During the tour, talk of the new Farm Workers Bill, which establishes the Farm Laborers Fair Labor Practices Act, planning to take effect Jan. 1, 2020. The law has seen some backlash from farmers and laborers in New York, who already struggle in the agriculture business. The act will eliminate the provision in the state law that bans agriculture workers from unionizing. The law also requires that workers receive overtime pay for more than 60 hours per week of work. Workers become eligible for unemployment insurance, disability, paid family leave and worker compensation benefits. “Th is new law is not just a great achievement in terms of the effect on the human condition, it’s also a milestone in the crusade for social justice,” Gov. Andrew Cuomo said about the bill. “By signing this bill into law, 100,000 farmers and their families will have better lives and will finally have the same protections that other workers have enjoyed for over 80 years.”

Marijuana in the North Country Decriminalization, medicinal steps By Sarah Elizabeth Morris STA FF W RITER

PLATTSBURGH | A topic on the minds of many New Yorkers is the legalization of recreational marijuana. Despite promises by Gov. Andrew Cuomo to legalize the substance, it failed at this year’s legislative session, though marijuana was decriminalized even more - reducing charges, expunging some past charges and restricting the smoking of marijuana to in public. So far, in the U.S., 11 states have legalized recreational use of marijuana. In Plattsburgh, where substance abuse is being treated at newly opened recovery centers, some residents are concerned about legalization plans.

Being called a “gateway drug” in recent years, the legalization of marijuana doesn’t sit well with some politicians and government employees who have made substance abuse one of their top career priorities. Among politicians concerned about substance abuse is New York Assemblyman Billy Jones, who says there hasn’t been enough research done on the drug to legalize it recreationally. He is, however, all for decriminalization when it comes to small offense marijuana charges. “I just feel as though if you have a mark on your record for a low level of marijuana, it shouldn’t follow you the rest of your life, whether you’re going through school, vocational programs, jobs, careers,” Jones said. “We did vote to expunge the records of very low levels of marijuana.” Much of the government, as seen at the legislative session this year,

feels the same way about recreational use as Jones. Of course, that doesn’t mean they are against marijuana use completely. In fact, the use of medical marijuana has strong support across the U.S., but has decreased in New York, due to what Cuomo claims is a poor system. However, the reconstruction of the medical marijuana bill is expected to reverse that, especially since legalizing recreational use in New York did not happen. Medicinal marijuana is used to treat a number of conditions, such as symptoms in chemo patients, eating disorders, seizure disorders, mental health, physical pain and more. To get access to it, one would need a written recommendation from their doctor, a medical marijuana ID and a New York state ID. It comes in many different forms and is sold in medical dispensaries, of which there aren’t many in the state right now. » Marijuana Cont. on pg. 4

After they completed the bear, they took them to the waiting EMS truck outside to check the bear’s vitals and make sure all the stuffing was in place. “It’s so [the kids] become more familiar with the service if they ever need to use it,” Three Steeples member, and the one who put the event together Amy House said. For the adults, they were able to receive several different types of health tests for free, provided by the Champlain Valley Physicians Hospital. If you think about it, apple orchards in particular, they have a very short time to pick their products and bring them to market. So having those limitations really impacts their business. Many of the workers in the industry… want those hours,” Stefanik said. “I am concerned about the policies coming out of Albany and I think we’ve heard from many farms of the problem and the fact that they don’t support those laws.” ■

The Community and Wellness event is the first large one held by the committee members, but the success of this year’s almost promises an annual tradition. The Three Steeples Methodist Church will also hold next year, after not being able to do it this year, a “blessing of the animals” event. This includes Pastor Bob blessing anyone’s pets who bring them in, as well as a sale of homemade dog treats. It causes a rash and fever, and may lead to serious symptoms. Many people with measles have complications such as diarrhea, ear infections or pneumonia. Ear infections occur in about one out of every 10 children with measles and can result in permanent hearing loss. Measles can lead to a brain infection which can cause permanent brain damage. A small number of people who get measles will need hospitalization and if complications including pneumonia or encephalitis (brain swelling) occur, death can result. Measles during pregnancy increases the risk of early labor, miscarriage and low birth weight infants. Measles can be more severe in people with weak immune systems.” Measles can be spread before symptoms even start, so if someone who isn’t vaccinated was possibly exposed to measles, they should see their health care provider immediately to get a vaccination. They should also get any unvaccinated family members or friends that they spent time with to go to the doctor as well. “The most important thing is knowing your vaccination status,” Peggy LaBombard with the Clinton County Health Department said. “If you are not vaccinated, you should get it as soon as possible.” Though most cases of measles in the U.S. were found in

southern New York and the city, that doesn’t mean Clinton and Essex Counties can’t take precautions. In fact, precautions, by vaccination, is the main thing that will prevent an outbreak in the area. “Measles outbreaks are occurring worldwide,” according to a recent Clinton County Health Department news release. “International travelers who are not vaccinated or otherwise immune to measles and other communicable diseases run the risk of bringing these illnesses back home with them to affect their family and their community.” Two doses of the Measles, Mumps and Rubella (MMR) vaccination gives a 97 percent chance of immunity against the disease. The doses are administered 28 days apart, and parents are especially encouraged to vaccinate their infants and children. “If you have questions or concerns about measles and/or if you don’t know whether you have ever received the MMR vaccine, check with your healthcare provider,” suggested the Essex County Health Department. “If you don’t have a healthcare provider, call your local health department. There is no harm in getting another dose of MMR vaccine even if you are already protected against measles (or mumps or rubella). To learn more about measles, visit https://www. health.ny.gov/publications/2170/.” New York has also set up a measles hotline in the midst of this breakout. » Marijuana Cont. from pg. 1 Plattsburgh is home to one of the few New York medical marijuana dispensaries, Curaleaf at 345 Cornelia St. More Curaleaf dispensaries are located in four other places throughout New York, as well as in other states. It opened in Plattsburgh April of last year in place of another dispensary that moved to New York City. In just that time, Curaleaf went from 400 clients to 3,000. “We are a pharmacy, we are a medical cannabis dispensary,” Curaleaf Assistant Manager Steven Howell said. “The local doctors here, the ones who can prescribe, are totally supportive of us. We don’t have enough doctors, in my opinion, who can prescribe, but this is medicine and it does help people.” Chronic pain is the most treated condition at Curaleaf. Whether it be from a disease, disorder or accident, Curaleaf sees a real success rate for the patients. One of the things that makes Curaleaf unique and helpful to those in upstate New York is the accessibility for patients. There are different levels of THC and CBD in products to treat different conditions, and with a consultation and enough visits, Curaleaf can find the perfect combination of cannabis. With its free delivery service, now three days a week, Curaleaf is also able to bring people their products from the border to Glens Falls. Those who sign up for delivery even get discounts on products. Common Council approves multiple events Costs for event coordinators to be discussed By Sarah Elizabeth Morris STA FF W RITER

PLATSSBURGH | The City of Plattsburgh Common Council approved several upcoming events at their meeting on August 1. The Adirondack North Country Gender Alliance is holding a march and festival on Saturday, October 5 from noon to 4:00 p.m. The march will travel down the sidewalks on Margaret Street to Broad Street, Oak Street to Court Street and then ending the march at Trinity Park, where the festival will be. Included during the celebration will be multiple vendors and tents for attendees. The common council approved the alliance to use power in Trinity Park, as well as requested a certificate of insurance for the event, dig safe permits and health department requirements for the vendors. A constituent in a wheelchair had contacted Councilor Elizabeth Gibbs about not being able to use the sidewalks during events such as these. “This came up last year and that led to mandatory overtime and police presence, which had its own cost,” Dean Schneller said. “The negotiated resolution was to

have it just on the sidewalks, which didn’t require the extra police presence.” It was explained that the city is unable to let her use the street for the event, as it would require extra police presence. The police chose not to do that. Another event requesting the use of roads is the Seton Catholic School 5k Run/Walk and 1 Mile Fun Run on Sunday, October 6 from noon to 3:00 p.m. The 5k will go through the US Oval, Club Road, Hamilton Street, Jay Street, Terry Gordon Bike Path, Nevada Oval and Ohio Avenue. The common council required an insurance certificate for the event. The Plattsburgh Polar Plunge, held by the Special Olympics New York, was approved, too, by the council. The event will be held from Friday, November 9 to November 10 at the Plattsburgh Municipal Beach. Food vendors and activities will be located on the beach, and the common council is requiring a certificate of insurance, porta potties and a fee for the city electricity. An ambulance will be located at the beach during the event and local law enforcement already volunteered to act as security. Set costs for these events will be given upfront; however, it was not decided what costs for labor would be. An amendment was made to table the approval of prices for more time to discuss it. Based on the items the events need and where it is located, labor costs for the city employees may vary. ■

PLATTSBURGH | Thirteen leading mental health and addiction treatment providers across seven northern New York counties have teamed up to create Northwinds Integrated Health Network IPA, Inc. The group originally came

together in 2017 as part of a Behavioral Health Care Collaborative (BHCC) grant funded through the New York State Office for Mental Health and Office of Alcoholism and Substance Abuse Services to prepare behavioral health providers for Value Based Payment (VBP) reform. As a result of that early collaboration came the formation of an Independent Practice Association (IPA), which is designed to improve health outcomes in the community through better information sharing and coordination of services on a local and regional level. This affiliation through the IPA also facilitates

contracting with health insurance companies and other healthcare services entities. Thoughts from Behind the Pressline

The epidemic continues

It’s Sunday night as I sit here at the keyboard trying to comprehend the two tragic incidents that took place By Dan Alexander in El Paso, Texas, and • PUBLISHER • Dayton, Ohio, only a few hours ago. At this point, we have a combined 29 senselessly murdered and another 53 seriously injured. While some jump to conclusions, pull out the same old solutions and begin the blame game, if we’ve learned anything from these horrific events in the past, it’s to wait for the investigation to take place so we know what happened and why. We must wait for the facts before jumping to conclusions. Clearly evil continues to find angry young men who somehow rationalize the killing of innocent people in public locations as a solution to what afflicts them. Over the next few days and weeks, experts in many fields will begin to dissect what took place and how we can prevent further events. Politicians will use these events to raise money and demand legislative action. Lobbyists will counter the arguments. Families, after burying their loved ones, and the communities will continue to anguish over why this happened to them. In time, we will all return to our normal lives until the next shots ring where we least expect them and another angry person with hatred in their heart and eyes seeks destruction and death among the innocent. I fear that until we begin to change our current social culture, we may never put an end to these types of events. Look at us, we fight over every detail to the bitter end, and we believe it’s my way or the highway. There is no social filter on the things people say and do in public, post to social media nor the names they call others or the lack of respect for all levels of authority. Until we can address our social behavior and until we replace gridlock on major issues confronting the nation with bipartisan cooperation we will suffer at the hands of the angry and disturbed, who seek to live out their anger at shopping and entertainment venues. We find blame everywhere but where it should start, at home, in schools, churches, entertainment selections, choices of language and how we treat others. Until we begin making and demanding changes around each of us, individuals will act as they feel compelled, and we’ll continue looking in all the wrong places for the solution.

Cycling has many health benefits. It’s a low-impact activity, so it’s easy on the joints and provides an aerobic workout, builds muscle, promotes lung and heart health and can boost brain power and strengthen your immune system. There are a wealth of opportunities for families to safely enjoy bike riding in the North Country, from the bicycle paths on the Terry Gordon Trail in Plattsburgh and the mountain bike trails at Saranac Lake’s Dewey Mountain Recreation Center, to the dirt roads at Deer River State Forest and the backroads of Champlain Valley. traffic, and wear bright-colored clothing to ensure they can be seen by motorists and pedestrians alike. And for those who ride at night, state law requires cyclists have a front light and a red rear light. In livable rural communities like ours, biking can also be an alternative mode of transportation for many. Like motorists, individuals riding on our roads must adhere to traffic rules, such as staying in their lane, signaling before turns and yielding to emergency vehicles and pedestrians. Drivers should also be on the lookout for cyclists and stay at least 3 feet away from cyclists when passing, and beware of children who may dart out into the road. We’re lucky to have so many places where our families can go bike riding and explore all the North Country has to offer. As we take advantage of these wonderful opportunities, let’s remember that safety comes first. My door is always open. To the Editor: In the last 24 hours, almost 30 people have lost their lives to the madness that has overcome our country. White supremacists and religious bigots have decided that life is a zero-sum game, where any openness displayed to one person is assumed to be at the cost of another. However, an immigrant who believes in the words of Emma Lazarus, “Give me your tired, your poor...” does not diminish the blessings that all of us in this country enjoy. In an economy with record low unemployment, a woman or African-American who finds profitable employment does not do so at a cost to anyone else in this society. A person who worships in a temple or mosque does nothing to hinder those who worship in a cathedral or ashram. As our very articulate pastor at Putnam Presbyterian observes, God’s love extends equally to each and every one of his children. I don’t know how much worse our gun violence in this country must become before all of us decide that there must be an end to it, but inaction at this point only invites mass killing into every state and town in the country. Ticonderoga, Moriah, Putnam, Dresden and other communities in the reach of this paper will not be exempt. Is it enough when you come to bury one of your own family members? Can you believe that God’s mercy extends to all of your neighbors without regard to nationality, race, gender or political persuasion? When have you had enough? - Richard Barney, Ticonderoga ■

KEENE VALLEY | Forty-five years ago, seven women who had just met at a women’s retreat in Paradox decided to buy a fading old lodge in a rural community north of Lake George, and convert it into a sanctuary for women who felt they lacked standing in a male dominated society. Established in the heart of the equal rights movement, A Woman’s Place existed in Athol for eight sometimes-tumultuous years, closing for good in 1982. But in that time, more than 1,000 women passed through its doors, finding companionship and understanding that were lacking in their daily lives. Speaking at a gathering at the Keene Valley Library, author Lorraine Duvall, who is writing a book on A Woman’s Place, said she attended the retreat in 1974, and recalled being impressed with its founder, Marie Deyoe. But she did not return, and the years passed until she struck up a conversation with a woman from Paradox following their yoga class in Keene. The woman turned out to be the founder of the retreat that had inspired Deyoe and six other newfound friends to establish A Woman’s Place. That bit of serendipity sent Duvall on a quest to search for the seven women who embarked on such a leap of faith so many years ago. “I wanted to find Marie,” Duvall said. “I remembered her, and I felt like I knew her.” When a houseful of women descended on Athol, the men in town were initially excited, thinking it might be a cathouse, Duvall said. They were disappointed. Most of the women who stayed there

Photo by Tim Rowland through the years were lesbians, a circumstance that some in the community found hard to swallow. Communes were not rare in the ’70s, fueled not just by feminism, but a back-to-the-land movement. A Woman’s Place was both, offering courses not just on women’s issues, but on Adirondack sports, gardening and star gazing. Determined to shed themselves of male shackles, they learned how to mend their own pipes and chop their own firewood. Many important personalities of the feminist movement lived, attended or taught at A Woman’s Place, including poet Martha Courtot, Olympian Jeanne Ashworth, and Joan Casamo, who sang at the memorial service for the great feminist author and activist Kate Millett. Duvall tracked down a number of them, and has brought A Woman’s Place back to life with a private Facebook page and a planned reunion in September. She said her book will be the story of the women who passed through AWP’s doors.

Times at the collective were not always happy, and in some ways echoed the tumult of the era. Three years after it opened, hard partying, borderline anarchy and shabby treatment of guests, particularly non-lesbians, came to a head and the more radical members were removed, some by the sheriff. Decisions, which had been made by consensus, now fell under the direction of Buckwheat Turner, one of the original founding members. Still, hundreds of women drew inspiration from A Woman’s Place, Duvall said. They supported each other at a time when support was needed, shared their stories, worked, played and frolicked nude in a nearby waterfall. Some have been reluctant to talk about the experience, but others seem happy for the chance, Duvall said. Financial problems caused A Woman’s Place to close in 1982. Eight years might seem short in the grand scheme, but for a collective it was a good run. “When people say that A Woman’s Place failed, I say no,” Duvall said. “It added so much.” ■

Fire damages P’burgh apartment complex Departments respond to call at Adirondack Lane By Sarah Elizabeth Morris STA FF W RITER

PLATTSBURGH | South Plattsburgh District 3, Cumberland Head and Morrisonville fire departments responded to a blaze reported at 32 Adirondack Lane on Monday, Aug. 5, at 10:31 p.m. The firefighters were able to rescue all nine people trapped inside — six adults and three children — and transport them to the University of Vermont Health Network, Champlain Physicians Hospital (CVPH), where they were seen for smoke inhalation. The North Country Chapter of the American Red Cross was able to provide emergency aid, including food, clothing and shelter to those who were affected by the fire. According to a statement from the Ameri-

can Red Cross, “Volunteers also offered emotional support, health services and comfort kits containing personal care items, as well as stuffed animals for the children. In the coming days, Red Cross staff and volunteers will remain available to help those affected by the fire as they navigate the road to recovery.” The Adirondack Gardens, owned by Terry Meron, had a fire in March 2018 as well, where he claimed the tenant, whose apartment was the start of the fire, was staying there illegally. The aftermath of last year’s fire uncovered weapons and drugs around the apartment, which was in a different building at the complex. The cause of Monday’s fire had not been found, though City of Plattsburgh Fire Department Chief Scott Lawliss told The Sun on Tuesday that the two fires do not appear to be related. “We’re investigating now,” Lawliss said. “(The fire) doesn’t look suspicious in origin, but we have not come to an official cause yet.” The fire was put out in 25 to 30 minutes, according to Lawliss. and the fire department was cleaning up and looking into the fire. ■

PLATTSBURGH | Jane Desautel from the Environment and Health subcommittee of the Livable Communities Committee gave a presentation to the common council at the Governance, Strategy and City Operations meeting on Thursday, August 1. The Environment and Health subcommittee takes a look at improvements the City of Plattsburgh can make regarding anything specific to the environment. They also are looking at grants Plattsburgh is eligible for to fund ideas the subcommittee has. One of the ideas that the Environment and Health subcommittee had was improving the city website by adding links to local businesses or interactive maps for those who are looking to visit. This is fairly easy, and was suggested could even be done by a volunteer or intern. “Our office is working on website design and are also, potentially being able to work with Clinton County and shared services for

websites,” Mayor Colin Read said.“We think we can do a lot better with the website design.” Another task to be tackled is the city beach. Desautel pointed out that for such a large area of water, the section open to swimming was unnecessarily small. “A beach that long - there’s only one lifeguard on duty,” Desautel said. She mentioned how the buoys are close to the shore when the water recedes. Desautel showed the council a picture of a man out by the buoys, where the water only reached his waist. “If it takes grants to hire more lifeguards or something, it should be done.” The facilities at the beach also need work. Pictures showed the out of order urinals, broken doors and unattended bathrooms. She also told them about a faucet in the bathroom by the cabana that has been leaking since the season started. Receiving a grant from the state could help Plattsburgh fix these facilities, as well as install new buoys for a larger swim area, put in more picnic benches and demolish the broken down and abandoned building on site. Councilors Rachelle Armstrong and Patrick McFarlin agreed to visit the beach and examine it themselves.

Benedict, Racine named to committee By Keith Lobdell SPORTS EDITOR

ELIZABETHTOWN | A pair of Section VII athletes have been chosen to represent local student-athletes as part of a state panel that gives those who play the game a voice with state leaders. The 22-member Student-Athlete Advisory Committee (SAAC), part of the New York State Public High School Athletic Association (NYSPHSAA), will include 10 returning members and 12 new members. Among the returning members is Ticonderoga senior Terrence Benedict, a threesport athlete who was a key member of the 2019 Class C state championship Sentinel baseball team. Northeastern Clinton junior Abrielle Racine will also serve on the SAAC. The junior has been a member of the past two Section VII/ Class C girls basketball titles and 2018 final four run. Racine was also a member of the varsity soccer and track teams.

“We are excited to welcome the new members and the returning members of the SAAC this school year,” NYSPHSAA Executive Director Dr. Robert Zayas said. “Having student voices in our organization is key to providing feedback to further enhance and improve our programs with our member schools. We congratulate the members of the SAAC on their selection to this committee and look forward to their ideas and contributions during the upcoming school year.” The SAAC will meet four times via teleconference during the school year. During the 2018-19 school year, the committee created NYSPHSAA Mental Health Awareness Week and had the opportunity to provide input on several proposals including the transfer rule and exceeding the maximum number of contests rule. This year, the committee will continue to promote the mental health initiative while focusing on the creation of a NYSPHSAA Leadership Conference and continue to provide feedback on Executive Committee proposals. ■
