Celebrating Teens from afar are busy fixing up area summer in homes, parks and church buildings Newcomb By Thom Randall thom@denpubs.com

By Whitney Jackson

NEWCOMB — The small community of Newcomb is preparing for some of its biggest events of the year in the coming weekends. The town-wide garage sale and fire department's steak roast are rapidly approaching. Next Saturday, July 18 around 20 locations will be set up for the townwide yard sale from 9 a.m.-3 p.m. The annual event will take place, rain or shine. Event coordinator Nancy Tracy said both food and maps would be available. Maps of the sales will be available at both ends of town, at St. Barbara's Episcopal Church, and Aunt Polly's Inn. In addition to the private yard sales, people will also set up tables at the fire hall to sell items. The sale should be a fun event, and people may find both bargains and treasures. “You never can tell what you'll find, there could be some great bargains and I hear there's some great antiques involved,” Tracy said. The following Saturday, July 25, will see one of the town's most popular annual traditions — the 44th annual Newcomb Volunteer Fire Department steak roast and parade.

NORTH CREEK — Liz Sebald stepped out of her Main St. home Monday and looked at about 20 teens from across the nation busily painting her house. Her husband Jerry, getting on in years, hadn’t been able to accomplish the task himself, she said. ”This is an answer to our prayers,” she said, watching some of the teens from YouthWorks mission scrape paint, while others applied a thick, fresh coat. Elle Burkert, 16, of Reading Pa. lifted her brush of the house’s siding for a moment. This was her second mission trip with YouthWorks, which is hosting about 420 teens in community service outreach work through next month in Warrensburg, North Creek, Johnsburg, Chester, Bakers Mills, and surrounding communities. “I’m happy to be here, helping people, making a difference — leaving things better than when we came,” she said. “Besides, I enjoy meeting people, making new friends.” Maximilian Kennedy, 18, also

Teen volunteers from YouthWorks based in Minnesota spruce up the Bakers Mills Wesleyan Church this week, with extensive painting, fix-up and cleanup efforts. The mission outreach, sponsored by a national non-profit group, is in the area for several more weeks, fixing up private and public properties. In Johnsburg, the group installed barbecue grills and cleaned up at the North Creek Ski Bowl, fixed up the buildings and premises of Camp Triumph in Bakers Mills, and painted and renovated the dugouts and concession stands off Peaceful Valley Rd. Also, the youth have visited seniors at Tri-County Nursing Home and Whitewater Manor.

Fix up From page 1 of reading, climbed down a ladder where he was scraping off weathered paint off the Sebald house. “Most people might think this work is a hassle, but many people working together make work light,” he said. “And the conversations with friends while we work make it really enjoyable.” The teens participating in these week-long sessions of Christian mission outreach are volunteering their time sprucing up homes, churches and public facilities in the region, as well as reserving several hours per day for recreational pursuits. Also, the group is now conducting a day camp Aug. 5 for children ages 4 to 11, to be held from noon to 3 p.m. weekdays at the Bakers Mills Wesleyan Church off state Rte. 8. Children from all over northern Warren County are welcome to attend. Abby Mueller of Orange County Ca. said she was really enjoying her work helping lead the day camp, which includes reading, singing, crafts, and story-telling. This is her second mission trip, but her first in the Adirondacks, she said. “These kids really appreciate our attention,” she said. “It feels really good to make them so happy.” The YouthWorks group is being housed in the parish house at Holy Cross Episcopal Church in Warrensburg, spending their days at their worksites. So far, the teen volunteers have worked at a variety of locations, cleaning up and installing barbecue grills at the North Creek Ski Bowl, and working at Whitewater Manor assisted living home in North Creek, mowing the lawn, and accomplishing other yard work, while entertaining residents, according to YouthWorks crew leader Mark Strickland. Later this week, the youth will be visiting seniors at the Tri-County Nursing Home in North Creek, he said. At Camp Triumph in northern Warren County, the teens have been renovating the site so it can be reopened, Strickland said. There, the volunteers are weeding, mowing, painting the house and barn, he said. The teen crews have also been at the Johnsburg town baseball fields off Peaceful Valley Road, cleaning up and painting — plus fixing up the dugouts as well as the concession stand, Strickland said. At the Baker ’s Mills Wesleyan Church, one crew accomplished considerable renovations, including extensive exterior painting and fixups. Later this month, crews will be helping prepare the Warren County fairgrounds off Schroon River Rd. for the upcoming county Youth Fair, he said. Major corporations as well as local enterprises have donated the materials and equipment for the renovation work, he said. YouthWorks is a nationwide Christian organization based in Minneapolis, and northern Warren County is one of 70 destinations across the nation for this outreach program. The YouthWorks teens have been working with locally based North Country Ministry on lining up projects to undertake. The teens painted the barn and spruced up their food pantry, Strickland said. “It’s been a great opportunity to come out and serve,” Strickland said.

Learn to make soap at Adirondack Museum BLUE MOUNTAIN LAKE — A century and a half ago, most Adirondack women made soap at home. The process took days to complete, while accumulating the necessary ingredients required a full year of saving wood ashes and animal fat. Strong black lye and fat were mixed in a large kettle outdoors over an open fire to make the soap. The resulting mixture cooked up into a thick, slimy, golden brown mass of soft soap, guaranteed to take the dirt out of anything - as well as the skin off your hands if you were not careful when using it! Kathryn Brennan will demonstrate making oldfashioned lye soap at the Adirondack Museum at Blue Mountain Lake, New York, from July 10 through July 13, 2009. The daily demonstration will be held in the Mark W. Potter Education Center from 10 a.m. until 4 p.m. and is included in the price of

general admission. Soap-making is the first in a summer-long series of craft and trade demonstrations at the Adirondack Museum. To see a complete listing, visit the museum's web site www.adirondackmuseum.org "Special Events." Mrs. Brennan will demonstrate soap-making techniques common in the late 1880s. She will explain the earlier more time-consuming processes and will provide a scientific explanation that will de-mystify the chemistry between lye and fat. She will also discuss the history of soap-making from the discovery of the process to the invention of detergents during World War II. Kathryn Brennan first researched soap-making to help a local historical society present a rural life festival. Soap-making soon became a hobby and evolved into a business -- Berkshire Hills Soap Works. The company specializes in the pro-

duction of all-natural soaps for people with various skin needs, and has become a wholesale, retail, and mail order business. Mrs. Brennan has demonstrated soap-making at the New York State Fair's Agricultural Museum, participated in The Farmer's Museum's Harvest Festival in Cooperstown, N.Y., and has demonstrated at the Adirondack Museum since 2003. The Adirondack Museum tells the story of the Adirondacks through exhibits, special events, classes for schools, and hands-on activities. Introducing the new exhibits: Common Threads: 150 Years of Adirondack Quilts and Comforters and A "Wild Unsettled Country": Early Reflections of the Adirondacks. For information about all that the museum has to offer, please call (518) 352-7311, or visit www.adirondackmuseum.o rg.

Bucking the prevailing trend, county mortgage tax receipts are increasing By Thom Randall thom@denpubs.com QUEENSBURY — After slump in revenue occurring during the recent economic upheaval, Warren County mortgage tax receipts are now rebounding, and are now running above last year ’s level. The county’s portion of its 1.25 percent mortgage tax is $509,439 for June, compared with $398,363 for June 2008, a hefty increase over last year, according to figures supplied by County Clerk

Pamela Vogel. If this upswing in revenue occurring over the past several months continues its clear trend over the rest of 2009, the county may beat the budgeted revenues of $3.4 million for her department, Vogel said this week. Vogel cautioned, however, that a portion of the increase is due to the mortgage tax being boosted last year from 1 percent to 1.25 percent. But even allowing for that change in rates, the mortgage tax revenues are increasing at an accelerating rate, and June’s receipts are

showing they are continuing upward. The mortgage tax is paid to the county clerk when a property owner records a mortgage at the time of a property sale or re-financing. County Budget Officer Kevin Geraghty said he was pleased by the increase, and was hoping it would continue so it might make a dent in the county’s projected $2.3 million shortfall for 2010. “We’ll be more than pleased if we hit our revenue targets,” he said. “This is really positive news.”

Double the Savings, Double the Fun

I

Fear has no place in Democracy To the News Enterprise: Most Americans are proud of the fact that we live in a Democracy. Over 200 years ago we rejected monarchy and chose freedom. Freedom meant the right to choose or remove our leaders with our vote. The only way we can continue to have the right to choose our leaders is if we have more than one candidate to vote for. But all too often the concept of choice has taken on a negative tone. Too many local elections offer only one candidate. Many people assume if John Smith runs against the incumbent for town board or highway superintendent, then it must be because he hates his opposition. They may be neighbors, or old schoolmates, but suddenly the town is divided and angry. Ugly politics at the national level has tricked down to us at the local level. Before the next election season comes around, I want to thank anyone, Republican, Democrat or Independent, for taking the time and energy to run for elected office. One of my friends is 94 years old and was born before women had the right to vote. On Election Day she goes to the polls, but told me “I don’t vote when a candidate is running unopposed. It’s not a Democracy if we don’t have a choice.” Here is Essex County there will be over 100 offices up for vote this November. I want to encourage anyone who cares about the community they live in to consider running for office, and not be intimidated by criticism. It would be truly American to have two or three candidates for every job. Any one who runs should thank the other candidates and promise to run a clean campaign. Giving people a choice is vital to the American way. We don’t have just one restaurant or car dealer when we shop, why should we have only one candidate? I want to thank those people who do choose to run. No one should be afraid to take part in the democratic process. Fear has no place in a Democracy. We do not live in a monarchy or a dictatorship, where one person or group makes all the rules. Only when we have choices on Election Day are we truly American. Margaret Bartley New Russia

've mentioned before that dollar sales paired with dollar coupons are one of my favorite ways to get free items at the grocery store. Another easy way is through double-coupon promotions. Double-coupon promotions are exciting! Many stores will match a coupon's face value and pass the savings on to you, the shopper. Some stores double coupons every day, while others run special double coupon promotions certain days of the week or times of the year. In some cases, stores may even offer triplecoupon days. Regardless of how your stores handle double coupons, they are a great way to save even more money and get items for free. Here's how coupon doubling works. If you have a 50-cent coupon, the cashier will scan it at the register and give you $1 off your item. Coupon doubling becomes even more fun when the doubled value equals the value of the item you're buying. Let's say you are buying a 2-liter bottle of soda that was on sale for a dollar. With a 50-cent coupon doubled to $1, your bottle of soda is free! The store matches the coupon's value of 50 cents and you pay nothing. So what happens if your doubled coupon value exceeds the cost of the item? During a recent double-coupon sale at a major retailer I purchased a $3.50 bottle of shampoo. I had a $2 coupon; the store doubled the coupon's value to $4. Now, as I've mentioned in a previous column, many stores do allow what couponers call overage, when the value of a coupon exceeds the cost of an item. In the case of overage, the extra value is applied to the rest of your total. However, stores that double coupons typically do not give overage. In this instance, the $2 coupon would double to a $4 value, but since the item is $3.50, the store will "adjust down" the value to match the cost of the item, making it free. It's important to check your store's policy on doubling coupons, too. Policies on coupon doubling vary by store and re-

tail chain. Some stores may double all coupons up to 50 cents or $1. Other stores may double coupons up to $2. Some stores will not double printable Internet coupons. Ask your store for a copy of its coupon policy, either at the store's service counter or online via the store's Web site. By Jill Cataldo What if your store doesn't double coupons? Don't worry. You can still be a Super-Couponer even without double coupon promotions. I have noticed that double coupons tend to be a regional phenomenon. In many markets, grocery stores may not offer double coupons at all. This is the case where I live, in the suburbs of Chicago, where major grocery stores simply don't offer double coupons. In fact, to find grocery stores that offer double coupons I travel 40 minutes away from the city, so I rarely get to take part in these promotions. I shop every week at a store that does not offer coupon doubling, and I still do very well at cutting my grocery bill significantly. At least one major retailer has started offering double-coupon promotions nationwide during certain times of the year. They're definitely worth watching for! With the current state of the economy, I would guess we'll see other retailers taking part in similar promotions in the weeks and months ahead.

he June 2009 weather could best be described as wet and cool, although when one looks at the statistics it was not as cool and damp as one might have thought. The average high temperature was 73.9 degrees and the average low was 54.3 degrees producing an overall average of 64.1 degrees, only 0.8 degrees less than normal. There were no 90+ days compared to an average of two.The highest temperature was 88 degrees occurring on the 25th and the lowest temperature was 33 degrees on the 1st. Some areas had frost on that day. There were 79.5 degree days bringing the seasonal total to 8073.5. This was 163.5 degree days above normal which indicates that the heating season, which extends from July 1st to June 30th of the next year, was only slightly colder than normal. Precipitation for the month was 4.40 inches, only 0.27 inches above normal. Due to the scattered nature of the many heavy showers that hit the area this month there were some areas of the town that had much more than the 4.40 inches measured here in Riparius. Our seasonal total is now 19.78 inches, only 0.21 inches below normal. Precipitation was measured on 13 days with the largest amount, 1.25 inches, falling on the 18th. The river reached its highest level, 5.07 feet, on the 1st and its lowest level, 3.32 feet, on the 8th.

The day kicks off with a parade at noon, featuring participants from local organizations, the youth program, fire companies and possibly a band. The line-up is set at 11 a.m., beginning at the Goodnow Flow Road. Immediately following the parade, people can head to the Newcomb town beach to participate in the popular steak roast, said Fire Chief Mark Yandon. Tickets are $13 each, and entitle diners to steak, a baked potato, coleslaw and corn on the cob, along with a soda. Last year, 675 dinners were served. “We do not sell any beer or alcoholic beverages, but we do allow people to bring their own,” said Yandon, adding that no glass bottles were allowed on the beach. Along with the food, tickets for a cash raffle will be sold, offering prizes of $300, $200 and $100. The steak roast benefits the Newcomb Volunteer Fire Department and Rescue Squad. Along with providing fire protection, the squad maintains a full-time paid EMS service. Proceeds raised help offset the cost, and also help supply equipment. The squad has plans to purchase new pagers for the new E-911 system being installed in Essex County, and is considering replacing its 12-year-old ambulance. Yandon stated volunteers were welcome and needed. “If we didn't have volunteers that weren't members of the fire department, we couldn't do it. We get tremendous support from the community. Anyone who wants to volunteer an hour or two of their time should call,” said Yandon. People interested in volunteering can contact EMS Captain Holly Bradway at 582-4712.

Tri-county 2-1-1 system now available By Jeremiah S. Papineau jeremiah@denpubs.com NORTH CREEK — The new regional 2-1-1 telephone system is now on-line after nearly three years of planning and development. During a press conference held June 30, John C. Bernardi, executive director of the United Way of Clinton and Essex Counties, stated the system is now available for use in Clinton, Essex and Franklin counties. The system operates similar to the 9-1-1 emergency and 4-1-1 information systems, said Bernardi, allowing callers to dial — at no cost — a three-digit number to be connected with health and human service providers in the tri-county area. The service, which is accessible by dialing 2-1-1 from a cellular or landline phone, will connect callers with a central call center where an operator is available from 8 a.m. to 8 p.m., seven days a week. The operator is then able to refer the caller to services such as child-

care, mental health professionals, food pantries and government assistance programs. During off hours, a recording will greet callers with directions to call back during regular business hours. “The service is really there to provide callers with the information that they need to access services that are available in our region and close to their home,” explained Bernardi, who served as chairman of a steering committee established by the United Way for the system’s development. When the committee first began examining how the system would be established, various models and prototypes of programs were considered. The committee ultimately decided to contract with an existing call center in the Hudson Valley region to develop and operate the service. The annual operating cost of the system is approximately $85,000 — a fraction of the estimated $350,000-$500,000 cost the committee found it would take to establish and operate a new call center here. The cost of planning and developing the system was funded by a combination of local in-kind resources and through 2-1-1 New York, the organization which facilitates the implementation

ELIZABETHTOWN — A proposal to get all elected officials in line with health insurance contributions sparked a heated debate among Essex County supervisors July 6. Moriah Supervisor Thomas Scozzafava introduced a surprise resolution to address the issue of one board member refusing to make contributions for health insurance benefits. At the June 15 Personnel Committee meeting, St. Armand Supervisor Joyce Morency admitted to being the only supervisor not making contributions after Westport Supervisor Daniel Connell initiated

of 2-1-1 systems. The overall cost to operate the system is being funded through a combination of public-private partnerships such as the United Way, major gifts and endowments and state funding. Essex Supervisor Ronald Jackson, who also served on the steering committee, said now the service is here, it will be a benefit to all who use it. “It makes it easier for people to get the information they need ... particularly in times of crisis,” Jackson said, referring to how the 9-1-1 system can sometimes receive many nonemergency calls. “It’ll help take some of the load off 9-1-1 and free them up to focus on the emergency services for which they’re needed.” “We believe this will be an extremely valuable service for residents throughout the region,” added Bernardi, “not only for the day-to-day health and human service needs, but also in times of disaster when communication and information becomes even that much more critical.” In addition to the three-digit phone number, a toll-free number has been established in the unlikely event service through 21-1 is unavailable. That number is 1-888-774-0289.

discussion on the topic. Connell argued that Morency’s refusal to contribute may appear to be in violation of the county’s board-approved employee policy manual, which requires contributions from both union members and department heads. Morency claimed that the requirement shouldn’t apply to elected officials, however; especially those who had been serving since before contributions were first required in 1999. Having been in her post since 1981, Morency is currently the longest-tenured supervisor on the board. “The board knows that I have always gotten my insurance, and somewhere along the line many of them started being told they had to pay and they are,” she said at the June 15 meeting. “I have been told that I would be grandfathered in because of my years of devotion to Essex County.” Scozzafava’s proposed resolution would require “all elected officials, both part-time and full-time” to contribute toward their health insurance benefits in the same manner as other county employees. The resolution passed, but not without opposition. “If we decide to give special treatment in regards to health care insurance, we’re going to

hear about it from our constituents,” said Scozzafava, arguing that elected officials in neighboring counties, who have similar pay and benefits, are also required to contribute. “It does make us look like elitists when we are discussing special policies for the board of supervisors,” said Connell in agreement. Randy Douglas, supervisor of Jay, said the resolution was being introduced prematurely and should instead be brought up at the next meeting of the Personnel Committee, which he chairs. “I don’t think it should be decided today,” said Douglas, saying he had been working with County Manager Daniel Palmer and County Attorney Dan Manning to analyze the county’s policy. “Why couldn’t this have been shared with colleagues?” Douglas asked, criticizing Scozzafava for introducing the resolution without warning. Douglas moved to table the resolution, but the motion did not garner enough support to pass. Supervisors Michael McSweeney (D-Minerva), George Canon (R-Newcomb), Roby Politi (R-North Elba), Robert Dobie (D-North Hudson), Lori Lincoln-Spooner (R-Willsboro), and Randy Preston (IWilmington) all voted in favor

of tabling. County Manager Daniel Palmer explained how the benefits included in renegotiated CSEA contracts are traditionally adopted into the policy manual and apply to elected officials. The last revisions were made in 2005, and recent changes in the contract are in the process of being written into the manual. “The intent was to make it equal for everyone,” Palmer said. Elizabethtown Supervisor Noel Merrihew called the resolution unnecessary and redundant, saying it called for the enforcement of a policy that was already in place. “This is an issue we need to address,” Scozzafava countered. “We have a policy that’s not being enforced formally across the board.” Merrihew said Morency simply wanted to review the language in the policy manual to see if an exception could be made in her case. “If it’s determined she’s not grandfathered in, Ms. Morency will contribute,” said Merrihew. All board members present voted in favor of the resolution with the exception of Canon and Morency, who both abstained.

DA debate on again in Essex County By Matt Bosley matt@denpubs.com ELIZABETHTOWN — A once-cancelled debate between candidates for Essex County District Attorney has been reinstated after a challenger agreed to participate. Republican-endorsed candidate Kristy Sprague had originally declined an invitation to participate in an Aug. 27 debate scheduled at Elizabethtown-Lewis Central School, citing a desire to wait until after the Sept. 15 primary election. After a conversation with Adirondack Daily Enterprise editor Peter Crowley, however, Sprague ultimately decided to join the debate. “When Peter Crowley called me I suggested to him that there may still be a forum that can be used on Aug. 27,” said Sprague. “He thought it a great idea, and I guess we are back on.” Sprague said she was never opposed to a debate, but was concerned about getting information to voters, and especially encouraging undecided voters to attend the debate. “Open lines of communication and information sharing was all we needed from the beginning to get a debate scheduled,” said Sprague. Incumbent Julie Garcia, who has won the endorsement of Essex County Democrats, is still planning to run against Sprague in the Republican primary. She said she is delighted to hear there will be a debate. “The timing is perfect as the debate is scheduled before the Sept. 15 primary elec-

tion,” Garcia said. “As the Republican incumbent, and in the interest of fairness, I want my opponent to have the opportunity to meet with the voters of our county before the primary.” A panel comprised of journalists from local news media agencies — including Denton Publications — will present questions to the candidates, some of which will be questions submitted by the public. Both candidates said they are ready to present their major points in public. “We have implemented many changes in the DA's Office over the last few years,” said Garcia. “I am looking forward to discussing our achievements at the debate.” “I am an open and up-front candidate that welcomes this debate with much enthusiasm and look forward to speaking to all of the voters of Essex County,” said Sprague. “I would love for them to hear my views as the endorsed Republican candidate and compare them to the views of my Democratic opponent.”
