Santa visits Chestertown with Rotarians’ help

Advances in providing downtown North Creek with municipal sewer service as well as new water supply infrastructure occurred this week as the town was awarded a $3 million state grant to upgrade its water system, and the town board took a major step forward in establishing a municipal sewer system, considered vital to retain Main Street businesses and attract new enterprises. JOHNSBURG | Town of Johnsburg Supervisor Andrea Hogan was smiling as she opened the town board meeting Dec. 17. Just hours beforehand, she had been informed that Johnsburg was awarded a $3 million grant to replace or repair aging, vulnerable elements of the North Creek’s water system. CHESTERTOWN | Mrs. Claus, known to many Adirondackers 3,197 miles south of the North Pole as Carol Monroe, looked over her wire-rimmed

glasses at the crowd of children in the Chester town hall auditorium, waiting to see her sidekick — Santa. She examined how the waiting line snaked through a U-shaped venue featuring a faux stone entrance and exit, lined with dozens of large panels bearing colorful hand-painted depictions of holiday characters frolicking in country scenes. This “holiday hallway” was new to Chestertown Rotary’s annual Visit with Santa event — held this year on Dec. 14 — that annually captures the

imagination of up to 300 children in northern Warren County. “I’ve never seen anything like this — it’s an incredible wonderland for these children to walk through those arches on their way to visit Santa,” Monroe said. “It’s true artistry.” For nearly a year, local Rotarian Gary Confer painted each imaginative panel, and designed the hallway so it could be disassembled and erected efficiently. Frigid fun predicted for Lake George New Year’s Day Polar Plunge A swimmer who jumped the gun in the 2019 New Year’s Day Polar Plunge — running into the waters before the official countdown — invites the crowd to join her in the 35-degree water. Last year’s air temperature was 45 degrees, but this year’s weather conditions are likely to be much colder. But this fact is not likely to deter the hundreds of people of all ages who annually turn out for the zany, rollicking event. This year’s edition of this zany tradition is to be held Wednesday Jan. 1 at Shepard Park Beach, with groups of polar plungers charging into the lake beginning at 1 p.m. Registration starts at 10 a.m. at Duff y’s Tavern on Amherst St. in Lake George Village. WARREN COUNTY | The historic former Warren County Courthouse in Lake George, now hosting the Lake George Historical Association’s museum of local history, is to be upgraded to protect the array of artifacts it contains as well as boost its energy efficiency. The Alfred Z. Solomon Foundation in Saratoga Springs recently awarded the historical association a $15,850 grant to help bankroll a project to install devices that will monitor the museum’s indoor climate as well as retrofitting the windows of the town-owned courthouse, specifically its gallery and archive room. The windows to be installed will substantially block ultraviolet radiation, which degrades printed and photographic materials. The climate monitors are to aid in both minimizing utility expenses, as well as gathering information data on the indoor climate which will help town officials in determining appropriate measures for boosting energy efficiency. Such efforts may include adding insulation, accomplishing additional weatherization tasks, or upgrading heating and cooling systems. The town’s buildings and grounds employees will be conducting the installation of the climate monitors and windows. These employees restored the museum’s original flooring several years ago. Funded by a 2015 Solomon grant, this project received an award from Adirondack Architectural Heritage Inc..

From WATER SYSTEM GRANT » pg. 1

“The state awarded us a $3 million grant for water district repairs,” she said, crediting Bill Thomas, who served as town supervisor from 1990 through the mid-2000s. “This is fabulous — I heard just before this meeting. Many years ago, Bill Thomas put us on the list to get the gran. This is a big win for 2019.” The grant is to fund the replacement of the town’s 200,000 gallon southern water tank, which has sprung leaks, and has deteriorated beyond repair. The project also will eliminate some dead-ends which typically allow buildup of rust, minerals and contaminants in the distribution system. The work plan calls for looping the dead-end water main in the system from East Holcomb Street to Ridge Street, creating a loop in a pipe from Ridge Street to Cemetery Road, and constructing a new water main to loop from Well No. 6 on Ski Bowl Road to the town hall on Main Street. The grant-funded project also features replacement of the water main, service lines and the installation of hydrants along Peaceful Valley Road, and the replacement of the water main, laterals, service lines, valves and hydrants along Main Street from the town hall to the state Route 28 intersection. The maximum cost of the project is $5,325,000, a sum for which the town

authorized, this September, a bond to be issued. With the grant, about threefift hs of that sum will be paid off by the state’s Environmental Facilities Corp. The Dec. 17 meeting also featured the town board voting on a State Environmental Quality Review assessment, a substantial step toward establishing a municipal sewer system for North Creek. “This is a big step forward ,” Hogan said, noting that the next move by the town will be finalizing a map and plan of the sewer system and establishing a sewer district — perhaps next year. The lack of a municipal sewer system has hampered local economic growth, she said, noting that the state Department of Health won’t allow restaurants and other businesses to start up or expand — and existing ones may be shut down — without a modern sewer system. Many lots in North Creek are too small or can’t otherwise host commercial septic tanks and leach fields. “This is an important advance for our town,” she said, noting that a citizens’ committee has been working toward a municipal sewer system for about six years. Hogan said that the town is focusing on an efficient, innovative hybrid system that is a hybrid between a gravity-fed system and one that treats effluent only. The Orenco system the town board is considering treats sewage effluent in a building the size of a tractor-trailer, rather

The town’s effort to upgrade the building’s energy efficiency is in line with the their objective of reducing its municipal carbon footprint and meet its goals as a state-sanctioned Climate Smart Community. The town is now pursuing these objectives, initially by auditing and upgrading all its 14-or-so buildings. Also, the historical association is now administering a $7,500 Inventory Collections grant awarded by the Champlain Valley National Heritage Partnership, intended to help fund the historical association’s effort to inventory its archives and artifacts and create a digital database. This grant will also help pay for increasing the museum’s off-season staffing, as well as address several conservation and display priorities including appraisal of a number of rare artifacts. This grant also is to help fund a program to recruit and train museum volunteers and interns. Those interested in volunteering as a potential museum guide, or assist with inventorying artifacts or other tasks, are encouraged to contact museum curator Lisa Adamson at: ladamson27@gmail.com or historical association president Alex Parrott president at: lgha@verizon.net. ■

than requiring massive outdoor sewage lagoons and settling ponds. It also can be enlarged easily as needed, as sewage treatment needs increase, she said. Hogan added that after the initial engineering work is prepared, the town will be seeking grant funds to pay for a substantial portion of the cost. Phase one of the project is to establish the system for downtown North Creek, expanding its service area in concentric circles. Inclusion of the Johnsburg Central School is likely to be accomplished in one of the first two phases, she said. Chris Heidrich praised the steps forward on town infrastructure. “I want to thank you and the board for the progress on sewer and water projects,” Heidrich said. Another citizen noted that it was town board member Peter Olesheski’s last meeting in his term, prompting praise from citizens for his eight years of service. “You’ve been a wonderful asset on the board — You’ve pushed when pushing was needed,” Hogan said. Olesheski said he was gratified to work with the board and help make substantial progress, particularly over the past several years. “It has been really awesome working with Andrea,” he said, referring to Hogan. “Our town is in really good hands with her in charge.” ■

Dear Friends: We hope you enjoy your weekly edition of The SUN. Each week, we do our best to provide our readers with timely, accurate community news, as well as coverage of education, features on engaging community members, and the best high school sports round up. We see it as our role to highlight the good things that are happening in our rural communities, and to shine a spotlight on the many wonderful volunteers and organizations that might otherwise go unrecognized. However, as a small, independent newspaper company, we face many challenges. To help us continue to bring the community a compelling community news product, we are asking for your support. Please consider for a moment the value you receive: from the news, features, sports, commentary, fliers, and marketing materials each week in your SUN community newspaper. Is that worth 50 cents a week to you? Or $1? Perhaps more? If so, we are asking you to help support our efforts so that we can continue to provide this community service for many years to come.

A group of a half-dozen Rotary members had set up the holiday hallway the night before, while Confer’s wife Carol — assisted by Lynne Engelmann, Debra Eves, Kim Francisco, Barb Kearney, Cindy Smith, Sue Wilkes and Vanessa Hutton — spent hours decorating 14 Christmas trees on the edge of the auditorium stage, providing a festive holiday backdrop for the event.

ROTARIANS’ GENEROSITY AND SPIRIT PRAISED

Joss Smith watched her young daughter and friend, Winter and Kiley, dance together in front of one of the holiday hallway’s panels as they were being photographed. “I love this, it’s very ‘Christmasy,’ and it gets the kids in the holiday spirit,” Smith said of the new fanciful hallway. Brandy Bessette of Thurman watched her seven-year-old son Clark share a conversation with Santa, who handed the youngster a gift as he got off his lap. Last year, Santa gave Clark a Monopoly game. This year’s gift would be taken home and placed under their Christmas tree. “I think it’s just fantastic that they do this for the kids each year — at no charge,” Bessette said, noting they had arrived 45 minutes before Santa’s arrival to be first in line. “It’s very generous, and very, very nice.” Many dozens of the children appeared amazed that Santa knew their name when it was their time for a few minutes’ talk with Santa. One of the half-dozen elves, Lynn Hagmann, tipped Santa off with each child’s name before each visitation, while Ann Coberg selected an age-appropriate gift for each child from one of a half-dozen large bins, and John Nick handed out the gifts. They were aided by assistant elves Barb Kearney as well as Linda Muench, whose husband Al, bearing a long white beard and wearing a red suit was holding court, listening to children’s Christmas wishes. Simultaneously, Rotarians including David Schlansker, Larry Hodgson and Ed Greismer, recorded each visit with Santa with a photograph to be presented to the family as a memento. After these visits with Santa, the wide-eyed children — many bearing wide smiles — passed by a table full of new books, from which they selected one to take home.

Friends of Chester Library members Linda Taverni, Noelle McCrum, Kathleen Rivers and Ellen O’Brien helped the children choose their books. Taverni, chair of The Friends, noted that the group had purchased 300 books for the occasion. Nearby, Connor Williams played holiday songs on his guitar. Rotary member Jim Fregoe watched the smiling children walk past with their gifts. He noted that most all the children took their gifts home wrapped. He said that for some of these youngsters, it might be one of the only gifts they’d

receive for Christmas. “That’s why I first got involved with this,” he said. Joss Smith watched her young daughter and friend frolic as they concluded their visit. “The kids get so excited that Santa comes to Chestertown,” she said. “And we really appreciate all the things the Rotarians do — decorating, handing out gifts, putting everything together. It’s a big event and such an important thing for everyone in this community.” ■

By Dan Alexander PUBLISHER

I’ve had the opportunity to speak with a number of readers since launching our Support Community Journalism program. While the vast majority have been very gracious, we’ve had a few nasty grams along the way, too. I thought I would spend a little time this week explaining in more detail what we are trying to accomplish. One of the most common questions I’ve heard is, why not just convert back to a paid newspaper? Having been in this business for nearly forty years, I’ve seen far too many newspapers fail to adapt. Paid newspapers refuse to go free because they can’t replace the revenue lost from subscriptions so they kept raising the subscription price while cutting staff and coverage. As they do so, they are losing advertisers because the paper no longer reaches as many homes. The result is a downward spiral until they finally throw in the towel and shut down. On the other side of the spectrum, we’ve seen free papers try to convert to paid. Sadly, in nearly every effort, they failed to generate enough subscriptions to be viable. Our planned approach is to accomplish more than just survive. We see the mission ahead that is more far-reaching than just our company’s survival. In their heydays, before capital investment firms began buying up the vast majority of newspapers, the local newspaper was a staple in nearly every home. It was the critical fiber that connected the community with vital information about the schools, local government, community events, sports, tragedies, deaths, births, as well as business and retail shopping information. It was affordable, trusted, dependable, and locally owned. Today, we have many forms of communication, but not one can claim they have the same market reach as The Sun. There are too many choices, and with those choices comes fragmentation. By maintaining our saturated delivery system and reaching every home, we not only provide an important service to local advertisers but, more importantly, we provide the resource information that keeps local communities vibrant and thriving. Our hope is to obtain a voluntary subscription from 7% to 10% of the homes we send The Sun to every week. Now imagine this vast area where we currently send out 71,000 papers being reduced to less than 5,000 homes that can afford to send in a voluntary contribution? No single media vehicle could duplicate the reach of The Sun with balanced news and information coverage. Local businesses and governments would struggle to reach the population with far more splintered choices than budgets could accommodate. Building the type of printing system we’ve developed over 70 years and finding the staff to operate it would also be a challenge should someone choose to pick up where we left off. We understand not everyone is able to contribute, and not everyone appreciates what we do, but it’s clear that those who can assist, recognize the wisdom in maintaining this common local thread that knits the community and our region together. We believe we are on the right track. We hope you agree and will consider a contribution by typing request.suncommunitynews.com/ into your web browser or seeing the ad inside this newspaper. ■ — Dan Alexander is owner and publisher of The Sun Community News.

However, this case is easily disproven by two critical facts: security assistance and defensive lethal aid was provided to Ukraine, and there was no investigation into the Bidens. SCHROON LAKE CHURCH RECEIVES HELP Schroon Lake Community Church, which was destroyed by fire last January. An article drawing attention to the financial needs of the Schroon Lake church and a preview of the Oktoberfest event appeared in articles published in The Sun Community News in advance of the event. Held Sept. 6, this collaborative Germanthemed festival sponsored by the churches drew the largest crowd in its history, raising four times the amount expected, according to event organizers. Soon after the Oktoberfest, both church congregations together added $3,000 or so to the proceeds gleaned from the event, attaining the $9,000 total. Months ago, Schroon Lake Community Church Pastor Lynette Cole said she deeply appreciated the outpouring of support from local people and area communities. Also, town of North Hudson Supervisor Stephanie Dezalia offered her thoughts about the two congregations collaborating on the donation to Schroon Lake Community

Public comments on old rail corridor Snowmobilers want more of Remsen-Lake Placid line to be sled friendly By Tim Rowland STAFF WRITER

TUPPER LAKE | A state plan to facilitate one of the longest scenic railroads in the East has drawn criticism from snowmobilers who believe more of the old rail corridor should be converted into a recreational trail. The 119-mile Remsen to Lake Placid line was part of the New York Central, but freight service ceased in 1972. The state bought the rail corridor two years later and has more or less been trying to figure out how to put it to good use ever since. It recently released a management plan that would pull up

the track between Lake Placid and Tupper Lake, to be used by bicyclists, hikers, skiers, snowshoers and snowmobilers. It’s envisioned that the $44 million project would be paid for by both public and private money. West of Tupper Lake, the rails would be refurbished and opened to tourist trains. In winter, the route would be open to snowmobiles, but riders say that the rails can be dangerous, particularly when there isn’t much snow. “You’re missing the boat by not taking the tracks out (from Tupper Lake) to Big Moose at least,” said Jim McCulley, president of the Lake Placid Snowmobile Club. As it is, the plan is a compromise designed to offer something for both railroad enthusiasts and recreational users. A proposal to run the rails and a recreational trail side by side proved unworkable, because in some areas the line runs through wetlands, and the roadbed is not wide enough for both. Tupper Lake Mayor Paul A. Maroun said the plan is “a wellrounded compromise” and that it has the potential to attract Adirondack recreation-seekers who otherwise might end up in crowded Keene Valley. “We’re going to be able to take some of that (traffic) off their hands,” he said.

The plan makes Tupper Lake something of a tourist hub, as the terminus for the rail trail heading east and the railroad heading west. Tupper officials hope that will bring them a greater share of the tourist trade that has bucked up other Adirondack villages. Railroad refurbishment will begin next year, but the rail trail won’t be completed for another three years, which was a concern of bicycle advocates, who suggested the rail trail be built first, the railroad second. Railroad buffs still want the whole corridor used for a scenic railroad, but they were outnumbered at the public meetings by bicyclists and snowmobilers. Snowmobile advocate Chris Wright said that snowmobilers will come in greater numbers than railroad passengers. Old Forge is a southern snowmobile destination, and each year thousands of sleds ply its trails. “Can you imagine that many people coming through” Tupper Lake?” Wright said. Written comments on the plan will be accepted until Jan. 8, and may be sent to John Schmid at NYS DEC; 626 Broadway, Fifth Floor; Albany, New York 12233-4254 or emailed to AdirondackPark@dec.ny.gov. ■

In a matchup of four state titles and eight final four appearances, it was Lake George who used a 19-9 fourth quarter to score a 54-46 win over Moriah in a classic regional final between two of the top boys basketball programs of the past decade in the state. “This game was a dog fight.
