GLENS FALLS | The blue wave has failed to reach the North Country. Rep. Elise Stefanik (R-Willsboro) has won reelection to Congress, beating back challenges from Democrat Tedra Cobb and Green Party candidate Dr. Lynn Kahn in her bid for a third term. With 97 percent of precincts counted by 11:30 p.m. Tuesday, Stefanik secured 56 percent of the vote to Cobb’s 41 percent. “This seat in Congress is yours,” Stefanik told supporters at the Queensbury Hotel in Glens Falls, “and it will always be yours.” Cobb, a former St. Lawrence County lawmaker and strategic consultant, was unable to unseat the lawmaker despite harnessing support from the “resistance” movement that reached even the most remote pockets of the North Country, galvanizing an incensed public into political activism, many for the first time.

A primary cause of the increase is a $700,000 hike in the corrections budget in addition to a 2.6 percent raise for nearly all county employees. About a half-dozen supervisors cited concerns about several county employees’ raises that were far higher than the 2.6 percent increases granted to nearly all other workers in the spending plan. Supervisors also suggested deleting several new positions that were funded in the pending budget as well as other reductions.

QUEENSBURY | In a rare move, Warren County’s 2019 preliminary budget was sent back for 11th-hour review by the board of supervisor’s budget committee after supervisors raised questions at what was to be the sole public hearing for the spending plan. The hangup was proposed raises for several county employees. The committee meeting was set for 10 a.m. Thursday Nov. 8, and the 2019 budget is expected to again be presented to the public — with amendments, if any — at 10 a.m. Friday Nov. 16. Bolton Central capital project OKed by voters

BOLTON LANDING | In a referendum held Oct. 20, the voters of the Bolton Central School District approved the school administration’s building construction and renovation project, by a vote of 281 to 191. Bolton Superintendent of Schools Michael Graney said he and the school board members were happy with the results. “We were very pleased not only to see the vote total, but the good turnout,” he said. “We are appreciative of the community support with the removal of the auditorium from the proposition. The referendum approved Tuesday allows us to meet immediate needs of our students.”

Despite the project’s $3.87 million cost, the project is to have a zero impact on school district taxes. This vote was the third in less than two years for a building expansion and renovation project. The first two proposals called for construction of a new auditorium. The new, approved project calls for moving and expanding the school’s technology instruction areas, bringing band and chorus instruction areas together, upgrading acoustics and lighting in the school’s “gymatorium,” plus accomplishing a variety of required repairs, maintenance and improvements. The cost of the new music center and the gym’s acoustics will be substantially paid for through an endowment of $618,000 from the

er-aided design equipment and instruction. “This project allows not only for us to get up-to-date with technology instruction, but it gives us the space to adapt as technology changes over the next 10 years, so we can stay current,” Graney added. Also, the project expands and reorganizes the music instruction areas, locating both music and band classrooms on the ground floor. The structural and site upgrades to be conducted were vital to properly maintaining the school building, Graney said. “We have beautiful facilities, and this project enables us to upgrade them —as they should be maintained.” ■

oxide detector. An inspected, certified fire extinguisher must be provided in the kitchen of the rental. Enough off-street parking to accommodate vehicles for the maximum number of people allowed by the permit must be provided. No vehicles can be parked on the lawn or in the yard of the property. Weekly garbage removal must be arranged for the property, and containers need to be sound with lids secured. While the town code enforcement officer may revoke suspend or make conditions to a rental permit, an appeal process is provided for. Any violation of the short-term rental law or a permit issued under its jurisdiction can prompt a fine of not more than $200 for the first offense, up to $500 for a second offense and not more

Every short-term rental must have a local contact person whose name, address and telephone number is provided both to the town and the renters. Maximum occupancy of the rental property and adequate off-street parking are determined by the code enforcement officer according to a formula based on the number and size of bedrooms, and the information must be made available to renters. The renters must observe the dictate of quiet hours between 10 p.m. and 7 a.m. daily. The rental residence must comply with all governmental building codes, safety regulations and ordinances. Warrensburg town board members have voiced support of the proposed regulations, following various problems occurring over the last several years with unruly guests at unregulated rentals. The town leaders have also noted their support of residential rentals in general. A public hearing on the law was held Oct. 10, and it was not concluded as an attorney representing a half-dozen owners of rented properties requested revisions to the proposed law, which is likely to be discussed at length at the town board’s next meeting Nov. 14. ■

Chester faces major additional expenses but keeps 2019 tax hike modest Levy increase to be held at 2.4 percent By Thom Randall STA FF W RITER

CHESTERTOWN | Despite increased spending on several big-ticket expenses looming, the town of Chester’s 2019 tax levy increase is to be held at 2.44 percent, according to preliminary budget figures provided Oct. 27 by town Supervisor Craig Leggett. Chester’s appropriations for 2019 general governmental expenses total $2,236,000, a hike of

$166,000 beyond the $2,070,000 allotted in 2018. The primary reason for the increase is the $180,000 to be paid to North Warren Emergency Squad — $85,000 more than the $95,000 they received in 2018. Leggett said spending the extra money to meet the squad officials’ request was warranted. “It’s a matter of public safety,” he said. For town of Chester highway expenses, the 2019 budget calls for $2,011,000 in appropriations, a $96,000 hike from $1,915,000 in 2018. The major factor in this increase is the cost of purchasing a new tandem dump truck. Leggett said the town board has instituted a program of retiring vehicles on a regular basis,

and that this purchase is one year overdue. The 2019 budget also includes an increase in premiums for employee health insurance, outright purchase of a skid steer to be used by the town Parks and Recreation Department, and an additional allotment for townsponsored fireworks displays. The amount to be raised by taxes in 2019 for general, highway and library expenses is $1,149,000, an increase of $31,000 over 2018. The tax levy for 2019 is estimated at 1.55 cents per thousand, 4 cents more than 2018. Leggett said the potential levy increase was trimmed by a state grant reimbursement of $79,000 for work that the town and local veterans groups

accomplished in creating the Veterans Memorial Plaza at the Chester Municipal Center. The town will be spending that sum towards further Main Street enhancements. A public hearing on the 2019 budget was scheduled for early this week after this edition went to print. While Leggett expected the spending plan to be approved as proposed, changes are possible, he said. BOLTON LANDING | Governmental spending in the town of Bolton as proposed in the town’s 2019 preliminary budget reflects a 4.8 percent increase, while the amount to be raised by taxes equals a 1.1 percent hike. Among the expenditures boosting Bolton’s spending for 2019 is an increase in the town supervisor’s salary of 8.2 percent to $37,087, while the other town officials will be receiving a 2.4 percent tax hike. For 2019, the town clerk is to be paid $41,751; council members, $6,014; two justices, $13,515 and highway su-

perintendent, $61,117. “The town board has felt like raising my salary a bit over time,” Bolton Supervisor Ron Conover told The Sun. The total appropriations for governmental expenses are $6,902,656 — an increase of $329,828 — minus $5,220,798 in revenues and $350,000 in fund balance, leaving $1,331,858 to be raised by taxes. This proposed tax levy reflects a $14,832 increase from 2018. The revenues offsetting town expenses is expected to increase by $164,996 or $3.1 percent. Expenses related to the town police are expected to rise from $105,055 in 2018 to $149,857 — a 42.6 percent increase. Most of that is due to a new equipment expense of $35,683. Street lighting costs are expected to drop from $38,500 to $27,500, a 28.6 percent decrease.

The drop in this budget line is due to this year’s expense of some new light poles, and more efficient lights which will reduce utility bills in the years to come. For the past two years, great focus By Dan Alexander has been placed on • PUBLISHER • what the midterm elections might mean for the country’s direction. With the midterms behind us, very soon the focus will shift to outlining what lies ahead with the 2020 election cycle. Aside from the fame, money, power and perks, you have to wonder why anyone would run for a local, state or national political office. Sadly, it must be an addiction to one of the vices mentioned above, or perhaps it’s the allure of the magnitude of the challenge that attracts. Either way, you have to wonder if people who seek these offices know what they are in for when seeking public office. We have to wonder why anyone would put themselves and their families through this process which grows uglier with each election cycle. Look no further than the recent process for the Supreme Court. There was a time in this country when we believed that each of us was entitled to our own opinion, but in the twisted world of politics and the media, one’s opinion is not nearly as important as the opportunity to slant the opinion for political gain or ratings. Perhaps what the media, opponents, and critics want are empty, non-answers to the questions on the issues that divide us the most. At least then, they can’t twist a position any worse than they do now. The political parties and the media want us to believe the other side is made up of liars with evil intentions. On Sept. 11, 2001, a group of airline passengers made a fateful decision when they realized their plane was to be a missile aimed at the heart of our nation’s capital. As leaders, they recognized their only hope was to either take back control of the plane or die saving countless others on the ground from certain death. We recognize those brave souls of Flight 93 as true heroes for their actions. Acting as one with a common interest what if those leaders on Flight 93 began fighting among themselves on what action to take, who would get credit or believed that some among them were worse than the terrorists who controlled the plane? So as we go through the political craziness during the next few years, let’s remember we all want a strong nation and a secure home for future generations. We need our leaders to come together and focus on the common good if this nation is to remain united. ■

Time to reconcile It’s over. This op-ed went to print on Tuesday morning just as voters began casting their ballots for the midterm elections. The contests served as the fi rst widespread referendum of the Trump presidency, and determined control of the U.S. House and Senate, as well as state offices, for the next two years. We’d like to reflect on some of the basic takeaways we’ve observed while covering state and federal races for the past 18 months, which we think are applicable regardless of who prevailed at the ballot box. Be nice. Civil discourse has taken a nosedive since the 2016 election. You could make the argument that the pugnacious Oval Office occupant has paved the way for this climate of bitter chaos, but the reality is that he’s a feature of our political system — not a bug. In some regards, we’ve seen partisan foot soldiers on the ground from both sides co-opt this vitriol to further their agendas, which has trickled over to characterize our public discourse. Here locally, we’ve unfortunately seen an uptick in hostility, wild-eyed accusations and all-out temper tantrums levied our way as this election has heated up. But 9 times out of 10, people apologize over their outbursts and use the excuse that they’re fired up because of politics. We understood that people are mad, but it saddens us that the political climate has resulted in such embarrassing behavior.

We’ve spoken with hundreds, perhaps even thousands, of people on the campaign trail this cycle. While voters retreating into their tribal corners has in some ways become the new normal, most people are genuinely concerned about the direction of their country. As a local candidate told one of our reporters: “Most people who live here just want it to be nice.” We shouldn’t let ourselves be artificially divided. We need to work together. That’s cliche, for sure. But data exists to support Americans are thirsting for a third path. Just take the recent surge in unaffiliated voters here in New York state, for instance. Those registering “blank,” or no party, constituted the biggest growth demographic between April and November, numbering 4.3 percent of all new registrations. That exceeds GOP enrollees by 5 to 1, and Democrats by about 2 to 1. The midterms took on existential overtones as the two major parties indicated nothing but the very future of our nation was at stake. But data does suggest that a way forward is possible regardless of who takes the reins of state and federal power in January. Gallup’s polling ahead of the election flagged several key issues the American public wants their representatives to tackle. Chief among them includes repairing our crumbling infrastructure, investing in en-

To the Editor: Dear President Trump, your administration is not “Making America Great Again.” Your actions to help our economy/jobs make for entertaining press, but the USA’s heart is being attacked by Trojan horses. Below is an example, and where there’s one, there’s more…attacking the base that elected you. The setting is what Gov. Mario Cuomo referred to as “the abject poor of Essex County” in his 1984 Democratic Convention address. Juxtaposed to the wondrous natural beauty here, is the difficulty in making a living. The only true export is an ore, the only thing that brings true outside money. This ore is now in the hands of foreign interests. These interests have, in less than three years, devastated a perennial profit producing business that provided your base with good jobs. An entire generation of oral history that accompanied this busi-

The latter two in particular, were not adequately addressed in the federal contest for New York’s 21st Congressional District. But despite these broad areas of agreement, we remain worried: Divided government at the federal level will likely result in few major accomplishments as each party positions themselves ahead of the 2020 presidential elections. And narrow House and Senate margins will likely “prompt everyone’s first focus on trying to retain — or flip — the majority in their direction,” said the Washington Post in an analysis on Monday. “Each House and Senate leader starts off a new Congress believing he or she can retain — or win over — the majority in their chamber and charts a course to do so,” wrote the Post’s Paul Kane. “In modern politics that means, first things first, driving up the energy of liberal or conservative base voters, which by definition makes bipartisan compromise more difficult.” Our message to the public and candidates alike: You’ve said your piece, but now is the time to move forward. ■

If this business fails, it will take years to rebuild relationships/ reputation, if possible. These Trojan horses need oversight, before they prevent America from ever being great again. And Gov. Stefanik’s 15 point margin of victory was her slimmest so far. The lawmaker secured 53 percent of the vote in 2014, a total which widened to 65 points in 2016. Cobb relentlessly hammered Stefanik on campaign contributions and tried to yoke her to the mantle of Trump, contending GOP policies were toxic for the sprawling, rural district. But Stefanik waged an aggressive campaign, citing her record of results as part of the “governing majority” paired with a “laser-focus” on constituent services. “Tough campaigns make you a better representative,” she said on Tuesday, thanking both of her opponents for running. He said that the money to keep taxes level, about $1 million, could be drawn from the county’s fund balance of about $19.6 million without compromising the county’s fi-

The proposal to cut the $400,000 allocation to the Lake George Convention & Visitors Bureau received vocal criticism from some supervisors, most prominently from Lake George Supervisor Dennis Dickinson, who noted that the bureau’s appropriation came from Occupancy Tax proceeds and not the county’s general fund, so it was not subject to the 2019 budgetary decision-making currently under way. “Last year, we had a performance contract with the CVB and they far exceeded those goals and guidelines,” he said. “It was good investment of occupancy tax, and we should have them continue with their great work.” County Undersheriff Shawn Lamouree defended the animal control stipend, noting that patrol officers didn’t generally have the training to deal with animal control issues, and that when they did respond to such calls, it took them away from other vital duties. Warrensburg Supervisor Kevin Geraghty, both a former board chairman and budget officer, suggested that the counter-proposals be discussed in a meeting set for Nov. 8. “We should reconvene as soon as possible and stay the course,” he said. “We need to discuss all these proposed changes — I think they have some valid points.” ■

Sept. 24, 1905 – The first automobile ever driven over High Street, Athol was driven by J.T. Finch with a party of five passengers. Sept. 24, 2005 –TV cooking show star Rachael Ray and John Cusimano were married in Montalcino, Italy. Sept. 28, 1995 – William M. Roden, 77, popular writer and former Adirondack Park Agency commissioner, died. Sept. 29, 2015 – Marilyn Hayes Sevits sold her house at 66 Elm St., to Richard F. Flanagan and Zhongwen Qin for $145,000. (Note – This house is located at the entrance driveway to the newly remodeled Merrill Magee House.) Oct. 14, 1912 – John Flammang Schrank shot Theodore Roosevelt as he was giving a political speech in Milwaukee. (Note – Roosevelt finished giving his speech with the bullet still in his chest. This proved beyond a doubt that you can’t keep an old “Bull Moose” down. What a man!) Oct. 21, 1909 – Dr. Cyrus S. Merrill and his daughter, “Miss Grace,” of Albany and Warrensburgh, departed on a trip around the world. (Note – Their home in Warrensburg later became known as the Merrill-Magee House.) Oct. 21, 1898 – The big Neptune fountain, which stood in the middle of Glen Street, Glens Falls, in front of the Rockwell Hotel, was dismantled and eventually sold for scrap during World War II.

Oct. 25, 1960 – Karl Duell’s Oldsmobile Garage, at the corner of Routes 9 and 28, in North Warrensburg, burned in a memorable fire. Oct. 27, 2002 – The dead body of Dorothy Finelli, 59, of Lake Luzerne, was found in Viele Pond, Warrensburg. (Note – Heath B. Russell was later convicted of second degree murder and sentenced to 25 years to life in prison.) Oct. 28, 1986 – At 11:45 p.m., a fire started in the rear of the Jacob’s and Tony IGA store at 157 Main St., Warrensburg. The store burned and also the adjoining D&G hardware store and Marco Polo Pizza shop perished. Fire Chief Jerry Pennock and 90 firefighters, many from other towns, fought the gigantic blaze. Four people in upstairs apartments were left homeless, one of which was the late Susie Toney, store proprietor Jack Toney’s mother. Oct. 29, 1999 – A full grown lynx was seen in daylight crossing a road in Thurman. Oct. 31, 2001 – There was a full moon on Halloween night, the first since 1955. This will not happen again until 2020.

Woman’s Suffrage won many victories throughout the western United States last year in 1917, but their involvement in the war effort has currently advanced their cause considerably this year with the endorsement of President Woodrow Wilson. Just three years ago on Oct. 23, 1915, tens of thousands of women paraded up Fifth Avenue in New York City demanding their right to vote.

As Shakespeare once said, “A rose by any other name would smell as sweet.” Just one year ago, in 1917, the British royal family changed its name from “SaxeCoburg and Gotha” to “Windsor” because its original name sounded too German with World War I raging on. (Note – Now, a hundred years later, the royal family is still known as belonging to the “House of Windsor.”

Miss Mary Reoux left Tuesday morning for Carmel, where she will attend Drew Seminary. Her mother, Mrs. Louis E. Reoux accompanied her to see her settled in school. (Note – Mary R. Reoux Beswick was a lady who was very proud of her Warrensburg heritage. She was the granddaughter of Miles Thomas, for whom the former senior citizens house on Main Street was named. Mary, the daughter of banker Louis Reoux and his wife Adelia Thomas Reoux, was born on March 12, 1903 and she grew up in that fine family home, built by her grandfather. She was the sister of Assemblyman Harry Reoux and the wife of Albert E. Beswick, a banker who died in 1985. Mary retired to Florida and she used to write wonderful letters to me telling priceless family stories. She was a delightful lady and she died June 18, 1997 in West Palm Beach. She was a resident of Riviera Beach, Florida. Mary was 94 years old when she died, and I valued her friendship.)

The fuel situation in Warren County is serious. Not enough coal is being mined to go around. Warren County is in the part of the county where wood is available when consequently enough coal cannot be found to go around, but other areas are not that lucky. Downstate they are paying as high as $18 a cord for wood and a 10 or 12 mile haul will cost about $6 more. Exorbitant prices are being charged. This season’s corn crop has been a disappointment, only one quarter of a normal crop having been secured in this locality. Potatoes also are a scarcely normal crop. Seth A. Reed is late this season with his famous “none such” cider this year. His customers are eagerly awaiting it. Clamps have been patented to prevent a cow kicking or switching her tail while being milked. Women are being arrested in various towns for purchasing more sugar than allowed under the two pounds-per-month per person plan. A haircut has now been risen at any barber shop which will set you back 50 cents and a shave is now 20 cents. QUEENSBURY | A Queensbury man was arrested by Warren County Sheriffs last weekend for allegedly driving while intoxicated (DWI). Ethan Bombard, 23, was arrested after officers found him slumped over the wheel of his vehicle in the parking lot of Cumberland Farms in the Town of Warrensburg on Nov. 3. Bombard later submitted to a chemical breath test which showed his blood alcohol content to be 0.08 percent. Bombard will appear in the Warrensburg Town Court at a later date. ■

Veterans Day ceremonies set in region Solemn services, dedication of Legion post and flag displays By Thom Randall STA FF W RITER

is Fort William Henry’s annual Veteran’s Appreciation Week over the seven days leading up through Veterans Day. Over this period, the fort has on display their field of flags display in which a field of approximately 6,000 U.S. flags are set up on the west lawn near the fort. Each flag is accompanied by the name of active duty or veterans, their branch of service and time served. People are welcome to visit the field of flags at any time through Monday Nov. 12. A musket salute of veterans will be held at 11 a.m. Sunday Nov. 11 and refreshments follow in the Fort William Henry Museum. Lake George Rotary Club is sponsoring a field of flags. This display of 500 American flags is at Lake George’s Welcome Corner at the intersection of state routes 9 and 9N near Northway Exit 21. The flags will be on display through Nov. 17. In Hague, a ceremony to honor veterans is to be held at 11 a.m. Monday Nov. 12 in Veterans Memorial Park off Lake Shore Drive. ■

Warriors’ stellar season ends after 3-hour game Future is bright for Lake George girls soccer squad By Thom Randall STA FF W RITER

MECHANICVILLE | The Lake George girls soccer team endured two hours of regulation playing time in their Section II semifinal game versus Schoharie — but the game wasn’t over yet. Tied 2-2 with one goal each scored by Gabby Marchello and Sarah Kohls in a second-half Warrior comeback effort, the game initially went into overtime periods, then into a series of penalty kicks — first a round of five in which goals could be answered, then rounds of sudden death shots. On the fourth of the second series, Schoharie accomplished a goal, ending the Warriors’ Sectional campaign. Regardless of this heartbreaking loss in this three-hour battle, the girls had remarkable achievements this year, which ended with a win-loss tally of 15-1-3.

But numbers don’t tell the whole story. The players were eminently skilled, disciplined in practice, focused in their work onfield — and had a remarkable camaraderie that fueled their athletic synergy in their game play, coach Steve Kohls said. “The players had a fantastic year, he said. “The girls got along great — bus rides were always entertaining — They struck a good mix between being serious when they needed to be, and having fun when they could.” Their team chemistry and talent lead them to capture the 2018 Adirondack League Championship. Their accomplishments and abilities received statewide attention as the New York Sportswriters Association ranked them either No. 2 or No. 3 in the state since Sept. 23. Kohls said that in June he will lose some very talented seniors — goaltender Sam jeckel; forward Rachel Jaeger; striker Sarah Kohls; forward Alena Goodman; midfielders Nicole Kingsley and Gabby Weidner; and defenders Madison Macdermid, Rowan Metivier and Lynnaya Preuss. Coach Kohls said he’d miss these players in next year’s campaign. “Some of these girls, I’ve coached off and on for

prospects. “We had some sophomores starting this year —there were critical players from all age levels — so we will have good depth,” he said. “We’ve got a lot of young talent that will be ready to produce and we’ll rely on them next year.” ■

SCHUYLERVILLE | With their star running back carted off in an ambulance early in a Nov. 3 game against Hoosic Valley, the Warrensburg football players fought with passion and resolve to win the loftiest title of their careers: a Section II Class D championship that had eluded their school for 14 years. The Burghers beat Hoosic Valley by a score of 28-6 with aggressive defense and a powerful offensive line that cleared the way for their fast, elusive ball-carriers. LONG LAKE | Fish have been stocked in Adirondack waters for a century, and while that’s good news for anglers, it means that genetically pure strains of native brook trout are all but gone. There are maybe 10 known bodies of water where the native genetic pool has remained undiluted, and one of them has just been subject to a land deal that will protect it into the future. Little Charley Pond in the town of Long Lake was acquired by the Adirondack Land Trust (ALT) in 2007, and in late October, the trust and a new owner, the Charley Pond Preserve, announced a perpetual easement that will keep the land in private hands, and unique strain of fish safe. “Private owners play an important role in protecting the character and integrity of the Adirondack Park’s forests and waters,” said ALT Executive Director Mike Carr. “The Little Charley tract is an example of how private initiative can provide conservation leadership.” Public ownership, and public fishing, would have risked

public ownership, the population would become vulnerable to introduction of competing species and fishing pressure,” the ALT said in a release. A natural rock dam has kept bass and other competing species of fish from entering Little Charley’s waters, said Mary Thill, a spokesman for the group. The trust will work with the landowner to monitor that barrier to ensure it continues to do so. It also retains the right to do academic study of the tract. The 2,122-acre Little Charley Pond tract contains Snell, Bear and Little Charley ponds and five miles of undeveloped shoreline adjacent to the William C. Whitney Wilderness. According to the ALT, the easement also restricts subdivision, allows one additional camp, and allows forest management under Forest Stewardship Council guidelines.
