GLENS FALLS | Thrashing livestock, cowboys vying for a national title, and for a national championship, charging livestock and renowned entertainers are featured this weekend at the 29th annual Adirondack Stampede Rodeo. Set for 7:30 p.m. Friday Nov. 1 and Saturday Nov. 2, this eminent rodeo is to be held in the Cool Insuring Arena in downtown Glens Falls. Cowhands from the region will be competing alongside national rodeo stars in bareback and saddle bronc riding, steer wrestling, tie-down and team roping, barrel racing and bull riding. Among the notable cowboys competing will be World Champion Bareback rider Tyler Waltz of Jersey Shore Pa., as well as local standout Olin Ellsworth, the 2016 First Frontier Circuit Champion steer wrestler who grew up in Warrensburg and remains a local resident.

Digging in his heels to halt a charging 550-pound steer and flip it on its side, Olin Ellsworth of Warrensburg competes in a steer wrestling event at a rodeo held a few years ago in New Jersey. ‘Field of flags’ display, ceremony soon at Fort William Henry By Thom Randall CORRESPONDENT

WARRENSBURG | Next week, the west lawn of Fort William Henry will be ablaze with red, white and blue, as more than 6,000 U.S. flags will be covering more than an acre, in a gesture to honor U.S. veterans and active duty military personnel. Members of the public are invited to provide personnel of the Fort William Henry Museum as soon as possible with names of soldiers to be

added to this annual patriotic display, which lasts from Monday Nov. 4 through Tuesday Nov. 12. This annual “Field of Flags” tribute features each flag bearing a name of the soldier, branch and time of service. A ceremony honoring the military personnel — with a salute of musket fire — is to be held on at 11 a.m. on Monday Nov. 1, Veterans’ Day. Refreshments are to follow in the Fort William Henry Museum, and the regular admission fee is waived for the ceremony. The historic fort is open from 9:30 a.m. until 5 p.m. on Veterans Day. ■

Loan payments for the town of Warrensburg’s new highway garage have boosted Warrensburg’s 2020 expenditures, but increased revenues reduce cited in the budget reduce the amount to be raised in taxes this next year to a modest 1.9 percent increase, or about 5 cents per thousand of assessed valuation. WARRENSBURG | The town of Warrensburg’s 2020 budget calls for $3,089,281 in appropriations — for the general fund and highway combined — to be reduced by $1,563,047 in revenues and $246,234 of fund balance, leaving $1,280,000 to be raised by taxes. This tax levy represents a 1.9 percent increase over last year, far below the state’s tax cap — and it is expected to prompt a tax rate increase of 5 cents per thousand of assessed valuation, Warrensburg Supervisor Kevin Geraghty said Oct. 28.

The town board endorsed the 2020 budget at a special meeting held Oct. 16. Appropriations for 2020 are $1,909,131 for the general fund and $1,180,150 for the highway-related expenses, together a 5.7 percent increase over the current year. Revenues, however are boosted by $100,103 or a 6.8 percent increase over 2018, reducing the 2020 levy. This favorable increase in revenue is due to a new approach to calculating how shared services with neighboring towns offset Warrensburg’s expenditures.

CHESTERTOWN | In the town of Chester, two candidates are seeking a four-year term as town Supervisor. • Craig Leggett, incumbent. Party lines: Democratic, Conservative, independent Occupation: Resource Management consultant, and independent contractor — as well as serving as Supervisor of the town. Qualifications: Served on the town of Chester Planning Board; studied Rangeland Ecosystem Science at Colorado State University, Plant & Soil Science at the University of Vermont, and Hotel Management at Paul Smiths College. Professionally, I have directed the management of ranchbased educational businesses, have been a project manager for research initiatives, and was president of a charter high school. These positions required budget development, strategic planning, critical decision-making, human resource solutions, public presentations, grant writing, and community mobilization. Objectives, if re-elected: I was born and raised in the Town of Chester and have a great love for the town, its citizens,

and its heritage — which motivates me to do the best I can to see the town prosper and be secure. I would lead the effort to develop an economic plan to bolster commercial activity in Pottersville and Chestertown and create a capital budget plan which would identify the big-ticket items we see coming down the road and would establish steps to start saving for those expenses. Top issues of campaign: The top issues that residents have mentioned are highway maintenance and maintenance of town facilities. Priority economic issues are job creation, broadband access, and holding to a tight budget. The leading social issues are providing educational and recreational opportunities for all ages, and helping seniors to live at home for as long as possible. The top environmental issues are control of aquatic invasive species in our lakes, and maintaining forest health and productivity. • John S. Maday, challenger. Party lines: Republican, Conservative. Occupation: Investigator for the Warren County Sheriff’s Office. Qualifications: I graduated Adirondack Community College with a degree in Criminal Justice/ Police Science, and graduated from Plattsburgh State University with a bachelor’s degree in Sociology/minor Criminology. I worked for nine

years on the floor of the New York Stock Exchange as a specialist clerk. I’ve worked for the county Sheriff’s Office for 25 years. For 28 years, also been self-employed as an electrician. I am currently a school board member, a post I’ve held for over 16+ years, 7 years as president. Married for the past 35 years. Objectives if elected: Establish open, transparent government; establish better communications; repair Loon Lake dam; increase funding for paving roadways on a regular schedule; improve repair of roadways outside of the Chestertown hamlet; set aside funding and seek grants to pay for the repair of the water systems in Pottersville and Chestertown; draw more businesses to the area; bring the Sheriff’s Office boat patrol back on Loon Lake; and provide seniors with their own space for a Senior Center. Top issues of campaign: Repair of the Loon Lake dam and the town’s water systems; a need for more businesses in the area for local employment; better playgrounds and more activities for youth; continue funding of milfoil and invasive species removal; need for new highway garage, repair of sidewalks; expansion of cable television coverage. ■

Qualifications: I have served the town of Thurman for 11 years first as town clerk and currently as supervisor; I’ve attended state accounting classes, Freedom of Information seminars and training conferences as well as having networked with county and state officials. In 2017 we finished the water project and provided clean water to homes affected by the 2011 flood, and worked to correct the issues cited in the audits of the period 2012 through 2016 with guidance from the state Comptroller’s Office. Accomplishments/Objectives if re-elected: With new, inexperienced board members 2018 and 2019 were difficult years for the town of Thurman. Because of the knowledge and experience I have gained during my 11 years serving the town, I was able to protect the town from many negative consequences. I have common sense and I know right from wrong. Under my leadership the rules will be followed — and the town as a whole rather than the individual will be considered. To reduce the risk of identity theft I have scheduled and run an annual paper shredding day (Oct. 26th this year!) to give residents a cost effective way to dispose of sensitive documents and insure their confidential information is secure. I have worked to find funding resources for affordable senior housing which we are sorely in need of. At the request of the Board I initiated an effort to work with the APA to expand the hamlet to have better control over development. Most importantly, however, I have worked co-operatively and respectfully with the other Board members. It’s truly a team effort and individual agendas have no place on the Board. I check the facts before taking a position on any issue and EVERY issue is important because it affects our quality of life in Warrensburg whether it be adequate drinking water, available sewers, safe streets as well as hiking trails and beautiful parks for healthy exercise, all while keeping our annual budget in check and under the tax cap. I’m proud of the things we’ve done. I’m proud of our town, the people in it and our quality of life. We often receive feedback from visitors that Warrensburg is a nice town and they can’t wait to come back. LAKE GEORGE | In the town of Lake George, three candidates are vying for two town board seats that bear four-year terms. • Daniel D. Hurley, incumbent. Party line: Democratic. Occupation: Licensed electrical contractor Qualifications: I’m honest, have a strong work ethic, and as a town councilman for eight years, I have collaborated with the town highway department, local fire department, rescue squad, senior citizens services, and the Diamond Point Water Sistrict. My 40 years of experience as the successful proprietor of Dan Hurley Electric Corp. means I am wellversed in estimating and bidding jobs and negotiating contracts, as well as accomplishing hands-on electrical work. I am a U.S. Army Veteran with an Honorable Discharge. Accomplishments in office: Over the past two terms, I’ve aided the highway department by obtaining a front-loader truck to keep sidewalks and roads safe. I’ve overseen the Diamond Point Water District to ensure the

Accomplishments: Our town’s infrastructure continues to improve without significant impact to property taxes. The town’s taxes and debt load remains some of the lowest in the state while the quality of life is among the state’s best. While serving on the town board, we have been awarded millions of dollars in grant funding; increased municipal professionalism, and saved thousands each year by implementing efficiencies. Also, we have supported programs for our youth, seniors and international students; made improvements in lake health, boosted historic recognition and recreation — and lately created a short-term house rental policy, accomplished zoning updates and drafted an economic development plan. Top issues in the campaign: Leading the effort to reform Occupancy Tax by giving the business community more control over how it’s spent; working with EMS on developing a sustainable future to continue to provide a critical service to Lake George; and following through on using awarded grant funding to complete repairs on infrastructure and developing the communities’ assets. The DA is also responsible for picking a jury and seating a Grand Jury, if need be. Of course, the DA, as an elected Official, is accountable to the public as well as the County’s Board of Supervisors, who fund the office. I believe and hope that this race for the DA position will hinge on integrity and the voter’s perception of whether one candidate possesses more of it than the other. My opponent, no doubt is stating he has a little more experience as a prosecutor than me, but make no mistake there will be a big learning curve for either one of us as winner, and a small dose of past experience without integrity does not a good candidate make for the position of District Attorney. The reputation of the office of Hamilton County District Attorney is at stake here. As a local race, the voters should be concerned here strictly with the best candidate for the office, without regard to said candidate’s party affiliation.

The duties of a District Attorney are, among others, to manage the prosecutor’s office, investigate and prosecute alleged crimes in cooperation with law enforcement, and file criminal charges or bring evidence before the Grand Jury. WARRENSBURG | In the town of Warrensburg, four candidates are seeking two seats on the Town Board for four-year terms. • Rich Larkin, challenger. Party lines: Democratic, Conservative. Occupation: Retired. Qualifications: College graduate with 20 years’ experience in sales, public relations and management, I have learned that the best way to work with people is by listening. In my 18 years as a Telecommunications Field Technician, I learned that you need patience to identify and solve problems. I know how to focus on the minor details as well as seeing and understanding the big picture. My lifetime of experiences has left me with a wealth of knowledge including transferable skills, and a keen understanding of budgeting. Objectives if elected: Our Town Board needs innovative ideas and a vision for moving our community forward. We must seek entrepreneurs and employers who will be a good fit for Warrensburg; keep taxes in check and seek funding and grants for vital upgrades to the Town’s infrastructure. Capitalizing on the “Hospitality Industry” including hiking, biking, canoeing, and kayaking will make Warrensburg a destination choice, not a “drive-through Town.” I will involve our community in deciding where Warrensburg goes in the next 20 years. It’s time Americans stepped up and learned about First Amendment By Judy Patrick GUEST COLUMNIST

The First Amendment isn’t getting the appreciation and respect it deserves. Increasingly battered and misunderstood, it needs all the support it can get as divisive politics and advancing technologies drag us in new directions. Many Americans don’t even know the basics. Of the five freedoms guaranteed by the First Amendment, 71 percent of Americans can name at least one, according to the 2019 State of The First Amendment poll by the non-profit Freedom Forum Institute. That’s certainly an improvement over 2018, when a pitiful 60 percent of those polled could name at least one of the five freedoms. But consider this: Of the 1,007 Americans polled for the 2019 survey, just six people correctly named all five freedoms. In case the pollsters call you next year: The First Amendment guarantees freedom of speech, the press, religion and the right to petition and the right to assembly. Better yet: We all need to work harder at being citizens who understand our rights, our responsibilities, how government works and what we value. These powerful First Amendment freedoms, for example, give us all the courage to be independent thinkers and to live our lives how we want to. They allow us to challenge authority in ways unheard of in so many other parts of the world. It enables the press to act independently, hold government accountable and tilt at the occasional windmill.

Gene Policinski, president of the Freedom Forum Institute, said these freedoms help define who we are as Americans. For him, the First Amendment is the “blue collar amendment” – because it’s such a workhorse, going to work every day in a real down-to-earth way. Yet confusion is increasing. More people in this year’s survey incorrectly thought the First Amendment includes the right to vote (up to 14 percent from 2 percent in 2018) and the right to bear arms (up to 16 percent from 9 percent in 2018). There is some good news. The poll did not find substantial erosion in trust in journalism with 72 percent of those polled agreeing that it’s important for our democracy that the news media act as a government watchdog, down from 73 percent in 2018. Policinski, however, worries that result may be skewed, reflecting people’s loyalty to their individual “information bubbles.” The emergence of powerful social media platforms has also muddied the waters; 65 percent of those polled agreed that social media companies such as Facebook and Twitter violate users’ First Amendment rights when they ban people. They don’t. The First Amendment’s protections apply to the government, not private companies. But the First Amendment presents us with all sorts of emotional and intellectual challenges. It’s easy to support free speech when we agree with what’s being said. It’s far more challenging when we disagree or abhor what is being said, printed, painted, built or sung. Indeed, the First Amendment has challenged us as a society as we have debated topics such as school prayer, flag burning,

The rhetoric around such issues can be alienating. An increasing number of us, for example, think the First Amendment goes too far in the rights it guarantees (29 percent in 2019, up from 23 percent in 2018 and 2017). Maybe we just need another Norman Rockwell for an idealistic re-boot. In the 1940s, as the U.S. headed into what would become World War II, Rockwell’s series of freedom paintings helped

We have made major upgrades to our parks; constructed a new parking lot; re-mastered Veterans Park and developed the Pinnacle property which is part of the Bolton Recreation Hub. We adopted a septic inspection program; installed a wood-chip bio-reactor at the treatment plant and purchased one of the first three boat washing stations on Lake George. The town property tax rate has not increased in 10 years. Top Issues: We need to focus on the protection of Lake George and our changing demographics. These two areas will have the

He needs to make a bold new investment in our libraries to provide them with the needed resources to provide all New Yorkers with 21st Century library service. Libraries are a cornerstone of New York’s education and civic infrastructure. Governor Cuomo needs to invest in libraries. To the Editor: With the coming of autumn, thoughts turn to the rapidly approaching new year, and with it a new Executive Budget for New York State. In each of his last three budgets Governor Andrew Cuomo has made a baffling decision; repeatedly removing increases in Library funding enacted by the Legislature during the previous year. The Governor’s repeated $5M budget cut to Library Aid demonstrates either ignorance or apathy to the vital role that libraries play in our north country communities. Despite the rapidly evolving function of libraries in meeting the needs of all New Yorkers, last year Governor Cuomo proposed Library Aid at just 1% above where it had been funded two decades earlier in 1999. In 1999, less than one third of

Americans understand the freedoms at stake. His four iconic works captured parts of the First Amendment (freedom of speech and religion) and added the freedoms to be free of want and fear. Despite President Franklin Roosevelt’s oratory, the “four freedoms” he outlined in 1941 speech failed to resonate with the public in a meaningful way. For help, the White House reached out to the nation’s artists and musicians. “[Rockwell] wanted to interpret them in a way the average American could understand,” said Stephanie Plunkett, chief curator of the Norman Rockwell Museum in Stockbridge, Mass. But it was a challenge. “The Four Freedoms are so darned high blown. Somehow I just couldn’t get my mind around it,” Rockwell is quoted as saying. But by using scenarios from real life in small-town America, did just that. Rockwell’s “Freedom of Speech,” featuring a man standing up and speaking up in a crowded meeting room, was based on an actual town meeting in Arlington, Vt. The man was a farmer unhappy with a school project that would increase his taxes. “He gave his opinion, nodded his head and sat down,” Plunkett said. The increase in the general fund reflects the purchase of the town’s new highway garage. This new spacious facility, located in the Warrensburg Industrial Park north of downtown, allows the indoor storage of far more vehicles and equipment, which is expected to keep these highway related assets in far better condition and save money in the long run.

In Warren County Court Oct. 24, Ackley agreed to the plea deal which includes being on probation for eight years after his release. Ackley pleaded Guilty to a felony charge of Criminal Sexual Act, and to misdemeanor Sexual Abuse, related to his actions involving two of the five boys he was accused of molesting — as well as providing them with alcohol and marijuana. Ackley, 60, was indicted in late May by a Warren County Grand Jury on four felonies and 17 misdemeanors — including charges of first-degree Criminal Sexual Act, first-degree

Next would be to find ways to help retain our younger people by having well-paying jobs in the town or close by, so they can get more involved in running the town. Other top issues include helping the Horicon Fire Department recruit new members that they can train and retain for future service. Boosting membership in the Historical Society is important — to ensure continued interest in it. Also, we should find ways prompt more local citizens to the town meetings, which help to spark interest in town affairs. ■

Burghers cruise past WarEagles in landmark 74-6 victory By Thom Randall

WARRENSBURG | The Burghers conducted a retaliatory strike Oct. 26 as they utilized aggressive defense and steely blocking to defeat Lake George/Hadley-Luzerne in football. In last year’s season-opener, the Class C WarEagles downed Warrensburg 28-12 — but the Burghers rebounded and didn’t lose another game in 2018 until after capturing the Section II Class D championship. This year’s game between the two arch-rivals was pumped-up payback, as Warrensburg-North Warren racked up a 74-6 victory. Burgher coach Mike Perrone noted that in preparation for this crossover matchup, he and his staff and players watched game films from 2018 and concocted a strategy to combat the storied team that for two decades from the early 1980s through the mid-1990s had routinely beaten them. “A lot of our returning players were excited for the opportunity for payback,” he said. “We came out focused, really physical —our first drive we had a touchdown on only three running plays which gave us a touchdown — and that set the game’s tempo.” From their viewing of the game film, they decided to “bottle up” the Warriors’ quarterback, which worked well in containing Lake George-Hadley-Luzerne’s scoring, Perrone said, noting that the Warriors were missing several key players. Yes, the Burghers’ offense was firing on all cylinders in their ten-touchdown victory, in which Jesse Griffin ran for 151 yards of the Burghers’ 469 total yards on the ground, threw a pass for for 35 more yards and scored three rushing touchdowns. But it was the offensive line’s picture-perfect blocking, clearing the way for the runners, that was crucial to the

Taking advantage of that opportunity were sophomore Caiden Mosher, juniors Anthony Girard and Jordan Mallory plus freshmen Landon Olden and Tristen Hitchcock — the latter being an explosive runner all season. “It was good to get all the young kids on the field,” Perrone said. “It gave the our veteran players some rest, so they can be fresh for the upcoming Section II semifinal.” That game, against Helderberg Valley, is set for 1 p.m. Saturday Nov. 2 at Schuylerville High School. In the victory over the Warriors, senior quarterback Mac Baker ran for 59 yards and sprinted for two touchdowns, as well as completing two passes for 46 yards, one for a touchdown — as well as scoring two conversions, one on the ground, the other via the air. Dylan Winchell was also a key offensive threat, running for 139 yards on seven carries, as well as catching two passes for 46 yards gained. He scored a touchdown late in the first quarter on an 11 yard pass from Baker, then early in the second stanza, caught a pass from Jesse Griffin and scored on this 35-yard gain. Senior Joe Murdick tallied two sacks and freshman Angelo Willette achieved one during the game. Murdick, Hitchcock, and the Griffin brothers led the Burghers in tackling. With their balanced roster of offensive threats and everimproving defense, the 7-1 Burghers were ranked No. 8 as of Oct. 23 among Class D schools in the state, a status likely to advance before the matchup with Helderberg Valley. ■

Qualifications: Having lived my life in the Town of Johnsburg, I have had the opportunity to grow alongside of the residents of this community and learn first-hand the challenges and rewards that come with life in the Adirondacks. My various occupations have allowed me to establish a positive working relationship with the Warren County Board of Supervisors. Over the years I have volunteered my time on the North Creek Fire Dept., North Creek Streetscape Committee and the Sewer Committee. Objectives, if elected: To help develop programs that would identify costs and provide guidance for the long-term maintenance of buildings, parks and supporting structures of our town. I would continue to support and assist with the development of a town sewer system. I would also work with the First Wilderness Heritage Corridor to identify projects that would improve the quality of life in the town. Top issues in the campaign: The top issues facing our community are aging infrastructure, job development and attracting new employers, promotion of our area for tourists, and identifying new opportunities to draw tourists.

NORTH CREEK | For Johnsburg Town Council, three candidates are running for two board seats which bear four-year terms. • Eugene M. Arsenault, incumbent. Party line: Republican. Occupation: Retired after a career in banking. Qualifications: I have served on the Johnsburg Town Board for 32 years, and on the Johnsburg Central School board for 17 years. Objectives if re-elected: To continue forward with the pending projects now in process: streetscape improvements in North Creek; implementation of wastewater system for North Creek; continue improvements to Ski Bowl Park including a hiking/biking trail system; secure funding for a necessary housing study to help advance a affordable housing development in our community. Also, I support and encourage improvements, now in process, for Internet and phone service expansion or upgrades; and to secure funding and implement upgrades to the municipal water system. Top issues of the campaign: Our community stands at a crossroads, preparing to move forward with many important projects that will serve to prepare our community for growth and provide benefits to our citizens. A key component for our future success is effective communication between town government and citizens to ensure understanding and support of the proposed projects. There is a renewed sense

Qualifications: I have served on the Town Board for almost eight years and I have been employed full-time by local municipalities for 18 years. My experience with local government allows me to understand the difficult issues facing small communities like ours and offer tangible solutions. My voting record shows that I listen to and care deeply about the residents in Johnsburg. I have also spent many years serving the community as a volunteer and working with our local youth. During my time in office I have served on every standing committee, chaired several committees including Occupancy Tax, and worked closely with and supported our local fire companies, EMS squad and youth committee. I have also served as Town Safety Officer. All of my experience gives me a great understanding of how the Town operates, what the needs of the community are, how improvements can be made for Johnsburg residents. Top issues of the campaign: Every year the Town is faced with rising costs and it becomes harder to maintain all of the community services that we provide. The Town Board needs to work closely with the Town Supervisor to find creative ways to manage our budget, cut spending without cutting services and look for outside funding sources including grants. There are currently many great projects that have been initiated by the Town. If re-elected, I want to help steer all of these initiatives to completion. ■
