The new year’s baby Family celebrates first birth of 2020, new decade, at CVPH By Brian Happel STAFF WRITER
PLATTSBURGH | The new year brings many firsts. For one Plattsburgh family, that means a new life and a new journey to embark on. Eli Aaron Gay entered the world at 12:36 a.m. on Jan. 1, 2020. Not only was he the first baby of the year born at The University of Vermont Health Network-Champlain Valley Physicians Hospital, but Gay’s birth also happened to be the first of the decade. “A lot of people kept saying, ‘He’s waiting for the new year,’ and I thought he was going to be stubborn until the second (of January),” new mother Monique Gay of Plattsburgh said. “But, he came, and now we just want to get out and go home and start the new year.”
Gay called her son’s arrival unexpected, because his due date was Dec. 30 and she was scheduled for induction on Jan. 2. But, new grandmother Melissa Flora was convinced her grandson would be a New Year’s baby. “I think it’s amazing. I’ve been saying it for a few days that he was coming out for New Year’s Day,” Flora admitted. “I wasn’t even thinking about the decade, though. That didn’t even cross my mind until somebody said that after he was born.” That’s something that registered nurse Mindy Lapier said is pretty common, “After they deliver and they find out the time, usually a nurse will tell them, and then they’re usually totally shocked. It’s the furthest thing from their mind.” Eli Aaron Gay, who was catching up on his sleep during this visit, was born at 8 pounds and 13 ounces, measuring 21 inches long. He has an older sister, Lexi, who is 7-years-old and says she can’t wait to snuggle with him but does not want to change his diapers. 15-year-old Jeremiah completes the family.

Starting 2020 off on the right foot State offers First Day Hikes across the region By Brian Happel STAFF WRITER
PLATTSBURGH | Families and friends kicked off the new year of 2020 by connecting with mother nature during a free hike at Point Au Roche State Park. This was one of more than 75 hikes taking place at state parks, historic sites, wildlife areas, trails and public lands across New York on New Year’s Day.
The weather was cooperative. Light snow fell as the ice and snow already on the ground crunched with every step. Many families took advantage of the opportunity to get outdoors and do something together. “We’re trying to introduce our children to hiking,” Blake Andrew of Champlain, New York, explained. “We had a connection here that mentioned that there would be a first-day hike, first day of the new year, and both kids are excited to come and explore nature and find some wildlife and maybe even enjoy some cider after.” One of Andrew’s two daughters, Joyce, shared her excitement for the day, “I can’t wait to get to the end of the trail and see what’s there, and I can’t wait to collect some nature.” See FIRST DAY HIKES » pg. 3

New year, new Plattsburgh DRI, other projects take priority in new decade By Sarah Elizabeth Morris STAFF WRITER
PLATTSBURGH | A new decade has arrived, and it is a big one for the city of Plattsburgh. The first common council meeting of the year was held last Thursday, Jan. 2, and included two new councilors - Ward 1 Councilor Ira Barbell in place of Rachelle Armstrong and Ward 4 Councilor Paul DeDominicas, who took over for Peter Ensel. City of Plattsburgh Mayor Colin Read started off the meeting with a comment on the upcoming new year. “I’m very excited for the new council, the new year, the new decade and I think there’s going to be a lot of really new, interesting things happening with the City of Plattsburgh,” Read said. “I really sense we’ll have a very proactive and engaged council.” One of the biggest projects to take place this decade that’s captured attention is the ground breaking of the Prime Companies, LLC, multiuse apartment building along Durkee Street in downtown Plattsburgh. The project is part of the Downtown Revitalization Initiative (DRI), a state grant of $10 million given to the city. The building will be four stories and an underground garage for residential parking. An artist’s rendition of the Prime building can be found at the city website.

West Chazy Community Church expands By Windsor Burkland STAFF WRITER
WEST CHAZY | West Chazy Community Church plans to further extend its reach into the community by expanding the church facilities into a building across the street. The Gathering Place at 44 Academy St. will be a place for church activities and events, while also offering the area to the community. The church purchased the former elementary school building in February and has started renovating. The property includes the old school building, sports field and parking lot. “We can always use the extra space,”
Rev. Marty Martin said. Martin said the building is already functioning as another location for church events like meals, craft fairs, garage sales to raise funds for mission trips and the annual clothing pantry, where clothes are given to the community. The Plattsburgh Farmers Market recently used the space for its Holiday Shopping Extravaganza on Dec. 7, which featured different vendors and a photo opportunity with Santa. The former school was previously used as a metal shop, so most of the classrooms were removed, according to Martin, which gives the space an “open warehouse feel to it.” See CHURCH » pg. 4

Board reviews impact statement The request for the PUD first went through the City Council and then Zoning Board. “The Project site is located in the commercial ‘C’ zoning district and also within an existing PUD,” the application said. “In the city of Plattsburgh, PUD applications are first approved by the Zoning Board of Appeals (ZBA) as a special use permit and then by the planning board.” One of the concerns the board expressed was about the building itself. The multiuse apartment building will be the tallest on Durkee Street, with four stories above ground and an underground parking garage. Another problem reflecting residents of the community was the architectural design of the outside, which was meant to reflect the designs of other buildings in the area. “Why did you happen to pick those three buildings to echo when there are so many more interesting buildings in the general facility of downtown?” Board member Maurica Gilbert said.“I do not like the white sections of this building. It’s a jarring, different style … we’re going to be looking at this building for 50 years.” Other projects for the DRI are being planned close by. One of these include a public arts park in walking distance from the Prime building. The park was intended to be included in these projects since the beginning, however, it is still in its early process of designing. The park, as well as parts of the Saranac River Trail are included in the PUD

PLATTSBURGH | The city of Plattsburgh submitted its PUD request to the planning board to be reviewed. This request covers the separation of lots on Durkee Street to build Prime Companies’ multiuse building over half the lot. This comes following the approval of the DRI’s Generic Environmental Impact Statement (GEIS) for the projects around the city. The letter to the planning board reads that the project will “include a mixed-use building with 115 residential units, 10,000 square feet of commercial space on the ground floor, 286 off-street parking spaces, open space, pedestrian access to the Saranac River waterfront, re-development of the existing farmers market structure with an additional 5,800 square feet of commercial/civic space.” The application also included two separate Special Use Permits (SUP) to request that the multi-use building by Prime can build apartments on the first floor, and to amend “the geographical boundaries” that was included in the PUD.

Originally, construction was set to begin in spring, but was pushed back due to some legal concerns brought on by a group of Plattsburgh residents. The building is to include retail, offices and one, two and three room apartments starting around $1,000 a month. Photo by Brian Happel While the time out on the trail marked a new beginning and even a new commitment to living a healthier lifestyle, it also may have started a new friendship. One-year-old Noah Smith and two-year-old Leta Andrew were spotted walking together holding hands. They had not met before the hike. Whether Smith and Andrew become friends or not, the hope is that events like this will kick start a life-long friendship with nature. “That’s the best, to see young children get a start and have it become part of their natural life as they move through,” Nancy Estus with Friends of Point Au Roche State Park said.

Village of Champlain prepares for 2020 New decade welcomes changes By Sarah Elizabeth Morris STAFF WRITER
CHAMPLAIN | The village of
Champlain kicked off the new decade with its annual First Day Walk on Jan. 1. The village is planning a number of projects this upcoming year. One of the biggest projects, according to Mayor Janet Mcfetridge, is infrastructure throughout the village. Mcfetridge said that the infrastructure will include “paving of some streets, repair or replacement of some sidewalks, replacement of
streetlights with LED lives, continued work towards improvement of the waterline mains and the wastewater treatment plan.” Champlain is also looking to expand a number of community events, some of which includes concerts, classes and recreational opportunities. The village is also looking to create a kayak launch, community garden and further
expand its farmers market. “The village of Champlain will work on these projects which will benefit all residents by making our streets and sidewalks safer, by reducing electrical costs for the village, by offering opportunities to gather and create a sense of belonging, and by creating new jobs and the ability to shop locally,” Mcfetridge said.
The village’s 2019-20 budget is also coming to an end in spring, and the administration will have to approve a new one for 2020-21. The Prime building will force the Farmers and Craft Market to move to a new location, which was determined by the council to be the old MLD building on Green Street. According to the council, a harborside reconstruction project will take place to revitalize the new area, which includes odor abatement and revitalization of the sewage treatment plant. “We received grant funding for a harborside masterplan for that whole area … such as improvements of the plant, the relocation of the farmer’s market, the brownfield site, how that ties into the marina,” DRI Project Coordinator Ethan Vinson said. “We just received funding, so that will be hopefully sometime this summer.” Along with reconstructing the Durkee Lot and moving of the farmer’s market, parking will be made up with other spots across the city. This is also part of the DRI, and has already started with the Government Building parking lot along Court Street. “The revised structure of the building

Martin said the space will host meals and youth services, with possibly for worship services in the future. “All that has to go along as we raise the funds for it,” Martin said. “Just a little bit at time as we get there.” Martin said the next fundraising event for the Gathering Place will be the craft fair in the spring, but donations are welcome at any time. We at New York State Association of Counties (NYSAC) appreciate the Governor’s leadership in addressing this serious public health threat, particularly the inclusion of menthol flavoring in his proposed ban. The tobacco industry has traditionally marketed menthol products in communities of color and to women, and we believe it is important to include all flavorings in any ban. We commend Governor Cuomo for proposing to ban flavored nicotine vaping products and vaping ads aimed at young people. This proposal will help prevent tobacco companies from using flavored e-liquid to lure young people into becoming regular users of tobacco products. Counties are proud to partner with New York State in its efforts to end the growing epidemic of youth vaping. ■

Just when you think it can’t get any worse. Wouldn’t you know we find a way to do just that? Of course, I’m referring to the state of aff airs of those who govern the country in Washington, D.C. The media is abuzz with opinions of the drone attack on Iranian Maj. Gen. Qassem Soleimani that killed this known terrorist and several others last Friday. For as long as there have been political parties and political opposition, there has been ongoing friction in the halls of Washington. Sadly, that is the messy thing about our republic, everyone gets a voice, and in today’s high tech world, there are far too many ways to air those voices. Unfortunately, some just don’t know when to stay quiet and let actions speak louder than words. The news media loves friction and chaos, so at a time when cooler heads need to prevail, we hear far too much about World War III. Saber rattling is one thing but the contentious nature of our current discourse within the nation may be sending the wrong message to those who we truly oppose in the Middle East. It not that the opposition to the current administration is necessarily wrong, but at a time when the nation needs to speak in a unified voice and our collective interest should forge a united front we find ourselves feeding the embers of war when the better approach on all fronts should be stone-cold silence. We can’t undo what has been done and by most accounts, everyone seems to agree these were bad people with significant blood on their hands and needed to be stopped. With the upcoming election, there will be plenty of time for debate over how this could have been played out differently, but for the currently war-talk climate, the appropriate comment should be, “no comment.” This includes reinforcing statements and threats from the White House. As a nation, collectively, we’ve been reserved in taking stronger action up to this point. We sent out the warning; it was not heeded. Thus allowing our action to speak volumes. National security must take precedence over short-term political or media posturing. The problem is, if we keep this internal divisiveness going, both sides will lead this nation to its destruction as we show our true enemies we would rather act like children then serious adults. Once the immediate crisis has passed, there will be plenty of time for Monday morning quarterbacking and criticism by all sides. ■

Jody Lisa Leavens 1962 - 2019
PLATTSBURGH | Jody Lisa Leavens, of Plattsburgh, N.Y., passed away unexpectedly on December 24, 2019, at 56 years young. Jody was born in Newport, Vt., on December 26, 1962. Daughter of William “Bill” Leavens and Barbara Leavens Joachim. She was the youngest of four siblings: Gary, Jeff and Cindy. Jody was educated at Sacred Heart School in Newport, Vt., through her high school years, and she continued her education at Trinity College of Burlington, Vt. Jody had a long-time goal to go back to school and continue her education, as she did. She obtained her BA in psychology and not long after, completed her master’s degree in education prior to her 50th birthday. Jody was a wonderfully dedicated and loving mother. She treasured her children: Joseph Deslauriers, Rachel Tart and Martin Deslauriers, and embraced every moment with them. She instilled beauty, determination and a zest for life in them that will forever live on. She especially enjoyed her role as Grammie: “Granny Jo” to her three grandchildren: Piper and Isaiah Deslauriers and Mason Tart. Jody
was typically found running around the house, playing tag or hide-and-seek, making her grandchildren laugh. She lived for her grandchildren and loved being a Grammie. Jody loved to have family over to entertain. Having everyone she loved in one house was something she looked forward to. She would be found in the kitchen making elaborate dinners, having turkey-cooking contests with her long-term companion and fiance, Richard Rothstein, and of course, she always won. Being outside was one of Jody’s favorite pastimes. She enjoyed hiking, kayaking, boating, snowshoeing and taking her grand dogs on walks or to the lake. Jody had a love for adventure and traveling. Jody was a member of the Upper Jay Art Center, which was a passion of hers. She had participated in numerous plays, most recently being “Small Mouth Sounds” in July 2019. Jody had been acting since she was young and was extremely talented. This influenced her family’s love of the arts, especially her youngest son, Marty. Jody had a longstanding career in advertising, where she created relationships with everyone she met. She had a contagious sense of humor and a heart filled with compassion. She is survived by her son Joseph Deslauriers and his wife, Lori, of Peru, N.Y.; her daughter Rachel Tart and her husband, Scott, of Plattsburgh, N.Y.; and her son Marty Deslauriers of Plattsburgh, N.Y.; long-term companion and fiance, Richard Rothstein of Plattsburgh, N.Y.; and by grandchildren Piper and Isaiah Deslauriers, Mason Tart, TJ Burl and Kobe Parrow. She is also survived by her mother, Barbara Joachim of Essex Junction, Vt.; Gary Leavens and his wife, Margaret, of Derby, Vt.; Jeff Leavens and his wife, Kathy, of Milroy, Ind.; Cindy Dickerson and her husband, Michael, of Milton, Vt.; and several nieces and nephews. She was predeceased by her father, William “Bill” Leavens, of Derby, Vt.; and David Joachim of Essex Junction, Vt. Calling hours were held Friday, January 3, 2020, from 4 to 7 p.m. at the Hamilton Funeral Home, 294 Mannix Road, Peru. Man charged after shotgun fired
SCHUYLER FALLS | A local man is facing charges after police say he fired a shotgun inside a residence here. Plattsburgh-based State Police and Clinton County Sheriff’s deputies were called to a residence Jan. 5 at about 3 p.m. after Austin M. Taylor, 21, allegedly fired a bullet through a living room ceiling. While investigating the alleged incident, authorities also discovered the shotgun used reportedly had its serial number scratched off. Taylor was arrested on charges of first-degree reckless endangerment and third-degree criminal possession of a weapon and will appear in Schuyler Falls Court later this month to face the allegations. ■

Winter sports fun heats up Town of Plattsburgh offers variety of affordable activities By Brian Happel STAFF WRITER
PLATTSBURGH | It is a place where you are as likely to see your breath indoors as you are outdoors. But, on a cold and cloudy day in the middle of the North Country winter, that did not stop some families from hitting the ice at Ameri-Can North Sports Center. were among those taking advantage of an hour-long free skate. “The kids are in hockey, so they wanted to come out and skate and get some extra free time.” “I think it’s important to have a place for our kids to go, especially in the winter, when there’s not much to do outside,” Jamil McCray of Plattsburgh added. “To learn new things and to have the support of your community is important.” The town of Plattsburgh Parks and Recreation Department sponsored two days of free ice skating earlier this month. Another event co-sponsored by the town of Schuyler Falls is planned at the
arena for Feb. 19 and 20. That is just part of a jam-packed winter of family activities planned by the town of Plattsburgh, all aimed at getting people out of the house and being part of the community. “We live in a beautiful area. It’s gorgeous,” Town Parks and Recreation Director Melanie Defayette said. “You don’t have to go out for a long time, either. You can go out for an hour. Just get out and get that fresh air and it just kind of gives you a boost.” She pointed out there is adult cross country skiing and snowshoeing taking place every Thursday at 1 p.m. at various locations across

Visconti signs with Georgia Southern Rifle team CHAMPLAIN | Amy Visconti, a senior at NCCS, has signed her National Letter of Intent to join the Georgia Southern NCAA Div 1 Rifle Team. Visconti will receive an athletic scholarship as part of her offer. Georgia Southern is in the Southern Conference and is a all girls team. She is currently a member of the Plattsburgh Rod & Gun Club’s Rough Riders Rifle Team. Last year, Visconti was the top junior shooter in the Eastern Conference of the National Rifle League and was a league first team All-Star. She helped lead the Rough Riders to a third place finish in the Nation and another Conference Championship.

She began her shooting career as a member of the Jr Rough Riders and was coached by a her father, Peter Visconti, who shot for St. Johns University and is currently the coach of the Plattsburgh State Marksmanship Club Team. Her brother Andrew is a senior and shoots for Wofford College also on an athletic scholarship. Her sister Holly is a member of the Junior Rough Riders. PLATTSBURGH | A pair of Section VII standout volleyball players have been named 2019-20 all state student-athletes. The New York State Volleyball Coaches all state teams include Peru hitter Marie Higgins as a member of the Class B fift h team, while Saranac Lake Libero Sydney Andronica was named to the fift h team in Class C.

Higgins, the MVP for the Champlain Valley Athletic
Conference this season, had 268 kills this season, most in the league, and hit at 49.8 percent. For her career, Higgins had 671 kills in 208 sets played, and also contributed on the defensive end with 651 digs. At the service line, she had 123 career aces.
SYDNEY ANDRONICA
Andronica has been a key defensive player in two of the Red Storm’s run for three straight Class C sectional titles, this year keeping the ball in the air at a tune of 574 digs. Over the past two season’s, Andronica has had 1,008 digs along with 69 aces from the service line. ■
