PLATTSBURGH | Not all fairy tales have a happy ending. Some endings, as with the Chazy Central Rural School Drama Club’s latest production, are even haphazard. After weeks of rehearsals, costume design and set building, “Haphazardly Ever After” opens at the
school next Saturday. Over 40 kids are involved in the production, according to Chazy Drama Club Director Kathryn Brown, 23 of them on-stage actors. “The whole thing is done by kids,” she said. The play follows the plight of a king and queen as they struggle to deal with their four bratty children. The parents try everything to make the four princes and prin-
cesses happy. A therapist. Arranged marriage. Eventually, a fairy god mother comes into the fray. “Everything goes wrong, of course,” Brown said. The result is a family-friendly hour of silliness, she said. “The kids have worked exceptionally hard to make this happen. They’re really super excited to do the play.” » Drama Cont. on pg. 4

PLATTSBURGH | Clinton County has released its tentative 2018 budget. The Clinton County Legislature will seek to adopt the budget with a vote on Dec. 13. The tentative spending plan, released late last month, shows that the county is poised to remain under the state tax cap for the seventh consecutive year. The plan calls for a tax levy increase of 1.4 percent over 2017, with $138.5 million in revenue projected to help offset expenses. The projected tax levy is $29,012,451, with total appropriations clocking in at $167.5 million.
Property owners are expected to pay $5.97 per $1,000 in assessed value, the same composite tax rate as 2016, but a 0.7 percent increase over 2017. This equates to a 4 cent increase per $1,000 in assessed value, $4 increase on a $100,000 home. In the last 10 years, the tax rate per $1,000 has declined by 26 cents. Citing an average tax levy increase of 0.51 percent and average tax rate decrease of 0.33 percent over the past half-decade, Zurlo praised the county’s careful fiscal planning in a letter to legislators. “This is quite an achievement and deserves recognition,” he said. In part due to an anticipated increase in sales and occupancy tax, the county’s revenues are projected to increase by 1.4 percent. The county plans to decrease the amount of money pulled from fund balance reserves by $500,000.

Plattsburgh finance office relocates to City Hall Department move will save $36K, mayor says By Elizabeth Izzo STA FF W RITER
PLATTSBURGH | At the start of the new year the city’s Finance Department is expected to relocate to City Hall. The nine-person department’s move from their Miller Street office will save the city approximately $36,000 per year in rent, according to Mayor Colin Read. The Finance Department currently shares a building with the Municipal Lighting Department (MLD), which operates independent of city government.
The department’s new spot on the ground floor of City Hall was left vacant following the abolishment of the city’s Engineering Department, one of four departments abolished by Read and the Plattsburgh Common Council on July 27. At a public meeting on Nov. 30, Read said that more departments may shift locales next year. Read pointed to the Community Development Office, which absorbed the Parks and Recreation Department this year, as an office he’d like to see centrally-located.

“We’re still doing trial runs (of that service) right now, but we expect to have it up by Jan. 1,” he said. The city is also looking at installation of a dropbox in Trinity Park.
MLD RELOCATION
When the Finance Department moves to City Hall, MLD could relocate to a different area. If the department moves, that could put the Miller Street building back on the market and bolster approximately $40,000 in tax revenue for the city, according to Read. But according to one resident, Robert Joyce, the city isn’t being transparent about plans surrounding the move. “There’s a lot of information that’s not being
provided to the public,” he said at a public hearing Nov. 16. “All of a sudden there’s talk of moving, without saying where.” No plans have yet been finalized, but talk about the possibility of a relocation has been ongoing. The Common Council passed a resolution Nov. 16 to apply for RestoreNY funding to demolish existing structures on a Green Street property, which Read said in an email could be a potential site for MLD. “I spoke with the people involved and they told me this was a routine item to give us authority to apply for a grant to remediate the MLD lot on Green Street, should we be able to relocate the MLD facility somewhere in the city,” Read wrote. ■

Time running out for Children’s Health Insurance Program Funding for safety net program due to expire By Pete DeMola EDITOR
PLATTSBURGH | As many as 350,000 children statewide may lose health coverage through the Children’s Health Insurance Program (CHIP) if Congress doesn’t renew funding. Federal funds are expected to run out early next year if Congress does not reauthorize the program, which primarily serves children whose families earn too much to qualify for Medicaid. Congress did not renew the program when it expired on Sept. 30, and state officials are pushing Congress to act. “In rural communities like the North Country, we already face difficulties with health care due to limited accessibility and lack of coverage by providers,” said state Assemblyman Billy Jones (D-Chateaugay) in a statement. “We should be working to improve health care not only for our children, but for all residents.” CHIP provides federal matching funds to states for the program. New York receives about $1 billion annually for its Child Health Plus Program, which provides preventative care, including routine checkups, immunizations, doctor visits, prescription coverage, as well as dental and vision care. The program has reduced the number of uninsured children in New York from 700,000 in 1996 to 100,000 in 2017, according to materials provided by the governor’s office.
“Children with chronic health conditions are most at risk, as being uninsured or underinsured forces parents to make difficult decisions about maintaining appropriate levels of care and acquiring needed medications,” said Essex County Health Director Linda Beers. One of the department’s essential functions is to assure access to healthcare, Beers said, and one way to increase access is through CHIP. “Without these services, a greater burden is placed on (Essex County Health) as a safety net agency or children go without insurance,” she said. A federal shortfall would mean the state would have to make up the funding difference — or choose not to — when it is already facing a looming $4 billion budget deficit. Jones said the loss of funds would be “devastating” for local communities and would divert funding from crucial state programs for education, infrastructure and economic development. Gov. Andrew Cuomo and state Department of Health Commissioner Howard Zucker have also called for Congress to take action.

The GOP-led House passed a bill along party lines last month to reauthorize funding for five years, and the Senate is working on companion legislation. While both parties agree the program is vital, they disagree on how it should be funded. Rep. Elise Stefanik (R-Willsboro) voted in favor of the bill. “This critical healthcare legislation provides a five-year extension to the CHIP program that so many children and low income families rely on,” Stefanik said in remarks on the House floor.

The bill also included two-year extension for funds for community health centers, and averts a Medicaid Disproportionate Share Hospital reduction of $5 billion.
STOP-GAP MEASURES
Funds are projected to run out before the end of the year if Congress doesn’t pass a short-term funding resolution to keep the federal government solvent. Centers for Medicare and Medicaid Services (CMS), which administers the federal funding, has been awarding millions in emergency funds to states in danger of running out, the website The Hill reported on Monday. Researchers at Georgetown University’s Center for Children and Families issued a report in October that revealed five states —
Arizona, California, Minnesota, Ohio and Oregon, as well as Washington, D.C. — are predicting they will run out of funding by the end of the month or early-2018. “This delay in funding CHIP is really unchartered territory and puts at risk the nation’s success in covering children,” said Joan Alker, executive director of the Georgetown University center, in a statement. The Senate Finance Committee recently passed an extension bill, but didn’t specify how it would be paid for. “We need to make sure the Children’s Health Insurance Program, which is expiring, gets to panel before the end of the year,” said Senate Majority Leader Mitch McConnell, according to the Hill. Jones, the state lawmaker, said CHIP shouldn’t be used as a bargaining chip. “It’s up to our federal representations to protect and preserve the programs that so many people rely on,” he said. Tom Flanagin, a spokesman for Stefanik, reiterated the lawmaker’s strong support for the program. “We expect there to be a provision in the short term funding bill this week to allow CMS to give states that are running short on CHIP funds the ability to use other available funds to ensure the program operates through the end of the calendar year,” Flanagin said in an email on Tuesday. “She is working with her colleagues to ensure that CHIP and Community Health Center funding is also included in any longer term funding deal that is negotiated.” The program provides coverage to 9 million children nationwide. ■

Norwegian wood Deer hunting is ending, so working in the woods is now my pleasure. I enjoy managing my woodlot, not because it’s making money. It’s not. By Rich Redman Not because I have valuable timber, • COLUMNIST • no I don’t. It’s because I have a true blue hardcore ethic about taking care of the land, water and woods. Simply put, I enjoy it. While I walk through my woods, I get to do a mental evaluation of the trees to keep and those to go — a gray matter forest management plan. First I want to see some sky, so opening up the canopy is important. Hemlocks grow thick, so they will be culled out for timber or camp firewood. Long term
is quality timber, firewood and wildlife habitat. Short term goals are to thin, release and open the canopy so the sun reaches the earth. It’s amazing what the removal of one tree will do. I know what I want to grow in the future, whether I plant seeds or seedlings. Nature will supply its share, but I also want a stake in the game, so I’ll plant what I want growing in that particular area. The New York State Department of Environmental Conservation has a nursery in Saratoga and purchasing seedlings through them is very reasonable. Red oak, wild apples, and other trees will be on the purchase order this spring. Planting 100 trees a year is easy, and the work can be done in half of a day. This season, I have a partner to help me get my logs out. After perusing the internet for three-point hitch tractor winches, from Binghamton to New Hampshire, I found a good deal through the LeBerge and Curtis John Deere dealership in Canton. I bought a Norwegian made Igland Norse 350 winch with three choker chains to get the wood out. I had three friends offer me the use of their winches, but borrowing someone’s equipment is not what I like to do. I just wouldn’t want to take a chance on damaging it. That could ruin a good friendship, and friendships are more valuable to me than anything else. So thank you guys, but I bought my own! It works out well for me because I can keep it mounted on my tractor and do my woods work when I feel like it, when the weather fits my mood, or

my mood fits the work. I had to agonize about buying the tool, because I don’t like spending money, unless it’s on a fishing trip to Montana, but that doesn’t count. After just a few days of using it, believe me, it was worth it! There is less back breaking work and chain aggravation. It’s a labor and mind saver. I have winched out numerous blown down trees, dropped and dragged hemlock, and started on next season’s firewood. All of the wood is skidded to a clearing to be sliced and diced. With the Norwegian Norse winch and my wood, I have given the woodlot a new name: Norwegian Wood, after the Beatles song! Come spring, my tree plantings will go in, the roadways will be seeded down with clover, and I’ll go fly fishing. Plattsburgh detective helps solve case of missing Florida teen Caitlyn Frisina, 17, reunited with her parents in Syracuse after tip from Plattsburgh police officer leads to arrest By Elizabeth Izzo STA FF W RITER
PLATTSBURGH | A missing Florida teen was reunited with her family in central New York last weekend with the help of a City of Plattsburgh police officer. Mayor Colin Read this week praised Detective Steve Dube for his “amazing police work” which ultimately led to the arrest of Rian Rodriguez, 27, who was charged with interfering with child custody, a felony, after taking
17 year old Caitlyn Frisina across state lines. Realizing that the teen had relatives near Plattsburgh, Dube speculated that the two may be making their way north from Florida, Read said. “He started interrogating the network of license plate readers across New York state and found a hit in Binghamton.” Dube worked with New York State Police, who concentrated their search on the state thruway, I-87, according to Read. Rodriguez and Frisinas were located in Syracuse on Dec. 1, according to a news release from the Columbia County Sheriff’s Office, and Rodriguez was taken into custody without incident. Frisina was detained. “I am grateful for the amazing detective work by Detective Dube and his colleagues for their initiative and creativity that allowed this family to be reunited,” Read told The Sun in an email. At a news conference held in Syracuse last week, Frisina’s parents thanked the various
law enforcement agencies that helped bring their daughter back to them. “It’s been difficult,” Ward Frisina, her father, told reporters. “I’m glad I have my daughter back where I know I can protect her and keep her safe, as a father always wants to do.” The Columbia County Sheriff’s Office in Florida started their search for Frisina on Nov. 26 after receiving a call from her family. Frisina left her home that morning, leaving behind her cellphone after performing a factory reset on the device, according to the department. Police later learned that she was with Rodriguez, an assistant boys’ soccer coach at her school. CBS News reported on Monday that the teen’s father discovered sexual messages in Snapchat after she disappeared that confirmed a possible relationship between his daughter and Rodriguez. According to ABC News, Rodriguez was charged as a fugitive of justice, arraigned in the Town of Salina and remanded to

The state has capped the county share of Medicaid costs at $16,805,000. While the number is a $15,000 decrease from 2017, this equates to 58 percent of the total taxes collected in 2018. But the county administrator said the number may rise if “Obamacare” is repealed and Medicaid costs are shifted to the state’s counties. Zurlo said the county also remains mindful of unfunded state mandates. “While this directive [of meeting the cap] has been achieved, I once again feel that it is incumbent upon me to point out that any truly viable long-term tax cap needs to be accompanied by mandate relief,” Zurlo wrote in a letter to legislators. “Failure to do so will eventually make complying with the tax cap unattainable.”

Unspeakable behavior
While the signs have been showing for years, day by day we see how some with the most power, influence and money By Dan Alexander in this country have • PUBLISHER • used their resources in unthinkable ways, but it seems a day of reckoning may be coming. Last week, the nation was shocked by the fall of NBC Today anchor Matt Laurer. Laurer’s off-air escapades like those of highly respected Charlie Rose and Bill O’Reilly should have become public years earlier, but these crimes speak more to the system than they do to the individual. Sadly swamp creatures can be found wherever excessive power, money and influence are delegated to those in authority. We know these vices, if not in the right hands, can be great corrupters of even the best of us. Most of these people who’ve been exposed, and those yet to be exposed, are some of the brightest people among us. We look to them for leadership, creativity, sound judgment and in many cases, their charisma has us placing them on pedestals which provides them with a sense of entitlement and invincibility. With talented individuals like these, do we really think sensitivity courses or more education in sexual harassment will help them see the light and become the upstanding citizens they purport to be? The folks in Washington apparently think we are that dimwitted. That’s their best recommendation to solve the harassment problem aside from the $17 million of our money they’ve spent to keep a lid on these abuses for the last 20 years. Capitalism is the foundation of our economy but does anyone need a salary in the tens of millions of dollars a year to perform a job that has many other great perks. Media stars, like sports stars, corporate executives and government officials, need a strong moral compass to resist the many pitfalls where they so can easily succumb. George Washington set the tone for two terms in office as he obviously understood this nation was not about royalty or privilege. Sadly, evil deeds will continue to occur as we are all susceptible to corruptive behavior at all levels. So long as some members of the rich and powerful can intimidate and buy their way out of trouble, it’s our responsibility to keep tabs on their behavior and let them know it will not be tolerated in the court of public opinion. ■

State would be wise to embark on diet plan Counties across the state are rolling out their 2018 budgets. Leaders in Clinton, Essex and Warren counties have endeavored to keep spending flat. Each of their tentative spending plans have been delivered under the statemandated tax cap. Essex County, in particular, deserves praise for sticking to their guns and seeing their five-year plan through to completion despite numerous roadblocks. As of Monday, Essex County’s tentative 2018 spending plan contains a modest 5 cent increase to the tax rate, and a 2.23 percent in the tax levy. County officials have taken heat over the past half-decade, dodging missiles from the general public and lawmakers who have attempted to chip away at programming and dip into their savings in last-ditch efforts to keep the tax rate flat. So kudos to budget officers tasked with keeping the county on a starvation diet while ensuring programming is met and the fund balance replenished. Other localities should now follow the county’s example of making hard choices — including the state. New York is facing the most troubling fiscal climate since Gov. Andrew Cuomo took office in 2011. The state faces a “triple threat” of lagging sales tax revenues, projected budget gaps and cuts in federal aid, warned state Comptroller Thomas DiNapoli in a report last month. The comptroller predicts a $4.1 billion

budget deficit, a number that could be doubled within the next two years. While tax reform at the federal level remains a dangling question mark, among the most troubling items contained within the bill passed by the U.S. Senate last week is the partial repeal of deductions on state and local income taxes. Repeal of the so-called SALT deduction would hurt high-tax states like New York the most. While middle-class upstate homeowners would still be able to write off up to $10,000 annually, passage may mean higher-income residents might opt to vote with their feet and leave the state altogether, which would increase the burden for the rest of us. Local governments may also be pressed to cut spending or lower taxes as a result. We all know there’s nothing left to cut in the North Country, a measure cast into even sharper relief by this year’s inane statemandated shared service panels. Cuomo has spent the past year fulminating against federal proposals, and has used nothing short of apocalyptic language to deride the bills and the lawmakers supporting them. But unlike the repeal of the Affordable Care Act, passage of tax reform is within sight, and Cuomo must now do more than use his bully pulpit and threaten lawmakers. He should put the state on a crash diet. The governor typically proposes his budget in January. While he has indicated he will keep state spending growth capped at 2 percent, we can think of a few additional

For me, it is deplorable that the tax bill includes a provision that permits drilling in the Arctic National Wildlife Refuge, a place set aside for future generations of people and the preservation of endangered wildlife. As a resident of the Adirondacks, a protected park, I am disheartened. I am also a senior facing the possibility of a reduction in or elimination of Medicare funding. And I wish this was not so, but more importantly, I wish this bill didn’t eliminate affordable health insurance for millions of American children and their parents, many of which live right here in the North Country. ways to seriously curb spending. The first should be to reign in the state’s economic development programs. While we’re largely supportive of the Regional Economic Development Council initiative, which allocates some $8 billion to development projects across the state, many of projects being funded are little more than vanity projects with dubious benefit to the community. The state should curb refundable tax credits for the film industry, and seriously examine other economic development programs, many of which operate seemingly without proper oversight. Albany should also seriously explore curtailing waste in Medicaid spending. One in four state residents are program beneficiaries, costing the state some $60 billion annually, more than any state in the nation. The governor is fond of big ideas, and his tenure has been lined with an impressive litany of bold-faced policy proposals. But now that we’re at a decision point, we should also scale back some of these sweeping and bold ideas, particularly those that will carry an impact for local taxpayers illequipped to shoulder them. What the state should not do, however, is entertain drastic cuts to public education and aid to local governments, two areas that always seem to appear on the chopping block. If local governments are being put on a diet, then the state needs to swallow that same bitter pill. ■

SARANAC | The Saranac Town Board last month adopted a budget for 2018.
Just over 70 percent of the budget will be funded through the tax levy, with nearly 13 percent coming from fund balance. Town Supervisor Nicholas Carter told The Sun that he sees this year’s budget simply as a “continuation budget” with no significant change in expenditures. The 2018 budget was approved Nov. 9, according to Carter, following a public hearing.

options, flexible office space and services geared toward millennials. All of which, according to the RFQ , is meant to attract new investment, bolster tourism and address “structural unemployment.” When asked to elaborate on his vision for the future of the Route 3 corridor, Town Supervisor Michael Cashman deferred comment, noting that more details would be available later in the month. The contract is set to last one year and cost $97,500. Cashman told The Sun that the town is still waiting to hear back on a number of funding opportunities, including the result of a Consolidated Funding Application sent to the state, and may be able to utilize some funding through their recent Clean Energy Communities designation. “We did also put money in our (2018) budget, because it is something that we need to do.” Responses to the RFQ were asked to be filed by Friday, Dec. 8 at 3 p.m. The town will put together a committee this month to rank RFQ responses and award the contract. Clinton County’s unemployment rate, as of October, is 4.6 percent, according to the state Department of Labor. This is slightly higher than the national average, which was 4.1 percent as of October, according to the United States Bureau of Labor Statistics. The timing of this plan is meant to capitalize on various state and federal grants awarded to the Plattsburgh International Airport, Norsk Titanium and the City of Plattsburgh’s Downtown Revitalization Initiative, according to the RFQ. ■

A stagnant tax base?
For centuries, rural cities grew. Geography was on their side, and population growth and technological innovation By Colin Read kept the economic • COLUMNIST • pie growing. But now, with the decline of rural populations and the stagnation of growth of the Gross Domestic Product, the only entities that seem to grow are the number of government jurisdictions. Gov. Andrew Cuomo often states that the increase in taxing jurisdictions is strangling growth. I agree. A greater number of governments, be they municipalities, special assessment districts for highways or for fire departments, or for water and sewer districts, all add additional layers of administration in competition for the same old economic pie. In the process, they each lay claim to their own tax base as the economic pie is further fragmented. The City of Plattsburgh suffers such fragmentation that stymies its growth. It has properties worth around $1.4 billion, but its taxable properties are currently about $950 million. The rest are taxexempt properties such as our hospital, college, schools, and churches. Plattsburgh is proud of these taxexempt properties and their contribution to the cultural, educational, faith-based, and healthcare fabric of our region. These organizations serve the needs of our region, even if they frustrate the city’s tax base. Let’s compare apples to apples by comparing the city’s taxable properties over the last few decades. This non-exempt set of properties, in 2017 dollars, was $909,048,283 in 1990. Then, the Plattsburgh Air Force Base (PAFB)was in full swing, but the downtown was already suffering from the building of malls in the Town of Plattsburgh. The city managed to grow at a very slow 0.3 percent annual rate through the decline of PAFB and the region’s rebirth. The base peaked at $974,574,086 in 2013. After two painful commercial property valuation challenges a few years ago by investors from out of this region, the tax base now stands at $951,872,899. To grow, Plattsburgh must demonstrate to developers the cheaper electricity, faster first responders, and superior industrial opportunities in the city. Plattsburgh provides value to a region that knows we’re all in this together. A three-county region has a stake in the city. We must all figure out how to create the room to grow that Plattsburgh needs to survive. Meanwhile, Plattsburgh owes to the region affordable taxes and the superior services businesses and residents need. ‘Breakfast with Santa’ honors late Chazy Central student Annual fundraiser for memorial scholarship reborn as holiday blowout By Elizabeth Izzo STA FF W RITER
CHAZY | Frankie Gomez wasn’t the greatest student. He was the king of procrastination, Chazy Drama Club Director Kathryn Brown said, known for proudly adorning a shirt that proclaimed: “Procrastinators unite... tomorrow.” Nor was he a great athlete. He was known around school, affectionately, as a “great benchsitter,” Brown said — though no one was a more ardent cheerleader for Chazy’s sports teams.
When Gomez died in a car accident in his senior year of high school, it was his fervent dedication to kindness that lingered in the memories of those he left behind. “He was a friend to everyone,” Brown said. “He never excluded anyone.” His family created a memorial scholarship program in his honor, holding their first fundraiser in May of 2011. What started as a 5K fun run became a “crockpot cook off,” according to Brown. “(A food theme) was right up his alley,” she said fondly. But just two weeks before this year’s event was slated to return, they were forced to cancel the event due to health department regulations. “We’d already gotten sponsors, collected the money before we were told we couldn’t hold it,” Brown said. PLATTSBURGH | The state has announced plans to build a North Country Welcome Center near the Thousand Islands Bridge in Collins Landing, Jefferson County. The proposed site, 25 miles north of Watertown, is about three hours west of Plattsburgh. The new facility is designed to boost regional tourism promotion by promoting local attractions, foods, craft beverages and other destinations. Items flagged for promotion in the St. Lawrence region include Boldt Castle on Heart Island in Alexandria Bay and the Antique Boat Museum in Clayton. State officials said the site will also showcase additional attractions in the North Country. The center will also include a Taste NY market showcasing locally grown and sourced products from across the region. Preliminary plans call for a one-story structure with an open ceiling located on Thousand Islands Bridge Authority property.

While operational details are still being worked out, preliminary construction, which includes utility work and some clearing, will tentatively begin this week. Full construction will begin in the early spring, and the facility is expected to open next fall. Funding was approved as part of the 2018 state budget, with NY Works monies through Empire State Development serving as the primary source. “The unparalleled beauty of the Thousand Islands and the St. Lawrence River along with worldclass local attractions make this the perfect home for the North County Welcome Center,” said Gov. Andrew Cuomo in a statement. “This new
Welcome Center will promote regional attractions and products, support the local economy and help show off the wonder of the North Country to thousands of visitors each year.” The state has opened four centers statewide since last October, and plans for as many as 11 across the state. Recently opened centers include the Long Island Welcome Center in Dix Hills, Suffolk County; the New York City Welcome Center at the Javits Center in Manhattan; the Mohawk Valley Welcome Center between Fultonville and Canajoharie along the New York State Thruway, and the Southern Tier Welcome Center in Kirkwood, Broome County. ■

Champlain woman faces Leandra’s Law charge after leading police on high-speed pursuit By Pete DeMola EDITOR
CHAMPLAIN | A Champlain woman has been charged with aggravated DWAI-Drugs under Leandra’s Law, a class E felony, after leading police on a high-speed pursuit last Thursday with young children in the vehicle. A Nissan Versa pulled into the SP Chazy parking lot with the horn blowing at approximately 2 p.m. on Thursday, state police said. The driver, a 37-year-old male from Peru, told police he was involved in a domestic dispute with Sheena M. Kimbler, of Champlain, as the two
were driving north on State Route 9. Two children ages 2 and 4 were in the vehicle. As authorities interviewed the unidentified man outside of the car, Kimbler locked herself in the vehicle with the children. Kimbler, 26, allegedly then started the car and drove north on State Route 9, with troopers immediately in pursuit. After an eight-mile chase with a top speed of 70 mph, Kimbler pulled over on Elm Street in the Town of Champlain, but locked herself in the car and refused to exit. “After several commands to exit the vehicle, troopers broke the driver side
window and removed Kimbler from the vehicle, and took her into custody,” said state police in a statement. The children were uninjured. Authorities found Kimbler to be in possession of less than a gram of marijuana, and the driver previously told authorities she had consumed several pills as they drove. She was transported to the University of Vermont Health Care Network at the Champlain Valley Physicians Hospital in Plattsburgh due to her consumption of the pills. Kimbler was later charged with Leandra’s Law-Aggravated DWAIDrugs, a class E felony, third degree
unauthorized use of a motor vehicle, second degree reckless endangerment, two counts of endangering the welfare of a child, third degree unlawfully fleeing an officer in a motor vehicle, resisting arrest, unlawful possession of marijuana, second degree harassment. The suspect was also charged with several vehicle and traffic violations. She was arraigned in the Town of Chazy Court and remanded to the Clinton County Jail in lieu of $10,000 cash bail, or $20,000 bond. Kimber remained incarcerated as of Friday morning. She is to reappear in the Town of Chazy Court on Dec. 5 at 5:30 p.m. ■

Elise Stefanik (R-Willsboro) broke with her party and voted against the bill, citing SALT. Following her vote last month, the lawmaker said she would continue to work closely with her colleagues from other highly taxed states to ensure that the final tax reform package in Conference addresses those concerns. The Senate plan maintained the same SALT language as the House plan that Stefanik voted against. “She believes we need to do more to protect taxpayers in high taxed states,” said Tom Flanagin, a spokesman. “She continues to have discussions on this issue with Members of the Ways and Means Committee as well as House Leadership.” Stefanik also harbors concerns about the elimination of key deductions, including those for student loan interest, health care expenses and the limits placed on mortgage deductibility. “In addition to SALT, these are important provisions she will be discussing with her colleagues as the House and Senate conference on the two bills,” said Flanagin on Monday. Stefanik also believes the individual tax rates should be made permanent in any final package. The lawmaker, however, is encouraged that both plans lower tax rates and simplify the tax code. “There are many positive steps made in the plans, including lowering the corporate tax rate to make us more competitive around the globe,” Flanagin said. “Congresswoman Stefanik is also pleased that there is agreement on doubling the standard deduction and increasing the child tax credit.”

Cuomo has repeatedly called out the four members of the state’s Republican delegation who voted for the bill: U.S. Reps. Chris Collins, John Katko, Tom Reed and Claudia Tenney. “If they vote for this, they’re voting against the interest of their constituents, period,” he said. “A congressperson votes for this? their legal options. “This is double taxation, and I’m not even sure if it’s legal. We’re going to find out if it is,” he said. The governor suggested a “repeal and replace” effort would start the day after the legislation was signed into law. Murphy, too, said the Garden State is exploring legal options, which may become more evident as lawyers sift through the 500-page bill passed early-Saturday. But Brown was more circumspect. “This is a quintessentially political challenge,” he said. ■

“It’s political retaliation through the tax code,” he said Monday on conference call with reporters. “It will be devastating for the states that are affected. “It’s 40 percent of the GDP — you’re targeting the blue states.” The average deduction for taxpayers in the Empire State is more than $6,000 per year. But capping the tax break may also impact high-earners who would leave the state, he said Cuomo was joined on the call with Gov. Jerry Brown of California and Gov-elect Phil Murphy of New Jersey. All three came out swinging against the bill. Brown said the measure exacerbates inequality, and would further divide an already-divided nation. “It is evil in the extreme,” said Brown, who likened Republican lawmakers to “mafia thugs.” “It’s going to divide the hell out of us and give crumbs to 40 percent of the people.” Brown also criticized the bill for increasing the federal deficit by $1.5 trillion over the next decade, a measure Cuomo said was part of a calculated Republican strategy. “They are creating the debt that will then justify their second philosophical step, which is to cut government spending, and do it by hurting the poorest Americans,” Cuomo said. If signed by President Trump, the bill would give Republicans a much-needed legislative victory in a year largely devoid of them. The GOP-led House passed their version of the bill in November, and the two measures contain many of the same provisions, including doubling the standard deductions for filers. But unlike the measure that narrowly passed the House, the Senate bill contains deep changes to health care, including rolling back the Affordable Care Act’s individual mandate requiring people to purchase health insurance. State officials have warned this may destabilize the state’s health insurance exchange. The Senate version would also let taxpayers deduct mortgage interest up to $1 million, and the House version would cap at $500,000. Both of New York’s senators, Kirsten Gillibrand and Minority Leader Chuck Schumer, have condemned the legislation, which passed 51-49. “In my long career in politics, I have not seen a more regressive piece of legislation, so devoid of a rationale, so ill-suited for the condition of the country, so removed from the reality of what the American people need,” wrote Schumer on Twitter. Trump praised Republican lawmakers. “Biggest Tax Bill and Tax Cuts in history just passed in the Senate,” he wrote on Twitter. “Now these great Republicans will be going for final passage. Thank you to House and Senate Republicans for your hard work and commitment!” Senate Majority Leader Mitch McConnell called the Senate’s passage of its tax bill a “great day for the country.” House Speaker Paul Ryan praised his colleagues in the upper chamber, and said tax reform will lead to faster economic growth and trigger job creation. “For the first time since 1986, both the House and the Senate have passed a major overhaul of our nation’s tax code,” he said. “Now we will move quickly to a conference committee so we can get a final bill to President Trump’s desk.”

BEEKMANTOWN | The Beekmantown Eagles varsity indoor track and field teams will be under the direction of new coach Emily Haig this season. “The focus on the preseason has been getting as many athletes to try as many different events as possible, strength training and getting some some miles in,” said Haig. “We want to have measurable improvement during the season and place better at sectionals. Key players for the Eagles will be Kara bouyea and Mya LaDieu for the girl’s team, while the boys will feature Grant Moravec and Alex Treadeau. “I am working on finding out everyone’s strengths and find where I can put people into events so we can score as many points as possible,” Haig said. ■

PLATTSBURGH | It will take a team of Lady Hornets in order for the season to be a success at PHS. “We have been working hard on all aspects of the game, especially shooting drills,” said assistant coach Alexis Facteau on behalf of head coach Tom Lacey. “Our goal is to simply improve one day at a time. Our season will be defined on effort.” Facteau said the defensive attitude of the players early in the season has been a positive for the team, and they will look to continue to build the program from there. ■

PLATTSBRUGH | Getting stronger and faster has been a key for the Plattsburgh High School boy’s varsity hockey program heading into the new season. “The focus of the boys preseason training has been led by strength and conditioning coach Joe Tolosky,” said coach James Reidy. “Training has been geared towards the quickness this year hoping to become faster as an overall team. Our strength this year should be our overall team speed.” Reidy said the key for the Hornets will be their play between the goal and blue line. “The team needs to improve on our defense of play in our own zone,” he said. “Our overall team goal is to win that CVAC championship it never changes from year to year.” Reidy will rely on Brendan Whalen, Greyson Giroux, Nate Boule and Alex Kniefel up front. ■

PLATTSBURGH | After making the Section VII final one year ago, coach James Reidy and the Lady Hornets are looking to a young team to stay competitive this season. “The focus of our preseason training for the Lady Hornets is to build strength we have a very young hockey team,” Reidy said. “Our major strength this season is our goaltender Corrine Smith. We also have key players in Meghan Sullivan, Taylor Hackett, Reylyn Giroux, and Taylor Heywood and Morgan Reid.” Reidy believes the team will work hard throughout the season to get back to the sectional level and get another chance at perennial power Beekmantown. “Team needs to improve on all phases of the game it will be a process this year but a challenge we look forward to,” he said. “Our overall team goal is to improve each and every day and try to chase down the Lady Eagles of Beekmantown.” ■

Section VII looks to keep leading in sportsmanship Section provides new tools to help schools By Keith Lobdell SPORTS EDITOR
PLATTSBURGH | For the past two years, Section VII has been awarded with the “Stay in the Game” award for the lowest number of disqualifications from competition. However, leaders for the area’s high school sports governing body believe more can be done across the board. “It does not hurt to remind everyone of the ideals of sportsmanship,” said Section VII Executive Director Matthew Walentuk. “You can have times when lines are crossed and everyone just needs a little
reminder.” Therefore, the section has created a pamphlet for athletic administrators, coaches, players and parents called “Sportsmanship Matters,” taken from a material supplied by NYSPHSAA and local leaders. “This was talked about at the MVAC and CVAC preseason meetings as what our expectations should be as a section,” Walentuk said. “This is something we hope will help athletic administrators to have those talks with their coaches, athletes and students.” The brochure includes an expectations area on topics such as positive cheering, supporting officials, acceptable language, respectful behavior to coaches and use of social media, one of the newest issues when it comes to sportsmanship. “In the brochure, we say social media should be used
to promote teams or players, not to disrespect or sound off against others,” Walentuk said. “We always talk about the 24-hour rule that you should give yourself a 24-hour break from social media before and after a contest. Social media came on so fast and has become such a major part of this issue.” The brochure also includes a list of “10 things kids say they don’t want their parents to do,” acceptable and “out of bounds” cheers and chants, event management and a “team effort” approach to sportsmanship. “Section VII has addressed these expectations with all athletic administrators and coaches for the winter season,” the brochure says. “We encourage you to help support our student-athletes in their endeavors and keep in mind these expectations.
