‘Escape’ returns to Plattsburgh Effort made possible by community support, says Stiller By Pete DeMola EDITOR

PLATTSBURGH | Hollywood came to the Lake City last week with a screening of Showtime’s “Escape at Dannemora” at Cumberland 12 Cinemas in Plattsburgh. Executive producer and director Ben Stiller chatted with attendees ahead of the screening of the first episode of the seven-part limited series, which was showcased in six rooms simultaneously. “This is so exciting for me to finally bring this back here where it all started,” Stiller told the crowd. The effort capped off a two-and-a-half year journey, he said. Stiller’s Red Hour Productions shot locally in Plattsburgh and Clinton Correctional Facility in Dannemora, where the crew spent 12 days filming with the governor’s permission. He said it wouldn’t have been possible without the community’s support. “It’s literally impossible to imagine doing that without that cooperation,” Stiller said. The escape from Clinton Correctional Facility by two convicted murders in 2015 immediately drew comparisons to Hollywood capers like the “Shawshank Redemption.” The nation’s attention was kept rapt for the 23-day manhunt, which contained all of the sordid tropes that played themselves out on Tinseltown screens over the years, including illicit jailhouse romances, morally ambiguous characters

agrees to take ownership of the bridge, they’ll agree to fix it. But if the city refuses to accept title to the structure, it’s getting demolished. “At the end of the day, I will not support repair of the bridge if it is not transferred to the City of Plattsburgh,” said school board member Fred Wachtmeister. “They should accept title and ownership of the bridge. That’s the end of it.” The Webb Island Footbridge, a pedestrian connection from the city’s South End to the local high school and SUNY Plattsburgh, has been out of commission for over a year. It was closed last November in the wake of an engineering report that deemed the bridge unsafe to use.

Since then, the local city government and school board have been at loggerheads over whose responsibility it is to fix the bridge and who will foot the bill. All the while, parents of students who use the bridge to get the school and commuters alike have taken to school board and Common Council meetings to implore the two entities to come together to remedy the situation.

REHAB FUNDING SECURED

Wachtmeister acknowledged that both the city school district and the City of Plattsburgh are facing financial challenges, and the cost of repairing the bridge would be cumbersome to both entities. The funding to fix the bridge is there, according to Superintendent Jay Lebrun and board member Rod Sherman. State Sen. Betty Little (R-Queensbury) has pledged to work with the Dormitory Authority of New York to allocate up to $400,000 to help fix the bridge, and state Assemblyman Billy Jones (D-Chateaugay) has secured $50,000 in funding. “I was happy to provide this funding to the Plattsburgh City School District for the purposes of rehabilitating the footbridge,” Jones told The Sun. “This highly trafficked pathway provides not only a convenient way for students to walk to school, but with its reparation ensures the safety of our students.” Now it’s time to make a deal, school board member Clayton Morris said. “We need them to make a decision,” said Morris. The school board is willing to fix the bridge with the help of that funding — if it’ll be out of their hands when it’s done.

“We have a choice right now of either repairing the bridge or tearing it down,” Sherman said. “We can’t have that object sitting there as a liability.” “I think we’ve tried everything imaginable to make this something that everyone will agree upon,” said school board member Tracy Rotz, noting that the school district had even offered to oversee the bridge reconstruction with its own architects and engineers. “After the bridge is done, I don’t want us to have anything to do with it.” The cost of repairing the bridge is estimated at around $250,000, according to Lebrun. The cost of demolishing it is in the vicinity of $125-150,000. Board member Robert Hall Jr. said that he’s passionate about the footbridge, and believes that the public wants it to remain open. “But we’ve reached the end. We really have. We have to move forward,” Hall said. “If they don’t accept what we’ve got, I do feel we’ll be at a point where we’ll need to tear it down.” “I don’t want this to be a complicated process,” said Wachtmeister. “It has already gone on too long. “We are an educational entity. It needs to be a municipal bridge, not a school district bridge,” he said. “It’s not just the mayor that needs to accept ownership. He’s not the only one that controls that process. There are councilors. “Are they prepared to accept ownership?” he asked.

COUNCIL RESPONDS

According to Councilor Rachelle Armstrong (Ward 1), the answer is yes — if the school agrees to split the eventual cost of demolishing the bridge 50-50 with the city.

“From the beginning, I’ve advocated that the Webb Island Bridge be repaired,” Armstrong said. “The bridge is a valuable community resource for pedestrians and for recreational use. “In response to the recent statement by the school district’s board, I sympathize with frustration about delay. As a councilor, I too wish to see this agreement moved forward as quickly as possible.” But the Common Council hasn’t yet been updated on the school district’s response to correspondence from the city seeking clarity on contract terms, she said. And the agreement presented by the district’s lawyer to the city’s attorney dictated that the school would agree to make the repairs to the bridge, the school would transfer ownership and maintenance responsibilities to the city, and when the bridge had lived out its “useful life,” the city and school district would split the cost of demolishing it, Armstrong said. “The larger framework for the agreement presented by the district’s lawyers to our attorney were acceptable to me,” she said. “I am anxious that any outstanding issues be resolved as quickly as possible.” “About all that should be said is that each parties’ legal counsels are in negotiations and that we should await the end of those discussions before we comment or act,” said Councilor Michael Kelly (Ward 2). Asked if they believe that the city should take permanent ownership of the footbridge, the remaining four city councilors, Dale Dowdle (Ward 3), Peter Ensel (Ward 4), Patrick McFarlin (Ward 5) and Joshua Kretser (Ward 6), did not respond to a request for comment. Mayor Colin Read deferred comment to the council. ■

Town of Beekmantown taxes stay flat No town-wide tax increases in 2019 budget By Elizabeth Izzo STAFF WRITER

BEEKMANTOWN | Taxes in the Town of Beekmantown will remain flat next year. As part of the town’s preliminary 2019 budget — which will be voted on Nov. 19, according to Town Supervisor Sam Dyer — residents will see an identical tax rate of $2.26 per $1,000 in assessed value and $3.06 per $1,000, respectively, to fund general and highway expenses next year. “We’re $25,000 under the state tax cap,” Dyer told The Sun. “With everything that’s going on in Beekmantown, I think that says a lot about this board.” Salt contamination, he said, continues to be a “huge undertaking” for the town. The town is working on supplying waters to the homes effected by the contamination while keeping taxes level by implementing

long-term budget planning. The only residents that will see a local tax increase next year will be those who live in the southeast water district, where taxes will increase by 7.5 percent, from $2.64 per $1,000 in assessed value this year to $2.84 next year. For a person whose home is assessed at $100,000, that means an increase of approximately $20. That tax hike stems from an increase in the cost of water sourced from the Town of Plattsburgh, according to Dyer, paired with the necessity to build up that district’s reserves. To pay for general fund expenses, the town will rely more heavily on its reserves next year. The town will increase its use of general reserves by 42.1 percent, from $138,194 this year to $196,412 next year. According to Dyer, after using those reserves, the town expects to have $100,000 still in the bank. “I think we’re okay,” he said. The highway department last year blew through their budgeted reserves — though the department only planned to use $774 from the fund balance, $186,614 was used. Next year, the department plans to use $87,503.

Parking replacement will precede Durkee development, mayor says In wake of antiDurkee development petition, city officials outline potential fixes By Elizabeth Izzo STA FF W RITER

PLATTSBURGH | The redevelopment of the Durkee Street lot and the potential loss of parking spots will not adversely effect businesses in the downtown core, said the mayor. “There will be parking in Durkee until there is parking somewhere else,” Mayor Colin Read told The Sun. “There will never be any loss of parking.” Read is seeking to sooth skittish nerves after Strong Towns Plattsburgh delivered a petition to the Common Council asking for the $4.3 million state-funded redevelopment project to be axed. The petition was signed by more than 50 local businesses, some of whom expressed concern that the redevelopment could dissuade visitors by removing the convenience of readily-available parking. Read says that before the Durkee Street lot is developed, the city plans to replace those parking spaces elsewhere and implement a parking management system.

The first step in implementing that system happened just recently: The city’s new parking enforcement officer, tasked with enforcing time limits in the downtown core while also addressing minor code violations, began work this week. The city is also currently looking at a number of other measures to meet the demand for convenient parking options, Read said. Among them are plans to work with Clinton County to close off Court Street and merge two existing parking lots on different sides of the street into one; to purchase and demolish the Glens Falls National Bank property on Margaret Street and convert the parcel to a public parking lot and a plan to widen Durkee and Bridge streets to allow for diagonal parking. The latter two, combined, could create upwards of 294 parking spaces, according to estimates from the city’s Community Development Office. The Durkee Street parking lot currently has 289 spaces, according to a city-commissioned parking study. The management system and any alternative lots will hopefully be in place by next year, Read said. The city is planning to have the potential developer of the lot break ground at Durkee in 2020 — though as of last week, no developers had submitted responses to the city’s request for proposals to develop the property. ■ — This story has been abridged for print. PLATTSBURGH | The North Country Chamber of Commerce is encouraging locals to think big and shop small this Saturday. The chamber’s 8th annual “Small Business Saturday,” a campaign designed to act as a “Black Friday” event for mom and pop shops, returns on Nov. 24. More than 30 businesses have signed up to participate.

In Plattsburgh alone, residents will have the opportunity to shop at 19 different businesses slated to offer special deals on Saturday. For history buffs, the Clinton County Historical Association will offer free gifts and a free tour of the U.S. Oval at 2 p.m. Oval Craft Brewing, just a stones throw away, will offer $1 off a pint of beer. On Route 3, Adirondack Coffee Roasters

will host a special raffle. For every pound of coffee purchased, shoppers can enter to win a basket of products. Taylor Rental’s Route 3 location will have all clothing and boots for sale at 20 percent off, and while supplies last, Husqvarna Refurb 450 chainsaws will be on sale for $259.99. Season of joy The joys of living life to the fullest are the opportunity to renew and celebrate our traditions. Holiday By Dan Alexander preparations and • PUBLISHER • events serve to bring family and friends together while strengthening the bonds between them. Thanksgiving serves as an important kick-off to many of the traditions important in our lives. We each have those that are unique and very personal, but throughout your life, they conjure special memories and warm thoughts of years gone by. It’s the lasting memory that builds those unique layers of the tradition that further enriches the shared memory. Unfortunately, as time marches on, so do some of the traditions that stood firm throughout the years. Traditions change as a result of many factors. The passing of time, places and people can affect those events over the years. In some cases, only then do we begin to appreciate the value of those traditions and the effort put forth by those who made them special to you. The most important lesson in any tradition is the ability to share them with others, inviting them into the unique experience that was once new to you. While the tradition may evolve over time, the ability to pass along, not only the importance of the tradition, but the manner in which those individuals valued and shared the tradition. It’s those stories, passed down and shared, that make these events so very personal. As the years pass, we realize what we were given, what was shared with us, represents a lasting gift of love and joy. The only thing that makes that feeling even more prized is when you can pass along the same joy to the next generation. It seems more difficult these days to “get in the festive mood.” When we reflect on the world we live in with all the frustration and disagreements we see bubbling on the surface, it’s too easy to join the fray instead of setting a more joyful mood in keeping with the season. Joy and love are out there, and it’s up to each of us to find it in our lives and share it with those around us, especially those who really need to lighten up a little bit and see what they are missing. We all need this seasonal celebration to brighten our lives and strengthen the relationships we share with others in our world. ■

Trump not responsible for ore mining woes

To the Editor: A letter to the editor on Nov. 10 by Doug Ferris, a man I respect, blamed our current leadership under President Trump for the ore industry problems that is costing our town jobs. He even mentioned foreign hands controlling the business. While the failing of the business and job loss may be spot on, let’s place the blame where it belongs, not on our current president. The media over the years has printed much about the company, NYCO. It was founded in 1953, headquartered in Willsboro and has production facilities in Willsboro and Minera, Mexico. Resource Capital funds purchased NYCO in 2007 and then sold it to a Greek miner, S & B industrial minerals S.A. on Sept. 14, 2012. S & B acquired Rolling Rock Minerals Inc. and its subsidiaries from Resource Capital funds, Rolling Rock Minerals Inc. is the parent company of world class Wollastonite provider NYCO Minerals Inc. In 2013, the voters of New York voted to make a land swap deal with S & B to allow them to mine a new track of land where a large deposit of high grade Wollastonite. Since the 2013 vote, NYCO Minerals has sold its operations and assets to an industrial-minerals conglomerate called Imerys.

Yet, that company got out of the mining business this year and started subcontracting the work to a crew from Ludlow, Vermont. Apparently we have not had a good steward of our land since 2012. This past Monday was Veterans Day, and Americans honored all our war veterans, guess where Trump was? In his home watching television and tweeting. It never occurred to him to attend Arlington Cemetery to honor our veterans as all other presidents have done. Trump’s lack of consideration and compassion for our veterans is obvious. Burglary arrest made in Altona

He was arraigned in the Town of Chazy Court and remanded to the Clinton County Jail in lieu of $7,500 cash bail or $15,000 bond. ■

ALTONA | New York State Police arrested an Ellenburg Depot man last week after an alleged burglary. Jody L. Bodah, 48, was arrested after state police responded to a report of burglary occurring at a residence on Helens Way in the town of Altona on Nov. 13. An investigation revealed that Bodah, forced entry into that residence and into the victim’s bedroom shortly before 9 a.m. Bodah brandished a baseball bat and threatened harm to the victim. The victim attempted to call 911 from a cell phone. Bodah took the phone from the victim and broke it. Bodah was arrested and charged with burglary in the first degree, a class B felony, criminal possession of a weapon in the third degree, a class D felony and two counts of criminal mischief in the fourth degree, a misdemeanor.

Sex offender arrested on warrant

PLATTSBURGH | Clinton County Sheriffs arrested a sex offender last week on a fugitive from justice warrant. Hagen Dominie was arrested Nov. 15 on a fugitive from justice warrant. It is alleged that Dominie, originally on parole from the state of Indiana and having transferred to New York state to continue with his parole status, violated the conditions of his release, causing the state of Indiana to issue a violation of parole warrant. Dominie was under the supervision of the Division of Parole after being convicted of failing to register as a sex offender while residing in the state of Indiana. Dominie was transported to the Clinton County Court where he was arraigned on the fugitive

from justice warrant. Dominie was committed to the Clinton County Correctional Facility and is scheduled to reappear in Clinton County Court on a later date. ■

Arrest made after domestic dispute

PLATTSBURGH | A Keeseville man was arrested last week by New York State Police following a domestic dispute. Bradley W. Price, 42, was arrested on Nov. 15 subsequent to a domestic dispute reported at a residence on State Route 9 in the town of Plattsburgh. Price was charged with assault in the third degree, misdemeanor; criminal obstruction of breathing, a misdemeanor; unlawful imprisonment in the second degree, a misdemeanor; and aggravated family offense, a felony, subsequent to an altercation with a victim. Price was arraigned in the Town of Plattsburgh

Court and remanded to the Clinton County Jail in lieu of $10,000 cash bail or $20,000 bond. ■

Drugs uncovered at boarder

CHAMPLAIN | A Philadelphia man was arrested last week for allegedly attempting to cross the boarder with drug laced mushrooms. Henry P. Johnston, 24, was arrested last week after state police responded to the Champlain Port of Entry for a report of a drug possession. U.S. Customs officers found Johnston Nov. 12 in possession of a quantity of mushrooms containing psilocybin. Johnston was arrested and charged with criminal possession of a controlled substance in the seventh degree. He was arraigned in the Town of Chazy court where he was remanded to the Clinton County Jail in lieu of $1,000 cash bail or $2,000 bond. Johnston is to reappear in the Town of Champlain Court at a later date. ■

Plattsburgh launches ‘Hometown Heroes’ program Town calls for submissions to banner initiative honoring local veterans By Elizabeth Izzo STA FF W RITER

PLATTSBURGH | Submissions are being sought for the Town of Plattsburgh’s new “Hometown Heroes” banner program. Designed to honor local veterans and active-duty servicemen and women, residents will have the opportunity to submit photos of their loved ones to the “Hometown Heroes” program for inclusion on a series of banners to be hung from light poles throughout the area. The town Planning and Community Development office will administer the program. Anyone interested in submitting their loved one to be honored can find an application at townofplattsburgh.com or at the Town Hall on Banker Road. The deadline for applications for the 2019 season is March 25, 2019. “This has been a successful program in neighboring communities and we are honored to bring this living tribute to our town,” Michele Buckminster, planning secretary for the town, said in a statement. “Banners will be displayed on Smithfield Boulevard, Plaza Boulevard and on the Route 3 corridor from Hammond Lane to the Route 3/Route 22B split.” Space is limited. Applications can be returned to the Town Hall or mailed to 151 Banker Rd. All applications should include the person’s name, photo, branch of service and whether or not they’re a recipient of a Purple Heart. “Our history runs deep, serving as theaters for battles in both the Revolutionary War and the War of 1812,” Town Supervisor Michael Cashman said in a statement. “From the birth of the nation to the most recent engagements, local men and women have answered the call to serve our country.

“We have a responsibility as a community to honor these men and women.” The towns of Peru, Keeseville, Willsboro, Moriah and Ticonderoga also host a version of the Hometown Heroes program.

‘PURPLE HEART TOWN’

“Recently, the Town of Plattsburgh became a designated Purple Heart Town,” Cashman said. The “Purple Heart Town” program, built through a collaboration between the Clinton County American Legion, the town and the two American Legions within its boundaries, Post 1619 and 20, sets aside designated parking spaces for Purple Heart recipients. Local businesses within the town can also apply to set

Boy Scouts honor retired super, assemblywoman for community service Duprey, Bassett earn 2018 “Good Scout Award” By Elizabeth Izzo STA FF W RITER

PLATTSBURGH | A former state Assemblywoman and Plattsburgh Town Supervisor were honored last week for their years of service to the community. Janet Duprey and Bernie Bassett were awarded the “Good Scout Award” by the Boy Scouts of America (BSA) - Twin Rivers Council, Adirondack District at an awards ceremony held in their honor. “It’s quite an honor,” Duprey told The Sun. “It’s a nice surprise. “This is a very nice tribute from the Twin Rivers Council.” The Good Scout Award is given to community leaders that serve with passion and dedication, and “exemplify the spirit of scouting in their daily lives,” according to the BSA. “Scouting is so important. Boy Scouts shape the lives of many young men, Girl Scouts do the same thing (for young women,)” Duprey said. “It’s nice whenever we have the opportunity, as community people, to encourage that and to support their efforts. They’re our next generation of leaders.” In more ways than one, Duprey was a trailblazer. As a representative of Peru, Ausable and Black Brook, she was the first woman to serve as chair of the Clinton County Legislature in 1981, and only the third in the history of the

Rouses Point caps off Civic Center rehab Long-term projects completed as skating season ramps up By Elizabeth Izzo STA FF W RITER

ROUSES POINT | A new coat of paint isn’t the only thing new at the Rouses Point Civic Center. After a long summer of painting, tearing out rotting plywood, infrastructure maintenance and installing new signage, the 40-year-old recreational facility is ready for a new era — just in time for residents to use the indoor ice arena during the winter sports season. “The village work crews are really what made this project happen,” said Mayor Thomas D. Batha in a statement. “When we set out to do this in early summer, it was an ambitious goal. It took some great sacrifice from our employees and I couldn’t be more proud of their efforts. “Not only did they do a great job, but because we were able to do it in house, we saved the village a tremendous amount of money.” Village workers hand-painted the 25,000 square-foot center this summer, according to Village Administrator Steve Peters. They tore out old and rotting plywood letters, installed new aluminum letters and completed a variety of long-standing maintenance projects. Inside, the old bleachers have been treated with a new coat of paint. The refrigeration unit and other infrastructure was rehabilitated. And the Pro Shop, where hockey and figure skating supplies are sold, was moved from the back of the building to the front, where the facility will be more accessible to the general public. An office was also opened in the front of the building so residents can more easily access information from staff. All told, the upgrades cost approximately $12,000. Peters estimates that by doing the work in house, the village saved around $68,000. “This facility is well-loved by the community,” Peters told The Sun. “A lot of passion and care has gone into it over

the last 40 years. It was time to make it look how everyone feels about it.” Along with the interior and exterior upgrades, the village’s website was also updated this year, allowing residents to more easily access public skate times and event listings from the comfort of their homes. “There’s always things to do,” said Peters. “There’s always improvements to make. We’re not stopping at these changes. We’re in a continual improvement mode —as the resources and time are available, we are going to continue to upgrade. Our focus is to build up a strong level of trust with our cus-

tomers and facility users.” In the next 2-3 weeks, Peters said, the center will begin renting out skates for public use, courtesy of a grant from the New York Health Foundation and help from the Clinton County Health Department. Eventually, village officials also hope to install a new skate sharpener. The center’s indoor ice arena is open to the public now through March 25. Admission is $2 per person. Prell purchased a pre-paid cell phone to conceal her relationship with the inmate, using an alias (“Gwendolen Freeman”) to purchase minutes on the inmate’s telephone account so they could chat. The inmate was serving a sentence for manslaughter for a 2008 killing in Brooklyn, said the state Inspector General’s Office, and has since been transferred.

New York State Inspector General Catherine Leahy Scott called Prell’s actions “a shameful blow to the many Clinton Correctional employees who ceaselessly work to maintain a secure facility and safe community.” Tailor shop supervisor Joyce Mitchell, who worked in the same workshop, engaged in relationships with inmates Richard Matt and David Sweat and provided them with the tools and resources they used to escape from the maximum security prison in June 2015, sparking a manhunt that cost the state at least $23 million and terrified the region for three weeks. Leahy Scott acknowledged Prell’s behavior was similar. “Thankfully, the reforms and training that took place since the escape helped swiftly bring this former employee’s actions to light

PLATTSBURGH | In a case mirroring elements of the infamous escape from Clinton Correctional Facility three years ago, a former civilian worker has been sentenced to a year in jail for engaging in an illicit relationship with an inmate and providing contraband. City police seek information on vandals Troupe suspected of damaging window in center city, police say

PLATTSBURGH | The Plattsburgh City Police Department is looking for help from the public to identify four people who allegedly damaged property on Brinkerhoff Street. “The suspects in the surveillance images were involved in the damage of a window to a residence on Brinkerhoff Street,” Police Chief Levi Ritter said. The four were caught on security cam footage in the vicinity of William Street shortly before 2 a.m. last month, according to Ritter. The alleged incident occurred on Oct. 26. The resident of the home on Brinkerhoff Street is offering a cash reward for the identity of the people involved. “We have no witnesses to this incident so we have no formal description other than what can be determined from the images which aren’t that great,” Ritter told The Sun. “We released these in hopes that a witness would come forward.” Anyone with information about the individuals in the security cam footage or with information about the incident are encouraged to call Plattsburgh City Police at 518-563-3211. ■

Schuyler Falls nears comprehensive plan completion Town eyes future development with updated roadmap By Elizabeth Izzo STA FF W RITER

SCHUYLER FALLS | After nearly two years of planning, a five-member committee tasked with crafting a roadmap to Schuyler Falls’ future development is nearing the completion of an updated comprehensive plan for the town. The plan will serve as a foundation that new businesses, housing and other developments will be built upon, Town Supervisor Richard Potiker said.

And when questions arise as projects move through the local planning and zoning boards, this comprehensive plan will serve as a reference. “When you go to do a major change in the town, this plan will show why it’s needed,” he said. “This will give guidance to not only me, but the next supervisor and the next town board.” The last adopted comprehensive plan was crafted in 1974. The last update to that plan was in 2002. The new updated plan comes as the neighboring Town of Plattsburgh continues to grow and attract large-scale manufacturing businesses like Norsk Titanium, an aerospace manufacturing company that officials have said is poised to create upwards of 400 new jobs in the area.

Potiker hopes that local economic growth will attract new households and businesses to the area — new households that may choose to settle in Schuyler Falls. “To me, this is pretty exciting,” Potiker said. The plan, which the town allocated roughly $40,000 for, according to Potiker, is being curated by students from SUNY Plattsburgh. “We went out on a limb to contract with SUNY Plattsburgh to get something that’s not out of a can,” he said. The expected delivery date for the new comprehensive plan is March 2019. After the plan is completed, the town will review its current zoning and planning laws to ensure compliance. ■

Council spars over Public Works funding In aftermath of department abolishments, council weighs budget asks By Elizabeth Izzo STA FF W RITER

PLATTSBURGH | Councilors were at loggerheads last week as they weighed funding for the city’s Department of Public Works (DPW). The discussion about funding for the department came as the council considers amendments to the mayor’s proposed 2019 budget. “If the city was on a firm financial footing at this point, and we had a healthy fund balance, I could be persuaded to say yes to all of these things,” said the council’s budget officer, Michael Kelly (Ward 2), as the council worked through the department’s wish list for 2019. “But we’re not in that position.” The DPW represents a slice of expenses projected at more than $4,215,720 next year. The department is seeking some additional funding for a variety of things, including a new staffer, money for an

arborist to deal with wayward trees, and funding for engineering services and to address curbside waste. The city’s total 2019 budget proposal is $59,491,900. “I’m not asking that we give them everything carte blanche,” Councilor Rachelle Armstrong (Ward 1) said. “I’m saying we

need to do a careful analysis.” Armstrong said that she wanted to have more time to hear from the department about the reasons behind their requests. “I think we need to be receptive to the message behind these requests and consider the context behind these requests,” she said.

Town of Peru stays below the cap Taxes increase for general fund, decrease for highway expenses By Elizabeth Izzo STA FF W RITER

PERU | The Town of Peru is poised to remain beneath the state tax cap next year, according to Town Supervisor Brandy McDonald. The town will levy $1,016,282 from taxpayers for general fund expenses, a 2.4 percent increase over this year when the town levied $991,282. The new tax rate next year is projected to be $2.33 per

$1,000 in assessed value, a 2.6 percent increase over this year’s tax rate of $2.27 per $1,000. For a person whose home is assessed at $100,000, this means a tax increase of $6. Total general fund expenses are projected at $1,621,890. The town will use $195,405 from its reserves, with the rest of expenditures offset by other sources of revenue, including fines and fees. The increase in expenses stems from two primary sources, according to McDonald: Wage increases for the town’s employees and a variety of building improvements slated in 2019. “We’re going to need a new roof on the Town Hall,” McDonald told The Sun. “We have a few spots where the roof is leaking.” The town will get done as many repairs as possible within the amount budgeted, and shuttle additional repairs into 2020 and beyond, according to McDonald.

“At least it’s going to be a start,” he said. The town held a public hearing on its preliminary budget on Nov. 7. The town board is expected to vote on adopting the budget on Nov. 15, after this edition went to print.

HIGHWAY

The new tax rate to fund highway expenses will decrease by 3.1 percent from $2.53 per $1,000 this year to $2.45 next year. For a person whose home is assessed at $100,000, that translates to a tax decrease of $8. The town’s taxpayers will pay $1,068,015 for highway department expenses next year, 0.10 percent up from this year, when the town levied $1,066,853. Peru Fire District will remain flat at $1.35 per $1,000 in assessed value next year. ■

New health center now open Behavior Health Services North center to broaden access to primary care

MORRISONVILLE | The new Behavioral Health Services North, Inc. (BHSN) Center for Well-Being formally opened at 2155 Rt. 22B in Morrisonville on Nov. 12. Not only will this expand the physical footprint of the agency, but it will establish a federally qualified health center in the region to help increase access to primary care. The 13,500 square foot clinical health center contains 13 behavioral health counseling rooms, four primary care exam rooms, private consult rooms, laboratory and additional space for expanded care management as well as serving as the clinical hub for the school-based services program and

the Clinton County Mobile Crisis Team. Access to primary care in the North Country has been a critical concern for many years. Current trends in health care increasingly rely on primary care providers for prevention, wellness initiatives and care coordination. This expansion will increase access to and deliver high quality primary care services to the North Country. “Our ultimate goal is providing the vital access, convenience and quality healthcare our clients and this region deserve,” said Behavioral Health Services North, Inc. CEO Mark Lukens. “We are excited to play an integral role in expanding these opportunities consumers have in gaining access to quality care.” The expansion cost roughly $4.5 million, which was funded primarily through the Delivery System Reform and Incentive Payment (DSRIP) program. The focus of the DSRIP program is to reduce emergency room visits and hospitalizations.

Integrating primary care into a traditional behavioral health facility is an innovative model locally, the goal is to reduce costs to the health care delivery system as a whole. “We are excited for the convenience the new location will provide for our staff, visitors and most importantly, our clients. No longer will clients have to go between multiple buildings. They will be able to come into one building and get nearly all the things they need, right here,” said Liz Cole, director of clinical services in a statement. “What this really represents is the continuing growth of BHSN and the continuing growth of the area. Man pulled from Saranac River SUNY Plattsburgh Police braved frigid waters to save man’s life

PLATTSBURGH | SUNY Plattsburgh University Police Officer Josh Coons rescued a 26-year-old man last week Wednesday, pulling him out of the 43 degree Saranac River behind Memorial Hall. A call came into the station at 10:11 a.m. Nov. 7 from a student who had seen a man in the river near the Saranac River Trail. According to University Police Chief Patrick

Rascoe, Coons and he ran down to the shore of the Saranac, which is in close proximity to the station. “When we arrived at the river, we could see the man’s face. The rest of his body was submerged. It was deep at that spot. He was holding onto the limb of a tree that was in the water,” Rascoe said. “The man had entered the river upstream and the rushing current brought him downstream.” The man was able to catch onto the tree limb and hung on. That’s when the student saw him and called university police. “When Officer Coons and I arrived, we could see he was starting to go under,” Rascoe said. “Josh went right in; he didn’t even take

off his belt or gun. He didn’t hesitate.” Maintenance and operations employee Gary Barnaby had been working on the river trail and saw Coons jumping into the river, Rascoe said. “He ran up, and we entered the water to assist Officer Coons,” Rascoe said. “When we got to him, Josh was under water as well. It was so deep,” Rascoe said. “We wrangled the gentleman into waist-deep water, and with the help of other officers and people who had gathered on the shore, we were able to pull him back up onto the bank.” At that point, Dr. Kathleen Camelo, director of the student health and counseling center, arrived as did the City of Plattsburgh

Fire Department. Camelo said the gentleman did have a pulse, but the rescue personnel used a rescue-breathing device and attached an automated external defibrillator before transporting him to CVPH. The condition of the man, whose identity was not released, was unknown as of this release. Coons was treated for possible hypothermia at the student health and counseling center and then discharged. “It’s a lot to take in. When the adrenalin drops, you realize what the outcome could have been,” Rascoe said of Coons. “And if that student walking by hadn’t reported it, that man would be dead.” ■

Deena Giltz McCullough honored by statewide group PLATTSBURGH | The Healthcare Trustees of New York State (HTNYS) has presented its 2018 Trustee Leadership and Advocacy Award to Deena Giltz McCullough, University of Vermont Health Network (UVMHN)—Champlain Valley Physicians Hospital (CVPH) and David Prince, Olean General Hospital/Upper Allegheny Health System. McCullough has provided strong leadership for both the health system and healthcare partner boards, said officials. She currently serves on the UVMHN Board of Directors where she is chair of the planning committee and a member of the governance and finance committees. McCullough serves as a network representative to the local UVMHN—CVPH Board, and she is the president and CEO of Northern Insuring. A trustee of the former parent company for three hospitals in upstate New York—CVPH, Elizabethtown Community Hospital and Alice Hyde Medical Center—McCullough was instrumental in guiding the affiliation process with UVMHN. In 2017, McCullough led the disestablishment of the parent company and created the Regional Health Forum she cur-

rently chairs to maintain focus on New York-centric issues, collaborations and initiatives through quarterly meetings. As co-founder of the annual Evening of Healing: Stories of Strength, she has helped bring the community together for conversations on suicide, drug addiction, mental illness and other critical issues.
