Stefanik carves out third term in hard-fought Local businesses contest honored by TACC

Local businesses and volunteers were honored with awards at the Ticonderoga Area Chamber of Commerce Community Appreciation Dinner and Awards Ceremony.

By Pete DeMola EDITOR

GLENS FALLS | The blue wave has failed to reach the North Country. Rep. Elise Stefanik (R-Willsboro) has won re-election to Congress, beating back challenges from Democrat Tedra Cobb and Green Party candidate Dr. Lynn Kahn in her bid for a third term. Stefanik secured 56 percent of the vote to Cobb’s 41 percent after polls closed on Tuesday. “This seat in Congress is yours,” Stefanik told supporters at the Queensbury Hotel in Glens Falls, “and it will always be yours.” Cobb, a former St. Lawrence County lawmaker and strategic consultant, was unable to unseat the lawmaker despite harnessing support from the “resistance” movement that reached even the most remote pockets of the North Country, galvanizing an incensed public into political activism, many for the fi rst time. » Stefanik Cont. on pg. 4

Annual award ceremony was attended by TACC members, officials TICONDEROGA | The annual Ticonderoga Area Chamber of Commerce (TACC) Community Appreciation Dinner and Awards Ceremony were held late last month at the Best Western Plus Ticonderoga Inn & Suites. Organizers said the ceremony gave the chamber a chance to honor and thank all those who give themselves for the betterment of the Ticonderoga area. Assisting TACC President and CEO Matthew Courtright as masters of ceremonies were Shana Macey, of Bridge Point Communication (TACC board chair),

and Karen Hennessy, of Sugar Hill Manor Bed and Breakfast (TACC vice chair). In addition to Assemblyman Dan Stec and Mary Pat McDonald from state Senator Betty Little’s office, over 125 people were in attendance. The evening began with a brief welcome from the chamber. “We are honored and delighted to have you all here tonight. I would like to welcome all of our guests, volunteers, businesses, organizations, and committees who without your support and dedication so much would not be possible,” said Courtright. “All award recipients tonight, in addition to the awards given, will be receiving citations from both the New York State Assembly and the New York State Senate.”

Popular tour will stop in Ticonderoga, Wilmington and Westport By Tim Rowland STA FF W RITER

TICONDEROGA| Cycle Adirondacks has announced the route for its signature tour of the 2019 season. The week-long road tour, dubbed the Ultimate Cycling Vacation, will begin and end in Ticonderoga, with overnights in Wilmington and Westport. The news was greeted with enthusiasm by a gathering assembled at Ledge Hill Brewery in Westport, as well as by supervisors, Chamber of Commerce and tourism officials who attended the event. Ticonderoga Supervisor Joe Giordano said he looked forward to the tour returning to Ti, which was a tour stopover in 2016. He said the exposure is good for the town, while the area is an attractive venue for bicyclists. It will be the first time the five-yearold tour — which is expected to attract about 250 riders — has stopped in Wilmington and Westport. “They’ll see our incredible beauty, the lake and our world class golf,” said Westport Supervisor Michael “Ike” Tyler. “And they will get to know the sincerity, honesty and passion of our people who make this town what it is.”

A gathering of tourism officials and cycling enthusiasts gather at Ledge Hill Brewery to hear CycleADK announce its route for the 2019 week-long road tour. Photo by Tim Rowland Since the tour’s debut in 2015, it has accommodated 850 riders from almost every U.S. state and Canadian province. The goal is to connect riders with Adirondack communities, said Doug Haney, Cycle Adirondacks co-director, offering economic benefits to the residents and breathtaking scenery and recreational opportunities to the bicyclists. The organization also returns money to the communities in the form of grants, and promotes conservation and sustainability. There’s a new route each year, and the communities represented Thursday were pleased to have made the list of venues. “This is probably one of the biggest things that’s happened here in a while,” said West-

port Chamber President Deirdre Forcier. This year, cyclists will stay in the host towns for two nights instead of one, with optional rides including a loop into Vermont on the ferry, and back across the Champlain Bridge, along with an optional spin up Whiteface mountain. Forcier said she hopes riders will also take a little time to explore the community, with its marina, golf and sustainable agriculture. Michelle Preston, operations manager at Whiteface Visitors Bureau, said Wilmington is a natural fit for the tour, considering its growing reputation for high-quality mountain biking. “Wilmington is the cycling capital of the Adirondacks,” she said. To this, Ticonderoga adds its own special scenery, said Ticonderoga Area Chamber of Commerce President Matt Courtright, along with its rich history dating back to colonial days when the town was an important commercial crossroads and strategic military outpost.

Some things about this year’s tour will be different, said CycleADK’s Matt VanSlyke. Along with two-day stays in the host towns, the tour, based on rider feedback, has made an effort to get further off the beaten track. “There will be more back roads, more quiet country roads and more forested roads,” he said. Riders also receive locally sourced meals, mechanical, logistical and medical support, and nightly entertainment. They will also hear why the Adirondack Park is special and learn about stewardship and conservation efforts. The 2019 tour, from Aug. 17-23, will wind its way through a number of communities, primarily in Essex County, but also in Clinton, Franklin and Warren counties. CycleADK’s mission is to support bicycle tourism in the Adirondacks, and along with its week-long tour, it promotes shorter rides for families and in support of causes, including agriculture and the Ausable River. Details, as well as routes, can be found at CycleAdirondacks.com. ■

Native brook trout protected Land deal will safeguard more than 2,000 acres By Tim Rowland STA FF W RITER

LONG LAKE | Fish have been stocked in Adirondack waters for a century, and while that’s good news for anglers, it means that genetically pure strains of native brook trout are all but gone. There are maybe 10 known bodies of water where the native genetic pool has remained undiluted, and one of them has just been subject to a land deal that will protect it into the future. Little Charley Pond in the town of Long Lake was acquired by the Adirondack Land Trust (ALT) in 2007, and in late October, the trust and a new owner, the Charley Pond Preserve, announced a perpetual easement that will keep the land in private hands, and unique strain of fish safe. “Private owners play an important role in protecting the character and integrity of the Adirondack Park’s forests and waters,” said ALT Executive Director Mike Carr. “The Little Charley tract is an example of how private initiative can provide conservation leadership.” Public ownership, and public fishing, would have risked contamination of the brook trout’s pure genetics, which have developed unsullied over the last 15,000 years. After purchasing the property, the ALT performed an ecological study of the lands and waters, which identified the unique trout. According to the New York State Museum, the Little Charley brook trout is a “native fish of critical conservation priority.” At that time, “the land trust sought a conservation-minded private buyer who could protect the fish community. Under public ownership, the population would become vulnerable to introduction of competing species and fishing pressure,” the ALT said in a release. A natural rock dam has kept bass and other competing species of fish from entering Little Charley’s waters, said Mary Thill, a spokesman for the group. The trust will work with the landowner to monitor that

barrier to ensure it continues to do so. It also retains the right to do academic study of the tract.

The 2,122-acre Little Charley Pond tract contains Snell, Bear and Little Charley ponds and five miles of undeveloped shoreline adjacent to the William C. Whitney Wilderness. According to the ALT, the easement also restricts subdivision, allows one additional camp, and allows forest management under Forest Stewardship Council guidelines. The tract is contained within a 453,000-acre area of mostly roadless public and private forests where stability of ownership and land use has resulted in one of the largest intact blocks of forest remaining in the eastern United States. “The Adirondack Land Trust’s original purchase of Little Charley pond over ten years ago and its sale subject to strict conservation easements today provide a great example of leveraging our human and capital resources in the name of land protection. We are extremely pleased to bring this effort to a successful conclusion for all concerned,” said ALT chairman Bill Paternotte. ■

» Stefanik Cont. from pg. 1 Both Kahn and Cobb called to concede, Stefanik said. Kahn, who based her campaign on “driving solutions to complicated problems,” garnered 1.5 percent of the vote. “It was a great experience,” Kahn told The Sun. “I met amazing people, and I really listened the best I could. I really believe a third party in this country is inevitable.”

TOUGH RACE

Stefanik’s 15 point margin of victory was her slimmest so far. The lawmaker secured 53 percent of the vote in 2014, a total which widened to 65 points in 2016. Cobb relentlessly hammered Stefanik on campaign contributions and tried to yoke her to the mantle of Trump, contending GOP policies were toxic for the sprawling, rural district. But Stefanik waged an aggressive campaign, citing her record of results as part of the “governing majority” paired with a “laser-focus” on constituent services. “Tough campaigns make you a better representative,” she said on Tuesday, thanking both of her opponents for running. Cobb addressed supporters at the Best Western in Canton. “It has been a race that has been full of grace and integrity and grit,” said Cobb, according to the Watertown Daily Times. “We’ve accomplished many things in this campaign that no one thought we could. We changed the way campaigns are run in this district.” Democrats needed to pull away 23 seats from the GOP to win a majority in the House — and succeeded, carving out a slim victory. The 18-month contest came to a halt on Tuesday night with Stefanik still standing, albeit as part of a weakened New York GOP delegation, and one now facing minority status for the first time as daybreak brought Democratic takeover of the House after eight years of GOP control. “I am disappointed with some of the outcomes of my colleagues I’m really close with across New York state, and who were elected with me in the Class of 2014,” Stefanik told reporters. “I’m looking forward to getting to know my new colleagues, but there were some great members who lost and I think it was just because of this tough political climate.” Among the losses was Rep. Carlos Curbelo, Stefanik’s colleague on the Climate Solutions Caucus, among other GOP lawmakers on the caucus. Stefanik said Curbelo was one of her closest colleagues. “We will miss his voice, and I think Democrats would say that as well as Republicans,” said Stefanik. “He was a leader on immigration issues, on climate issues, and such a voice in the Cuban-American community in Miami.” Despite the heightened grassroots activism and anger amongst the electorate, New York’s 21st Congressional District was not ranked by prognosticators as among the state’s most competitive, with the honors instead going to Republicans Rep. John Faso and Rep. Claudia Tenney, both

AWAKENED ELECTORATE

The year-long race, which was preceded by the first Democratic primary in two decades, closes an unprecedented chapter in North Country politics. Much like the landscape that unfolded at the national level, the 18-month contest was a contentious affair fanned by a polarized electorate who viewed the race as a choice between a President Trump-led federal government or a return to more even-keeled governing climate. The contest also served as referendum of Stefanik’s performance in a GOP-controlled Washington and what the future might portend following two years of remarkable national division and bitter acrimony.

Cobb, 51, repeatedly attempted to pin Stefanik to the Trump administration’s most nebulous policies which she contended harmed the district, citing the lawmaker’s vote to repeal the Affordable Care Act and efforts to chip away at environmental safeguards as key examples. Cobb also attempted to paint Stefanik, 34, as an out-oftouch outsider controlled by special interests, a charge the lawmaker vehemently denied. In the final days of the race, Cobb made campaign donations a near-singular focus in talking points and the torrent of TV ads. “We must replace Elise Stefanik because she’s voting in ways that hurt us and the only explanation is that she’s beholden to Washington and the corporate donors that have gotten her here,” Cobb said at a debate in Watertown on Oct. 30. But despite the ability to land a punch, Cobb eschewed a policy-driven campaign in favor of highlighting broad principles. Cobb always faced an uphill climb. Former President Obama won the district by 6 points in 2012, but Trump won by 14 points in 2016, leading pollsters FiveThirtyEight to declare the district one the state’s “Trumpiest” corners and the safest for the GOP. Stefanik, largely viewed as a rising star in GOP politics, also entered the contest with a strong voter registration advantage of 50,000, which shrunk only moderately despite the recent surge in Democrat enrollment. ■ - This story has been abridged for print. of whom lost their bids for re-election. Rep. Dan Donovan, the lone GOP member of New York City’s congressional delegation, also lost his seat. Turnout was strong across the state, said election officials, echoing the Democratic primary in September. Stefanik said she looked forward to finalizing the Farm Bill before the end of the year and extending rural broadband in the next term, which begins in January. The lawmaker also said she’ll continue to work with incoming members on environmental issues. “There’s a lot to do, and I look forward to rolling up my sleeves and getting it done on behalf of hardworking families I represent,” Stefanik said.

The budget includes a provision for a seventh police officer, said Supervisor Joe Giordano. The town will spend $173,550 of its reserves to slip in under the cap. The primary projects of the town continue to be upgraded sewer at water systems. The town’s water project is expected to be completed early next year, while a project on the Portage will reduce the amount of storm water that enters the sanitary sewers. This has caused overflows leading to partially treated sewage spilling into the LaChute River in periods of heavy rain.

Thoughts from Behind the Pressline

What lies ahead

By now, the outcomes from the midterm elections will be known. For the past two years, great focus By Dan Alexander has been placed on • PUBLISHER • what the midterm elections might mean for the country’s direction. With the midterms behind us, very soon the focus will shift to outlining what lies ahead with the 2020 election cycle. Aside from the fame, money, power and perks, you have to wonder why anyone would run for a local, state or national political office. Sadly, it must be an addiction to one of the vices mentioned above, or perhaps it’s the allure of the magnitude of the challenge that attracts. Either way, you have to wonder if people who seek these offices know what they are in for when seeking public office. We have to wonder why anyone would put themselves and their families through this process which grows uglier with each election cycle. Look no further than the recent process for the Supreme Court. There was a time in this country when we believed that each of us was entitled to our own opinion, but in the twisted world of politics and the media, one’s opinion is not nearly as important as the opportunity to slant the opinion for political gain or ratings. Perhaps what the media, opponents, and critics want are empty, non-answers to the questions on the issues that divide us the most. At least then, they can’t twist a position any worse than they do now. The political parties and the media want us to believe the other side is made up of liars with evil intentions. On Sept. 11, 2001, a group of airline passengers made a fateful decision when they realized their plane was to be a missile aimed at the heart of our nation’s capital. As leaders, they recognized their only hope was to either take back control of the plane or die saving countless others on the ground from certain death. We recognize those brave souls of Flight 93 as true heroes for their actions. Acting as one with a common interest what if those leaders on Flight 93 began fighting among themselves on what action to take, who would get credit or believed that some among them were worse than the terrorists who controlled the plane? So as we go through the political craziness during the next few years, let’s remember we all want a strong nation and a secure home for future generations. We need our leaders to come together and focus on the common good if this nation is to remain united. ■

The Sun Editorial

Time to reconcile It’s over. This op-ed went to print on Tuesday morning just as voters began casting their ballots for the midterm elections. The contests served as the fi rst widespread referendum of the Trump presidency, and determined control of the U.S. House and Senate, as well as state offices, for the next two years. We’d like to reflect on some of the basic takeaways we’ve observed while covering state and federal races for the past 18 months, which we think are applicable regardless of who prevailed at the ballot box. Be nice. Civil discourse has taken a nosedive since the 2016 election. You could make the argument that the pugnacious Oval Office occupant has paved the way for this climate of bitter chaos, but the reality is that he’s a feature of our political system — not a bug. In some regards, we’ve seen partisan foot soldiers on the ground from both sides co-opt this vitriol to further their agendas, which has trickled over to characterize our public discourse. Here locally, we’ve unfortunately seen an uptick in hostility, wild-eyed accusations and all-out temper tantrums levied our way as this election has heated up. But 9 times out of 10, people apologize over their outbursts and use the excuse that they’re fired up because of politics. We understood that people are mad, but it saddens us that the political climate has resulted in such embarrassing behavior.

Letters

We’ve spoken with hundreds, perhaps even thousands, of people on the campaign trail this cycle. While voters retreating into their tribal corners has in some ways become the new normal, most people are genuinely concerned about the direction of their country. As a local candidate told one of our reporters: “Most people who live here just want it to be nice.” We shouldn’t let ourselves be artificially divided. We need to work together. That’s cliche, for sure. But data exists to support Americans are thirsting for a third path. Just take the recent surge in unaffiliated voters here in New York state, for instance. Those registering “blank,” or no party, constituted the biggest growth demographic between April and November, numbering 4.3 percent of all new registrations. That exceeds GOP enrollees by 5 to 1, and Democrats by about 2 to 1. The midterms took on existential overtones as the two major parties indicated nothing but the very future of our nation was at stake. But data does suggest that a way forward is possible regardless of who takes the reins of state and federal power in January. Gallup’s polling ahead of the election flagged several key issues the American public wants their representatives to tackle. Chief among them includes repairing our crumbling infrastructure, investing in en-

Ore industry threatened under current leadership

To the Editor: Dear President Trump, your administration is not “Making America Great Again.” Your actions to help our economy/jobs make for entertaining press, but the USA’s heart is being attacked by Trojan horses. Below is an example, and where there’s one, there’s more…attacking the base that elected you. The setting is what Gov. Mario Cuomo referred to as “the abject poor of Essex County” in his 1984 Democratic Convention address. Juxtaposed to the wondrous natural beauty here, is the difficulty in making a living. The only true export is an ore, the only thing that brings true outside money. This ore is now in the hands of foreign interests. These interests have, in less than three years, devastated a perennial profit producing business that provided your base with good jobs. An entire generation of oral history that accompanied this busi-

vironmental safeguards and fi xing how the government is run. Americans also want to address long-neglected immigration, health care and gun control fi xes. The latter two in particular, were not adequately addressed in the federal contest for New York’s 21st Congressional District. Nor was health care discussed in any substantiative fashion at the state level, which is somewhat alarming considering the New York Health Act is within sight. But despite these broad areas of agreement, we remain worried: Divided government at the federal level will likely result in few major accomplishments as each party positions themselves ahead of the 2020 presidential elections. And narrow House and Senate margins will likely “prompt everyone’s first focus on trying to retain — or flip — the majority in their direction,” said the Washington Post in an analysis on Monday. “Each House and Senate leader starts off a new Congress believing he or she can retain — or win over — the majority in their chamber and charts a course to do so,” wrote the Post’s Paul Kane. “In modern politics that means, first things first, driving up the energy of liberal or conservative base voters, which by definition makes bipartisan compromise more difficult.” Our message to the public and candidates alike: You’ve said your piece, but now is the time to move forward. ■

ness, containing the nuances of the ore itself and the delicacies in tending to the equipment and infrastructure that successfully and profitably processed and distributed products, has been dismantled. Local employees and management have been replaced with subcontractors who have no history/connections with this 60-year operation. Processes/equipment have been altered/eliminated resulting in decreased production/quality. Old mistakes will be repeated and harsh lessons re-learned and the business/customers will pay. The people of this area will pay because Russian roulette is being played with their future. People jettisoned have opportunities to return as employees of the temporary/subcontractor services, at a fraction of their former package. Residuals are leaving the area as the new service providers come from out of town, out of state or outside the country. If this business fails, it will take years to rebuild relationships/ reputation, if possible. These Trojan horses need oversight, before they prevent America from ever being great again. And Gov. Cuomo, this is on your watch too. - Douglas Ferris, Willsboro ■

Grant to help bolster security at Ti Central Award will help pay for locks By Tim Rowland STA FF W RITER

TICONDEROGA | The Ticonderoga Central School District has been awarded a $10,000 grant from International Paper Foundation for the installation of barricade locks that make classrooms more secure in the event of an intruder. The Safebolt locks, manufactured by Securitech of Maspeth, allow anyone in the classroom to push a large, red button to secure the door. Students and teachers in the classroom can get out, but no one can get in. For Ticonderoga Middle School Principal Herb Tedford, it is a particularly important situation. Tedford was working at schools in close proximity to both Columbine in Colorado and Sandy Hook in Connecticut when tragic shootings occurred. “Because of that I’m passionate about this issue,” Tedford said. “What’s it going to take for people to wake up to what’s happening?” Since the Columbine High School massacre occurred in 1999, there have been 220 school shootings, Tedford said. The thought that a shooting “could not happen here” is obsolete and schools need to be prepared, he said. Tedford said the locks are endorsed by the New York Department of Homeland Security and have been used by the

city transit system and at Yankee Stadium. “You don’t have to fumble for keys; you hit the red button and it locks automatically,” he said. “In a matter of seconds they can be behind a locked door.” Security is a challenge at the Ticonderoga Middle School, which, when it was built in the ’70s, incorporated an open classroom design. “It was a very short-lived concept and it’s no longer one that works,” Tedford said. “It was a different world then than it is in 2018.” From an educational standpoint, open schools were distracting to students, and from a safety standpoint, they provide no place to hide. Ticonderoga has been working to carve the big open spaces into classrooms with lockable doors. Tedford said that school emergencies can extend beyond intruders, and schools must protect against them as well. Police and firefighters are called upon to assess school safety from the standpoint of a first responder. The schools also hold drills, be they for fire or lockdown. “We’re always looking to improve,” he said. Kids have learned to take these preparations in stride, much the way children in the ’50s practiced duck-and-cover in case of a nuclear war. Every generation, it seems, has some particular crisis to negotiate. Tedford said shelter-in-place drills do not appear as startling to a student as they might to a parent, “because it’s what they’ve grown up with.” ■ Open classrooms have hampered efforts to add security to schools, causing districts to change their design.

Essex Industries employee wins state award Once fearful of fans, Steven Collins is now a leader By Tim Rowland STA FF W RITER

MINEVILLE | Steven Collins is the sort of worker whom any employer would cherish. He’s punctual, positive, sober, conscientious and a team player. But for much of his life, Collins — who is disabled, if you want to call him that — never got a chance. Some of this injustice was corrected last month when Collins, of Schroon Lake, walked to the front of a crowded ballroom in Albany to accept the William B. Joslin Outstanding Performance Award presented by the New York State Industries for the Disabled, Inc. (NYSID). His performance earned him a standing ovation from the audience and left his supervisors shaking their heads in admiration. A dozen years ago, Collins was afraid to so much as plug a fan into an electrical socket. Collins makes picnic tables at Essex Industries, an arm of Mountain Lake Services. Essex Industries allows disabled workers to

of screws that go into a repair kit, but are a source of enormous pride and dignity to a group of people who have in the past been told that they have no place in the workforce. Sometimes these discouraging words are a self-fulfilling prophecy. When Collins came to Essex Industries in 2006, he was by his own admission, “scared as a chicken laying an egg.” But that was nothing to be ashamed of, his supervisors assured him, and slowly Collins began to make progress. The work at Essex Industries runs the gamut from rudimentary tasks to artisan-quality woodworking. Its employees craft seats and gunwales for top-of-the-line canoes, kitchen implements and designer carriages for bottles of fine spirits. And Essex Industries might be best known for the picnic tables it makes for the Department of Environmental Conservation, a contract it has had for 40 years. Collins, now 55, was not pushed into anything he wasn’t ready for, and he credits the patience of his supervisors, Preston Mitchell, workshop coordinator and Jimmer Sherman, assistant manager. “I used to just sit and sand,” Collins said. “But these gentlemen worked hard to get me on the machines.” So anyone who has eaten on a state picnic table of late may have Collins to thank for milling the lumber and assembling the pieces. “There’s satisfaction in taking pride in the product and knowing everything is good and correct,” Collins said. It’s a sentiment echoed around the shops,

which at any given time might have 50 or more people at work. “Folks love coming to work here every day,” said John Gereau, director of operations and marketing. “They love learning what to do and doing it well.” Still, people with disabilities have a 67 percent unemployment rate, often at no fault of their own, said Maureen O’Brien, president and CEO of NYSID. That makes it even harder who people who are disadvantaged to begin with, since jobs and career are so firmly baked into our society. “In any social situation the first question you’re asked is, ‘What do you do?’” O’Brien said. Disabled people gain significant confidence when they have a career and a paycheck to back it up. “And these are real jobs with real responsibilities,” she added. People with disabilities take longer to train, and may not be as productive, but they have other strengths that offset the disadvantages. They are dedicated, dependable, punctual and loyal. “They’re significantly more skilled at problem solving, because they have problems they have to solve every day,” O’Brien said.“It’s remarkable the challenges they can rise up to when they have the opportunity.” And, said Sherman, there are rewards for the staff as well. Not every boss gets a hug at the end of the day with the worker proudly announcing how many pieces had been processed. “We’re like a family here,” he said. Collins agreed. “They really respect us for who we are,” he said. “In my book we’re all equal.” ■

Moriah stays under the cap Town watching hydro project, could be a big boost to revenues By Tim Rowland STA FF W RITER

MORIAH | The Town of Moriah plans to spend $3.2 million in the coming year, which translates into about a $27 increase to taxes on a $100,000 home, not including water and fire districts. The town maintains its perfect record

of staying under the cap, and draws down $77,000 in reserves on the highway department side of the ledger. “I feel like it’s a good budget, and a responsible budget,” said Supervisor Tom Scozzafava. It includes 2 percent raises for town employees and eliminates one highway position through attrition. On the revenue side, the town continues to receive compensation from the state for costs that were assumed when the village of Port Henry dissolved Town officials are also closely watching the progress of Moriah Hydro, an energy project utilizing water and gravity in the old iron mines, which is a $300 million project, most of which is taxable.

Scozzafava also noted that due to an increase at the county landfill, trash fees at the transfer station will be going up in December to $2.50 for a 32 gallon bag.

OVER/UNDER TAX CAP:

Excluding special districts, the proposed tax rate for 2019 is expected to be $8.57 compared to $8.30 in the current budget. That’s about a $20 increase on a $100,000 home, an increase of 3.5 percent from the general fund, and a $6.87 increase, or 2.63 percent from the highway fund.

$1,849,674

The town will be under the tax cap. “We’ve never been over,” said Supervisor Tom Scozzafava.

TOTAL APPROPRIATIONS: TAX RATE PER $1,000 IN ASSESSED VALUE, NEXT YEAR VERSUS THIS $3.268 million YEAR: TOTAL TAX LEVY:

A rocky career LaFrance to retire after 42 years as forts’ stone mason By Tim Rowland STA FF W RITER

When he first started, LaFrance said he could clearly see graffiti that soldiers had carved in the stones — initials, flags, a bull’s head — but over the course of his career, the elements have taken their toll. LaFrance said there’s satisfaction in preserving something that is so central to Lake Champlain history. Sometimes, though, laying the stone is the easy part: the work is subject to all manner of historical regulations, and past efforts at preservation haven’t always worked out. In the early 1900s, he said, people apparently tried to shore up crumbling walls by spraying it with a type of cement made with mine tailings. It didn’t particularly work, but it did deface the stones for all time. PORT HENRY | Two of the top five teams in the state of New York in Class D football will meet at Schuylerville High School Saturday, Nov. 10 at 1 p.m. with a trip to the final four on the line as fourth ranked Warrensburg Burghers will host the fifth ranked Moriah Vikings. The Burghers beat Hoosic Valley by a score of 28-6 with aggressive defense and a powerful offensive line that cleared the way for their fast, elusive ball-carriers. With the team’s top running back, junior Jessie Griffin, taken to the hospital after being slammed to the ground out-of-bounds by a Hoosic Valley defender, running backs — freshman Dylan Winchell and junior Mac Baker — as well as senior quarterback Evan MacDuff stepped in to gain the yardage and score the touchdowns needed to win.

Although Griffin was taken out early, he tallied 100 yards rushing and a touchdown. Over the game, Baker gained 76 yards, followed by MacDuff’s 76 yards and two touchdowns and Winchell’s 50 yards via ground and a touchdown. Griffin is Section II’s third leading rusher with 1,236 yards and fourth in the section in scoring. Winchell is next with 425 rushing yards, while Griffin is also the leading receiver for the Burghers with 182 of the teams 335 total yards through the air. Overall, they have outscored their opponents 347-83, averaging 43 points per game and having won eight straight after falling to Lake George, 28-12, in the season opener. ■ — Thom Randall contributed to reporting

NCCC campuses to be tobacco free by 2020 Grant funds to go towards smoking prevention, counseling for smokers

TICONDEROGA | North Country Community College (NCCC) will use an $18,800 grant to help go tobacco-free on all three of its campuses — Malone, Saranac Lake and Ticonderoga — by 2020. The grant was awarded by the Truth Initiative, a non-profit public health organization dedicated to making tobacco use a thing of the past through education, research, treatment, community activism and engagement. As part of the grant, the college will create a Tobacco-Free Task Force to assess tobaccorelated issues on campus, educate and engage students and staff on the need for and benefits of going tobacco-free, identify a plan to address treatment for who are interested in quitting and develop a tobacco-free policy recommendation. “We will be doing everything we can to engage the campus community on the program level, on the cessation level, on the policy level,” said NCCC Dean of Student Life Kim Irland, the project’s co-leader. As an educational institution, making the college tobacco-free will help ready North Country’s graduates for jobs in tobacco-free workplaces, Irland noted. Many of North

Country’s students are in health care fields like nursing and won’t be allowed to use tobacco at their place of employment. Using funds from the grant, two student leaders – Chris Murguia, of Saranac Lake, and Colby Reynolds, of Rutland, Vermont, – were hired to travel to Washington D.C. the weekend of Nov. 3-4 to train and network with other schools and agencies that have joined the Truth Initiative campaign. They were joined by Irland and fellow project leader Beth Quinn, executive director of the North Country Community College Association. “The students will be responsible for engaging the student body on tobacco-free awareness and advocacy and prevention, connecting students with cessation – all the objectives of the Truth Initiative,” Irland said. Both Murguia, a second-year student in NCCC’s criminal justice program, and Reynolds, a first-year health sciences student, said they were drawn to the Truth Initiative because they have family members who have experienced serious health problems due to smoking. “We’re going to organize events to promote the tobacco-free campaign, helping to guide the campus to a better understanding of the dangers of tobacco use,” Murguia said. “Statistically, this is when many young people start smoking, so if we can stop it before it starts, it would be a big win on our part.” “We want to promote a healthy community,” Reynolds said. “We also want everyone to realize that smoking doesn’t just impact you physically. It can impact you socially,
