PLATTSBURGH | The Clinton County Legislature is poised to pass a spending plan for 2019 with no tax increase attached. Though the county continues to contend with an “uncertain economic and political environment,” as County Administrator Michael Zurlo wrote in his annual budget summary, included in the preliminary budget for next year is a tax rate of $5.97 per $1,000 in assessed value — no change from this year. For a taxpayer whose home is assessed at $100,000, this means a county tax bill of approximately $597. “Formulating a spending plan as we operate within an uncertain economic and political environment and are forced to pay for New York state’s onerous mandates continues to pose considerable challenges,” Zurlo wrote. “However, we continue to remain well positioned to meet these challenges.” The county is projected to spend $171 million next year, more than $29.3 million of which will be funded by property taxes. That’s an approximate 1.5 percent increase in expenses over this year, and a 1.1 percent increase in the tax levy.

Former SUNY Plattsburgh at Queensbury dean dies at 73 Robert Golden’s colleagues and friends remember him and honor his legacy

PLATTSBURGH | Dr. Robert E. Golden, 73, of New Bern, North Carolina, provost and vice president for academic affairs emeritus at SUNY Plattsburgh, died Thursday, Nov. 29, 2018. Golden was named to his administrative post at SUNY Plattsburgh in January 2002, arriving on campus in July of that year. He had previously been the vice president for academic affairs at Keene State College.

At the time of his appointment, former President Horace Judson said, “Dr. Golden is very experienced in the academic affairs arena and broadly knowledgeable in other areas as well.

Before that, he served as dean of the College of Arts and Sciences at Shippensburg University in Pennsylvania from 1989 to 1995 and held several positions at Rochester Institute of Technology from 1971 to 1989, including professor and chair of the Language, Literature and Communication Division; project director, Personal Computer Task Force; and associate dean of the College of Liberal Arts, among others.

“Dr. Golden is a very experienced, effective and articulate administrator who listens to all constituents before coming to an informed decision. His professional training, past administrative experience and accomplishments have positioned him for this important role at SUNY Plattsburgh.” Upon his hiring, Golden said he was “struck by the deep sense of commitment to the future welfare of the institution. The university has an attractive location, a strong and dedicated faculty and staff and high quality academic programs. I look forward to playing an important part in the university’s growth to become an even stronger institution in the future.” He received his Bachelor of Arts degree in history from the University of Michigan and his master’s and doctoral degrees in English and American literature from the University of Rochester.

In 2008, Golden retired as provost and vice president for academic affairs and received the college council’s Distinguished Service Award. He then moved to the branch campus at Queensbury where he taught English. In August 2009, Golden was named its dean and assistant to the president for the branch campus. At the time, Golden had proposed the transformation of the site to a full-fledged branch because he saw that SUNY Plattsburgh could play a more significant role in the entire northeastern region of New York, stretching from Saratoga northward. Santa Claus to tour Clinton County West Chazy, Plattsburgh, Dannemora and Rouses Point stops slated By Elizabeth Izzo STA FF W RITER

WEST CHAZY | The big guy in red will land in the North Country this month. Santa Claus will appear at six “Breakfast with Santa” events in West Chazy and Plattsburgh throughout the month of December. He’ll also stop at a cookie-making party in the Village of Dannemora, and take a ride aboard a fire truck in the Village of Rouses Point.

West Chazy’s Bechard’s Sugar House kicked

off the holiday season with a “Breakfast with Santa” last Saturday. The menu featured a full spread: Eggs, sausage, hash browns, maple coffee, juice and pancakes with fresh maple syrup. Face-painting by KitKat Design was on hand, and Santa Claus was available for photos with children all day, Bechard said. At the end of the event, each child received a small Christmas gift from the sugar house, she said. On Dec. 8-9, Guma’s Family Restaurant in West Chazy will also host two “Breakfast with Santa” events starting at 9 a.m. on both days. Kriss Kringle will return to West Chazy again on Dec. 15-16, for the first-ever “Breakfast with Santa” at Parker Family Maple Farm, from 9 a.m. to 2 p.m. The menu at Parker’s will include pan-

cakes and maple syrup, sausage from D&D Meats, bacon and eggs. Representatives from the Plattsburgh State Art Museum will be on-site to teach kids tricks to decorating Christmas cookies. Organizers will be collecting canned goods to donate to the local food bank. Tickets will be $10.50 for adults and children ages 12 and up, $6 for kids ages 5-11 and free for children under 5. Parents are encouraged to bring their own cameras to all of the events.

PLATTSBURGH | A Plattsburgh man could face 15 years to life in prison for allegedly selling cocaine. William L. Knight was arrested by Plattsburgh City Police at 137 McGaulley Ave. Monday on a warrant issued by Clinton County Judge William Favreau. Authorities said he sold cocaine at least twice in Plattsburgh in July. Knight, 44, was charged with two counts of criminal sale of a controlled substance in the third degree and two counts of criminal possession of a controlled substance

in the third degree, all class B felonies. A grand jury in Clinton County Court indicted Knight on those charges, according to the Clinton County District Attorney’s Office. He faces up to 12 years in prison with three years post-release supervision, according to the Clinton County District Attorney’s Office, as well as fines of up to $30,000 for each drug sale. Because of two previous felony convictions, he could also face sentencing as a “persistent felony offender,” with a minimum sentence of 15 years to life and maximum of 25 years to life. Knight was arraigned in court on Tuesday before Judge Keith M. Bruno and pleaded not guilty. The district attorney’s office requested bail be set at $25,000 cash, $50,000 bond.

Knight was previously convicted of multiple felony charges — criminal possession of a controlled substance in the fifth degree, criminal sale of a controlled substance in the third degree and criminal possession of a controlled substance in the third degree — in 2007 and 2015, according to the district attorney’s office. For the first charge, he was sentenced to a 30 month determinate sentence with two years post-release supervision. For the latter two, he was sentenced to a concurrent five year determinate sentence on each charge. ■

Taxes will remain flat in part because revenue is expected to climb: Revenue is projected to reach above $141.6 million next year, an increase of more than $3.1 million over this year. Sales tax revenue alone could increase by $1 million, according to an estimate from the county Treasurer’s Office, to $53.4 million next year. If that amount is realized, between the county’s 14 towns, three villages and the City of Plattsburgh, an additional combined $262,500 would be distributed. “Our main economic indicator, sales tax, remains on an uptick and although commodity prices can vacillate, motor fuel prices in upstate New York are not expected to fluctuate much from current prices throughout 2019,” Zurlo wrote. The county is also planning to use $408,412 from the sale of property at the former Clinton County Airport and $1.7 million from its general fund reserves to offset taxes. The public hearing on the county’s proposed 2019 budget was slated for Dec. 5, after this edition went to print. “I believed SUNY Plattsburgh could fill the gap,” he said at the time. In 2011, Golden retired as dean of the branch campus but continued to teach English part-time at Queensbury. Dr. David Hill, who worked with Golden at Keene State and whom Golden hired as dean of the School of Education, Health and Human Services in 2004, succeeded him as dean in Queensbury. Hill returned to SUNY Plattsburgh earlier this year to serve as interim provost and vice president for academic affairs. “Of all the things he taught me, and there are many, the one I am most reminded of is, ‘The dean’s job is to interpret the regulations, not just enforce them,’” said Hill. “It was typical of Bob to know the regs

and to consider them in decision-making along with common sense and concern for the people involved. I think of him each day I come to this office where he sat and positively influenced so many lives on campus.”

President John Ettling noted Golden’s influence on his own tenure. “Bob Golden was as good as they get; he was smart, talented, eloquent and funny — an Irish poet with a decided flair for administration,” Ettling said. “He embodied and celebrated the nobility of the faculty calling but lightly, without pomposity or self-importance. He helped to shepherd the college through a couple of difficult years during his early days as provost. And he was unerring in his advice and support during my first four or five years here.” ■

New committee to probe parking Group to serve as community ‘conduit’ By Elizabeth Izzo STA FF W RITER

PLATTSBURGH | A new parking advisory committee has been established in the City of Plattsburgh. The Plattsburgh Common Council approved the creation of the committee tasked with advising the council on various matters related to parking in the downtown core last week. “(This committee) will serve first as a conduit for community concerns regarding the implementation of a new parking program,” Community Development Director Matthew Miller told the council last week. “Also to serve as an advisory committee, to analyze data that’s generated by that system.” That data could include a number of things, Miller said. He used ticketing statistics as a result of the city hiring a parking enforcement officer as an example. The resolution adopted by the Common Council last week says that the council intends to “create a self-funded paid parking system,” though concrete public details on that proposal have remained elusive as councilors continue to hash out specific plans. If a paid parking system is implemented, the committee could also be tasked with setting rates and proposing enforcement policies, Miller said. The new Plattsburgh Parking Advisory Committee will

The world said goodbye to a member of America’s “Greatest Generation” with the recent passing of By Dan Alexander President George H. • PUBLISHER • W. Bush, affectionately known as “41.” As a young family man back in 1980, I took my first serious interest in judging candidates running for president that year. It was a crowded field on both sides with President Carter (whom I voted for in 1976) running against Ted Kennedy and Jerry Brown running for the Democrat ticket. And for the Republicans, it was Ronald Reagan, George Bush, John Anderson, Bob Dole, Howard Baker and John Connally. George H. W. Bush, in my opinion, represented everything we would look for in a leader: experience, a man of strong character and convictions, a war hero and proven servant to his country. There was just something about Bush that stood out as a humble, thoughtful, family man and the more I heard from him and the other candidates, the more committed I was to his candidacy. Well, as we all know, Bush lost out on the Republican nomination to Ronald Reagan, but Reagan must have seen the same strong attributes as I when he surprisingly chose Bush as his running mate. Since his death and as an honored representative of the Greatest Generation, the news media has been full of accolades and stories about President Bush and his life. As a nation, we can only hope and pray we haven’t seen the last of his unselfish type of service to the country. But it’s important to note, his approval record was over 90 percent coming out of the first Gulf War. Despite an upcoming second term election, President Bush put his political life in jeopardy when he broke a campaign promise to compromise with the Democrats on a budget bill that he believed was in America’s best interest. Those decisions sunk his second term election hopes but set up the country for great prosperity in the 1990s and lead to record surpluses for the nation. As a one-term president, it will be up to the historians to grade how his presidency will be seen in the years to come, but from my perspective, Bush’s 12 years as vice president and then president served to steady the nation during a trying time. His life of service sets a benchmark for us all to attempt to emulate and God knows we could certainly use more men and women in Washington like George H. W. Bush. Rest in peace, “41.” Mission accomplished! ■

We believe the impact of this decision would scar the Adirondacks forever. Weigh in on this extremely important issue regarding the future of the Adirondacks at publiccomment@apa.ny.gov. Past immigrants weren’t looking for a handout

To the Editor: For Americans to say we are all immigrants is ludicrous. Yes, we descend from immigrants, however that doesn’t make us immigrants. From the 1500s to the founding of our Constitution in 1776, immigrants were known as early settlers. They were, in every sense of the word, pioneers and explorers. They worked the land with next to no rights as Americans. Due to the Naturalization Act of 1790, most immigrants got naturalized which means they became Americans with all of the rights and protections of the Constitution that go with it. This was accomplished by being vetted through Castle Garden, which was America’s first immigration center. This port of New York operated from 1820-1892. After that closed, there was the more popular Ellis Island in New York City which opened Jan. 1, 1892 and closed in 1954. After that closed, the check points were scattered, and fractured at best, and today, next to non-existent. These immigrants were not looking for a handout but instead just looking to work in a country with freedom and safety. These immigrants were not gang members or in it for a political reason, nor were they trying to rush our borders and force their way in. What we are seeing in the Mexican border is nothing short of an invasion. If you do not believe it, we implore you to gather up 10,000 people and try to rush the border of Canada, Russia, China or any other country, and then tell us how that works out. PLATTSBURGH | She’s back at it again. Emily Estes, a 17-year-old from Beekmantown High School, is teaming up with Cumberland 12 Cinemas in Plattsburgh for a screening of the 2004 Robert Zemeckis film “Polar Express.” The movie showing — slated for Dec. 11 at 6 p.m. — will benefit the teen’s annual Christmas program, “Teens for Marines and Toys for Tots.” Movie goers are encouraged to bring a new, unwrapped toy or a $10 donation for admission. “We think it’s important to give back to the community as much as we can, and ‘Polar Express’ just has something that resonates with parents, with children and with people who saw the movie when it first came out,” Cumberland 12 Manager Craig Cathers told The Sun. “We encourage people to come out in their pajamas, get some popcorn, come with their entire family and get into the holiday spirit.”

Every year, Estes, alongside her family and friends, sign holiday cards for Marines stationed overseas and collect toys to donate to the Clinton County Christmas Bureau. It’s an effort that was spawned more than fi ve years ago, in the wake of Hurricane Sandy. At the time, she was 12 years old. But she wanted to help somehow, and her mother challenged her follow through. She started helping out locally, and what started as a challenge quickly developed into a passion. Apart from her holiday program Estes also supports the Relay for Life, a fundraiser for the American Cancer Society. This is the fourth year that Estes and her mother, Carol, have worked with the local cinema to host a combination movie screening and toy drive. “My favorite thing is seeing everyone come into the movie and seeing how many people get involved and participate,” Estes told The Sun. “You get to see all the little kids in their pajamas, everyone having a good time. It’s great.” Cathers said that the event has gotten larger and larger every year.

“The fi rst year, we had around 150 people. The next year, 200 — then last year almost 500 people came,” he said. “We sold out two theaters.” The fruits of that effort were notable: In 2016, Estes and her mother were able to donate more than seven shopping carts filled with toys to the Clinton County Christmas Bureau. Last year, it was even more. Estes said that they filled a mini-van twice over with donations. “Growing up, I’ve always had everything I’ve ever wanted,” Estes said. “I’ve had to work for it, but I’ve had what I needed. The programming continued as a once-a-week event until April of 1986, when I established Home Town Cable. We have been running local community events every day since that date and have been going 24 hours a day, seven days a week for the past 21 years. The latest requirements established by the cable TV provider have made it financially impossible for us to continue as a leased channel in the northern tier serving the communities of Champlain, Rouses Point, Chazy, Mooers, Altona and Ellenburg.

It is our intent to continue to provide local programming. We currently have over 1,400 subscribers to our Home Town Cable Network YouTube channel and expect that number to increase rapidly in the coming weeks. We presently have over 7,200 videos online at our hometowncablenetwork.com website, and that number grows daily as we upload more and more videos from our 20,000+ local video library. We will still be putting videos on the cable TV system serving the northern tier, but they will be on the public access channel (30). Although we have every reason to believe that we will continue to have a harmonious relationship with Spectrum, the public access channel will most likely not be available to us on a daily basis. However, we do hope to establish a regular programming routine so viewers will know when to anticipate our programs. In recent years, we have been recording approximately 500 new local events annually. We hope to continue to record as many as possible, but funding will now become an even bigger concern with the loss of our advertising revenue. - Calvin Castine, Champlain ■

Foster care a priority in the North Country By Assemblyman D. Billy Jones GUEST COLUMNIST

Each year, the holidays remind us of how fortunate we are. Sure, giving and receiving gifts is a great gesture of love, but most of us are thankful for much more than that. I personally enjoy spending time with my family and seeing Ella joyfully open her presents. However, in working with several local organizations that aim to help families, I have come to realize that not every child in the North Country gets to enjoy the holiday season with their families. According to recent studies conducted by agencies throughout the region, out of the three counties that I represent, Franklin County has the highest foster care rate. In fact, John Bernardi, CEO of the United Way of the Adirondack Region, states that there are as many children in foster care in Franklin County as there is in Suffolk County in Long Island. To put that into prospective, there are roughly 52,000 residents in Franklin County while nearly 1.5 million people reside in Suffolk County. Despite this alarming statistic, there have been great strides made to combat the placement of children in foster care. In 1995, there were nearly 54,000 children in foster care, compared to roughly 16,000 in 2017. While many of these situations involve family members temporarily taking in the child/ren, we are grateful to the thousands of community members that selflessly open their homes to children during a difficult time in their lives. In many cases of foster care, the parents are either incarcerated, battling substance use disorder or are simply unable to properly provide for their children. While many grandparents, aunts and uncles and community members try to step up for the children, many families do not have the finances to house these children. Whenever possible, the ultimate goal is to reunite these children with their birth parents so that they can lead normal lives. Due to strong efforts to keep children and their families together, New York state is able to reunite roughly 50 percent of children with their families each year. In 2014, 64 percent of children discharged from the foster care system returned home. We must continue this upward trend so that every child has a chance to be in a stable, loving environment. If families are not able to house a child in the system, there are plenty of other ways that we can make a difference in the lives of children in the community. A great way to assist those in need is by donating clothes, goods or funds to a local charity that aims to help children. During the holiday season, I also encourage community members to support the Christmas Bureau, Toys for Tots and other charitable organizations that aim to give every child a great holiday experience. As parents, we all want the same things for our children. It is our job to provide them with, food, clothes, shelter and to teach them as much about the world as we can. Although we have worked tirelessly to ensure that every child is getting that experience, there are still thousands that are not. This holiday season, I encourage every person reading this to consider kinship care. Whether it is short-term housing or long-term care, these youths would greatly benefit from having a temporary place to call home with people that care about their well-being. While I continue to advocate for more funding for foster care services, please think about giving a child a chance at normalcy. ■ - D. Domestic dispute leads to arrest

PLATTSBURGH | A Chazy man was arrested by New York State Police after an alleged domestic incident. Scott M. LaPointe, 30, was arrested on Nov. 27 following an investigation of a domestic incident which occurred on Nov. 17 on Military Turnpike in the Town of Plattsburgh. LaPointe allegedly punched the male victim in the head and face several times, causing bruises and swelling. The victim was transported to the University of Vermont Healthcare Network at Champlain Valley Physician’s Hospital in Plattsburgh for treatment of his injuries consisting of a fractured knee and numerous contusions to his right eye. LaPointe was located on Cross Road in the town of Plattsburgh and placed under arrest. Police allege he was found in possession of a smoking device and a quantity of marijuana. LaPointe was charged with assault in the second degree, a felony; aggravated family offense, a felony; reckless endangerment in the second degree, a misdemeanor; and unlawful possession of marijuana, a violation. He was arraigned at the Plattsburgh Town Court and remanded to the Clinton County Jail in lieu of $5,000 cash bail or $10,000 bond. An order of protection was issued. ■

DWAI arrest made

CHAZY | New York State Police arrested a Chazy man for allegedly driving while ability impaired (DWAI) by drugs. Christopher J. Jackson, 37, was arrested on Nov. 27 after state police responded to the area of Fiske Road and Ratta Road in the

town of Chazy for a vehicle off the roadway. Jackson was subsequently arrested for DWAI-drugs. Police claim he was also found in possession of a quantity of synthetic marijuana. He was charged with DWAIdrugs and criminal possession of a controlled substance in the seventh degree. He was released with tickets returnable to the Chazy Town Court. ■

Man arrested at border for violating order of protection

CHAMPLAIN | A Connecticut man was arrested by New York State Police after he allegedly tried to cross the border with a woman who had an active order of protection against him. Nicholas Eoanou, 36, was arrested on Nov. 27 after state police responded to the Champlain Port of Entry for a report of a violation of an order of protection. Upon arrival, U.S. Customs Agents advised Eoanou was traveling to the United States from Canada in the company of a female who was the protected party on an active stay away order of protection against Eoanou issued from the State of Connecticut. Connecticut State Police were contacted and verified the order was valid and active. Eoanou was placed under arrest for criminal contempt in the second degree, a misdemeanor. He was arraigned in the Town of Champlain Court and remanded to the Clinton County Jail in lieu of bail. ■

Trespassing leads to arrest

PLATTSBURGH | Clinton County Sheriffs arrested a Plattsburgh man for allegedly trespassing. Justin Kulengosky, 27, was arrested Nov. 28 after he allegedly refused to leave an area after multiple orders by an officer to do so. Upon being placed under arrest, Kulengosky then

allegedly refused to comply with deputies. Kulengosky was charged with trespass, a violation, and obstructing governmental administration in the second degree, an A misdemeanor. Kulengosky was arraigned in the City

of Plattsburgh Court and remanded to the Clinton County Correctional Facility in lieu of $250 cash bail/$1,000 secured bond on each charge. Kulengosky is expected to reappear in court on a later date to face the allegations. ■

PLATTSBURGH | A local entrepreneur has designed a mechanism that may be able to capture wasted heat from cryptocurrency mining rigs and funnel it where it could prove useful — commercial and municipal buildings. Ryan Brienza, 19, says he has the investor interest and funding in place to install these heat recycling boxes

around the city. The first place he wants to install one: The Crete Civic Center, a plan that Mayor Colin Read has said could save the city upwards of $500,000 per year in energy costs. All that’s stopping him now, Brienza said, is the City of Plattsburgh’s 18month moratorium on new cryptocurrency mining operations.

‘WE NEED THE MORATORIUM LIFTED’

Brienza is the CEO of Zafra LLC. His company, based in Plattsburgh, currently hosts and maintains a cache of 200 mining rigs on behalf of various clients. With the heat reclamation technology he’s built, a local business owner could

purchase an 80 square-foot box filled with up to 108 mining rigs. The heat that emanates from that equipment — the output typically reaches between 90-100 degrees, he said — would be directed into a building’s existing duct system. The result is a sort of plug-and-play, low-cost heating system that collects a cryptocurrency return 24-7, while recycling heat that would otherwise be wasted. Mayor Colin Read applauded Brienza for his work. “By regenerating heat, this actually reduces the burden on the city,” Read told The Sun. “There’s no increase in electricity usage. As a matter of fact, the people that are willing to work on the pilot with him will save the money that he’s willing to pay to partially heat their buildings.

Mining operations churn through large amounts of the city’s cheap electricity, generate little property and sales tax revenue and host few jobs. But by recycling heat, they could potentially cut down on utility costs for local businesses.

“Now is kind of the time when the city and the taxpayers can really benefit from cutting their heating bills to almost zero, if not zero,” Brienza told The Sun on a recent cold, blustery afternoon. Brienza said that he’s had these boxes available and ready to go for months, and had hoped to get some installed by May of this year. But then came the moratorium. It bars any new commercial cryptocurrency operation, defined as three or more mining rigs in a single location, from moving into the city. For Brienza’s company, the moratorium proved to be cumbersome. “We could be 20 times larger if that didn’t occur,” he said.

It’s been in place for more than eight months, and the moratorium could conceivably last for another 10 without needing to be renewed. In the world of cryptocurrency, that’s a lifetime. There is perhaps nothing more emblematic of this than the actual value of Bitcoin: Around this time last year, the value of one Bitcoin had vaulted to $17,900. A day earlier, LaSalle and Beekmantown skated to a 6-6 tie as LaSalle pulled out to leads of 3-0, 5-3 and 6-5 with the Eagles rallying each time. Cody Repas had a pair of goals while Collin Latinville, Kagan Livsey, Gavin Fessette and Alex Brienza also scored. Braedon Whittington made 16 saves for the Eagles while Riley Hansen made three saves before leaving with an injury.

GIRLS HOCKEY

The Plattsburgh High Lady Hornets opened the regular season with a 2-2 tie against Beekmantown as Amanda Vaughn and Abby Boule scored in the opening period while Madison Tetreault scored off a power play faceoff in the second and again in the third to level the scoring.

Ava Julian made 13 saves in the game while Brianne Knight made 22 for the Lady Eagles. The night before, the Hornets scored a 3-2 win over Salmon River Dec. 2, with Vaughn scoring the last two goals and Avery Holland opening scoring in the first period. Julian made 22 saves in the win.

The new season looked much like the previous one, as the Saranac boys and Plattsburgh High girls scored the team wins at the Section VII/X Invitational Dec. 1. Joe Gonzalez-Lyons scored wins in the high jump and triple jump for Plattsburgh High while Alex Palmer scored the win in the 55 for Peru, Cameron Duffield won the 300 for Saranac, Brexton Montville the 600 for Saranac, Logan VanBuren the 1,000 for Elizabethtown-Lewis/ Keene/Moriah/Westport (EKMW) and Luke Maye the 55 hurdles for Saranac. Angelina Lyons won the 55 for the Lady Hornets while teammates Jasmine Piper won the shot put, Kennedy Baker the long jump, Nora Graves the 1,500 and Abigaille Batu-Tiako the 55 hurdles. Harley Gainer won the 1,000 for Peru, with fellow Lady Indian Ella Messner winning the high jump and long jump. Saranac’s Rachael Woodruff won the 3,000.

Luke Moore, Nick Palma and Rafeal Kowol each scored four wins in the pool as the Plattsburgh High Hornets earned a win in the preseason invitational Nov. 30. Moore won the 200 free and 100 breaststroke while Palma won the 100 free and 100 back and Kowol won the 200 individual medley and 500 free. They were each part of successful relay teams in the 200 medley (Kowol, Palma), 200 free relay (Moore) and 400 free relay (Moore, Palma and Kowol). ■
