The village of Dannemora launched its summer concert series July 17 with a performance by the band Too Big for the Corner. Performances will continue at the gazebo on the corner of Cook and Flagg streets every Friday, beginning at 6:30 p.m., through Aug. 14. The next band scheduled to perform at the gazebo is The Back Porch Band, July 31. The rain location for each concert is the former Dannemora High School at the corner of Barker and Bouck streets. PERU — The family of the late Francis “Al” Dubuque will hold their second benefit in memory of the former Plattsburgh resident, with proceeds to benefit the CVPH Fitzpatrick Cancer Center Memorial Fund. Murphy’s Tavern, 225 State Route 22B, Peru, will host a motorcycle ride and dart tournament next Saturday, Aug. 1. The benefit is one Dubuque’s daughter, Stephanie Blair, hopes will have an overwhelming turnout. “We started this because the memorial fund goes for training of the staff at the cancer center and goes toward equipment and helping with covering patients’ medication and co-pays and those sorts of things,” said Blair. Dubuque received services from the center during his own battle with cancer, which he ultimately lost in February 2006. After, the family’s first benefit was held and it wasn’t until this year they were able to organize another in memory of Dubuque.

Casting for Recovery continues mission of helping breast cancer survivors Women’s retreat in Lake George scheduled for August 2010 By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — When you think about recovering from a bout with breast cancer, fly-fishing might not be the first form of therapy to come to mind. However, it’s quite effective, said Janice Opal, a registered nurse at CVPH Medical Center. Opal would know, as she’s a breast cancer survivor involved with Casting for Recovery. The non-profit organization hosts retreats that use the sport of fly-fishing “to promote physical, emotional and spiritual healing” for breast cancer survivors. The retreats, she explained, focus on how casting can provide much-needed exercise for arm muscles after the removal of lymph nodes — which happens frequently in the treatment of breast cancer. “Fly-fishing helps strengthen the arm and lower the risk of lymphodema,” said Opal, referring to a condition in which fluid builds up in the arm, caus-
ing swelling and putting tissues at risk for infection. Casting for Recovery, which has been in existence since 1996, gives women the opportunity to spend a weekend learning how to fly-fish but also gives them a chance to interact socially with other breast cancer survivors and enjoy the healing powers of the outdoors. “It’s very nice because there’s not just fishing, there’s a sort of spiritual healing that takes place,” said Opal. “There’s amazing bonding that happens.” Opal participated in Casting for Recovery’s most recent New York retreat in Boonville in Central New York. That retreat was the closest one for women in the North Country until now. Planning is already under way to host the next New York Casting for Recovery retreat at Wiawaka, a women’s retreat center on Lake George, in August 2010. “We’re really excited to bring a retreat closer to our area,” said Opal.

Interstate 87 lanes to be closed Aug. 3-5 PLATTSBURGH — The northbound lanes of Interstate 87 between Exits 37 and 38 will be closed Monday, Aug. 3, and Tuesday, Aug. 4, from 6 a.m. to 6 p.m. The closure will be to accommodate work being done to the Tom Miller Road bridge which spans across the interstate. During the closure, traffic will be routed onto State Route 3 to State Route 190 to State Route 374 and returning to I-87. Signs will be in place to alert motorists of the closure and the detour. The southbound lanes will be closed Wednesday, Aug. 5, from 6 a.m. to 6 p.m. The same detour will be utilized during that time.
Saranac Flatwater Challenge to return this Saturday SARANAC — The Saranac Flatwater Challenge is planned for Saturday, July 25. The event begins at Picket’s Corners. indows shortcuts are handy ways to perform routine tasks. This week, we look at a few favorites. Across the top of most keyboards are function keys labeled F1, F2, etc. Many users know tapping F1 opens the “Help” function but how many know F2 allows faster renaming of a file or folder? Select the item to be renamed and tap on F2 to use it. Another handy function key is F5 which will refresh the currently open window. Ebay shoppers coming to an end of an auction will find tapping on F5 to refresh the page much simpler than other ways. The Windows Key, between the Ctrl and Alt keys on the left of the space bar, opens the Start menu, which is then easily navigated with the arrow keys. Once the destination program or file is reached tap on Enter to open it. If the keyboard is missing, the Windows key use the combination of Ctrl+Esc (hold down Ctrl and tap once on the Esc key). Leaving the PC for a while? The Windows key+L quickly locks the system while away. Disliking the usual method of shutting down a Windows XP system, I maintain a desktop shutdown that easily shuts down the system. Create the shortcut by right-clicking a blank area on the desktop and selecting “New”, “shortcut.” Into the “Type the location of the item” box, enter: %windir%\system32\shutdown.exe -s -t 15 -c “SHUT-
DOWN IN 15 SECONDS” and click next. Then, give it a name like “shutdown.exe” and click finish. Double-click the shortcut and the system will shut down in 15 seconds (which can be modified to any value desired). Mind change? Create another shortcut that aborts shutdown by repeating the above steps — this time enBy Ron Poland ter: %windir%\system32\shutdown.exe –a and give it a different name.

Qualifying for Medicare can mean savings
F
or years you did your part by paying into Medicare. Now it’s your turn to get the most out of the benefits you’ve earned. If you have limited income and resources, there’s a Medicare program, administered by the Social Security office, where you pay no more than $2.40 for each generic drug and $6 for each brand name drug. If you qualify, this program helps pay your prescription co-payments plus your other drug costs like monthly premiums and annual deductibles. Many people qualify and don’t even know it. Individuals who make less than $16,245 and married couples who make less than $21,855 may qualify to have lower Medicare prescription drug premiums, co-payments, and deductibles. To qualify, these individuals’ resources must also be limited to $12,510 or $25,010 for married couples. Resources include things like bank accounts, stocks and bonds, but not your primary house or car. Applying for this extra help program is free. Apply online at www.socialsecurity.gov ; call Social Security at 1-800772-1213 (TTY users should call 1-800-325-0778) and ask for the Application for Help with Medicare Prescription Drug Plan Costs or call Office for the Aging (565-4620) for assistance in answering your questions and completing the application. How to ‘shop at home’ more often FIRE W OOD

ast week, I introduced you to the concept of stockpiling groceries and spilled the beans on what’s hiding in my basement: a small-scale “grocery store” at home. Like many people, I’m always on the lookout for great deals. But unlike the typical shopper, I think nothing of buying 5, 10 or perhaps even 15 of an item when it is on sale. To really save money at the grocery store, shoppers need to break the habit of buying what they need each week and instead look beyond the current week’s needs. If shampoo is on sale for $2 and you have six $1.50 coupons, how many bottles should you buy? Six! While you might only need one bottle now, shampoo is an excellent item to stockpile. It has a long shelf life and is easy to store. Six bottles of shampoo will probably last your household the better portion of a year. At 50 cents each, a very low price, they’re a great deal. What if you decided to buy just two bottles? Not only would you miss out on the opportunity to save in the long run on this item, but you also would essentially be throwing money away in the form of the four coupons you chose not to use. Think ahead: after you use up your second bottle of shampoo, what will happen? You’ll head to the store when you need more shampoo. The chance is slim that it will be at its lowest sale price on the day you need to buy it. Your next bottle of shampoo may cost you $3.50 when it could have cost just 50 cents. And, instead of simply going to your stockpile and “shop-
ping at home” for the next bottle, you might also have to make a special trip to the store. While we’ll always need to go to the store for fresh produce, dairy and bread, a large portion of the groceries we buy are easily stockpiled for later. Boxed foods, snack foods, canned foods and bottled beverages all store easily and have expiration dates almost a year out from the time of purchase. Personal care products – such as shampoo, toothpaste, deodorant and shaving cream – have an even longer shelf life. And don’t forget household cleaners and paper products, both of which can be stored indefinitely. You don’t have to devote a special area of your house to stockpiling. And you don’t need to stockpile on a large scale. If toothpaste is on sale, buy several tubes and store them under the sink. If trash bags and paper towels are on sale, store them in the garage on a shelf. I enjoy having a corner of my basement devoted to my pantry, but you can stockpile wherever you have the space. A friend of mine once confessed she stored cereal boxes in her son’s bedroom closet once when it went on sale. She purchased 15 boxes, got them home and realized there wasn’t room in the kitchen! But again, what’s the harm? A little cereal in the closet never hurt anybody. And she paid less than 25 cents per box during that sale, so buying in quantity made sense. And remember, too, that while your stockpile grows, it’s also constantly in rotation. Old things come off the

Gardeners: Keep an eye out for late blight
T
here are two common diseases that get on tomatoes every year — early blight and septoria leaf spot. These are troublesome and in some years they can really reduce your yield, but they’re something we can live with. Late blight is a different story. This fungus disease affects tomatoes and potatoes and is seen only rarely this far north. It doesn’t survive our winters so it either blows in or is carried in on infested plants. We haven’t seen late blight in area since one summer in the late 1990s. Unfortunately, late blight is here now. We’re asking anyone growing tomatoes or potatoes to be on the lookout. As soon as you notice any large, brown patches on your plant leaves or stems, please bring a sample to any Cornell Cooperative Extension office. Enclose it in a plastic bag and keep refrigerated if possible. This disease affects tomatoes, potatoes. It spreads very rapidly and will quickly jump from one garden to the neighbors. The brown patches produce lots of spores
that are blown by the wind and carried by rain. If one gardener ignores the problem and leaves their plants to die they could become the source for a widespread infection. While a home garden can lose a few tomato plants, our growers with hundreds of plants will be severely affected by this disease. Infested plants need to be removed from the garden in a plastic bag, don’t try composting them or leave them in a pile. Market Basket totals stable for month, year
M
arket Basket prices rose only pennies in June to $95.70, up from $95.16 in May, and only up 2 percent from $93.71 last June. The total for the 41 items included in the Market Basket came from slight increases on produce, canned goods, and meats and slight decreases in frozen foods and miscellaneous. For the year produce, frozen foods, and canned goods increased and dairy and meat prices decreased. Ten pounds of round white potatoes increased sharply to $6.49 this month after falling to $5.66 last month, which was barely changed from last year's price of $5.62. This drove an overall increase in the produce category despite lower prices on red Delicious apples, Dole bananas, carrots and Iceberg lettuce. Although many fresh produce items have fallen in price due to summer availability, Green Giant canned peas continue to rise in price, up 49 percent from last year. Star Kist canned tuna is up 31 percent from last year's price. With grilling season in full swing, the prices on most cuts of meat were up. The biggest bargain was on chuck steak which was 9 percent lower than in May. Prices were up on ground chuck, bottom round roast, sirloin steak and whole frying chickens. Drink prices were down on tea bags and unchanged
on store brand cola, coffee and Budweiser beer. In breads, cereals and grains aisle, prices were stable. Frozen food prices were down overall, lead by a 75 cent drop in the price per pound for frozen haddock fillets, to $6.74. Prices were also down on frozen green beans and ice cream. In the dairy department, prices fell on every item except sliced American cheese. Dairy prices are still down 8 percent for the year.

With roughly 12-14 women attending a retreat, there is significant fundraising and donations needed. The Red Cross should be proud Last Friday, July 17, our family had the distinct pleasure of meeting Anne “Extraordinaire,” an employee of the American Red Cross Northern Chapter. Representing this life-saving organization, Anne introduced and welcomed our 93-year-old mother to their Life Line program that enables elderly people assistance with just the push of a button. Let us first say the American Red Cross should hold their heads high in regards to the professionalism and sincere compassion executed by this lovely, dedicated “Florence Nightingale!” Not only did she calm the heart of an anxious 93-year-old mother about the importance and value of this program, she also made us, the family, gratified knowing the decision to obtain Life Line was the correct one. We, the younger Parker family, wish to thank Anne and the American Red Cross Northern Chapter for their dynamic skills as a leader in the community assisting the elderly in Clinton and Essex counties in living their lives to the fullest with Life Line. Electric power’s highway Today, a steady, moderately brisk, nonthreatening, breeze bends leafy trees and pulls flags straight, all over the 288 megawatt wind farm. Most turbines run, excepting clusters. Why don’t all run? Though raw wind does always vary, large turbines’ design exports 100 percent rated output or nothing, unless deliberately shut down. Outside those states, performance doesn’t vary. Unless involving shared components, breakdowns seldom cluster. A high level source explained: at times, the NY Power Authority demands they harvest less energy. Turning, he walked off, offering only “A lot of things aren’t logical.” Does wind accumulate radioactive wastes, potentially leaking them? Spue out smoke? Emit climate-warming CO2? ... Dioxin? No. Isn’t it preferred, adding no fuel costs to our utility bills? Yes. For preventive maintenance or unexpected breakdowns, power grids have always needed “spinning reserve,” regardless of source (“Wind, Windpower, and Open Space”; Charles Komanoff; Orion Magazine; Sept.-Oct, 2006). When sufficient, its backup safeguards against region-wide blackouts. More spinning reserve is, and always has been, welcomed. Hasn’t it? Has this grid always limited its energy contributors? No. But it does where long distance transmission capacity is too scarce. For example: Massena’s hydro also has free “fuel,” so, if it shares transmission lines with wind, no savings would be gained by preferring either. Though NY state’s declared policy backs big wind, as it should, we need more long distance capacity for wind’s added power. To save forest’s valuable roles: including wildlife habitat, CO2 absorption, scenic beauty, and timber among them, capacity might be added without clearing additional routes. Maybe upgrading existing ones to higher voltages can be sufficient, or even widening a route we already have. We must develop enough capacity to bring us this increased clean power though. Neglecting available, developed, minimally polluting energy is ecologically poor judgement. It’s also economically unsound. David E. Manwell Beekmantown

Papineau jeremiah@denpubs.com LUTZ, Fla. — Four months ago, John Sparks’ life changed dramatically. It was a change that nearly cost him his life. According to family friend Colleen Trudeau of Saranac, the Tupper Lake native and former Plattsburgh resident was in California when he was accosted by a man March 18. The man was allegedly intoxicated when he began making comments about Sparks’ sideburns — comments which Sparks simply shrugged off, Trudeau explained. The man later confronted Sparks again, this time hitting him over the head and kicking his head into the edge of a curb, said Trudeau. “The guy was pretty well drunk,” Trudeau said. “I mean, he basically tried to kill him over his sideburns.” Though the man was arrested, Sparks suffered severe brain trauma and was in a coma for more than two weeks, explained Trudeau. While in the coma, Sparks also suffered a stroke, which
paralyzed his entire left side. “Everything that could happen to this poor guy has happened to him,” she said. However, Trudeau said in recent weeks, Sparks is on the mend. He now has a metal plate in his skull and is able to walk with assistance from a crutch. His shortterm memory is flawed, she added, and doctors have said it could take as much as two years for the 34-yearold’s brain to recover from the trauma it endured. “But, he’s been doing a little better every day,” said Trudeau. “He’s alive, he’s walking, he’s talking. He’s doing 120 percent better.” “We didn’t even know if he’d do this well,” she admitted. “But, he won’t give up.” Sparks is now staying with his parents in Florida as he undergoes routine physical therapy at a nearby rehabilitation center. As Sparks has no medical insurance, Trudeau has organized a benefit in his honor this Sunday, July 26, at American Legion Post 1619, 219 Rand Hill Road, in West Plattsburgh. The benefit will

Proceeds raised from the event will help with costs associated with Sparks’ recovery. A 2008 Harley Davidson V-Rod motorcycle will also be raffled off, with 1,000 tickets being sold at $30 each. Already, 700 tickets have been sold.
The amount of tickets sold is a sign of the community’s support for Sparks, said Trudeau. “Everybody — the whole community — has been just fantastic,” she said. Kickball challenge will be geared toward special kids By Jeremiah S. Papineau jeremiah@denpubs.com MORRISONVILLE — The Town of Plattsburgh Recreation Department is getting ready to host a special event for some special kids. The “Kickball Challenge for Special Kids” will be held next Saturday, Aug. 1, at the East Morrisonville Recreation Park on Bullis Road. The “fun, rule-modified game of kickball” will be geared toward children who face “mental, social or physical challenges in their lives,” according to recreation department program coordinator Janet Sosnicki. The event came about after a parent inquired last year if the town offered any activities specifically for children with disabilities. “At the time we didn’t,” said Sosnicki. Though the recreation department’s programs were adaptable for those with disabilities, the question sparked the interest in the town doing more. With that, the kickball challenge was born. “The difference between this program [and other town programs] is that we will make modifications to the activity while still making the child feel comfortable participating,” explained Sosnicki. “Last year,

we tried to hold this event, but I don’t think we got the word out early enough about it.” That’s changed this year, said Sosnicki, who has reached our to organizations like the Clinton County Advocacy and Resource Center and Sunmount Developmental Disabilities Services. Sosnicki said she and rest of the recreation department staff are looking forward to the event. “I have never done any programming like this and I am excited that I can now reach out to another subpopulation of the community,” she said. Strand Theatre restoration work continues Public’s help sought to bring 1924 building back to its original glory By Sarah L. Cronk sarah@denpubs.com PLATTSBURGH — When walking through the main entrance of the Strand Theatre, there is no longer a fountain or posters of movie stars as there once was in the circa 1924 building. However, work continues to transform the building to its original glory. Though from the outside of the building it may seem to not much has happened since the building was purchased by the North Country Cultural Center for the Arts in 2004, but NCCCA board of trustees president Leigh C. Mundy said that is about to change. The Strand Theatre received a $100,000 matching grant to transform the marquis and façade of the building, hopefully putting some excitement into the community about what is being done on the inside of the building. “The city is facilitating a state grant for the marquis and the façade, but it is matching,” Mundy explained. “I have to spend it, give them the [payment], then they give me the money back. So, I have to have that money first. I think that would really energize the community.” Mundy has raised a quarter of the money needed to finish the project, and believes if everybody puts in a little bit, the money can be raised quickly. “If 1,000 people gave me $100, that’s $100,000. Anybody can help,” she said. “If everybody in Clinton County gave me $50, we could have this whole thing done. The big donors are very appreciated and would make it very easy, but everyone can send in a little bit and we can get it done.” Mundy also believes if everyone in the community donates their small part, they will feel more “ownership” towards the building. One of the ways people can help is to sponsor a theatre seat, which will have an engraved plaque to commemorate the sponsor ’s support. “[The seats] are different price points from
$500 to $150, so that’s a nice way for anyone to help us out,” Mundy said. Currently, work is focused on a new sprinkler system, the front doors to the building and updating the bathrooms, which is currently being paid for by a nearly $100,000 grant from Rep. John M. McHugh, R-Pierrepont Manor. Mundy said she has found many politicians responding positively to the project and securing money for the Strand. “[U.S. Sen.] Kirsten Gillibrand has been very helpful as well as [U.S. Sen. Charles] Schumer,” Mundy said. “Both of them know that this is a major key in jumpstarting the revitalization of Plattsburgh and attracting businesses, and tourists.” State Sen. Elizabeth O’C. Little, RQueensbury, and state Assemblywoman Janet L. Duprey, R-Peru, are also among those who Mundy said have been “very helpful.” Mundy explained as more gets done, more events will be able to take place at the Strand Theatre, beginning with local events. “As we progress and get more sophisticated, we’ll be able to have regional events,” she said. “Then, once it’s totally done, we can have touring Broadway shows and music from everywhere.” Currently, Mundy is waiting to hear about a grant to replace the roof, so even more work can be completed in the interior of the building. “I’ve written a roof grant through New York State Council for the Arts,” she explained. “Again, it’s a matching grant, but once I get a new roof, then I don’t mind spending the money in here. More Tax Breaks For Homeowners In 2009 And Beyond Homeownership and green improvements will be more affordable for more Americans in 2009, thanks to several provisions in the American Recovery and Reinvestment Act. The changes will put more money in taxpayers’ pockets and allow homeowners to save thousands of dollars over the next several years. The First-time Homebuyer Credit has been extended and increased to qualifying individuals who purchase a home in 2009 before Dec. 1. First-time homebuyers are defined as those who have never owned a principal residence or who have not owned a principal residence at any time during the three years prior to the date of purchase. For 2008 and 2009 tax returns, the credit is equal to 10 percent of the home purchase price, up to $8,000. It phases out when modified adjusted gross income is $75,000 for an individual or $150,000 for joint filers. Married taxpayers must both qualify as “first-time homebuyers” in order to receive the full credit. Taxpayers who claimed the full $8,000 First-time Homebuyer Credit on their 2008 federal return cannot claim it on their 2009 return. Those who have not claimed the credit should determine which year to use it based on your income. If you expect your income to decrease in 2009, it will likely make more sense to claim the credit on your 2009 return rather than your 2008 return. The only scenario in which the credit must be paid back is if the home ceases to be the owners’ principal residence within 36 months of the purchase date. Then the full credit amount must be repaid on the federal return for that tax year. The credit was initially created to be claimed after a home is purchased, but the Obama administration is now allowing qualifying taxpayers to use it to cover certain purchasing costs. Homebuyers with mortgages backed by the Federal Housing Administration may be eligible to receive advances on the credit, which could be used for closing costs, fees and additional money for a down payment beyond the FHA’s required 3.5 percent minimum. Anyone can apply for an FHA-backed mortgage, regardless of income. However, there are limits on the size of the mortgage, and lenders may charge a fee for the credit. Some states are also offering similar programs. The new stimulus plan also includes tax credits equal to 30 percent, up to $1,500, for certain energy-efficient improvements to residential properties. The Residential Energy Property Credit can be claimed on 2009 and 2010 returns for improvements such as adding insulation or installing energy-efficient windows, doors, or heating and air conditioning systems. Bigger improvements involving alternative energy equipment such as solar hot water heaters, geothermal heat pumps and wind turbines may be claimed on 2009 to 2016 returns under the Residential Energy Efficient Property Credit. In addition to homeowner tax breaks, the 2009 act includes several new or increased credits and deductions. New Navigation Law will target boaters, hunters and cold water paddlers T
he New York State Legislature, despite its recent malfunctions, has managed to pass a new navigation law. It slipped through with very little fanfare or opposition and now awaits the governors signature. The new boating law will require the mandatory use of a personal floatation device by anyone aboard a pleasure vessel of 21 feet and under. A pleasure vessel is defined as essentially anything under 21 feet in length that floats such as a canoe, rowboat, speedboat or even a raft. Similar to the enforcement of New York’s much maligned, mandatory seatbelt law, the new navigation law is an effort by the state to force residents to protect themselves. It has even been described as a “seat belt law for boaters.” The new law will take affect beginning on Nov. 1, 2009 and enforcement will continue until April 1, 2010 and every year there after. No longer can boaters simply stow a life jacket under the seat. You can’t just sit on it, as with a safety cushion. A Coast Guard approved, Type III lifejacket must be worn.
Hunters will be afffected Hunters traveling by motorboat or canoe will be the initial user group most affected by the new law, although late season anglers should also take notice. The legislation is intended to target boaters that are on the water during the cold water months. Hunters will likely be the predominate, cold weather boating crowd. Waterfowl hunters and deer hunters accessing their camps via motorboat as well a kayakers, canoeists and other boaters will be affected. The purpose of the law has been explained as an effort to “clarify legal requirements concerning the use of PFD’s and decrease boating-related injuries and fatalities by requiring
the use of PFDs on small vessels during the months of the year when water temperatures are at their coldest.” The rationale is explained as “over the past decade there has been an upward trend in recreational boating fatalities. Nearly 20 percent of these boating fatalities occurred during the winter/early spring months involving small boats. In 90 percent of these cases, the victim was not wearing a PFD.” Indeed, research conducted by the US Coast Guard indicates that the cold water drowning are the major cause of hunter fatalities. Each year, more hunters die from drowning and the effects of hypothermia than from gunshot wounds, falls from a treestand or other accidents. Furthermore, statistics reveal that the majority of capsizing and falls overboard occur with boats less than 20 feet in length. Many drownings occur when a hunter, dressed in heavy clothes for the weather, stands in a boat to take a pee at sea and in water temperatures between 32 and 40 degrees, a person can a person can become unconscious in less than 15 minutes. Since fewer people are engaged in water-based activities during the off-season, the likelihood of prompt rescues efforts occurring during the cold-water months is greatly reduced. Under cold water conditions, a person's best chance of survival is to wear a securely fastened PFD which helps to conserve energy, prevents submersion, and allows more time for rescue. I expect there will be an increased demand for the new style of lightweight, inflatable PFD’s that can be worn under a jacket. These Coast Guard approved PFD’s are available as either a vest or suspenders. Although they are lightweight and can fit under clothing, they will instantly inflate

Hunters using boats should be familiar with their water craft and understand its load capacity. Hunters often use smaller, more portable boats such as jonboats, duckboats or canoes which are more prone to capsizing. As a user group, hunters often go out in the foul, fall and spring weather. Usually they are with other companions and sometimes with dogs or a heavy load of decoys or other gear. Hunters should avoid crossing large, open bodies of water and never stand in a boat. In event of a capsize, stay with the boat if you can’t get to shore. As with any motor vehicle, whether a truck, ATV or a snowmobile, it is illegal to carry a loaded firearm or discharge a firearm in a boat while under power. However, it is legal to shoot from a motorboat, rowboat or canoe, even during the big game season, provided the motor is not running.

Robert W. Parks named ‘Rotarian of the Year’ PLATTSBURGH — The Rotary Club of Plattsburgh has named Robert W. Parks Rotarian of the Year for 2008-09. The Plattsburgh resident, who serves as president and publisher of the Press-Republican, was presented with the award during the club’s June 24 meeting. Steven G. Frederick, immediate past president of the club, said Parks was chosen for his remarkable commitment to the club during the past year, especially for his work as co-chairperson of the club’s membership committee. Parks himself has sponsored four new Rotarians for membership during the past year. “I am honored to be recognized by the Plattsburgh Rotary Club as the Rotarian of the Year,” Parks stated when asked about his recognition. “The Plattsburgh Rotary Club does such great work for the community with its scholarships, gifts and community service programs such as the CV-Tec House project, Adopt-AHighway, Food Shelf and the Centennial Park project. “ Under Frederick’s leadership, the club has seen a growth in membership, said Parks, as well as success in several fundraising projects such as the Rotary Fishing Tournament, Rotary Radio Day and the Roducky Derby. “I am proud to be a member of this club and to work with my fellow Rotarians to serve our community,” said Parks. Parks joined the Plattsburgh Rotary Club in November 2000 after transferring from a Rotary Club based in Danbury, Conn. He received the Service Above Self Award in 1999 and the Distinguished Rotarian Club Award in 2000 from the Danbury Rotary Club. Parks is also a three-time winner of the Rotary Paul Harris Fellow Award, which also recognizes outstanding service to the greater community. In addition to his Rotary commitments, Parks serves on the board of directors for the Plattsburgh-North Country Chamber of Commerce, The Development Corporation, and The Foundation of CVPH Medical Center.
