The First $10,000 Half Mile Track Prize By Ed Keller December 12, 1979 An interesting question that could be placed before any panel of harness horse experts, which would in all probability draw a series of negative answers, is, “Where was the first $10,000 feature race ever contested over a half-mile track, naming both track, year and the conditions governing same?” Just think back to the time you saw your first $10,000 race over a half-mile track. It has to be a few decades or so back you readily admit. But even so you are then way off base. The thinking of most of course will be that it was staged by one of the leading tracks of that era, by officials who were progressive and knew the value of an outstanding race feature. Again one would be far off base. Ever heard of the Clinton County Agricultural Society? Unless you were a native of that sparsely settled area of northeastern New York State, or happen to be among the few summer tourists who visit the section that borders on the upper west shores of Lake Champlain, and have a strong liking for horses and the country fairs, you have never had the opportunity to enjoy the annual four-day early September exhibition at Plattsburgh, the largest community of that area. Yes indeed, this would be the last place in the world of professional sports that you would ever expect to find the first rich half-mile harness racing feature. If one could have been present in the night that the fair board members of the Clinton Agricultural Society met to decide yes or no on such a momentous and risky undertaking, they undoubtedly would have heard plenty of fireworks. But when the meeting was over the forward thinking members of the fair board had made their point, and, immediately the news went out, the coming 1911 four-day fair and racing would headline the first $10,000 harness race ever contested over a halfmile track anywhere in the world. In addition to the big feature, there would be a Consolation for those starting in the big race and not earning any money. The balance of the four afternoon programs was made up of classes from the 2:29 candidates down to the faster 2:12 eligibles, each for $500, with an eight-County local race for $300. The $10,000 prize included one of the outstanding features of that or any previous racing season. The race was to be for a single dash, a Handicap over the longer mile and one-half route. These two features certainly did

set the tongues to wagging wherever the sideline critics gathered, for heated debates were as much a part of racing in that area as the racing itself – cracker barrel experts had their own followings. When it came to declare starters, the event drew a banner list of twelve. Then the handicapping committee went to work. That was long before legibility certificates carried the horses previous starts, and when other information on any horse’s previous starts, and when other information on any horse’s speed qualifications, like a quick call today to the U.S.T.A. offices at Columbus, would bring forth. The race committee had to decide on the various handicaps according to the best information that could be secured as to the racing abilities at that time. It had been announced that the starting of the Handicap would be like that used to start the $50,000 American Trotting Derby at Readville Park Grand

Circuit meeting of 1908, which was to remain for several decades as the richest single dash ever contested by harness horses. This system was governed by starters placed at the various handicaps, each holding an electric button. When the starters had their horses properly lined in front of their handicap, they pressed their button. When all buttons were pressed simultaneously, they released a big gong which signaled the start of the race. Five of the field of twelve were placed on the scratch handicap, the 2:20 post, the wire. starters were in charge of J.I. Olivette. Two others were spotted at the 2:17 handicap in charge of T.H. Moone, and the high handicap at the 2:16 station was given to Johnnie Medium, where C.F. Carpenter was in the starters stand. At the start Walter S., one of the five from the scratch position, took the lead and set the pace to the half. As the field battled past the first mile Dr. Thorne had taken command, who started from the 2:19 position. As the field hit the backstretch for the third time, Driver Lang had worked his way up from his last position in the bulky field with Johnnie Medium, and was pressing strongly for the lead, though several lengths back. Dr. Thorne, all-out at the mile and one-quarter pole, went on a break, and this let Johnnie Medium take over. Both Colonel S. and Walter S. applied the pressure in the final quarter, but Johnnie Medium had a safe margin at the finish. When driver Lang brought his gelding back for the presentation ceremonies, the more than 10,000 fans who had turned out for the fair’s biggest day ever, let out a roar that was heard way across the lake at Burlington, Vermont. Six monies were divided by the winners, as

follows; Johnnie Medium, $3,000; Colonel S., $1,800; Walter S., $1,600; The Princess, $1,400; Larabie Gyp, $1,200, and Patsy Hendrick, $1,000 – $10,000 in all. As a dollar was a strong commodity in those days, it was a profitable afternoon for the first six horses to finish. In the Consolation division, also at a distance of a mile and one-half, the winner was Dr. Thorne, over Baron Wedgewood, Kings Flower and Dan K, with Lady L and Minnie Grattan completing the field. Times for the two handicaps were, 3:35, the mile in the $10,000 feature in 2:22 off an opening 1:10 half, and in the consolation the finish in 3:36 1/2. Quite an afternoon it was at the annual Clinton County Fair, Plattsburgh, N.Y., on the shores of Lake Champlain, just about the last place in the race horse world that one would expect to see a $10,000 Handicap feature over a half-mile track. Editor’s Note – This article and the one which appears on page 156 were among several stories which reached us in a large envelope shortly before the writer, Ed Keller, died. We plan to publish others during the coming year.

General Prohibitions and Requirements • No person shall bring or have present an animal on the fairgrounds during a fair which is not qualified under NYS regulations. • No person shall present an interstate or intrastate certificate of veterinary inspection that has been altered by anyone other than the issuing veterinarian or an authorized agent. • Animals demonstrating clinical signs or other evidence of infectious, contagious or communicable diseases shall not be allowed on the fairgrounds during a fair. • Representatives of the Commissioner may deny admission to or require removal from the fair premises, or require the segregation of any animal showing signs of or exposed to any infectious, contagious or communicable disease. NOTE: The fair board of directors has the authority to reject unworthy or unsightly exhibits for reasons other than infectious, contagious or communicable disease (Part 350.10). The state veterinarian or animal health inspector will bring questionable exhibits to the attention of the fair board.

• All animals presented that originate from a location other than New York shall meet all New York State importation regulations appropriate to the species in addition to the fair animal health requirements.

Inspection (CVI) • Cattle, sheep, goats, swine, llamas, alpacas, deer, and misc. ruminants, require a valid CVI to enter the fairgrounds. • The CVI must be issued by a Category 2 accredited veterinarian. • All animals must be officially identified. All manmade ID must be recorded. Refer to Animal Identification section below for more information. • Only one species is allowed per certificate. • The type and duration of certificate required depends on the origin of the livestock.

New York Origin Livestock: • A valid intrastate CVI (AI-61) is required. • Each animal must be individually identified on the CVI (see below). • The CVI must be issued on or after May 1 of the current year. AI-202 (1/14)

Animal Identification • Cattle, sheep, goats, swine, and deer/elk must be identified by USDA approved official identification. Cattle, swine and deer/elk must be identified by official ear tag. Sheep and goats must be identified by official scrapie identification (see sheep and goat sections below). Llamas and alpacas can be identified by ear tag or microchip approved by the Department of Agriculture and Markets. A sketch or photograph signed and dated by an accredited veterinarian is also acceptable identification for llamas and alpacas. Misc. ruminants must be identified by Department of Agriculture and Markets approved identification. NOTE: A complete written description is sufficient identification for horses entering New York accompanied by a CVI. The description must match the EIA test record. Horse sketches and descriptions should reference color pattern, hair whorls, chestnuts, scars and other markings as necessary to uniquely identify the horse. Tattoos and microchips if any should be included. “Bay, no markings” is not an acceptable description for a CVI or EIA test record.

Rabies Vaccination

• All animals entering New York State must satisfy import health and test requirements for that species and be accompanied by a valid interstate CVI.

• Rabies vaccination is required for all species for which there is a USDA licensed vaccine available (cattle, horses, sheep, dog, cat, ferret) and that are 4 months of age or older on the date of admission to the fair.

• The interstate CVI is valid for 30 days from the date of CVI inspection. During the fair season (July 1 through Labor Day) valid CVI’s can be used multiple times for entrance into fairs. The initial entrance into a fair must be within 30 days of the date of CVI inspection. In order for the CVI to be used for a later fair, it must be dated and initialed by a state official noting the location of the initial fair. A change in health status or eligibility of an animal necessitates the generation of a new CVI.

• Vaccine must have been administered within the past 12 months. The exception is Imrab LA vaccine used in sheep which protects for 3 years after the second annual vaccination (consult your veterinarian). • The rabies vaccination requirement must be met on the day of admission even if the animal was previously admitted to a fair when too young to vaccinate.

NOTE: Individual fairs can require animals for which there is no approved rabies vaccine to be vaccinated for rabies. The requirements outlined above would apply. The fair is responsible for notifying exhibitors. The New York State Fair requires rabies vaccination for all livestock species entering the grounds. AI-202 (1/14)

Acceptable Proof of Rabies Vaccination • Acceptable proof of rabies vaccination must include a signed written statement from the veterinarian administering the vaccine or a valid certificate of veterinary inspection that has the vaccination listed and is signed by the Category 2 accredited veterinarian. • Acceptable proof of vaccination must include the name of the product used, the date of administration and the duration of immunity if longer than one year. • If the statement of rabies vaccination is included on an EIA test record, it must be signed separately in addition to the required EIA test record signature. NOTE: Rabies titers are not acceptable proof of rabies protection and cannot be used to meet entry requirements.

• Acceptable proof of vaccination for dogs is a valid vaccination certificate or a copy of the dog license that contains the rabies vaccination information.

BVD-PI Testing • All cattle, llamas and alpacas exhibited at NY county fairs or the State Fair must be negative to an approved test appropriate to detect Bovine Viral Diarrhea persistent infection (BVD-PI). This is a once in a lifetime test that must be reported on the required certificate of veterinary inspection. The issuing veterinarian is responsible for verifying the validity of the test, the identification of the animal and recording the test date on the CVI. If a previous test is not verifiable the test must be repeated.

Animals 61 days of age and older can be tested in pools of 5 animals using whole blood, serum or plasma.

Cleaning and Disinfection • All buildings on the fairgrounds housing animals must be cleaned and disinfected prior to the opening of the fair and between groups of animals when housing is rotated (Section 50.2 of Agriculture and Market regulations).

Kidding and Lambing • Due to the concern about the spread of scrapie, any sheep or goats that are exhibited at a county fair that have recently given birth or have a vaginal discharge, will be ordered removed along with their offspring. • The causative agent for scrapie may be present in high concentration in fluids associated with birth and the risk of

transmission is considered highest at that time.

Commingling of Sheep and Cattle • Due to the potential spread of malignant catarrhal fever from sheep to cattle, it is recommended that cattle be kept separate from sheep.

Commingling of Swine and Poultry • Due to the potential spread of influenza viruses it is recommended that swine and poultry be housed in separate locations.

Isolation on Returning Home • The owner or custodian shall keep show animals biologically separate from the herd or flock for a period of at least two weeks after returning to the premises of origin. If any illness is noted in the exhibition animals the owner should contact their veterinarian immediately.

INDIVIDUAL SPECIES REQUIREMENTS Horses • Certificate of Veterinary Inspection (CVI) is not required for New York origin horses. CVI is required for imported horses. • Negative Equine Infectious Anemia (EIA) test is required for all horses 6 months of age or older. The horse must be accompanied by a valid negative AI-202 (1/14) EIA test record. The test must have been conducted during the current or previous calendar years for New York origin horses. For imported horses, the test must be conducted within 12 months of entry. • The EIA test certificate must include a complete description of the horse. • Rabies vaccination is required for all horses 4 months of age or older (see above). Deer/Elk (Cervidae) • Certificate of Veterinary Inspection with animals properly identified (see Animal Identification section above).

• Originate from a herd classified as accredited or qualified under USDA tuberculosis regulations. • A movement permit obtained from the Division of Animal Industry is required for all deer movements. CLINTON COUNTY FAIR HORSE SHOW RULES: All eligible animals that are being exhibited at the Clinton County Fair must be vaccinated for rabies. All horses must be immunized at least 30 days in advance of the fair. A thirty-day rabies vaccination requirement is the minimum timeframe that will help insure the animal against rabies while on the fair grounds. New York State law now requires all youth 14 years old and younger to wear an approved riding helmet while riding and handling horses. It is recommended that all wear an approved helmet. NO YOUTH 14 OR YOUNGER WILL BE ALLOWED TO RIDE WITHOUT APPROVED HELMET. Good sportsmanship is expected. Any person or persons exhibiting Poor sportsmanship may be asked to leave and forfeit all premiums. All exhibitors must think SAFETY first and be ready for the unexpected. Any horse or rider not considered safe will be excused from the class.

GENERAL RULES 1. No entries will be accepted without a valid NEGATIVE COGGIN (this test must be in the calendar year for 2013 or 2014 at the time of entry), as required by NYS law. Anyone mailing entries must include a copy of the negative Coggins and rabies certificate. Horses / ponies will not be allowed to unload

Horses may come in on Thursday, July 17, 2014 at 1pm. 6. Horses must be on exhibit by 9:00 AM Friday, and must remain on exhibit until Sunday at 6:00 PM. Any entrants who do not comply with this rule are subject to loss of premiums and denial of entry the following year. 7. Entries will be taken at the fair office until Saturday, July 12, 2014 before the fair starts. NO HORSES MAY BE ENTERED AFTER SATURDAY. Classes may be added on the day of the show at the double entry fee ($8.00). No new horse/riders combination. Classes must be added at least three classes prior to class entered. 8. No entry fee will be refunded without prior approval of the Horse Shows Chairperson. The show booth must be notified of any scratches or tack changes. Open Dairy Show is Saturday, July 19, 9:00 am ALL ANIMALS EXHIBITING AT THE CLINTON COUNTY FAIR MUST BE VACCINATED FOR RABIES 14 DAYS PRIOR TO THE OPENING OF THE FAIR. Exhibitors should consult with their veterinarian about vaccinating their animals against rabies as soon as possible. Consult the Animal Health Requirements section of this premium book for health requirements for exhibition. Entry fees received prior to noon on Friday before fair week will be 10% of the first place premium. Entries received after noon on Friday will be 10% of the place first premium plus a $5 late entry fee per animal. All animals must remain on exhibit until 2:00 PM Sunday unless the exhibitor has another show to attend and is excused by superintendent.

To be eligible for group classes, animals must be shown in their respective individual class. A prize of $20 will be awarded to the animal holding the highest combined butterfat and protein record (DHIA) in classes 13-20. A prize of $20 will be awarded to the best udder of each milking class. A Supreme Champion will be selected from the Grand Champion of the individual breed shows. Herdsman Award: lst-$30, 2nd-$25, 3rd-$20, 4th-$15, 5th-$10. 6th $6, 7th-$5. Premier Breeder and Exhibitor will be awarded based on PDCA guidelines. HORTICULTURE/GARDENING This years display will feature a ‘ natural habitat’ and provide information and handout material to learn about what kinds of birds, insects, and wildlife that may be around your homes. The display will feature a bubbling bird bath, grass, and elements that provide shelter, food and nesting areas for rabbits, butterflies, and birds. We will be located in Building #2.

Entry fee is 10% of first place premium per animal, except group classes, which is just 10% of first premium. Entries received after Friday, July 14, 2014, and up until Monday, July 11, 2014, will be 10% of first place premium plus a $5 late fee per animal. All entries must include a copy of the Certificate of Veterinary Inspection and acceptable proof of rabies vaccination. Those entering in Section-1 Full blood/Purebred Boer must also, include a copy of their registration paper. To be eligible for group classes, animals must be shown in their respective individual classes. ALL animals exhibiting at the Clinton County Fair must be vaccinated for rabies 14 days prior to the opening of the fair. Exhibitors should consult with their veterinarian about vaccinating their animals against rabies as soon as possible. Consult the Animal Health Requirements section of this premium book for health requirements for exhibition. Goats may arrive on Monday, July 15, and must be on exhibit by 12 noon Tuesday, July 16th. DEPARTMENT – 0 – FFA Superintendent: Karen Gilmore - klabombard@NACSI.org Phone: 518-594-3962 Ext 7042 (Ask for Agriculture Dept.) Entry Fee: No Charge in this Department. All entries due to Karen Gilmore the last full week of school in June. All entries must be on exhibit by Tuesday at Noon. All articles must remain on exhibit until 3:00 PM Sunday. A fourteen-day rabies vaccination requirement is the minimum time frame that will help to insure protection of animals against rabies while on the fairgrounds. It’s preferable to establish rabies immunity well in advance of the fair season. Keep in mind that a non immunized animal exposed to rabies virus prior to receiving its vaccination is not likely to be protected. Exhibitors should consult with their veterinarian about vaccinating animals against rabies as soon as possible. As animals receive their booster vaccination population will be forming that is protected against rabies to the broadest degree. All eligible animals that are being exhibited at the Clinton County Fair must be vaccinated for rabies 14 days prior to the opening of the fair. 1. Competition is open only to Clinton County youth who are regularly enrolled members of the FFA, and are enrolled for articles exhibited. 2. All Exhibits in this department will be governed by the same general rules as all other departments. 3. Health rules in this department will be stated in the report of the commissioner of Agriculture and Markets. 4. All exhibits in this department must be the work of the person exhibiting. Any exhibitor raised, made or prepared for exhibit by any other than the exhibitor during the current project year may be disqualified. 5. Bedding, grain, hay, water pails and feeding tubes must be provided by the exhibitor. 6. All classes, unless otherwise specified will receive: Excellent 1. Blue Award Good 2. Red Award Creditable 3. White Award All other 4. No Award 7. A sum not to exceed $3,200.00 will be awarded in this department. If, however the number of entries in a given section warrants redistribution of money the fair officials reserve the right to make necessary adjustments. 8. Section 1 – Leadership

The sum of $150.00 is appropriated as a leadership award to FFA members. These awards will be based upon the member’s leadership and showmanship abilities, plus the creativity they expressed to present exhibits and display for this department to the public.

Section 2 – County Champions

The sum of $350.00 has been appropriated to the superintendent of this department as an award to those members who qualify for the county judging teams which represent Clinton County at the New York State Fair in Syracuse.

Section 5 – Judging Contests All judging of contests will be conducted under New York FFA rules. These contests will take place on Saturday of the county fair. Proof of Coggins and Rabies must be presented for every horse entering the fairgrounds. All contestants age 17 and under must wear approved helmets. Appropriate footwear is mandatory. Boots or heeled shoes, NO FLAT SOLES. Anyone showing bad sportsmanship will be asked to leave immediately! Any protests or discrepancies will to be brought to the attention of the announcer at the time of the incident only. Your problem will be dealt with then, NOT after the next class has started and NOT after the end of the show. 6. Each obstacle tipped over during your run will receive a 5-second penalty. 7. You will receive no time for the following: (a) any hand held object is dropped. (b) failure to switch flags or knocking over a barrel in the flag race. (c) off pattern. (d) having to move on to the next rider because you are not ready. 8. Any contestant may ride more than one horse, but you must pay a separate entry fee & you will receive separate points. 9. More than one rider may ride the same horse, but separate entry and points fees must be paid. 10. RERUNS for timer failure ONLY. 11.
