PLATTSBURGH | A Montreal-based green energy company is putting down roots in Plattsburgh. The Clinton County Legislature last week authorized a five-year lease agreement with Novacab, a Canadian company that deals in hybrid energy storage technology. The company’s lease term begins May 1. “Th is is an important milestone in the deployment of our innovative technologies in New York state and abroad,” Novacab Founder Stephane Bilodeau said in a statement. “This achievement is the result of a huge endeavor done by our team with the help of many collaborators.”

parking lot into a mixed-use apartment building with commercial storefronts. The project is one of 10 funded as part of Plattsburgh’s $10 million statefunded Downtown Revitalization Initiative (DRI). Prime Companies, doing business locally as Prime Plattsburgh LLC, will receive roughly $4.3 million of that $10 million as an incentive to develop the property. The Cohoes developer is set to invest approximately $22 million in private funding into the site, according to Community Development Director Matthew Miller. Prime was the lone company to respond to a request for proposals released by the city last year to develop the Durkee Street lot.
As part of that request for proposals, the company is set to purchase the Durkee Street lot for $1. A representative for Prime Companies has said that the developer will be seeking a PILOT (payment in lieu of taxes) agreement with the city. The timeline for the Prime Companies development is still being fleshed out, Miller said. “We’re still working out the schedule,” he told reporters last week. “It’s an evolving schedule.” When construction starts, the project is slated to be complete within two years, according to Miller. » Durkee Street Cont. on pg. 7

PERU | The Peru varsity baseball team will rely on seven returning seniors to help them make a push for the Class B title in 2019. “This year’s Peru Indians baseball team returns a lot of experience from last year’s team,” coach Brian Marino said. “Included in those seven seniors are four pitchers. We have several players that we look to be key in our success, including CVAC and Division I all-stars Ryley O’Connell (pitcher), Carson Cunningham (third base) and Noah Lederman (outfield).”
Marino said depth could be key in a very tough Class B. “It will be a fight to the end with teams like PHS, Beekmantown, Saranac and NCCS, but we expect to be in the thick of the fight,” he said. State police investigate death of Rouses Point woman ROUSES POINT | A Rouses Point woman was found dead on Stony Point Road last week. The body of Ruth D. Danielson-O’Hearn, 56, was discovered not far from the road on the frozen surface of Lake Champlain last Tuesday, police say. No foul play is suspected. An autopsy performed by Dr.
Cara Soper at CVPH last week determined that she died of hypothermia after a fall that resulted in a head injury. Clinton County Coroner David Donah ruled the death accidental. State police say that the woman was known to frequently take walks in the area where she was found. The body of Danielson-O’Hearn was located by a pass-

The Town of Peru is in danger of being fined by the state because they contract with Elmore SPCA for boarding services. According to Peru Dog Control Officer Dave Drollette, Elmore doesn’t have the infrastructure in place to adequately quarantine dangerous dogs.

Man arrested for alleged in-home meth lab

PLATTSBURGH | A Plattsburgh man called police Sunday morning to report an intruder, only to be taken into custody shortly after officers arrived for allegedly running a meth lab out of his home. Cory Favreau, 37, was arrested and charged with one count of third-degree unlawful manufacture of methamphetamine, a class
D felony, and one count of endangering the welfare of a child, a class A misdemeanor. Plattsburgh City Police say that Favreau called the department March 31 to report an apparent trespassing in his home at 79 Champlain St. He told officers when they arrived around 6:10 a.m. that he’d heard something in the attic, prompting him to believe someone had broke in. Police searched his home and found no sign of an intruder. But they did find something else: chemicals and vessels consistent with the illicit manufacture of methamphetamine, Capt. Brad Kiroy told The Sun. Favreau, another adult and one child who were living in the home were immediately evacuated from the residence. The Plattsburgh City Police Narcotics Enforcement Unit and the New York State Police Contaminated Crime Scene Emergency Response Team were dispatched to the scene to further investigate. The two units executed a search warrant Sunday, and several additional “articles of evidence” beyond the initial findings were recovered, according to Kiroy. Favreau was taken into custody and arraigned in Plattsburgh City Court Monday morning. He was remanded to the Clinton County Jail with no bail. “This is an example of public vigilance that can really help our city police fight the scourge of dangerous illicit drugs in our community,” Mayor Colin Read said in a statement. “I very much appreciate all the work of our citizen and officers in keeping methamphetamine off our streets.” ■

The story behind the story: Part II
Last week’s column on the status of the newspaper industry was devoted to the change in ownership from local to that of By Dan Alexander outside investment firms. • PUBLISHER • This week, I’ll address the issue of online replacing the hometown newspaper. Advances in technology have led some to believe that newspapers have met their match, and with more than 1,400 U.S. newspapers having closed in the past 15 years, it is both a reasonable assumption and at the same time a false conclusion. While the internet opened many exciting opportunities for learning and communication, studies generally suggest that year after year, less than 60 percent of the web traffic is human, while the majority of the information is made up by artificial intelligent bots, now in the age of AI. Bots are created by smart programmers to do things like fool advertisers into thinking that an impression of their ad was served on a legitimate premium website, when in fact the bots were set up to imitate human behavior. As bots have grown in sophistication, the fear among many is the event called the “Inversion.” What once seemed definitive and unquestionable has now become highly suspect now that bots and hucksters have discovered easy ways to manipulate your internet experience. What’s been lost on the internet as a result of this fraudulent activity is both trust and truth. Years of believable metric-driven growth has been replaced with lucrative manipulation systems and unregulated platform marketplaces creating an environment where it is more likely to be disingenuous, cynical, misrepresented and distorted. The most recent example of fraud was an Arizona woman who fosters seven children and would force them to create monetized YouTube videos. The children told police they were severely punished with pepper-spray if they forgot their lines or didn’t follow direction. The children had also been kept out of school for years all the while generating sizable profits for their foster-mother. Community newspapers have been a trusted source of local news for centuries and continue to be seen in that light despite the growth of online activity. The single most significant difference between the information on the internet and the information in your locally owned newspaper is familiarity. The local paper is your hometown neighbor, and it is isolated to one region. When a local publication informs you about news, it’s easy to verify, and should it become untrustworthy, the paper’s reputation and revenue will quickly erode. The simple truth is, it’s the trustworthiness of the source of information that makes the local newspaper a valuable communication tool be it online or in print. ■

Last year, Lake Placid’s Kiwanis Club folded after more than 90 years of service due to dwinBy Martha Pritchard Spear dling membership. Traditions such as the Teddy Bear Picnic, the elementary school dictionary project and Greenwood Valentine’s party were taken over by the Rotary Club of Lake Placid. Other former Kiwanis projects such as sponsorship of Boy Scouts Troop 8010 in Lake Placid were taken over by Lions. But Kiwanis’s thousands of dollars in cash donations to nonprofits, scholarships and awards for local students have been discontinued. Now we have learned that the Rotary Club of AuSable Valley may close at the end of this fiscal year for the same reason: fewer people wanting to make the commitment to become active members. The impact on the local population is going to be major, from the loss of tens of thousands of scholarship dollars for AuSable Valley and Keene Central students, to the maintenance of the pavilion at Douglas Memorial Park near the covered bridge in Jay. Club President Stephanie Battisti said, “I don’t want it to end. But we need more people who are really interested in doing things for the community.” The Rotary Club of AuSable Valley was founded in 1932. At its largest,
there were 35 members; now there are seven. The club’s service area encompasses Wilmington to Port Kent. Peter Prescott of Keeseville joined the club about 40 years ago. I asked Peter how it feels to know that this club that has had such a big impact on the community and been such a big part of his life for so long, is ending. He said, “I’ve watched it coming over the years. People are more money-conscious and have different priorities.” Here is a sampling of the Rotary Club of AuSable Valley’s projects: • They built and maintain the pavilion at the Jay covered bridge near the tennis courts. • The club has raised tens of thousands of dollars from the community for scholarships for graduates of AuSable Valley and Keene Central schools, as much as $12,000 annually. • They do a twice-yearly highway cleanup on Route 9N from the Jay reststop 2.3 miles toward AuSable Forks. • They sponsor the education of an 8-year-old boy in third grade in Mexico. • The Rotary Club of AuSable Valley has a strong foreign exchange program. • They helped develop the kids trail system that was dedicated to a little boy that was killed, Henry’s Trail, which is behind the Tops in AuSable Forks where the baseball and soccer fields are. If they continue past June 30, the

Rotary Club of AuSable Valley would like to help renovate the pavilion in AuSable Forks across the river by the ball fields. The bathrooms need to be repaired, the kitchen is in rough shape and the building has been condemned because of water and ice damage. Battisti says, “With Rotary International behind us, there are many grants available that will bring money into the community and do some good.” The Rotary Club of AuSable Valley meets twice a month on the second Wednesdays at 7 p.m. and fourth Wednesdays at 6 p.m. for a potluck dinner. Members pay $5 per meeting in addition to annual dues that are $120. “We hope that some employers out there will remember the tradition of sponsoring their best employees to be Rotarians. The Garden in Keene Valley to be closed for the season
Popular trailhead to be closed for much of hiking season
it’s the trailhead of choice for accessing the Adirondacks Great Range. A detour will allow people with homes above the bridge, along with the shuttle, to bypass the bridge, but the public will be prohibited from taking it. In a release, Keene officials said, “The town is working closely with the DEC and Adirondack Mountain Club to help inform hikers and provide them with access in spite of the temporary closure. The town recognizes that this is a major disruption during the nicest hiking weather, but the bridge replacement is critical. The current bridge is in such poor shape that the town can’t run plow trucks over it safely.” The town asked for cooperation: “Please respect the closure and don’t park or walk on private property to gain hiking access,” officials said in the release. “Illegally parked cars will be towed. Town employees and DEC rangers will monitor the lot during the week.” According to the Adirondack Almanac, The Garden is so named because of an actual vegetable garden that served as a landmark to hikers many years ago. The parking lot is not particularly large, and it is routinely jam-packed to the point that, as Yogi Berra said, it’s so crowded that no one goes

KEENE VALLEY | A popular High Peaks trailhead known as The Garden will be closed this spring and summer while the Town of Keene replaces a failing bridge over Johns Brook. In announcing the closure, the town said it will add to shuttle bus runs that take hikers from Marcy Field on Route 73 west of the town to The Garden trailhead. Under the plan, the shuttles would run seven days a week from 7 a.m. to 7 p.m., although the town acknowledged it may have trouble finding drivers to run the routes. The shuttle fee is $10 U.S., or $13 Canadian. On social media, several hikers, while acknowledging the need for the project, noted that the typical hikes emanating from The Garden are long, and require earlier starts, particularly in the summer heat. Annually, they dedicate one week in April to be the National Crime Victims’ Rights Week, April 7-13 this year. With an overall theme of “Honoring our Past. Creating Hope for the Future.” the goal is to bring issues relating to victims rights to the forefront and educate the public on their resources. Although domestic violence may not seem to be prevalent in this area, in 2018, there were over 1,794 domestic incident reports made to law enforcement agencies within Clinton, Essex and Franklin counties. Arrest made for alleged order of protection violation
MOOERS | Clinton County Sheriff’s Deputies arrested a Mooers man for allegedly violating an order of protection. Rick L. Duffina, 48, was arrested March 28 after police received a complaint of Duffina allegedly violating conditions of an order of protection. Duffina was processed and arraigned on the charges of two counts of criminal contempt in the first degree, an E felony due to a prior conviction, in the Town of Mooers Court. Duffina was remanded to the Clinton County Correctional Facility in lieu of $5,000 cash bail/$10,000 secured bond. Duffina is scheduled to reappear in the Town of Mooers Court on a later date. ■

by Clinton County Sheriff’s Deputies for allegedly driving a vehicle while impaired by drugs. Blake C. Johnson, 19, was arrested March 30 following a vehicle and traffic stop in the Town of Plattsburgh. Johnson was allegedly observed failing to signal by deputies, and upon further roadside investigation, it was determined that Johnson was operating the vehicle in an intoxicated state. A drug recognition expert with the New York State Police assisted. Johnson was transported and processed at the Clinton County Sheriff ’s Office. He was charged with operating a motor vehicle impaired by drugs first offense, a misdemeanor; unlawful possession of marijuana, a violation; illegal signal less than 100 feet, a violation; and uninspected motor vehicle, a violation. PAST CASE REMEMBERED
In Peru, this dilemma of what to do with dangerous dogs hits home. It was less than two years ago that a woman here was viciously mauled by a neighbor’s bulldog when she walked
outside to check the mail. In the aftermath of the attack, the woman, then-81-year-old Loretta Timmons, underwent five hours of surgery to her face. The bulldog was euthanized within a few days — but only because the owner consented, according to Drollette. That’s not always the case, he said. Normally, when a dog control officer responds to a call of a dog attack or dog bite, there’s a lengthy legal process that ensues. The officer may need to get a seizure order from a judge. And dogs can sometimes be housed in shelters for days, or weeks, awaiting a court decision deciding their fate. Peru Town Attorney Matthew Favro told the town board last week about a case he’d been involved with in the City of Plattsburgh where a dog waited in a shelter for 30 days. Dangerous-dog cases are relatively rare in Clinton County, but town officials worried about costs potentially stacking up over time. “I’d much rather know we’ve paid our $1,050 (per year) and, ‘Have a nice day,’” Langley said. The towns of Dannemora, Plattsburgh and Schuyler Falls, which had also contracted with Elmore for dog boarding services, were recently in danger of being fined, too. Plattsburgh Town Supervisor Michael Cashman said that many towns in the county were looking for an opportunity to somehow share services to reduce costs.

BASEBALL Chiefs seek return to B finals SARANAC | Chiefs varsity baseball coach Frank Trudeau believes any of the Class B teams have a chance to win the sectional title in 2019. He would like it to be them. “The team has been working hard preparing for the season,” Trudeau said. “Replacing CVAC MVP Zack Marlow both on the mound and at the plate is an obvious concern, but the boys have stepped up and we’re optimistic with what we’ve seen so far.” The Chiefs return Division I all-star Jared Duquette, while the pitching staff will include Griffin Parks, James Conway, Jacob Schiraldi and Zack Rainville — who return with experience — along with Connor Burns, Jack Mather and freshman Brady Doorey. “We feel pitching depth could be a team strength for us,” Trudeau said. “Our goal is to get back to the sectional championship title game. Seniors key for Chazy hopes
CHAZY | The Eagles varsity baseball team will have a roster rich with senior leadership as it enters the spring season. “We have a group of seniors who have many years of varsity experience, along with other returning players who made great contributions to our successful 2018 season,” coach Brian Norcross said. “We went 9-4 last year with some quality victories against Crown
Point and NAC. We lost a tough game in sectionals to Crown Point last year.” The squad returns senior and 2018 MVAC MVP Ben Norcross, along with all-star seniors McClain Dudyak and Bruce Juneau to go with sophomore Riley Hansen. “Our lineup will be very deep this year,” Norcross said. “Our pitching will also be a strong point this season. Ben will be relied upon for quality innings on the mound. We will also look to Riley and Kagan

PLATTSBURGH | The Seton Catholic varsity track and field program will seek to score points with a limited number of athletes this season. “Small numbers make filling all the events difficult but the Knights have a number of key athletes to help score points,” coach Kathy Champagne said. “Senior Pascale Allen will help lead the Knights with her versatility (hurdles, long jump, sprints and mid-distance), with Lea, Sofia and Savannah DeJordy leading the mid distance and distance runners, and Kennedy Spriggs helping out in the throws.

Knights take to track
Saranac track hopes to start second decade of dominance won 67 straight dual meets along with 10 straight league and Section VII titles. This season, bolstered by a strong core of state place finishers and returning athletes, the Chiefs look to continue their run. “I believe our team is pretty well balanced this season,” coach Chris Verkey said. “We bring back two of the top five hurdlers in the state from last season (Cameron Duffield, Luke Maye) and a strong relay team. We graduated some great athletes that are not replaceable but we are hoping that some younger athletes step up to fill the voids.” Duffield placed third at the NYSPHSAA meet in both the 110 and 400 hurdles, while Maye placed fi fth in the 400 hurdles. The Chiefs’ 4-by-400 team also placed third at states, breaking the school and sectional record. Verkey said there is a wealth of experience returning to the team this season. “Some of our key returns in the sprints are Brexton Montville, Shayne O’Neill, Garrett Adolfo and Anthony Bernardi,” he said. “In the throws we return Connor Kiroy and Nick Bunker. On the distance side, Joe Webster, Sam Carter, Dylan Borner and Alex Christman return.” With this, Verkey expects to be in the hunt

Hornets keep improving PLATTSBURGH | The Plattsburgh High girls varsity track and field team has the best of both worlds, a core of young athletes who have already been through the CVAC season experience. “This is a very young team with a lot of experience,” coach Vern Harrison said. “We only have four seniors this year, but we have two sophomores with three years of varsity outdoor track and field experience and about 50 percent of the team have two seasons of experience.” Harrison said Angie Lyons and Abi BatuTiako will lead the underclassmen in the jumps and sprints, while senior Jasmine Piper will anchor throws and distance events. “The area we need to improve upon this season would be mid and long distance,” Harrison said. “We have two young and talented runners in Lexie Neale and Nora Graves and we are working hard to find them some help in bolstering that portion of the team.” With the experience, Harrison hopes the team can be at the top of the division standings come postseason.

TENNIS Micheels returns to lead Hornets PLATTSBURGH | The Plattsburgh High School girls varsity tennis team returns sectional champion Brina Micheels along with a roster deep with experience to the court this season. Micheels was perfect in Section VII last season, not only winning every match she competed in, but doing so in straight sets. “We have a large roster with several players that have varsity experience,” head coach Brian Micheels said. “Our team has several high level athletes that are great competitors and are bringing a lot of energy and enthusiasm to this season. Competition will be high to earn one of the match play spots. The players have focused on getting a lot of ball contacts during preseason and spent a lot of time inside a gym improving their swings and serves.”

Knights rebuilding on courts PLATTSBURGH | The Seton Catholic Knights varsity tennis team will look to rebuild after losing several key players under first-year coach Joanne Collins. “We are an extremely young team this year,” Collins said. “Last year we only had five boys on the team so it was difficult to get a lot of wins but this year we have a full boys and girls team.” Collins said the Knights return only two players from last year on the boys team. “The new members have a lot of talent, they are just rough around
the edges,” Collins said. “Once the weather improves I expect them to make great strides. returning players, including Ian O’Donnell, Ryan O’Donnell and Jack Sample on the boys side, along with Catherin Foley, Ariadna Foshag, Maggie Lafountain, Meara McManus and Bryn Sample on the girls team. “Our competitive season will be short, so we will be relying on the returning players to play a key role in matches,” he said. “Ian O’Donnell is a returning state doubles qualifier and will be key to the success of the boys team this year. This will be Meara McManus’s third year at
No. 1 singles for the girls and will look to compete in all her matches this year. “Every match will be tough, but it will be interesting to see how our boys compete with PHS this year,” Khater added. “We look forward to another great spring season.” Newcomers to the boys team include Haven Dragoon, Darren DuBois, Jack Gero and Jake Manor.
