State to develop blueprint for historic site, campground improvements By Tim Rowland STA FF W RITER
CROWN POINT | Fans of the historic site and campground at Crown Point reacted with enthusiasm last week to state plans for a new Unit Management Plan that will serve as a blueprint for how the properties are used and improved. Thursday’s public hearing was called by the Department of Environmental Conservation and the Office of Parks, Recreation and Historic Preservation to gather public input on future plans for the campground and nearby historic site on Lake Champlain, which are known collectively as the Crown Point Reservation. » Crown Point plan Cont. on pg. 2

TICONDEROGA | At least in Ticonderoga, the opioid epidemic that has hit rural America particularly hard might not be carrying over into the next generation, according to a biennial survey of student behavior. The survey, which tracks student behavior and risk factors for drug,
tobacco and alcohol use, is not all good news — alcohol use in particular remains a stubborn problem, and also of concern to administrators are indications that students are increasingly suffering mental health issues, along with unhealthy home environments. The Prevention Needs Assessment Survey is funded by Essex County government and administered by the Prevention Team of Essex County. The data is property of the individual school districts, which may release the information to the public if they choose.

sors on Monday voted to formally accept a $2.27 million state grant, a chunk of change earmarked to pay for full-time staff to supplement existing volunteer EMS operations in Crown Point, Ticonderoga, Moriah and Wilmington. This “staff augmentation,” according to County Manager Dan Palmer, is the first step in a small-scale pilot program devised to test the feasibility — and the effectiveness — of a countywide EMS system. County officials hope the additional help will reduce the number of dropped calls, improve the quality of emergency services in rural areas, and dramatically decrease response times. » EMS program Cont. on pg. 5

TICONDEROGA | Coming out of World
War II, Sen. William Fulbright, a Southern Democrat seeking to establish “a little more reason, and a little more compassion into world affairs,” launched a cultural-exchange fellowship that has flourished through the decades, becoming one of the nation’s most prestigious and sought-after scholarships. Among last year’s winners was North Country Community College (NCCC) nursing professor Selina LeMay-Klippel, who spent much of the last semester in the Russian city of Ufa in the Republic of Bashkortostan, teaching at Bashkir State Medical University. » Fulbright winner Cont. on pg. 2
