Stec announces he’s seeking Little’s state Senate seat, prompting candidates to emerge for his Assembly post

Holiday celebration in Chestertown draws crowd

Among the issues I’d focus on are how we can protect tourism and our environment, how to address our lack of economic growth and boost the sustainability of our communities. We need a workforce here, a foundation that is productive so our communities will be considered for business development.”

Hundreds of area citizens gathered Dec. 3 to witness the lighting of Chestertown Rotary Club’s ‘Memory Tree” which is dedicated to people who have made a difference in others’ lives. The crowd attending the ceremony — held jointly with the Taste of Tri-Lakes — was considered to be the largest ever despite the cold weather.

CHESTERTOWN | People organizing the Rotary Memory Tree lighting and Taste of Tri-Lakes joint hometown holiday celebration Dec. 3 said that this year’s edition was well attended: several hundred people enjoyed the activities despite the cold weather. Al Muench of the Chestertown Rotary Club said he was impressed with the turnout.

Warrensburg ZBA halts dollar store development plans

By Thom Randall CORRESPONDENT

WARRENSBURG | Responding to local residents’ concerns, the Warrensburg Zoning Board of Appeals curbed the plans of Dollar General to build a store in the middle of a historic district in town. On Dec. 12, the board voted 3-1 to reverse the decision of Warrensburg Planning and Zoning Administrator Patti Corlew that the propoosed store would be allowable in the town’s “Hamlet Mixed Use” zone.

Warrensburg Planning and Zoning Administrator Patti Corlew explains on Nov. 25 to the town Zoning Board of Appeals — and a large audience of concerned residents — how she decided that a proposed 9,100 square-feet dollar store would be allowable in the town’s Hamlet Mixed Use zone, which calls for “small-scale retail” shops that primarily cater to pedestrians. On Dec. 11, the ZBA overturned her decision, effectively curbing the project where it was proposed — in a historic district of the hamlet. Photo by Thom Randall

WARRENSBURG | As of Jan. 1, local citizens visiting the Warrensburg town clerk’s office will be seeing all new personnel at work behind the counter as they conduct municipal business. Warrensburg Town Clerk Donna Combs — who has served in her post for 32 years — has announced she is retiring as of Dec. 31. Also, First Deputy Town Clerk Gail Corlew retired as of Nov. 29, and Second Deputy Clerk Joyce Reed exited her position at the end of November to take on the post of Water & Sewer Clerk.

In the meantime, newly appointed First Deputy Town Clerk Mechelle Hammond, for years an employee of Glens Falls National Bank, is at work in the office at a rate of $17 per hour. Town Supervisor Kevin Geraghty informed the town board of the personnel shifts at the town board’s Dec. 11 meeting. Donna Combs was praised for her years of service, and Geraghty wished Combs and her former assistants good luck in the future. Hammond is one of four or so people who are seeking to be appointed soon by the board to the town clerk position, through 2020. In other business conducted at the Dec. 11 town meeting, the Warrensburg town board: • reappointed Thomas Drane to a five-year term on the town Board of Assessment Review. The appointment was retroactive to Sept. 30. • set an end-of-year town board meeting for Dec. 30 to deal with financial issues that need to be executed in 2019. • scheduled the town’s yearly organizational meeting for Wednesday Jan. 8 at 6 p.m. — the event is to also serve at the town’s regular January meeting. New town board member Rich Larkin is to be sworn in, along with the new

town clerk, as Geraghty said the board is likely to make the appointment at their Dec. 30 meeting. • agreed to hold a meeting in January to discuss changes to local planning and zoning ordinances as well as town code. • declared as surplus the former town highway garage on King St. — and the associated equipment storage lots — so they could be advertised for sale. Plots involved are four lots from 5 King Street to 13 King Street and at 12 Oak Street. • heard from Geraghty that work is continuing on a project to remove asbestos from the house at 47 River St. The property was donated to the town earlier this year by its owner, Tyler Kirchoff, who acquired it at a Warren County tax auction. The town board is planning to have municipal employees demolish the structures on the property after the asbestos is removed. • approved paying $785 in occupancy tax funds to the Warrensburgh Historical Society to pay expenses associated with promotion of the town’s historical museum. • expressed appreciation to Lisa Alexander and many town employees for putting up decorations in public spaces around the hamlet. Geraghty noted that town employee Larry Crandall is willing to help anyone who needs help hanging their holiday lights. ■

Stefanik Sends Letters to House Leadership and Appropriators Opposing Weakening of the MATS Rule WASHINGTON, D.C. | Congresswoman Elise Stefanik sent a letter to House Leadership and House Appropriations Leadership with six of her colleagues expressing opposition to the Administration’s proposed weakening of the MATS rule. This comes as appropriators continue to negotiate a final spending package for Fiscal Year 2020, under the Interior, Environment and Related Agencies

Appropriations. The MATS rule was issued by the EPA in 2011 and limits the amount of mercury and other toxic air pollutants emitted by power plants. “Unfortunately, portions of the North Country, including the forested regions in the Adirondacks and Catskills, suffer from ecological damage and health problems associated with acid rain and acid deposition,” said Congresswoman Stefanik.

Happy, healthy, loved. These are the dreams we have for our families and So we cherish the moments that make us smile and inspire us to grow... when we move, create, serve, play, teach, do. When we care. This is how health rises in each of us, and in our homes and communities. Because when we’re being ourselves, we all feel better.

“The MATS rule has been successful and effective in lowering mercury emissions and the resulting acid rain. I am opposed to the proposed weakening of the MATS rule, which would threaten environmental progress made in our region. I’m grateful to have the support of The Environmental Defense Fund, Adirondack Council, and Adirondack Mountain Club in my advocacy against this misguided proposition.” “The Adirondack Council commends t he Representatives for continuing to press against the Administration’s rollbacks of the final mercury and air friends. toxics standards for coal-fired power plants (MATS) and the reduction in its pollution cobenefits,” said William C. Janeway, Executive Director of the Adirondack Council, which has been a national leader in the fight against acid rain since 1975. “The Adirondacks and northern New England’s forests are already under severe stress as a result of the unfinished business of the 1990 Clean Air Act Amendments. The further damaging effects of a MATS rollback will need to be documented and repaired as soon as possible.” “The Adirondack Mountain Club (ADK) strongly opposes efforts by the Environmental Protection Agency and some in Congress to legally weaken the enforceability of the Mercury Air Toxics Standards (MATS) rule by removing the legal conclusion that it is both “appropriate and necessary” to enforce the MATS rule regulating and reducing elemental mercury emissions from the flue gas releases of coal burning power plants,” said Neil F. Woodworth, Chief Executive Officer and Counsel of the Adirondack Mountain Club. “ADK sees no legal benefit and potential enforceability issues if the key “appropriate and necessary” finding is stricken from the MATS. This language has resulted in an estimated 90% reduction in airborne mercury smokestack mercury emissions with great benefits to human and ecosystem health. ADK strongly opposes any modification of the current MATS rule by striking the “appropriate and necessary” findings and conclusions of EPA.” ■

Within hours of Stec’s announcement, several candidates revealed they had submitted letters of intent with area Republican party officials to run for his 114th district Assembly post. Declaring their candidacies were Horicon Supervisor Matt Simpson, former Thurman Supervisor Evelyn Wood and Willsboro Supervisor Shaun Gilliland. Stec is to face competition for the state Senate seat from Clinton County Treasurer Kimberly Davis, a Democrat. She announced in May her intent to run for the post. Stec may also face a primary challenge from former Queensbury supervisorat-large Mark Westcott, who told the area daily newspaper he is exploring a candidacy for the state Senate seat. Stec said he is running for Little’s position because it was important that her successor understands the issues and has experience advocating for the residents of the 114th Assembly District. “We need someone who will work to achieve solutions to our problems that reflect our needs and values — we need someone who will continue Sen. Little’s strong legacy as an honest, hardworking elected official,” he said in a prepared statement. Stec also said he’d “push back against the radical liberal tax-and-spend agenda that crushes our communities,” which prompted a response from Davis, who characterized his words as “partisan vitriol.” Davis responded that she was campaigning on fiscal responsibility, economic equality, increased funding for education and infrastructure, and for boosting the quality of life in the North Country.

CANDIDATES EMERGE FOR STEC’S ASSEMBLY POST

Simpson said his experience would serve residents of the 114th Assembly District well, if he were elected. He’s finishing up his sixth year as Horicon own supervisor, following two years on the town board and 16 months beforehand on the town planning board. During much of that time, he ran a successful drywall installation enterprise. Simpson now serves as President of the Adirondack Association of Towns and Villages, a post that he said has provided him with a regional perspective on public policy. He said he’d be giving top priority, if elected, to matters important to Adirondack residents. “Among the issues I’d focus on are how we can protect tourism and our environment, how to address our lack of economic growth and boost the sustainability of our communities. We need a workforce here, a foundation that is productive so our communities will be considered for

business development,” he said. “We need to ensure we have clean water, curb invasive species, improve infrastructure and deal with issues related to changing environment and weather patterns — All of these issues are connected to our communities’ economic viability and opportunity.” Wood cited her experience and accomplishments in public office as qualifications for taking on the responsibilities of the state Assembly seat. She served as Thurman town supervisor from Nov. 2010 until mid-January 2017. Wood was in office during the calamitous storm in May 2011 that destroyed bridges and roadways throughout her town, stranding residents and causing about $7 million in damage. During the historic storm, she worked around the clock at the town hall coordinating the emergency response effort — and later on, obtained the hazard mitigation funding to replace the bridges and roadways. “To rebuild the infrastructure that was destroyed, our town did not go into debt for the repairs, and we did not have to raise taxes,” she said. Also, she worked to establish Internet access in town with “white space” technology, which prompted a statewide innovation award for its public-private partnership. “I am the only candidate for the 114th Assembly District with experience in rolling out a solution for rural Internet

access,” she said. Wood also said she understood the issues that the average person faces. Before elected supervisor, she worked in a factory, operating a giant machine that produced paper towels. She now is employed as an accounts receivable specialist in the health care field. “I’m a practical person — I punch a time clock, and I truly want to represent the everyday citizens of the district,” she said. Wood pledged that she would focus, if elected, on minimizing taxes; curbing waterborne and land-based invasive species; rebuilding water, sewer, stormwater, and transportation infrastructure — as well as expanding broadband access. ■

New York needs more affordable medical cannabis

By Dan Alexander

By Heather Jackson

PUBLISHER

GUEST COLUMNIST

This time of year, we should all think about others and putting a smile on the faces of those we love, and even those we hardly know. Many feel their most profound joy when they can bring a smile to a perfect stranger. The celebration of Hanukkah and Christmas is all about hope, faith, and love. It’s a time for giving and receiving, a time for friends and family and it’s a time for many to remember the true meaning of the season of light and how the birth of a child changed our world forever. In a world as mixed up as ours gets from time to time, where would we be without light and hope? This time of year, when the darkness invades our lives here in the northeast, even the simple twinkle of holiday lights is enough to lift our spirits. Yet those lights pale in comparison to the true light of life we earnestly seek. We would all like to have a storybook holiday season, and while each of us does our best to try and bring the right attitude into the holiday season, we know that for many, the holiday is just another day, devoid of light and hope. Perhaps it’s the loss of a loved one, an illness, or an addiction that keeps them from experiencing the joys of this season. It’s all the more reason we need to reach out to others during this time, helping them to experience the joy that is meant to share. It’s amazing what a little hope, faith, and love can do in your life and those you reach out to if you are willing to share with someone less fortunate. Let’s face it, with all of our holiday preparations and trappings we’ve developed over the years at the end of the day wouldn’t you instead trade a little bit of those for a perfect world filled with respect, sharing, light, hope, and true peace for all? On behalf of the Sun Community News family, I would like to wish you and your family a very joyous holiday, a happy and prosperous New Year with hope that all your holiday wishes come true. God bless us, one and all. ■

I am someone who has benefited tremendously from New York’s medical cannabis program. After years of using opioids as prescribed by my doctors, I became addicted and lost control of my life. When I realized medical cannabis could help with my underlying issues, I was able to break my addiction and take my life back. Much of the discussion about medical cannabis in New York has revolved around improving access: improving patients’ geographic access by adding more dispensary locations and improving patients’ medical access by eliminating the restrictive qualifying conditions. As a medical cannabis patient living in the North Country, I can attest to the fact that both of these measures are badly needed. I, for instance, drive 1 hour and

20 minutes or longer each way, 160 miles round trip, to reach the closest dispensary in Plattsburgh. But as someone with financial limitations, the reality is that improving access is also about affordability. Because medical cannabis is not covered by health insurance, patients are forced to pay out of pocket. And because New York’s medical cannabis is highly regulated, the medicine is still more expensive than product available on the illicit market. While adding more dispensaries will help reduce cost by increasing competition and decreasing patient travel expenses, New York’s medical cannabis expansion should also include legalizing whole flower, which, due to simpler manufacturing processes, is the most affordable cannabis form. More affordable options, like whole flower, are needed to help transition people out of the illicit market and selfmedication, which can be unsafe.

In the legal medical cannabis program, I benefited from the guidance of doctors and pharmacists. All New Yorkers should have the ability to access medical-grade cannabis and cannabis administered in a health-care environment. The cost of medicine should not be a barrier to health care, especially in New York state – one of the most socially progressive states in the country. I urge our elected officials and regulators in Albany to expand the medical marijuana program in a way that will expand patients’ geographic access, expand the number of qualifying conditions to give practitioners more discretion, and allow the sale of more affordable cannabis medicines. These measures are paramount to creating more equitable health care in New York state and to helping the most vulnerable among us. ■ — Heather Jackson, medical cannabis patient living in St. Lawrence County

Additional impeachment facts not included

To the Editor: In her Nov. 22 “weekly update” Rep. Elise Stefanik presented a summary of impeachment hearings in the House Intelligence Committee, where she is a member. She mentioned comments by Ambassador Gordon Sondland, appointed to the European Union by President Trump. She wrote that Sondland stated to the committee that he was told by Trump there was “no quid pro quo” tying aid to Ukraine to a public announcement by President Zelensky that Ukraine would investigate Hunter Biden’s work at a Ukrainian company. She did not include several additional facts. Fact: Trump made his statement AFTER the July 25 phone call became public knowledge. Fact: Ambassador Sondland was asked during the hearings about whether there WAS a quid pro quo, a White House meeting with Zelensky in exchange for a public announcement of investigation into Biden, whose father, Joe Biden, is a political rival of Trump’s. Sondland said “the answer is yes.” He added, “everyone was in the loop. It was no secret.” Fact: Sondland also indicated he believed Trump WAS linking military assistance to Ukraine to a public announcement. Impeachment is a serious issue. Arguments can be made both for and against. But our opinions should be formed on the basis of all available facts, not just a few chosen to support a particular political stance. CD21 may be a rural district, but that does not justify Stefanik’s condescending attitude that people here are so ignorant or uncaring they don’t need a full factual reporting of the hearings. Rep. Stefanik, you took an oath to uphold the Constitution, not an oath to your career, a political party, or a president. And you have a responsibility to treat your constituents honestly. Do your duty. — Claire Gilmore, Piercefield ■

president, George H.W. Bush, reduced pollution from industries and coal-fired power plants upwind to the west of us. Our lakes had been dying from the acid rain formed by sulfur dioxide and nitrogen oxide emissions. This year, brook trout were confirmed in previously “dead” Lake Colden, for the first time in decades. This huge progress is now threatened by the Trump Administration’s non-enforcement of clean air regulations. The Environmental Protection Agency, headed by former coal lobbyist Andrew Wheeler, is refusing to back the Clean Air Act’s “Good Neighbor” rule that controls and reduces emissions from upwind power plants. Coal is our dirtiest fuel, and its pollution of the air has recently increased 200%-300%. Acid rain will likely return to these mountains. This is making America “great again”?? Belching smokestacks were a symbol a bygone era’s progress, but they’re way out of date and hugely destructive. They are making our air gray, sickening the fish, ourselves, and our planet. This is not greatness, and I’m not grateful for it. We can and must do much better. — David Thomas-Train, Keene Valley ■

Gray is not great

To the Editor: When I fish, hike, and hunt the woods, waters and mountains here, I am grateful for the clean air and water that we’re blessed with in the Adirondacks. For the past 30 years, they have been getting cleaner - until now. The 1990 revisions to the Clean Air Act, put in by a Republican

Long Lake partners with tourism-branding firms From News Reports

LONG LAKE | The Town of Long Lake Parks, Recreation & Tourism Department recently partnered with two media companies to promote the communities of Long Lake and Raquette Lake to increase visibility, and user visitation to the Long Lake tourism website and social media outlets. Crafting A Brand, a branding and marketing agency out of the Finger Lakes region of New York, produced a fall foliage promotional video for Long Lake and Raquette Lake. Crafting A Brand works with tourism stakeholders to differentiate their products and services through storytelling and consumer experiences. The video shoot took place over two consecutive weekends during the peak of the fall foliage. Imagery was captured in Long Lake, Raquette Lake, at Great Camp Sagamore, Mount Sabattis and Buttermilk Falls and other scenic locations in the area using a compact “quadcopter” 4K rotorcraft drone. The 2019 fall foliage video was recently featured as spotlight on the Travel Video Alliance website (http://travelvideoalliance.com/spotlight_article/long-lake-tourism); links to the video can be found on Facebook and the Long Lake Tourism YouTube channel. The Town of Long Lake Parks & Recreation Program has also partnered with CrowdRiff, a visual content marketing You won't BELIEVEyour EYES! The Town of Long Lake Parks, Recreation & Tourism Department recently partnered with two media companies to promote the communities of Long Lake and Raquette Lake to increase visibility, and user visitation to the Long Lake tourism website and social media outlets. Photos provided

software for travel and hospitality brands. Using this software enables Long Lake to leverage user-generated content and build out photography for the town website. Visitors are encouraged to share photos of their vacation experiences and to use hashtags (#mylonglake and #raquettelake) on Instagram. Tagged photos will be catalogued by software and participating users may be invited to have their content featured in Long Lake’s marketing efforts. With over 40,000 fans across multiple social media platforms Long Lake continues to grow their social media channels. Tourism Director Alexandra Roalsvig’s strategy is a layercake approach. “Host an event, maximize the fun, capture it with photos and videos and edit and share as soon as possible,” she said.

“When I can produce and edit video the same day as the event it delivers an impactful, real time story about Long Lake that people crave.” An example of the social media strategy at work is the success of the Feeling Long Lakey Polar Plunge that returns on Dec. 28. According to Roalsvig, “with a frozen lake and unpredictable weather, it’s a social media manager’s dream.” In 2018 the Polar Plunge recap video, published the same day as the event, reached an audience of 129,372 with 61,635 unique views. Long Lake and Raquette Lake have a cumulative total of 40,987 fans across multiple social media platforms of Facebook, Instagram and Twitter and in 2019 annual website visitation of 88,000 unique visits with 250,000 webpage views. ■

STONY CREEK | Thousand Acres Ranch is being revived, and its new owner/proprietor seeks to re-establish the Ranch’s traditional bond with the area communities by inviting people to attend a New Year’s Eve Party. Titled “The Great Gatsby Costume Party,” the event is to be held from 5 p.m. onward Dec. 31. The party includes a $15 buffet featuring entrees with a carving station, as well as soups, salads, appetizers and desserts. From 5 p.m. to 9 p.m, deejay Chaz of Absolute Sound will be spinning classic hits while people enjoy their meals. From 9 a.m. to 1 p.m., complimentary hors d’oeuvres will be available and all will join in a champagne toast at midnight. Music is to be provided during these later hours by the Slack Dog band. The costume contest, featuring garb from the 1920s, features $100 in prizes for Best Vintage, Best Couple and Crowd Favorite. For reservations, call 518-696-2444. Now under new ownership: Thousand Acres Ranch is holding a New Year’s Eve Party to re-introduce their traditional hospitality to area residents. Courtesy photo for the night at a reduced cost of $80, and a breakfast buffet for $10 per person. Many of the rooms have been recently updated. “We’re looking to rebuild Thousand Acres’ traditional relationship with local residents,” Williams said, noting that he welcomes community groups, snowmobile riders and civic organizations to hold their events at the ranch over the upcoming months and years. “We want everyone to come back and experience Thousand Acres’ hospitality again.”

Along with several investors, Williams purchased the property in October. Winter hours of the restaurant and tavern aren’t yet finalized, but tentative plans call for the venue to be open from 11 a.m. to 9. p.m. Wednesday through Sunday for lunch and dinner — with extended hours on Friday and Saturday nights. Thousand Acres Ranch’s address is 465 Warrensburg Road, Stony Creek, NY 12878. ■

Town of Lake George mulls converting to solar power By Thom Randall CORRESPONDENT

LAKE GEORGE | With an intent to minimize the the carbon footprint of local government, the Lake George town board is considering entering an electricity purchasing agreement with a company that builds and maintains solar farms in the northeast U.S. On Dec. 9, the town board hosted a presentation by David Wells, Director of Community Solar projects for Nexamp Corp. based in Boston. Wells outlined several potential purchasing arrangements through which the town could save money on utility costs as well as minimizing the municipality’s impact on climate change. According to calculations provided by Wells, who is Nexamp’s Director of Community Solar for New York State, by subscribing to a share of one of Nexamp’s solar farms, the town could save about $3,700 per year while contributing to an effort to reduce carbon emissions. Nexamp’s solar farms feed environmentally clean power into a regional power grid, earning credits that are applied to subscribers’ utility bills — and these clients purchase energy credits at a discount. Town of Lake George Director of Planning Dan Barusch said that entering into a solar electricity agreement might yield additional benefits, including boosting the town’s likelihood of obtaining grants through the state’s Climate Smart Communities program. Wells said that New York State has made

a commitment of having 70 percent of the state’s electricity generated by renewable resources by 2030, and achieve a 40 percent reduction of greenhouse gases — from 1990 levels — over the next 10 years. He said that these Community Solar electricity purchase agreements were not only available for municipalities, but also for homeowners, renters and small businesses — without a longterm commitment or termination fees, although customers would agree to “allocations” of kilowatt-hours of electricity, which they could change in three month intervals. Wells asked the town to consider committing to an additional initiative: publicizing and promoting residential and commercial solar purchasing agreements to the town’s residents and business owners. Through this arrangement, utility customer would receive two bills, one from National Grid, and another from Nexamp. Wells showed examples of how energy credits would be applied to National Grid’s bills for transmission only, dramatically reducing the amount due, and the bill from Nexamp would display a discounted charge for energy used. The amount of savings, he said, would depend on the time period that the town or local utility customers signed up for. At the town’s present rate of electricity use, Wells said, the town would receive $37,522 in “energy credits” per year, but this would translate to a net savings to the town of about $3,700 per year.

At a Lake George Town Board meeting Dec. 9, David Wells of Nexamp explains how a solar electricity purchase agreement could save the town several thousand dollars per year — while supporting a project that generates renewable energy. Photo by Thom Randall Benefits to the environment, he said, would equate to reducing carbon dioxide production by 220 tons annually — equivalent to reducing automobile travel in the region by 527,000 miles. He said that if the town entered into an agreement for its street lights — not including the streetlights installed in the recent Gateway project — the town could receive a 15 percent discount on their energy credits which would provide the town with an additional savings of $4,200 per year. Nexamp, Wells said, is implementing other

environmentally friendly practices at its solar farms, including planting pollinator-friendly vegetation, and employing sheep to graze on the land which hosts their expansive solar arrays — instead of using lawnmowers to keep the vegetation at an appropriate height. Each solar farm that Nexamp builds, Wells said, provides enough electricity for 400 to 800 households. Board members indicated they were interested in the proposal, and said they would be discussing it at January’s board meeting. ■

Warrensburg defeated Our Lady of Lords 66-23, blanked Schuylerville 81-0; rolled over Albany 66-19; edged out Duanesburg 48-39, then vanquished Ellenville 84-0. Last year, the Burghers came in second in the Duanesbureg Duals behind Saratoga Springs High School. Coach Mark Trapasso said he was pleased with his team winning the championship. “Our advantage is we have a body in every weight class plus 11 other athletes that could start on any wrestling team,” he said. While Winchell, McKenna, Hitchcock and Clear have considerable experience, Olden is new to varsity, Trapasso said. “Zachary is going to be a big part of our program for years to come,” he said. “He’s a hard-working kid.” Wrestling 4-1 for the day were junior Robert Ranous at 106 pounds, freshmen Landian Templeton at 113 pounds, and Justin Rushia at 120 pounds, sophomores Tanner McKenna at 132 pounds and Thomas Combs at 160 pounds, and senior

replacing beams that support the roof trusses on the original 1935-era building — as well as other structural improvements. Renovations also include installing mirrored film on the first floor windows, which in addition to blocking ultraviolet light, will provide additional security by preventing people outside from seeing inside the classrooms, while allowing students and staff to see outside. The project is to be funded by withdrawing $500,000 from a capital reserve fund and issuing a $1.52 million bond, to be repaid over 18 years. Plans call for construction to begin in summer 2021 and be finished in one season. With the additional bond payment, the average homeowner whose property assessed at $100,000 would pay $9 more annually starting in the 2020-2021 school year — but with STAR exemptions, that increase would be $3 to $6 per year less. ■

From ZONING BOARD » pg. 1

The zoning board’s decision stemmed from an appeal by Steve and Sandi Parisi who sought a clarification of the zone’s definition at at the ZBA’s Nov. 25 meeting. Dozens of local citizens had turned out for this earlier meeting, over concern that a dollar store would be situated in the middle of a historic district — and involve the demolition of a vintage Victorian house, detract from the ambiance of the town and require semi-truck traffic to regularly travel down Elm Street, a residential venue. Others said the planned 9,100 square feet dollar store was far too large for the 0.7 acre plot, and was didn’t fit the description of a “small-scale retail” shop that the zoning code specifies for the zone. Steven Engelha r t of Adirondack Architectural Heritage praised the zoning board’s Dec. 12 decision. “The town of Warrensburg had established zoning to protect its historic resources, and the town’s zoning board of appeals analyzed the proposed development and saw it didn’t conform to the town ordinances, and they did the right thing, ” he said. “This is great news and I salute the board and their decision.” Teresa Whalen, who worked for years to have vast areas of the Warrensburg hamlet registered as historic districts, also praised the decision. ‘This decision is a big step forward in preserving the quality of life in our town,” she

said, noting that the decision could set a legal precedent. “It reaffirms the effectiveness of our zoning code that many of our citizens worked so hard to establish.” She said the proposed development was incompatible with the area, noting that the historic Emerson Bank building, now occupied by Glens Falls National Bank, is situated on the adjacent property. She also observed that the Hamlet Mixed Use zone calls for allowing only “small-scale” retail shops, primarily located in the vintage homes in town — shops that cater chiefly to pedestrians. “I see this as a substantial win for the zoning board to agree that there was nothing smallscale about a 9,100 square feet store, three times larger average than other buildings in the area,” she said. Parisi, however, said that although this site is apparently excluded from such a development, other historic areas in town might be vulnerable to incompatible uses that would degrade the town’s ambiance — unless town residents stay informed of developers’ plans and express their concerns as they did over the last several months. He said that preserving the town’s historic assets would attract compatible development including new businesses, and prompt families to relocate to Warrensburg to enjoy its ambiance. “People would say ‘This town knows what its doing, and it’s worth making an investment in it,’” he said. ■

More than a half-dozen area restaurants served up samplings of their specialties in tents set up in downtown Chestertown. Children roasted marshmallows at several bonfires while people took horsedrawn carriage rides, conducted by Sarah Boggia. The Memory Tree is a treasured local tradition, with people buying a light to honor those who have had a positive impact on their lives. Proceeds are donated by the Rotary Club to local charities. The Memory Tree is to stay illuminated every night for the next month or so. Muench mused about how each year, the joint celebration draws more people. “It’s surprising how people show up for events in Chestertown,” he said. ■

Sixty years ago – December 21, 2019

By Jean Hadden COLUMNIST

Passing thoughts – I have been trying to think of something nice to say, about this dismal month of December, but nothing at all comes to mind. I will do much better if March ever comes around! Oh to see a dandelion growing on my lawn this cheerless cold day! (“Lo! Winter comes with frigid train to spread his darksome cold domain on Columbia’s (Warrensburg’s) rich soil.” — Old farmer’s Almanack, January – 1820) I would like to thank the Warrensburg Fire Department for recently coming to my aid to rescue me from a non-fire predicament. They are good guys!

HAPPY PHONE CALL

In the Dec. 14th issue of this column I wrote that on Nov. 8, 1959, Robert “Butch” Stetson, of Pottersville, killed a 180 pound bear on the backside of Gore Mountain and that he planned to have it mounted. I asked

if anyone knew if that bear still existed. I was happy to receive a phone call from Butch’s wife and she said that the bear was currently dwelling at their fine family eatery, the “Black Bear” restaurant, in Pottersville, where it had been since it was mounted some sixty years ago. Before she and her husband owned the restaurant it was owned by Butch’s father, William F. Stetson Sr. This good lady made my whole day! Can you imagine, sixty years?

The newspaper story spread down country to the eye of the person in mention and he called me to say that he wouldn’t have minded a bit if I had mentioned his name in the story as he got a good laugh over it. Sixty years ago? It seems like yesterday! He also mentioned that he is giving thought to running for supervisor in Warrensburg next election day. I love my job!

TIME TO RETIRE

I was surprised and saddened when I read on Dec. 5th’ that our beloved State Senator, Betty Little, had announced that she was set to retire. Although the lady had not any knowledge that I ever existed, she once did me a tremendous favor without knowing it. In 1981 I started writing this column and every week I journeyed to the Richards Library for research using their micro-film machine. That good old machine was tired and cranky but I always got it to do my bidding. One day I arrived to find that “the monster” had been replaced by a new, modern, gleaming machine that was a joy to use. Librarian Jennie Daniels Cameron told me back than that it was

PHONE CALL FROM A READER

In that same Dec. 14th column I wrote about the Thurman “bad boy” who, in 1959, authorities believed was out jacking deer one fine evening and was accused of trying to run down two law enforcement officers with his automobile and was ordered to appear in court. I couldn’t resist including the story as I knew him well, but I took care not to mention the young lad’s name. I received several calls about the story from readers who remembered the incident and had a further good story to tell.

a generous gift, arranged for by Senator Little. To this very day, I have never sat down in front of that fine machine that I have not said under my breath, “Thank you Betty!”

LADY FROM THE DISTANT PAST

In reading micro-film stories from the distant past, I come across stories of long gone people that I find to be most unusual. One I found interesting was in a 1919 Waresnburgh News paper and was entitled, “Little lady gone.” Miss Betsey Preston, said to be Albany’s smallest woman, died recently in the Albany hospital after a long illness. Miss Preston was eighteen years old and was only two feet and eleven inches in height. She weighed twenty pounds. Thought for the day – “People should not be afraid of their government. Government should be afraid of their people.” — 2019 American politics. ■ — Readers are welcome to contact Sun correspondent Jean Hadden at jhadden1@nycap.rr.com or 518 623-2210.

JOHNSBURG | The Johnsburg Central School’s “Operation Santa” has been — and continues to be — a successful fundraising program. Now in its 38th year, the program clearly has staying power in the local community. This year, the effort brought in $84,125 for the town of Johnsburg; that’s money that will purchase clothing for local children and provide holiday food baskets for their families. “ “Operation Santa” also raised $6,100, which will help 16 local families and 38 children. The holiday program’s success is the result of the collaborative efforts of community members which include parents, students and staff of JSC, and local businesses and organizations. All

Dear Friends:

-

We hope you enjoy your weekly edition of The SUN. Each week, we do our best to provide our readers with timely, accurate community news, as well as coverage of education, features on engaging community members, and the best high school sports round up. We see it as our role to highlight the good things that are happening in our rural communities, and to shine a spotlight on the many wonderful volunteers and organizations that might otherwise go unrecognized.

=~";:-~~ Donations accepted at Hannar

However, as a small, independent newspaper company, we face many challenges. The cost of paper and postage continue to rise as we face ever-increasing competition for local advertising dollars, which make up more than 95 percent of our revenues. To help us continue to bring the community a compelling community news product, we are asking for your support. Please consider for a moment the value you receive: from the news, features, sports, commentary, fliers, and marketing materials each week in your SUN community newspaper. Is that worth 50 cents a week to you? Or $1? Perhaps more? If so, we are asking you to help support our efforts so that we can continue to provide this community service for many years to come.

Your Basic Subscription to The SUN remains free, but if you see the value and have the ability, we are asking you to consider Enhanced Support with a contribution of $26 (50 cents per week), $52 ($1 per week), or any other amount you feel is appropriate. Regardless, we really need your support to keep publishing and delivering this newspaper! Even if you can’t support our efforts financially, by filling out the form below, you may help us qualify for significant discounts from the U.S Postal Service. All we need is some necessary information and your signature stating that you are requesting a three-year free subscription to The SUN. In the next few months, we will evaluate the support generated from this request. If sufficient support is raised, we hope to maintain news coverage and distribution at our current level. If not, other remedies to reduce overhead will need to be implemented. As always, we welcome your feedback. If there’s anything we can do to improve your reader experience, please contact me at dan@suncommunitynews.com. Sincerely, Dan Alexander, Publisher
