the year 2018 can’t use the internet to do schoolwork, and why small businesses can’t conduct office operations. If trying to provide some sort of answer to my constituents in the rural areas of my district is “grandstanding,” then I’m happy to grandstand until they get the answers they deserve. When pressed, ESD resorts to the same deflections and talking points – unfortunately, this is a trend we’ve seen whenever legitimate questions arise (from residents, legislators or the media) regarding the state’s economic development shortcomings. Repeating over and over that it’s mission accomplished does not do justice to reality or concerns on the ground. When BPO claims that Charter-Spectrum isn’t fulfilling its end of the proposed build-out plan, they ignore the fact that the state used Charter’s acquisition of Time Warner Cable as leverage and outsourced a significant portion of the state’s broadband mission. I believe that before launching massive programs and initiatives, it’s important to make sure such ventures can actually be accomplished. But once benchmarks aren’t being met, it’s critically important to establish accountability.

Whether it’s passing the buck to the state’s Public Service Commission, blaming private companies or invoking a “trade secrets” defense, New Yorkers aren’t getting the answers they deserve. That’s why I recently introduced legislation requiring yearly financial reports from the BPO and called for the Senate Committee on Investigations to look into this program. When this program kicked off, the goal was to deliver high-speed internet to all New Yorkers – a noble mission. Many urban and heavily-populated areas – such as the Albany and New York City offices where state broadband officials operate – were already receiving high-quality service or would soon be receiving it. There was – and is – a heavy economic incentive for private companies providing services to these areas. The regions that this program truly needed to serve were our rural communities where a public-private partnership made sense. The rollout to these communities has been maddeningly slow, full of confusion, and unresponsive to individual needs. And ESD recently declared success when they announced that these areas will receive dish/satellite coverage. Frankly, I do not consider this a success. These rural areas, defined as “unserved,” have lower minimum requirements (25 mbps) for broadband than the rest of the state (100 mbps). Satellite services are notoriously slow and with data caps, households quickly reach data limits even with basic internet activity. Some of the companies providing these services have horrific reputations among customers. Ultimately, while taxpayers doled out $670 million for high-speed broadband, according to the BPO’s website, Niagara and Orleans Counties will receive a mere $387,000 combined – peanuts. Until we truly achieve “broadband and high-speed internet for all,” as the governor promised, I would encourage state officials like (BPO Vice President of Innovation Jeff) Nordhaus to be less boastful and more transparent. And once again, I’d encourage state broadband officials to come meet with my constituents who lack broadband… although we may have to meet at Tim Horton’s if the meeting requires internet access. ■ — Sen. Rob Ortt represents Niagara and Orleans counties in the New York State Senate.

» Monument Cont. from pg. 1 By Christopher South STA FF W RITER

INDIAN LAKE | The Town of Indian Lake, with the assistance of the American Legion Post 1392 and various other groups, rededicated an 80-year-old World War I monument on a new location, with a new look. At a ceremony held Memorial Day morning, onlookers watched as members of Indian LakeBlue Mountain Lake American Legion Post 1392 fired a salute in memory of 38 American soldiers from Indian Lake, who served their country 100 years ago, including two who were killed in action. A separate ceremony honored those who served from Blue Mountain Lake. The monument bears a bronze plaque saying it was dedicated on May 30, 1938. It has been standing on the grounds of the Indian Lake Central School for as long as anyone can remember, but in an effort that began in the fall, the monument was moved closer to the intersection of Crow Hill Road and state Route 28. “The monument used to sit farther back from the road,” said Councilwoman Sally Stanton, “and it originally had a context.” Stanton said shrubs and other landscaping, including a line of trees and walkway leading to the monument, had disappeared after 80 years, leaving only a non-distinct stone marker with a brass plaque, which at one point lost one of two relief figures of World War I soldiers. Stanton downplayed her role in improving the memorial, saying she merely raised the question of restoring some of the dignity to the monument, including moving it to a location where it was more accessible to the public. Using grant funds from the New York Main Street Program for improving streetscapes, the town’s Department of Highways and Department of Parks and Recreation laid pavers in a circular base for the monument, installed walkways, benches, and a flag pole. “(Director of Parks and Recreation) Bill LaPrairie and Parks and Recreation did a

wonderful job here,” Stanton said. Stanton credited Wesley Arsenault, who she said is part of a long line of masons, with installing the pavers. The work on the new site for the monument, which was started in the fall, was finished just in time for the dedication. Indian Lake Supervisor Brian Wells said Stanton had the vision for the work leading up to Monday’s re-dedication ceremony, and highlighted his own familiarity with the monument.

Shown is the bronze plaque on the World War I monument in Indian Lake, originally dedicated May 30, 1938. The monument was moved to a new, more prominent location at the corner of Crow Hill Road and state Route 28, which was created using a New York Main Street Program grant. The plaque, which has lost one of two bronze relief figures of soldiers, carries the names of 38 Indian Lake residents who fought in the war between 1917 and 1918, the last year of the four-year armed conflict.

INDIAN LAKE MONUMENT FORMAL, STATELY

Wells told the small crowd assembled for the monument was always part of the Indian Lake Central School he attended from kindergarten through high school; something he saw - if only glanced at - on a daily basis. “As a kid, I thought of it as very formal, very stately, something that you would see in Washington D.C.,” Wells said. He did not recall how and when the line of trees came down, or how the monument went from looking formal, to looking forlorn, to being nearly forgotten. The plaque on the monument reads, “Dedicated May 30,1938 as a tribute to the loyalty of the boys of Indian Lake who served in the World War.” The plaque does not indicate the number, because World War II had not begun, yet. Wells said over the years the monument might have been forgotten entirely except for American Legion Post 1392, which held a ceremony each Memorial Day. “Lest the rest forget, the Legion never does,” Wells said. Wells thanked the American Legion and others involved in the project, including the Indian Lake Central School, Meade Hutchins of the Indian Lake Community Development Corporation and its President Brenda Valentine, the Indian Lake Garden Club, as well as the town’s departments and crews that worked on the project. ■

American Legion Post 1392 Chaplain Marty Trometter and Post Commander Ken Cannan make remarks at a ceremony held at a memorial located next to the post hall. The contingent from the American Legion then crossed the street to participate in the rededication of the town’s World War I memorial.

Town residents look at the names on the World War I monument, which was rededicated on Memorial Day. A number of the 38 listed on the monument have relatives living in Indian Lake today.

Helen Maureen Fitzgerald PLATTSBURGH | Helen Maureen Fitzgerald, 87, of Plattsburgh, and formerly of North Creek, NY and Glens Falls, NY, died Sunday, May 27 at Meadowbrook Healthcare in Plattsburgh, with her family by her side. Maureen was born on March 19, 1931 in North Creek, NY, the ninth of 10 children of Dr. Andrew Barron Fitzgerald and Elizabeth Myrtle (Little) Fitzgerald. Following her graduation from North Creek High School, Maureen studied at St. Peter’s Hospital School of Nursing in Albany, NY where she received a diploma in nursing in 1952. From 1952 until 1956, she worked as a staff nurse at Genesee Hospital, Rochester, NY; school nurse teacher at Schroon Lake Cooperative School System and staff nurse at St. Peter’s Hospital. In 1956, Maureen entered the United States Navy and served in a variety of staff/administrative/educational and nursing positions throughout the world, including Subic Bay, Philippines; Yokosuka, Japan and Kef lavik, Iceland. During this time, she earned her B.S. from Boston College in 1963, with concentrations in nursing and philosophy and an M.S. from Ohio State University in 1968, majoring in nursing service administration, with a minor in medical/surgical nursing. Maureen retired from the Navy in 1976, at the rank of commander, while serving as chief of nursing services at the Submarine Medical Center, Groton, Connecticut. Her military awards include the Navy Commendation Medal (Gold Star) and Surgeon General’s Certificate of Merit. Following her retirement from the Navy, Maureen continued to demonstrate her love of learning, studying psychology and parapsychology at Union Graduate School, Cincinnati, Ohio, where she earned a Ph.D. in psychology/ parapsychology in 1980. From 1978 to 1984, she served as an instructor of parapsychology and stress management at Adirondack Community College, Glens Falls. She was a guest lecturer and workshop leader at a variety of educational, church, civic and special interest groups, discussing self-realization and self-mastery topics. She conducted a number of personal development programs, and her work included helping military veterans suffering from Post-Traumatic Stress Disorder. Maureen was an early adopter of technology in her work. For example, she designed her own relaxation tapes, using computer-generated sounds, for her students. She was also very active in North Creek civic affairs, chairing the hamlet’s “Health and Wellbeing Committee.” Maureen was a lifelong learner, fiercely independent, witty, kind and generous. She was an expert cook and enjoyed serving delicious meals to family and friends. She loved visiting with her siblings, nieces, nephews and friends; discussing politics, taking car rides along Lake Champlain to enjoy the area’s natural beauty and eating at many of the restaurants in the Plattsburgh area. She was a lifelong cat lover. Those who knew her will miss her feistiness, kindness, cheerful smile and exclamations of “By golly!” Maureen is survived by her sister, Elizabeth Carol (Fitzgerald) Dirolf, of Plattsburgh and many nephews, nieces, grandnephews and grand-nieces. She is also survived by dear friends at Lake Forest and Pine Harbour in Plattsburgh, Bernadette Reed of Glens Falls and Marianne Hanna of Plattsburgh. Maureen was predeceased by three sisters: Mary Patricia Fitzgerald, Joan M. (Fitzgerald) Thackrah and Mary Virginia Fitzgerald and five brothers: George Barron Fitzgerald, John (Jack) Fitzgerald, Andrew Desmond Fitzgerald, Richard Joseph (Dick) Fitzgerald, and Thomas Joseph Fitzgerald. Maureen’s family wishes to express its sincere gratitude to the staff of Meadowbrook Healthcare for the expert and wonderfully compassionate care provided Maureen. At Maureen’s request, there will be no calling hours. A mass of Christian burial will be celebrated on Friday, June 1, at 10:30 a.m., at Our Lady of Victory Church in Plattsburgh, with the Rev. William Reamer officiating. Interment will occur at a later date in St. James Cemetery in North Creek. In lieu of flowers, those who wish may send a remembrance in Maureen’s name to North Country Honor Flight. Arrangements are entrusted to Brown Funeral Home, 29 Broad Street, Plattsburgh, NY 518-561-3980. Online condolences and memorial candles may be offered at brownfuneralhomeinc.com. ■

Turning back the pages

One Hundred Years Ago – April 30, 1918 tion of calling the police in to stand by. In front of five policemen, Pasco killed Eldridge when he shot him in the stomach, and then took off running for the hills in a shower of bullets. Two bullets struck him.

By Jean Hadden COLUMNIST

“O, what men dare do! What men may do! What men daily do, not knowing what they do!”

LOOKING FOR A GOOD MEAL

Tired and weary, Sam traveled the wild Adirondack Mountains for ten days and slept in the freezing cold forest at night as he sought to recover from his bullet wounds and begging for a meal here and there. Ready to give up, he stumbled into the farmhouse of his friend, Ennie Hewitt, on the Hudson River Road, not far from The Glen, and decided to stay a few days against Hewitt’s frightened wishes. Last week we left off when the police arrived and found him outside separated from his firearm which was leaning against a tree in the dooryard. Sheriff Charles H. Baker and six troopers from the state constabulary, headed by Capt. George Dutton, arrived on a Tuesday night, and a first shot missed Sam as he dashed for the farmhouse door.

William Shakespeare

ADIRONDACK LEGEND’S LAST DAY

Sam Pasco was born in 1872, and he traveled a long, tortuous path through these majestic mountains before his last day on earth came suddenly upon him, on May 1, 1918, to close forever the final chapter of his life’s story. For the past two columns, I have been telling the story, told many times before over the past one hundred years, of a Thurman legend, a blood covered ghost who will haunt forever these fabled hills. Today I will tell you about his last, final dramatic day here on this earth and his departure from it, in a volley of bullets.

TROOPERS CHASING A MURDERER

A smoldering rage enveloped Sam Pasco when he finally got out of Clinton Prison at Dannemora and found that a relative, Orlie Eldridge and his family, as squatters, had moved into and taken possession of his farm that he had inherited from his father, who in 1898, had been murdered in Stony Creek. With rifle in hand, he traveled to meet with Eldridge, his cousin’s husband, who fearing the worst, had taken the precau-

EVIDENCE REMAINS

I have been to this house many years ago, and I have seen the bullet holes in the front of the building right where Adirondack Journal Columnist, Edith Bills, told me where to look for them. She also told me that she knew Ennie Hewitt well, and she wrote about this drama in her book about Sam from Hewitt’s first hand account. Hewitt eventually, after his unwanted guest had been there for a couple of

days, managed to get his wife out of the house and send a message to the police.

the casket. My friend, Historian Arthur Moffitt, from Chestertown, told me that he could remember his relatives telling him that they, and their friends, would drop by to visit Barry Woodward at the funeral home and he would take them to the back room to view the body of the famous corpse. In his obituary, Sam had only two relatives listed, a sister, Mrs. John Reynolds, of Glens Falls and a brother, George Pasco, of Salisbury Center, Herkimer County. I can but wonder if Mrs. John Reynolds could be Sam’s sister, Mattie Pasco Wood, the widow of Cal Wood, who was electrocuted in 1892 for the murder of their father, Leander Pasco. I know for a fact that she is buried in West Glens Falls in an unmarked grave.

SHARPSHOOTERS HIT THEIR MARK

Although he tried to give himself up, the troopers shot Sam with a Winchester 30-30 rifle and two of the bullets hit their mark, one entering under his right armpit, passing through his right lung and remaining in his body. The other passed directly over the small of his back, striking the spine and causing his body to be paralyzed below the waist. The police were later heavily criticized. Mortally wounded, he cried, “Don’t shoot again, I’m done for all right.” He was taken inside, bleeding profusely.

BLOOD AND CARNAGE

Two troopers went to Warrensburgh and brought Dr. Goodman back to the scene, but he was unable to help their prisoner. Sam Pasco died at 10 o’clock the next morning, June 1, 1918, after twelve hours of agonizing pain. His last words are said to be, “Bury me, bury me out in the pasture alongside the old cow I planted there a while back.” Shakespeare wrote, “Whats done is done.” My friend, Jim Mosher, from Thurman, once told me that he had the opportunity, many years ago, to see the photographs that were taken at the scene for the police files.

REST IN PEACE

Sam was 46 years old when he died and was 6 feet 5 inches tall. A special casket had to be built to fit his massive body. He wanted to be buried on the summit of a hill on his farm, as he stated with his last breath, but he is buried beside a little church in Thurman under a huge boulder simply engraved, “Alvin,” his Christian name. A sad story…Thurman historian Joan Harris once wrote, “We look forward to seeing what the next two hundred years holds in store,” but unfortunately none of us will live to know the stories yet to unfold. How sad indeed! ■ — Readers are welcome to contact Adirondack Journal/Sun correspondent Jean Hadden at jhadden1@s or 518-623-2210.
