Citizens coalition forms over DRI opposition PCC looking into legal action to take By Sarah Elizabeth Morris STA FF W RITER
PLATTSBURGH | The recently formed Plattsburgh Citizen Coalition (PCC) held its first press conference July 18 to introduce the nonprofit group and present its opposition against the Downtown Revitalization Initiative (DRI). Specifically, the group has strong opposition against the Durkee Street Lot reconstruction, which will eliminate 248 spots, leaving 50 for the public. The $4.3 million taxpayergenerated funded project is getting extra funding from the only company to bid on it, Prime Companies, LLC. Since then, the project has changed significantly design-wise from the first draft, making it more unpopular among residents and business owners of downtown Plattsburgh. The PCC’s press conference took place at the LowellBowen Mansion. There were a total of four speakers that each spoke for a few minutes, including one who spoke on behalf of an anonymous government employee, who said their job could be at risk if they were to speak publicly on their opposition. PLATTSBURGH | The City of Plattsburgh Zoning Board of Appeals was asked to vote on an agenda item submitted by the Common Council at the committee’s monthly meeting July 15. The appeal request asked that the zoning board act as the lead agency for the Downtown Revitalization Initiative (DRI) comprehensive review. After much conversation and hesitation, a motion was made to approve the appeal, and the request won with a vote of 3 to 1. PLATTSBURGH | FLW Tour pro Bryan Thrift of Shelby, North Carolina, caught a five-bass limit July 20 weighing 18 pounds, 4 ounces, to lead the event from start to finish and win the three-day Costa FLW Series on Lake Champlain presented by Polaris. The tournament was the fi rst event of the season for anglers competing in the Costa FLW Series Northern Division presented by Gajo Baits. Thrift’s three-day total of
15 bass weighing 57 pounds even was enough to earn him the victory by an 8-ounce margin over second-place angler Edward Levin of Westerville, Ohio, and earn him $89,200. “I can’t really say this win is any more special than the others – they’re all pretty great – but this event was awesome because it was the first time that I was truly in contention up north,” Thrift, a 13-time FLW Cup qualifier and considered by many to be the best angler in the world, said. “I’ve had a couple of chances to win this year and it’s seemed to slip through my fingers, so it’s a really good feeling to get one back.” » FLW Cont. on pg. 6
the city, almost half of the $10 million awarded to the city, was recently tabled at a planning board meeting. This was due to a decision to complete an environmental impact statement. The state environmental quality review (SEQR) studied the revitalization projects as a whole, rather than individually. According to the zoning board, one of the main problems the committee has with taking over as lead agency has to do with the meeting schedule. Being as the zoning board meets only once a month, it is not as up to date as those who attend Common Council meetings once a week. “We are not able to attend meetings where they are discussing the SEQR,” Kathleen Insley said regarding the zoning board’s ability to deal with a SEQR. “This agency is not familiar with handling SEQRs.” The next zoning board meeting will take place Monday, Aug. 19, at 7 p.m. in the City Hall Council Chambers. ■

Arriving at Auschwitz Plattsburgh resident, concentration camp survivor shares story By Julie Canepa GUEST W RITER
PLATTSBURGH | Auschwitz, the notorious German concentration and extermination camp, was founded in the Polish suburb of Oswiecim. It was divided into three camps: Auschwitz I originally held political prisoners; Auschwitz II-Birkenau housed upward of 90,000 prisoners at one point, evolving into its role as an extermination camp with gas chambers and crematoriums used to murder 1.1 million people; and Auschwitz III, a labor camp.
ARRIVAL IN AUSCHWITZ-BIRKENAU
It took 30 hours for Vladimir Munk and his father to arrive at Auschwitz-Birkenau. Munk and his fellow passengers had been told they were headed for a labor camp and there was a change in the atmosphere on the train as it approached its destination. It was late afternoon and it was dark. “I realized it was hell,” Munk said. Amid guards shouting “Raus, raus!”, or “Out, out, get out immediately!” they exited the train.
Vladimir was separated from his father in the selection process on the platform of Auschwitz-Birkenau. Karel Munk was sent to the left, Vladimir to the right. Those sent to the right were processed under a barrage of shouts and beatings. Their personal belongings were confiscated, their heads shaved, they were crudely disinfected, forced to shower and clothing was thrown at them. They were given rags instead of socks and then brought to a mountain of shoes and told to select a pair. Wet and cold, Munk was sent to a table where two men were seated and gave his name to the first. The second man held down his left arm while he was given the tattoo, B11673. “That was the last time they used your name,” Munk said.
POSTCARDS FROM HELL
On his second day at Auschwitz, Munk and his fellow prisoners were marched in small groups to a table and given a pencil and postcard. They were instructed to write 20 or 30 words to a family member, but forbidden to mention where they were. The post cards were another way in which the Nazis attempted to hide the mass genocide taking place inside the walls of Auschwitz from the outside world. Kitty’s brother Hanuš had been sent to Auschwitz in September of 1943. “He wrote several letters and then stopped writing,” Munk said.
Vladimir Munk was born
in February of 1925 in Pardubice, a city 60 miles east of Prague, the capital of present-day Czech Republic. On Dec. 6, 1942, 606 Jews living in the city were deported to Terezin, a small military town converted to a Jewish ghetto and concentration camp. Many Jews were later sent from Terezin to Auschwitz-Birkenau, the extermination camp operated by Nazi Germany. They were either sent to the gas chambers there or used as slave labor in one of the 40 Auschwitz satellite camps, where they ultimately died of hunger and disease. Only 46 Jews from Pardubice survived. Vladimir was one of them. He currently lives in Plattsburgh. This is Vladimir’s story. ■ Munk deliberated over how to convey to Kitty and his mother where he was and that he had been separated from his father. He wrote: “Dear Kitty, I arrived in good health to the destination and hope the same about my father. I will work somewhere in my profession. I met your brother Hans. Many kisses to my mom. Greetings and kisses, Your Vlada.” When Kitty received the postcard in Terezin, the mention of Hanuš gave her hope that her brother might still be alive. Kitty would carry the postcard with her for luck from that day forward. Only after the war would they learn that the 5,000 prisoners in Hanuš’ transport had been used in an exchange for military materials and when the deal did not go through they were killed.

Munk’s mother, Hermina, was sent to Auschwitz from Terezin on Oct. 12, 1944. “She insisted on helping her sister-in-law with a small child,” Munk said. Women with small children were routinely sent to the left. Hermina was never heard from again. The Germans were on the run, liquidating camps, disposing of remains, destroying evidence and dissenters, all while continuing to support their offensives. After three weeks at Auschwitz, Munk, mourning his family and fueled with a deep desire for revenge against the Nazis, was sent to repair the damaged sides of Nazi rail cars at Gleiwitz I, a camp known for mistreatment, hunger and backbreaking labor. ■ — Th is is the latest chapter of Vladimir’s story. “Do you see that smoke?” said the prisoner. “That is where your father went.” Munk descended into a deep depression. While transports were sent every three days from Terezin to Auschwitz that fall to prevent uprisings and eliminate live witnesses to the German’s atrocities, Kitty and her mother remained at Terezin, eliminating all signs of the dead. A long line of youth formed a bucket brigade of sorts, leading to the Ohre River, and under German command, dumped cardboard boxes with the cremated remains of 17,000 prisoners of Terezin into the river so they would go undetected. Munk had fashioned a metal box for his grandmother’s remains at the locksmith shop, which Kitty recognized in the sea of cardboard boxes as they passed by. She set it aside on the riverbank, knowing it was Munk’s grandmother, only to have the box disappear when she went back to find it later.

After the frenzy of being processed, Munk and the others were then forced every morning to stand in the muddy yard outside their barracks in the freezing rain to be counted. This went on for days, as large ash and black smoke emanated from huge chimneys. “There was a sweet smell all around,” Munk said. It was there that after a few days Munk inquired of another prisoner about the possible fate of his father.

In fact, we encourage it. But neither I nor anyone I’ve talked with envisioned that the city council would go against earlier recommendations and promote a wholesale sellout of one of the city’s most important assets — Durkee lot.” The original draft of the Durkee Street Lot included one acre of green space, including a formal market district, a sculpture venue and an active event lawn, as well as a walkway river access. The original plan was also meant to house a three-story parking garage, whereas the private parking Prime is planning will be one surface lot and an underground garage for residents. The newest draft, presented by Prime, has gone to a larger four-story residential and commercial building, with the first floor being retail. Rather than the original 45 residential units, made up of one-, two- and three-bedroom apartments, there will now be 114 one- and two-bedroom apartments. The one acre of green space has also been reduced to about 0.10 acres, and an alleyway between the private wall and river. According to PCC member and former lead engineer of the city Kevin Farrington, when the plan was introduced, it was among the most unpopular projects voted on by the public; it only received 2 percent of public approval at most. Since then, a petition with about 1,900 signatures and growing against the Durkee Street lot reconstruction has surfaced and was presented to the Zoning Board and Common Council. One of a few petitions, this one was created on

“We’re turning our oceans into landfills,” Enck told a large gathering Tuesday sponsored by the Adirondack Garden Club and the Garden Club of Lake Placid. A senior fellow at Bennington College in Vermont, who is also rallying students to the cause, Enck has concluded that the fight against plastic bags, drinking straws and takeout food containers must primarily be waged at the local level. It’s the same formula used in 1982 when grassroots support was key to passage of the state’s bottle deposit bill. Most people are aware that plastics in the oceans are an issue, but they do not know the scope, nor do they know what they can do about it, Enck said. The New York State Haunted History Trail is a series of towns or places deemed haunted. The trail stretches 400 miles across New York and includes 90 destinations. One of those destinations, the most northeastern on the trail, is the downtown area of Plattsburgh, where the famous Dr. William Beaumont held his practice. Beaumont, who was a surgeon during the War of 1812, did anatomical experiments on patients or corpses during the war. In Plattsburgh, one of his patients, a gunshot survivor by the name of Alexis St. Martin, was forced to endure experiments on his exposed stomach. This eventually

Pride and division
Last weekend during the heatwave, I had the chance to watch several television programs on the 50th anniversary of By Dan Alexander the NASA moon landing • PUBLISHER • by Apollo 11. It was most interesting reliving some of those memorable days back in the ’60s and reflecting on America today. The world came to a complete stop as man stepped foot on the lunar surface only a few years removed from Pres. Kennedy’s bold declaration that we would land on the moon before the end of the decade. Without the aid of today’s computer technology, once the challenge was embraced, the nation went about developing the machines and knowledge to accomplish the mission, and the nation was behind them through the Mercury and Gemini phases. Then came the disaster of Apollo 1, and a congressional hearing was held for the cause of the launchpad fire that killed three astronauts during testing. Republicans and Democrats faced off over who was to blame. Democrat Walter Mondale believed the money spent going to the moon was a waste. He believed the funds were better spent on national humanitarian issues. Astronaut Frank Borman was asked the pointed question of blame, and his answer was a simple one. Yes, there were mistakes made, but we were all to blame. Borman explained, we always knew there was a risk of fire, but we thought it would occur in space. Good men and women never imagined it would occur on Earth. As citizens, we all took great pride in their accomplishments, but at the same time, the nation faced great division over the Vietnam War and racial tension was still high. Together, we mourned the senseless assignations of John Kennedy, Martin Luther King and Bobby Kennedy. That’s what got me thinking about the differences between now and then. We had great differences during that time, but as a nation, we united in times of joy, victory, defeat and tragedy — unlike today. It seems to me that when one of those events occurs today, we use it as an opportunity to divide versus unite. To point the finger of blame versus offering the arms of consolation as Sen. Mondale did after the congressional hearings of Apollo 1. Throughout our history, there have always been great differences of opinion, but when it mattered most we found ways to unite - even after the Civil War. Someday once again when we get past this tumultuous time we are currently caught up in, the unity of our great melting pot will surely return. ■

Congress had us convinced that they would only soak the rich with higher taxes, but being clever rascals, they are currently restructuring your IRA and 401 accounts that you’ve been saving in for 20 to 30 years. Now that there’s a pot load of total money in IRA/401s the government wants some of it. Congress doesn’t have to admit to raising taxes on you since they are changing withdrawal methods that will result in higher taxes for your kids. It’s called the Setting Every Community Up for Retirement Enhancement Act, known by the acronym Secure. It has passed in the House, 417-3, and is expected to pass in the Senate. » FLW Cont. from pg. 1

Currently anything left in your IRA or 401 when you pass can be given to beneficiaries such as your children who can then “stretch” the withdrawals out over their lifetime to minimize the tax impact. This minimizes the tax impact on the withdrawal and its impact on total income. Congress is changing the rules so that your kids will have no more than 10 years to withdraw any remaining IRA money, which then creates a higher tax rate for the withdrawal and potentially a higher tax rate for the beneficiaries’ total income. As much as one-third of an inherited IRA could get gobbled up by your government with this new plan. Stefanik talks immigration, education, re-election Congresswoman comments on federal, state, regional topics
‘GREEN LIGHT BILL’/IMMIGRATION

WASHINGTON, D.C. | As the recent legislative session was winding down in Washington, D.C., Congresswoman Elise Stefanik (R-Willsboro) sat in her office on a Thursday afternoon rearranging her schedule. A vote on an appropriations bill set for that afternoon had been rescheduled to later in the evening. Then it was rescheduled again, freeing up Stefanik to talk to The Sun about some recent happenings in government. “We’re voting on appropriations bills,” Stefanik said that day. “This is typically dozens of amendments stacked up; late-night votes. That’s what we’ve been voting on the past couple of days.” The congresswoman shared her thoughts on federal, state and regional topics.
GO TO HIGH SCHOOL, GO TO COLLEGE ACT
Stefanik is co-lead on the Go to High School, Go to College Act, which proposes an update to the Pell Grant program. “Pell is an incredibly important program to make sure that we’re increasing accessibility for higher ed for every student no matter what you’re economic background is.” The bill would allow low income high school students enrolled in college courses to receive grant funding. Stefanik also wants to see the funding available year-round. “This is very important to nontraditional students. The act allows high school students to access Pell grant funding for college classes that they’re taking in high school. It increases opportunity for students from economically underserved backgrounds. And it’s bipartisan. We’re talking about modernizing Pell and bringing these programs into this new century and making sure we’re meeting the needs of our students.”
Weighing in on the “Green Light Bill,” Stefanik voiced her opposition. “I don’t support issuing driver’s licenses to illegal immigrants. I’ve been very outspoken in opposition to that.” Federally, she sees a need for increased border security and funding. “When it comes to immigration at the federal level, I think we need to increase border security. By that I mean physical barrier for some portions of the southern border as well as increased border personnel and increased use of technology. And increasing funding in our court system to make sure we can process some of these immigration claims faster.” Stefanik, co-chair of the Northern Border Caucus, pointed to an additional impact. “As has been reported, there have been plans to potentially move officers from the northern to the southern border. We need to make sure we have adequate staffing at the northern border, particularly going into a very busy economic and tourist season. We don’t want to see increased wait times at the U.S./Canadian border.”
FARM LABORERS FAIR LABOR PRACTICES ACT
Stefanik also shared her thoughts on the Farm Laborers Fair Labor Practices Act, which places regulations on farms, including allowing farmworkers to unionize and limiting the amount of hours that can be worked without overtime pay. “I don’t support (the act). That is very anti-agriculture. It’s going to make it harder for farmers, who have struggled in upstate New York to continue to farm. “It’s an example of lots of policies coming out of Albany right now that do not represent the viewpoints of upstate New Yorkers.”

“The big legislative push is for the National Defense Authorization Act, which obviously is important because I serve on the House Armed Services Committee,” Stefanik said. “I was one of the Republicans to cross party lines and vote for the National Defense Authorization Act. It helps

the Department of Defense and funds all of our military efforts, and it’s incredibly important for our national security. It included a military pay raise, and it also included improvements to military housing, which everyone supports. It also helps military spouses as they transfer from one state to another, being able to find jobs.”
REGIONAL COMMISSION
Another important effort for Stefanik is the Northern Border Regional Commission. “From that we’ve been able to deliver funding for local infrastructure projects. Plattsburgh for example; we worked with Mike Cashman on one of the water towers. “I was able to increase that funding in the most recent appropriations bill, so that will be available to local municipalities.”
RE-ELECTION
Stefanik — running to keep her seat in the 21st Congressional District against Tedra Cobb — has surpassed more than $1 million cash on hand ahead of 2020. “It’s going very well. I’ll be running on my record of results. I was very proud to win by the largest margin of any congressional republican in the northeast last April. It’s a choice between results versus far left resistance. “We’re getting very positive feedback from constituents on my independent record and getting things done and being able to deliver those results in the community.” ■

Chazy Senior Housing not applying for funds Residents of the Town of Chazy. The Chazy Senior Housing Development Corporation (CSHC) was created in the year 2000 with the goal of building a low-income senior housing facility in the Town of Chazy. Several applications were submitted with the state of New York for the funding of an eight-unit facility over the years, and they were denied. In recent years, NYS Housing and Community Renewal, in conjunction with the Department of Housing and Urban Development (HUD), have redesigned their funding categories to better support small, rural initiatives. In the fall of 2018, the Board of Directors decided to make another application in the spring of 2019. Chazy Senior Housing sought partnerships with the Housing Assistance Program of Essex County (HAPEC) for development services and the Rural Pres-
ervation Company of Clinton County for facility management services to ensure a competitive application. To gauge the viability of the project, CSHC conducted a survey in late winter of this year. Surveys were mailed to more than 300 community members over the age of 62 within the Town of Chazy (Chazy, West Chazy and Sciota). Many more were placed around the villages of Chazy and West Chazy. The survey stated clearly the HUD eligibility guidelines to qualify for housing under this program. While we received many inquiries about the project, we received a low number of responses by qualified applicants. There were not enough responses to feel confident that the project would be sustainable. For this reason, Chazy Senior Housing will not be applying to New York state for building funds in the year 2019.
It has also been decided by the Board of Directors to put the organization in a dormant state, until another application can be explored. The corporation will continue to be a legal entity. All treasury, history of minutes, activities and current officer contact information is recorded in the Book of Corporation, housed in the town office. It is our sincere hope that community interest will renew in the future and a new group will take up the effort. The site for development, on Church Street in the Village of Chazy, has been deeded to the organization until the year 2030 through the generosity of Sacred Heart Church and the Diocese of Ogdensburg. We would like at this time to thank all the community members and organizations that have so generously supported us through the years. Your pledges of funds and services have made this
effort possible. We thank the Housing Assistance Program of Essex County (HAPEC) and the Rural Preservation Company of Clinton County for teaming up with us and paving the way with New York state on what we all believe would have been a successful application had we the population to support it. athlete individuals and teams for the spring 2018-19 high school sports season. “Congratulations to our NYSPHSAA student-athletes and member schools,” said Dr. Robert Zayas, NYSPHSAA executive director. “To see the number of teams and individuals recognized as scholar-athletes increase shows how hard our student-athletes in New York state are working in the classroom. We continue to see what hard working and dedicated student-athletes we have in New York each season and this shows how much NYSPHSAA student-athletes are committed to their education.” In Section VII, 578 students were named NYSPHSAA scholar athletes from 13 reporting schools, with 45 teams earning a scholar athlete distinction as a unit.

Battle for the Burgh returns for second year Wood-bat tournament named for former standout Duquette By Keith Lobdell SPORTS EDITOR
PLATTSBURGH | After a strong premiere last summer, the Kangaroo Court North Baseball Club will again be hosting the Battle of the Burgh/Geoffrey Scott Duquette Memorial Wood Bat Baseball Tournament this weekend in the Plattsburgh area. Twenty-five teams from throughout northeastern New York and Canada have signed up to play in three age divisions: 10U, 12U
and 14U, with games starting Friday, July 26, and continuing through Sunday. July 28. The Friday kickoff game will feature the 12U Kangaroo Court National team against Malone, 7:30 p.m. at Hector Duquette Field. “We have got the same amount of teams coming in as we did for the first tournament last year,” said Zeke Perras of Kangaroo Court North. “The teams are coming from as close as Malone and Massena and we also have six teams coming from Canada.” Games will be played at Lefty Wilson Field, Hector Duquette Field, both fields at Fox Hill and South Acres, along with a new venue for 2019 at Gunnar Field in Altona.
Games on July 27 and 28 start at 8 a.m. and will last throughout the day. “We will go from 8 a.m. until 8 p.m.,” Perras said. The tournament will honor Geoffrey Duquette, a former Plattsburgh Little League, Plattsburgh High School and American Legion standout who was considered a role model on and off the field. “The Duquette family has done great things for baseball in this community over the years,” Perras said. “Geoff and I were close through the years and I thought there was no better way to honor his memory than have a tournament in his name.” ■

Activities and entertainment for those who attend CHAMPLAIN | The Champlain Telephone Company will hold its annual Customer Appreciation Day on Saturday, Aug. 10, from 9 a.m. to 2 p.m., in conjunction with the Champlain Town-Wide Garage Sale and Champlain Village Fest. The employees of Champlain Telephone have donated gently-used garage sale items and will participate in the townwide sale on that day. All proceeds from the day will be split evenly between the community libraries located in the Champlain Telephone service area (Champlain, Rouses Point, Mooers and Altona). Raffle tickets will be on sale throughout the day for a variety of prizes donated by local businesses. The festivities will include entertainment, children’s activities and workshops. Local Boy Scouts will be conducting the opening flag ceremony with the singing of the national anthem by “Pitch A Fit” at 10:45 a.m. At 11 a.m., there will be a performance by North Country Square Dancing. A workshop on streaming video options will be held at 10:30 a.m., 11:30 a.m. and 1 p.m. Music will be provided by DJR DJ Service with special guest singer Tracy DeCoste from 11:30 a.m. to 1:30 p.m. There will be food, a bounce house, face painting, festivalstyle games for the kids and much more. The event is free and open to the public. There will be product and service information available and customer service will be open throughout the event. Those interested in more information are encouraged to call the Champlain Telephone Customer Service Department at 518-298-2411. ■ » Plastics Cont. from pg. 4 Even knowing this, the difficulty of banning these plastics cannot be overestimated, Enck said, because they are a profitable part of the petrochemical industry. A byproduct of fracking, ethane, is being piped to big new plants — usually sited in downtrodden or minority neighborhoods with little political clout — where it is converted into polyethylene, the most common of the world’s plastics, including the films that are used for grocery and garbage bags. With many more of these plants being planned, the financial incentive to keep plastic bags in use is obvious. “The fossil fuel industry is locking us into a new future,” Enck said. Nor is recycling the answer, because most
plastics are “fundamentally not recyclable,” she said. Only 9 percent of plastics are successfully recycled. Still, there are victories. New York will ban plastic bags in March, although without a corresponding fee on paper bags, the results will be mixed. The goal is to encourage reusable bags, not to switch from one disposable product to another. Another goal is “getting companies to change the way they package products,” she said. That, again, will take grassroots pressure. To help, Enck has formed a citizens campaign called Beyond Plastics based at Bennington.
