Papineau jeremiah@denpubs.com CHAMPLAIN — The town of Champlain will soon have a new way to pay tribute to the French explorer from whom the town received its name. The Town of Champlain Quadricentennial Committee has received notification it will be awarded a $1,700 federal appropriation to establish an interpretive panel at the Samuel de Champlain monument at St. Mary's Church on Church Street. The monument, explained committee chairman Christopher , was the first in the United States dedicated to Samuel de Champlain, erected in 1907. “This monument of Samuel de Champlain is the center piece of our community that welcomes several visitors to the monument every year,” said Trombley. St. Mary’s Church, said Trombley, has seen an in-

The lack of senior housing in Chazy fueled the organization’s efforts nearly a decade ago, which still has a strong focus today, said Kirby. The challenges of a troubled national economy and millions of dollars in cuts to the state’s senior housing budget are daunting, he said, but won’t stand in the way of raising the more than $1 million necessary for the project. Chazy Senior Housing has already accomplished the initial groundwork to build a 10-unit housing development, said Kirby. The organization has plans for the project in hand, drawn up by Architectural & Engineering Design Associates, P.C., Plattsburgh and has secured 4.1 acres for the project on Church Street from Sacred Heart Church. There, plans are to construct the housing facility, which would consist of mainly sin-

crease in the number of people visiting the monument with this year ’s celebration of the Hudson-FultonChamplain Quadricentennial. The “Quad,”s to which is often referred, celebrates, in part, the 400th anniversary of Samuel de Champlain’s exploration of the region. The town Quad committee figured it only fitting those flocking to the monument be able to learn more about the history of Samuel de Champlain while standing at the base of the statue of the famed explorer, said Trombley. The committee applied for a grant to fund the installation of an interpretive panel and was most pleased when learning their application was successful, he said. “This interpretive panel will be very important in educating the public on the historical significance of this monument,” said Trombley.

CHAZY — Lawrence Kirby wants his fellow senior citizens in the town of Chazy to have another place they can call home. The 75-year-old town resident serves as president of the board of directors for the Chazy Senior Housing Development Corporation, a nonprofit organization that has been working since 2000 to establish a housing facility for those age 55 and older. The organization’s mission is important, said Kirby, due to the town’s unique situation in Clinton County. “We’re the only town in the county that doesn’t have senior housing,” said Kirby. When getting older, seniors are faced with more and more challenges of maintaining their own homes, said Kirby, leaving them few alternatives other than moving to senior housing outside of town. “It’s very tough when you’re 65, 75 years old and

The Rouses Point Farmers Market opened for the season July 2, with vendors selling merchandise ranging from fruits and vegetables to maple products and homemade chocolates. Benefit Sunday to help Hannah’s Hope Fund jeremiah@denpubs.com REXFORD — Five-yearold Hannah Sames is battling a rare, debilitating neurological disorder, but she isn’t alone in her struggle. The people of the North Country and several areas across the state have been by her side since she was diagnosed with giant axonal neuropathy in 2007. Hannah, the daughter of North Country natives Matt and Lori Sames, remains positive through it all, said her father, despite the challenges GAN places on her mobility. “Overall, she’s doing pretty well,” said Sames. “We’ve noticed a little slip in her balance, which is consistent with the disease.” However, Hannah played tee ball for the first time last spring, he said, giving her much enjoyment and time to have fun like an average kid. “She loved it,” Same said. “She fell down a bit but she picked herself up, dusted herself off and wanted to keep going. She’s just an amazing little kid.” The Sames family hasn’t sat idly by while Hannah suffers. Last year, Hannah’s Hope Fund, a 501(c)(3) nonprofit organization, was established with the mission of finding treatment and a cure for GAN. Though finding a cure for their daughter ’s condition is their first priority, said Sames, Hannah’s family

wants to do whatever they can to help anyone with GAN. “Our little organization is the only one in the world for this disease,” said Sames. “And, it’s not just about one child; it’s about every kid in the world who has this disease.” Money raised for Hannah’s Hope Fund has already begun to provide research funding to institutions including Stanford University, the University of North Carolina at Chapel Hill and New York-Presbyterian Hospital in New York City. The fundraisers held in the Rexford-Albany area and here in the North Country are critical in continuing research, said Sames. To that end, the Sames

family will host its second annual Hannah’s Hope Fund Benefit Dinner this Sunday, July 19, at the Rainbow Wedding and Banquet Hall in Altona. Though last year ’s ben-

efit dinner had an overwhelming turnout, Sames said he and his family will be thankful for whatever response this year ’s dinner gets, given the troubled state of the economy. “The fundraising environment is much tougher than it was,” said Sames. “We’ll be grateful for anything people can do. We’ll do the best we can do.” The roast beef dinner will be held from 11:30 a.m. to 2 p.m., with adults charged $20 each and children ages 612 charged $10. Children ages 5 and younger will be admitted free. The event will include a live auction by Gary Phinney and entertainment provided by G & B Special Effects. lash drives are indispensable for data backup and transport. Is there another storage technology more widely available, cheaper or easier to use? Perhaps not, but another medium gaining ground is a useful alternative available over any Internet connection, completely free in some cases and as easy to use as surfing the Web. The medium is sometimes called “cloud” storage and here’s how it works. The term “cloud” is just a reference to the Internet. Anything traveling across or contained somewhere within the Internet is considered to be in the cloud. Cloud storage simply means a user has access to hard drive space typically held on a file server hosted on the Internet by an organization. One such organization is Microsoft who offers a service called Skydrive. Part of the Windows Live service, Skydrive offers an amazing 25GB of storage completely free. Users may create folders and upload files to them with options to keep the folders completely private, share the files with other select people or make the folder completely public which means anyone in the world can view the info. A user already having a Windows Live account needs nothing more to get started. New users can sign up for a Live account and then get started. Either way, visit

skydrive.live.com on the Web and log in or create a new account. Once the account is set up users may start creating folders and uploading files. A bar graph gives a visual representation of how much space is being used and how much is still available. One advantage of cloud storage as opposed to a flash drive is there’s nothing to plug in, unplug or lose. Getting involved in a loved one’s rehabilitation

H

ow do you make sure your loved one gets the most out of their rehabilitation? According to Christian Andaya, RPT, from Today’s Caregiver, the key is to get involved in the process. Research your senior ’s condition and educate yourself, so you can ask questions. Learn about their insurance coverage, and find out what is covered and what isn’t. Find out what the “length of stay” will be. Attend patient conferences with the health-care staff. If there isn’t a conference, schedule one. The purpose of the conference is to learn about your senior ’s overall condition- medical, physical, emotional, and psychological- and to clarify the goals and expectations of the patient, family, and rehabilitation team. When therapy has begun, frequently discuss the progress your loved one is making with the entire rehabilitation team. Ask permission to read their medical charts. Ask about anything you don’t understand. Attend as many therapy sessions as you can- if possible, attend every activity. Talk about the routine, and learn about any exercises that you can help your loved one with outside of therapy. Encourage your senior to go to therapy. Rehabilitation is never easy and getting their full cooperation can make all of the difference between success and failure. At the same time, remember that they have the right to complain, or to refuse to participate. When

the discharge planning process begins, get involved in that as well. Ask about what equipment will be needed, and find out what insurance will cover. Check the classifieds section of newspapers for used equipment, such as walkers, canes, and wheelchairs. Many of them sell for a fraction of the new price. Talk to the rehabilitation staff about used equipment as well- they may have some additional suggestions.

Twenty-four become United States citizens By Jeremiah S. Papineau jeremiah@denpubs.com PLATTSBURGH — Twenty-four individuals from countries spanning the globe are now among the newest United States citizens. Clinton Community College hosted the Clinton County Supreme Court’s annual Naturalization Ceremony July 10, with friends and family of those taking the Oath of Naturalization with them in attendance. The Hon. Kevin K. Ryan congratulated the two dozen men and women for their pursuit of citizenship. The timing of this year ’s ceremony, Ryan noted, coincides with the celebration of the Hudson-Fulton-Champlain Quadricentennial, which honors, in part, the life of French explorer Samuel de Champlain. “[Champlain] showed a tremendous amount of courage to cross a vast and dangerous ocean, to see what this New World offered,” said Ryan, adding the explorer faced much adversity and many challenges in his voyage. “And, I’m sure that if we heard from our new fellow citizens about their lives, we would admire the courage it took them to leave their friends, their families and their cultures and, like Champlain, travel into the unknown.”

“Whatever your dreams are, I hope they are realized,” Ryan told the new citizens. “In your quest for your dreams, you, I am sure, will leave a positive mark on your new country.” Francine Carole Fitzgerald, Rouses Point, was among those to receive citizenship and, for her, it was something she felt was long overdue. “I’ve been waiting for a long time. I’ve lived here in the States for 43 years,” said Fitzgerald, who was formerly a Canadian citizen from Quebec. “It was just time to do it.” The evolution of the U.S. government in recent years prompted Fitzgerald to get her citizenship, she said, with tighter restrictions for crossing the U.S.-Canada border being among the changes she’s seen. “I still have relatives [in Canada], so this will just be easier for me to cross back and forth as a U.S. citizen,” she said. Other than that and the ability to vote and perform jury duty when called upon, Fitzgerald said she doesn’t think much else will change. Though she’s now an American citizen, there’s still some Canadian left in her, she said. “I still have my accent,” Fitzgerald said with a laugh.

Stocked shelves line the walls. More than 30 boxes of brand-name cereal will greet you, along with 20 bottles of apple juice. Towers of paper towels and toilet paper rolls reach toward the ceiling. There are so many packages of baby diapers in here that, stacked, they’d completely conceal the pantry door. And the shelf of household cleaners – everything from furniture polish and dishwasher detergent to glass cleaner and carpet sprays – will leave you wondering why my house isn’t spotless. (Hey, I do have three kids who make it their daily mission to undermine my housecleaning efforts!) People’s reactions to my pantry never cease to amuse me. They ask, “Are you worried about a food shortage?” “Who will eat all of this?” “Did you buy all of this at one time?” But once I explain stockpiling most people begin to get it. Wouldn’t you buy a lot of cereal if it were only 6 cents a box? How many bottles of apple juice would you buy at 25 cents a bottle? Both of these products have a long shelf life. And my family of five goes through a lot of cereal and juice, among many other things. Stockpiling and couponing go hand-in-hand. When you stockpile groceries, you buy as many units as you can afford to buy, using as many of the coupons that you have collected for the items involved. As consumers, we’re just not conditioned to buy large quantities of the same item. And yet, it makes good financial sense to do so. Grocery stores price all items on a revolving cycle. Everything

in the store reaches its lowest price point just once in a threemonth period. A SuperCouponer waits until the price of a certain item is at its lowest point, then buys enough to last his or her household for the next three months. The SuperCouponer saves money compared to the shopper who buys By Jill Cataldo only enough of a sale item to get through one week, then returns later to buy more of the same item when it is not on sale. Twenty bottles of apple juice may seem like a lot to buy at one time, and it is. But at a quarter a bottle, those 20 bottles cost me just $5. The juice’s regular price? $2.89. So, for less than the cost of two regular-priced bottles, I bought 20. If I bought what I thought our family would drink in a week during the apple juice sale, I’d leave the store with just three bottles. Once those bottles were gone, I’d be back at the store paying $2.89 apiece for the next three. Instead, I stockpile. The quantity I bought will last our family about seven weeks, and we’ve saved a lot of money, too. Stockpiling is a simple concept. Once you start, you’ll wonder why you didn’t shop this way before. Pro anglers of the Wal-mart FLW tournament teamed up with children with disabilities for a day of fishing on Lake Champlain, June 11.

PLATTSBURGH — In 1991, a program pairing anglers and children with disabilities was born. And, after nearly 20 years, CAST for Kids docked on Lake Champlain. The CAST for Kids Foundation, or “Catch a Special Thrill,” was founded by Jim Owens, who explained the program has now been to 30 countries and 60 events across the country. “At the time we started it, I happened to be the state Bass Federation president and I was looking for something to do with youth,” explained Owens, who is also the executive director of the program. Owens contacted The Bureau of Reclamation, which manages and protects the water in 17 states in the west, who was looking to “develop partnerships on their bodies of water.” “I said, ‘You know, I want to do this for disabled kids, because they’re the ones that need the most help in getting out on the water and fishing,’” Owens re-

called. “That’s where it started, and 19 years later we’re still doing it.” However, when CAST for Kids came to Plattsburgh July 11, they had a partnership to make the day even more memorable for the kids involved. The Wal-mart FLW Fishing Tournament was happening on Lake Champlain, which made for a perfect match to benefit children with disabilities in the area. “The CAST for Kids contacted the FLW about possibly joining the two events together at one of their stops,” explained Kristy Kennedy, group marketing specialist for the Plattsburgh-North Country Chamber of Commerce. “FLW had actually suggested why don’t they try Lake Champlain in the Plattsburgh area.” Kennedy explained CAST for Kids contacted her, asking if it was something the chamber would be interested in hosting, to which she replied, “Let’s go for it.” At 7:30 a.m., children swarmed to the Plattsburgh Boat Basin on Dock Street to go out on a boat with a FLW professional

angler and learn the tricks of the trade. Kennedy estimated nearly 40 children came out for the event, which also so help from volunteers of the local Kiwanis Club. In the end, the children left with smiles on their faces. “Most of them caught good size fish,” she said. “I don’t think there was actually a kid who didn’t catch a fish.” “FLW is just fabulous,” said Owens. “They’re really a familyoriented group. I’ve worked with a lot of different organizations and agencies all over the United States and some you can tell they’re doing it because somebody said they have to. FLW does it because they really believe in it.” For the future of CAST for Kids, Owens said they already plan on returning to Plattsburgh. “We will be back,” emphasized Owens. “I’ve already talked to some of the local people, and even if FLW isn’t here, the local bass club has said that they’ll take it on, that they feel that this is such a special event, they want to keep it going.”

Usually scheduled, failure’s sometimes unexpected. Throughout the grid’s lifetime, of over a century, steam and other power sources have always run intermittently, without shutting customers down. Wind fits that. Typically, with more deployed, more wind backs up other wind. It now powers 10 percent of Britain, with eddying often letting another wind harvester take over from one lacking power. A greater proportion of local wind’s backup comes under Germany’s 13 percent; still more from Denmark’s 25 percent. Wind powers 1-3 percent of America; much of our backup energy’s wind-powered too. Whenever wind’s running, equivalent steam sources favor wind’s free “fuel” by cutting back or shutting down. Wind’s also part of “spinning reserve.”No type of generator provides constant power. State comptroller gives economic snapshot of North Country, state PLATTSBURGH — The state’s economy is down, but not necessarily out, according to State Comptroller Thomas P. DiNapoli. The state comptroller gave an overview of New York’s economic situation during an economic roundtable discussion hosted by the Plattsburgh-North Country Chamber of Commerce July 11. During his discussion, DiNapoli described the state’s fiscal year — which began April 1 — as both a “time of great challenge” and “crisis.” First-quarter revenues for the months of April and May were down 40 percent compared to last year, which he contributed to the national recession, loss of revenue on Wall Street and the state’s growing unemployment situation. Though there has been “a significant drop-off in revenue coming to the state,” said DiNapoli, New York is “getting through the early part of the fiscal year because spending is also down.” “We’re still off from the financial

plan, but it reinforces what we’ve said from the beginning that it is absolutely crucial that we carefully monitor revenue and spending and do the best we can to manage spending more effectively, especially in view of the continued revenue decline,” said the state comptroller. Though not yet finalized, a preliminary look at figures for the month of June — which DiNapoli said will be more indicative of what lies ahead for the fiscal year — show another down month for revenue. “It’s certainly not going to be higher; it’s not going to be a reverse of a trend of the first two months,” admitted DiNapoli. “The question is going to be how much of a decline in terms of being off the financial plan it will be.” “We’re going to be in a tough situation from a revenue perspective,” he added. The state’s annual budget hasn’t helped matters either, according to DiNapoli, who said the budget was based on “the hopeful notion the economy is going to recover more quickly than most of the experts seem to be predicting.”

That, paired with a large percentage of this year ’s anticipated revenue being banked on federal stimulus funding, concerns the state comptroller. “We’ve got about $11 billion of the state budget based on revenues that are either nonrecurring or temporary in nature,” said DiNapoli. “That’s problematic; that’s an issue and a concern.” Though the nation finds itself in the middle of an economic crisis, DiNapoli said it’s also an opportunity for state leaders to think differently and be more frugal in government spending. “I think that would’ve made a little more sense than taking the temporary benefit of the federal stimulus money on those tax increases and basically deferring to the future some of those tough choices on spending that we still need to make,” said DiNapoli. “Those choices aren’t going to go away. They’ve just been delayed to another time.” Focusing on the North Country, the state comptroller reported approximately half of the more than

and the potential for Laurentian Aerospace Corp. to bring an estimated 200-300 jobs to the North Country are both positive signs, he said. “The long and short of it is you’ve got many great things that have been going on for a long period of time, but you’re facing some of the challenges we’re all facing in New York,” said DiNapoli. “We need to not lose sight of progress we’ve made in recent years.”

Yegerman earns college honors BURLINGTON, Vt. — Rory Yegerman, West Chazy, has been named to the spring 2009 Champlain College’s dean’s list for academic achievements. Yegerman is majoring in computer and digital forensics. Students named to the dean’s list are full-time students with a semester grade-point average of 3.5 or higher. Finding — and getting to — those midsummer trout

W

ith the heart of the summer season looming in the weeks ahead, temperatures are certain to increase. This expected increase in air temperatures and a corresponding rise in water temperatures will push trout down to the depths is search of cooler, more oxygenated waters. Optimum water temperatures for most trout species ranges in the mid 50’s. Although the season’s incessant rains have kept water and oxygen levels higher than normal; anglers working the local ponds and lakes have already resorted to using lead core line or sinking flyline in an effort to present their lures or flies to receptive fish. On the ponds last weekend, I found fish were most active in the depths of 18 to 24 feet. This range is well below the level that most anglers can achieve when trolling with monofiliment line. In such conditions, many anglers decide to target other species such as bass or pike. Trout diehards also have the option of chasing rainbows, a species that is more tolerant of warmer waters and brighter, sunny conditions. Rainbows usually respond well to flies, lures or spoons presented in the upper levels of the water column. These fish seem to be particularly fond of flashy ‘Christmas trees’ or ‘Cowbells’ tipped with a worm or a fly. However, for brook trout enthusiasts, the arrival of midsummer temperatures shouldn’t signal the end of the season. It simply requires a change of venue. Rather than dredging the depths of their usual spring and fall trout

ponds, anglers should consider the opportunities available on the park’s numerous, upper elevation ponds. Brook trout enthusiasts have long recognized that these high elevation ponds often maintain ideal water temperatures well into the heat of the summer. Yet, these waters are still visited primarily by hikers who are just passing through. The cooler waters of these ponds are the result of a number of factors. In the upper elevations, evening temperatures regularly drop into the 40’s and many mountain ponds, located on the shoulders of the high peaks, are shaded for a good portion of the day. Additionally, most of these ponds are spring fed or filled by cold, well oxygenated, mountain streams. I have discovered that, in general, the higher the elevation of the pond, the colder the water temperatures. I’ve also found that elevation is an important factor in determining angling pressure. The more difficult the access usually results in the fewer angler visits.

Accessibility is key On most remote waters, anglers casting from shore are at a a distinct disadvantage. Typically, these shorelines are littered with with dead and downed trees, which can prevent the landing of a big fish. It is also difficult to cast far enough to reach deeper waters where larger fish lurk. To avoid such issues, I prefer to use a good quality, inflatable raft. Although pack canoes have greatly diminished in weight over the years, they can be difficult or impossible to haul up steep mountain

trails or through thick spruce and heavy blowdown. Rafts can easily be condensed into a backpack. Bellyboats are a good compromise, but I far prefer a raft which permits an angler above water casting platform. Belly boats or float tubes also require the fisherman to wear waders. With their legs dangling in the water, anglers stir up the water or get stuck in the muck. Avoid the cheap, “pool toy” type rafts as they just don’t hold up. I use a raft that’s equipped with several air chambers and oar locks. I find it to be an ideal vessel for the smaller, more remote and inaccessible waters. Often, for those willing to put in the effort, it’s possible to have a pond all to yourself.

Which way to the water? The Adirondack region is graced with a multitude of high elevation ponds. And due to the extensive restoration efforts implemented by the NYSDEC, many of these waters retain healthy populations of brook trout. The more remote waters which are stocked annually by helicopter can be found listed on DEC's annual stocking reports. Consider the number of water bodies included in just a few of the park’s numerous Wilderness Areas, a partial listing includes the Pharaoh Lake Wilderness (39), High Peaks (112), Dix Mountain (12), Sentinel Range (5), Five Ponds (99), Hoffman Notch (8), Blue Ridge (19) and the Siamese Ponds (33). A sampling of the more remote waters would include Round Pond, Dix Pond, Puffer Pond, Peaked Mountain Pond, Moose Pond, Latham Pond, Tom Peck Pond, Cold-
