QUEENSBURY | Controversy has erupted among Warren County supervisors over the distribution of sales tax revenue to the county’s municipalities, and the issue may have substantial political repercussions. A portion of the sales tax revenues are returned to towns quarterly on the basis of their share of the total assessed valuation of each town’s properties. As such, towns with a substantial number of expensive lakefront homes receive the largest rebates in sales tax. Warrensburg Supervisor Kevin Geraghty has complained often in recent years that Warren County’s sales tax revenue isn’t distributed on a fair basis — towns with the lakefront property are now receiving overly generous sums of sales tax revenue, he said, benefiting the wealthy — while the towns with little or no lakefront property are receiving paltry amounts, hurting residents of modest means. » Sales tax Cont. on pg. 2

NEWCOMB | Newcomb parents and educators reacted with dismay last week to the news that Minerva Central School District was thinking about dissolving an athletic partnership between the two schools, sending its studentathletes to Johnsburg instead.
“This is like getting a call from your wife of 27 years saying I’m leaving you,” said Newcomb Superintendent Clark “Skip” Hults. Hults said he’d learned that Minerva had been negotiating with Johnsburg since August, but that he had only been formally told of the talks about six weeks ago. Because it affects their program so deeply, Newcomb educators felt at the very least they should have been made aware of Minerva’s intentions from the beginning, and also should have been afforded the chance to meet with Minerva to state their position. In an effort to start a dialog, the Newcomb Central School Board resolved to ask Minerva to delay its decision at least until the two boards can have a chance to meet face to face. » Athletics Cont. on pg. 3

Geraghty has cited the example that over the first three quarters of 2018, Bolton received $1,421 per resident in sales tax revenue, while Warrensburg received $161 per resident. Hague received $1,654 in sales tax revenue per resident and Horicon, $912. The figures are likely to be 30 percent higher. Ron Conover, supervisor of the town of Bolton, has rebutted these complaints with assertions that the residents of towns with lakefront property have been paying the bulk of the county’s property taxes, so the sales tax revenue rebates are proportionate and fair.
While to date the debate has been relatively low-key over what is fair in sales tax revenue distribution, discussion has recently been more strident. This week, former Queensbury at-large supervisor Mark Westcott broadcast an email on the issue titled “Grave Injustice,” borrowing a phrase from Geraghty’s October speech to the county Board of Supervisors. The issue also has the potential of creating divisions in the county board as well as prompting an upheaval in county leadership. Last week, Queensbury at-large supervi-

sor Doug Beaty reaffirmed his candidacy to replace Conover in January as chairman of the board, and he cited changing the sales tax revenue distribution formula as one of his campaign objectives. Beaty said he supports changing the distribution formula so it’s 50 percent based on a town’s population and 50 percent on property value, a change that would shift substantial revenue from towns with lakefront properties to those towns without. “Since 80 percent of Warren County residents will benefit from a redistribution like this, it’s a no-brainer,” he said. “This is where a little bit of common sense goes a long way. When we don’t use common sense, it leads to the county taxpayers taking it in the shorts financially. The bottom line is, let’s just be fair.” He said the sales tax issue has fueled his campaign. “I have a cross section of support among Democrats and independents as well as Republicans — because they want a fair and equal playing field,” he said. What’s fair, however, is a contentious issue. Conover offered his views this week. “Yes, some towns receive more in sales tax, but that’s because they pay a far greater share of the cost of local government,” he said. “If you took all the sales tax revenue and put it against the $45 million tax levy, it would be exactly proportional. So with the proposed redistribution of revenue, you are arbitrarily picking winners and losers.” But Geraghty contends that the communities that generate the most sales tax revenue — and have a greater number of residents buying goods and paying accompanying sales tax — should be the ones getting a greater share of sales tax revenue. “I can’t see that a lakefront resident who is getting $1,654 back in sales tax revenue works any harder or pays any more sales tax dollars than anyone who lives in Warrensburg year-round,” he said. Geraghty noted that Warrensburg is the most populous town in the county — and

Conover said using population as a factor in a distribution formula was not inherently fair. “One community shouldn’t get more than their share because they have the votes,” he said. Conover added that revenue and its distribution was merely one part of a complex issue of taxation, and shouldn’t be subject to a different formula than the one determining how taxes are levied in the first place. “Why should taxpayers in Horicon, Bolton, or Hague pay more than their fair share?” he said of the redistribution proposals. “If this is your approach, you are moving from a rational system into a political abyss.” ■

In an email Friday, Hults said Minerva had agreed to postpone any decision until the two sides could meet face to face, and that he was hopeful for a satisfactory resolution. “We have been having very positive discussions,” he said. Minerva laid out its plans for its athletic program at a public meeting on Dec. 6. If the merger is dissolved, the new arrangement would become effective for fall 2019 team sports. For 27 years, the small schools have pooled athletes in order to have enough players to participate in team sports. But as enrollment and participation have declined, Minerva felt that, even with the merger agreement, rosters would go unfilled. Johnsburg is about three times the size of Minerva and would assure Minerva students of a place to play. But while it protects Minerva, it leaves Newcomb without any good options, and Newcomb partisans said it was a terrible way to treat what many considered to be akin to a family relationship. At a meeting last week, parents, teachers and board members were also incensed that they had been given no inkling that any change in their merger arrangement was in the works until it was in its 11th hour. Educators said it flies in the face of the North Country spirit, where people band together to solve common problems. LAKE GEORGE | One of the nation’s surviving fairy tale amusement parks is soon to step into a new era. After a pending sale is finalized, Magic Forest will have a new, additional focus of dinosaurs and prehistoric life while retaining most all of its 25 rides and many of its familiar fairy-tale figurines and scenes. One attraction the new park isn’t expected to feature is Magic Forest’s diving horse Lightning, believed to be the last remaining show of its kind in the nation. Lightning took over from his father Rex, the horse featured in the stunt for many years, since Jack’s Father Arthur Gillette founded the park in 1963. Lake George Town Supervisor Dennis Dickinson said this week that while Magic Forest has for decades provided a venue for children, the re-imagined park will expand its appeal, age- and interest-wise. “The park redevelopment is a great move — they now have new blood and new money coming in to take it in a new direction,” he said. “It will fill a gap in the area’s attrac-
tions. I know my grandchildren would be interested in the dinosaurs.” Village of Lake George Mayor Robert Blais also praised the plans, noting that Ruben Ellsworth just completed construction of a number of townhomes in Lake George village, and he has a good reputation. “The dinosaur concept is a great idea, and we’ll do everything we can do to support the enterprise — and we wish them well, he said. A new website, lakegeorgeexpeditionpark. com is active, and group reservations are being accepted for this summer. Plans call for Dino Roar Valley to be ready by Memorial Day 2019. ■

CONTAGIOUS DISEASE RETURNS TO AREA
The Spanish Influenza has once again broken out in Warrensburgh. About thirty new cases have been reported, but the dreadful pestilence seems to have assumed a much milder form than in its first visit some time ago. None of the patients at present are in a serious condition and recovery seems to be more rapid than it was before. Senator James A. Emerson is the most prominent victim of the present outbreak. He was taken ill when he recently returned from a business trip out of town. Dr. James E. Goodman has been caring for him. The home of Frank Hastings, on Horicon Avenue, has been hit hard by the disease. Hastings, his wife and seven children have all been prostrated at the same time. The Warrensburgh High School has once again been closed by the board of education on Monday morning, Dec. 16, 1918 as a precautionary measure. It has been reported that there are many cases in the Lake George area and there has been several deaths in Newcomb. There are also a number of serious cases in Athol. It is more than probable that the disease will prevail for the entire winter. An epidemic of influenza has visited this country since 1647. Although the present epidemic is called “Spanish Influenza,” there is

The end of the dreadful war which started in 1914 came to its official end when the armistice was signed on Nov. 10, 1918 but the world will be long in recovery. The war actually started on June 28, 1914 with the assassination of the heir to the Habsburg throne, Franz Ferdinand, at Sarajevo. The origins of the war lay in the reaction of world powers to the ambitions of the German Empire after 1871. In the USA alone, our casualties as of date are a total of 236,117, with 1,160 men missing in action and 179,625 wounded. The war has left scars that may never be completely healed.
HEALING WILL BE SLOW COMING
There are tens of thousands of wounded men in our army hospitals and every returning transport and hospital ship brings more thousands. Many of these men will be in hospitals for months, some of them for a year or more, before they are sufficiently recovered to be discharged from the army. These men need books. They need books more than they need anything else except surgical care and nursing. The O. Henry books are in constant demand with scant supply and there are never enough copies of Mark Twain’s “Tom Sawyer,” to go around.

SUPPLY AND DEMAND
An urgent call to the public for knitted goods for our servicemen has been received by the Red Cross to meet the demand of garments since the beginning of cold weather. The Glens Falls Chapter of the Red Cross has allotted 1,400 pairs of socks and 750 sweaters to be turned in during December 1918. Another problem is the stiff regulations regarding the hoarding of sugar, flour and other foodstuffs which is in full force. The allotment is four pounds of sugar per person per month.
DOCTOR HOME FROM THE WAR
First Lt. John M. Griffin, who has been in the army since early in November 1918 in the Medical Officers Training Corps at Camp Greenleaf, Fort Oglethorpe, Georgia, received his discharge on Monday, Dec. 24, 1918 and came home at once to receive the hearty greetings and congratulations from his town full of friends. Before resuming his medical practice here he will immediately, after the holiday season, go to New York City and take a post graduate course of about six weeks.
BUTCHERING TIME AT HAND
Butchering hogs seems to be the order of the day in Horicon. In Chestertown, William H. Tennyson has dressed sixty pigs for local raisers to date. He sold three pure bred pigs to Arthur W. Perry to which milk and corn had been fed. They were killed on Dec. 12, 1918 and the
largest one weighed 304 pounds. Harvey Bolster butchered one that was eight months old that tipped the scales at 403 pounds.
SWEET AND SOUR NOTES
“The thaw,” which lasted for most of the last week of December 1918, with fog and rain, removed all of the snow except in sheltered spots and now all the transportation is done by wagon. (Note – Automobiles were traditionally stored and put away for the winter months in those days.) Miss Florence Truman, of Chestertown, left recently for New Haven, Connecticut and Walter Mead assumed the care of her St. Bernard dog, Bessie Truman. William “Bill” Hadden, son of Harriett Hadden, of Warrensburgh, arrived home Dec. 22, 1918 from Dayton, Ohio on furlough. Bill is in the aviation field and expects to be in the service for six months longer. Truman Bills, of Athol, is also home on furlough. Hotel and saloon men are of the opinion that the price of beer will soon be raised to 10 cents a glass, double the present rate. Farmers react to Farm Bill New insurance program welcomed, but overproduction continues to pose problem By Pete DeMola EDITOR
ALBANY | George Sayward said the dairy industry is as bad as he’s ever seen it in his four decades as a farmer. Prices continue to sell for below historic averages for the fourth consecutive year, which means many farmers lose money on each pound of milk they produce. Shrinking access to foreign markets and uncertain commodity prices pose additional problems. “The industry is in dire straights,” Sayward told The Sun. The $867 billion Farm Bill passed by Congress last week reauthorizes funding for numerous farming, conservation and nutrition programs after a touch-and-go year that saw negotiations collapse this summer over disputes over heightened work requirements for food stamps and immigration policy.
MARGIN PROGRAM SCRAPPED
The bill, which now awaits President Donald Trump’s signature, addresses the entrenched dairy crisis by reforming the now-scrapped Margin Protection Program, an insurance program that provides dairy farmers with payouts when milk prices fall or feed costs rise. If a producer selects $7.50 coverage, for instance, benefits are paid when the producer margin goes below $7.50. U.S. Sen. Kristen Gillibrand (D-New York) and Rep. Elise Stefanik (R-Schulyerville) have called the program a failure. “Since 2014, thousands of New York dairy farmers paid millions of dollars to the USDA for this coverage, but when milk prices and feed prices fell at the same time, most farmers lost money on every pound of milk they sold and never received a payment,” said Gillibrand in a statement. The replacement Dairy Margin Coverage (DMC) program offers revised margins that range from $4 to $9.50. And the replacement reduces premiums on catastrophic coverage as well as eliminates prohibitions of participating in both DMC and the Livestock Gross Margin Program. DMC also provides credits for producers who participated in MPP from 2014-2017, offering farmers either a 50 percent refund or a 75 percent credit toward purchase of a new risk program.
‘GOT NOTHING’
Sam Dyer, co-owner of a family farm in Beekmantown, applauded the changes. “When the program was first implemented, we spent thousands of dollars and got nothing,” he said. “I don’t think I’ve even broken even on the program yet.” Sayward, too, said the reforms are important.
“It’s really the only safety net the dairy industry has anymore,” he said. Under MPP, farmers had to hit the margin two months in a row to receive a payout. The timeline has been winnowed to one month. But while Sayward agrees raising the coverage ceiling is a good thing, he believes a major flaw remains in how the actual margin, known as Actual Producer Dairy Margin (APDM), is formulated. The number is based on the nationwide price of milk and feed, including alfalfa hay, corn and soybeans. But it’s formulated on wholesale numbers, not the price Sayward pays when those items are delivered by feed companies “So that margin is actually off by a fair amount,” said Sayward, who estimated at least a $1.50 differential. “I was hoping that part of the Farm Bill would be more accurate, but it hasn’t been,” he said. Stefanik said she advocated for language as part of the DMC that will require a comprehensive study on feed costs.
SUPPLY ISSUES
The dairy co-op to which Sayward belongs has lost 80 members this year, and now contains about 800 in New York, Maine, Connecticut and New Hampshire. Despite the losses, however, production amongst the remaining farmers has increased, he said, even as consumption is at a downward trend. “It’s a matter of supply and demand over production by the dairy farmers,” he said. Curbing production isn’t as simple as simply limiting the amount, he said, because farmers are producing more milk to increase cash flow in order to stave off plummeting cattle prices, therefore inadvertently making the problem worse. Dyer agreed. “We have to get control of production,” he said. “We need to utilize our supply and not put them in inventory and kill the market.” Cattle prices are also at a 30-year low, Sayward said. The average cattle fell from $2,100 per head in 2014 to just below $1,000 at present — “if you can get somebody to buy them,” he said. “It’s going to be a real problem if price of cattle doesn’t start going up.” Shifting global markets have also proved problematic for local farmers. Sayward was optimistic the renegotiated NAFTA deal known as the U.S.-Mexico-Canada Agreement would further open markets once ratified by Congress and signed by the president. “That might be the beginning for turning this around more than anything else, but time will tell,” Sayward said. The new bill also legalizes the production of hemp and expands insurance for specialty crops. Dyer said diversification is the key to survival. “We have to diversify,” he said. “It’s not just milk. Many feel an even deeper joy when they can bring a smile to a perfect stranger. The celebration of Hanukkah and Christmas is all about hope, faith and love. It’s a time for giving and receiving, a time for friends and family and it’s a time to remember the true meaning of the season of light and how the birth of a child changed our world forever. In a world as mixed up as ours get s from time to time, where would we be without light and hope? This time of year, when the darkness invades our lives here in the northeast, even the simple twinkle of holiday lights is enough to lift our spirits. Those lights pale in comparison to the true light of life we earnestly seek. We would all like to have a storybook holiday season, and while each of us does our best to try and bring the right attitude into the holiday season, we know that for many, the holiday is just another day, devoid of light and hope. Perhaps it’s the loss of a loved one, an illness or an addiction that keeps them from experiencing the joys of this season. It’s all the more reason we need to reach out to others during this time, helping them to experience the joy that is meant to shared. It’s amazing what a little hope, faith and love can do in your life and those you reach out to if you are willing to share with someone less fortunate. Let’s face it, with all of our holiday preparations and trappings we’ve developed over the years, at the end of the day wouldn’t you rather trade a little bit of those for a more perfect world filled with respect, sharing, light, hope and true peace for all? While serving his country in the armed services, he nearly lost his life defending you and me. “Amazing Grace” was sung at his service by his friends, which spoke of how thankful he was, but always questioned “Why Me, Lord?” and spent his lifetime giving back as devoted husband, father, grandfather, statesman and finally as president. What more could he do to pay back? But he did so much more, for he was a peacemaker. History bears that out. But President Bush was a man of honor and lover of people and his country. The words of the hymns, came through as “This Is My Country,” “The Lord’s Prayer,” “Onward Christian Soldiers” and the national service hymn were played or sung and great voices always sound so full and wonderful when the people singing love the one they are paying tribute to. The words spoken with such love and feeling and the grandson’s words were so filled with gratitude for a role model who shaped his life All the national protocol and honor, the home town love and warmth and the very private farewell was a fitting tribute to not only the president, but our president and the father of a president. We must move past climate change deniers
To the Editor: Editor’s note: This letter is in response to Terry K. Hurlburt’s letter, “Climate change does exist — it’s called ‘spring, summer, fall and winter’” which appeared in the Dec. 15 edition of The Sun. The angry and undocumented claims about climate change in the letter of last week seem as willfully blind and as tragically arrogant as those of President Trump. If the highest concentrations of atmospheric carbon in 300,000 years, ocean acidification, glacial retreat, extreme fires and floods worldwide, sea level rise, shrinking ice sheets, warming oceans, decreased snow cover, global temperature rise, glacial retreat can’t convince that writer, nor the president, of climate change, then we must gently but firmly move past them. Ninety-seven percent of climate scientists are convinced that these phenomena are human-caused. WARRENSBURG | Over the past several weeks, Warrensburg’s public spaces have been aglow in holiday lighting, and a woman entranced with Christmas decor instigated the project to string up colorful, dazzling lights that have commanded attention of area residents and visitors. Lisa Alexander said her love of Christmas decorations prompted her to lobby the town to light up various parks in the hamlet so they’re awash in vibrant colors. “I’m a Christmas light freak,” she said. “My kids think I go crazy over it, but I just love Christmas — It’s Christ’s birthday.” Alexander designed the displays, ordered many thousands of holiday lights and directed their placement at Cal Engle Park, Veteran’s Park, Floyd Bennett Bandstand, the Bicentennial Garden off Hudson St., and the pavilion in Farmers’ Market park. One of the most-viewed sites is the Route 9 Bridge, at the southern entrance of town — each of the two dozen or so bridge trusses is wrapped with a string of lights. This is a notable achievement not only because of its visual impact, but because
state officials allowed her to have the span to be covered with lights. Although Alexander has worked for months on the project, she deferred credit to the town employees that invested countless hours in stringing up the lights. She was assisted primarily by Larry Crandall and town Parks & Recreation Superintendent Tracy Benoit, as well as other town employees: Joe Phillips, Zachary Gosselin, Chip Webster, Chris Meyers and Derek Hanchett. The achievement of these town workers prompted hearty applause at the town board’s Dec. 12 meeting. Photographs of the town’s lighting display have been posted on social media, prompting people from neighboring towns to cruise through town after dark and gaze at the arrays of colorful lights, Teresa Whalen of Warrensburgh Beautification said. “It’s exciting that people from all over are coming to Warrensburg to enjoy all the light displays,” she said. Also, children have been depositing letters to Santa in a special holiday mailbox on Main St. at the southern end of the Floyd Bennett Bandstand. Alexander said she bought the life-size red mailbox and provided it for the town. Town Supervisor Kevin Geraghty invited the

Alexander said she’s seeking to have even more lights next year, as well as erect a giant banner of lights over the Route 9 Bridge welcoming people into town. “Next year, it’s gonna be big!” she said. ■

Man taken from home after lengthy police negotiation
QUEENSBURY | A Queensbury man was arrested by Warren County Sheriffs following a domestic dispute. Jason Harris, 38, was arrested Dec. 13 after sheriffs responded to a residence in the Town of Queensbury for a reported domestic dispute. Police said when they arrived on the scene, they determined that Harris had been in an altercation with his wife and that Harris’ children were also present at the time of the incident. His wife was able to flee the home with her children. During the investigation, police determined that numerous crimes have been committed by Harris. Police said attempts to interview Harris during the investigation were met with threats towards police and belligerent outbursts. Harris allegedly locked himself in the residence and refused any police contact. It’s also alleged that Harris continued to damage the residence as well as property within. The sheriff’s office used numerous methods to attempt to initiate a dialog with Harris including family, friends, social media and a police negotiator, but none were successful and it was de-

termined that Harris was not going to surrender himself. The Warren County Emergency Response Team arrived on the scene. Team members were successful at making entrance into the home and taking Harris into custody. Harris was charged with two counts of endangering the welfare of a child, a class A misdemeanor; criminal possession of a weapon in the fourth degree, a class A misdemeanor; menacing in the second degree, a class A misdemeanor; and criminal mischief in the third degree, a class E felony. ■
Town of Queensbury. A vehicle stop was conducted and police said a police investigation determined that O’Rourke was intoxicated. O’Rourke later submitted to a chemical test and was found to have a blood alcohol content of .14 percent. O’Rourke was charged with the misdemeanor of DWI and ticketed for failure to keep right. O’Rourke was released pending prosecution in Queensbury Town Court at a later date. ■
300 bags of heroin found during arrest
Two arrested for burglary
LAKE GEORGE | Charles R. Morine, 49, was arrested Dec. 11 on a New York State parole warrant, one count of criminal possession of a controlled substance in the third degree, a class B felony, and one count of resisting arrest, a class A misdemeanor. Police said they observed Morine in the parking lot of a local Queensbury business. As they attempted to take him into custody pursuant to the parole warrant, Morine fled from officers. The Warren County Sheriff’s Office K-9, “Breeze” was deployed and Morine was quickly taken into custody. Following his arrest, Morine was found to be in possession of approximately 300 bags of heroin and various drug paraphernalia. Morine was arraigned at the Queensbury Town Court and remanded to the Warren County Correctional Facility with no bail. He is scheduled to reappear in court at a later date. ■
DWI arrest made
QUEENSBURY | A Glens Falls man was arrested for allegedly driving while intoxicated (DWI) after nearly colliding with a Warren County Sheriff’s patrol car. Stephen E. O’Rourke, 56, was arrested after he allegedly nearly struck a police vehicle Dec. 15 after he failed to keep right and swerved into the path of the police car on Corinth Road in the
QUEENSBURY | Two Queensbury men were arrested by Warren County Sheriffs after allegedly stealing from a car. Lucas J. Kaplan, 24, and Brett M. Koon, 33, were arrested Dec. 12 after police responded to the Days Inn on Big Boom Road in the Town of Queensbury for a call of two male subjects being robbed by two other males. The police investigation determined that the alleged perpetrators had stolen a cell phone and a vaping device out of a vehicle located at the Speedway Gas Station at 81 Main St. in the Town of Queensbury. When the victims confronted the suspects, a knife was pulled out and used to threaten the victims in order to prevent them from retrieving their property. The suspects were followed back to the Days Inn by the victims where they waited for the police to arrive. Both were charged with one count of robbery in the first degree, a class D felony. Koon was additionally charged with criminal possession of a weapon in the third degree, a class D felony. The defendants were arraigned in Lake George Town Court and remanded to the Warren County Correctional facility in lieu of $20,000 cash or $40,000 bond. ■

Burghers win ‘Battle in the Valley’ tourney By Thom Randall STA FF W RITER
RICHMONDVILLE, NY | Getting help from athletes throughout their deep lineup, the Warrensburg high school wrestlers team won the Battle in the Valley tournament held Dec. 15 by Cobleskill-Richmondville High School. To win the tourney trophy, Warrensburg went 4-1 for the day as a team. Their wrestlers’ individual scores in all matches contributed to winning the dual-meet tournament held in Richmondville. Warrensburg lost to the Cicero-North Syracuse NorthStars by a score of 51-37, but defeated Mohonasen, 66-18; Duanesburg, 60-30; Coxsackie-Athens, 54-30; and host Cobleskill, 51-33. Cicero-North Syracuse has an enrollment 11 times Warrensburg’s. Although Cicero-North Syracuse beat Warrensburg, the NorthStars lost to Coxsackie and Cobleskill, two teams that Warrensburg defeated. Winning all five matches over the day’s tournament were freshman Dylan Winchell in the 120-pound weight class, sophomore Zach Carpenter at 132 pounds, sophomore Hunter McKenna at 152 pounds and senior Nolan McNeill at 195 pounds.

Logging 3-2 for the day were senior Chris Wilson at 220 pounds, and 8th graders Landian Templeton at 106 pounds and Dante Corriveau at 113 pounds. Landian’s points were important to the team winning the tourney trophy, coach Mark Trapasso said. “Templeton wrestled really tough — he got more confident as the day went on — and he got two wins that helped us ‘down the stretch’ in our tournament victory,” the coach said. “He’s taken big steps this week as a wrestler.”

Most prominent for the Burghers Dec. 15 was Hunter McKenna achieving his 100th Varsity wrestling victory. Hunter had been sidelined this year due to a broken back, an injury not related to wrestling, Trapasso said. Merely a 10th grader, he achieved all but one of these 100 wrestling wins in 7th, 8th and 9th grades, the coach said. “Hunter always gets after his opponents,” Trapasso said, adding that Hunter started his athletic career as a kindergartner in the Warrensburg youth wrestling program and has been active in the sport ever since. “He’s fearless on the mat, and he is driven to score as many points as he can.”
As of Dec. 17, Warrensburg’s season record was 9-3. “Our wrestlers are working hard, and they’re on track to be even tougher by January,” Trapasso said.
CORINTH EDGES PAST BURGHERS
A retooled Corinth wrestling team kept their hometown fans on edge until the final several matches of a meet Dec. 12 when they defeated the Burghers by a score of 42-41. This was the first time in about five years that the Tomahawks beat the Burghers. Corinth’s victory hinged on the strength of their middleweight lineup, as six of their wrestlers weighing between 145 pounds and 182 pounds defeated their Warrensburg opponents. All the individual matches that Warrensburg wrestled, however, were pins or technical falls. Achieving pins for the Burghers were Tanner McKenna (0:31) at 132 pounds, Chris Wilson (1:23) at 220 pounds, Jacob Clear (2:38) at 285 pounds, Dustin Reiter (0:48) at 120 pounds, and Dylan Winchell (0:36) at 126 pounds. Sophomore Robert Ranous won a technical fall in a 20-4 match at 99 pounds, and Nolan McNeil was credited with a forfeit at 195 pounds. Next up for the Burghers are two meets at home: Dec. 19 against Whitehall, followed by a showdown at 10 a.m. Saturday Dec. 22 versus Queensbury. ■
Book detailing area’s boat racing history now available
LAKE GEORGE | A new historical publication will be soon be available via the Warren County Historical Society for those interested in local history. In his novel, “Legend of Lake George ‘El Lagarto’ and the Men That Made Her Great,” Jon Bowers sets the record straight on the story
of El Lagarto, the wooden boat noted for its world famous distinction as the winner of the top races in the power boat world during the 1930s. Bowers’ grandfather, Anderson “Dick” Bowers, was the mechanic who worked with boat owner George Reis over the lifetime of El Lagarto. According to Bower, he grew up listening to the stories of El Lagarto’s wins including the National Sweepstakes, the Gold Cup, the Presidential Cup and the Lake Winnipesaukee Sweepstakes. In his book, Bowers examines the stories surrounding El Lagarto and debunks any myths that have developed in the process. Organizers said the collection of photo-

WarEagles place high in Whitehall wrestling tournament

WHITEHALL | In a showdown Dec. 15 between eight wrestling teams, the HadleyLuzerne/Lake George WarEagles placed third, achieving some notable individual victories in the two-day duals meet hosted by Whitehall High School. The WarEagles were 5-2 for the day. They defeated Cohoes 60-19, and overcame Tamarac 46-39, but lost to Essex Junction Vt. 30-46, followed by a 51-33 victory over LaSalle, a 54-30 defeat of Maple Hill, plus a a 48-24 win over Whitehall-Fort Ann — but lost to Saratoga High by a score of 32-48. Undefeated over the tournament for the WarEagles were senior wrestlers Cody York and Will Mitcham. York beat a Vermont state champion wrestler in a 5-0 decision, pinned four other wrestlers and won a technical fall. Three WarEagles went 6-1 in the tournament: seniors Gary Spotswood and Logan Duers as well as sophomore Justin Hoffman. Tallying 5-2 in the duals meet were freshman Quinton Fox and junior Cameron Duers. Going 4-3 were juniors Mike Fuss and Colby Hoolihan. “I’m happy considering the competition included far larger schools,” WarEagles coach Larry Rounds said. “The guys wrestled well.”

Chester personnel changes endorsed STA FF W RITER
CHESTERTOWN | Several new faces are to be seen in the town of Chester Municipal Center as the new year arrives. Carrie Remington of Pottersville was named as the new Justice Court Clerk, to start work Dec. 31 following the retirement of Karen Griffen, who served in the position just less than 30 years. Griffen said this week her time as court clerk — handling paperwork for thousands of court cases — had been fulfilling. “I’ve had some good bosses and I’ve enjoyed my service to the community,” she said. The court clerk position is full-time and pays $15 per hour.
BOOKKEEPER TO RETIRE
Maja Scroggins of Chestertown was chosen as the town of Chester’s new bookkeeper, to replace Bruce Nolin, who is
retiring after nearly 33 years of service as the town’s bookkeeper and assistant to the town supervisor. Nolan was praised for his lengthy public service by town Supervisor Craig Leggett. “Bruce been with us a long time — he has a whole lot of institutional knowledge about the town, and he’s kept our town financially upright,” Leggett said. We wish him well and thank him for his years of service.” Scroggins is to start Jan. 1, but Nolin will be staying on about eight weeks to ensure a smooth transition. Scroggins, now a senior account clerk for Warren County Department of Public Works, had served recently as Assistant to the Warren County DPW Superintendent. Scroggins has an Accounting Degree from SUNY Adirondack. She will be serving as bookkeeper simultaneously for the towns of Chester and Johnsburg, 20 hours per week in each municipality, Leggett said. “With Maja splitting her time between two towns, it will

Bartlett currently works for the YMCA Adirondack Outreach Center in Horicon. The Board of Appeals Secretary position pays $13 per hour — a few hours per month when needed. In another action taken at the December meeting, Tom Sliva of Chestertown was named to the town of Chester Library Board of Trustees following the resignation of Al Muench. In addition, the town board members decided to delay action on their proposed property maintenance ordinance, after they discussed how the present draft of the law might be too general to be effectively enforced. The pending law was referred back to the town’s zoning and code enforcement personnel for further review and re-drafting. In other business, the town board: • listened to a presentation by representatives of the North Warren Chamber of Commerce describe the results their survey of area residents to obtain opinions and ideas on economic development; • accepted a bid of $250 for the purchase of a town-owned 2003 Ford F-250 pickup; • appropriated $1,500 in Occupancy Tax revenues — $500 more than last year — to the Tri-Lakes Business Alliance for their promotion of the seventh annual Brant Lake Winter Carnival set for Saturday Feb. 16; • agreed to accept a donation of two acres of land from the Joseph Gamble family adjacent to land in Pottersville they had donated to the town in the 1970s, now known as Gamble beach. The land being donated now is near where the Pottersville Water district has wells situated, and it secures the boundaries of the water supply, Leggett said. • decided to hold a public hearing on planned zoning code revisions at the town board’s Feb. 12 meeting. ■

State’s inaction on mortgage tax to prompt county revenue shortfall By Thom Randall STA FF W RITER
QUEENSBURY | Months ago, Warren County Clerk Pam Vogel warned county supervisors that Warren County government might lose hundreds of thousands of dollars in revenue this coming year if state legislature failed to endorse the renewal of the county’s mortgage tax law. Recently, she confirmed that Warren County will be short an estimated $320,000 due to the state lawmakers’ inaction, and far higher if the legislature doesn’t pass it in their first session of 2019. As of Dec. 1, Warren County cannot collect its portion of the mortgage tax — 0.25 percent of a loan’s value. The tax is collected when the mortgage is recorded at county clerks’ offices across the state. Vogel assured Warren County supervisors attending a Dec. 29 committee meeting that the county wasn’t at fault for the lapse in the law, which must be re-approved by the state legislature every three years. “The county submitted the proper paperwork,” she said. Treasurer Michael Swan said the mortgage
law extension legislation was attached to a rent-control bill that is still being debated. County Administrator Ryan Moore said his office had contacted state officials about the issue, and was told the bill renewing the tax could be passed as early as March 1, and the county would soon be reissuing their home-rule request again. But he added that he was unsure of the date that action might be taken. “We just don’t know — it depends on how the new (state) Senate leadership handles this,” he said. According to Vogel’s figures, each month delay is likely to cost Warren County about $90,000. County Budget Officer Frank Thomas, supervisor of Stony Creek, said the 2019 budget, approved weeks earlier, had taken into account the shortfall of $320,000 — as long as the legislature takes action this spring. “We’re okay until April 1,” he said, referring to the state budget deadline. Meanwhile, with the county’s share of the mortgage tax defunct, people taking out loans to buy houses are getting a break — $500 less in mortgage tax for a $200,000 loan, for instance. ■
