A plan for Crown Point
State to develop blueprint for historic site, campground improvements By Tim Rowland STA FF W RITER
CROWN POINT | Fans of the historic site and campground at Crown Point reacted with enthusiasm last week to state plans for a new Unit Management Plan that will serve as a blueprint for how the properties are used and improved. Thursday’s public hearing was called by the Department of Environmental Conservation and the Office of Parks, Recreation and Historic Preservation to gather public input on future plans for the campground and nearby historic site on Lake Champlain, which are known collectively as the Crown Point Reservation. » Crown Point plan Cont. on pg. 2

sors on Monday voted to formally accept a $2.27 million state grant, a chunk of change earmarked to pay for full-time staff to supplement existing volunteer EMS operations in Crown Point, Ticonderoga, Moriah and Wilmington. This “staff augmentation,” according to County Manager Dan Palmer, is the first step in a small-scale pilot program devised to test the feasibility — and the effectiveness — of a countywide EMS system. County officials hope the additional help will reduce the number of dropped calls, improve the quality of emergency services in rural areas, and dramatically decrease response times. » EMS program Cont. on pg. 5

KETTLE, STAIRCASE
Tom Henry, who called Crown Point “probably the most interesting place on the whole lake,” said his family has lived nearby for nine generations, seven of which have collected photos and memorabilia, which he showed to the gathering after the meeting. A photo and a postcard showed two features Henry said he would like to see restored: an oval glacial “kettle,” carved 16 feet into the bedrock, and a “secret staircase” that led from the older French fort to the lakeshore. Both have been filled in with gravel out of safety concerns. Crown Point Historic Site Manager Lisa Polay said it’s not known whether the stone staircase was built by the French in the mid-18th century, or whether it was added later. The French fort was destroyed in order to keep it out of British hands. The British then built their own fort on higher ground. “This place has changed a lot, but it’s left a lot of history,” Henry said. The rock is rich in fossils dating back hundreds of millions of years, and the site has a strong history of agriculture and industry as well. Henry said exploring the site creates a “sense of wonder” at all that has passed before.
‘SEIZE THIS OPPORTUNITY’
Across the lake from Crown Point in Vermont are some other attractive features, including the Chimney Point State Park and the Whitney/Hospital Creek Wildlife Management Area, and Bill Johnston — who led a previous effort to unite the two sides into the Lake Champlain Bridge Heritage area — said the UMP update would be a good chance to revive the idea. “There is a tremendous opportunity to think of individual pieces as a whole,” he said. “I hope you seize this opportunity to build on it.” Other nearby residents praised the condition of the properties and said they hoped there would be more recreation, including more hiking trails and swimming access. Crown Point Supervisor Charles Harrington said the swimming area had been “closed abruptly” some years ago because of poor water quality. Since then, he said, towns on the New York side of the lake have improved their sewage-treatment plants, and Vermont has reduced agricultural runoff. “The Town of Crown Point has no swimming facilities, and I do feel it would be acting in everyone’s best interest if it was revisited,” Harrington said. » Fulbright winner Cont. from pg. 1 As intended under the Fulbright program, both sides came away from the experience culturally and educationally enriched, and with a better understanding of each other. “I’ve always had a real belief that (the world) is all of one country, and that these lines that divide us are only lines,” LeMay-Klippel said. “We’re all the same.”
HOSPITALITY
The people of Bashkortostan were intensely proud of their culture and identity, and wanted to be sure that they — in matters of cuisine, for example — were considered individually and not as Americans might tend to consider Russia as a whole. Indeed, LeMay-Klippel said she was prepared for a reserved, stoic welcome, but reality
Crown Point partisans discuss the future of the historic site and campground with state officials.
BIKE TRAIL
The supervisor also said he’s worried about the Empire State Bike Trail, which is being routed nearby, and travels through a twisting stretch of Route 22/9N that’s pinched between steep cliffs on one side and railroad tracks on the other. “I’m very, very concerned about the bike path going through the rock cuts,” he said. “It’s a dangerous situation, and to date it really has not been recognized. I’ve asked (state officials) if they have biked through rock cuts; they said no — I have invited them to do so.” Harrington said a possible solution that would incorporate Crown Point would be a bike ferry across Bulwagga Bay to Port Henry. The ferry, combined with side roads, would allow bikers to avoid the treacherous rock cuts. Harrington said he’s gotten some raised eyebrows about the proposal, but
turned out to be the opposite. “Their hospitality was amazing,” she said. So too was their medical and educational system, more advanced than might have been assumed. “They’re brilliant, and their students are so well-prepared,” LeMay-Klippel said. “What I wasn’t expecting was the degree of compassion; I was impressed with their level of care.” Although the system, like everywhere, has its flaws, health care in Bashkortostan is free and accessible to everyone. From basic care to neurology, “they know their business,” LeMay-Klippel said. And they were obviously pleased to have a Fulbright scholar in their midst. “They were so thrilled that an American would go to Ufa,” she said. Her student interpreter reported to her, “I

LeMay-Klippel was born and currently lives in Minerva, and spent 16 years as a chiropractor in Chestertown before working her way up to full professor at NCCC’s Ticonderoga campus. Always goal driven, after working her way from assistant to full professor, “I thought to myself, ‘now what?’” she said. After learning more about the Fulbright program at a seminar, LeMay-Klippel decided to give it a shot, largely because its core mission dovetailed so well with her own beliefs. The highly competitive Fulbright program, from whose ranks have risen dozens of Nobel and Pulitzer prize winners, awards 8,000 grants a year and operates in 160 countries around the world. The application process lasted about a year, and at several steps along the way, LeMay-

Klippel learned she was still in the running. “I think they chose me because they could see my passion,” she said. “I believe the mothers and fathers of Russia want a better life for their children, just as we do.” But along with the similarities, there are differences in approaches, and LeMay-Klippel said she felt she had a lot to offer. Even in neurology, not her area of expertise, she said she could contribute by introducing a new perspective on communications, consideration of the patient’s family and rehabilitation. In return, LeMay-Klippel said she loved the immersion in Russian culture — music, literature and dance. Her stay, from September to December, allowed for trips to cultural icons in Moscow and St. Petersburg. “If you love culture, there is no place better,” she said. “I would go back in a heartbeat.” ■

bike ferries are not unknown in the region — a ferry connects a gap in an old railroad causeway north of Burlington. Crown Point and the Crown Point bridge are also an important gateway into the Adirondack Park. Willie Janeway, executive director of the Adirondack Council, said he hopes the state will “create a real model for gateway entrance into the Adirondacks.” Janeway said Adirondack gateways should have a unified message about the principals of Forever Wild and Leave No Trace, as well as instructions for steering hikers to parts of the park that aren’t as heavily used. The Crown Point Reservation is on Forest Preserve land protected under Article 14 of the state’s 1894 constitution. Janeway said spreading the word about Forever Wild at a historic site is appropriate because “Article 14 is historic too.” ■

Author to sign copies of book
the Saratoga Springs writer and illustrator would watch the small critters playing amidst two white birch, and the whimsical scene became the inspiration for Bartlettberry Briar, home of Peaches the squirrel and star of Lerman’s first children’s book, “Peaches Bakes a Pie.” Peaches and the Briar are now a series, and Saturday, April 13, at 1 p.m. at the Black Watch Library, Lerman — a Ticonderoga native — will be reading from and signing copies of her newest book, “A Feather for Dill.” In the book, Dill is given a hat and becomes obsessed in the chase for a red feather to adorn it — despite the caution of Peaches. Lerman said her books offer lessons to kids, and here it’s twofold: Dill learns to think before he acts, and Peaches learns the value of standing up for herself when she believes she is right.

TICONDEROGA | Every morning Shaundra Bartlett Lerman would begin her day with a cup of coffee — and a squirrel. As she looked out her window each morning “for 20 minutes of adult time before the world would get crazy,”
Lerman said she does not believe in oversimplifying children’s books, either in message or vocabulary. “I want to introduce kids to how beautiful literature can be,” she said. “Words can make sentences pop. And if a child has to ask what a word means, I think that’s a good thing.” Lerman said her parents, Robert and Claire Bartlett, encouraged her when, as a child, she would sit at a small table playing with words and dictating stories. She felt the calling to write children’s books, but also realized that the illustrations are often what drives these works, so she taught herself to draw. This was fulfilling, both professionally and personally. “I love the feeling of putting my hands on paper,” she said. “It seems to come alive.” Naturally, she prefers hard copies to ebooks, and prefers pen, pencil and watercolors to computer generated animation. Her colorful and vivid artistry has captivated fans of all ages. “A lot of adults tell me they keep the books on their coffee tables,” Lerman said. “Seeing the expressions on people’s faces

as they leaf through the book makes all the work worth it.” It’s the work of character development and quality illustrations that Lerner sees as frequently lacking in many children’s books today, and she believes that to be somewhat analogous to the technology-related shortcuts in everyday life. “Today’s society is different than when I was a kid” she said, adding that she hopes her books can inspire the duties of being a good person and doing good work. “A Feather for Dill” is published by Saratoga Springs Publishing, and is available on Amazon. ■

Thoughts from Behind the Pressline
The story behind the story: Part II
Last week’s column on the status of the newspaper industry was devoted to the change in ownership from local to that of By Dan Alexander outside investment firms. • PUBLISHER • This week, I’ll address the issue of online replacing the hometown newspaper. Advances in technology have led some to believe that newspapers have met their match, and with more than 1,400 U.S. newspapers having closed in the past 15 years, it is both a reasonable assumption and at the same time a false conclusion. While the internet opened many exciting opportunities for learning and communication, studies generally suggest that year after year, less than 60 percent of the web traffic is human, while the majority of the information is made up by artificial intelligent bots, now in the age of AI. Bots are created by smart programmers to do things like fool advertisers into thinking that an impression of their ad was served on a legitimate premium website, when in fact the bots were set up to imitate human behavior. As bots have grown in sophistication, the fear among many is the event called the “Inversion.” What once seemed definitive and unquestionable has now become highly suspect now that bots and hucksters have discovered easy ways to manipulate your internet experience. What’s been lost on the internet as a result of this fraudulent activity is both trust and truth. Years of believable metric-driven growth has been replaced with lucrative manipulation systems and unregulated platform marketplaces creating an environment where it is more likely to be disingenuous, cynical, misrepresented and distorted. The most recent example of fraud was an Arizona woman who fosters seven children and would force them to create monetized YouTube videos. The children told police they were severely punished with pepper-spray if they forgot their lines or didn’t follow direction. The children had also been kept out of school for years all the while generating sizable profits for their foster-mother. Community newspapers have been a trusted source of local news for centuries and continue to be seen in that light despite the growth of online activity. The single most significant difference between the information on the internet and the information in your locally owned newspaper is familiarity. The local paper is your hometown neighbor, and it is isolated to one region. When a local publication informs you about news, it’s easy to verify, and should it become untrustworthy, the paper’s reputation and revenue will quickly erode. The simple truth is, it’s the trustworthiness of the source of information that makes the local newspaper a valuable communication tool be it online or in print. ■

Grateful for help at Walgreens
We at SAS make it our mission to, above all else, believe, listen and support the victims/survivors we work with. If you or someone you know has been affected by sexual assault, please call our local hotline at 1-877-212-2323 where a certified rape crisis counselor can assist you 24-7 with supportive counseling, medical or law enforcement accompaniment and referrals. - Shelli LaVoie, SAS regional director of community engagement, Planned Parenthood of the North Country, Plattsburgh ■
To the Editor: I am so impressed with a manager at the Walgreen’s Pharmacy in Chestertown that I feel obligated to write to you about her. Christine went above and beyond to help me out at a time when I needed it the most. She was informative, helpful and most of all compassionate. Very quick to give me just the professional advice and support that I needed. Doing her job is one thing, but doing it the way that she does deserves to be commended. Walgreen’s should be very thankful and proud to have someone such as Christine representing them. I know that I am very thankful that she is at my pharmacy. - Berneice Conlon, North Creek ■
Services available to domestic abuse victims
To the Editor: The Office for Victims of Crime raises awareness about victims’ issues, provides assistance and compensation for victims of crime and promotes compliance with victims rights laws. Annually, they dedicate one week in April to be the National Crime Victims’ Rights Week, April 7-13 this year. With an overall theme of “Honoring our Past. Creating Hope for the Future.” the goal is to bring issues relating to victims rights to the forefront and educate the public on their resources. Although domestic violence may not seem to be prevalent in this area, in 2018, there were over 1,794 domestic incident reports made to law enforcement agencies within Clinton, Essex and Franklin counties. It’s important to note this number does not reflect the many incidences that go unreported. Although the STOP Advocates are actively serving as many crime victims as possible, we recognize that there is a large number of people that aren’t being reached. Oftentimes we hear, “I didn’t even know you were here” and this is part of what National Crime Victims Rights Week hopes to change. Some resources available to residents of the tri-county area who find themselves victims of crime include: • 24-hour STOP Domestic Violence hotline 1-888-563-6904 • 24-hour Sexual Assault Services hotline 1-877-212-2323 Th is week, and in the weeks that follow, STOP Domestic Violence invites you to join us in honoring victims, past and present, and work towards creating a safer community for all. Feel free to contact us to learn more! - Shannon Swierat, STOP Domestic Violence intern, Plattsburgh ■
Promote sexual assault awareness this month
To the Editor: On behalf of Sexual Assault Services (SAS) of Planned Parenthood of the North Country New York we write to remind our community that April is Sexual Assault Awareness Month. The National Sexual Violence Resource Center’s theme, “I Ask,” encourages folks in the area to be open to conversations about consent. It is our hope that new partners and community members will help foster attitudes that promote healthy relationships, equality and respect. Every 92 seconds, an American is sexually assaulted. And every 9 minutes, that victim is a child. Meanwhile, only five out of every 1,000 perpetrators will end up in prison (rainn.org/statistics). We have the power to change that. Our actions, large and small, have a ripple effect on those we teach, guide and influence. From modeling healthy behavior to addressing inappropriate conduct, everyone can make a difference. Changing beliefs which contribute to sexual violence starts with believing victims/survivors of sexual violence when they share their stories. You can call out victim-blaming comments or rape jokes. Sexual assault is never the victim’s/survivor’s fault. Seemingly small actions like this make a critical impact. Please engage this April during Sexual Assault Awareness Month by promoting awareness. Learn more about how you can use your voice to change the culture by contacting SAS at 518-561-0605 or check out nsvrc.org/saam.

» Survey Cont. from pg. 1 Prevention Team Executive Director Doug Terbeek stressed that caution must be used when interpreting the results, which provide raw data, but not explanations. Still, he said, there is little question the opioids are not the drug of choice for the younger generation. In response to the question of drug use within the past 30 days, only one student in Ticonderoga admitted to using heroin or prescription painkillers.
The Times of Ti Sun | April 6, 2019 • 5
Donald said. Terbeek said the survey also has a number of internal controls to catch fibbers, and those results are thrown out. The survey tries to hone in on risk factors that lead to drug abuse so schools and outside agencies have an idea of where work needs to be done. The data indicate a corre-
who remember the 20th century marijuana might not recognize. Today’s marijuana is far more potent and, in states where it’s been legalized, is sold in food and candy form, whose effects can be difficult to calculate. A report in Colorado, where marijuana is legal, noted that tourists were occasionally turning up in emergency rooms after eating too many marijuana gummies.
lation between those risk factors — which include things like family environment, attitudes toward education, peer involvement with drugs and mental outlook to name a very few — and use of drugs and alcohol.
But it’s alcohol, Sammis said, that’s “still the No. 1 most dangerous drug.” Alcohol use in general continues to trend upward, while binge drinking is back up after a decline in 2016. Forty percent of students, including 10 percent of seventh-graders, reported having had a drink within the past 30 days. That’s significantly higher than Essex County as a whole, where 26 percent of students admitted to recent alcohol use. Accessibility continues to be a key issue, Terbeek said. Kids can obtain it from their parents’ liquor cabinets, and in the survey, the students reported that most drinking was done in private homes. Along with marijuana and alcohol, e-cigarettes, or vaping, is the other major story of the report. Traditional cigarette use is steeply declining, but vaping is more than making up the difference. Nearly a third of students reported having used e-cigarettes within the past 30 days. McDonald said schools do their best to be on the lookout for, and try to counteract, unhealthy behaviors. That becomes even more difficult in an era of ever-tightening school budgets. Because of concerns about school safety, Ticonderoga is, at the urging of parents, spending money to secure classrooms against intruders and hire a safety officer. But McDonald said some might not realize that extracurricular and after-school activities can be critically important to a child’s mental well-being. Yet these activities are often the first to get cut in lean financial years. “We’re trying to maintain the protective factors that we have,” McDonald said. “The more kids are involved in school, they less likely they are to participate in at-risk behaviors.” ■
FAMILY PROTECTIVE FACTORS
Ticonderoga Superintendent John McDonald said the data, combined with observations of teachers and administrators, indicate that opioid use is an adult problem. While this is good for the kids from an addictions standpoint, there is a darker side in terms of the family environment. Because of opioid use, more parents are missing in action — either strung out or dead. McDonald said there has been an obvious increase in the number of students in foster care or raised by their grandparents or other family members. That’s led to more kids reporting a less-stable home life. “I don’t think it’s coincidence that family protective factors are going down.” he said. The survey indicates that school is where kids — nearly 70 percent — feel the most protected.
DEPRESSION
It is conceivable but not provable that substandard home environments are responsible for a spike in the number of students reporting depression or suicidal thoughts. In the survey, 38 percent of students reported being so “sad and hopeless” that these feelings of depression had curtailed their normal activities. Another 22 percent said they had seriously considered suicide. Both Terbeek and McDonald said this can’t be written off to middle and high school students (the results track grades seven through 12) with a penchant for drama. “For the most part, they take this pretty seriously,” Mc-
» EMS program Cont. from pg. 1 By proving that’s possible with this four-town test, Essex County could potentially unlock an additional $4 million in funding from the state to expand the initiative countywide. “Implementing this program is a complicated and time-consuming process,” Palmer told the supervisors’ Ways and Means Committee last week. “But this is one of the most critical programs we’re looking at implementing over the next few years.” Supervisors voted 3,237 to 802 to accept the state grant. Lewis Supervisor James Monty, who called for more information about how the program would be funded beyond the grant, was the lone dissenting vote. Supervisors Joseph Giordano and Michael Tyler, of Ticonderoga and Westport, respectively, were absent.
PHASE ONE
The $2.27 million in state funding accepted by supervisors Monday is expected to fully fund the purchase of four new medic cars this year, as well as the first-year salaries of five new paramedic positions under the purview of the county. Those paramedics will be on-call, charged with responding to emergencies in Crown Point, Ticonderoga, Moriah and Wilmington. “Addressing this sector became the focus of phase one because this area has what represents the highest dropped call rates in the county,” Palmer said. When a call is “dropped” — goes unanswered by a local department — it’s forwarded to any other available squad in the area, according to Palmer. “This unanswered call then takes much longer. The hope is to respond within eight minutes, but once the call rolls that becomes nearly impossible at that point,” Palmer told The Sun. Last year, the EMS squad in Ticonderoga received approximately 890 calls. They responded to 676. But 24 percent of those calls — 214 in all — were dropped. In Moriah, three calls were dropped. The
2020 VISION
Next year, the cost of the five new paramedic positions will be split amongst the county and local towns that use their services. The county will foot the bill for benefits, and the towns, labor costs. “This is a way to allow local squads to leverage professional help at a very reasonable rate,” Palmer said. Meanwhile, volunteers will be offered payments in 2020. Deputy County Manager Mike Mascarenas said the goal is to incentivize volunteers to stay in a system that often requires a large time commitment and extensive training. Countywide, roughly 200 volunteers sustain squads here. Fifty more would be recruited. “We’ve decided to invest in those individuals,” Mascarenas said. The county plans to offer volunteers $3 per hour to be on call at times when rescue squads are having coverage problems, or during shift changes. “If they received a call and responded then they would be paid at the full hourly rate of their grade level during the time they are responding to the call,” Palmer said. The cost of paying these volunteers would be approximately $300,000 annually, according to Palmer. Keene Town Supervisor Joe Pete Wilson said that he sees the county’s plan as insurance. “We need insurance, we need something to fall back on so someone does respond when we need them,” he said last week.

Lakeside REGIONAL
If the county can successfully prove through this pilot program that their new system works, Essex County will be able to apply for an additional $4 million from the state to expand the scope of the program and move forward with a full-scale implementation.
STATE LEGISLATURE WEIGHS BILLS
As the county moves forward with the first phase of their pilot program, a pair of bills in the Assembly and Senate are being discussed in committee that would give the county authorization to create a special taxing district to help fund a countywide EMS system. The bills, introduced by Assemblyman Dan Stec (R-Queensbury) and Sen. Betty Little (R-Queensbury), successfully passed the Senate last year but failed to pass the Assembly before the session ended. Both lawmakers reintroduced the bills in March. Unless the measure is passed by the state legislature, the county won’t be able to establish a new special EMS district. “There are advantages to a taxing district,” Palmer said. He noted that special districts allow the county to levy taxes from more taxpayers to share the cost, effectively lessening the tax burden on everyone if the county decides to offset the cost of new EMS services with a special district. As the pilot program stands now, towns have the ability to opt out of receiving the service, further complicating the issue. Supervisors for the towns of Chesterfield and Jay have indicated that their towns may opt out of the program. County Board of Supervisors Chairman Shaun Gillilland said the creation of a special district is just one funding option the county is currently exploring. It’s unclear how much the full program is expected to cost beyond the grant term. That’s something that worried Monty, who voted against the resolution.
- SCHEDULING FOR 2019 SEASON -
“I know it’s needed, but it feels like we’re rushing into this, because we really don’t have a plan on how this is going to play out,” he said Monday.
FORMER PLAN ‘COST PROHIBITIVE’
Two years ago, Wilmington Town Supervisor Randy Preston, then the chairman of the county Board of Supervisors, estimated that the county could fund a countywide system with a special district tax of 25 cents per $1,000 in assessed value. But with a now clearer picture of the necessary staffing to sustain that type of program, that estimate doesn’t hold up. Based on the county’s latest tax rolls, with the creation of a special EMS district, the county would only be able to levy an additional $1.7 million from taxpayers with a new 25 cent tax per $1,000 in assessed value. That wouldn’t be enough to sustain a full, round-the-clock EMS system with paid staff. Palmer estimated that type of system would cost $14 million per year. Essex County’s total tax levy is $23 million this year. For the county to shoulder an additional $14 million expense, the board would have to authorize an additional $2 tax per $1,000 in assessed value on top of its existing $3.29 general fund tax rate, based on the latest tax rolls. That $2 per $1,000 would essentially represent a tax increase of 60.7 percent for people within the district. “As we developed the grant application it became clear a full 24-7 paid staff for every town in the county would be cost prohibitive,” Palmer wrote in a report to supervisors. “The plan developed moving forward refocuses our coverage needs to include the current volunteer staffs, and how we can maintain that pool of volunteers. “We believe after the grant funds end, we will have a system in place that shares operation and funding options in a manner which is affordable for all the parties involved.” ■

Drug use and binge drinking in Ticonderoga had been trending downward, but appears to have bottomed out in 2016 and is now heading back up. So too was the percentage of students (12.4) who reported being drunk or high at school. Students who had used marijuana in the past 30 days declined from 17 percent in 2014 to 11.5 percent in 2016. But in 2018 that number jumped to 22 percent. That increase corresponds with greater cultural acceptance of marijuana across the nation both medically and recreationally. Jarrod Sammis, Prevention Team communications and community outreach coordinator, said there’s a danger that adults
department responded to 516. Crown Point responded to 324 calls, and six were dropped. Five calls were dropped in Wilmington, from a total of 175 received. Altogether, these four towns had a dropped call rate of 13.5 percent last year, according to Palmer. The rest of the county, combined, had a drop rate of 2.3 percent.

Supervisor Michael Marnell and Wilmington Supervisor Randy Preston. Both have raised concerns about the impact on local hotel and motel operations that a tax increase may have. Ticonderoga Supervisor Joseph Giordano and Westport Supervisor Michael Tyler were absent. The 2 percent tax hike could generate approximately $1.7 million in new revenue, according to a recent report from the Regional Office of Sustainable Tourism (ROOST). Supervisors are still discussing how this money may be allocated and doled out amongst the towns in the future — and whether the additional revenue should go directly to each town for marketing and quality-of-life projects, or be directed through a “Community Enhancement Fund.” Willsboro Town Supervisor Shaun Gillilland told The Sun that he’d want to see each town have the leeway to use
the revenue to address their individual needs, whether that be marketing and tourism development or other projects. “That the town could make the decisions on how that funding is used — that would be very nice to have,” he said. Ideally, he’d also like to see some of the revenue reserved for Essex County itself. Currently, the county Treasurer’s Office retains 5 percent of the occupancy tax revenue generated here for administrative purposes. ROOST receives 95 percent of the revenue. If the state legislature approves the county’s request for authorization to increase the occupancy tax, the board of supervisors would then be able to formally decide how the revenue is distributed. ■ — This story has been abridged for print. Walter J. Lashway Jr.
MORIAH | Walter J. Lashway Jr., (Joe), 77, of Moriah, passed away peacefully at his home in Moriah on March 27, 2019. He was born in Mineville on June 3, 1941, the son of Walter J. (Sr.) and Anna (Collins) Lashway. He grew up in Mineville and graduated from Mineville High School. It was during his high school years, especially working summers at Frontier Town, that he met his future wife, Diane (Sprague) Lashway. Joe served a hitch in the U.S. Navy after school. During his time in this, he married Diane and had his first child. After his time in the Navy was up, he returned to the area and settled in Moriah Corners, where he lived until his death. His second child was born several years after his return to Moriah. He eventually had a long career in the substance abuse field, working first for New York state and then contracting with Warren County Probation after he retired from his state job in 2001. Joe particularly enjoyed doing group sessions in Glens Falls once a week until health problems forced him to retire for good. He especially liked the people he worked with in Warren County and often told stories to his family about these times. A people person, he knew many folks around town and remembered many experiences with them from the past. For many years, he was an avid golfer and pursued that interest with the

She and Chuck built their dream home on Chilson Hill in 1971 with the help of her dad, James Fleming, and her uncles, Roy and Bill Fleming. She loved spending time with her family, especially those grandbabies and friends here in Ticonderoga as well as her friends in the Floridana Park in Florida where she enjoyed the laughs and stories during the Margarita block parties. She enjoyed road trips with her daughters, having family get togethers, reading and often joked when she was half way through a book she needed to be looking for the next one. She enjoyed watching NASCAR, flower gardening and volunteering for the Chilson Volunteer Fire Department. Sharon retired in 2015 as the principal’s secretary after 48 years of service to the Ticonderoga Central School. During that time, she saw many principals come and go while she held steadfast at the helm which gave her the abundant knowledge of how the school ran. It is said that for this reason she earned the title as “The Boss’s Boss.” Sharon was a smiling face, always willing to help faculty, students and parents and with that same smile and grace would set you straight! Battling ovarian cancer for 10 years was a testament to her faith, strength and perseverance and for that we will always admire and love her. Sharon loved her family fiercely and made

Popular trailhead to be closed for much of hiking season By Tim Rowland STA FF W RITER
KEENE VALLEY | A popular High Peaks trailhead known as The Garden will be closed this spring and summer while the Town of Keene replaces a failing bridge over Johns Brook. In announcing the closure, the town said it will add to shuttle bus runs that take hikers from Marcy Field on Route 73 west of the town to The Garden trailhead. Under the plan, the shuttles would run seven days a week from 7 a.m. to 7 p.m., although the town acknowledged it may have trouble finding drivers to run the routes. The shuttle fee is $10 U.S., or $13 Canadian. On social media, several hikers, while acknowledging the need for the project, noted that the typical hikes emanating from The Garden are long, and require earlier starts, particularly in the summer heat. For many it’s the trailhead of choice for accessing the Adirondacks Great Range. A detour will allow people with homes above the bridge, along with the shuttle, to bypass the bridge, but the public will be prohibited from taking it. In a release, Keene officials said, “The town is working closely with the DEC and Adirondack Mountain Club to help inform hikers and provide them with access in spite of the temporary closure. The town recognizes that this is a major disruption during the nicest hiking weather, but the
This bridge over Johns Brook will be replaced out of safety concerns. bridge replacement is critical. The current bridge is in such poor shape that the town can’t run plow trucks over it safely.” The town asked for cooperation: “Please respect the closure and don’t park or walk on private property to gain hiking access,” officials said in the release. “Illegally parked cars will be towed. Town employees and DEC rangers will monitor the lot during the week.” According to the Adirondack Almanac, The Garden is

so named because of an actual vegetable garden that served as a landmark to hikers many years ago. The parking lot is not particularly large, and it is routinely jam-packed to the point that, as Yogi Berra said, it’s so crowded that no one goes there anymore. A virtual cottage industry has emerged among hikers to predict when spaces might be available. That hiker traffic has spilled onto private land and caused private landowners to complain of trespassing with cars left in driveways or no-parking zones. ■
