LAKE GEORGE | Initial enthusiasm among Lake George officials over a $4.27 million grant pledged recently by Gov. Cuomo for a new village sewer plant was dampened last week by the news that the cost of the proposed facility is projected to increase as much as $4 million by the time it’s actually built.

Deal reached on Johnsburg Garage remediation

County to pay for tank removal, state will remediate site

JOHNSBURG | The Warren County Board of Supervisors has voted to authorize up to $15,000 for removing fuel storage tanks and other debris from the site of the former Johnsburg Garage.

Lawmakers passed a resolution authorizing a consent order with the state Department of Environmental Conservation (DEC) concerning possible petroleum contamination at the former auto garage located at State Route 8 and Oven Mountain Road.

The county’s Real Property & Environmental Concerns Committee met with town and DEC representatives on Oct. 23.

The parties reached an agreement by which Warren County would remove the fuel storage tank and whatever debris is located inside the quonset hut-shaped building, said Glens Falls Ward 3 Supervisor Claudia Braymer.

The DEC will also address any petroleum contamination on the property.

Braymer said the parties discussed the issue last fall during tax foreclosure talks.

At the time, she said, the county did not desire to take possession of the property because of the chance of petro-

leum contamination.

And without the consent order, the county was prevented from doing anything on the property.

By authorizing the consent order, lawmakers authorized up to $15,000 for its part in the remediation of the property (Braymer said she believes the actual cost would be around $10,000.)

Work could start before the end of the year.

“The DEC is working with Warren County to address contamination at the site and remediate it to ensure the protection of public health and the environment,” said Erica Ringwald, a DEC spokesperson. “Work to remove the tanks could begin as soon as this year.”

Braymer said Warren County should be able to take possession of the property by next fall.

Former Warren County Attorney Brian Reichenbach confirmed in July the county had a foreclosure action against the owner for unpaid taxes.

At the time, he said the law prevented the county from going on the property and cleaning it up.

Reichenbach said the county did not want to take ownership of the property because it would be liable for any ground contamination from underground fuel storage tanks and whatever else might have seeped into the soil as a result of running an auto repair business.

Braymer said county would not demolish the building, and that it would be up to the next property owner to do so.

“But the next property owner can be assured there is no contamination,” she said. ■

Warren County will be working with the state to clean up the site of the former Johnsburg Garage at Rt. 8 and Oven Mountain Road in Johnsburg. Once the county removes old fuel storage tanks the state will remove any contamination, allowing the county to take possession of the property and put it out for sale.

Sheriff’s office confirms moose struck in Johnsburg Bull moose struck by tractor trailer at end of September

JOHNSBURG | The Warren County Sheriff’s Office has confirmed a local story

about a moose being struck by a truck in Johnsburg about a month ago.

Sheriff’s Office Lt. Peter DiFiore confirmed that on Sept. 27, at 4:52 a.m., the sheriff’s office received a call regarding a moose that had just been struck by a tractor trailer on Route 8 in Johnsburg.

Officer Kevin Yanden responded to the call where he met the driver of the tractor trailer.

The driver said he had been traveling east on St. Rt. 8 when an adult bull moose crossed the road.

As the truck approached, the moose turned back and reentered the lane of travel and was struck by the truck. DiFiore said the operator was not injured.

'HOME DIMPROVEMENT

“The moose had severe internal injuries and officer dispatched it,” DiFiore said.

He said the officer moved the moose out of the driving lane.

The Sheriff’s Office notified both the Department of Transportation and the Department of Environmental Conservation, which came out to remove the moose carcass.

DiFiore said the DEC representative said the animal was a 700 to 800-pound bull moose.

DiFiore said he has been in his position since the beginning of the year, but this is the first moose strike he has seen in Warren County.

A DEC spokesman said, so far this year, there have been 12 accidents involving moose and motor vehicles in New York State. ■

things, like birch-bark picture frames. There are a lot of wood crafts,” Mahoney said. “But all the items should be Adirondack-oriented.”

On Friday at 1 p.m., Mr. and Mrs. Claus will present special Christmas stories designed for children at St. Mary’s church hall.

A revised Candy Cane hunt will be at 2:30 p.m. at the Museum at Blue Mountain Lake.

“I am the visit-the-goat person,” she said.

“They are fiber goats, and are shorn twice a year for their soft, curly fiber.”

Harding tries to knit and sell items made from the pygora wool, and she will be on hand to tell people about the animals, how they are kept for their will, and they will be able to meet the goats up close and personal.

In some cases, the CCT is a charitable event.

For example, the North Country Crafters raises money for scholarships. However, the main idea was to get people to shop locally rather than heading out of town on Black Friday.

Something old, something new as a result of Thurman election Hyde apparently retains supervisor seat, Templeton off board

THURMAN | Thurman Supervisor Cynthia Hyde has been voted in for a full two-year term, while incumbent Councilwoman Kathy Templeton has lost her seat.

“I’m honored that the people of Thurman voted for me and we’re looking forward to a productive and good two years ahead of me,” Hyde said after the election.

Hyde, the former town clerk, was appointed as town supervisor in February after Evelyn

Wood resigned. She ran for reelection and on Tuesday received 230 votes to 211 for challenger and former board member Susan Shepler.

Templeton, who was seeking a new fouryear term on the Thurman Town Board, lost out to challenger Douglas Needham, who received 246 votes. Top vote-getter was incumbent Councilwoman Joan Harris, who finished with 271 votes. Templeton received 197 votes.

In the race for two, two-year term board member seats, Brenda Ackley was elected with 288 votes, and former board member Gail Seaman was elected to the other seat with 229 votes.

Candidate Mary Eddy finished out of the money with 193 votes.

Ackley did not attend a candidates night held Oct. 11 at Thurman Town Hall.

Needham attended, but took a pass on five out of seven questions asked of the candidates. Seaman was the only active partici-

pate among the challengers, sparring with incumbent candidates Harris and Templeton, as well as newcomer Mary Eddy.

Seaman, a Republican, raised concerns overs municipal spending, claiming the town was overspending its budget and the residents would see a large tax increase in 2018.

Seaman said she feels optimistic about the election of three new town board members.

“We will be able to bring things back to a regular order and make sure safeguards are in there so people know where the money is going and how it is being spent,” Seaman said.

In other election results, incumbent town clerk Susan Staples retained her position, winning over Rose Slemp by a vote of 225 to 122.

Superintendent of Highways Patrick Wood, running unopposed, was reelected with 316 votes. ■

Cynthia Hyde was reelected for a full twoyear term, Nov. 7, but she will have three new town board members to work with: Gail Seaman, Douglas Needham, and Brenda Ackley. Incumbent board member Kathy Templeton failed in her bid for reelection.

Town of Indian Lake budget below cap Town leans on fund balance to keep levy flat

INDIAN LAKE | A last-minute decision to increase fund balance usage for the highway department at a budget hearing last week saw the Town of Indian Lake’s 2018 preliminary

budget come in under the cap.

Total appropriations are $3,704,684, just $2,383 below the cap.

The Indian Lake Town Board unanimously adopted the budget on Nov. 13.

Excluding special districts and the ambulance service, the adopted budget results in a decrease in the rate per $1,000 of assessed valuation vs. 2017 from $4.322 to 4.258.

The resultant tax implications for a property assessed at $250,000, excluding special districts, is a decrease of $15.94.

Regarding special districts, the same $250,000 property

in Indian Lake Water District No. 1 would see a decrease of $49.37 vs. that paid in 2017.

The same property in Water District No. 2 would see an increase of $85.89 vs. 2017.

The ambulance budget increased by 9.54 percent, resulting in an increase of $16.18 vs. 2017 in taxes for the property assessed at $250.000.

“The most important thing is to arrive at a fair budget that truly serves the best interest of our community,” said Indian Lake Supervisor Brian Wells. “I believe that we have accomplished that.” ■

Chester budget won’t break the cap Third time is the charm for Chester budget

CHESTERTOWN | As the saying goes, the third time is the charm.

That seems to be the case for the Chestertown budget, as supervisor Craig Leggett took a preliminary spending plan that exceeded the cap by $132,000 and will present a budget that clocks in under the state-mandated ceiling.

On Nov. 1, Leggett introduced a 2018 budget that would include a 20 cent tax rate increase.

The Town of Chester budget could be increased by about $28,000 from 2017, but 2018 appropriations still grew over $40,000.

The following week, Leggett cut $20,000 off that figure, which would result in a 10 cent tax rate increase.

Following the Nov. 14 regular town board meeting, Leggett said he would bring back a budget that would not exceed the tax cap, adding that it was not easy to do.

“This is a very fiscally conservative budget,” he said.

Leggett started a budget officer’s report saying, “The Town of Chester is feeling the pinch.”

He said the cap not only limits what the town can spend, but it also limits what the town can do.

While costs continue to increase, town

revenues remain flat, which he said puts the town between a rock and a hard place.

“The immediate question is do we cut services or break the tax cap?” he said.

Leggett said the 2018 budget is a “bare bones” budget that has absorbed fixed costs, reduced personnel costs and discretionary spending, avoided debt, and invested in infrastructure.

Fixed costs between the general fund and highway department have increased $151,000, or 3 percent over 2017. Leggett reduced discretionary spending by $51,000, leaving $100,000 to be covered by revenue increases, including the tax levy.

The budget could only be raised $28,805 over 2017 without breaking the tax cap. Sales tax, the town’s largest single source of revenue,

held steady at $1.8 million, despite the county seeing an increase in sales tax revenue.

Other revenue sources, including the landfill fees, mortgage tax, and fines were expected to be level.

“Altogether, the town-wide budget needs to raise $1.171 million in property taxes in 2018,” Leggett said.

Leggett said taxes are down in the Chestertown (.46 cents) and Pottersville (13 cents) water districts. The Loon Lake and Schroon Lake park district taxes were down by 6 cents and 1 cent respectively. Taxes were also down in the North Creek and Riverside fire districts.

The final budget, which does not exceed the tax levy cap, will be voted on in a special meet for that purpose, on Monday, Nov. 20, at 6 p.m. ■

JOHNSBURG | The Johnsburg Town Board passed the $4.5 million 2018 municipal budget Nov. 9 by a 3-0 vote.

Board members Gene Arsenault, Katie Nightingale and Arnold Stevens voted to adopt the 2018 budget; Councilman Peter Olesheski Jr. was excused.

Arsenault presented the public with the figure of $4,533,788 in appropriations.

“That’s what it costs to run the town,” Arsenault said.

The budget includes a total of $1,687,654 to be raised by taxes.

“The amount of the tax levy meets the tax cap,” Arsenault said. “We can raise it a tad more than one percent.”

The 2018 total tax rate for the general fund, including highways, library and special districts is $2.636. The tax on a $100,000 home would be $263.60 per year.

Arsenault said preparing the budget was a difficult challenge. The final numbers, he said, were aided by a strong fund balance, of which $715,789 was applied to the spending plan.

Arsenault said there have been a number of projects the town has not been able to accomplish because of funding, and he “reached into” the fund balance to make these things possible.

But at the same time, he said, budgeting an amount doesn’t mean it must be spent.

“We as a community have to have a vision for the town

as to where the resources go; where they are spent,” he said.

“We need to know where we are focusing resources...where we want to go as a town.”

Arsenault called on the town to develop a vision with the aid of community organizations and an action plan.

The budget includes $50,000 of occupancy tax money, which Arsenault called relatively level.

Health insurance costs are up 12 percent, and salaries and wages raised an average of 2 percent, with some increases as high as 4 percent.

The town will be dedicating $10,000 to cleaning up the exterior of the Tannery Pond Community Center, and investing another $25,000 into the upkeep of town buildings.

The budget also includes an $81,250 installment on the gravel resource property. Parks and recreation is getting $18,000 for a new truck, and the town will be spending $10,000 for a survey of the Ski Bowl prior to Gore Mountain establishing some summer attractions there.

The budget includes a $62,500 matching grant for sidewalk improvements on Main Street, and a $35,000 match for hiking trails.

A 2017 Package Theft Study among 500 U.S. homeowners ages 17-54 was recently released by YourLocalSecurity.com.

The new study revealed that 73 percent of Americans believe their porch is a safe place for package deliveries.

However, despite that confidence, 71 million Americans had packages stolen from their front porches in 2016.

You might feel pretty safe starting your online holiday shopping over Black Friday weekend and trusting your package deliveries to the safety of your front porch.

But should you?

Here is a peek at some national statistics: • Americans spend an average of 22 percent more online purchases over the Black Friday weekend than during other times of the year • 71 million Americans had a package stolen in the last year.

• 74 percent of packages were stolen from the front porch during the day while the homeowner was at work..

• 108 million shopped online during Black Friday weekend spending an estimated $5 billion in 2016.

How to help prevent a disappointing Black Friday experience: • Seasoned thieves are working overtime during the holiday season, especially right after the Black Friday weekend.

• Make your purchases locally at the store to avoid the threat of theft altogether.

• If you must shop online, have the merchandise delivered to a safe location. Ask your neighbors to keep an extra eye out when you’re expecting an important package, or ask if the product could be delivered to their home if they are planning to be home.

• Consider installation of a doorbell camera. Not only does a doorbell camera add a layer of security to your home’s entrance, it can also monitor the activity at your front door, allowing you to tell a delivery person to leave the package in a safer location.

It also serves to confirm a delivery so you’ll know right away if something is missing versus waiting too long to seek assistance or a replacement.

If snagging the best holiday deals is at the top of your list this season, please do so safely and please think local first.

A celebration of the fall sports season The year has started off well for Section VII sports.

Of course, you start with the state champion Chazy Eagles, who will sew an eighth star onto their uniforms after earning a co-championship in a 1-1 draw against Mount Academy.

Look at the stats and this may be one of the best teams in Chazy history.

While it did not score as much as some other Eagles’ squads, it defended on historic levels, not allowing a goal to a Class C or Class D team until the final game of the season, only allowing four goals all year.

When you play high-quality defensive soccer, you are going to win the high-quality games, which the state title game was over a solid team in Mount Academy.

As for the debate on whether or not a state title game should end in a draw, all we can say was we were pleased with the result after watching two teams give their all for 110 minutes, being so tired at the end of the game it may have been the first time anyone has seen a Chazy team start playing kickball.

However, Chazy was not the only team making the final weekend of the season. The Lake Placid boy’s and Moriah girl’s soccer teams made program history as they made their first ever appearance in the state semifinals.

For the Lady Vikings, it was the culmination of a Cinderella-to-Queen of the ball story, going from their unprecedented eighthseed run in 2016 to this season, where they

To the Editor: Opioid epidemic, your government at work. Have you ever heard of the “Ensuring Patient Access and Effective Drug Enforcement Act”?

Tom Marino, Marsha Blackburn and Orrin Hatch were major sponsors of the bill which became law in 2016.

The law made it very difficult, if not impossible, for the Drug Enforcement Administration (DEA) to stop suspicious shipments of opioid painkillers by drug distributors.

In other words, it weakened DEA’s efforts against drug companies that were supplying corrupt doctors and pharmacists who peddled narcotics on the black market.

The drug industry has spent $106 million lobbying Congress on this legislation. Mckesson Corp., Amerisource Bergen and Cardinal Health together spent $13 million lobbying for this bill.

The DEA’s most effective enforcement tool is called “immediate suspension order.” This allowed the DEA to shut down drug companies that are sending hundreds of mil-

were the comeback kids, trailing in all but one post-season games as they played their way to the Cortland area and the Final Four.

It was also the second time in nine months the Lady Vikings have made school history, going to their first basketball final four in March.

For Lake Placid, it was a true underdog story, going into the sectionals as the fourth seed and defeating the top two seeds and gaining revenge against Maple Hill as they advanced to Middletown.

Led by a hot goalie in Jacob Novick and timely scoring, the Blue Bombers helped to prove Division II of the Northern Soccer Conference is a good as it gets, with three schools in the final four and seven of the eight sectional finalists in Classes C and D coming from that division.

In football, Ticonderoga and Moriah were as dominant as they come, beating up everyone in Section VII except for each other, with the Sentinels earning the regular season win and the Vikings winning the Class D title, advancing to the state quarterfinal round.

In volleyball, it was a season where Saranac won the CVAC title, and Saranac Lake won the Class C championship game along with Beekmantown winning in B and Northern Adirondack going from a program who won two games (not matches, games) in 2016 before winning the Class D championship this season.

The law was passed without any discussion or comments by any of our legislators.

On Tuesday morning on CNN, there was a discussion with a congressman about “The Ensuring Patient Access and Effective Drug enforcement Act.” The congressman was asked, “How was this bill passed?

He answered, “I guess we weren’t paying attention.”

Now, we get ready for the winter sports season with defending state champions Moriah boy’s basketball and Lake Placid boy’s Nordic skiing.

Is there a chance Moriah could sweep the Class D basketball titles — and we’re not talking sectional titles, we mean state championships — giving Section VII their third boy’s and first-ever girl’s state champions?

Can Lake Placid go for a three-peat?

Can anyone reach the top of the podium in wrestling? Whose going to be the surprise team this season?

A tourist train traveling through some of the area’s most scenic vistas, supporting the hamlets of North Creek, Hadley and Corinth probably seemed like a great investment in our tourist industry.

Who would have predicated the necessity to create a “junkyard” in the midst of our great Adirondack Park?

It’s happening now and several groups are attempting, rightly so, to stop it from occurring.

BOLTON | The Office of State Comptroller (OSC) has recommended the Bolton Fire District tighten up its accountability of credit card purchases and payments, recommending it always have receipts before paying the bill.

The OSC issued its audit of the Bolton Fire District on Nov. 10, finding the Board of Fire Commissioners approved payment for five credit card purchases totaling $3,519 despite not having adequate supporting documentation.

Additionally, the district’s secretary/treasurer did not reconcile monthly credit card statements to individual receipts, and the district incurred $116 in late fees and $112 in finance charges.

“The purpose of our audit,” the report says, “was to determine if claims for credit card bills were audited and paid timely and the purchases were for appropriate purposes for the period Jan. 1, 2016 through April 30, 2017.”

Brian Butry, a spokesperson for the OSC, said it is not uncommon for his office to audit credit cards used by fire companies and local governments, but there is no targeting of credit cards for audits.

“There are no set parameters for the audits.

For example, it could be something that

may be examined when we review a local government’s purchasing policies or record keeping,” he said.

The OSC made recommendations for each of the findings, including requiring credit card users to submit receipts for credit card purchases, and that the board should ensure the documentation is in place before approving claims for payment.

The audit further recommended credit card statements and receipts be reconciled, and to make credit card payments on time to avoid late fees and finance charges.

The Bolton Fire District provides fire protection services for the Town of Bolton in Warren County. The district is governed by an elected five-member Board of Fire Commissioners. Budgeted appropriations for 2017 totaled $467,810.

In the board’s official written response, Board of Fire Commissioners Richard Kober said the board agreed with the state’s findings and issued a corrective action plan.

Regarding the lack of receipts, the board updated its credit card policy to require, effective immediately, all credit card users to provide a receipt and details of the purchase to the treasurer within 72 hours of the purchase.

Furthermore, the board members will review the receipts or other documentation prior to approving payment at their monthly meetings. The board will also reconcile the statements with receipts of purchases.

• COLUMNIST • Although I feel thankful, I have realized I have to let people know.

So here it goes: I am thankful for the simple things in life, such as pens and pencils and Q-tip swabs.

I am thankful for America, and its lending institutions, for they are an unending supply of free pens.

I am thankful for pencils that have the lead centered, so when you sharpen them you get an even point.

I am thankful for decent pencil sharpeners.

I’m thankful for Q-tip swabs, even though medical science tells you not to stick anything smaller than your finger in your ear. How’s that supposed to work?

I am thankful for earwax, because it means I didn’t waste money on that case of Q-tips I bought.

I’m thankful for air-fresheners that don’t just mask, but also eliminate odors. I also like air-fresheners even if they simply mask the odor. I don’t have a problem with odors if they are wearing a mask.

I am thankful for is every time my car doesn’t break down. When I see newer cars on the side of the road with the driver trapped inside and a bear clawing at the window, I am thankful my car is running well enough to drive by and not become a victim myself.

I am thankful for the Pilgrims, who came to this country and survived the first winter, thus creating an everlasting legacy of stuffing – stuffing a turkey, stuffing ourselves, and just plain stuffing.

Or “dressing,” if you prefer.

I am thankful for the potato, which when mashed can be shaped into a basin for holding gravy. I am thankful for turkey, which when sliced properly, can be used as a squeegee to clean up traces of gravy off your plate. I am thankful for the person who invented gravy, because turkey and potatoes would be so plain without it.

I am thankful for Thanksgiving Day, because it gives us a day to focus once again on what is important in life, and to be thankful for our loved ones; our family, our friends, our neighbors. We are thankful for the provision of the Almighty, and for giving us what we need to get through the difficult times, and to appreciate the good times.

I am just thankful for the day itself.

Public broadcasting in America turned 50 last week, and Mountain Lake PBS joins America in saluting this national treasure.

In signing the Public Broadcasting Act in 1967, President Johnson expressed the hope that one day, public television and radio stations would satisfy “America’s appetite for excellence” and “enrich man’s spirit.”

That legislation created the Corporation for Public Broadcasting, which today supports nearly 1,500 public television and radio stations across the country by distributing federal funding amounting to roughly $1.35 per citizen, per year.

At Mountain Lake PBS, this investment is critical to our operations. We leverage federal funding many times over, along with continued financial support from our local communities, to provide a welcoming space for childhood education and lifelong learning, the arts and culture, history, science, and civil discourse in the Adirondack region, the Champlain Valley, Southern Quebec, and beyond.

From our weekly show Mountain Lake Journal shining a light on local stories that matter, to our free family events that connect media with handson learning for children, Mountain Lake PBS aims to inspire, enrich, and engage right here at home.

At a time when local news coverage is dramatically reduced, public media stations are expanding their journalism network, innovating in their storytelling and reaching audiences on platforms they prefer, anytime, anywhere.

Meanwhile, the much-beloved national programs that we have carried through years have educated, informed and inspired generations and strengthened our community, from Sesame Street and Curious George, to Masterpiece and PBS Newshour.

Public broadcasting was born during the height of the Vietnam War, which may explain our determination to find common ground on even the most difficult and divisive issues. Ken Burns’ and Lynn Novick’s most recent documentary series, The Vietnam War, is a prime example. Mountain Lake PBS has used the film as an opportunity to foster dialogue by helping our veterans and their families share their stories through our Veterans Coming Home series. For some, this is first time they’ve talked about their experience.

Despite the disruption and rapid changes shaping today’s media environment, public broadcasting’s mission is more necessary than ever.

Throughout our 40 year history, Mountain Lake PBS has been proud to support public broadcasting’s mission here in the North Country and throughout the many communities we serve on both sides of the border.

GUILDERLAND | On Nov. 14, New York State Police Troop G Commander Maj. Robert Patnaud announced the arrest of Jonathan L. Quinn, 39, of Delanson, after an investigation into a domestic incident which occurred on Nov. 8.

Quinn is a nine-year veteran of the New York State Police currently assigned as a trooper to Troop G. He was suspended from duty after his arrest.

According to a press release issued by Patnaud, on Nov. 8 Quinn was allegedly engaged in an argument with the victim and threw a piece of jewelry that struck the victim above the right eye causing a laceration and bruising.

Quinn was charged with assault in the third degree. He was arraigned in the Town of Knox Court and released on his own recognizance, with his next court date being Dec. 6 at 6 p.m. ■

North Creek is stop on 2018 Cycle ADK route Johnsburg hamlet is third leg of 400-mile ride

NORTH CREEK | The Johnsburg hamlet of North Creek will be the third of three Adirondack towns named as two-day stops on the 2018 Cycle Adirondack tour scheduled for August 2018.

On Nov. 14, at the Tannery Pond Community Center in North Creek, co-directors Doug Haney and Matt Van Slyke gave a presentation of the 400-mile route of the 2018 Cycle ADK event.

Van Slyke said the route had changed from 2017, and will start this year in with a two-day stop in Speculator, followed by Inlet and North Creek.

A slide shows rail cycling as one of the attractions participants in the 2018 Cycle Adirondacks event will be able to participate in when they stop in North Creek.

Representatives from each town were on hand to express how happy they were to be part of Cycle ADK in 2018.

“We are so excited to have Cycle Adirondack coming to North Creek,” said Lisa Salamon, director of the Gore Mountain Region Chamber of Commerce.

Cyclists taking part in the event will camp at the Ski Bowl Park, where skiing started in New York State, according to Salamon.

Local attractions during the event, which is slated for Aug. 18-24, 2018, include free Movies by the River and rail bikes, tasting chocolate at the Chocolate Factory, and coming to Tannery Pond for entertainment.

Christy Wilt, the Hamilton County Economic Development & Tourism director, and Mitch Lee, the Inlet Parks Department supervisor, each mentioned how close the campsites were to the center of town and all the amenities available there.

“This is exactly what we do - being the center of eco-tourism in west-central Adirondacks,” she said.

Wilt said the campsite on Lake Pleasant was just five minutes from the downtown business district, and Lee said cyclists would camp at Fern Park, just four minutes from Inlet dining and entertainment.

Cycle ADK changed the format in 2017 to include two-day stops and the event received a lot of positive feedback on the change.

“It give more ride options, more distances for rides, and more opportunities for off-bike activities.”

Van Slyke mentioned visiting local business, restaurants, museums, hiking, swimming and canoeing in areas where cyclists will camp.

The connection to the local communities was critical to the success of the tour, said Haney.

“We want to make sure our guests feel they are part of the community and the community is part of the event,” he said.

Cycle ADK is limited to 200 participants and the event is already 75 percent booked. Riders from 35 states and provinces of Canada have already registered. Haney said there is even one registered rider from London, England.

“We know that costs escalate — but although we just were pledged over $4 million, now it seems like we’re almost back to square one,” Blais said Nov. 6.

The mayor added if the village doesn’t obtain $9 million to $10 million more in grant money, the project will have to be scaled down to merely installing new equipment that would reduce nitrates, levels of which triggered a consent order by the state Department of Environmental Conservation.

Blais has said, however, that such a move would represent a “Band-Aid” approach to addressing the shortcomings of the 85-yearold treatment plant.

“Our goal was to replace an antiquated facility with a new plant equipped with the highest technology, producing effluent of drinking water quality,” he said.

nitrates in the existing sewer plant’s effluent are migrating a quarter-mile or so through groundwater into West Brook, which empties into Lake George.

Blais added that he met with the village’s treatment plant steering committee and discussed redrafting plans so the plant’s effluent would be discharged into the Schroon River — which would allow a lower water quality standards for the plant’s discharge under state laws. The group scrapped the concept because of the “astronomical cost,” Blais said, of constructing a sewer pipe northwest a substantial distance to the river.

Blais said that the village and town of Lake George officials will be actively seeking additional grant money from state and federal sources so a new plant can be built to replace the existing plant that is discharging pollution-laden effluent.

Maybe, Blais continued, the timeline for construction could be accelerated so the plant could be built in 2020, saving a portion of the additional cost, which he said would be burdensome to village taxpayers, but a crushing amount to residents of the town’s Caldwell Sewer District — which is to pay half the

cost of the plant, according to a longstanding contract between the municipalities.

One source of grant money may be through the state Environmental Facilities Corporation which provides grants for water and sewer infrastructure, with priority given to communities that demonstrate financial hardship based on proving they host a high percentage of low-income families.

The village has completed a survey of local household income, and the results are expected to demonstrate financial hardship among Lake George Village residents. Blais has said such a hardship grant would likely provide up to $3.5 million towards the sewer plant’s cost.

The village is also seeking a grant through the state’s regional economic development council.

Without generous grants, the village taxpayers would see a tax increase of 40 to 50 percent — perhaps pushing the municipality over the state Constitutional debt limit — and the town’s Caldwell Sewer District residents would face an “astronomical” tax increase, Blais said.

“I’m still optimistic that Gov. Cuomo understands the importance of Lake George — and that sometime prior to construction,

the village receives additional funding,” he said. “In the meantime, we’ll have to borrow between $16 million and $17 million by the beginning of this next year.”

Prior to the boosted estimates of the plant’s cost, Lake George Association Executive Director Walt Lender said he was encouraged by the state’s pledge of $4.27 million, reflecting a commitment to minimize pollution in the Lake George watershed.

“The village wastewater treatment plant definitely needs to be upgraded with the latest technology, and the residents of the village certainly can’t shoulder the whole financial burden.”

He said he hoped that federal money, as well as state grants, will be committed to the plant’s development.

“Lake George is an important tourism and recreational resource of New York State and has to be protected,” he said.

Blais offered similar thoughts.

“The plant’s effluent needs to be of drinking-water quality,” he said, noting the more stringent state standards enforced in recent years. “Lake George deserves the best, and the state recognizes that.” ■

Newcomb Central is the latest school district in the Adirondacks to launch a farm-to-school program. The 2017-18 academic year will see the district utilize ingredients from four farms in the North Country. “We’re just getting back to the way things used to be,” said Kitchen Manager David Hughes. “We’re cooking from scratch.”

Studies have linked healthy eating to better academic performance, including better attention and memory. Nutritious foods have also been connected to positive behaviors and attitudes, higher energy levels and decreased risk of obesity, diabetes and depression.

District officials connected with the Adirondack Farm to School Initiative, the grassroots group driving the region’s farm-to-school programs through consulting, seed money and facilitating bulk purchasing agreements with organizations like the Hub on the Hill, the Essex-based co-packer and food hub.

Stakeholders discussed programs at other schools and what would be feasible at the central Adirondack district of just 85 students, as well as farms from where menu items could possibly be sourced.

The Hub is a critical component in helping local stakeholders work together to increase their purchasing power, thus making farm-to-school programs affordable by driving down costs.

“There’s strength in numbers,” Hughes said.

Hughes ultimately left his job as the Hub’s operations manager to organize the program at Newcomb Central.

He reached out to his contracts in the farming business, as well other major players who have shepherded in programs at other local districts.

Ruth Pino, the initiative’s founder and director, has launched programs at Saranac Lake and has proved to be an invaluable resource.

Julie Holbrook, too, was a big help in sharing a working model the kitchen manager has implemented at Keene Central.

“She’s been instrumental in helping us through this transition period,” Fischer said.

Newcomb Central is starting small, and is sourcing ingredients from four farms.

North Country Creamery in Upper Jay has provided yogurt; the Lewis Family Farm in Essex, USDA-certified organic grass-fed beef. Toad Hill Farm in Johnsburg has provided maple syrup, while organic eggs arrive courtesy of Curtis Latremore, a Champlain-based farmer.

Farm-to-school programs are unique to each district depending on available equipment and the taste of the students, said Pino, and there is no universal blueprint for success.

“It’s really a lot of trial and error, and having the tenacity to keep repeating it,” she said. “David is doing an incredible job so far.”

Newcomb Central has received a $500 micro-grant from the Adirondack Farm to School Initiative for raised garden beds to grow their own spices and herbs.

Other funding is available, and the district will apply for grant opportunities through the U.S. Department of Agriculture and state of the New York, including a slice of the $1 million in available funds announced last month.

Hughes sees the program as a return to the days before organic was a buzzword for eating healthy, wholesome foods.

“We’re just getting back to the way things used to be,” he said. “We’re cooking from scratch.”

And of course, the community element is critical.

“That’s how folks survive,” Hughes said. “That’s how we work together.” ■

One Hundred Years Ago: November 1917

ANIMAL CRUELTY

One fine November day recently, a thirteen year old boy, in Lewis, Essex County, found a little fox in a trap he had set. Frightened at his approach, the poor animal struggled desperately and succeeded in getting away before the boy reached the trap. Dismayed at the sight of his captive disappearing over the hills, the boy started in pursuit and overtaking the animal, grasped him by the tail and hung on until some men nearby came to secure and kill the fox, which proved to be an especially fine young one.

A LIFE SUDDENLY ENDED

Sidney Knapp, a well known farmer, died very suddenly of heart disease Friday morning, Nov. 9, 1917. Mr. Knapp had been to the pasture for his cows and drove them home and into the barn. He tied one in her stall and was then stricken and fell to the barn floor. He was found some time later by his step-grandson, who was living with him.

Mr. Knapp leaves a widow, a daughter, Mrs. Melvin Jones, of Chestertown and a son, William Knapp, of Glens Falls; also two sisters and a brother, Mrs. Laura Meade and Charles Knapp, of Ticonderoga and Mrs. Myron Prosser, of Chestertown. Burial was in the West Church Cemetery.

MONEY BLOWING IN THE WIND

The post office in Moriah Center, about

two miles from Port Henry, was broken into recently and the safe was blown open and the contents scattered about the office.

The amount of the loss is not stated.

CHESTERTOWN ACQUIRES LAND

The Fowler heirs have deeded a strip of land nine feet wide by 90 feet long to the trustees of the local high school which adds that much space to the scholars’ playground. The iron fence which established a boundary and protection has been placed in position on top of the cemetery stone wall.

HORSE HAS NEW HOME

In November, 1917, Julius McKinistry, of Adirondack, purchased a fine gray horse in Glens Falls. It weighs 1500 pounds and is a beauty. Mr. McKinistry is a prosperous farmer and he believes in keeping his stock up to the standard of quality.

He also has a large maple orchard and makes an excellent grade of maple syrup.

LEAN WAR YEARS

Conservation of food is an absolute necessity in these troubled war times if the country is not to go hungry later on. Men and boys in Diamond Point are seen passing by with their guns but no deer has of yet been seen there. Irving Moulton of North Thurman killed a fine deer on Crane’s Mountain.

Melvin Baker, of Chestertown, returned from Forked Lake with a 220 pound deer.

Rodney Dixon and Carl Turner shot a large buck which they brought out of the woods on their bicycles from Pharoah Lake.

A big black bear and a deer were taken through Horicon by a party from Syracuse.

G.H. Dickinson, the Warrensburgh downtown market man, has purchased the carcass of a bear from a lucky hunter and will have bear meat steak on sale at his market.

Senator and Mrs. James A. Emerson, of Warrensburgh, were visitors in New York City for several days in November, 1917 and were among those who were entertained at dinner parties in the Orangerie of the hotel, after going to the theatre.
